California law prohibits all motorists from using a handheld wireless telephone while operating a motor vehicle.
VC SECTION 27315 MANDATORY SEAT BELT LAW
27315. (a) The Legislature finds that a mandatory seatbelt law will contribute to reducing highway deaths and injuries by encouraging greater usage of existing manual seatbelts, that automatic crash protection systems that require no action by vehicle occupants offer the best hope of reducing deaths and injuries, and that encouraging the use of manual safety belts is only a partial remedy for addressing this major cause of death and injury. The Legislature declares that the enactment of this section is intended to be compatible with support for federal motor vehicle safety standards requiring automatic crash protection systems and should not be used in any manner to rescind federal requirements for installation of automatic restraints in new cars. At Fleet Management, CUSTOMER SAFETY AND SATISFACTION IS OUR PRIMARY CONCERN, thus, we have established a preventive maintenance program that improves upon established manufacturer’s standards to maximize the service life of County assets, i.e., to provide safe vehicles that are emissions-compliant and cost effective to operate.
This Vehicle Operator’s Handbook was created as a safety tool that will serve as your reference and should be always kept in the County vehicle’s glove box.

BE A GOOD STEWARD
Being good stewards of the resources demand a strong emphasis on operator care to preserve the vehicle’s interior and exterior condition. The intent is to demonstrate pride in ownership, optimize operational efficiency during retention and recover maximum resale value of County assets.
OPERATOR RESPONSIBILITIES
USE OF A COUNTY-OWNED VEHICLE:
The OPERATOR of this vehicle is responsible for having knowledge of the following:
County-owned vehicles are used for official business only in accordance with County and state laws, rules and regulations.
County vehicles shall be operated only by County employees with a valid California driver’s license or approved commercial driver’s License. A driver must be 18 years or older, legally responsible of his or her actions and subject to an agency’s direction and control.
Family members, friends or driver’s pets shall not ride in County vehicles.
Smoking is prohibited in any County-owned vehicle.
No hitchhikers are permitted in County-owned vehicles.

If a County employee intends to use a privately-owned vehicle for County business, the following applies:
• The County employee must obtain permission from the agency prior to using the vehicle on County business.
• THE COUNTY SHALL NOT BE LIABLE should an operator permit family members and/or friends ride with the County employee (either with or without agency permission). They shall ride at their own risk or at the personal risk of the driver, employee, or person to whom they relate
• The County shall not insure or indemnify friends or family nor insure or indemnify the employee against any claims brought by friends or family.
County-owned vehicles are to be stored overnight at County office locations, crew headquarters, or the quarters where the employee is lodged overnight while on travel status. Any exceptions must have prior authorization by the agency management.
OBLIGATION TO THE LAW:
County-owned vehicles shall not be driven in excess of legal and posted speed limit and shall at all times be driven in a prudent manner conducive to safety, economy, and good public relations.
The operator of a County-owned vehicle is solely responsible for all traffic infractions and vehicle-related violations (parking tickets, toll avoidance penalties, etc.) received while operating his or her vehicle.

SAFETY… DRIVE DEFENSIVELY:
County drivers play a key role in maintaining assigned vehicles in a safe, operational condition at all times. Bear in mind that smart driving is most important safety factor in preventing accidents
Before operating this vehicle, the driver should inspect the unit for any obvious physical damage to ensure that it receives the regular care it needs:
1. Check if tires appear properly inflated
2. Notify your supervisor immediately if you detect any unusual noise, vibration, leak or if any warning lights come on.
3 Do not allow the condition to linger allowing the unit’s condition to become worse and might jeopardize your safety.
If any aspect of the vehicle’s performance concerns you that are not indicated on the above list, you may bring the attention to Fleet Management.
COURTEOUS COUNTY DRIVERS:
County drivers are highly visible to the public and display an image on how the County conducts its business. The privilege of driving publicly funded vehicles also gives the driver the opportunity to be an example of courtesy, safety, and observance of the law.

VEHICLE SECURITY:
Safeguard the vehicle, Voyager card and keys against theft or misuse. Lock up all articles of value in the trunk or take them with you when you leave the vehicle. Report lost, damaged, or stolen Voyager cards, license plates or keys immediately to your Fleet Coordinator.
VEHICLE USE POLICY (VUP):
This booklet contains general information to aid the driver in being informed of vehicle-related policies and procedures. However, this booklet is simply a guide and in no way replaces the Vehicle Use Policy (VUP) which should be read by all County drivers prior to vehicle use. INSURANCE INFORMATION
EVIDENCE OF FINANCIAL RESPONSIBILITY
Pursuant to California Vehicle Code Section 16028, this shall certify that the vehicle more fully described below is owned or leased by, or under the direction of the County of Monterey, a public entity, as defined in Section 811.2 of the Government Code.
This certificate applies to all licensed vehicles owned and non-owned of the County of Monterey. This certification may be considered proof of insurance.
It is hereby certified that the County of Monterey is lawfully self-insured for purposes of General Liability and Automobile Liability related to County sanctioned activities.

WARNING: Fuels are flammable and can be dangerous if not handled properly. use a cell phone in the vicinity of the fueling stations and do not re-enter the vehicle while fueling — static electricity or any kind of sparking can cause the fuel to ignite.
DO NOT smoke in the vicinity of the fueling stations.
DO NOT overfill the tank as this causes waste and spillage (hazardous material contamination).
GASOLINE AND DIESEL FUELING INSTRUCTIONS
1. Locate recommended fuel type. Turn off vehicle engine Set the vehicle in park gear and apply the parking brake.
2. Remove fueling nozzle and turn on fuel pump activator lever.
3. Insert fuel nozzle into vehicle / equipment fuel tank, wait for three (3) beeps to read and begin fueling. Do not top off to avoid spillage.
4. When fueling is complete, remove fueling nozzle from vehicle / equipment.
5. Turn off fuel pump activator lever and return fueling nozzle. Always use an approved gas container. Place it on the ground to avoid static electricity ignition from fuel vapors. Never fill the container while it’s inside the vehicle, trailer or on the bed of a pickup truck.

LEAK/SPILL REPORTING:
FOR MINOR, NON-REPORTABLE GASOLINE OR DIESEL FUEL SPILLAGE that do not pose a hazard, cover spill with absorbent material. Cleanup can be done by an assigned knowledgeable technician according to normal maintenance and housekeeping procedures.
FOR MAJOR UNCONTROLLABLE DIESEL OR GASOLINE SPILLAGE, immediately turn off fuel pump at the fuel pump dispenser, locate and press the Emergency Fuel Shut-Off button.

VOYAGER FUEL CARD
USING YOUR VOYAGER FUEL CARD:
1. Determine if the gas station carries the Voyager logo (typically displayed with other logos such as Visa, Master Card, etc.). If visible, you may use the Voyager card.
2. Swipe your card at the island terminal. Note – if the pump terminal fails to read your Voyager card, see the gas station attendant.
3. Choose “credit” if prompted to choose between the “credit” or “debit” key.
4. Provide the PIN or ID number, mileage or odometer reading (whole number only) then press “enter”. Secure and retain a receipt after fueling is completed.
5. Credit cards will be used only when fuel or service cannot be obtained at County facilities located at the East Laurel Service Station in Salinas, Toro Park Service Station or the County Courthouse located in Monterey. Credit cards for assigned vehicle use will be issued bi-annually.
6. Any lost credit card must be reported to your direct supervisor or contact Fleet Management Office at 831-755-8959. Should you lose this card during non-business hours, please call 1-800-987-6591 (24 hours).

CREDIT CARD USE IS AUTHORIZED FOR:
1. Purchase of fuel and oil
2. Breakdown repairs and service outside the County or after normal business hours.
3. This universal card may be used at most commercial gas stations.
4. Except for emergencies and handicapped personnel, credit card purchases are restricted to SELF SERVICE FUEL PUMPS. Unless otherwise indicated, gasoline purchases will be for regular unleaded ONLY.
5. May be used for roadside assistance if Countyapproved tow vendors are not available.
6. May be used for car washes with Department’s approval.
7. This universal card cannot be used out-of-state unless pre-approval is requested through the department manager.
DO NOT use this CARD for wheel balancing, air and oil filter elements, lubrication, or any other purposes (no food or snacks, etc.)
The Voyager card shall not be used to purchase Premium fuel for passenger cars and light duty trucks.

VOYAGER APPROVED FUELING LOCATIONS
Its recommended operators always maintain a minimum half tank of fuel in readiness of an emergency response after a natural disaster or terrorist attack.
Listed below are some of the locally operated fueling stations which gladly accept the Voyager Card.
FUEL SAVING TIPS
The escalating cost of petroleum products has brought into sharper focus the need to use County vehicles more efficiently. Listed below are several ways an individual can begin to save on fuel usage and cost.
The elimination of waste through efficient operation of vehicles and improved driving habits will reduce fuel consumption and lower fuel costs. Measures such as regular, timely Preventive Maintenances (PM’s), properly inflated tires, judicious use of air conditioning, and driving at prescribed speed limits are all measures that save fuel thus lowering fuel and operational costs.

Fleet Management encourages all drivers to have their vehicles regularly washed and cleaned to preserve the interior and exterior of the vehicles, and to put the county’s “best foot forward” by displaying a responsible, well maintained public presence.
Car wash tickets can be purchased at vendors by the department’s Fleet coordinator.

PREVENTATIVE MAINTENANCE (PM)
WHAT TO EXPECT:
Know when equipment is due for a PM by referring to the PM tag affixed to the upper left of the windshield.
Operators are to report concerns to Fleet Management immediately on systems or devices adversely affecting the safe operation of vehicles/equipment. Any concerns resulting to vehicle malfunction shall be the driver’s responsibility should he fail to report it.
The following mechanical problems require IMMEDIATE reporting and SURRENDER for service:
Tires or brakes
Steering mechanisms
Operating levers controlling power transmission
Hoisting, dumping and tripping devices
Warning lights such as turn signals, brake lights, emergency, and rotating flashers, headlights, reflectors, and clearance lights (unless the vehicle or equipment is not used during hours of darkness)
Windshield wipers and defrosters (when weather conditions require them to be operated)
Other similar safety and warning equipment and devices peculiar to general and special purpose vehicles or equipment.
Operators are not to remove vehicles from Fleet Management that still require repairs to be completed.

MAKING AN APPOINTMENT:
To improve operational efficiency and ensure that you are minimally inconvenienced, Preventative Maintenance and Emissions Testing are done by appointment. To schedule an appointment please call Fleet Management at (831) 755-4915.
HOW LONG WILL IT TAKE:
Regular preventive maintenance will be performed and should be ready on the same day. However, if the technician identifies unusual mechanical concerns, the vehicle must remain in the shop until the unit is in efficient condition. The driver then will receive a call from Fleet when the vehicle is ready for release.
Operators are to claim their vehicle and / or equipment within two working days after being notified by Fleet Management. Failure to pick up assets in a timely manner results in parking congestion, impedes safe navigation within the maintenance yard and makes it difficult to service other vehicles.
VEHICLE EMISSIONS (SMOG & SMOKE) TESTING:
Operators must turn in vehicles and equipment by the established PM and smog inspection interval due dates as established by the state Air Resource Board. Failure to do so can result in state fines and, possibly, an accident if safety systems are not inspected and/or serviced at required manufacturer intervals.
MANUFACTURER’S RECALL:
A safety recall notification will require immediate turn in of an asset to Fleet Management after being notified.

WARRANTY REPAIRS
Timely action in responding to Fleet Management when notified of a recall, service bulletin, smog, or PM notice will ensure manufacturer warranty provisions are not voided. Failure to comply with notification due dates places the responsible department at risk of funding the entire replacement costs.
RENTAL CARS
Rental cars including compacts, sedans, trucks and vans are available at Fleet Management at exceptionally low cost
To reserve a vehicle, please call 755-4915 within 48 hours in advance. Please note, however, that vehicle type is subject to availability and cannot be guaranteed
During office hours you may drop off the vehicle to Fleet Main Office located at 855 E. Laurel Drive, Building A, Salinas.
LOST / STOLEN ARTICLES
Fleet Management and Monterey County are not responsible for any lost articles or stolen belongings. Be sure to lock up the vehicle or secure valuables elsewhere.
TOLL FEES / OTHER CHARGES
Fleet Management is not responsible for toll fees, fuel charges, traffic/parking citations charges or any charges incurred in the commission of any infractions or violations while using the vehicle.

TIRES
When Fleet purchases a tire, the amount of rubber (more commonly called “tread depth”) plays an important role in terms of its useful life and safe operation of the vehicle. Using a tire that is not properly inflated is not only dangerous, but shortens the life of a vehicle by wearing the tread depth prematurely and unevenly. This also negatively impacts the vehicle's fuel economy and also the safe handling and braking performance of the vehicle.
By following Fleet Management's PM schedule you will ensure your tires are inspected and serviced at predetermined intervals to ensure optimal performance and safety.
Check your tread depth regularly and learn to recognize the signs that it is time to replace your tires. You can do this simply with a penny. Insert the penny into the tread groove upside down, Lincoln facing you. If you are able to see all of Lincoln’s head, you need new tires.

INCIDENT REPORTING AND INVESTIGATION

The primary tool each department uses to identify and recognize the root cause in an accident is a thorough and properly completed accident investigation.
Accidents are to be reported to the department the day of incident. The final Vehicle & Property Damage Report is to be completed and submitted with Police Report and DMV SR-1 within 24 hours of incident to this email address: vehicleaccidentreporting@co.monterey.ca.us and a copy to the department of origin.

ACCIDENT PROCEDURES FOR DRIVERS
PLEASE READ CAREFULLY
1. Ensure it is safe to exit the vehicle before doing while in active traffic or hazardous areas.
2. Take necessary precautions to protect the accident scene from incurring further serious risk.
3. Remain at the scene of the accident until police arrive unless it is unsafe, or you need immediate medical attention.
4. If someone is injured and/or fire is involved, dial 911 for emergency assistance and notify Risk Management through the County operator at (831)- 755-5045.
5. Be courteous. Answer police questions in a polite manner. Give identifying information from the other party involved, but do not admit responsibility / liability for the accident. If a police officer does not respond, file a police report immediately at the police station no longer than 24 hours within the jurisdiction of the accident.

DRIVER’S REPORT OF ACCIDENT
1. Fill out the entire Vehicle & Property Damage Report while at the accident scene if it is safe to do so. This information will be used to complete departmental/County accident occurrence reports.
2. Take photos of the accident scene and all involved vehicles if you can do so safely. If it is not safe to take photos of the accident scene, return as soon as you are able if there is a safe place to take photos.
3. Submit Vehicle & Property Damage Report to Fleet Management division for repair appraisal. In case of damage to property other than county property or injuries, driver must submit appropriate report to Risk Management division.
The completed Vehicle & Property Damage Report, Police Report, and DMV SR-1 are due within 24 hours from the time of the accident to all offices listed below, including the department of origin.

EMPLOYEE INJURY REPORTING
If an employee(s) has been injured in the accident, complete the appropriate forms along with the Vehicle & Property Damage Report. Only send injury report forms to those identified to receive such documentation.
DOT EMPLOYEES
DOT drivers must follow regulations that non-DOT drivers may not have to abide by. If one of the following occurs, either the driver, the driver’s supervisor, or the department must contact Risk Management immediately at (831) 755-5045
