The Working Group meets on a monthly basis and a variety of sub-working groups have been

established to address specific issues which require more intensive focus. In line with this framework, the Ministry of Agriculture and Animal Resources has proposed to establish a sub-working group on private sector investment that will meet on a monthly basis to prepare a comprehensive investment blueprint as part of the Grow Africa process. The GoR has also made it easy for foreigners investing in agribusiness to get three year visas ( instead of two year) as well as removing all import duties and taxes

Reform of Rwanda Revenue Authority (RRA) continues at a fast pace. Rwanda is a leader in Africa on land reforms which directly impact on , farming, fisheries and forests. A recent land law has been passed which gives secure tenure to local and foreign investors through 99-year leasehold agreements. RDB can provide direct support to investors to facilitate land transfer and deeds.

With over 80% of Rwandans engaging in subsistence agriculture and the main sources of foreign

exchange being tea and coffee, the government of Rwanda realises that promoting agribusiness can help diversify the countries foreign revenues, create jobs for Rwandans, though primary production and value addition as well as lift millions of Rwandans out of poverty. Resources (MINAGRI) has adopted in close conjunction with RDB and various stakeholders calls for both massive public and private sector investments across the sector’s entire value chain. In this strategy, that is aligned with Rwanda’s larger roadmap into the future, MINAGRI has embarked on making various forms of massive public sector investments across the sector to provide the catalysis needed to bring on board private sector investments in order to ensure sector sustainability, growth, turn around and eventual transformation.

Agriculture accounts for more than 34 percent of GDP, provides 70 percent of exports, employs 80 percent of the work force and provides raw materials to industries and a market for manufactured goods. As a result, Rwanda

has allocated 10.2 percent of the national budget to the agriculture sector for the fiscal year 2010- 2011 and achieved an average annual growth of 7.4 percent in 2010.

Agricultural policies and strategies have been integrated into the national development planning process anchored on the Vision 2020. The Economic Development and Poverty Reduction Strategy (2008-2012) set targets for the agricultural sector, and these have been reflected in the four year Strategic Plan for Agricultural Transformation (PSTA I and PSTA II). The Crop Intensification Program (CIP) was also launched as a pilot program in 2007, with the main goal of increasing agricultural productivity in high potential food crop areas to ensure food security and self-sufficiency.

Easier registration of securities, Easier access to credit Approach your bank or microfinance institution to get credit. Your bank or microfinance institution will then register your securities on your behalf at RDB in order to facilitate you.

BEFORE: • • • • •

Client goes to the Bank to negotiate for credit/loan Bank accepts and draws requirements for client as well as contract Client puts together all requirements and goes to RDB to register security RDB presents certificate of security/mortgage registration to client Client takes certificate to the Bank which proceeds to provide him with credit

NOW: • • •
