ENGINEERS AND TECHNICIANS IN OUR COUNTRY • ARE GIVEN BACK SEAT. • THEY ARE INVISIBLE FORCE IN DRIVING THE ECONOMY IN INDIA OR ANYWHERE IN THE WORLD. • THEIR ROLE AND PROMINANCE IN ANY SPECTRUM OF DEVELOPMENT AND PROSPERITY ARE OF IMMENSE VALUE. • THE SPEED AND POTENTIAL IN REFORMS PROCESS IN INDIA AFTER 1990s WAS PROPELLED PRIMARILY BY THE DEDICATED CONTRIBUTION OF ENGINEERS • BUT, EXPERT BODIES LIKE PAY COMMISSIONS ESPECIALLY 5TH AND 6TH CPCS UNDERESTIMATED THE ABOVE CADRE - UNFORTUNATE.


ENGINEERS AND TECHNICIANS IN OUR COUNTRY • ECONOMISTS, PRESS AND VISUAL MEDIAS CONTINUOUSLY IGNORED THEM AND HAVE GIVEN A RAW DEAL, HENCE • THEY ARE TOTALLY FRUSTRATED, DEMORALIZED, HURT ON DE-VALUATION OF THEIR DIGNITY AND HONOUR.

ENGINEERS AND TECHNICIANS OF INDIAN RAILWAY ARE WORST TREATED WARRANTING THIS SEMINAR.

PRELUDE The vital system of technical functions in RUNNING OF TRAINS are conveniently thrown out of sight in public assessment of their role today The dignity and honour attached to this cadre is totally slashed down in the last two decades from 1996


他The system of Train operations are moving towards a disastrous end and may collapse at any moment 他The employer (Rly administration) should wake up now and interrogate themselves about the role of Engineers and Technicians with immediate effect before things turn from bad to worse at any moment on any day.


他The modernization and sophistication in Railways over last 15 years undoubtedly led to improved Railway earnings and saved the face-value of Railways in public 他But the factual position is different. To sustain this face value and to improve further will be a difficult task if Technicians and Engineers are continuously kept in frustration and dissatisfaction.


¾IRTSA is an Organization existing in Railways over 43 years which has a broad look on several things. If it is viewed in proper perspective, IRTSA is an asset to the Railway administration. ¾In the past 20 years, IRTSA’s role towards Railway’s improvement is remarkable. ¾IRTSA’s presentation to Railways about cost reduction exercises, ways to improve Railway earnings, ways to improve safety performance on several occasions are taken note and getting implemented one after an other, though the efforts of IRTSA is hidden behind the screen.


他The engineers and Technicians play their role in a tree of development on any area at every part of it. 他Their role is 100% in stabilising the root of that tree. 他Their role is vital in the stem/trunk of the tree.


他Their role in the out come leaves, flowers and fruits have significant values. 他Many people underestimate the basic structure of this tree. But it is unfortunate that even some relevant decision-making authorities also ignored the significance of technical categories in this tree and failed to protect their interests, instead deal their case mercilessly, and bluntly.


他We do not work simply to get the appreciation of our work. But we want recognition of legitimate position in society. 他We are patriotic and believe that unless a wall is there, no art could be drawn. 他Engineers and technicians are like the sensitive nuclei in a powerful atom.


他Fission of nuclei in an atom bomb to its extreme conditions will lead to destruction. 他But Fission of nuclei to required level produces unimaginable benefits in Science and Technology 他70% of work in any frame of work in any department is undoubtedly based on skillful role of these Engineers and Technicians.


他Every one needs primarily food, clothes and shelter. Then comes the secondary needs like vehicle for movement, tools, accessories, stationeries etc for their work. 他All the above are produced only with the hard skillful efforts of Technicians and Engineers.


他But the primary persons viz Technicians and Engineers who are invisible are overlooked and the secondary persons viz the exhibitors who are visible are boosted and given all the benefits, more than the former. 他Will a good Doctor ignore the invisible primary organs in a human body like Brain, Heart, Lungs etc and go for providing foremost importance to the visible organs like limbs, ears, nose etc? 他Likewise is it unjust to demand that invisible Technocrats should be given primary attention and given the due share of benefits

Oh, Dear Children! What are you looking at? A Rocket, A power House, Wind Mills, Magnificent Buildings

You say they are superb Do you know who is the architect of all these‌. They are the Engineers and Technocrats You may be tomorrow; The President or The Prime Minister of India or You may be even The Chairman of Future Pay Commissions

At that time do not forget these categories As they are forgotten by the present rulers and experts.


Oh, Sweet Ladies, Are you Performing Pooja for your car? Good, God will bless you for your smooth safe ride Do you know who has made this car? And do you know to whom you have to go? When it refuses to run!

Please remember always This car was made by Engineers and Technicians And they will be the Doctors for your car at all times Please remember these facts always Some one will come to you Seeking your vote to become the ruler of this Country Kindly get assurance from them To treat the above category With dignity and Honour

Poor Technician and Engineers who are finally made responsible if the trains derails or collapse Oh God! SAVE THIS NATION


Engineers & Technicians are at hot sun to make a pass for the Travel of Justice Rathnavelu Pandian and Justice Sree Krishna, who has said we are no more better than a clerk or a Office Superintendent

DUTIES, RESPONSIBILITIES & ACCOUNTABILITY OF ENGINEERS/SUPERVISORS ON RAILWAYS


JOB DESCRIPTION • Production, repair, maintenance and Design of rolling stocks and spares. • Repair, maintenance, POH of Electrical installations, OHE, Power house, P.way, Bridges, S&T, transport and material handling equipments, plants and equipments. • Procurement and maintenance of stores. • Testing and Quality control.


DUTIES AND RESPONSIBILITIES IN PRODUCTION UNITS, WORKSHOPS, OPEN LINE DEPOTS, CIVIL, ELECTRICAL AND S&T DEPARTMENTS

MANAGERIAL DUTIES OF SSE • In charge of a Shop, controls and is responsible for all activities in shop, Technical, Non-technical, Ministerial etc • Man-power planning. • On the job training for trainees, apprentices, conducting of trade test etc, • Liaison with outside agencies. • Work contract, technical suitability, vendor rating etc, • Preparation of annual M&P and works programme. • Planning capacity augmentation in machinery, plant, material, land and man. • Maintenance of Industrial relations. • Restoring normalcy during natural calamities.


TECHNICAL DUTIES OF SSE • Timely completion of work and out-turn. • Raising of indents and maintenance & disposal of stores and their accounting. • Allocation & distribution of staff to various work centres. • Good load centre planning, process planning, M&P, tool & Jig planning. • Control of documents and data for adhering to the schedules. • Coordination between sections, customer and feeder shops.


• Ensuring availability of RM, Semi finished and finished materials. • In-process quality control. • Installation, commissioning and maintenance of machinery and plants. • Calibration of Equipments and measuring instruments. • Maintenance of equipments and instruments as per QMS and EMS standards. • Ensuring good house-keeping to have accident-free work spot.


NON-TECHNICAL DUTIES OF SSE • • • • • • •

Maintenance of EMS and QMS records. History cards, manuals, men & m/c idle. Files and records regarding staff matters. Attendance and Incentive hours record. Maintenance and issue of Pass & PTOs. Claiming wages and ensuring distribution. Smooth conduct of elections for organised labour, society, institutes etc. • Conduct of DAR enquires. • Court witness for Railway property.


MANAGERIAL DUTIES OF SE • In charge for 2 to 4 sections. • Man-power planning, on-job training and training needs of staff. • Liaison with outside agencies, work contracts, Technical suitability, rate reasoning for purchased items, vendor rating etc • Analysis of rejection, corrective & preventive action. • Preparation of annual M&P and works programme.

Good load centre planning, process planning, M&P, tool & Jig planning. Control of documents and data for adhering to the schedules. Coordination between sections in the shop


• Ensuring availability of RM, Semi-finished and finished materials. • In process quality control. • Calibration of Equipments and measuring instruments. • Maintenance of equipments and instruments as per QMS and EMS standards. • Ensuring good house-keeping to have accident free and health hazards-free work spot. • Analysis of rejection, corrective & preventive action.


NON–TECHNICAL DUTIES OF JE • GA card punching witness, authorizing form 442. • Maintenance of various files and records for EMS, QMS. • Maintenance of History cards, manuals, men idle & m/c idle. • Maintenance of various records and files regarding all activities related to shop. • Attendance records & incentive hour records for the section staff. • Claiming wages and ensuring distribution. • DAR inquires, Court witness • Conduction of election for organised labour etc,

CORE DEMAND – 1 Senior Section Engineers and CMS staff Presently on Scale PB-2 – 9300-34800, GP-4600 Be upgraded to scale PB-3 – Rs.15600-39100, GP-5400 and granted Group-B Gazetted status Many categories lower or par with them have been granted the above award.


CORE DEMAND – 2 Junior Engineers and CMT staff Presently on Scale PB-2 – 9300-34800, GP-4200 Be upgraded to scale PB-2 – Rs.9300-34800, GP-4600 and granted FIRST CLASS PASS Many categories lower or par with them have been granted the above award.


CORE DEMAND – 3 Front line Engineers in C&W, Diesel/Electric Sheds, TRD, Permanent Way, Bridges and S&T who are directly linked to Train operation on minute to minute basis like Drivers and Guards

Be granted Proficiency Allowance in lieu of Running Allowance @ 20% to SSEs and 30% to JEs Drawing & Design, CMT staff should be paid Proficiency allowance of 20% of basic pay in lieu of incentive to compensate their Hazardous nature of work in case of CMT and for intense base root tedious and brainsome work without which the system cannot take a start in case of Drawing & Design Engineers
