YEAR OF THE SHOREBIRD DECLARED AT GREAT SALT LAKE

n May, Utah Gov. Spencer Cox declared 2021 as the “Year of the Shorebird” at the Great Salt Lake and in Utah, and the year of the Western Hemisphere Shorebird Reserve Network site at Great Salt Lake. It celebrates the 30th anniversary of the 1991 Great Salt Lake Hemisphere Shorebird Reserve Network designation, the highest level of designation given to a site by the Network.

The announcement coincided with the annual Great Salt Lake Bird Festival, held for the 23rd year at the George S. and Dolores Dore Eccles Wildlife Education Center at the Farmington Bay Waterfowl Management Area. The event was not held in 2020 due to COVID-19.

“This declaration signaled and highlighted the importance of Great Salt Lake’s ecosystem for many of our bird species,” said Utah Department of Natural Resources Executive Director Brian Steed.

“We also greatly appreciate the many partnerships that work to study and help preserve this unique ecosystem for the benefit of wildlife and others.”

Great Salt Lake and its associated wetlands provide an invaluable food source to around 10 million migratory birds annually, including about 330 different species. Great Salt Lake receives the largest percentage of the world’s population of Eared Grebes feeding during their migration. Between 3 million and 5 million Eared Grebes have been documented using Great Salt Lake as a stopover spot during their migration each year from September to October.

The lake also supports nearly one-third of the global population of Wilson’s Phalaropes, more than 56 percent of the global population of American Avocets, and 37 percent of the North American population of Black-necked Stilts. The lake’s shoreline, playas and mudflats Continued page 7

Kaysville Public Works issues 2020 annual report

T

he City Council issued a National Public Works Week Proclamation May 16-23, 2021 honoring the Public Works Department for its dedicated efforts in maintaining City infrastructure, facilities and services as well as contributions to safety and quality of life.

The Proclamation said “it is in the public interest for the citizens, civic leaders and children in Kaysville City to gain knowledge of and maintain an ongoing interest and understanding of the importance of Public Works and its programs in their community.”

Traditionally, as we think of Public Works, we think of things like transportation, water supply, water treatment, solid waste systems and public buildings. It would appear there is so much more to the department.

Recently, Josh Belnap, Public Works Department Director and City Engineer, provided a 2020 annual overview to the City Council.

He reported oversight of 130 miles of public streets, including pot holes and small patching jobs. There was install/repair for 2,000 new or existing street signs. Staff worked on curb painting, tree trimming, street sweeping, garbage can maintenance/delivery/storage, and fleet management of vehicles, large equipment, and small tools and equipment. The staff maintains over 300 miles of storm and land drain pipes.

Let’s talk about the important topic of water (Belnap said staff jokes that water takes precedence but it really is just more complex and constant). Staff maintains over 160 miles of drinking water pipes, including 6 tanks (holding a mere 7.5 million gallons), 3,500 valves, 1,600 fire hydrants, 9,000 service lines and meters, various pumps, pressure zones, air vacs, and backflow assemblies. This includes compliance for water quality, annual/monthly reporting, training, daily water quality monitoring (50 samples monthly), flushing to clean lines and checking hydrants once every five

years, and last but not least, water meter reading.

When not working on streets or water, there is engineering and inspection plan review and coordination for all City utilities and infrastructure for proposed developments. This includes construction inspection and oversight of new connections, as well as other new installs, street cuts, city projects, plat review and approval, and design and coordination on plans and bids for City projects.

All of this workload is accomplished with four full-time street staff members, four for storm water, eight for water, one inspector, one secretary, and various other administrative and support staff (with other duties). The various positions are funded by Class C funds, road fee, and the Utility Fund, Water Enterprise Fund, and General Fund.

Belnap made note of the focus on vehicle replacement schedules and best practices (changes in Fleet Management), management of StormWater Pollution Prevention plans for all applicable construction sites, and close work with Davis County and the Division of Drinking Water regarding water quality. He said staff repaired 65 leaks, and this included after-hours repair on 42 culinary water leaks.

Even with the remotely mild winter, staff had over 400 hours of snow plowing efforts. They rescued four duck families, had oversight of three accident cleanups, and one illicit discharge. Staff worked with coordinators of the West Davis Corridor Design review for utilities and infrastructure items, and worked on roadway/grading Highway 89 construction, which included replacement or relocation of 3 miles of water lines.

Belnap said a lot of water conservation efforts are focused on irrigation/outside usage (overwatering). He said in Kaysville, the vast irrigation done is with secondary water and although that is not something necessary

managed by them it was still a concern. He said the City is directly affected by water conservation in that it has the opportunity to submit a conservation plan to the state every three years and has adopted changes through building code by requiring water efficient fixtures and offering rebates through Weber Basin. He said the drinking supply is far from guaranteed and subject to what people do. He said if Utah continues to grow in this same manner, people need to become more aware (turn off the water when brushing teeth/not letting the shower heat up).

Local businesses struggle to find employees

B

usinesses that were fortunate enough to survive the pandemic shutdown and restrictions are now faced with an issue that has the same potential to close them down, either partially or completely. The “signs” are everywhere: Now Hiring! Join our Crew! Signing Bonus!

The labor shortage is most obvious in the category of retail and food service, yet the crisis extends far beyond the floor to ceiling windows. Their recruitment efforts are just more visible in the storefronts than those businesses who recruit predominantly online where a company does not have a physical/visual presence in a particular community.

A quick visit to the website of online recruiter Indeed. com reveals job openings in virtually every imaginable field of work, with many requiring minimal education or experience. Anyone looking for a career change has ample opportunity to explore new fields of employment.

A sampling of available jobs within Davis County include: registered nurse, delivery driver, FBI special agent, retail sales clerk, behavioral care technician, personal trainer, licensed clinical social worker and package sorter, with salary ranges as varied as the job descriptions.

Where job seekers once had to compete for available jobs, the tables have turned and employers have to compete for available employees. Many companies are offering signing bonuses.

Comments and posts on social media provide a wide range of explanations for the shortage of employees. The blame tends to be pointed in every direction, often influenced by the political affiliation of the person making the comments. Some claim employers are not paying enough, while many blame the current administration for doling out stimulus checks and increased unemployment benefits, thus removing the need or desire for those without jobs to go out and find one. Employers who use online recruiting find that it is fairly easy to find applicants for open positions, but next to impossible to get those applicants to respond to requests for interviews or to show up for their first day of work. Utah Gov. Spencer Cox has announced that in June, Utah will opt out of the extra $300/ week unemployment benefit provided by the federal government.

The adolescent workforce has been diminished in recent years as the available time in a student’s schedule is often limited due to extracurricular activities. Sports that were once seasonal are often year-round, with the opportunity for out-of-town tournaments nearly every weekend instead of that once a year out of state trip. School curric-

ulum can be demanding as students work toward earning college credits and scholarships. Many students just do not have time for an after-school job.

According to an Associated Press story, there are multiple reasons for the disparity between job openings and candidates to fill the positions. There are still previously employed workers who are fearful of contracting COVID while working with the public. Women represent a majority of those who have not returned to the workforce, partly due to the fact that many school districts across the nation have not returned to in-person schooling, creating a need for child care which is often not affordable or available.

The economics of supply and demand is also at play.

A robust economy drives retail purchases creating the need for more workers. There are plenty of customers but not enough employees to serve the customers. The labor crisis is also affecting the supply chain to retailers as companies are competing for drivers to deliver their goods. Beyond that, there is a shortage of labor within the companies who produce the goods.

The supply chain interruptions reached the panic level when Chick-fil-A announced they would only give out one sauce per item. Famous for delivering handfuls of sauce, fans will now receive a maximum of three sauces per order. What is the world coming to?

Recently, local Dairy Queen owner Scott Thompson (husband of the author of this story), who represents the franchisees in five northwestern states on the company’s Supply Chain Advisory Council, attended a meeting where the CEO of the company that produces chicken for the fast-food chain explained their situation. Demand for chicken has skyrocketed across the nation, creating shortages for many concepts and retailers. In response, their processing plant has been running seven days a week with extended hours. They have offered their employees double-time to fill these shifts. The employees came in and worked the weekend shifts, collected their double pay and then called in sick on the following Monday and Tuesday.

“What do we do when they miss two days of work and finally return to work on Wednesday? We thank them for showing up to work. That’s all we can do,” said the CEO as he explained that behavior that previously resulted in disciplinary action is now acceptable.

Thompson also describes a situation where he was receiving a dairy delivery in one of his stores at the same time that he was receiving a warehouse order. The warehouse driver was trying to convince the other driver to leave his employment at the dairy and go to work for the

warehouse. A discussion of hours and salary ensued.

Economic forecasts predict that the labor shortage may ease up as the pandemic winds down, children return to in-person learning, stimulus checks have long been spent and unemployment benefits dry up. In the meantime, consumers are learning to be patient as they wait in drive-thru lines that seem to move at snail’s pace, or shop in stores that have enough checkout lanes to accommodate Black Friday crowds yet only have one open lane. That one open lane is typically staffed by a cashier that is doing their level best to keep the line moving and is not the reason for the labor shortage. In fact, they ARE the reason a business can keep its doors open and offer you the products you are looking for. Be kind.l

Tom’s Trivia--Utah trends, ranks, and Hollywood’s richest star

ore useless information about how the Beehive State is perceived in surveys, studies and polls conducted by research firms around the country. Some are more interesting than others, so enjoy.

Survey reveals the average home workout session for Utahns since the pandemic started lasts just 18 minutes. While Utahns remain to be among the fittest in the country, a survey from IRunFar.com says 2 in 3 would prefer to stay home and drink with friends than working out. Utahns work out at home for just 18 minutes, not close to the CDC’s minimum of 150 minutes of physical activity a week. Delaware residents average 50 minutes per session, the website reported, while nearby Maine residents average only 6 minutes per session. More than half (57%) of people say they’re less fit now as compared to pre-pandemic times, however, a third say they have been steadily ramping up their workout intensity as restrictions ease and summer is on the way.

Don’t drink alcohol? That might be a deal-breaker if you’re single, as 1 in 5 Utah singles said they would not date a nondrinker. A poll by Detox.net, which helps people find drug and alcohol addiction detox centers, said most Americans can’t fathom being in a relationship with a teetotaler. The

survey made the surprising discovery that over 1 in 5 Utah singles (21%) would NOT date a teetotaler, period (compared to a national average of 14%). However, if given a binary choice between dating a teetotaler, and someone who drinks too much, 12% would opt for the latter. This does change slightly when it comes to gender: 19% of men would definitely date someone who drinks too much compared to just 5% of women. Another potential deal-breaker Detox.net found was that 38% wouldn’t date a potential partner who smokes tobacco or uses other substances.

The average Utah office worker wastes five hours a week on tasks that could be automated. That’s the finding of a survey done for company UiPath. Their study showed 52 percent of respondents said they specifically trained in automation over the past year, and 94 percent agreed this has improved their job performance. The study found that office workers in America believe they waste 4 hours and 59 minutes on tasks that could be automated. That’s more than two business weeks per year, per person, of lost productivity. Comparatively when broken down by state, those in Utah say they waste 5 hours and 13 minutes a week.

teen slang. Following a national lingo test and survey from Solitaired.com, parents have allowed kids to spend around 41 percent more time playing online, as compared to pre-pandemic. When it comes to slang and gaming lingo, parents are struggling. Messaging each other with acronyms such as TTYL, ROFL or GOAT, teens immediately get what their friends are saying, even if it comes across as a weird, alien terminology.

Just over 1 in 10 (13%) Utah parents were able to understand the meaning of words like ‘Lit’ [amazing, cool or exciting], ‘Dope [cool or awesome]’, ‘Thirsty’ [trying to get attention], ‘Snatched’ [looking good, perfect or fashionable] or ‘Shook’ [to be shocked or shaken up] - lower than the national average of 27%. The rest showed themselves up as total ‘Noobs’ [a person who doesn't know what they're doing or who is bad at something; in other words, a newbie], frankly.

Happiness Inflation: Utahns say they need a 56% salary increase to be happy, survey reveals. Solitaired.com reports that Utahns need an increase in salary equivalent to around $22,445 per year. Broken down across the states, this happiness inflation figure appears to be highest in Alaska (at 60% and well into hyperinflation territory). Comparatively, this figure was lowest in Arkan-

sas (although still considerable) at 20%.

And Utah is the 3rd most equipped state for electric vehicles, with 67 charging points per 100,000 vehicles, according to Zutobi.

The study focuses on the ratio of charging points per total vehicles in a state to reflect capabilities at scale. This allows for them to look beyond the ratio of EV charging points to EVs, as while there may be sufficient points currently, this doesn’t always mean they are the best states at scale.

Finally, who has the most dough amongst Hollywood stars? The usual suspects are among the top 20 wealthiest--Tom Cruise, George Clooney, Robert DeNiro, Mel Gibson, Adam Sandler, Tom Hanks and Michael Douglas among the top 20. But the richest isn’t any one of those. Are you ready?

It’s Jami Gertz, the 55-year-old actress best known for roles in Sixteen Candles, The Lost Boys, Jersey Girl, Twister, Ally McBeal and This is Us. Her net worth is $3 billion!

Among other financial assets, she and her husband Tony Ressler, founder of a private equity fund, are part owners of the NBA Atlanta Hawks. And when they married, she brought most of the money in and bought their first home. They’ve been married since 1989 and have three children. And a lot of moolah!l

Will this be a better year for home canning supplies?

S

ome of my earliest memories of my first years living here in Utah are of home canning. I married into a family that had a huge garden, and every summer and early fall, we picked vegetables from that garden, snapped green beans and otherwise prepared food for canning. Those efforts proved very important, and tasteful in the years raising a family on lean budgets. ramp up for 2021, does the outlook seem better?

Reports in March, before the pandemic started to wind down, indicated that there could be a shortage, particularly for lids. According to information from Newell Corporation, which manufactures Ball, Kerr and Golden Harvest canning products, shipments of lids in somewhat limited quantities began going out near the end of March. The company plans to continually produce lids through this summer. That outlook has not been updated since mid-April, so availability may depend on individual stores. That said, here are some suggestions for those doing home canning, as detailed by manufacturers as well as the USU Extension.

First, canning jars and screw-on rings should be more available in big box stores, supermarkets and hardware or agricultural

Second, don’t simply reuse single-use lids. They aren’t going to be the same strength as when you first used them because the original seal compound has likely softened. They aren’t recommended for pressure canning, either.

Third, be aware of pricing for online purchases, which vary greatly. You might find lids for as low as $2.99 a dozen, or marked up much higher. Shop around. And USU reports that last fall, many disappointed online shoppers ended up with mislabeled boxes and oddly shaped lids, even though the label said it was a recommended brand. If you received and used such lids, some of them may have created a strong seal, but then buckled. If the lid obtained a strong seal where it cannot be opened without the use of a can opener, the food should still be safe to consume.

Fourth, regarding food preservation equipment and parts, it was nearly impossible in 2020 to find new canners or replacement parts. Of those found online, prices were much higher than before the pandemic. A challenge this year, similar to last year, is that many stores carry regular mouth lids, but no other sizes. However, as the econo-

“Great Salt Lake is a hub for migratory birds throughout the Americas, and the people of Great Salt Lake have also created a hub of collaboration, connecting communities and cultures whose livelihoods and welfare depend on the conservation and wise use of the natural habitats which are critical to shorebirds and other migratory species,” said Western Hemisphere Shorebird Reserve Network Executive Director Rob Clay said.

The Western Hemisphere Shorebird Reserve Network conserves shorebird habitat through a network of key sites across the Americas. Currently, there are 107 sites in 17 countries covering 38 million acres.

Partners at each location commit to conserving and managing sites to benefit breeding, migrating and wintering shorebirds. Thirty years after its designation, Great Salt Lake continues to play a vital role in providing for shorebirds, with some species migrating from their wintering grounds at the southern tip of South America to their breeding grounds in the Arctic tundra, using Great Salt Lake as a stopover site to rest and refuel during their journeys each spring.

both the National Audubon Society and Birdlife International recognized five bays of Great Salt Lake as “Globally Important Bird Areas,” with the lake and its associated wetlands providing important habitat for more than 10 million migratory and breeding shorebirds, waterfowl and other water birds each year. l

aysville City officials are making everything possible to get back to pre-pandemic life. As part of their effort, they are offering summer programs for children, teens, and adults. Parents can enroll their children in the following sports: bowling lessons, golf, tennis, track and field, youth pickleball, and summer jump rope program.

The city is also “offering kids in the park” and “preschool camp champ.” The preschool camp lasts six weeks and has a cost of $50-$70, which includes a basketball, t-ball, soccer ball, and a t-shirt. Children will learn fundamental basketball, t-ball, and soccer.

Kaysville embraces Orlando’s through challenging times.

hen she is not fly fishing, antiquing, biking, camping, or tending her plants, Nanette Lujan can be found at Orlando’s Mexican Restaurant which is named after her husband. Pronounced “Or-lawn-doh” and not “Or-landoh,” the Kaysville favorite is located at 141 N. Main Street and is best known for their Honey Lime Chicken Flautas, Chile Verde, #6 dinner, and salads.

Married for 40 years with four kids and two grandkids, Nanette and Orlando have been in the restaurant business for decades. Nanette has grown up in the restaurant world as her mother, Joanie Putnam, owned and operated Joanie’s restaurant in Kaysville until she sold it to Annie’s Diner (previously Granny Annie’s) in 2002. Joanie’s father, Nanette’s grandfather, owned Hap’s Hamburgers in Salt Lake City.

The opening of Orlando’s was not on the couple’s radar as they had both worked at a different Mexican restaurant for many years. After Nanette worked there for 32 years and Orlando worked there for 42 years, the couple was expected to take over until ownership changes forced the couple out in 2014. While they were bereft of employment and the place they dedicated most of their lives to, they were also equipped with the knowledge and experience to open up their own restaurant. Through the help of family and friends, the couple accumulated enough capital – both financially and creatively through fresh and new menu items completely different from their previous restaurant – to open Orlando’s on July 13, 2015, just months after they were ousted from their previous place.

While the first few years were challenging as the cou-

ple faced constant hurdles from power outages, broken ovens, a crumbling parking lot, and computer problems, they worked hard to establish a welcoming environment, a wonderful and enthusiastic staff, a delicious menu, and a strong, supportive clientele that were instrumental in Orlando’s survival during the pandemic. But pivoting their business to 100% take-out that fateful day in March 2020 when lockdown began was quite challenging as they had to completely reconfigure their kitchen and staff to operate in uncharted business territory.

“It was a steep learning curve and we were so fortunate because our menu lends itself well to take-out,” Lujan said.

“Our phone was ringing off the hook for orders. Kaysville has been extremely supportive. If they were not, we probably would have closed.”

Regular customers credit the popularity of Orlando’s not just for their delicious menu, but primarily for the warmth and friendship of the owners. Nanette enjoys getting to know her customers intimately and even spent Mother’s Day last month with a close friend who was initially a customer.

Tara Esplin of Kaysville said, “She must know thousands of names and stories of her customers. They all love her and are so happy to see her. She talks to every one of them like they are part of her family. She's very involved in the community, supportive of other business owners, and always makes a point to hire tradesmen from Kaysville if she can so she can give back to the city that has welcomed her so well.” Personal touches of connection to their customers are also provided by her staff as evidenced by the

RAMP Tax to most likely be placed on the November Ballot

he debate about the Recreation, Arts, Museum, and Parks (RAMP) tax has been ongoing in Kaysville. A recent study indicated city residents have high interest in amenities such as a recreation center, walking and biking trails. Respondents were informed that a RAMP tax would increase sales taxes in the city by 0.1% for every $10 spent (excluding grocery food items or non-necessity spending) to cover costs of maintaining and operating recreational and cultural facilities as well as private nonprofit cultural organizations. If a recreation center were built, indoor and outdoor pools are in high demand. Other popular potential amenities include training facilities, an indoor track, and pickleball courts.

At its June 3, 2021 meeting, the City Council heard various testimonies in support of the RAMP tax from the community, Parks & Recreation Advisory Board, and a number of citizens (young and old) involved in the process. Comments included the recreation umbrella being the most powerful unifying force in any community because it brings children together to learn sportsmanship, civility, teamwork, and a sense of empowerment; cultivation of healthy lifestyles; engages and encourages diverse perspectives; allows families to bond; allows reflection on the past while encouraging the future; and allows for a well-rounded thriving community enhanced by arts and culture.

Recreation Director Cole Stephens explained that almost every city in Davis County has some form of the RAMP tax.

He said Kaysville residents are contributing to those cities when they spend in them but anyone coming into Kaysville is not contributing because the RAMP tax doesn’t exist. He said there is lots of potential for this to create some big improvements that typically rely upon the General Fund (those funds are tight and

do not increase).

This tax allows flexibility to do more with spending already done in other cities. He indicated a committee would be formed to make recommendations to the City Council on use of those funds, so the community actually becomes involved in the spending on city improvements.

Mayor Katie Witt said estimates from the Utah State Tax Commission indicate approximately $300,000-$400,000 per year that Kaysville is not using but that other cities are collecting and using. She said therefore, it makes sense to at least put it out there and let the citizens decide if they want it or not.

Councilmember Michelle Barber said “the timing is right, and it would seem that citizens overwhelmingly are positive about the RAMP tax.” She said they have indicated that recreation makes their lives better and it would be negligent not to provide the community the opportunity to receive this available tax made possible by State Legislature, especially when many surrounding communities are already taking advantage of it. She said she has worked closely with the city’s Parks & Recreation Advisory Board and community representatives and would be a great point of contact for further information or if residents would like to be involved in the process.

All of the council members spoke in support of the tax, and comments included this has been a long-time coming and something the citizens should have opportunity to make it a part of their community; information is critical to get out to the community because there is typically negativity when something on the ballot includes the word “tax;” providing opportunity to capture some of the money being spent in and outside of Kaysville; the importance of listening and strengthening the

community; and continuing to enhance and support the lifestyle enjoyed by Kaysville residents.

The city council unanimously adopted a resolution to notify the Davis County Commission of Kaysville City’s intent to submit an opinion question to Kaysville City residents, thereby providing each resident opportunity to express an opinion on the imposition of a local sales and use tax of 0.1% to finance recreation, arts, museums, and park facilities (commonly referred to as a “RAMP Tax”), and the operating expenses of these proposed facilities within Kaysville City.

Utah lifeguards receive an award for saving lives

Because of them, an estimated 100,000 lives are saved annually in the United States. The figure is close to 1 million lives saved worldwide. With their signature red swimsuits, whistles, and life-saving buoys, lifeguards are an invaluable presence in public pools and waterparks this time of year.

While lifeguards work all year in pools that operate yearround, in Utah, where most outdoor pools and waterparks open around Memorial Day weekend, the hiring process for the summer months begins much earlier.

The early onboarding is necessary for new hires to complete the rigorous certification and training process to save lives. The American Red Cross lifeguard certification is more than 25 hours long and includes both testing of hands-on skills as well as comprehension on written tests.

The certification also includes CPR, AED, and First Aid. At JL Sorenson, the in-person course is broken up over 5 intensive days but their trainees also complete coursework online.

Yet even prior to beginning the training process, potential new hires must first qualify by passing a swimming skills test which typically consists of demonstrating the ability to swim 100 yards, tread water for 2 minutes, and retrieve a brick from the bottom of a deep pool (typically around 13 feet deep). In addition to this initial training, lifeguards continue to maintain their skills with regular in-service trainings and meetings.

A lifeguard’s primary responsibility is to prevent drownings and other injuries at aquatic facilities. They do this by monitoring activities in and near the water through patron surveillance. They also prevent injuries by minimizing or eliminating hazardous situations or behaviors, respond im-

mediately and effectively to all emergencies, and administering first aid and CPR, including using an automated external defibrillator (AED).

Lifeguards also have secondary responsibilities and tasks, but these may never interfere with patron surveillance or emergency response. These secondary tasks include testing the pool water chemistry, assisting patrons by performing safety orientations, cleaning or performing maintenance, completing records and reports, performing opening and closing duties, or facility safety checks and inspections.

Tom Ross: Working for criminal and juvenile justice

t didn’t turn out to be the vacation Tom Ross was expecting. Bountiful’s Police Chief was at home, burning off some remaining vacation days before the start of the new year. On Dec. 28, he received a call from Utah Gov. Spencer Cox’s office asking if he’d come in for an interview the next day. He was being considered to lead the state’s Commission on Criminal and Juvenile Justice (CCJJ).

“I did the interview on Tuesday and was offered the job on Wednesday,” Ross said. “I never went back to my office in Bountiful. I thought that after Gov. Cox appointed me, I’d be working up in Bountiful until the Senate confirmed me, but I started my job the day after the inauguration on Jan. 5.”

The CCJJ was created in 1983, but Ross is the first law enforcement officer to lead the program--all of the others, including his predecessor Kim Cordova, have been attorneys. It oversees policy statewide for all adult criminal justice programs, as well as for juvenile justice programs.

“We have multiple layers or groups that are part of CCJJ, including a sentencing commission that looks at penalties, a mental health and substance abuse component, juvenile groups, racial disparity and equality disparity groups, research components, and dealing with grants. A lot of grants from the state and federal levels pass through CCJJ.”

The commission also plays a role in the selection of judges for district courts. It helps with interviewing potential judges before they meet with the governor who makes appointments that are later considered and confirmed by the state senate.

“We also provide a lot of research for legislators if they are working on a bill involving criminal justice,” Ross said.

He has served in law enforcement for 34 years, including 14 years as Bountiful’s Chief of Police. He also served as President of the Police Chief’s Association of Utah for five years. to be part of his team, it’s very difficult to say no.”

Ross said the biggest change for him, and perhaps the biggest challenge in his new role, is shifting from being an advocate for law enforcement for more than three decades to “a neutral-centered party responsible for bringing criminal justice conversations, policy issues, and programming to the table of stakeholders.

I’m a facilitator and a consensus builder in helping move the conversation forward. I don’t have an agenda--I’m not driving the outcome.”

He welcomes that challenge. He calls the working environment in the Cox administration “very fast moving, constantly getting involved in so many projects. I feel that way about this office--there are so many things that are possible and you try to focus on things that are most

needed, and on areas where I can be most effective.

As he did during his tenure in Bountiful, Ross feels the best way law enforcement can function is to create an environment where the public is comfortable.

“The police are only called when it’s a crisis, when everyone else who could control it has failed--from families to persons providing treatment, etc. There needs to be a level of trust on both sides, so we’re partnering, and recognizing that for every voice you hear, whether it’s positive or negative, shows there are people in the community you work for who feel the same way.”

He calls policing an ever evolving profession, and that law enforcement officers should never rest on their laurels or think “now we’ve made it.” In 2015, Utah created the Justice Reinvestment Initiative (JRI), a new law to address the state’s rising rate of incarceration. The idea behind JRI was to identify and recommend changes in the criminal justice system to reduce incarceration and recidivism rates. It was part of a national movement already working in half of the United States.

“There’s debate on both sides as to whether it is working,” Ross said. “This is where we need to surround ourselves with those different voices--listen to what they are telling us that does work.”

When you don’t feel safe, everything starts to crumble and break. It’s been my honor to be a part of that on the streets, and now in this position with the state.” l

There’s something sweet about sourdough bread

I

t is amazing for grilled cheese sandwiches.

It makes the perfect bread bowl for soup. Or you can simply dip it in a mixture of olive oil and balsamic vinegar to enjoy the tangy flavors your taste buds will thank you for. While sourdough bread can be used for a wide variety of baking delicacies, sourdough is unique as it does not require yeast but rather a gooey, sticky batter which consists of only two ingredients: water and flour.

This batter, or “sourdough starter,” is basically fermented water and flour which is “fed” regularly, even daily, by mixing in more flour and water. The practice of feeding your starter keeps it alive as it feeds on the sugars and microbes in the flour. When starting from scratch it takes weeks of feeding your starter daily for it to be ready for baking. A well-fed, well-fermented starter has a gooey, bubbly consistency, a vinegar-like scent, and is the magic ingredient that leavens and flavors sourdough bread.

Mindy Muller of Eagle Mountain, who is a huge proponent of preparedness and maintaining your family’s food storage, began baking sourdough during the pandemic when yeast was in short supply. “When yeast disappeared in 2020, I figured I should make my own and researched sourdough bread,” she said. “Because it took two months for my starter to be ready after feeding it daily, I decided I would always

have sourdough starter and flour on hand. Now I have both dried and fresh starter available at any given time.”

Another benefit of starter is it provides better health aspects compared to supermarket loaves. The long fermentation and natural acids help aid digestion by breaking down the gluten and making it easier for the body to absorb.

Because sourdough starter rises and increases in volume every time it is fed, it is easy to share and maintain for years. People who want to jump into baking sourdough but do not have the time to invest in cultivating their own starter can find sourdough starter from neighbors or friends who are usually very eager to share. When someone posted in a neighborhood Facebook group looking for starter, Nicole Hirase-Baker of Herriman offered to share hers which is approximately 300 years old, meaning it was cultivated centuries ago, fed regularly, shared and passed down through generations.

“My husband gave it to me for my birthday,” she said. “He got it from San Francisco, and I have had it for 10 years.”

Kaysville’s Isaac Hoffman’s love for baking sourdough came from his mother, Linda Hoffman of Farmington, who received her starter in 1974. Her starter is purported to be a direct descendant of the Klondike Gold Rush sourdough strain circa 1896 – 1899. Hoffman

fondly remembers his mother bringing her starter everywhere they traveled to keep it alive. It has been to several countries including Chile, United Arab Emirates, Singapore, and Argentina.

“Working from home during COVID seriously accelerated my breadmaking, and at peak, I was making three loaves at a time, sometimes twice a week,” Hoffman said.

For some bakers, like Muller, the frequency of breadmaking allows them to express their artistic side often. Muller loves to experiment and try different designs in her scoring, the necessary step of cutting slashes into bread dough to control its expansion and minimize cracks during baking. Her scoring designs result in beautiful artisan loaves that perfectly dress up the table.

The variety of other baked delights that stem from sourdough is endless. Waffles, pancakes, and even focaccia bread are delicious offshoots that adventurous bakers can experiment with. However, while the ingredients are basic, when the additional elements of history, artistry, and sharing are added in, every loaf of homemade sourdough bread consists of much more than merely flour and water.

Drought concerns growing in Kaysville

he Utah economy continues to improve.

Job growth is accelerating, unemployment is dropping, and wages are increasing.

However, the emerging trend of inflation is causing some struggles in the economic recovery.

Inflation essentially describes the principle that prices rise over time. It’s actually good to have inflation; it encourages investment and overall growth. However, if inflation grows too much it erodes the value of cash and can cause asset bubbles, which then can crash.

An example of this is lumber prices, which nearly tripled in price from July 2020 to May 2021, but have dropped nearly 50% in the last few weeks.

Inflation has been increasing nationally and locally for the past few months. The national Consumer Price Index rose in May by 5% from a year before. This is the highest inflation since the summer of 2008. Prices regionally were also up significantly in May, increasing 4.7% over the past year.

A primary cause of this recent inflation is the economic reopening. A year ago, as the pandemic spread and as the economy shut down, demand for many goods and services evaporated. This caused prices for things like gasoline, hotel rooms, and airfare to collapse. With many people now returning to work and going on trips, demand has surged for these products. Gasoline prices alone are up 56.2% in the last 12 months, and the price of used cars and trucks has surged 29.7% over the same period. Airfares are up 24.1% in the last year and increased 12.2% in the last month.

The big question now is how long this high inflation will last. Is this a temporary surge or is it the beginning of a prolonged

period of price pressures? No one knows for sure and this is a topic of intense debate. The Federal Reserve, which sets interest rates, has said they are concerned about unexpected high inflation but they want to wait and see what the future brings over the next several months before pulling back on monetary policy that encourages growth.

is used to operate the pad, this water is then recycled back as part of the irrigation water system so no water is wasted in the operation of the Kaysville Splash Pad • Modern technology and techniques are being used everywhere possible for sprinklers, timers, and to plant appropriate landscaping that uses low amounts of water but still meet community expectations for sports fields and recreation • Sports and other park areas that are utilized most are being prioritized for watering • Some city landscaping will be allowed to go dry, brown, and dormant • As part of regular water quality operations, City Crews will still have to flush water through fire hydrants. Botanicals in Kaysville offers beauty, oxygen, and education

N

icole Hancock basically grew up in a greenhouse. As a fourth-generation horticulturist, she has worked in greenhouses, floral shops, and agriculture ever since she was a kid. Her company, Botanicals, started 20 years ago and offered interior landscape design and maintenance and imported ceramic pottery from China and Vietnam. With retail locations in St. George and Sandy, her company has been in a state of major growth over the last 5 years.

Her dream of expanding into a full-scale garden center was realized in January 2021 when Tri-City Nursery in Kaysville approached Botanicals to share their space and offer plants and products to the public. As Tri-City deals primarily with contractors and businesses only, the collaboration with Botanicals to offer services and products to the public is a natural one.

“We came in brand-spanking new to the community from St. George in January,” she said. “Our greenhouse inventory started coming in during February and opened soon after.” With 4.5 acres of retail nursery space this new Kaysville location is a much larger operation than their other stores.

In addition to structural improvements, Hancock has great plans for her new space including a wet wall to accommodate tropical plants and to work with local growers to source her inventory. Hancock also wants to be a source of education for her customers.

“I hate for homeowners to feel like they are terrible at gardening because they are not successful,” she said.

“You see people come in all the time and blame themselves when stuff doesn’t work out, not understanding that there

could be underlying issues with the soil and other factors.

It’s not a personal failure. It’s just a process of education.”

Horticultural education is in Hancock’s blood as her uncle is Dr. David Gibby, founder of the Master Gardener program which provides intensive horticultural training to individuals via university and college extension courses.

Hike with your dog for a pawsitively fun adventure

H

iking with your four-legged best friend can be a great adventure which provides both of you exercise, companionship, and great joy. Preparing your pup for the trail prior to your first hike together is essential to ensure readiness and safety. According to REI.com, it is highly recommended that you visit your veterinarian and ask key questions before venturing out together in the wild.

-Is your dog physically ready? A young dog’s bones need to be fully developed, which is usually a year of age plus or minus a few months depending on size and other factors.

-Does your dog need specific vaccinations and immunizations? Lakes and ponds could be contaminated with Leptospirosis or Giardia from infected animals, and your vet can provide preventative measures for outdoor destinations.

-Is your dog’s immune system ready?

Your vet can advise you on when it is safe to venture out on the trail by factoring the rate of natural immunity and your dog’s vaccine schedule.

Additional tips include obedience training and knowing trail etiquette. Respect others’ space on the trail. Not everyone is comfortable with dogs – especially families with young children. You must maintain control of your dog at all times and be able to keep your dog calm as other hikers and pooches pass by. Step off the trail to yield the right of way to other hikers, bikes, and horses. If you’re on a trail or the backcountry that allows dogs to be off leash, make sure your dog has strong recall skills and you have voice control over them.

This means that when they are off leash and you call them back to you, they will immediately return to you.

A solid recall is one of the most important skills you can have to ensure safety and avoid mishaps and danger with certain terrain, other hikers, and wildlife. Carry plenty of poop bags, pick-up after your pooch and pack out filled poop bags. It is bad form to leave filled bags on the trail for others to pick up.

Just as you would carry a first aid kit for yourself, you should also carry a first aid kit for your dog. Alicia Baker, owner “Girl on a Hike” blog (www.girlonahike.com) and organizer of the “Dogs that Hike Utah” Facebook group recommends 9 items for your dog’s first aid kit: 1) gauze pads to place on an open wound, 2) antiseptic wipes, 3) roll of athletic tape to wrap and secure gauze, 4) dog booties to protect bleeding or wounded paws, 5) antibiotic ointment, 6) disposable gloves, 7) tweezers, 8) cotton swabs, and 9) Benadryl.

Baker said, “I highly recommend taking a pet CPR and First Aid course so you can be fully prepared to care for your pet in an emergency.” You can take these courses from PetTech (www.pettech.net). Additional trainings such as rattlesnake aversion training for your dog are also useful for curious canines.

to hit the trails, research ahead of time which trails allow dogs. In Utah, both Big Cottonwood Canyon and Little Cottonwood Canyons prohibit dogs as they are protected watershed areas. Dogs are also prohibited on national park trails. For trails that do allow dogs, also research whether they are allowed off-leash not only so you know if you can unleash your dog but also so you will be prepared and can expect that other dogs will be off leash too.

During and after the hike, inspect your pup’s paws, ears, and coat for foxtails, prickly goat heads, splinters, ticks, and other debris so that you can remove them immediately.

Despite the few areas where dogs are prohibited, Utah is an outdoor playground for you and your best furry friend. Baker’s favorite dog-friendly hikes are as follows: Beginner - Living Room Trail by the U, Intermediate: Desolation Overlook in Millcreek Canyon Advanced: Mt. Timpanogos in Utah County. Baker’s blog provides detailed descriptions of these trails with accompanying photos.

Joanne Bolnick of Herriman said, “Hikes with my dog are always exciting. For me, it’s being outdoors and getting exercise. For him it’s finding game birds and bunnies to chase.”

Meet your eight candidates for the 2021 Kaysville elections

aysville residents can vote in this year’s primary election and general election for their choices among eight candidates. There are two running for the four-year term for mayor, and they will face off in the November general election. Six candidates are vying for two city council seats, and the primary election will narrow down that field to four who will face off in November.

Here’s a look at the candidates along with comments they offered about their candidacy: Candidates for Mayor (4-year term) Jay Welk has been a resident of Kaysville for the past 26 years.

He and his wife, Luann, have seven children and 14 grandchildren (all of their children graduated from Davis High). He taught math and driver education (22 years) and was the head boys basketball coach (24 years), and athletic director (17 years) at Davis High School. Welk is currently the Director of Career and Technical Education for the Davis School District.

He said, “I seek the office with no agenda other than to serve my community. The people of Kaysville have given much, to me personally, and to my family. I simply want to bring those leadership skills I possess to this office. As Mayor, I not only hope to maintain the cultural characteristics of this great city, but also work with our citizens, City Council, and City departments to build upon that culture and make Kaysville the very best city we are capable of becoming.”

Tamara (Tami) Tran is known as a consensus builder, decision maker and thoughtful leader. She believes the keys to success in life are rooted in gratitude. Her commitment to “leave every person and situation in better shape than she found them” is echoed in her professional and civic experience. Tran’s service to Kaysville began more than 20 years ago.

During this time, she’s volunteered with Kaysville Gives, and was appointed by two different Mayors as a Kaysville City Planning Commissioner. Tran currently serves on the boards for the Central Davis Interfaith Council, Layton Communities that Care Council, and is presently serving as an elected Kaysville City Council Member.

Candidates for City Council (4-year term) Perry R. Oaks was born into a military family; then served himself for 27 years, in logistics and acquisition, deploying to the Middle East four times and retiring in 2012 as a Colonel, leading the Air Force’s conventional munitions program office at Hill AFB. He is currently employed by a leading aerospace company as their senior corporate representative in Utah. Oaks graduated from BYU with a degree in Business Management and received a Masters in Logistics Management from the Air Force Institute of Technology. He and Marci, his wife of 38 years, have lived in Kaysville for the past 12 years. They have four children, the youngest two having graduated from Davis High.

Oaks considers himself a staunch conservative who believes our Nation’s Founder’s words that “all men are created equal” and that “Governments…derive their powers from the consent of the governed.”

Nate Jackson said he is running for Kaysville City Council because he loves “Utah’s Hometown” and feels it would be an honor to serve the people of Kaysville. Throughout his career, and particularly during the past decade working in poli-

tics for the United States Senate, he has had the opportunity of building great rapport and working closely with local government officials and business owners in Kaysville, Davis County and throughout the entire state. Jackson says he will prioritize communication that is easy to access and transparent as well as sound public policy the respects and represents our citizens.

Jackson and his wife were raised in Davis County and as they started their family together, they chose to plant their roots in Kaysville. They love this community and especially the people. “In Kaysville, we are hardworking, patriotic and passionate. We are kind, generous to our neighbors and we prioritize family.” When not working, Jackson enjoys biking, gardening, skiing, and spending time with his family.

David Moore said after studying Business Management at the University of Phoenix and selling his business (after nine successful years), he is ready to run for the City Council. His experience as a local business owner has provided him with a unique perspective of economic development needs in Kaysville, and he is committed to making sure all departments of Kaysville City are working to benefit local businesses and people, especially in the wake of the COVID-19 pandemic.

Moore married his wife Rayne 22 years ago, and has lived with their

son Cutler and their sheepadoodle Winston in Kaysville since 2005. He is thrilled to have the opportunity to give back to Kaysville.

Abbigayle (Abbi) Hunt is the proud wife of an Army veteran, mother of three, community volunteer, and neighborhood runner.

She loves living in Kaysville and is raising her children here because it’s a beautiful, safe community with amazing schools. She said that Kaysville is growing, and this growth presents both opportunities for our community as well as challenges.

As a member of the Kaysville City Council, she will help prepare Kaysville for that future. A future that embraces opportunities and faces challenges with preparation and vision.

Hunt says that community service is important. She serves on the Community Council at her children’s school, has volunteered with the PTA, and is a member of the Kaysville City Planning Commission.

She feels that for all of us to be successful, local government must be responsive as well as proactive. She is excited to run for Kaysville City Council to address future challenges, increase opportunities for our children, and give Kaysville a favorable trajectory for the future.

Tim Allen Hodges is a fifth-generation farmer who has done every job that could possibly be done from trimming trees out of power-lines for Asplundh to driving a truck across

the country, selling vacuum cleaners door to door, to finally being a Marine and a transaction attorney. He is the first of his family to have gone to college (let alone law school) and he truly believes in serving the people as they wish to be served and not trying to force some personal agenda. Hodges said he is a hardworking cowboy with an education ready to put to use for the people of Kaysville.

He believes you take care of what takes care of you.

Andre M. Lortz loves living in Kaysville. When he looks at the choices and challenges faced by Kaysville, he realizes he has a skillset and experience that can be of benefit to the community. He has almost 30 years of business experience working in healthcare and retail. The lessons he has learned in business are very relevant to serving in the city.

For the past two years, he has served on the City Council and looks forward to continuing to serve if elected. Additionally, he has served on the Weber State University (WSU) Board of Directors, where he was able to improve the financial transparency of the Alumni Association and put the organization on a more sustainable path forward.

Endowment funds and scholarship awards more than doubled while he served on the board. Kaysville is a highly desirable community and he wants to give back to Kaysville and keep it the best hometown in Utah.l

Familiar face back to lead Davis High volleyball

cKay Tarbox Barker spent one year at Davis High with then-new head coach Lori Salvo for her senior volleyball season in the fall of 2010. But, that time not only proved pivotal for the trajectory of Barker’s playing days – that continued as a libero setting records at Weber State for the next four years – but when she began coaching at Northridge High School in 2017.

Barker is now taking over for the Hall of Fame coach as Salvo retired this spring after more than 40 years of coaching. She will also teach health and P.E. at Davis.

“I stayed in touch with Lori a lot and helped her with some camps and things and then she reached out to let me know that she was retiring to see if I would be interested in coming back to Davis,” Barker said. “It feels a little weird and different to be in the same hallways again. You don’t expect that you’ll be returning to high school when you leave but I really love volleyball and to be able to coach at Davis is an incredible opportunity.”

by Lori,” said Davis High athletic director Bo Roundy. “Coach Barker has done a great job at Northridge High School where she consistently coached a competitive and strong team at Northridge and we are fortunate to have her now at Davis High. “I’m super excited to have McKay taking over the program,” Salvo said. “It will be great to have a former Dart to keep it going here.”

Barker said it was hard to walk away from the Knights’ program, but is embracing the new challenge. “Change is always good; you never want to get too comfortable,” she said. “These jobs don’t come up that often and I’ve been really lucky to get the positions I’ve had and the timing was just right.”

Barker will be retaining McKell Moss on the coaching staff and brings over fellow Davis High players Jamie Selleneit Tuttle and Shannon Anderson Peltier with her from Northridge.

The challenge of figuring out how things need to play out within her teams and instituting changes from year to year is energizing to Barker. “And then seeing the hard work and determination pay off with consistent development of my players is so rewarding,” she said.

Over the past few weeks in settling into her new role, Barker said she has been “astonished” by the number of players showing up to open gyms. “There is a real serious dedication here at Davis to volleyball and these girls realize the time you have to put in to continue the success of this program,” she said. l

Davis High grad garners Best Actress award

AYSVILLE--On the night she was named the winner, Brynn Brady was sitting in the audience at a Davis High spring theatrical production, watching her classmates perform. But all the while, she was sharing earbuds with a friend and listening in as the Utah High School Musical Theatre Awards were being presented.

Suddenly, in the Best Actress category, Brynn heard her name being called.

“It was actually crazy, the whole thing,” she recalled with a smile. “When they told me I’d been nominated, I submitted a video from my performance of ‘Journey’ from Anastasia. I really didn’t have any expectations of winning, and I was sitting in our auditorium watching the cast of our spring play (she was in the alternating cast so not on stage that night). I texted my director Michael Wright, and he announced it at intermission. It was amazing and a bit surreal.”

The award qualifies her for the national competition that runs through July 1, virtually this year unfortunately for Brynn who would have traveled to New York City on any other non-COVID year. She submitted her performances and on July 15, the national awards show will be aired on Facebook Live.

Brynn, who graduated from Davis High this month, started acting after her family moved to Kaysville when she was 6.

gymnastics, and I tried, but I wasn’t very good at it,” she said. “My mom signed me up for acting class at CenterPoint when I was 8, and I’ve loved acting and singing ever since.” She performed in the Kaysville-Fruit Heights’ Idol competition, finishing second in her age division. At 11, she started taking voice lessons from Jessica Sant and then Susan Facer. She was drawn to the music of Broadway, and she has built on that love as her career has blos-

Brynn is quick to express her thanks to those who’ve helped her along the way, including Wright, Sant, Facer, her Centerpoint director Danny Inkley, and Marny Clark, who directed her at Kaysville Jr. High. She also thanks her parents, Jodi Hanseen and John Brady, and her stepfather Peter Hanseen.

“It’s just so much fun, and I love it,” said the soon-to-be BYU Cougar when school resumes this fall. “This is something I definitely want to do with my life, in whatever way I can.”

She is not declaring a major at BYU, but she will be taking a tap dancing class, as well as writing class in Provo. She also hopes to someday perform at Hale Centre Theatre. l

Canyon Heights offers ESOL classes

Exploring career options at Canyon Heights High

tah's linguistic population is growing fast. More and more non-English speakers are moving into the state. To provide the opportunity to communicate functionality, Canyon Heights Adult Learning Center in Kaysville offers affordable English classes, ESOL. In the summer, they are offering online classes for high intermediate and advanced levels. In the fall, they will have face-to-face classes for all levels. The teachers are certified and approachable. Canyon Heights has classes from high-beginning to advanced.

Students learn essential English language skills like reading, writing, listening, and speaking.

The minimum age to enroll is 17. Future students must take a placement test, which lasts around 2 hours. One of the requirements is to register in a minimum of two consecutive classes per week. The $100 yearly fees include book rentals. To register, students must provide proof of Utah residen-

cy. Common documentation includes drivers’ licenses, bills addressed to the student, and library cards.

Veronica Villavicencio, a former student, said it is an excellent program.

"The teachers emphasize good pronunciation, so there is an extra class to learn the rules of pronunciation," Villavicencio said.

She adds that students constantly take tests to make sure that they are at the right level. She points out that the teachers encourage reading and allow students to take a book home every week.

Classes are offered both in the morning and night to accommodate working students.

In addition to learning English, students learn to write essays to prepare for higher education if they wish. Villavicencencio expressed that she recommends the ESOL program to anyone.

Your Community Champion: Bob Fowler

his month’s City Journals Community Champion for Kaysville-Fruit Heights is Bob Fowler. He was nominated by Fruit Heights councilmember Julia Busche. She writes: Fruit Heights City is pleased to honor Bob Fowler as our 2021 “Unsung Hero.”

Bob has lived a life of service to his country and community.

A 9-year Fruit Heights resident, Bob is involved in many facets of volunteerism with a focus on emergency preparedness.

Bob spent his military career working full-time for Headquarters, Utah National Guard, retiring as a Lieutenant Colonel in July 1994. After working for 11 years for the Utah Department of Health, Bureau of EMS and Preparedness; and six years with the Utah Division of Emergency Management--he retired a second time in July 2013.

After hundreds of hours of military and disaster response courses, he became a Utah Certified Emergency Manager in 2019.

Bob never sits still, so after retirement he began volunteering for many disaster-re-

lated organizations such as the Community Emergency Response Teams, NWS severe weather spotter program, Amateur Radio Emergency Services, the VA Medical Center Emergency Response section, and Citizen Corps Councils.

He’s still an active member of the Health and Human Services Region VIII Disaster Mortuary Response Team.

Last year Bob was deployed to Travis AFB, CA, and at a Brooklyn, NY portable morgue in support of the COVID-19 response. Locally, you can find him shoveling driveways, writing emergency prep messages, and organizing church and city service projects.

His wife, Shannon, and Bob have four daughters, eighteen grandchildren, and one great-grandson.

Bob says, “There’s still much to do in preparation for our next disaster. On June 6th, I officially became older than dirt as I reluctantly celebrated my 80th birthday. I look forward to my final retirement – from volunteering!” l

anyon Heights Adult Learning Center provides non-English speakers adults opportunities to advance in their careers and make career moves. The center offers three programs for English language learners, business administration services, information technology, and Certified Nursing Assistant Certification (CNA). The center partnered with Davis Technical College; therefore, students will earn credits for classes completed.

The next session starts in September. Students registered in the English to Speakers of Other Languages (ESOL) day program can enroll in any of those programs. The CNA classes are held at Davis Tech on Wednesdays and Fridays from 9 p.m. to 12 p.m. at Canyon Heights and online.

The Business Administrative Services classes are held on Tuesdays and

Thursdays from 1:45 p.m. to 3:15 p.m. at Canyon Heights.

Adult co-ed soccer league coming to Kaysville

By Mark Jones | m.jones@mycityjournals.com KAYSVILLE – Davis County adults will now have one more opportunity to get out and exercise later this summer.

Kaysville Parks and Recreation will provide an adult 11-on-11 co-ed soccer league, which is slated to begin Aug. 29.

Registration for the league begins July 1.

“We are looking forward to it and It should be fun,” said Robyn Dickson of Kaysville Parks and Recreation, who will oversee the program.

Currently, Farmington and Clearfield are hosting similar leagues. And Dickson says the conditions are right for Kaysville to add soccer to its list of adult leagues.

“With fields available Saturday mornings, we felt we could do it,” Dickson said.

Each team is guaranteed seven games, but there is a possibility of additional games if more teams sign up. Dickson is confident that there will be enough teams to hold a season.

She says the interest in an adult co-ed soccer league comes from inquiries it gets from city’s adult softball league. Another source of interest comes from the city’s youth soccer league, which will have more than 2,000 children signed up by the time registration concludes.

Dickson says there are several re-

quirements that each team must follow.

Each team must have the same amount of men and women on the field.

“It can get a little rough when you have just men or women out there,” she said.

Players must also be 18 years of age and out of high school, which also served as another source of interest. Dickson said high school age soccer players have approached them in the past about the possibilities of playing for another year or two.

She also said the team members must wear the same jersey. The numbers do not have to be numbered. Perhaps most importantly, Dickson said the league is open to county residents.

“You don’t have to be a Kaysville resident,” she said.

No individual registration is allowed.

Teams must register together, with the cost being $465.

Co-ed soccer is one of four sports currently being offered by Kaysville, with golf, softball and tennis being the others.

Kaysville also offers soccer, baseball, softball, basketball and football for youth.

Julie Freed and Growing Up (at) Lagoon

FARMINGTON—Most 9-year-olds can’t wait to go to an amusement park at least once or twice a summer – but how about being able to go almost every day? That was the idyllic childhood for Julie Freed, who is now the director of special events at Lagoon. She began working at the park at age 9, starring as a character in one of Lagoon’s haunted houses. But no child labor laws were broken – it’s her family’s business. newest and most popular attractions. “Lagoon had been closed during the war and it was rather rundown. So they leased it from the Bamberger family.”

The original owner was Simon Bamberger, who built the popular railroad line that ran from Salt Lake City to the park, and eventually to Ogden, and was later governor of Utah.

“The brothers opened again in the late 1940s, and my grandfather used to tell this story that the first day they reopened, he stood at the entrance, his hands behind his back, and as people came in he was counting. Well a total of 15 people came, and he thought that was incredible,” she said. The Freeds bought the park outright a few years later.

Peter Freed passed away last year at the age of 99, and Julie said he came to the park almost every day until the age of 96. “In our family,” she said with a smile, “we don’t really retire. My dad (David W. Freed – president), mom (Luella Freed, who helps with staffing issues and running rides), aunt (Kristen Freed – vice president) and my sister Kirsten (who works with animals at the park) think we’ll be here forever – but when you love what you do, why would you retire?”

She grew up Lagoon – or at least at Lagoon. By age 12, Julie worked a game called Plop Plop, standing out on the midway and inviting visitors to come play her game. “I remember my grandfather saying ‘This is just what we need – having Julie out front when people first come in.’ So I began greeting people as they walked through the gates.”

All through her years in high school at Judge Memorial, any time the park got busy and they needed people, she would come up and serve drinks or food. She worked the rides, and still does today. “We were constantly on call,” she said. “Kirsten loves working with the animals and behind the scenes, while I love being out in the crowds. I think we compliment each other.”

She only had one “beef” growing up – that Kirsten’s birthday party in June could be held at Lagoon, while Julie, who was born in March, didn’t get that. “We’re not open in March, of course, so I’d have to celebrate my half-birthdays in September. I remember thinking, ‘This is so not fair.’ But of course it was still fun. I got over it,” she said with a laugh.

Through the years, she’s seen the growth of Lagoon, which is the only family-owned amusement park in the nation (all others are corporate-owned). She’s seen new rides and attractions, enjoyed the summer musicals and some of the numerous national acts that have performed at the park, and savored the laughs and smiles she observes every day at the park.

After graduating from Judge Memorial, Julie left the park and went to college at Arizona State University,

majoring in health. She teaches yoga and does some nutritional coaching on the side, but once back home, she returned to the park.

To say 2020 was a year to forget for all of us would be an understatement, but it hit Lagoon particularly hard.

When the park finally opened last spring, attendance was capped at 15 percent capacity by health officials.

That restriction – Julie Freed stayed in place until the final two weeks of the season during its Frightmares presentation. Hundreds of six-foot-distance markers had to be installed around the park’s 150 acres, and over 200 hand sanitizer dispensers were installed.

And then on Sept. 10, the weekend before Frightmares was to open, a horrendous windstorm came through Davis County, proving to be the most damaging storm in the park’s history.

“We lost so many trees, some of them legacy trees that my grandfather had planted,” Julie said. “But the silver lining was that it took every one of our staff to clean things up. We all worked together and it was a bonding experience for everyone.”

Reflecting on the two-plus decades she’s spent in and around Lagoon, she feels very blessed.

“I feel really lucky to have grown up here, to have a job available for me when I returned from college,” she said. “From the minute I got back, I have loved it. I have never second-guessed being back at Lagoon.” l

Small but Mighty Graduation in Northern Utah

even Utah School for the Deaf and Blind, USDB, students who are deaf, hard of hearing, blind or visually impaired from Northern Utah and Salt Lake areas, graduated on May 26th in Ogden with a unique ceremony that included each graduates’ personal reflections on their education.

“This graduation was like no other,” Utah School for the Deaf Associate Superintendent Michelle Tanner said.

“It completely focused on the students, and English, American Sign Language, and Spanish infused nicely into the ceremony.”

Utah’s deaf students are #1 in the nation for high school completion rates, and the Utah School for the Blind serves as a national leader in STEM and the Expanded Core Curriculum.

“USDB serves more than 2,000 students statewide, with highly specialized teachers who travel to each student’s school district. Most of our students graduate from their local schools, but about 350 students attend our USDB campuses throughout the state. It was those campus seniors who graduated in Ogden,” Superin-

tendent Joel Coleman said.

During the ceremony, instead of having a main speaker, each graduate addressed their families and teachers.

“It was a wonderful way to celebrate this important day in their lives. I’m always surprised and entertained as we never know what exactly the students will reveal,” Tanner said. “Our students inspired a lot of laughter during the graduation event,” Superintendent Coleman said.

The students also shared the friendships they have developed with peers and some of the obstacles they have overcome. “These outstanding students have conquered challenges and learned additional skills to ensure their lives will be full and productive. We are so proud of them,” Utah School for the Blind Associate Superintendent Susan Patten said.

Applications to open to hunt cranes, grouse or swans SALT LAKE CITY — If you are looking for a unique experience in Utah’s outdoors, consider applying for permits for the chance to hunt greater sage grouse, sandhill crane, swan or sharp-tailed grouse this fall. The application period for these four Utah bird hunts opens on Wednesday, July 7.

Qualifying to hunt most bird species in Utah is simple: buy a combination or small game license and head afield.

However, some bird species also require a special permit in addition to a hunting license. Those species include: • Band-tailed pigeon • Tundra swan • Sharp-tailed grouse • Greater sage-grouse • White-tailed ptarmigan • Sandhill crane • Turkey The permits for band-tailed pigeon and white-tailed ptarmigan are available for free, starting July 29 on the Utah Division of Wildlife Resources website or from any license agent. Permits for greater sage-grouse, sandhill crane, swan and sharp-tailed grouse are available through the Utah hunt drawing. You can apply for permits from July 7-21 for a chance to hunt these larger, unique birds in the fall.

If you hunt American crows, mourning doves, bandtailed pigeons, sandhill cranes, white-winged doves, geese, ducks, coots, rails, snipes or swans, you are required to register in the Migratory Bird Harvest Information (HIP) program. It is free to register and Utah has a simple, online HIP registration process.

If you are 16 or older and you’re going to hunt any waterfowl — including ducks, geese, swans, coots, rails and snipes — you must purchase a federal migratory bird

hunting and conservation stamp, often referred to as a “duck stamp.” Those stamps can be purchased at your local post office, from some license agents or by phone at 1-800-7826724.

To participate in the hunt drawing, you must apply for permits through the DWR website no later than 11 p.m.

MDT on July 21. You should be notified of your drawing results by Aug. 6. If you’re not going to hunt swans, grouse or cranes this year, you can still apply for a preference point.

Hunters with preference points have a better chance of obtaining a permit for the following year.

FHS graduate presented with the DAR Good Citizens award

W

hen Elisabeth Issertell was 12 years old, her parents divorced, ushering in a turbulent time for their family. As one of five children, Issertell took care of her younger siblings, helping her mom as the family adjusted to a new normal. She said it was a rough experience, but one of the most rewarding things she’s ever done.

“There’s a lot of moments when I doubted myself and my abilities but I look back to where I was a few years ago and to where I am now and it’s amazing,” Issertell said. “We can get down about the hard times or we can see them as opportunities. You just never know what someone else is going through. You never know what goes on behind the scenes.”

When she decided to apply for the DAR Good Citizens Award as a senior at Farmington High School, the 18-yearold Kaysville resident wrote an essay explaining how we can persevere and grow through difficult times. It won Issertell the award from the Sego Lily Chapter of the DAR that recognizes students for being dependable leaders and service-oriented patriots in their communities.

“It was really nice that my hard work was finally getting recognized,” she said.

“It was nice to tell my story.”

In her award-winning essay, Issertell wrote, “With all the commotion right now, it is hard to see the light at the end of the tunnel. But just as our ancestors we can push our nation forward. We already are working together to fight covid-19, racism, and natural disasters. We, just like our nation’s founding fathers, will fight to help our nation not only recover but thrive as we combine our efforts.”

Issertell competed in cross-country and track for the last four years and credited running with helping her deal with the pressure of school and home.

“It’s the most freeing thing,” she said. “Your brain just gets to think. It hurts your body, I’m not going to lie, but it’s amazing. When I’m done I know I can do hard things.”

Issertell just graduated from FHS and will attend BYU in the fall, majoring in accounting. She plans to serve a mission for The Church of Jesus Christ of Latter-day Saints.

‘Cinderella’ to take stage at Davis High

aysville City Musical is excited to present its summer musical, "Rodger and Hammerstein's Cinderella." Colin Skip Wilson, the production stage manager and lighting designer, expressed that this version is a modern adaptation of the classic script. He added that it "has some exciting new twists that everyone is going to love!."

The play includes classic musical numbers such as "The Prince is Giving a Ball," "Impossible," and "Ten Minutes Ago." Therefore, even though it is a modern version, theatergoers will still enjoy the play's classic touch. The play will be presented at Davis High School Auditorium from Friday, July 2nd to Friday, July 9th.

For the last 25 summers, Kaysville City Musical has become a tradition for the Kaysville community and its surroundings. Last summer, due to the pandemic, they could not put on a show.

"We are back and ready to put on an amazing show for the community!”

Wilson excitedly remarked.

Kristin Callor, an artistic director and teacher, has directed the shows ev-

ery summer for 25 years. Wilson stated that "Kristin's love for theatre and her love for the community, is the driving force behind why we put on a show every summer."

Joey Merrill portrays Prince Topher, and Mailee Halpin portrays Ella.

Halpin joined the Kaysville City Musical this year. Wilson said that Halpin "embodies what Ella stands for, kindness." While of Joey Merill, Wilson said that "his take on Prince Topher is so genuine."

Merrill, a Davis High School alumni, comments that “Prince Topher's story is one that resonates with people because it portrays a shared experience that is common across all humanity - the journey to find oneself."

He adds that we all should find ourselves despite the "vast array of influences and attitudes around us." Merrill is thrilled to participate in the play and says that it is one of his favorite roles."

Lucile Reading still inspires others through her legacy

W

hen Michelle Wardle runs through her neighborhood in Centerville, she usually passes Lucile C. Reading Elementary.

Although Wardle was only 14 when her grandmother passed away, seeing Lucile Reading’s name on the school brings back memories of Christmas Eve celebrations, family get-togethers and the strong woman who left a legacy of service and love in Davis County.

“My grandma was determined and I think she was definitely capable and very accomplished,” Wardle said. “I get exhausted when I read her history. She did so much in the community. I try to emulate all her good qualities.”

In 1909, Reading was born in Logan, Utah, the daughter of Louis Samuel Cardon and Rebecca Ann Ballard. She attended Logan High School and graduated in 1931 with a bachelor’s degree in English from the Agricultural College of Utah, which later became Utah State University. She married Keith Reading in 1935 and had two sons, James and Don. Reading was passionate about lifting others, especially when it came to education, children and women. She served on the Board of Trustees at Primary Children’s Hospital and the Utah State Federation of

Women’s Clubs, but where she really made a difference was when she was elected to the Davis County Board of Education in 1977.

The first three women elected to the Davis school board, Reading, Sheryl Allen and Theo Italisano set out to upset the usual order of business in the district.

“We definitely wanted to make a change,” Allen said. “We were elected to be change agents. The three of us met prior to the first board meeting to decide which one of us we would nominate as president. We knew it had to be Lucile. She had an innate, natural leadership ability, combined with integrity, empathy and thoughtfulness.”

Reading was elected as the first female president of the Davis Board of Education with a vote of 3-2 and set about bringing all school board discussions into an open meeting format, something that had never been done before.

The first Davis School District board meeting in 1977 was standing-room only.

The majority of women in education were teachers, with men representing more than 90 percent of the school administrators.

People knew change was in the air, and they wanted a first-hand account of the three female board members making history.

Davis School District by making appointments more merit-based,” Allen said. “We addressed the bidding on capital outlay projects and we certainly changed education in terms of improving opportunities for gifted and talented students.”

Allen first met Reading in the early ‘60s when Reading owned and operated the Mother Goose clothing store in Bountiful.

“As a child, I’d go with my mother to the Mother Goose store to buy clothes for my sister,” Allen said. “I was always impressed with the lovely lady behind the counter. She had beautiful gray hair, even then, with a beautiful smile on her face.”

Allen went on to serve in the Utah House of Representatives from 1994-2011 and in 2010 was selected by Salt Lake County Mayor Peter Corroon to be his running mate during his gubernatorial bid. They were the first bipartisan ticket for a major office in the history of Utah.

“Women, in particular, grow and nurture and reach out more if they are mentored,” Allen said. “Lucile was my political mentor.”

Reading was devoted to The Church of Jesus Christ of Latter-day Saints, serving in many positions including eight years on the Primary General Board and in the General Presidency of the Primary. She established funds to send missionaries to places around the world, and helped create a magazine dedicated to educating and enlightening children.

From its establishment in 1971, Reading worked as the managing editor of the church’s magazine, The Children’s Friend, where she continued her mission to enlighten, uplift and demonstrate her devotion to children.

Reading loved to read and write, and participated in many book clubs throughout her life. To help further the creation of children’s books, she created the Lucile C. Reading Scholarship for Students of Children’s Literature, awarded to English majors at Utah State University who want to become writers and teachers of juvenile literature.

Death is usually unexpected, but in Reading’s case, her passing shocked the community. Even at 72, she was still active, working as an editor and serving her third term as president of the Davis School District Board of Education. When she passed away in her sleep on March 22, 1982, she left behind a legacy that continues today.

At the time of her death, a new elementary school was being planned for Centerville. When it was named Lucile C. Reading Elementary, the community approved wholeheartedly.

“People just applauded that decision and embraced it,” Allen said, who served as president of the Davis School Board for six years after Reading’s death. “It was really

a comfort to the community. It was a great honor to follow in her footsteps and I will always be grateful to her.”

Lucile C. Reading Elementary serves approximately 430 children each year and is known for high achieving students and outstanding educators. It’s as if her energy permeates the school, lending her spirit to the development of children who love to read, to write, to explore the world and to express themselves.

Reading Elementary Principal Scott Hughes said most people don’t always understand the heritage of the school. They just know the school is dedicated to creating exemplary students as tribute to an amazing woman.

“Our school’s namesake, Lucile C. Reading, was an amazing person,” Hughes said. “It is important to me that we carry on her legacy. The more I learn about her life, the more impressed I am. She was a trailblazer and a leader in the community . . . Beyond all of that, she was incredibly kind. In a world without enough kindness, we need more Luciles. She is a great role model for our students.”

Christine Wilcox, one of Reading’s six grandchildren, lives in the historic Reading home in Centerville. She said naming an elementary school after her grandmother is an apt tribute and one that will carry on her name for generations.

“She always said, ‘Reading is good for you.’ I think it’s really cool that a school is named after her. The legacy she left behind was that she loved learning. She always said you should be the best person you can.” l

It’s been said that when we make plans, God laughs. Do you think that’s a silly giggle or a maniacal James Bond villain laugh?

The last few weeks brought a string of first-world irritations that felt like a game of Whac-a-Mole. I hit one problem and another one popped up. I pound that problem but end up hitting myself in the face with a rubber mallet. I can hear God LOLing from here.

Despite our daily devotion to it, our TV stopped working. We shook the remote and pushed buttons as hard as we could, but there was still no picture. Just a dark, mocking abyss.

We decided to run away from our responsibilities by driving to Idaho and checking-in at an Airbnb. (The room was nice, but the bed was shaped like a taco. I slept on the couch so I didn’t roll over in the night and suffocate my spouse.)

Every 50 years, my husband likes to visit Yellowstone, so we left our Airbnb and drove to the national park to snap pictures of the bison, tiptoe around the geysers and marvel at the wondrous number of people who had the same idea. #HelloCOVID After getting lost in Yellowstone and stopping for Mexican food so we didn’t starve to death, we crossed the Teton Pass just as the sun was setting. Deer lined the road, waiting for the right moment to lunge in front of our car. We’d see their eyes glow-

The drive back to Salt Lake the next day was pleasant, except when I had to give my husband the silent treatment because he wouldn’t take me to the Potato Museum (#PotatoIceCream). After we crossed back into Utah, the truck in front of us kicked up a rock that hit the car’s windshield, leaving an extensive and expensive crack across the glass.

Used to be, when you broke a windshield, you’d call the junkyard and they’d take a windshield out of a car in their backyard to replace the broken one. Today’s windshield has monitors, antenna and tracking devices, so it’s worth half-a-million dollars, according to the windshield repair shop.

Why hasn’t Elon Musk created self-healing windshield glass?

We made it back home, picked up the dog and gave everyone their Yellowstone golf balls and Idaho potholders. I looked forward to a nice hot shower but (joke’s on us) the hot water heater stopped working and was chuckling with God and the TV. They all had a good laugh together.

We forked out more cash so we could have hot water, collapsed into our non-taco bed and slept.

A few days later, my husband said, “We have a gas leak in the basement.” It took me a minute to understand what he was saying because he was so calm. My husband is notoriously terrible under stress.

“Why are we still in the house?” I asked.

“Where else would we be?” He responded.

“Not in a house that could explode if we make toast.”

We hustled everyone to the neighbor’s lawn until the gas company gave us the okay.

The water heater had been installed incorrectly but our house wasn’t going to blow up. Today, at least.

I rarely look at the dark side of life and by the end of the week I was chortling right along with God, the TV and the water heater. Sometimes, LOLing is the only thing you can do.

YEAR OF THE SHOREBIRD DECLARED AT GREAT SALT LAKE

n May, Utah Gov. Spencer Cox declared 2021 as the “Year of the Shorebird” at the Great Salt Lake and in Utah, and the year of the Western Hemisphere Shorebird Reserve Network site at Great Salt Lake. It celebrates the 30th anniversary of the 1991 Great Salt Lake Hemisphere Shorebird Reserve Network designation, the highest level of designation given to a site by the Network.

The announcement coincided with the annual Great Salt Lake Bird Festival, held for the 23rd year at the George S. and Dolores Dore Eccles Wildlife Education Center at the Farmington Bay Waterfowl Management Area. The event was not held in 2020 due to COVID-19.

“This declaration signaled and highlighted the importance of Great Salt Lake’s ecosystem for many of our bird species,” said Utah Department of Natural Resources Executive Director Brian Steed.

“We also greatly appreciate the many partnerships that work to study and help preserve this unique ecosystem for the benefit of wildlife and others.”

Great Salt Lake and its associated wetlands provide an invaluable food source to around 10 million migratory birds annually, including about 330 different species. Great Salt Lake receives the largest percentage of the world’s population of Eared Grebes feeding during their migration. Between 3 million and 5 million Eared Grebes have been documented using Great Salt Lake as a stopover spot during their migration each year from September to October.

The lake also supports nearly one-third of the global population of Wilson’s Phalaropes, more than 56 percent of the global population of American Avocets, and 37 percent of the North American population of Black-necked Stilts. The lake’s shoreline, playas and mudflats Continued page 7
