Borrowers lose as banks tighten loans SOME major home loan providers are winding back their lending policies in order to cut their risk of bad debts. Among the major banks, the ANZ has tightened its lending standards to safeguard itself from the deteriorating economic conditions. For homes valued at more $2 million or more, ANZ's maximum loan-to-valuation ratio has been reduced from 80% to 75%. An ANZ spokeswoman said it was a prudent and measured response to the emerging economic environment and was in both the bank and its customers’ interests. First homeowners Roxanne Webb and David Lloyd, of Subiaco, said the new policies made it almost impossible for them to build their own home. “After three years of renting, we've decided to take advantage of the First Home Owners Grant (FHOG) and build a house. However, we were told we didn’t qualify,’’ David said. “We're both on a decent wage, never exceed our credit limit and own our two

‘We’re both on a decent wage, never exceed our credit limit and own our two cars outright yet...we will miss out. It is just a joke.’ CARMELLE SANDER Editor

cars outright, yet for some reason we will miss out. It is just a joke.’’ Twenty Corp Financial Services principal Casey Stein said first homeowners were feeling the pinch, with many missing out on the $21,000 Federal government FHOG. “Many banks have altered their LVR, meaning you need to come up with additional funds yourself,’’ he said. “On a $400,000 loan, for example, it is expected that you have at least $20,000 in genuine savings on top of the FHOG. “For a couple renting, it is understandable that they may have a problem saving the money, especially if you throw into the mix

credit expenses and car loans.” ANZ will now lend only 90 per cent of a property's value, compared with 95 per cent previously. The bank has also called a halt to low-doc loans with a deposit less than 40 per cent of the property's value. And if you thought it might be easier switching to another bank, think again. The Commonwealth Bank has also implemented new borrowing requirements for first time homebuyers. It is now compulsory that borrowers contribute at least 3 per cent of the purchase price of the property using their own funds, over and above any government grants.

The bank will not recognise the first homebuyers grant of $14,000 for an existing home and $21,000 for a new home as proof of savings, and gifts and other forms of financial assistance from parents or relatives as proof of savings will not be accepted either. “This creates a fair bit of havoc at the end of the day,” Mr Stein said. “The government is trying to stimulate the economy, yet major banks are trying to protect their balance books and its counteracting the work being done. It’s a real heartache for many prospective homebuyers.’’ In addition to changes to the maximum LVR, the time taken to process loan applications has blown out to more than eight weeks because of extra checking required on credit histories and staff shortages. Banks are making staff redundant, despite not having enough staff in place to keep up with demand, Mr Stein said. “It’s taking about 21 days to get just conditional approval and from here it can take up to five weeks to obtain credit approval.’’

Housing undersupply ensures boom around the corner says business manager Focus on the long-term, not short-term forecasts FORGET short-term economic forecasts and start paying attention to the inevitable boom lurking just around the corner. That’s the word of advice from Master Builders’ business development manager Geoff Cooper. Mr Cooper believes demographics are the main driver of property and in the end long-term trends will win out over economic cycles. Figures from the Australian Bureau of Statistics how that between 2007 and 2056 the population of WA will more than double, to 4.3 million. “Even in their low case scenario, our population is projected to grow to 3.5 million,’’ he said. To combat our increasing population, Mr Cooper predicts about 20,000 dwellings will be needed every year. “It seems that we are in the midst of an underbuild that is laying strong

foundations for another boom,’’ he said. “Unfortunately, for those who don’t pick this long-term trend, they will end up paying more in a boom environment where skills and shortages are likely to be even worse.’’ Australian Property Alliance managing director Paul Bitdorf agreed, saying strong demand and ongoing short supply would create another property boom. “There is no doubt we are not building enough houses to sustain future demand by our growing WA population,’’ he said. “A very buoyant economy can exaggerate demand and sluggish economy may inflate oversupply, but the basic free market laws of supply and demand prevail in every economic situation.’’ REIWA president Rob Druitt said while population growth was inevitable, it strongly depended on

employment, so predictions about growth needed to be made cautiously. “We need to factor in the significant number of baby boomers moving into retirement villages and nursing homes over the next 30 years,’’ he said. “We also need to be mindful that in around 15 years, the biggest demographic in the nation will be single people. “This means strong pressure on

our community for more grouped dwellings, such as flats, units, apartments and townhouses. “Currently, Perth has the least number of grouped dwellings per head of population of any other capital in Australia.” Mr Druitt said the reason we were in “underbuild” was because there was currently an oversupply. He said the building industry went into hyper drive in 2006-2007, producing an excess of stock.

Now those investors have left the market because the capital growth is no longer there. “The Perth property market is unlikely to return to a nice balance between supply and demand until the backlog of dwellings currently on the market clears away,’’ he said. “We don’t need new dwellings right now, we need buyers.’’ Mr Cooper, however, remains convinced that it is not a matter of if there is a boom, but when.

REVIEWS Subiaco award-winning residence maximises light and space effortlessly Entertaining outside or inside, this stylish home designed to delight. BY CARMELLE SANDER BASED in the heart of bustling Subiaco, this two-storey house utilises its block size to create ample living space. The Ross Griffin home won the ANZ 2008 Small Lot Housing Project of the Year and was a finalist in the 2008 Home of the Year awards in Perth. The owner said with the restrictions of a small block, he wanted to provide a design that maximised space and allowed for great separation and privacy. An open-plan philosophy creates a definite feeling of space and stretches effortlessly into the upper storey of the home, which features the master suite, main living areas and study. The living area with extensive windows is drenched in natural sunlight, and aluminium-framed bi-fold doors from the dining area open out onto a private cedar-lined alfresco, ideal for

entertaining family and friends. The well-appointed white kitchen with Corian bench tops, glass splashbacks, ample cupboards and quality European appliances overlooks the family room, so you can keep an eye on the news or your favourite program while preparing dinner. An elevator on the ground level is perfect for carrying your shopping bags upstairs. Downstairs are three bedrooms, one with a private ensuite and spa. The sumptuous theatre room with decorative recess ceiling and mood lighting is great for movie nights and features a ceiling projector, screen, surround-sound speaker system and a kitchenette. French doors open out from the theatre room to a decked alfresco. An attractive feature of the

4 home is the striking limestone feature wall, which encases the staircase and leads to the upstairs level. The home is conveniently situated within walking distance to the many cafes, boutiques and restaurants on Rokeby Road and it is only a short drive to the

heart of Perth. It also features reverse cycle airconditioning, double remote garage with storeroom, wallmounted TVs in every bedroom, New South Wales blackbutt floors and double laminated grey glass for additional peace and privacy. â–

Remake turns residence into something quite spectacular A highlight of the pool area is the large overhanging water wall. By ROMENA MANNING

THIS house is almost unrecognisable after it underwent major renovations in 2005. Owners Kylie and Peter Gastev bought the house for its location and not long after began gutting the interior and pulling up everything on the outside. Kylie said it was nice to be in a quiet, peaceful area and the location was walking distance from Deepwater Point, the river, shops, Garden City, park and barbecue facilities, as well as transport and the freeway. Striking polished marri floors through a living area are the only original feature left. A freeform timber beam in the centre of the living space extends from the floor to high,

angled ceilings and is a focal point. High quality finishes like Essastone benchtops and glass splashbacks feature in a functional and stylish kitchen, with gas burners, built-in pantry and high ceilings overhead. Double doors open outside from a family area to alfresco entertaining under a thatched roof, where poured limestone broadens to a pool area. A glass balustrade means that while the pool area is fenced, views are unrestricted. A highlight of the pool area is a large overhanging water wall, which spills streams of water into the pool. A carved four-poster bed with matching

furniture will stay in the main bedroom, which has a walk-in wardrobe and open ensuite with marble tiling and spa bath. This luxurious main suite opens via french doors to the alfresco area and has raw silk curtains and silk bed overhangs. Kylie said she loved that there was always something nice to look at with the alfresco area opening from multiple points. She said the house would suit a family, as its bedroom and study wing is easily separated from living quarters at the back. This family is moving on, with nothing left to do to the house. â–

By ROMENA MANNING GOOD feng shui and an obviously high level of craftsmanship hold this big, contemporary and elegant house in good stead. A Palazzo design, its superior standard is evident from the front, where electronic gates open to landscaped formal gardens with an oversized timber pivot door at its entry. A wide main passage with ample natural light leads straight to living areas, while at each side a split passage leads to bedrooms. One minor bedroom and a quality guest suite open to the front through french doors, with built-in wardrobes to each doublesized bedroom and a study central to two. The guest suite has a walkthrough wardrobe to a fully tiled ensuite. Polished hardwood floors through the main areas of the house combine with limestone

feature walls to add warmth to the oversized feel of the house, achieved through large windows, high doorways and extra-high ceilings. A central lounge area with recessed ceiling opens at one side to a home-theatre room, with block-out blinds to full-length windows that allow the room to be filled with sunlight. At the other side of the lounge area, bi-fold doors open to established palm and rockery gardens. The back of the house combines a large, functional kitchen and dining and family areas where sashstyle windows allow the most to be made of cross-breezes. A big alfresco area with coffered timber-lined roof has an outdoor barbecue kitchen and opens to lovely gardens with brushwood fencing, creating a parkland feel, all on 1287sqm block. ■

Humble cottage transformed Stunning renovations triple size while retaining all its charm, reports AMANDA RANKIN BEYOND this modest 1930s home is a stunning renovation and extension that has tripled the size of the original two-bedroom cottage without losing any of the home's charm. When Kelli and Cam Wilkie bought the house in 1986, their plan was to make it impossible to determine where the original home ended and the renovation began. They have brilliantly succeeded. Jarrah windows, skirtings, architraves and floorboards continue throughout the extension, seamlessly blending the old with the new. Beautiful leadlight windows and doors, and ceiling cornices have been meticulously rejuvenated or recreated. Even the new bathrooms are reminiscent of the era. “We wanted the house to look and feel like a 1930s home but with much bigger rooms,” Kelli said. “As best we could we have hidden away

all the mod cons but they’re all there.” It’s no surprise to find out that the Wilkies are in the building business. Their company, Cambuild, is responsible for many a successful Western Suburbs renovation and Cam is a carpenter by trade. “It’s our first home and all of our children were born here so there’s a lot of love here, and a lot of blood, sweat and tears went in to it,” Kelli said. “We didn’t cut any corners and ultimately we have been really happy living here.” A solid timber staircase leads to the children’s domain, a secondstorey addition with three bedrooms all with built-in robes, an activity area, a huge bathroom and separate powder room, and a westfacing balcony to enjoy the sunsets. High ceilings, cornices, solid timber doors, timber floors and leadlight windows further capture

WITH million-dollar views and multi-million dollar apartments, Mount Street in West Perth really is a desirable address. Situated within walking distance to the CBD and Kings Park, the tree-lined street is home to some of Perth’s most prestigious apartments and penthouses. Many multi-storey buildings feature expansive balconies and terraces, allowing residents to enjoy the spectacular views of the Swan River and city skyline. Graham Laurance is reluctantly selling his Mount Street apartment and moving to Sydney for a lifestyle change. Even after six years of living here, Mr Laurance said he never took the views for granted.

“I travelled a lot and lived in many other cities, but it doesn’t get better than Perth,’’ he said. “The city views from my terrace are just incredible.’’ Janice Wilson, who works in West Perth, said she often went for a stroll along Mount Street and surrounds on her lunch break. “Some days if I’m feeling energetic I’ll bring my sneakers to work and go for a walk along Mount Street and Kings Park on my lunch break,’’ she said. “I love looking at the million-dollar apartments and the great views.” For many West Australians, Kings Park is the soul of the city. Visited by more than five million people

each year, the park is the most popular visitor destination in the State. Totalling over 400ha and showcasing a great range of native flora and fauna, there is an abundance of places to see and enjoy. Whether climbing Jacob’s Ladder at the break of dawn, admiring the city lights with your partner, having a barbecue with friends or strolling across the tree top walk with the family, every vista has a unique and compelling feel. Local agent Maree Lawson from Hood & Byrne has been selling properties along Mount Street for the past 12 years. She said the street continues to be a drawcard for empty nesters and Perth’s elite. “It is one of the most desirable, beautiful

streets in Perth,’’ she said. “With Kings Park on its doorstep and the city and Swan River just minutes away, Mount Street has it all.” Ms Lawson said the street is lined with multi-million dollar properties and is attractive to those people wanting to downsize and enjoy the finer things in life. “I find that the majority of residents have moved here from large family homes in the western suburbs,’’ she said. “After their children leave home, they no longer need all the extra space and the large swimming pool. “It’s a great option for those who travel extensively and are seeking a lock-up and leave property.’’ ■

LUXURY LIVING Table dressing for every occasion Husband and wife team combine their flair to offer designer dazzle and affordable luxury. By ROMENA MANNING THE setting of a table can make the difference between a casual get-together between a few friends or a glamorous, formal dinner for 10. Basic whites to Wedgwood can be found at Table Culture on Rokeby Road in Subiaco, a store that focuses on providing quality products, whether designer or affordable luxury. Owners Paddy and Emma McCarthy – a husband and wife team – started the business five years ago with the idea of offering people an array of high-quality tablewear accompanied by knowledgeable service.

Waterford crystal, barware, teapots, glassware, cutlery, serving platters and decorative items are the order of the day, with two price points providing buyers with a modest alternative or the opportunity to go all out. Paddy, originally from Ireland, said he noticed a culture in Australia where people buy gifts for the home, so there is a large focus on stocking items with beautiful packaging and they offer a complimentary gift-wrapping service. Sourcing from Europe, Denmark, Germany and Australia, Paddy said they tried to pick brands that fit with their philosophy of simplicity and classical pieces. “We try to pick things that won’t date – things very simple and

understated…we don’t focus on cutting edge, but on something beautiful, classic and contemporary,” he said. An online store offers web browsing, buying or registry services and has all the information listed, as well as size information and pictures – even down to the packaging – so buyers can make a completely informed decision. What is apparent about the philosophy at Table Culture is the driven desire to provide service with integrity, not focusing on sales so much as product knowledge and finding the right fit for the customer, creating an environment you want to return to again and again.
