We are here to serve you, privileged to meet you, and can’t wait to share our wonderful community with you!
John Richmond
Natchitoches Parish President
Hello, I’m Mayor Ronnie Williams, Jr., and I'm excited to give you a warm Natchitoches welcome! Natchitoches is my hometown, and I love Natchitoches. It’s where I met my lovely wife, Tiffany Williams. It’s where my three incredible children—Micah, Trae, and Maesie—were born. It’s my home, and literally where my heart is. I stand ready to declare that Natchitoches is the best small town in the entire United States of America. We have so much to be proud of, like Northwestern State University, Central Louisiana Technical Community College, historic sites, and so much more. We’ve got it all. Natchitoches is historic, yet modern. We have a small-town feel with a big city mindset. We’ve got the best Christmas Festival, the best food, and of course the best people around. Whether you are here to visit, for a world-class education, or to make Natchitoches your home, we are glad you’re here and we hope you enjoy your stay.
Ronnie Williams, Jr. City of Natchitoches Mayor
NATCHITOCHES:
small but mighty Natchitoches is a small town with a big reputation for good times, good food, and good people. Louisiana’s rich culture is known around the globe, and as the oldest settlement in the Louisiana Purchase, Natchitoches is a premier travel destination to "Feed Your Soul". Hundreds of thousands of tourists see just a glimpse of what residents enjoy year-round. The $4 million riverbank renovation located in nationally recognized historic downtown Natchitoches is one of the most beautiful concert and event venues in the state, making it the perfect backdrop for the many local festivals and events throughout the year. In the Mill District, bands and brews can be found most weekends at the local brewery, where historic preservation meets innovation in the newly remodeled cotton seed oil mill. The good times continue Down River, where residents have discovered the opportunity for gorgeous new construction homes with some of the best scenic views in the Parish, and restaurants, recreation, and attractions all within biking distance. Outdoor enthusiasts are living the dream in our many area lakes, rivers, hiking trails, and hunting leases. Of course, we work just as hard as we play. That tourism industry we’re so well known for makes up 10% of our local workforce. Manufacturing

accounts for 15%, with major industry players like Alliance Compressors, Pilgrim's, Weyerhaeuser, International Paper, and RoyOMartin choosing Natchitoches to set up shop. Agricultural sales in Natchitoches include cattle, crawfish, timber, soybeans, corn, and pecans, and the businesses that produce these goods thrive in Natchitoches Parish. Workforce development is a major focus of the Chamber of Commerce as well as local post-secondary educational institutions, including Northwestern State University and the Central Louisiana Technical and Community College. The healthcare climate of Natchitoches Parish has set the bar for rural healthcare systems across the state. In fact, the Natchitoches Regional Medical Center's award-winning model is emulated in other rural areas, making it a prime workplace for top talent from across the country. We may be biased, but we believe Natchitoches is the most charming and unique region of the state. You’ve probably enjoyed shopping along our bricklined Front Street, sampling the local cuisine with a famous Natchitoches meat pie, or staring up at the sky as the best fireworks show in the state reflects over the Cane River for our worldrenowned Christmas Festival. And beneath the surface of Christmas lights, meat pies, and Steel Magnolias, there are booming businesses and industries that take Natchitoches far beyond a tourist town, to a premier micropolitan destination to live, work, and play. Read on to learn all the ways Natchitoches Parish is thriving, and how you can make plans to Experience Natchitoches.

CULTURE
where HISTORY LIVES It takes time to make a good gumbo. The longer you let it simmer, the deeper and more developed the flavor. So, too, the gumbo of cultures in Natchitoches - Louisiana's Oldest City, took time to simmer and evolve into the unique body of people who call this region home. Established in 1714 and positioned at the edge of two colonial empires in the New World, Natchitoches and the Cane River region served as a cultural crossroads for much of its early years. It became a place where American Indians, French, Spanish, African, and later AngloAmericans came together to create a way of life dependent on the land, the river, and each other. Our stories are brimming with the contrasts that comprise our nation's history—conquest and colonialism, militarism and peace, wealth and poverty, slavery, and freedom. Today, colonial forts like Fort St. Jean Baptiste State Historic Site and Los Adaes State Historic Site depict life on these early outposts. Downriver the Cane River National Heritage Trail, a Louisiana Scenic Byway, follows the winding river roads lined with majestic oak trees and pecan orchards that provide glimpses into the past. Here one can find stately creole architecture mixed in with the traces of a thriving agricultural industry dominated by cotton, cattle, and pecans. At the Cane River Creole National Historical Park, generations of the same families of owners and
workers, enslaved and tenant, lived on these lands for over 200 years. The park tells their stories and preserves Oakland and Magnolia Plantations, two of the most intact Creole cotton plantations in the United States. A National Historic Landmark, Melrose Plantation contains nine historic buildings, including the African House, which houses a collection by worldfamous African American folk artist Clementine Hunter. On the Isle Brevelle Trail, St. Augustine Catholic Church is the spiritual center and heart of the Cane River Creole community, where the Creole traditions and practices extend beyond attending church services on Sunday to include fairs, trail rides, and candlelight vigils. Our Creole heritage is the secret ingredient that sets us apart from north Louisiana. The careful preservation and restoration of heritage sites and traditions have created many rare opportunities for visitors to experience Natchitoches's history and gain insights into the diverse cultures that continue to influence the city today. The City of Natchitoches and the beautiful Cane River possesses a captivating charm that echoes the past and calls to the future. A place where history lives and where history is made.

creativity ABOUNDS Natchitoches is a hub for artistic expression in Louisiana. Many artists are inspired by our rich heritage and history. The Cane River country was once home to the Natchitoches Art colony, which was one of the most popular of its kind in the South, attracting notable artists such as William Faulkner and William Spratling. In modern times, the Melrose Arts and Crafts festival attracts over 100 artists each year. Natchitoches is the birthplace of famed artists Clementine Hunter and Kate Chopin, whose works have achieved international recognition. Tourists and locals alike can enjoy learning about the history of Natchitoches arts and culture at the Louisiana Sports Hall of Fame and Northwest Louisiana History Museum and at our national historical sites. One can also find galleries full of the works of local artists at the Natchitoches Art Guild and Gallery, Local Flavor, and other such shops and galleries in our historic district. At Northwestern State University (NSU), the brilliance and creativity of students blends with time-honored traditions in annually anticipated productions and exhibitions. Each year during the beloved Natchitoches Christmas season, more than 300 students, faculty and staff of the NSU School of Creative and Performing Arts (CAPA) combine their talents to present the Christmas Gala (pictured above). Large crowds attend the Gala each year.
Throughout the year, CAPA performs and hosts symphonies, concerts, musicals, and plays, all of which are open to the public. Community members are also able to enjoy the Orville J. Hanchey Gallery, which features exhibitions of professional works by internationally, nationally, and regionally acclaimed artists working in all media. The film art scene is perhaps the most celebrated aspect of Natchitoches arts. Natchitoches is wellknown around the world as the film location and the inspiration for the iconic movie, Steel Magnolias. First a play, and then an award-winning film, Steel Magnolias is now a cornerstone of our culture and art scene. Filmmakers are still drawn by the preserved history and natural beauty of Natchitoches, which is under the umbrella of the state's motion picture production tax credit that reimburses film and TV producers up to 40% of the cost of their in-state productions. Each year the Cane River Film Festival encourages the development of all aspects of the creative arts in and around Natchitoches through the cinema experience. Tourists can enjoy visiting the film scene locations on the Natchitoches Film Trail, which is available through the Natchitoches Convention and Visitors Bureau.

steel magnolia PHENOMENON What do an armadillo, the color pink, and Christmas lights all have in common? When listed in a sentence, these words conjure up the image of the award-winning film that so well captured the strength and sass of Southern women: Steel Magnolias. Who could have imagined three decades ago, when Hollywood came to Natchitoches, the phenomenon that the Steel Magnolias film would become? The beloved film has reportedly grossed $95,904,091 worldwide. The economic impact that Steel Magnolias has had on the Natchitoches economy is evident through the booming tourism industry. “It put us on the map,” stated Natchitoches Convention and Visitors Bureau (CVB) Executive Director, Arlene Gould, in an interview with the
Shreveport Times. “For everyone who has seen the movie outside of Natchitoches, it is synonymous with the movie. It had a tremendous impact on the tourism trade and on our community” (“‘Steel Magnolias’ still impacts town after 25 years”, Martin, Shreveport Times). Decades later, Natchitoches Parish still feels the positive economic impact of being the film location of this classic film. In 2019, the CVB celebrated 30 years of Steel Magnolias and hosted the Blush and Bashful weekend event. The event brought hundreds of fans from all across the U.S., who in turn spent thousands of dollars shopping, dining, and lodging throughout the duration of the event.

During the Blush and Bashful Weekend event, Louisiana Lieutenant Governor Billy Nungesser unveiled the Natchitoches Film Trail for the Natchitoches CVB. The Natchitoches Film Trail is a part of the larger Louisiana Film Trail, and highlights the points of interest in Natchitoches Parish associated with movie filming sites. Thanks to a favorable business climate, local crews, and beautiful and varied locations for shooting, Natchitoches has been the location for many movies. More than 18 film and television movies were shot in the parish in the last 50 years. If Louisiana is the “Hollywood South”, Natchitoches and Steel Magnolias are its favorite leading lady. A prime feature of the Natchitoches Film Trail is, as one may have guessed, the Steel Magnolias Film Tour. For decades, tourists have come in droves to Natchitoches to take pictures in front of the iconic Steel Magnolia house and hunt for other
memorable film locations. Unlike the typical blockbusters filmed in Hollywood, this film location was home not only to the picturesque settings where the stars performed—it is the hometown of the real people who inspired the characters. By taking the film tour, visitors and movie-lovers are easily able to get the full, authentic Steel Magnolias experience. While most of the Steel Magnolias film locations are within walking distance of historic downtown Natchitoches, some are also located around the parish. This tour provides an opportunity for visitors to explore communities like Melrose and Robeline as well. Whether you are a long-time local or a first-time visitor, the Steel Magnolias Film Tour is a great way to experience Natchitoches!

cane river CUISINE Ask anyone why they love Louisiana, and you might hear “The food!” One prominent aspect of Louisiana culture is the unique food prepared by generations of families, cooks, and chefs. The delicious fare ranges from boudin to beignets, po’boys to pralines, and crawfish étouffée to king cakes. Louisianians take their food culture seriously, and this pride is evident to nearly every tourist who visits our state. Tourists often visit Louisiana because of the food. In 2019, food and beverages accounted for the highest percentage of tourists’ daily expenditures at 27%, above both transportation (25%) and lodging (19%). People traveling to Louisiana mostly participate in culinary and dining experiences, followed by visiting friends and shopping. Clearly, our food culture benefits our state by infusing tourism dollars. As hospitality and culinary educators, faculty recognize the importance of teaching Northwestern State University Hospitality Management students about our unique food culture and how it draws tourists to our state, especially to Natchitoches. In Natchitoches, our food scene is fortunate to include fare such

Currently, the city has a variety of restaurants with the possibility of a few new restaurants opening soon. The Hospitality Management & Tourism program at Northwestern State University is excited about the future of the food scene in Natchitoches and has worked to enhance both culinary and hospitality education. In the last two years, Columns Café was started to implement another experiential learning opportunity in the program and provide even more hands-on learning to students in a realworld setting. Once a month, local diners enjoy themed meals prepared from scratch by students in a fine dining setting. Chef John Carriere and other local chefs have begun the process to establish a local chapter of the American Culinary Federation, a professional organization for chefs and cooks with the goal of bringing together professional chefs and NSU culinary students for regular meetings. Future plans of the program include a fall festival featuring locally prepared gourmet food. This festival would feature the talents of local chefs and hospitality and culinary students. Natchitoches’ food scene future looks bright!

historical RELEVANCE Nestled in a bend in the Cane River, between Mill Street and the railroad tracks, overlooking Chaplin’s Lake and Northwestern State University, sits 3.2 acres of historically significant and economically relevant property we lovingly refer to as the Mill District. The seven industrial buildings that make up the Mill District have a modern farmhouse aesthetic that dates back to 1945, long before it was trending on Pinterest. For nearly 200 years, cotton was Louisiana’s primary cash crop, and cottonseed was an important component of the state’s cotton industry. In the post-World War II period, Louisiana was home to approximately 19 cotton oil mills, most of them located in the central and northern parishes. However, by the end of the 20th century, the Southern Cotton Oil Mill (now known as the Mill District) was the last oil mill in operation, and today
anchor BUSINESS
Herein lies the intersection of community economic development efforts and entrepreneurial ingenuity, two key elements to the sustainable growth of an area. While the City of Natchitoches, the Louisiana State Historic Preservation Office, and the Cane River National Heritage Area were working hard to protect this mill and lay the groundwork for future development, Northwestern State University (NSU) Hospitality Management (HMT) graduates Justin Krouse and Cade Gentry were beginning steps toward opening the first craft brewery in Natchitoches
it is the last substantially intact cotton oil mill site still standing in Louisiana. The distinct style of the seed houses is called "Muskogee-style," named for Muskogee Iron Works of Muskogee, Oklahoma, where the buildings were created. They are characterized by their 45-degree roof pitch and high ridgeline. The Mill District was listed on the National Register of Historic Places in 2017, noting a high degree of historical integrity due to the continuous operation of the site from the WWII period to the end of the 20th century, in addition to the fact that this mill is the last remaining example of its kind in the state. While this federal program aims to maintain the integrity of historically relevant structures, it also opens up the opportunity for federal historic rehabilitation tax credits to incentivize development of the property.

Parish, the Cane River Brewing Company. Justin and Cade both put themselves through college working in the restaurant industry, as many NSU students do. They realized the need for a local craft brewery through continuous requests from customers for a local brew, which at the time did not exist. Part of the curriculum of the NSU HMT program is developing a restaurant from start to finish, including a concept, menus, a budget, a marketing plan, etc. So, it was no problem for Justin and Cade to create a business plan and talk to

investors to get the company started. They went to brewing school in Chicago, made over 30 experimental varieties, and eventually narrowed down their favorites to create the Cane River Brewing Company’s “core four,” which includes a pilsner, a brown ale, an IPA and an APA. Several buildings across the parish were in consideration for the location of the new brewery. It was only after learning about the available 45% historic tax credits that Justin and Cade saw the potential of the Mill District. From conception to ribbon cutting, the planning process for the brewery
as an anchor business for the Mill District took about two years, and involved several community partners who rallied to make it happen. Today, you can find Cane River Brewing Company tap handles in restaurants across the state. You can find their core four, seasonal flavors like peach, and trademark Demon Lager, created for their alma mater NSU, in a grocery store near you. You can enjoy small-batch specialty brews like wild cherry, and non-alcoholic options like cream soda and root beer on-site in their taproom, where live music, good food, and family corn hole tournaments can be found most weekends.

It overlooks Cane River to the east and the beautiful campus of Northwestern State University to the west.
The Mill District was once a thriving industrial manufacturing facility in the cotton industry, and has recently been reborn and reimagined into something new and exciting. travel TRENDS 2020 put a strain on tourism across the globe, but the variety of outdoor venues and activities, the rural nature of the region, and the stellar 300+ year reputation as a great place to visit have all contributed to Natchitoches Parish remaining one of the top tourist destinations in the state. Tourism is a major economic driver in Natchitoches, and while travel trends have shifted, Natchitoches has adapted seamlessly. Early in the year, the restaurant industry got creative with outdoor dining options, and curbside service has become a permanent and welcomed addition to many area restaurants. RV travel has spiked, and the $1.2 million dollar combined investment in the Grand Ecore RV Park and Recreation Area in 2015 has proven a valued reprieve for traveling
families. Parc Natchitoches, the city’s new $14 million dollar state-of-the-art multi-sport complex, opened in the spring. Traveling baseball and softball tournaments as large as 40 teams, along with their coaches and families, were welcomed with open arms to eat, play, shop, and stay in Natchitoches.

New attractions such as Dark Woods Mining Company and new retail businesses like Lou Lou’s Boutique, have survived and thrived, despite the many unprecedented challenges of doing businesses in 2020. And while events may look slightly different than they did before, no outdoor venue is better equipped for social distancing than the Natchitoches riverbank and adjacent 33-block historic district. This means that traditional and beloved events like the Christmas Festival and the Classic Car Show (pictured above) will continue driving tourism in Natchitoches for years to come.

living OFF THE LAND From the small homeowner’s hobby farms and gardens, to some of the top producing contributors to the local economy, Natchitoches Parish is home to a diverse agricultural landscape. In 2018, it was estimated that the value of agriculture in Natchitoches was over $177.5 million. Our commercial crops include corn, soybeans, rice and wheat. Animal agriculture represents a large piece of the pie, with our parish being home to some of the leading cattle producers, as well as smaller operations that include goats, sheep, and pigs. A leading global provider of high-quality food products, the Natchitoches Pilgrims facility is one of the world’s largest poultry producers.
With the vast forests that cover most of Natchitoches parish, it is not hard to believe that our parish is a key contributor to the largest agricultural commodity in the state: forestry. We are home to several major players within the global forestry industry, including the largest plywood mill in North America. Located in Chopin, RoyOMartin owns 68,000 acres of land in Natchitoches Parish. Our local schools are invested in agricultural workforce development. The active local chapters of ag-focused student organizations help develop agricultural skills and act as a conduit to agricultural-based careers. The 4-H program partners with local farmers and community gardens to allow for hands on learning opportunities. The FFA programs introduce students to new technology, new ways to grow things, and ag-based careers.

we make GOOD STUFF The Central Louisiana Economic Development Alliance (CLEDA) has a saying: in Central Louisiana, "We make good stuff!" We tend to agree. In fact, in homes across the country, people enjoy cool air produced by an air conditioner compressor from Alliance Compressors, or a home cooked meal made with a rotisserie chicken that started at Pilgrim's. They enjoy well built homes with patented TJI joists from Weyerhaeuser and well built furniture with A-grade plywood from RoyOMartin. They receive shipments in the mail packaged in cardboard from International Paper, and drink water filtered by activated carbon from ADA Carbon Solutions. They may even enjoy the occasional cold beverage made at Cane River Brewing. We are proud that all of these products are made right here in Natchitoches Parish.
These manufactures are thriving thanks to our natural resources, our low cost of doing business, our workforce training programs, and our transportation infrastructure. One of the largest economic engines in Natchitoches Parish and the region, the Natchitoches Parish Port moves over 500,000 tons of different materials on average each year, including wood chips, activated carbon, asphalt, rubber chips, and frac sand, just to name a few. If you ever see a train hauling freight through town, you are likely going to see Trus Joist material being hauled from Weyerhaeuser, who ships 10-15 railcars of finished goods each week, not to mention the 125 truckloads shipped directly from their facility weekly. Interstate 49 runs directly through Natchitoches Parish, connecting Shreveport to Lafayette and granting easy access to manufacturers. Also, the Natchitoches Regional Airport (IER) is an FAA award-winning airport providing both general and corporate aviation services.

healthcare PIPELINE NCHS EMT Program
Natchitoches Central High School hosts six Emergency Medical Responder (EMR) classes per year (3 per semester) and has taught one Emergency Medical Technician (EMT) course in 2019 as an after school program. They have partnered with CLTCC, Natchitoches Regional Medical Center, Natchitoches Parish Emergency Medical Services, Acadian Ambulance, Pafford Medical Services, Air Evac, Louisiana Organ Procurement Agency, and the Louisiana Poison Control to assist in teaching and sharing information to the students. The EMR program generates up to fifty licensed EMRs per semester. Most students continue into medical professions, attend nursing school, or work with volunteer fire departments. The ability to have these courses in our local community is crucial to helping fill healthcare staffing shortages throughout the state and the nation.
CLTCC Nursing Program The Central Louisiana Technical and Community College (CLTCC) Natchitoches Campus Practical Nursing (PN) program has graduated close to 700 LPN's since the inception of the program in 1968. In addition, the LPN program boasts a 100% placement rate after graduation. CLTCC prepares students to meet the licensure requirements for a Licensed Practical Nurse (LPN), as established by the Louisiana State Board of Practical Nurse
Examiners. The program consists of classroom instruction, lab practicum, and supervised clinical activities in local accredited hospitals, nursing homes, and other health care agencies. The Patient Care Technician (PCT) program consists of classroom and lab instruction as well as supervised/preceptor clinical activities. Upon successful completion of this competency-based program, students may be eligible to take certification exams in Phlebotomy, Nursing Assistant, Electrocardiogram (EKG) Technician, and/or PCT.
NSU Nursing Program
Northwestern State University offers the Bachelors of Nursing (BSN) on the Natchitoches campus from start to finish, so students no longer have to go to another campus for their clinical experience. NSU currently has four full time faculty and three adjunct faculty on the Natchitoches campus, with one of the faculty positions being funded by the Natchitoches Regional Medical Center Foundation. NSU uses local hospital facilities (both NRMC and Louisiana Extended Care) for clinical locations. Only twenty students are admitted to the Natchitoches campus per semester to the nursing program. NSU boasts a 100% employment rate for all BSN students post-graduation and had an NCLEX pass rate of 98% for the 2019 program, which is above the national average of 88%.

#togetherwecan Perhaps the only thing more challenging than stepping into the new role of Superintendent of Natchitoches Parish Schools has been doing so in the midst of a global pandemic. However, at the same time we are navigating Covid-19, we are also experiencing some of the most exciting times this district has ever seen. In the past six months, we have made tremendous strides to improve access to technology for our teachers and students, now boasting a 1:1 ratio for iPads to students.
now boasting a 1:1 ratio for iPads to students The district is committed to a vision and philosophy of high expectations and academics first. This vision is at the core of the researchbased strategic plan crafted by a diverse group of community stakeholders who exemplify the tagline #togetherwecan. Our goal is that every Natchitoches Parish School be an A school by the year 2025, and we are well on our way. Parallel to our academic vision, the district is highly committed to an equitable education for all students. This commitment is made clear through the district’s anti-racism statement, adopted in 2020, and a program intended to promote cultural diversity amongst staff and students. As educators, we know that the building blocks of a good education start early. For this reason, one of the first priorities of our strategic plan is to ensure students entering the public-school system
are kindergarten-ready. Early childhood education is an area we believe will advance education in our parish and help to close achievement and opportunity gaps. The Natchitoches Parish Early Childhood Network consists of 18 sites (5 public schools, 9 Type III childcare centers, and 4 Head Start sites) serving children birth through age 5.
100% of our Early Childhood sites are using high-quality curriculums We are proud to work hand-in-hand with the Early Childhood Network to see consistent annual academic gains for our parish’s youngest students. 100% of our Early Childhood sites are using highquality curriculums, and 62% of teachers are certified with a CDA, BA or higher. Sites and teachers receive a performance rating of Excellent, Highly Proficient, Proficient, Approaching Proficient or Unsatisfactory. Despite various obstacles during the 2019-2020 academic year, two sites (14%) received an Excellent rating, seven sites (50%) received a Highly Proficient rating, and five sites (36%) received a Proficient rating. It is our goal to make all of these sites centers of excellence and in so doing, ensure that the future of Natchitoches Parish is bright!
Dr. Grant Eloi Superintendent, Natchitoches Parish School District
early childhood LEARNING 80% of brain development happens before the age of three; 85-90% by age 5. For this reason, Natchitoches has worked hard on the development and progress of its Natchitoches Parish Early Childhood Network, which serves children in their preschool years, birth through age 4. These programs work collaboratively with families and the community to provide high quality, developmentally appropriate, early childhood education that will meet the diverse needs of all participating children and prepare them for a positive and successful educational experience. Natchitoches Parish has five public pre-k programs, four Save The Children Head Starts and Early Head Starts, and nine private Type III Child Care Centers, all of which participate in rigorous teacher training and evaluation to ensure our earliest learners are receiving a quality education. NYP aims to strengthen that network through leadership development, community outreach, and networking. Every year, NYP honors 4 Under 40, hosts the Louisiana Young Professionals Conference, and organizes the largest Pub Crawl in North Louisiana. They also meet regularly for NYP-led networking and philanthropy events.
Chamber membership not only benefits you and your business, but also the community in which you live, work, and play. The Chamber makes the Natchitoches area a thriving business community through these initiatives.
Education plays a major role in workforce development, economic development, and the growth of Natchitoches Parish. The A+ Coalition provides a platform for citizens, businesses, and leaders in education to work together to advance education in our parish. Every year, the A+ Coalition awards a Technology in the Classroom Grant, recognizes Elite Scholars High School Graduates, and welcomes new teachers to the parish.
Civic engagement is vital to any progressive community. Leadership Natchitoches creates a network of informed and committed individuals capable of providing thoughtful, effective and dynamic leadership for the benefit of the parish and region.
