Objective To learn from the North American way of planning and conceiving public spaces, of acting on the urban fabric, or on complex transportation systems. But first and foremost, I aim on turning this professional experience into an exchange of practises and ways of thinking, thanks to the various projects I have worked on so far in France.

The project The contracting authority, "l'EPPS", also needed to know more about the global vocation of the area, and to be advised on the direction the project of ONI - as far as the public facilities were concerned.

«Attitudes Urbaines» won the contract thanks to its abilities in the field of architectural and urban programming, but also thanks to the recurrent use of sociology in their studies. In order to identify the pros and the cons of the newness of such an innovative (and expensive) line, we used sociological studies carried out by the RATP group on the users of the line. We also included the direct and indirect costs of the features (i.e. the lighting units on the 9 stations line, or the lack of maintenance facilities), and interviewed long underestimated actors of the life of public facilities : the maintenance system and the public itself.

In France, the "diagnosis" phase is used to identify the stakes of the project, and the potential users of the facility to be. There, the parcel was located downtown in a very dense area, very close to the suburban rail and the existing facilities and convenient stores. Moreover, a preliminary study had been brought up by the architects Reichen&Robert, and the huge project called "Seine Arche-La Défense" takes place in the same district.

The scenarios, the urban principles and the feasibility

Feasibility The scenarios are then traduced in built structures, to give the contracting authority a precise idea of the organization of the volumes according to the scenarios. The feasibility study is made of schematics, drawings, to compare the scenarios. The space needed has to be detailed, and the 3D can be helpful. As an urban planner though, the image built is not a final plan, nor is it feasible, in terms of engineering: the idea is to help the owner deciding which scenario would be the most appropriate, as far as the services provided by the future structure, or the volumes proposed are concerned.

Proposing detailed development scenarios Through what we call the "AMO", the assistance to the contracting authority, the consulting team in architectural programming/planning is to advice about adequate development scenarios: - what kind of a facility could it be? - what type of management best meets the financial means of the owner? etc. The scope of matters we answer depends on the time and the reflection already spent by the contracting authority. In this very study, the interviews allowed me to sum the 3 possible scenarios in a comparative table.

The diagnosis and the current land opportunities help locating the project. A whole dossier called «création de ZAC» had to be established to create a mixed-development zone, «une ZAC».

The population of this small rural town has been growing constantly for the past 10 years. The municipality asked the office «En Perspective» to address this issue by creating a dense and sustainable inner-town district.

The most interesting thing in this long work was, to me and as the urban planner in charge of the study, to establish the urban principles and the land strategy with the authorities and the local actors. Phase 3

enerally speaking, the six months spent working with En Perspective near Paris taught me the importance of planning even on rural contexts. Preserving the local architectural characteristics demands many skills, including legal ones of course. I would also add the capacity of demonstrating, through the «diagnosis» phase and graphic material, what precisely is the identity of the territory.

. Public inquiries for concerted actions and shared diagnoses In France, public inquiries were made compulsory in many kinds of projects in 2000, which has since encouraged the elected representatives and the urban planners to get interested in this discipline. Since I started studying urban conception, I have had the opportunity of using new tools, in favor of more efficient urban projects. There are plenty of techniques to inform the public about a project, and get its advice on it.

A «diagnostic en marchant» (lit. «diagnosis while walking») is a technique for a shared diagnosis that brings the project owners and the urban planners together, on the site of the project. I was given the chance to use such a technique for an evaluation study, and found it of a precious help for the first steps of the project.

Being a student in a Master’s degree in the second best Institute for Urban Planning in France was not only a chance of attending to one of the best lessons in planning. In Brittany, we were also in charge of studies for big public project owners. As a consequence, small groups of 7 to 8 students would work during a few months on specific issues.

La voirie est périphérique à l’opération de coeur de bourg, et agrandit considérablement la parcelle. Elle inclut 60 places de parking public et 10 places privées. Cette voie en enrobé permet le stationnement et le passage des véhicules, avec un coeur d’îlot réservé aux piétons (cf. fig. 3). Ce coeur d’îlot est vaste de 750 m². L’opération est constituée de plusieurs grandes parcelles cadastrales, séparées par vocation. Ainsi l’habitat est regroupé par une parcelle de 1060 m² (partie nord de l’ilot, cf. fig. 5); l’opération est inséparable des services qui y sont accolés, sur une parcelle de 830 m² (sud de l’îlot).

Les bâtiments forment des fronts bâtis à R+2+c.a. pour l’habitat, et à rez-de-chaussée simple pour les services. Ceci crée des espaces publics à semi-privatifs intéressants, en coeur d’îlot par exemple (cf. panorama en fig. 3). L’opération, d’un seul tenant, a conféré un style architectural unique à l’ensemble, ce qui assure une homogénéité à l’extérieur comme à l’intérieur de l’îlot (cf. fig. 3 et 6). Les logements disposent de balcons voire de terrasses. Les habitants bénéficient également de la proximité immédiate des multiples services présents sur site (services à la personne, alimentation rapide, poste, professionnels de la santé, tabac, quelques magasins...). Ils sont de plus situés en coeur de bourg, à la confluence des axes routiers du bourg et des services extérieurs à cette seule opération.

After identifying the different contexts at the scale of the department, we established a series of criteria to analyse bits of the urban fabric of rural towns to important cities of the area. We picked about a hundred different districts, operations, buildings that interested us for the answer they gave to both needs for a residential density and for agreeable - at least liveable - places.

rawing and visiting other countries may not be directly linked to planning, or to the urban projects. In fact, the historic, social and human contexts are so different from a country to another, that the persons in charge of designing and planning the urban projects must be careful about the integration of their work within the existant fabric. That being said, the quick drawings made during my trips over Europe always helped me keeping a critical sense at all time.

I believe it also raised me in paying attention to more sensitive things, such as atmospheres, details of the furniture, light, the volumes in front of me. The urban planner has to avoid pre-made recipes, and his job being to embrace many different points of view, I think my trips in Germany, England, Belgium, Spain, Portugal, Austria... are part of my experience as well. I hope I get to visit the United States very soon!

A

ssociations are a great way to get personnally involved in specific matters, issues or events, along one’s professional life. I particularly agree with the way «le CNJU» (lit. the National Collective for Young Urban Planners) claims for a better recognition of the profession of the French urban planners. We insist on the particularities of our approach and role, at a time when the making of the urban fabric implies many different fields, including social sciences. Le CNJU aims on making this new profession - and title : «l’urbaniste» - a strong and prestigious whole. The main goal is rather to defend a discipline, and the adapted training paths to perform it, than to defend a title though; the strategy is different than for the architects, or the engineers before us. «L’urbanisme», the urban planning/design, already exists in France, and we intend to bring those professionals together, including the students in this field. Le CNJU was created in june, 2010, and has quicly become the most important association in the field, gathering more than 1.300 people in less than two years, thanks to its dynamism and the events organized. I was given the opportunity to represent my Institute at the board of the association, and to attend roundtable events. In june 2011 for example, when the guests were Jean-Yves CHAPUIS, vice-president of Rennes Métropole, Lorraine RIST, urban consultant and vice-president of «l’ACAD», Charles MASSON-BELLOT, HR consultant, and three urban planners, including a teacher in the field.

The roundtable event for le «CNJU» in june 2011. The debate was about the vocational training, occupational characteristics and employability of the young urban planners, meaning soon after their master’s degree. A survey conducted by the association helped the guests debating, and brought new elements to show the need of those professionals in France today.
