millionair ? The Budget’s new stamp tax band for properties sold over £1m has caused controversy. Your Move researched how this new tax is affecting the housing market on Merseyside. or the majority of homeowners, a property valued at £1m is less a reality than an aspiration. In Merseyside, some of the most popular residential areas offer
beautiful, spacious homes for much less, with access to local facilities, transport links, and good schools. For first time buyers, the choice in our city is extensive; from city centre apartments to family homes in the suburbs with no stamp duty payable on those purchases below £250,000 for the next two years. However, for vendors with properties to sell valued at £1m or more, the new legislation coming into 26 Your Move
effect from next April has the potential to deter buyers who are not keen to pay an extra one per cent tax on the total property price.
MARKET BOOST In the run-up to the Budget anouncement, speculation ran high as to how far adjustments to legislation would run in terms of boosting the housing market. The good news for first time buyers was not unexpected, and it was certainly welcomed. Immediately, estate agents across the city were happy to go on record voicing their approval. From developers, whose new build properties are often designed with first time buyers in mind, the response was equally positive. However, the increased duty payable by purchasers of properties costing £1m or above is being described in some quarters as a distortionary tax, with the incentive for prices to be held at just below £1m. Julia Casimo, partner at John Kerr Chartered Accountants, commented: “The increase in stamp duty land tax from four per cent to five per cent for properties worth over £1m will undoubtedly dampen demand for very expensive homes. Clearly, the market in London and the south-east will take the brunt
of the impact but distortions will be felt in all areas.” She continued: “The way the stamp duty land tax is calculated means that the tax on a property which changes hands at just less than £1m say at £999,000 – will be £39,960. The tax on a property changing hands at £1,001,000 will be £50,050.” Thus, the increase in value of 32,000 has created additional tax of over £10,000.
AREAS MOST HIT The areas most likely to be affected by the increased duty payable on high end properties are the more affluent. At the time of researching this article, a five bedroom detached property in Blundellsands was being marketed by one agent for £3,300,000. A four bedroom detached property in the Allerton Road environs was also being priced at £1,800,000. At the end of March this year, 35 properties were available in the Liverpool area in the above £1m price bracket. One wellestablished estate agent who was preparing to launch a new brand to deal exclusively with high end properties decided not to go
ahead with the project last year – and is unlikely to renege on that decision. Larger properties in the higher price brackets can require a different approach with more photography needed and special attention to marketing and advertising the property to the appropriate audience. Time also needs to be spent at the property whereby the agent can get to know the product and how to show it off to advantage. This investment in time and expense on both the vendor’s and the agent’s part to achieve a sale is now unlikely to achieve the best possible price. For many properties priced at just over £1m, it will be tempting to vendors to reduce the asking price, or place it at £1m so that prospective buyers may feel comfortable offering a penny less. For properties that have recently been improved and brought up to a price between £1,250,000 and £2m, there will be significantly less interest in the property.
MARKET RECOVERY Many estate agents are concerned by how the increased duty will affect the recovery of the housing market. Sue Taylor, head of Keppie Massie Residential, commented: “Most people think that properties in
the Merseyside area will be unaffected by the stamp duty increases – but that couldn’t be further from the truth. We have recently sold a property in Woolton for well over £1m, and there are several more we have with interest in at the moment – although most of them are being discreetly marketed by their
properties as an alternative to moving, or will act in haste this year to achieve a quick sale. A more creative vendor, with extra capital, may choose to help speed up the selling process and help out the buyer and others in the chain by purchasing and taking on another property (at a much lower value) in order to

Heated pools, gymnasiums, cinema rooms and amazing gardens are the order of the day in these desirable areas.” She added: “Whilst in principle I would agree that the people who can afford this price range should be able to afford

VALUE INCREASE Competition to sell properties over recent months saw many vendors spend money to increase the value of their home. From more modest improvements such as double glazing right through to a new kitchen or bathroom, or built extensions, many homesellers in recent years have gone to great expense in order to beat off the competition and make their home more marketable. Some would argue that these efforts are now unlikely to be rewarded, but it is important for vendors to remember that no matter how far they improve their home, there will be a limit to its value based on the space available and the location. Sue Bullen from Sutton Kersh commented: “While it’s important for vendors to present their property well in order to achieve a sale, we would not advise sellers to undertake extensive ‘improvements’ in the hope of acquiring a higher price.” Alex Dixon, branch manager, added: “In many cases, if the property is enhanced to a level beyond the ceiling price for the position it occupies, it may result in a lower than expected return on
************ IN SUMMARY It is fair to say that the most noticeable impact upon the housing market from the increased stamp duty in the £1m+ bracket is likely to be felt in slower moving chains as prices are negotiated down, the incentives for first time buyers to purchase property may counterbalance this to the extent that there is little discernible effect. As the latter part of 2009 saw a number of buyers take advantage of the stamp duty holiday before its termination, so perhaps this year will see vendors and buyers enjoy the mutual benefits of moving before the new legislation comes into play.

A Liverpool lettings agent has a new qualification in her sights after signing up for a unique scheme. Leanne Gaunt, branch manager at West Derby-based agents Northwood, has enrolled on a BTEC diploma in residential lettings in a bid to hone her skills. Q&A With Derek Dawson, Solicitor (Litigation Department) Q I have not heard from my tenant for some time, despite telephone calls and making appointments. I am uncertain whether or not a tenant has left my property but I wish to re-let it, what can I do? A You should be cautious before re-letting the property. If your tenant has abandoned the property then it is perfectly permissible for you to take possession and re-market the house for a new tenant. However, if the tenant has not left, you could be open to a claim for unlawful eviction which is a criminal offence under the Protection from Eviction Act 1977 and could lead to a civil claim for compensation against you. You need to determine whether or not your tenant has vacated the property. Look for signs of occupation such as the post being collected, bins being placed outside for removal by the Council, food in the fridge, beds being slept in and clothes and other belongings being left in the property. It is also useful to ask the neighbours whether they have seen the tenant and whether they have seen them vacating the property. You should take clear photographs of the property and the items I have referred to as the Protection from Eviction Act 1977 will provide a defence if you can prove that you believed and that you had reasonable cause to believe that the tenant had ceased to live in the property. It is for you to prove that defence and your actions will be critically and closely examined. If you are not totally satisfied that the tenant has left, but you wish to lawfully gain possession you will need to serve on your tenant an appropriate notice to properly terminate the tenancy. The alternative is to relet the property and face the uncomfortable consequences of a criminal conviction and pay damages to your missing tenant. The notice does not need to be personally given to the tenant, who may be seeking to evade you. The court rules allow the notice to be left at the property by posting it through the mail box, but it is preferable that you deliver the notice yourself rather then relying on the postal system.

I want to move but I am unsure how to generate interest in my home or which agent to choose as in my area there are a number of different estate agents’ boards on display. How should I market my property?
This is a commonly asked question and in my experience most sellers tend to get several agents over to value their property. Usually they will invite agents who they either bought through, or have been recommended to try. Sometimes this might be an agent who they’ve heard of through friends, or one they’ve noticed from seeing an increase in their board presence. From the agent’s perspective I would advise a client to go with the agent they feel most comfortable with and most confident in, and this needs to be one who understands the mechanics of the market. They need to know what is required and needed both strategically, and in marketing terms to achieve a swift sale - at the best possible price and to the buyer in the best position to follow through. In this market it is fundamentally important to use an agent with a keen sense of initiative, a driven energetic response and an agency which shows an interest in you as a client and your property. It is also important that all sales negotiators see the houses they are selling, so that they know who they are targeting when marketing the house and conducting viewings. An agent who visits the property can provide better feedback to the vendor, and this communication adds up to a better service. In terms of marketing the property, the importance of professionally taken photographs, proper laminated brochures and floor plans are essential. Longer opening hours are also not just a requirement but a must these days. With longer working hours, viewers need to be able to visit properties at evenings and weekends and a good estate agent will understand this and foster a culture where everything possible is done to achieve the right sale. Any rental income from a property owned in the UK is taxable, even if the owner resides abroad. If you are moving out of the UK for six months or more you will be classed by HMRC as a non-resident landlord. There are two scenarios for paying tax. In certain circumstances, HMRC may approve an application for you to receive rent gross and file a tax return on the total amount payable. Usually, however, your rent will be paid to you by the letting or managing agent with a net of basic rate tax deducted. This is organised by the Non-Resident Landlords (NRL) Scheme. If non-resident landlords don't have UK letting agents acting for them, and the rent is more than £100 a week, the tenants must themselves deduct the tax. For ease, it may be advisable to ask a letting agent to collect the rent and deduct the tax on your behalf. When working out the amount to tax, the letting agent/tenant can take off deductible expenses – and these must be expenses as described by HMRC. The HMRC has more information on their website, and a good letting/managing agent will also be able to help the landlord work out how much income they can expect after paying tax, and advise them on how best to look after their properties and investments while they’re abroad. Many property owners rent their properties out while residing abroad without any trouble by choosing an experienced agent to manage their property, collect rent, and calculate the tax on their behalf. A good agent will be able to advise you more on this, based on your individual circumstances, before you move abroad.

PANORAMIC APPEAL iverpool celebrities cooked up a treat for charity fundraisers at the city’s Panoramic Restaurant. Ex-Brookside actors Phil Olivier, Louis Emerick and Suzanne Collins were joined by Hollyoaks actress Helen Noble, Heartbeat actor David Lonsdale, model Amanda Harrington and Radio City DJ Rick Vaughn were among the local celebrities who greeted guests and prepared dishes and menus designed by chef director Chris Marshall. A three course meal was served to guests, followed by an auction with foodthemed prizes including dinner cooked at your home for six by the Panoramic’s chef director and a meal for four at Frankie Dettori and Marco Pierre-White’s Knightsbridge restaurant. The total money raised amounted to over £9662, to be donated to the oncology unity at Alder Hey Children’s Hospital.

What attracted you to Wavertree High Street? We’d been looking around this area because it’s handy for the universities. I go to Hope and Philip is at Liverpool. Trying to get into and out of town would be difficult because parking is an issue. Here we’re ten minutes away and it’s cheaper to live. Why was this the apartment for you? We have our own parking space and the apartment itself has lots of room and is clean and modern. It also came fully furnished, apart from all the office furniture.
What’s your favourite room? The living room has the large TV and the XBox. The boys are big fans of the John Madden American Football game at the minute. We’ve bought a cool picture frame clock from Utility and on the wall there’s a lovely picture Philip brought back from a family holiday in Egypt. There’s a brown leather sofa and other wooden furniture which all goes well together. I think I’d just like to add a few scatter cushions. The landlord used to live here herself so she’s not just bought a load of cheap furniture to rent it out. The living room and bedrooms are carpeted, while the rest of the apartment has tiled floors.
What’s the layout? There are three bedrooms, the smallest of which we use as an office. We have a kitchen, bathroom, living room and a storage space. Everything is a good size. Tell us about the bedrooms... David’s room is very clean and from our room there are views as far as the Welsh mountains. We have a fantastic picture of the Liverpool skyline above the bed. All the walls are white so we’ve just borrowed a hammer to put some pictures up and add a bit of colour. There’s a nice brass rubbing in the hallway.

What about the other rooms? The bathroom is plain white and tiled and is a really good size, while the kitchen is nice and modern with light wooden units and a white tiled splash.
Tell us about the office... I think the office will be my favourite room once I sort it out. Once I start knuckling down I can close the door and do my work while Philip and David are playing on the XBox. In theory at least!
And finally, what would be your dream? I think we’re probably going to buy a Bluray player. We’ve already got quite a few Blu-ray films.

IVERPOOL BAND A FLOCK OF SEAGULLS SHOT TO FAME IN THE EARLY 80S, THRUSTING DISTINCTIVE HAIRCUTS ONTO AN UNSUSPECTING INTERNATIONAL AUDIENCE, NOT TO MENTION IMPRESSING WITH NEW WAVE HITS SUCH AS “I RAN” AND THE GRAMMY AWARD-WINNING “D.N.A”. BASSIST AND WRITER FRANK MAUDSLEY HAS LONG SINCE TURNED HIS ATTENTION TO OTHER PURSUITS AND IS CURRENTLY HOSTING AN EXHIBITION OF HIS ARTWORK AT THE VIEW TWO GALLERY ON MATTHEW STREET. How long have you been painting? Since I was four. I just wanted colouring books when I was a kid. I love it. I wake up at 6am and the brush is out by 7am. The next thing I’ll look at my watch and it’s six in the evening. As long as you’re doing something you enjoy time will fly by. You seem to have all sorts of diverse interests. Even amateur dramatics? I love the am’ dram’. I want to learn about it properly. I don’t like all this Vinnie Jones, Jason Statham east end hard man nonsense. I want to learn the craft. By the time I make it I’ll probably be a pensioner and I’ll have a part in some really naff show! I’m also into antiques. I spent a lot of time studying the black forest region looking at clocks and dealing in pianos. I don’t want time to run away with me. I’m 50 years of age and I’ve done a lot. The auction at your exhibition will raise money for the Rhys Jones Memorial Fund and Liverpool Unites. What do these charities mean to you? The situation with guns and knives worries me. I went to a boys club in Broadway last summer to teach them how to paint. I’ve got work in boys clubs and stuff all over the city. I’m trying to plan another art exhibition for November, with the money going to charities again. I just try and do more for the city and give a bit back. Why did you leave the band? I didn’t officially leave. Ali the drummer had left. Paul had been kicked out. Whether he jumped or was pushed is another thing. Mick and I are always OK. As long as he’s out there pushing his boat out I’m making money and if I’m over here pushing my boat out he’s making money. Any money I make I’m going to give to charity. He’s out there doing his thing, I’m out there doing my thing but we’re on good terms. How did you meet? Mick Score owned a hairdressers called Suki’s in Whitechapel and it was over a shop called Tape. I just went in there looking for a job. He had a couple of guitars in there and the next minute we’re
in there writing little riffs and before you knew it we’d written “I Ran” and “DNA” and I had a job! That’s where it started. Just us having a jam. What was the best part of your success? Working with people like Genesis and the Synchronicity world tour with The Police. That was great. You performed in venues such as Madison Square Garden. What was your favourite gig? We played in so many big places that I couldn’t remember them all. In 1982 we played the US Festival in the California desert. There were 350,000 people there and 25 million people watched it live around the world. That was fantastic. We were all flown in by helicopter. U2 were there and people like David Bowie and Van Halen. We all had a big line of cottages which they built purposefully in the middle of nowhere. I was only a 21-year-old. Some people that age are standing outside the off-license looking for something to do. I was a rock star. Anything you’d change if you could do it all again? I wouldn’t change a thing. Yeah I would actually. I’d ask God why I’m bald! Do you still enjoy performing? I’m working with Owen from Cook the Books at the moment. We’ve got a little duo and we do parties and stuff and I really enjoy doing it. I’m a bag of nerves before I go on though. Playing in front of 100,000 people doesn’t bother me. Playing in front of 100 people I just feel sick. I’m a bag of nerves. What’s next for you? I’m looking for a grant to do an art installation - a big mad one which is just going to freak everyone out! CONSERVATORY CONUNDRUM We have recently bought a Victorian house. One of the main reasons we loved the property so much was the double–fronted conservatory which was added by the previous owners about ten years ago. The effect is brilliant as it’s a contemporary structure that really works well with the traditional theme of the rest of the house. The problem is that it is now looking a bit tired. The UPVC framework is looking shabby, can we paint it?
GRAPHIC GLOBE We are decorating my son’s bedroom over the next couple of weeks and we would like to wallpaper one wall. We’re thinking that a map of the world would look really good. Do you know any companies that make this? Unfortunately I’m unaware of any companies that produce this wallpaper. I would suggest that you look at having it made as a bespoke product; companies that produce digital wallpaper would be able to help you with this. Another alternative would be to create the effect by using wall stickers. The company www.carolinemcgrath.co.uk has a world map wall graphic made from dots. Yes, you can, although I would try cleaning it first, as this could give you the results you want. If you’re still not happy after you have cleaned it then you would need to prime all the surfaces with a specialist UPVC primer - this will adhere to the surface allowing you to apply a topcoat. I would recommend that you choose a paint that has a ten year exterior gloss or satin finish. If, later on, you want your conservatory to have a completely different look then you can easily change the colour.

Designer Boutique for Menswear
Wongs Jewellers were first past the post in the Best Dressed Window competition hosted by the city centre Business Improvement District. In the run up to Aintree’s Grand National, retailers across Liverpool have been styling their shop windows creatively to attract those visiting the city. Wongs scooped first prize with a fantastic display and won £1000. Peter Wong commented: “I am absolutely delighted and would like to thank my staff for all their hard work, in particular my window dresser Jenny for coming up with the fantastic design. I will reward everyone with a night out on the town.”
A new designer store for menswear has just officially opened on Stopgate Lane in Aintree. Designer Boutique will specialise in designer menswear including True Religion, John Smedley, Cruyff, Penguin, Nicholas Deakins and Full Circle – to name but a few. Martin Webster, who has over 25 years’ experience in retail buying in Liverpool, is excited about the opening: “I’m proud to be opening a Liverpool store, catering for what Liverpool VOUCHER gents want. Some of the world’s most powerful vehicles will take to the city’s waterfront in May. Super-charged Grand Prix, Le Mans, rally and supercars will be seen roaring down The Strand as part of The Liverpool Pageant of Power event. Simultaneously, powerboats and jetskis will race round the docks and there will be aerobatic displays in the skies above as part of the 25 May extravaganza. Both sides of The Strand will close on the day as the supercars burn rubber along the north bound stretch between the police headquarters and Mann Island. Early estimates suggest over 20,000 spectators will flock to the spectacle. Event director James Hall commented: “The Strand and the World Heritage waterfront is one of Europe’s most magnificent spaces. Liverpool couldn’t have been designed better for our land, sea and air displays.”

The Pan Asian restaurant and bar, which offers fine dining from a selection of Far Eastern culture has aptly chosen the Pier Head as its venue, looking out over the River while feeding elegant dining to the city. Ian Taylor, senior sales and lettings consultant at Keppie Massie Residential, joins me for lunch to discuss the agent’s latest contracts – the
cosmopolitan the city has become. Over starters of calamari, served with hot chillis and lemon, and a mixed sushi platter, we discuss how the city centre is appealing to tenants from a wide range of backgrounds. From international and mature students to couples or professional sharers moving into the city centre for the first time, there’s certainly a real buzz and the city’s prestigious Unity building, Beetham Tower

The far Eastern fusion of flavours makes for an impressive menu choice at Matou, and Ian opts for the sirloin steak with black pepper sauce and a side of wasabi
mashed potato, while I choose the tempura red snapper with chilli jam and crisp, dry noodles, equally delicious and well-presented. Keppie Massie is also taking on properties to the South and North of the city, and is looking after the exclusive Crofton Estate in Mossley Hill. The gated development, with landscaped grounds, will be inviting prospective purchasers and tenants to an open day at the end of May. Tours of the wooded estate’s mansion house, refurbished Victorian stable block, renovated mews cottage and newly built lodge and town houses, will be available with guests able to appreciate the security and luxury on offer at the unique development. Over dessert of chocolate spring rolls with ice cream and coffee, the conversation drifts to Ian’s passion for football, continuing
to coach at Cheshire Lines in Allerton – and his alternative career as a Premier League manager. His proactive attitude has set him in good stead, and he’s seen a swift progression through the ranks since starting work in property at the age of 17, beginning at an estate agent in south Liverpool before moving to Wirral, and then to the city centre with Keppie Massie. That’s no surprise, given Ian’s sociable personality, professionalism, and the eagerness to offer the best customer service: “When people move in, our job is not just about handing over the keys – we’re their first port of call.” Whether that’s arranging a limousine service or mapping out trendy nightspots for guests, Ian takes the job description to the logical conclusion, and sees valued clients return again and again.
