July 2013 Dear friends & Neighbours, Do you know what is going on with the Jericho Lands, the 21 hectares between 4th and 8th Avenue west of Alma? Despite my best efforts as your MP, I do not! What we do know is that the Department of National Defense (DND), which has managed the property since WWII, is relocating the 39 Brigade Headquarters and shuttering military family housing. But what is planned for this property in the heart of Vancouver Quadra? Local Armed Forces officers have been unable to answer my questions, and the City of Vancouver has not been consulted. I have not yet received a response to my letter asking Minister MacKay for information and a timeline for public consultations with local residents.

Given the Conservative government’s record of closing the Kitsilano Coast Guard Station despite huge public outcry—I’m concerned consultation may be by-passed again, to avoid public scrutiny and speed-up the sale and development of these lands. Vancouver Quadra residents won’t stand for our irreplaceable urban green space, replete with historic and community significance, being sold for development without local input! According to a recent report from the Senate Committee on National Finance, higher tariffs are one of the key causes of a persistent Canada-United States price gap. Working for You in Ottawa Protecting Canadian jobs Did you know that the number of temporary foreign workers in Canada has doubled in the past six years to 446,000 workers in 2011 and is still growing? Meanwhile, 1.4 million Canadians are jobless, youth unemployment remains high, and there are 6.5 unemployed people for every open position. This is deeply concerning. Liberal Members of Parliament believe qualified Canadian workers should get first crack at all available jobs, and that temporary workers should only be brought in to fill jobs that Canadians are unable or unwilling to take. Yet Prime Minister Stephen Harper’s Conservative government changed the Temporary Foreign Worker (TFW) program rules, opening the door to a flood of workers who can be paid 15 per cent below the average wage for the position. Temporary coal miners in B.C. and 45 temporary foreign technology services workers hired by RBC are just two high profile examples. That’s why Liberals have been advocating for a review of the TFW program, including consultations with those who use it. Instead, the

Working for You in Ottawa Advocating for overseas assistance Liberal Members of Parliament believe that we all benefit when Canada offers caring and constructive assistance to people in less developed nations. The great Liberal Prime Minister Lester B. Pearson won a Nobel Peace Prize for establishing Canada’s role on the world stage as a nation promoting peace, democracy, and human rights. Since the Canadian International Development Agency (CIDA) was created as an independent agency of government in 1968, it has led Canada’s important role providing democratic, development, and humanitarian help in countries across the globe. But today, Canada’s standing in the international community is badly diminished. The Conservative government of Prime Minister Stephen Harper has shrunk aid budgets, focussed funding to commercial rather than humanitarian objectives, and recently, collapsed CIDA itself into the ministry tasked with Foreign Affairs and International Trade.

Global challenges and instability in recent years, including the Arab Spring and its aftermath, highlight how important it is for countries in political and economic turmoil to receive effective support. Today there is no longer an “us” and a “them.” The well-being of humanity and the environment, whether in Canada or elsewhere, has never been more inter-connected.

We Liberals have been working in Ottawa to raise awareness of these changes and the impacts they are having on the many people and organizations in countries needing a hand up.

Working for You in Ottawa Promoting human rights and democracy Liberal Members of Parliament believe in protecting democracy and equality and, like you, we are proud of the example Canada has set in protecting these values through our Charter of Human Rights and Freedoms. Helping other countries develop the tools to promote and protect equality has long been a focus of Canada’s overseas assistance. Sadly, this is less and less the case. Under Prime Minister Stephen Harper’s Conservative government, important agencies like Rights and Democracy have been eliminated, and human rights programming in Foreign Affairs and International Trade (DFAIT) and CIDA have been cut.

Recently, the government launched its Office of Religious Freedom under DFAIT to promote religious freedom as a key objective of Canadian foreign policy. While protecting the right to freedom of religion in other countries may be a worthy goal, I am also concerned about helping protect those who face deadly discrimination for being a woman or girl, a homosexual, or for standing up for democratic rights.

I have joined other Liberal MPs in working to reverse this singular focus on religion, and instead return to Canada’s historic broader mandate of democracy and rights protection. Healthy democratic institutions are in turn associated with a healthier economy and a more just and sustainable society—contributions for which you and I could be proud.

Working for You in Ottawa Advocating for openness Liberal Members of Parliament believe trade is important to our economy. At the same time, Canada’s sovereignty must be protected. Last month Parliament voted down an NDP motion against ratifying the Canada-China Foreign Investment Promotion and Protection Agreement (FIPA). Destined to fail due to the Conservative majority, this non-binding motion called for outright rejection of the Canada-China FIPA and thus was opposed by the Liberals. Here’s why. Liberal parliamentarians have serious concerns with FIPA in terms of democratic process, time frame, and content. Our multiple efforts to ensure open public examination of this treaty (including my Motion tabled last September) were rebuffed by the government. However, we also see significant benefits, especially for British Columbians, in protecting Canadian interests through an investment treaty with China—which is the very reason FIPA discussions were launched more than 10 years ago. Canadian companies will be able to resolve disputes in independent arbitration tribunals, and China commits to treating Canadian companies investing in China fairly.

Leveling the playing field will increase business certainty, encourage jobs and economy-level benefits, and protect assets of Canadians who are indirectly invested in China through mutual funds or pension funds. Notwithstanding the Conservative government’s frustratingly closed approach, the Liberal vote on this motion signaled our support for all Canadians affected by trade and commerce with China, and the protections FIPA offers them.

Working for You in Ottawa Demanding sustainable resource development Like you, Liberal Members of Parliament believe Canadians want a thriving 21st century economy that protects and restores the environment, not harms it. The health and resilience of the land, air, and water ecosystems that humanity depends on deserve no less. Sadly, Prime Minister Stephen Harper’s Conservative government is taking Canada in the opposite direction by accelerating the pace of resource development while weakening the checks and balances to ensure a healthy environment. This spring, the Commissioner of the Environment and Sustainable Development in Ottawa once again reported serious concerns about inadequate government oversight. The Commissioner’s report reveals: •

limited capacity to respond to a major oil spill on land or at sea;

legislated liability limits are out of date, leaving taxpayers at risk of paying for environmental damages; and

insufficient monitoring of pollution from toxins, substances such as those used in the hydraulic fracturing of shale gas.

These failures put both our environment and our economy at risk and partly explain the strong concerns we in Vancouver and the rest of B.C. feel about the risks of oil sands developments and bitumen transportation. My Liberal colleagues and I work in Parliament to raise these issues, and push the government to adopt a more balanced and responsible approach—to provide a legacy of sustainable development for our next generations.

Working for You in Ottawa Defending Canada’s democracy Liberal Members of Parliament believe that citizens’ ability to communicate and share information of public interest is a vital aspect of a healthy democracy. In Vancouver Quadra, you tell me you want to know more about federal policy issues that interest you—and this requires access to the objective, evidence-based information we taxpayers have funded. Yet, Prime Minister Stephen Harper’s Conservative government routinely muzzles scientists, like B.C.’s Dr. Kristi Miller, who was barred from speaking with media or the public about her research linking disease to the decline in Fraser River sockeye salmon. In addition, many advocacy organisations and non-profit groups are being silenced as they witness the onerous tax audits suffered by fellow groups who report conclusions that the government doesn’t like. The organization Democracy Watch and the Environmental Law Clinic of the University of Victoria recently released a report concluding that we, the public, have the right to know about

The federal Information Commissioner’s office is now investigating complaints that the Harper government is improperly restricting access to governmentfunded scientists and researchers. Along with the Liberal Caucus, I stand with Canada’s researchers and scientists, because they enable you to have input into issues that affect you, and they help us as Parliamentarians to develop evidence-based policies for the public good.

Working for You in Ottawa Demanding spending accountability Liberal Members of Parliament believe that government must demonstrate the highest levels of effectiveness and accountability in the purchase of critical equipment for the Canadian Armed Forces. Canadians were shocked by Prime Minister Steven Harper’s gross mismanagement of the F-35 stealth fighter jets program, the largest planned equipment investment in Canada’s history! The government repeatedly low-balled cost projections and attacked the Parliamentary Budget Officer (PBO) for questioning their figures. The Auditor General himself later confirmed the embarrassed ministers and Prime Minister had misled the public, keeping two sets of books: falsely low numbers they shared with the public, and actual cost estimates $10 billion dollars higher. Unfortunately, these problems continue. Recently the PBO discovered the Conservative government has also underestimated costs by more than 50 per cent ($1.43 billion dollars) for the Joint Support Ship (JSS) project to replace two aging naval resupply ships. Will the government spend more, buy fewer ships, or reduce the planned capacity and features? This massive “miscalculation”

is just the latest in a series of military equipment delays and cost over-runs creating deep uncertainty in Canada’s shipbuilding industry, and calling into question the government’s competence in managing critical equipment upgrades. Liberal MPs continue working hard to identify these problems and demand competence, transparency, and accountability in military procurement on your behalf. Our troops depend on government getting this right!

Working for You in Ottawa Restoring a thriving tourism industry Liberal Members of Parliament believe that our amazing country— its natural beauty, unique destinations, and great people—should be a prime destination for international tourists. Tourism is an important revenue and job creator, an $80 billion “renewable resource” industry that supports almost 10 per cent of all jobs in Canada! However, under Prime Minister Stephen Harper’s government, Canada’s share of world tourism is declining even as the market gets larger every year. Ten years ago Canada was the 7th most visited destination in the world with 20 million foreign visitors. Last year, fewer than 16 million visitors came, and we fell to 18th in the world as a destination. What’s happening? A range of Conservative government decisions—from cutting services and seasons at Canada’s iconic National Parks and Historic Monuments to slashing Canada’s international tourism marketing budget by 40 per cent—have contributed to this decline. Fewer international tourists mean fewer customers supporting Vancouver Quadra’s museums, parks, shops, and ocean recreation businesses. It means fewer customers for our hotel, restaurant, and
