NEWS WA property market a tale of three categories Surveys present contradictory pictures of the Perth market as price-bracket segmentation increases, reports CARMELLE SANDER IT is hard for the average buyer to determine if house prices in Perth are booming, stable or falling, depending on who you ask. The latest high price index results from the Australian Bureau of Statistics, released last month, indicate Perth house prices are surging, with 4.5 per cent price appreciation in the September quarter and recovering all the losses experienced since March 2008. REIWA indices painted a much different picture, showing milder growth of just 1.5 per cent in the three months to September 2009. And RP Data Rismark Index contradicted both, with their data showing a 1.4 per cent decline in the same period. So who is right? CB Richard Ellis manager of residential research Erin Rolandsen said the discrepancies in the results were due to increasing price-

bracket segmentation in the Perth market. “We have observed the emergence of three distinct segments within Perth’s residential market,” she said. “Each have been moving in different directions over the past year.” The prestige ($1-million plus) segment has been the biggest driver of growth in Perth prices in the September quarter, she said. “Having experienced the greatest losses in 2008, they had the most room to snap back.” CBRE director of Perth residential valuations Michael Veletta said the financial credit squeeze, sharemarket volatility and other fallout from the global financial crisis had caused some properties in the prestige price bracket to fall by up to 40 per cent in some areas.

This has allowed for a much greater upswing in house values as economic indicators return to positive territory. “The perception is that mid2009 saw an upward swing in values, reduced stock and increased demand with more

transactions,” Mr Veletta said. “Our own observations of house values in Perth most closely align with the ABS figures, particularly in the prestige segment of the market.” Although there has been more transaction activity in the mid-

range segment ($500,000 to $1 million), “growth in this bracket has not been as strong,” Ms Rolandsen said. However, prices have been moving strongly ahead in the sub$500,000 market segment, she added. “The sub-$500,000 market surged earlier in the year due to the boost to the First Home Owner’s Grant,” Ms Rolandsen explained. Although the number of firsthome buyers has fallen away since it peaked in April, there has also been a drop in the number of properties listed for sale. This is leading to a shortage of supply in the most affordable range. Mr Veletta is worried there is still the potential for a slight ‘speed hump’ in property price appreciation ahead. His greatest areas of concern include potential oversupply in the inner-city apartment market, rising interest rates and the prospect of increased distressed sales resulting from declining home loan serviceability. ■

Should you buy before Christmas or put it off until the New Year? What if you are looking to sell? Is now the right time to put your home on the market? According to western suburbs real estate agents, any time is a good time and there may actually be benefits to buying or selling over the Christmas period. Alison Johnstone, from Equinox Realty in Subiaco, said although there was a belief that buyers were not active over the festive season, that is not the case. “My advice would be to ensure you have discussed a strategic marketing plan with your agent, taking the time of year into

account,’’ she said. “Although the number of active buyers may be less, making your property available could be highly beneficial.” Ms Johnstone said Niki Peinke many potential buyers were on holidays this time of year and often used their spare time to hunt out their next property purchase. Linda Sullivan, from Mack Hall & Associates, said the Christmas period was an ideal time to buy or sell, as there are often new buyers back in Perth visiting family and friends.

“Having time away from work allows them the opportunity to look at suitable properties and make good buying decisions,’’ she said. “I have sold properties on Christmas Eve. Alan Bourke Property prices still are very competitive so certainly now is a good time to buy.’’ According to The Property Exchange director Niki Peinke, the time to act was now and not when the kids are back at school. “If you wait until school starts you will probably have to go back to work and won’t have time to look,’’ she said.

“Now is a great time because you could pick up a bargain.’’ And Enzo Pagnozzi, from Growth Realty, said the genuine buyers will continue their hunting. “From a buyer’s point Enzo Pagnozzi of view, there may be less competition.’’ REIWA president Alan Bourke warned if you sell over the holiday period make sure you give yourself plenty of time. “It can be difficult to organise bank finance, settlement agents, building inspections and so on when businesses are shutting down for the holidays, or staff are on leave.’’■
