Investors return as Ray White sales soar NEWS REVIEWS

AUSTRALIA’s largest real estate group Ray White says investors are returning to the property market, with WA sales soaring 23 per cent in June. Ray White said its total sales for the month surged 33 per cent from the same month last year. The company also forecast continued sales growth in the second half of 2009 on the back of improved investor confidence. Group sales for June rose to $2.41 billion, from $1.8 billion in the corresponding month in 2008. “Despite months of negative reports on the economic downturn and the global recession, I think investors in Australia are starting to realise it’s not the end of the world and they are regaining confidence,” said Ray White

Mr White said the combination of low interest rates, softer property prices, a shortage of housing stock and strong rental demand was attracting investors. “They are returning to the market and should continue to do so over the second half of the year, particularly in fringe areas within commuting distance of the major capital cities,” he added. Ray White sales in Queensland grew by 27 per cent in June from a year ago. South Australia and Northern Territory sales were up 25 per cent, while Victoria and Western Australia sales were both up 23 per cent. ■

National Rental Affordability Scheme

Money for nothing . . . checks for free PROPERTY investors are moving back into the market on the back of record low interest rates, a big shortage of housing and strong capital returns. A million new homes need to be built over the next five years to cope with Australia’s booming population growth. The number of houses being built falls well short of this target. Public housing construction is crucial if this shortfall is to be overcome. The Federal Government has adopted a number of initiatives to help close the housing gap, including the National Rental Affordability Scheme (NRAS), a $623 million initiative designed to stimulate the supply of up to 50,000 new affordable rental dwellings by 2012. Under the scheme, investors are eligible to receive an incentive of $8000 a year for 10 years for each approved dwelling built, on condition that they are rented out to low-income earners at 20 per cent below market rates. Perth developer Australian Property Alliance is offering investors an opportunity to cash in on this incentive with house-and-land packages that meet all NRAS requirements. They are tailored to suit a range of investors, from those looking for their first taste of the market, to large-scale developers looking to maximise their tax positions. APA became the first private-sector company accepted as an NRAS developer last year when it was awarded the right to build 92 new homes under the Niche Living banner across Perth. Under an innovative investment structure, a residential investment fund

manages all the properties as a group, while at the same time allowing individual investors to benefit by owning the properties outright and receive rental income, capital growth and the NRAS incentives. The scheme is massively tax-effective. This is because NRAS incentives are intended to be tax-free, as compared to a regular tax deduction. Some $6000 of the incentive comes from the Federal Government in the form of a tax offset. The remaining $2000 is state-funded and classed as non-assessable income. For as little as $6000 invested in a Niche Living home, after taking into account income, expenses, depreciation and incentives, it can result in a total return of almost $5000 in the first year. If you added on projected annual capital growth of 4 per cent, the return on equity could balloon to as much as $18,000 in the first year (see example in accompanying table). APA is able to deliver quality housing at affordable prices by developing “infill” land areas. When creating its estates, it identifies


large parcels of land in established urban areas that have good growth potential and existing infrastructure, such as schools, hospitals, sporting facilities and public transport. The company has development estates in Langford, Armadale, Kelmscott, Beechboro and Ballajura. All have proven hugely popular. “All 19 of our Niche Beechboro properties sold within two weeks,” APA sales and marketing director Ronnie Elhaj said. APA has only seven house and land packages left in the Kelmscott estate, six at Langford and 13 of 38 home sites left at Ballajura. Niche Ballajura is located 14km north of the city in a suburb that has seen a steady annual average growth of 16.7 per cent over the past five years. With all approvals pre-arranged, builders already appointed and bestprice construction costs negotiated based on APA’s high volume of projects, purchasers of a Niche home are spared the usual time and hassle associated with building. And the property is managed by the investment fund, including the selection and choice of tenants. And the 20 per cent discount on the market rental rate gives the property a competitive edge, meaning it will almost always be tenanted. APA is holding a series of seminars to explain Niche Living to investors at its office at 5 Lindsay Street, North Perth, each Wednesday at 6pm.
