Proceeds go toward the NDEPA political action committee to support pro-ethanol political candidates.

2013 Legislative Session concludes The 63rd Legislative Session concluded in the early morning hours of Saturday, May 4, on its 80th day. NDEPA monitored more than a dozen bills and had a successful session impacting legislation that will benefit North Dakota’s ethanol industry. Highlights include: • $3 million a biennium and a permanent funding source for the Renewable Energy Council • $500,000 for a study to evaluate value-added market opportunities for renewable energy and oil and gas • $220 million for roads and bridges in non-oil producing counties • Maintenance of the successful counter-cyclical ethanol production incentive • Extension of the fuel production facility loan guarantee program and an increase in the guarantee percentage and amount THANK YOU to ethanol industry stakeholders who contacted legislators and/ or served as a resource to make the 2013 Legislative Session a success for the state’s ethanol industry!

Record corn crop expected In May, USDA projected the nation’s 2013 corn plantings to be at 97.3 million acres, the largest land area devoted to production of the crop since the 1930s. North Dakota is projected to account for 4.1 million of those acres, which is up from 3.6 million last year. Production is projected at 14.1 billion bushels, up 3.4 billion from last year when extreme drought and heat reduced yields to their lowest levels since the mid-1990s. The USDA projects that domestic corn crops this year will produce 158 bushels per acre, down from a forecast it made in February, due to a slow start to planting in the Midwest amid cold, wet weather. As of May 12, only 28 percent of the nation’s crop was in the ground. One week later that increased to 71 percent, a record-setting pace. As of May 28, 86 percent was planted.

Ethanol promotion ongoing As we enter the summer driving season, keep your radio on to catch several ethanol promotions going on through the summer months. Flex fuel vehicle owners will have several opportunities to save at the pump when they fill with E30. Also, keep your eyes open for a series of billboards (examples below) to be featured this summer as well.

Federal policy issues addressed As many are aware, there continues to be shortsighted, uninformed attacks on the ethanol industry. NDEC continues to reach out to the North Dakota congressional delegation to communicate the importance of maintaining the Renewable Fuel Standard (RFS), implementing E15 and funding the energy title in the 2013 Farm Bill. NDEC staff and members have met and/or attended agriculture and energy roundtable discussions with each member of North Dakota’s congressional delegation. All are supportive of maintaining the RFS and working toward widespread E15 implementation.

Ethanol by the numbers Currently in North Dakota there are: • 200 blender pumps in 40 communities • 64,500 flex fuel vehicles (FFV), a more than 50 percent increase since 2009

In addition, the production and sale of ethanol: • Decreased dependence on foreign oil by seven percent – from 48 to 41 percent – in 2012 • Reduced wholesale gasoline prices by $1.09 per gallon nationally during 2011 • Increased by 9 percent the first quarter of 2013 when compared to the first quarter of 2011 (North Dakota)
