New Delhi, August 6 (iANs): As the details of the framework agreement between the Central Government and NSCN (Isak-Muivah) remain ambiguous, parliamentarians from Manipur and Arunachal Pradesh have locked horns with their counterparts from Nagaland over the possibility of altering their respective state boundaries. Despite reports that the provision of redrawing the state’s border to incorporate Naga-inhabited areas in ‘Greater Nagaland’ had been dropped, the Members of Parliament said that the demand for Greater Nagaland had been the “most important demand” of the NSCN and reaching a conclusion without it would be “simply impossible”. “We welcome the peace accord because it is a move to tranquilise decades long violence in Nagaland. But if the peace in Nagaland is at the cost of our territories than we won’t let it happen,” Ninon Ering, MP from East Arunachal Pradesh, told IANS. He said it should be understood that Nagas staying in any other state apart from Nagaland “are an integral part of that state as they have been staying there for years. Where does the demand for other states to give up its Naga-inhabited areas come from?” Noting that there were only four Naga tribes living in Arunachal Pradesh, including the Wancho, Tangsa and Nocte, Ering said: “At most the government can allow them to have autonomous councils,

but giving up those areas to Nagaland won’t be possible.” Thokchom Meinya, MP from Inner Manipur constituency, said that the BJP-led government and the NSCN (IM) were in “a hurry to settle their problems without realising the harm caused” to other north-eastern states. “The way government is trying to keep the content of the accord confidential clearly shows that it might have something which is not in favour of Nagaland’s neighbouring states,” Meinya said. He added that the government should have at least informed Parliament before signing the accord with the NSCN (IM). “Discussing in Parliament with all stakeholders was necessary,” he added. PA Sangma, MP from Meghalaya’s Tura constituency, said: “End to the conflict in the North-Eastern region is a must. But the government should be well aware that they can’t keep Nagaland happy by making its neighbouring states sad.” However, Nagaland’s lone Rajya Sabha member Khekiho Zhimomi termed the objection raised by the other MPs from the region “groundless” and said that “all the Naga inhabited areas in the North-Eastern region belonged to the Naga ancestors” and should be made a part of the Nagaland. “It is a positive development for Nagaland. The peace accord should be completely in the interest of the Nagas regardless of whichever North-Eastern states they might be living in,” Zhimomi said. “Why should they object to the Naga inhabited land being given to form Greater Nagaland? We are only demanding our ancestral lands in the neighbouring states where the Naga tribes have been staying for centuries,” said Zhimomi.

DimApur, August 6 (mexN): The Unrepresented Nations and Peoples Organisation (UNPO) has termed the lack of details shared on the framework agreement signed between the NSCN (IM) and the Government of India as a ‘breach of transparency.’ While lauding the ‘historic peace agreement’ as an “opportunity for peace,” the UNPO expressed “deep concern” for the “lack of transparency in providing detailed information regarding the substance of the accord.” The UNPO stated this in a web release today. “While this landmark agreement symbolizes a significant opportunity towards a peaceful resolution to the struggle, and the first building block of trust and goodwill between the parties, UNPO is profoundly concerned that no details regarding the peace agreement are known as of yet, a blatant breach of transparency,” it asserted on its website today. Further, it maintained that the publication of the clauses of this agreement “will play a decisive role in determining whether this broad framework of peaceful conflict resolution is to be successful in providing closure to the longstanding issue.” The UNPO is an international, nonviolent and democratic membership organisation, under which Nagalim is registered. Its members are indigenous peoples, minorities and unrecognised or occupied territories who have joined together to protect and promote their human and cultural rights, to preserve their environments, and to find nonviolent solutions to conflicts which affect them.

Naga Hoho for sharing of contents ‘without delay’ KOhimA, August 6 (mexN): The Naga Hoho has ‘fervently’ appealed to the NSCN (IM) and the Government of India to “share the contents” of the framework agreement signed between them “without delay.” The Naga Hoho released this statement through its communication cell today after an executive meeting held here. While welcoming the agreement as the “foundation towards bringing lasting solution to the protracted Indo-Naga political problem,” the Hoho expressed hope and prayed that any settlement should be “honourable and acceptable” to the Nagas. Further, the Naga Hoho observed that people at large are becoming “apprehensive and impatience.” It appealed to all Nagas “not to be swayed away by the rumours through social media but to be persistence in the best interest of the Naga people as a whole.”

DimApur, August 6 (mexN): The NSCN under the leadership of SS Khaplang has “unequivocally” affirmed its “conscience driven quest” for “reclamation” of ‘Naga sovereignty.’ Stating that the NSCN (K) is under no obligation to “either agree or disagree” with the ‘accord’ appended by the NSCN (IM) and the Government of India, a press statement from the group held that it is the “sole prerogative” of NSCN (IM) to “arrive at any kind of conclusion which they have been serving for, for the last 18 years,” and “correspondingly,” the “accord” is intended “exclusively” for NSCN (IM). The statement was made by Lt.Gen.NikiSumi,MilitarySupervisor (West), released through the PRO of the NSCN (K). “The Naga struggle for sovereignty is an international po-

litical conflict between nations,” the press note stated and that the NSCN (K) is “humbled yet determined to carry ahead this sacred commission passed onto us at the cost of thousands of precious lives of Naga pioneers.” In that, the NSCN (K) ceasefire agreement with Myanmar, it informed, “is only logistics in nature as is prerequisite to initiate meaningful political process and which is yet to take off.” The NSCN (K) also found itself “privileged and committed to strengthen the revolutionary fraternities of every genuine sovereignty aspirants of ethnic West South East Asians.” Lt. Gen. Niki Sumi also stated that over the past 3-4 years, GPRN/NSCN (Khehoi) has been “manufacturing misleading commercials” such as ‘Nagas of Nagaland,’ ‘Nagas of Manipur’ or ‘Nagas of Myanmar’. However, he iterated that “the

Nagas are no longer naive to be hoodwinked by such India-fed limerick.” His statement reiterated that “we do not recognise imposed international boundaries but continue to defy it.” The NSCN (K) firmly held that “East or West, North or South, no parts of Naga country are alienable,” and upheld the “intrinsic ideal of compact Naga nation composing of every Naga inhabited area as historically established and conceived by our forefathers.” “Even if destiny eludes NSCN, as long as the Earth endures, it is our conviction that there shall arise in every generation true Naga patriots to lead the national liberation until the appointed time for the Almighty God’s will is never late or early,” the NSCN (K) Military Supervisor maintained. Sonia, Rahul flay failure to consult states on Naga pact New Delhi, August 6 (iANs): Congress president Sonia Gandhi and party vice president Rahul Gandhi on Thursday attacked the government for failing to consult the chief ministers of three northeastern states before signing the Naga peace accord. “We are really shocked that the prime minister (Narendra Modi) didn’t even think of taking into confidence the chief ministers of Manipur, Assam and Arunachal Pradesh which

are the directly affected states,” Sonia Gandhi told reporters in parliament complex. “It is the arrogance on the part of this government. How can an accord be signed without consulting the chief ministers that are directly affected even if the accord is being termed as historic?” she asked. “I have no doubt that it may be historic, but what about consulting our chief ministers? “Their arrogance is now even more clear. It is not just an insult to the chief

ministers but to people of the states and the federal structure of the country.” Rahul Gandhi termed the government’s move to sign the pact with the National Socialist Council of Nagaland (NSCN-IM) an “insult” to the people of Manipur, Assam and Arunachal Pradesh as they were not even informed about it. “It’s an insult to every single citizen in these three states and it’s an insult to the people of India the way this government works,” he said.

Kohima, august 6 (mExN): Training for hydroger technicians was started in Dimapur on Thursday, August 6, for a group of farmers from Ntuma Village, Peren by engineers from NePED. This is a part of the Ntuma Raja Mircha Project where several people and organizations viz. Newmai Enterprise, Gorilla Marketing, Ntuma Young Farmers and Youthnet, have come together to create market linkages for Raja Mircha farmers who face difficulties in letting their produce reach markets. The hydroger is being setup with the assistance of NePED for the farmers who plan to make new settlements to improve their cultivation and grow other crops as well. DimaPur, august 6 (mExN): The executive meeting of the Nagaland Medical Council held on August 5 has decided to extend the dateline of registration of allopathic doctors. “This has necessitated in view of the difficulties faced by the government doctors working in rural areas,” informed a press note issued by NMC Deputy Registrar Dr. Kevilhulie Meyase. They are requested to come and register as soon as possible, as the list has to be submitted to Medical Council of India, as per section 22 of the Indian Medical Council Act 1956.

The ISTT has been constructed in a sprawling plinth area covering 13 acres, with an estimated cost of 42 crores. Ministry of urban development, government of India founded Rs. 14.15 crores while the State Government founded the remaining amount of Rs. 28 corers. The utilities and functions at the terminus include three storyed building which has 44-bedded dormitory for drivers and handymen. Inside the complex is the dock building meant for transshipment of goods with a capacity of 2, 40,570 c.ft and a bay capacity of 16 trucks at a time. HDPE pipes for water supply in Mangkolemba

maNgKolEmba, august 6 (DiPr): A joint meeting between the Mangkolemba administrators, PHED Department and NGOs was held on August 6 in regard to replace the 16th km water supply pipe lines from the main sources till the town. In the meeting, Executive Engineer, PHED, Mokokchung, N. YangerPongen informed that the

department will be introducing the High Density Polyethylene (HDPE) pipes for water supply at Mangkolemba town, which at present is being used only in the state capital. He further said that with the replacement of the old pipe lines with three different sizes of HDPE pipes from the main four sources which is located at Nesamyong and Tememtzuy-

ong till the town, it will also help improve the distribution system of the water supply. Naga accord: A test for Modi's policies Ninglun Hanghal IANS

Many would argue there is nothing "new" or "historic" in Prime Minister Narendra Modi's August 3 announcement of the "Naga Peace Accord". Indeed there is none. The only available media statement said details of the accord framework and its execution will be released in the days to come. But there is something very unique - Modi's way of doing things. His strategy, execution and, most of all, his ability to read people's minds and effectively using the media (particularly TV) to his full advantage. He effortlessly manages to soothe the ego of the leaders of the NSCN-IM to (almost) perfection - the photo-op, the protocol. With the whole country glued on to the screen, it was perfect. The Naga traditional shawl, which Modi consciously did not remove all through the public show, was a value addition. The grey dot in the show, though, would be the pretentious smile of Th. Muivah, general secretary of the NSCN-IM and a stammering on pronouncing "Narendra Modi". And of course the absence of the outfit's chairman Isaac Swu, who is undergoing treatment due to illness. As usual at his best public speaking, Modi delivered a diplomatic and

impressive speech. There were pointers in between the lines. He touched upon issues that were core to the hearts and minds of the Nagas -- their way of life. He talked of the larger picture of socio-economic development of northeast India and beyond which made his speech acceptable to all, particularly the non-Nagas and the general Indian public. Perhaps due to the long drawn exhaustive "peace process" between the National Socialist Council of Nagaland (IM faction) and the Indian government, that has more or less led to fatigue, the August 3 announcement didn't or rather could not stir much ripples, unlike other occasion when the peace talk reaches a certain point, such as in 2001, when Manipur literally burned. In fact, much as the Naga peace talk had been complex and complicated (the process is more than 15 years old now, and doesn't seem to be over as yet); it would be too early to comment. As far as the August 3 "historic" announcement of the Naga accord is concerned, there is no doubt some progress had been made. The secrecy could be yet another tactic and strategy by Prime Minister Modi, who is reportedly monitoring the process since taking power. A nationalist, Modi's readiness to solve the issue does not call for any doubt. His larger vision of India as an emerging leader in South Asia vis-avis northeast India cannot be missed. And it is hoped that all this was done in an attempt to make progress and development which the northeast region desperately needs. Modi's understanding of the general picture of northeast India at large and the Naga psyche is visibly noteworthy. Nevertheless, for better or for worse, his tactics and handling of the Naga conflict and the northeast region will be tested in days to come. As of now, the Naga accord is an open-ended matter. We can only hope for better days, not only for the Nagas but for all the people in the northeast who are direct or indirect stakeholders of the peace process. 16 hydropower projects under construction in NE Government okays upgrade of 6,418 km of roads in North East

New Delhi, August 6 (iANs): Sixteen hydropower projects are in various stages of construction in the northeast, DoNER Minister Jitendra Singh said on Thursday. "Presently, 16 hydropower projects aggregating to 5,576 MW are under various stages of construction for the growth and development of the northeastern region, including Sikkim," the minister for Development of North Eastern Region said in a written reply in the Rajya Sabha.

Among the projects underway are the Subansiri Lower under the National Hydro Power Corporation, and the Kameng and Pare projects under the North Eastern Electric Power Corporation (NEEPCO). All these three projects are in Arunachal Pradesh. Another project in the state, Gongri, is being constructed by the private sector, the minister said. In Mizoram, NEEPCO is constructing the Turial hydropower project. In Megha-

laya, the state government is constructing the New Umtru hydropower project. According to the minister, as many as 10 hydel power projects are being constructed in Sikkim by the private sector. New Delhi, August 6 (iANs): The government has approved the upgrading of 6,418 km of roads in the northeastern states under the Special Accelerated Road Development Programme for North-East (SARDPNE), DoNER Minister Jitendra Singh said on Thursday. "The ministry of road transport and highways formulated the SARDP-NE for upgrade of 10,141 km road stretches of national highways and state roads in the year 2005-06," the minister for Development of North Eastern Region (DoNER) said

in a written reply to the Rajya Sabha. "Out of 10,141 km of roads included under SARDP-NE, 6,418 km has been approved by the government for implementation under Phase A and the Arunachal Pradesh Package of Roads and Highways and balance 3,723 km has been approved only for preparation of DPR (detailed project report) under Phase B of SARDP-NE," he said. In the current fiscal, out of the total budget of Rs.4,000 crore allocated for the purpose, Rs.2,416 crore has been spent till the end of June.

Giving a patient ear to the people and taking serious note of the many concerns raised at the session, Rijiju said that the Bezbaruah Committee recommendations were well laid out and the “entire recommendations are accepted in totality.” “Every point” will be implemented, he added. However, in an effort to finding a solution to it, the minister urged the people to shift focus to positive development. “Instead of airing grievances about discrimination all the time, we should gather for festive and positive occasion and highlight the beauty of the people, the place and the culture to the rest of the country.” He said, “Unless we stop infighting and move forward, we have no moral right to raise the issue of discrimination outside the region.” “But, yes, we must fight for our right. No injustice against the people will be tolerated. My ministry’s

concern is for the entire country, but priority remains Northeast, as the region has been neglected for far too long,” Rijiju said, expressing complete support to the people. missioner Robin Hibu, addressing the meet, made an extensive presentation on racial crimes in Delhi. “In Delhi, South Delhi has maximum cases of racial discrimination and crimes against NE people compared to other parts of the city," he said. Hibu brought to the fore that most victims in rape cases do not get justice because there is no strong system in place to protect victims. “Victims shy away from filing FIR. There is no engagement with rape victims. They go back to their native place and are unable to pursue the case and seek justice," Hibu said, adding, “We need a prosecution lawyer” to deal with cases. Hibu then stressed the need to make the NE Helpline No. 1093 pan India. He said that the NE issue is related to the issue of national integration. The interactive meet, organised to discuss key recommendations of the Bezbaruah Committee, called for several initiatives to be taken seriously for holistic development of NE. The committee was set up under the union ministry, post Nido Tania’s death allegedly caused by racial attack, on February 2014. Post Nido Tania death, there has been a high level

of security concern among NE people living in metropolitan cities. Hence, the Bezbaruah Commission was formed to address the insecurities and problems faced by NE people studying and making a living in major cities. The Bezbaruah Committee, commissioned by the union government, submitted a comprehensive report with key recommendations in July 11, 2014 for the well-being of Northeast people living in metropolitan cities. Unfortunately, there is a lot more that needs to be done to steer towards the right direction. There was also a dis-

cussion on memorandum submitted by North East MPs Forum to Prime Minister for sustainable, inclusive and holistic development of Northeast. Other MPs present at the meet included Sarbananda Sonowal, Gaurav Gogoi, Khekiho Zhimomi, and Nenong Ering. GurGaon, auGust 6 (Ians): India’s top telecom service provider Bharti Airtel on Thursday said it has commercially launched its fourth generation (4G) communications services in 296 towns across the country. “With the help of the feedback received from the beta launches, we have now built India’s first commercial 4G network that will make high speed mobile broadband a reality,” Gopal Vittal, managing director and chief executive officer of the company, said at the launch event here. “The national roll-out today is another small step in our journey to be the most innovative and customer focused brand,” he said, adding that the company’s journey in 4G began with the launch in Kolkata in April

2012, followed by successive beta offerings in 51 cities. “The roll-out will take place in few weeks.” Vittal said the company has a projection of $2.2 billion capital expenditure for 2015-16, but declined to divulge the details on the money spent and intended to be spent in offering 4G services. MuMbaI, auGust 6 (reuters): India’s state pension fund plans to buy nearly $800 million in stocks this fiscal year, its commissioner said on Thursday, below expectations and signalling a cautious stance towards the first equity investments in its 64-year history. The Employees’ Provident Fund Organisation (EPFO) will allocate 50 billion rupees ($784 million) in the year to March 2016 for exchange traded funds that track the country’s two main share indexes, but could increase that to as much as 70 billion to 80 billion rupees, the fund’s commissioner, K.K. Jalan, told reporters. “Since this is our first investment in equities we have decided to invest through the ETF route since that reduces the risk,” Jalan said. Investors had welcomed the pension fund’s decision this year to begin buying stocks in 2015/16, hoping it would become, like state-run Life Insurance Corp of India, a steady source of funds especially in times of market turbulence. Analysts were disappointed at the initial amount. “The government needs to increase its investment into equities,” said G. Chokkalingam, founder of Equinomics, a research and fund advisory firm. The amount is only a fraction of the 470 billion rupees that Life Insurance Corp invested in stocks in the year to March 2015. EPFO has 8.5 trillion rupees under management, most of it invested in government bonds. It had previously announced it would allocate up to 5 percent of funds from new pension contributions and maturing investments into equities. DIMAPUR, AUGUST 6 (MExN): Eastern Naga Students ‘ Federation (ENSF) on Thursday issued five day ultimatum to the State government to fulfill their charter of demands on the 25% job reservation, which it said has been deprived for the past 38 years. The Federation had earlier served a 30 day deadline (which ended August 5) to the State government seeking justification on the deprivation of the 25% job reservation to the Eastern Nagas for the past 38 years. In a press note enclosed with their demands charter, the Federation has demanded the State government to compensate the back log va-

cancies for the past 38 years to the 6 tribes viz; Konyak, Sangtam, Yimchungru, Chang, Khiamniungan & Phom of the Eastern Nagas. It said all departments under the State Government or any other agencies/corporation undertaken by the State government should attain the minimum of 25% of employees from the 6 (six) backward tribes of Eastern Nagaland in all category/ class or grade. The compensation must be in accordance to the Governments’ notification that 25% of job of all categories (C-I, C-I, C-III & G-IV) should be “reserved” for the 6 (six) backward tribes.

To State government must establish a ‘Commission for 6 (Six) backward tribes of Eastern Nagaland’ in order to endorse with full responsibility and authority in managing, supervising and executing the entire policies on all developmental and employment aspects in the region. It also demanded a revamp of the present reservation policy by terming the reservation policy as ‘reservation rule’ in order to govern the entire system judiciously. It alleged that such irregularities are the result of direct manipulative game played upon the weaker section by the successive State government and the bureaucrats. Hence, in order to felicitate the constitution & fundamental right into reality, the present reservation be enhanced so as to judiciously accommodate the people from Eastern

Nagaland in the State employment sector. The Federation has warned that it would take own course of democratic action if the State government failed to fulfill the above stated charter of demands on or before August 11. Meanwhile, the Federation has directed all the 6 (Six) federating units to convene emergency coordination meeting at their respective jurisdiction on or before August 10 and also send 5 members from each federating units to Tuensang on August 11 for further course of action in case the State government failed to comply to their demand.

A joint sitting of two Hoho on August 3 deliberated upon the issue whereby Hokiye was implicated for disseminating false information to the Nagas which “totally contradicts the endeavour and resolutions of the SH and the SKH.” According to a press note appended by president of Sumi Hoho, Toniho Yepthomi and President of Sumi Kukami Hoho, Ghovito Jimomi, the joint meeting completely repudiated three allegations forwared by Hokiye and stated the Sumi public had never made any Resolution excommunicating Chairman of NSCN-IM Isak Chishi Swu and so the allegation is completely false; SKH had just completed 31st Session the year 2015 and had not celebrated the Golden Ju-

Breakthrough in Aug 2 shooting Property dispute and family conspiracy behind killing

DIMAPUR, AUGUST 6 (MExN): The police have cracked the August 2 killing of businessman, Ashish Saha, who was shot dead at Saam Bazaar, Lhomithi colony. A case of intrigue to kill was unravelled following the arrest of one of the conspirers on August 4. According to the police, five people were arrested in connection with the killing. The arrested included the victim’s wife, daughter and son and two others, including one of the shooters. Family dispute over property was behind the killing. The police made a major breakthrough following the arrest of one Tokishe Sema on August 4. “Interrogation of the arrested person and forensic analysis of material evidences seized revealed startling clues of the involvement of the family members of

the deceased victim in the crime and involved aspects of payments for the crime to be executed,” stated the Dimapur police. According to the police, investigation into the case revealed that Suparna Saha, the daughter of the victim in cohorts with her mother, Aparna Saha and brother, Santanu Saha conspired with Tokishe to execute the plan to murder SahaDetailing how the plan was hatched, the police said that the three approached Tokishe to intervene into the “family feud arising out of strained relations and property disputes.” Subsequently, the victim was summoned on various occasions with the last meeting taking place on July 24, 2015, the police said. Meanwhile, the three plotted to have the victim

killed. To this end, the police said that information of the victim including details of his movements, change of mobile number and photographs were provided to Tokishe. To execute the plan, Tokishe demanded a certain sum of money to pay the hired shooters. Forensic analysis of “material evidences” corroborated this, the police said, while stating that the evidences included “conversation between the accused parties regarding mentions of offers to make payments and also possible ownership transfer of certain properties of the victim once the crime was executed.” Further, Tokishe revealed that he had directed the victim to meet him again on July 27 during their last meeting on July 24. The victim failed to meet him on the stated

date after which Tokishe instructed one Akato Chishi to find out his whereabouts, the police said. On August 2, Akato alongwith another accomplice located Saha at Saam Bazaar and shot him dead. The mother-daughterson trio was arrested on August 6. Akato was also arrested the same day following his handing over to the Ceasefire Monitoring Group & Supervisory Board by the GPRN/NSCN. According to the police, Akato was “reportedly a Major” in the GPRN/ NSCN, whose membership with the organisation was terminated following the revelation of the crime. The Maruti car used to carry out the shooting was also seized, while further investigation was on as more arrests are likely to be made, the police stated.

KohIMA, AUGUST 6 (MExN): Two persons were taken into the custody of Kohima police in connection with vehicle theft and extortion respectively. The first arrest was made on August 6 by a joint team of police manning the interstate check gate Khuzama and AntiVehicle Theft Squad of DEF Kohima when they intercepted a Mahindra Pick-Up (B/R No. MN-08C-0014) during their routine duties. On proper verification, the chassis and engine numbers of the vehicle was

found tampered. Subsequently, the driver of the vehicle identified as P Darhü (26 yrs) of Phaibung Khullen, Tadubi PS under Senapati was arrested. DIMAPUR , AUGUST 6 (MExN): In its effort to curb sale of illegal liquor, all together 1385 bottles of assorted liquor and beer were seized and 40 persons were arrested under NLPT Act 89 by the Excise Mobile Squad in the month of July. A total of 75 cases were also detected during the same. The seized articles were deposited at the Excise Mobile Squad Malkana. Incessant rainfalls continue to wreak havoc with landslides reported from different corner of the state capital Kohima and other districts of the state. On Wednesday, a residential house in the state capital was submerged by a water-logged Sanuorü stream along the Nagaland Civil Secretariat road near Working Women Hostel. Source said Sanuorü stream developed massive water logging due to blockage of the water canal/culvert towards Nagaland Civil Secretariat road. There was incessant rainfall yesterday.

A confusing time

I

s it a time to rejoice or fear? The signing of the ‘framework agreement’ between the NSCN-IM and Government of India, even before the content is made public, seems to have a polarizing effect. It resulted in a thanksgiving candlelight program in the southern Naga areas, scratching of heads in the north, a lot of speculations in between, and flexing of arms in the neighboring States. But, it sure is amusing that there should be a thanksgiving program before the content of the ‘agreement’ is even made public. It speaks of the general sentiment of the people in those areas. Meanwhile, in Nagaland, there were ‘no celebration or bursting of crackers, no banners or festoons to mark the occasion’, as reported by the Indian Express. A lot of speculations are doing the rounds meanwhile as to the content of the agreement. Some speak of extension of Article 371A, forming Pan-Naga Council, while some talk of armed battalions for surrendered IM cadres, and so on and so forth. But it might be the case that the signatories themselves are not so sure how the agreement will be worked out it detail because it was perhaps just an agreement on some broad principles. But keeping the agreement a secret will only make it harder for the public to accept any ‘accord’ or solution arrived at. Do the negotiators have the people’s mandate? Speculations and rumors are not the way to go for bringing peace. The belligerent parties should be made to understand what is being reconciled. But the agreement was shrouded in secrecy and it caught both the Home Ministry of the government of India and the Nagas by surprise. The government of India’s willingness to talk only to those groups who are willing to talk makes it a poor peacemaker. The civil society doesn’t only means the few individuals who are holding the so-called apex bodies. The public should have been consulted. But if the leaders of the apex organizations are also expressing shock and surprise at the agreement, having the mandate of the people is out of the question. A coincidence which can fuel speculations is that the NLF consultative meeting at Jotsoma with various apex organizations was soon followed by the agreement signing in Delhi, then swiftly by the Chief Minister giving a clarion call to Nagas to not harbor negative feelings against Modi or Muivah. Is the State government playing the role of ‘John the Baptist’ paving the way for the ‘good news’ (framework agreement) and the role of the Apostle Paul in appealing to the Nagas to accept the agreement? But the difference here is that the ‘missionary’ does not know the content of the good news, and he asks the people to blindly believe. Or is it the case that some of the public leaders who expressed shock and surprise but are appealing to the public to accept the agreement knew all along the content of the agreement? Again, this is in the domain of speculation. The various tribal organizations’ agreement to the five points resolution of the NLF at Jotsoma cannot be taken as having the people’s mandate for what is being negotiated in Delhi. A Love That Disarms

VER THE LAST 14 months, I visited Nagasaki six times to prepare for and then participate in the Christian Forum for Reconciliation in Northeast Asia, along with 60 Christian leaders from Japan, the U.S., China, and South and North Korea. Following the forum, I attended the International Symposium for Peacemaking in Northeast Asia, held at the Nagasaki Atomic Bomb Museum. These events gave me much opportunity to think about nuclear weapons and peacemaking, alone and together with a peaceable community of believers. The devastating power unleashed on Nagasaki and Hiroshima 70 years ago shocked the human community. I have friends whose families suffered when atomic bombs fell on those two Japanese cities. But Japan was not simply a victim. The Pacific War started with the bombing of Pearl Harbor. And if the Japanese military had then had an atomic bomb, I am quite certain they would have used it. Today, many are working to abolish nuclear weapons as inhumane and unacceptable. I am convinced that nuclear weapons cannot be justified. But the question “Why should we abolish nuclear weapons?” leads to additional questions: How do we think about wars, about killing and violence, in general? While seeking to abolish nuclear weapons, should we keep on making, selling, and using other kinds of weapons? Should we regard only nuclear weapons as unacceptable? The answer depends on the foundations of our ethics as people of faith. MEMBERS OF THE early church generally refused to serve in the military. While accepting the police function of military forces, they rejected killing. They made the teaching and example of Jesus the norm for their ethics. But when Constantinian Christianity unified church and state in the 4th century C.E., the church crafted an ethic based not on Jesus’ life and teaching, but on “common sense” and natural law. Thus the teachings of Jesus came to be seen as heavenly ideals while the imperatives for daily life became “realistic choices.” In the 20th century, theologians such as Reinhold Niebuhr seized this ethic, claiming that stopping huge evils justified the use of lesser evils, even the violent use of guns, bombs, and missiles. This “realistic” ethic also led to the ironic tragedy of a country that claimed to be Christian dropping an atomic bomb upon Urakami Cathedral in Nagasaki, where generations of underground Roman Catholic Christians had lived, worshiped, and been persecuted for 260 years. This ethic also led to the further irony of the United States, a “Christian country,” virtually forcing Japan, a non-Christian country, to adopt the Peace Constitution—a document that the majority of Japanese still favor keeping nearly 70 years after the end of WWII. Within the church in Japan, support is even higher. Similarly, the church and most Japanese reject the making, keeping, and use of nuclear weapons. Those of us who take the teaching of Jesus as our norm need to reject not only atomic bombs, but also weapons and violence as a means of forcing one’s will on others. The primary task of the church is to become the church, reflecting the character of the reign of God to come: shalom. No one else can do this, and no one else knows the will of God better than the church. In their latest deal to fight ISIS, Washington and Turkey are treating the Middle East's largest stateless minority like pawns. That's a huge mistake

L

et’s mix some metaphors in the Middle East, all of them involving elephants. In the crisis zone that encompasses Iran, Iraq, Turkey, and Syria, the Kurds are the elephant in the room. They are the “problem” that no one really wants to talk about. Because it would be stitched together from bits and pieces of their territory, the countries of the region oppose an independent Kurdistan. Outside actors, meanwhile, feel varying degrees of guilt for abandoning Kurds over the years: for not paying attention to human rights abuses visited on the minority, for ignoring the promises of self-determination (going back to Woodrow Wilson’s 14 Points), and for using the Kurds as pawns in myriad geopolitical games. Sovereign sensitivities and outsider guilt combine to drape a cloak of invisibility over the Kurds. But the Kurdish problem is another kind of elephant as well — the one that the blind analysts grope and thereafter provide conflicting reports on what they’ve found. For some observers, the Kurdish elephant is all tusk: a violent, thrusting animal that endangers all within its orbit. For other observers, the Kurds are a large flank that is strong and reliable. And for still others, the Kurds are nothing but a slender tail: sensitive, an easily victimized afterthought. When we mix these two metaphors, we come up with a picture of the Kurds as a large, often ignored, and frequently misinterpreted creature — and all the other beasts of the jungle are either willfully or genetically blind. What could be more ridiculous than the blind leading the invisible? This is a bad combination even in peaceful times. But it’s especially vexing right now, when the Kurds are at the very center of the most urgent issues facing the Middle East: the rise of the Islamic State, the ongoing fragility of Iraq, the disintegration of Syria, the negotiation of a nuclear deal with Iran, and the democratic future of Turkey. This urgency went up a notch in the last week. The Obama administration has just teamed up with Turkey to declare a “safe zone” on the border with Syria — and right between territories that Kurdish militias have occupied. This announcement comes only a few days after Ankara broke a two-year ceasefire and bombed Kurdish positions in Iraq (and possibly Syria as well). Which brings us to our third elephantine metaphor. When the pachyderms of the region are fighting — the United States, Turkey, Syria — it’s not just the grass that must be careful. So must the Kurdish elephant: tusks, flank, tail and all. Kurds and the Nuclear Deal The 30 million Kurds dispersed around the Middle East maintain that they’re the largest ethnic minority in the world without a sovereign state to call their own. But in the northern part of Iraq, Kurds have a near-country that controls its own educational system, deploys its own army, and conducts its own foreign policy. It has its own national flag and national anthem. But it doesn’t have full say over its economy — it must share oil revenue with the central government in Baghdad. It doesn’t have its own currency. And it doesn’t have a seat in the UN. But it’s the closest the Kurds have come to an autonomous existence since 1946, when the Kurds created a state for 10 months centered around the Iranian city of Mahabad. You might think that this rump Kurdistan — officially known as the Kurdistan Regional Government (KRG) — would have a terrible relationship with Iran. After all, Iran has persecuted its Kurdish minority for decades. And Tehran, a major backer of the central government in Baghdad, is deeply worried about the breakdown of the Iraqi state and the ceding of greater autonomy to the KRG. And yet, Iran is the second leading trading partner of the KRG. As such, the recently concluded nuclear deal could be a major windfall for the Kurds of Iraq. According to Al-Jazeera: As a deal on Iran’s nuclear programme is expected to prompt the removal of some of the economic sanctions on Iran, Kurds might be poised to reap the fruits of an Iranian economic boom. “Iranian economic influence will bring with it increased prospects for economic growth and investments,” said Farhan Hanif Siddiqi, a research fellow at the Middle East Research Institute, a largely KRG-funded thinktank in Erbil. Of course, high levels of trade do not a love fest make. Some Iranian Kurds still dream of reviving their short-lived, post-World War II state. Various politico-military formations are making plans in exile in the mountains of Qandil and KRG cities like Sulaymaniyah under slogans such as “democracy for Iran, autonomy for Kurdistan.” And Iran worries that the discord in Iraq among regions, confessions, and ethnicities can spread like a disease across borders. Turkey has made a similarly pragmatic accommodation with Iraqi Kurdistan. It’s the KRG’s leading trade partner — primarily as a result of linking the Kurdish oil pipeline to its own Ceyhan line and allowing the KRG to deposit its oil revenues into a Kurdish bank in Turkey. But that hasn’t prevented Turkey from going after the Kurds either, as the recent bombings indicate.

Turkey and the PKK Turkey and its Kurdish population have long had a vexed relationship. A quasi-Marxist liberation movement, the Kurdistan Workers’ Party (PKK), emerged in Turkey in the late 1970s. It challenged Turkey’s right-wing authoritarian government and its identity as a unitary entity. The government’s attacks on the PKK, combined with its assault on leftist critics, produced a “dirty war” that lasted for nearly two decades and left tens of thousands dead. The rise of the Justice and Development Party changed the dynamic in Turkey. As I wrote recently: The ruling Justice and Development party (AKP), which came to power in 2002, generally took a more relaxed attitude toward ethnic minorities. The cultural and even political expression of Kurdish identity, for instance, became more acceptable with the development of Kurdish-language TV shows and college programs. The AKP’s embrace of a mild multiculturalism, as well its push for greater tolerance for the expression of religious identity, gained it support in those early years from various minority groups. Ankara negotiated a ceasefire with the PKK two years ago. But it was increasingly difficult to maintain that agreement in the murky politics of Iraq and Syria, where PKK fighters have set up shop. The main Syrian Kurdish party and militia — the Democratic Unity Party (PYD) and the Popular Protection Units (YPG) — are affiliated with the PKK. They have accused Ankara of supporting the Islamic State against the Assad regime (and against Kurdish militants). Last week, the PKK killed two Turkish policemen in retaliation for an Islamic State massacre in the predominantly Kurdish town of Suruc in Syria. Turkey’s sudden decision to work with the United States on a “safe area” just across its border in Syria is thus the result of various calculations involving not just the Islamic State — and its potential to mount attacks in Turkey — but also the Kurdish fighters in Iraq and Syria, and the Kurdish minority within Turkey. In the most recent Turkish election, the ruling AKP had its worst showing in more than a decade, thanks largely to the party representing the Kurds, the People’s Democracy Party (HDP). So slim was its margin of victory — and so divided are Turkish politics at the moment — that the AKP has not been able to form a government. It’s hard not to see the turnaround in Turkish foreign policy as a direct response to the AKP’s domestic political headaches. Turkish President Recep Tayyip Erdogan, for instance, has not simply blasted the PKK but all Kurdish politicians. “Executives of this party should pay,” Erdogan said this week, referring to the HDP. “The Turkish state has the power to make so-called politicians [and] so-called intellectuals pay for the blood of its martyrs.” The president has gone so far as to demand the lifting of parliamentary immunity, presumably so that the state can prosecute HDP representatives. The head of the HDP, Selahattin Demirtas, accused Erdogan not only of dragging Turkey into a regionwide war but of using the conflict as an excuse to consolidate the AKP’s power through a “civic coup.” He has also offered to voluntarily lift the immunity of HDP MPs as long as the AKP does likewise. The United States has been so eager to fly bombing missions out of Turkish bases that it’s chosen to ignore how its collusion with Ankara supports this disturbing trend in Turkish politics. The Kurds in Syria The Obama administration hasn’t been particularly enthusiastic about the forces arrayed against Bashar al-Assad’s regime in Syria. Indeed, its lack of enthusiasm for the Islamic State, the al-Nusra Front, and the Army of Conquest has prompted a re-examination of its commitment to ousting Assad as a precondition to any political settlement. If Assad leaves, who will take over? It’s not as if the U.S. efforts at creating a reliably moderate counter-insurgency force have been going swimmingly. Promising over 5,000 recruits, Washington has managed about 1 percent of that amount: a mere 60 trained fighters to reinsert into the conflict. The one force the Obama administration has

consistently relied on in Syria has been the Kurds. The YPG has received military equipment and benefited from U.S. air support in its attacks on the Islamic State and its efforts to consolidate its control over Kurdish majority regions bordering Turkey. The 50,000-strong militia, which recently seized Tal Abyad from ISIS, seems to be on a roll and is “now poised to control the vast majority of Syria’s border with Turkey.” But it’s precisely that success that worries Turkey. According to The New York Times: The deal between the United States and Turkey, as described by the American officials, would implicitly freeze the YPG from making inroads into the border area near Aleppo. And on Monday, YPG fighters accused Turkey of going further, saying that its militia forces had been attacked by Turkish strikes in an area they had just managed to take from the Islamic State. Say what? The Obama administration acknowledges that it is effectively tying the hands of its most effective proxy in Syria? I don’t read this as evidence that the United States is covertly backing the Islamic State as a cat’s paw against Assad (a favorite of conspiracy theorists). But I do question the wisdom of the Obama administration thinking that it can somehow manipulate actors in the region to achieve its intended results. It’s Washington that’s being gamed here. One Iraq? The Islamic State’s victories in Iraq have enabled Kurds in their near-state in the north to achieve even more de facto autonomy. The retreat of the Iraqi army before the ISIS onslaught allowed Kurdish forces to acquire more territory, including the previously contested Kirkuk (and the oil fields surrounding it). The question is whether Iraqi Kurdistan wants to make this autonomy complete and de jure. In July last year, the Kurdish leadership instructed the KRG parliament to prepare a referendum of autonomy. This would seem an unambiguous indication of Kurdish intentions. But it also might be just a chess move in the game of wresting more powers from Baghdad. After all, no one in the region — and more importantly virtually no one in Washington — supports an independent Kurdistan. As Dexter Filkins wrote in The New Yorker last year: Obama has spoken carefully in public, but it is plain that the Administration wants the Kurds to do two potentially incompatible things. The first is to serve as a crucial ally in the campaign to destroy ISIS, with all the military funding and equipment that such a role entails. The second is to resist seceding from the Iraqi state. But the Kurds are willing to play the long game. They know that they represent, particularly in the eyes of the United States, a bulwark against the Islamic State, against religious extremism, and against the enveloping chaos of the region. They are not only good fighters but good pragmatists as well. The KRG has managed to maintain good relations with Iran, with Turkey, and even (more or less) with Baghdad. This then is the paradox for the Kurdish elephant. The more chaotic things get in the Middle East, the more power and territory Kurds can control. But the more power and territory they control, the greater the fear in Tehran, Ankara, and Baghdad that the Kurds will create greater Kurdistan. Let’s mix metaphors one last time. The Obama administration must start acknowledging and addressing the elephant in the room: Kurds and their aspirations for a state. It must recognize that the elephant has many different aspects: the PKK and YPG tusks, the solid flank of the KRG, and the vulnerable tail of the Kurdish minorities in Iran and Turkey. And it must resist the temptation to pound the ground and smash heads with its adversaries in the region, for both the United States and the Kurds may well suffer adverse consequences. Elephants are extremely smart creatures with legendary memories. Treating them like pawns, instead of the much more powerful rooks that they are, is a very risky proposition.

G.Kahuto Zhimomi, a resident of Ghotovi village under Niuland block is one such farmer who realised the need to augment his returns and diversified into Muga farming. In 2003 he took up Muga cultivation on a 5 acre plot of land. Today he has expanded to 40 hectares acquiring two farms in the process. With more than 90,000 standing trees of Som and Keshure, he has created a strong foothold for himself. Kahuto is undoubtedly one of the most sought after sericulture farmers. Visitors come from far and near to look at his eri & muga farms and the spinning yards. He entertains their interest and curiosity enthusiastically by conducting demonstrations and farm tours.  In case of paddy, for weed management move the weeder with forward and backward motion to bury the weeds and as well as to aerate the soil at 7-10 days interval from 10 to 15 days after planting on either direction of the rows and column. Manual weeding is also essential to remove the weeds closer to rice root zone.  Under take plant protection measures like moving of rope dipped in kerosene over the rice fields for case worm, gall midge infestation in rice in time.  In maize field, water logging should be avoided, particularly during flowering and grain development.  For groundnut, cost effective weed management should be given upto 35 days (i.e flower initiation stage) after sowing the seeds at 7-10 days interval till pegging begins.  Apply fertilizers based on the soil test reports. Use more of organic manure and go in for integrated nutrient management. Use bio-fertilizers for seed treatment and soil application for all crops.  Use nature friendly bio pesticides for more efficient control of pests and weeding in crops needs to be done immediately either manually or by application of safe weedicides.  Make provision for draining out of excess moisture from vegetable crop fields.

Livestock  Fishery: Do not plant big trees near your pond. If there are already big trees there, cut any branches that hang over the pond. Water in your pond may not turn green enough if your pond is in the shade. Do not let weeds cover more than one quarter of the surface. If there are too many weeds, clean your pond.  Livestock: Clean drinking water should be ensured round the clock and water troughs or feeders should be regularly cleaned. Lactating and pregnant animals need to be provided enriched feed to meet the requirements and rest of animals be provided the maintenance diet. Provide salt dose daily through feed.  Piggery: Dispose the dead animals either by burning or deep burial and regularly disinfect the shed and its premises with 1 – 2 % phenyl. urmeric (Curcuma longa L.), plant of the Zingiberaceae family, is known as haldi, yellow or golden ginger. The rhizomes of this plant, when dried and ground provide a yellow and flavorful powder, used for centuries as a natural colouring agent in food, cosmetics and textiles, as a flavouring compound and also as insect repellent and in Indian medicine. Ginger (Zingiber officinale) is one of the oldest spices with distinct flavour and pungency. It has a wide range of uses that include culinary, flavouring in soft drinks, alcoholic and non alcoholic beverages, confectionery, pickles, and pharmaceutical preparations. The quality of products depends on variety and its cultivation practices. Appropriate variety is selected for various end products --- dry ginger, raw ginger, ginger oil, oleoresin etc. Ginger is an important commercial crop with versatile applications. As condiment, ginger is used for flavouring many food products like tomato sauce or ketchup, salad dressings, meat sausages, gravies, pickles, curry dishes and so on. It is also used in many medicines as it helps digestion and absorption of food and has antiseptic properties. Ginger based products have wide range of applications in many industries like food processing, pharmaceutical, soft drinks, meat canning, confectionary, and so on. Turmeric: Turmeric used as spice, dye and in cosmetic industry and in religious ceremony, takes 7-9 month for harvesting. Drying up of aerial portion indicates maturity. On an average a yield of 25-30 tones /ha of fresh rhizomes may be obtained. The harvested rhizomes are washed well to remove adhering soil. Curcumin is the principal colouring pigment in turmeric. Indian turmeric is popular for its intrinsic quality. Turmeric should be boiled and dried. For boiling use clean water. Bulbs and fingers should be boiled separately. While boiling water should be filled in, to cover the turmeric. Heating should be uniform. After the commencement of boiling, it takes 45-50 minutes to complete the cooking process. It can be tested by passing between fingers or by piercing a small stick through rhizome, which pricks easily through if properly boiled. The odour of smoke too indicates that it is fully cooked. Clean terraces or cemented yards or clean bamboo mats should be used for drying. It may take about 10-15 days and if drying is complete, turmeric breaks with a metallic

twang. Dried turmeric can be marketed as such or after polishing is done by sprinkling turmeric powder using a mechanical drum. The dried turmeric is subjected to polishing either manually by rubbing it on concrete flooring or mechanically in power operated drums. Turmeric powder is added to the drum either as powder or as emulsion for giving bright colour to the rhizome. It should be kept in clean sacks and stored over wooden platforms in store rooms. The room should be kept clean, free from pests, spiders and rodents. Dried turmeric should be stored safely. Alleppy finger turmeric is very famous for its colour in trade. In turmeric, curcumin content varies from 4-7 %. Lacardong, a local variety from Meghalaya, and Megha turmeric, a variety released from ICAR Complex, Barapani, Meghalaya contains nearly 5.4 to 6.5% curcumin content. The dry recovery varies from 15-30% depending on variety, location and cultural practices. Cured turmeric is sorted as finger, round ‘spilt’ and marked under its varietal / trade name as Alleppey, Erode, Duggirala, Nizamabad, Rajapuri, and Cudlapah, Value added products of turmeric are also made. Dry Ginger: Himachal, Maran, Mananthody and Kuruppampady are good varieties to prepare dry ginger, whereas Rio-De Janerio, ChinaWynad and Varada are good for raw ginger. Ginger rhizomes should be thoroughly cleaned before peeling. Extreme care is necessary while peeling to prevent losses of volatile oil. Wooden scrapers of bamboo stick are ideal for peeling. Knives and sickles may leave dark spots. Ginger can be dried on clean bamboo mats or cement floor. Depending on availability of sun light full drying period may vary from 7-14 days. Desirable moisture level is 10%, above which it may cause development of aflatoxin. Dry ginger should be packed in air-proof polyethylene bags and then stacked on wooden platform. Rhizomes affected with soft rot should not used for preparing dry ginger. Fumigation of stored dry ginger should not be done without consulting expert as many importing countries have imposed a ban on fumigated materials. Mixing of dried ginger with half –dried ginger should be avoided. The major Indian trade types are Cochin and Calicut ginger. Appearance, contents of volatile oil, fiber, pungency level and a subjective assessment of aroma and flavor are important in quality of dried ginger. This depends on cultivars and stage of maturity at harvest. Oil and oleoresins decreases as maturity progresses. Hence, ginger should be processed accordingly to the requirement of ultimate end product.

Lalitgate: Sushma speaks, Congress attacks her, Modi

nEw DElhi, August 6 (iAns): External Affairs Minister Sushma Swaraj on Thursday made a passionate defence of her role in the Lalit Modi affair, but the Congress tore into her and blamed Prime Minister Narendra Modi over the unending parliament logjam. Detailing her role for the first time in parliament, the minister -- whose resignation has been sought by the opposition -- sought to give a humanitarian twist to the saga, saying she acted the way she did only because the former IPL chief's wife faced a life threatening situation. She insisted that she did not recommend to the British government to issue travel documents to Lalit Modi but wanted to help his wife, a cancer patient in Portugal. In an emotional speech in the Lok Sabha that was devoid of most opposition members, she said the allegations that she recommended British travel documents for Lalit Modi were "wrong and baseless". "I have not helped Lalit Modi but his wife who is an Indian national, (who is) not involved in any crime. Is it a crime to help a woman like this? If it is a crime, I have committed it. I accept it. If the house wants to give punishment, I am ready. "If it had been Sonia Gandhi in my place, what she would have done?" she

Both houses of parliament have been virtually crippled since the monsoon session began on July 21, with the opposition demanding the resignation of Sushma Swaraj as well as the BJP chief ministers of Rajasthan (Vasundhara Raje) and Madhya Pradesh (Shivraj Singh Chouhan). Raje is said to have close links with Lalit Modi while Chouhan is being blamed for the Vyapam recruitment scam that has led to around 40 deaths. SC reserves order on Aadhaar matter nEw DElhi, August 6 (Pti): The Supreme Court today reserved its verdict for Tuesday on Centre's plea that petitions challenging government's ambitious project to grant Aadhaar cards to all citizens be referred to a Constitutional bench. A three-judge bench headed by Justice J Chelameswar said that it will take a decision on whether the questions raised by the Centre can be referred to a larger bench or not. "Whether the Right to Privacy is a fundamental right guaranteed under Part III of the Constitution of India, in the light of express ratio to the contrary by an eight-judge bench in M P Sharma case and also by a six-judge bench of this court in Kharaksingh's case," one of the questions raised by Attorney General Mukul Rohatgi, who appeared for the Centre, reads. "If so, what are the contours of the Right to Privacy," another question says. Additional Solicitor General (ASG) Pinky Anand, also appearing for the Centre, handed out the questions which may be referred to a larger bench for an authoritative pronouncement on Tuesday. However, the "subsequent judgments by lesser Bench strength" have held that the Right to Privacy is a fundamental right under Article 21 of the Constitution and this is contrary to the larger bench decision. However, later smaller benches of the court "wrongly" held that right to privacy was a fundamental right by reading it in Article 21 (right to life) of the Constitution, he had said.

ISRO to launch nine American satellites ChEnnAi, August 6 (iAns): Antrix Corporation, the commercial arm of Indian Space Research Organisation (ISRO) has signed deals to put nine American nano/ micro satellites into orbit by the end of 2016, an official said on Thursday. These include a couple of nano/micro US satellites which are likely to be launched by the ISRO this year as piggyback luggage on its own satellite, the official said. Generally, nano satellites are ones that weigh between 1-10 kg while micro satellites weigh from 10-100 kg. "The Astrosat satellite is slated for launch in September. It will be launched using the Polar Satellite Launch Vehicle (PSLV) rocket. Some of the micro/nano satellites of the US may also go in that rocket as piggyback luggage," the ISRO official told IANS, preferring anonymity. According to him, the ISRO will be sending up the US satellites on different PSLV rockets. Meanwhile, ISRO officials are gearing up for the August 27 launch of communication satellite GSAT-6 through its heavier rocket Geosynchronous Satellite Launch Vehicle (GSLV) Mark-II. "The GSLV-GSAT-6 launch is tentatively fixed for August 27 and work is progressing towards that," the ISRO official said. On the other hand the first developmental flight of GSLV-Mark III rocket with a capacity to launch four ton satellites is expected to happen towards the end of 2016. The rocket will be powered by an indigenous cryogenic engine which is currently under development. The government has allocated Rs.470 crore for the development of the GSLV Mark-III rocket in the Twelfth Five Year Plan.

Captured by cotton: Girls duped into ‘bonded labour’ in India's textile mills ERODE, August 6 (thOmsOn REutERs FOunDAtiOn): From her two-room concrete home nestled among the lush coconut plantations of southern India, housewife Kavita has seen the region's textile industry flourish for a decade, thanks to the labour of poor, lower caste women like herself. Promising a better life, "agents" have for years visited these poor, rural parts of Tamil Nadu and taken a steady stream of girls and women to work in thousands of cotton spinning mills, part of a textile and clothing industry that is one of India's biggest employers and a major exporter. The image of women from remote hamlets going to work, staying in hostels and earning money spinning cotton as part of a booming global garment supply chain, should be empowering in a country like India, an emerging power still plagued by poverty and male domination. But former workers in Tamil Nadu's Erode district describe a system of exploitation and bonded labour that has cast a dark shadow over India's longestablished textile industry. "I tell all the women I meet

not to go and work in the mills. I know what the agents promise and what is real. It is not the same," said 23-year-old Kavita, dressed in a lime sari, a crimson flower in her long black plait, sitting on a woven mat in her village home. "For almost a year, I wasn't allowed to leave the compound where the hostel and mill was. They made me work double shifts. I only got out because I lied and said my aunt had died and I had to attend the funeral. I never went back." Just 13 at the time, Kavita was one of thousands of girls and women employed under "marriage schemes" offered by mills which mushroomed in Tamil Nadu when India's economic liberalisation began in the early 1990s. The schemes draw in cheap labour - mainly young women from poor, illiterate and lowcaste or "Dalit" communities such as the Arunthathiyar - and offer lump sum payments at the end of a three-year period. They are promoted as an easy way to obtain the hefty dowries families need to marry off daughters. Recruits are offered full board in hostels at the mills'

compounds, holidays twice a year, outings such as picnics and temple visits, and clean and safe working and living conditions. But former workers and numerous studies by civil society groups such as the Freedom Fund, Anti-Slavery International and the Centre for Research on Multinational Companies say the women are kept in closed hostels, overworked, underpaid and abused. "The binding of workers in this way, where they cannot change employers, is a form of bonded labour," a 2014 study by the Freedom Fund and the C&A Foundation said. "Very low wages, excessive and sometimes forced overtime, lack of freedom of movement and of association, verbal and sexual abuse were found." The study suggested at least 100,000 girls and women were being exploited in this way. Industry bodies deny allegations of exploitation and say the schemes are "apprenticeships" in line with labour laws offering high wages. Cases of abuse are rare, they say.

TWELVE HOURS A DAY In Thalavadi town, 520 km (320 miles) southwest of Tamil Nadu's capital Chennai, former workers in bright salwar kameez and saris trickle into a room rented by the Erodebased charity Rights Education And Development Centre (READ). The young workers, who are here for free computer training classes, sit in plastic chairs, sipping sweet tea from plastic cups, sharing stories of exhaustion, illness and abuse. Some women say they were regularly forced to stand for

more than 12 hours a day working the spindles. Others speak of migraines, excessive stomach pains and heavy bleeding during menstruation from dust and poor ventilation in the factories. Many said they were verbally abused or pushed if they were "slow". They could not leave the mill compound without permission, and their telephone calls were often monitored or restricted by supervisors. Civil society groups say they have also found cases of alleged sexual abuse and death-related suicides. READ said it had documented 85 cases of suspicious deaths over the last five years. "Cases are however hard to prove as girls are unwilling to discuss it openly or go to the police, fearing stigma in the community," said READ director R. Karruppusamy. Few workers have contracts, so find it hard to prove they were working in a particular mill and get compensation, he said. HIGH WAGES, FACTORY INSPECTIONS The head of the South Indian Mills Association (SIMA), representing some 400 mills,

said the government and the SIMA had strict codes of conduct on the treatment of workers, but admitted there might be violations. "Some unscrupulous people have disobeyed these rules and now everyone has got a bad name due to this. Police are taking action as and when necessary," SIMA Secretary General K. Selvaraju told the Thomson Reuters Foundation. He said apprentices in Tamil Nadu were paid 300 rupees daily, almost double the national average and some employers offered workers extras like a university education. est our silence is misunderstood, the NSCN/GPRN under the leadership of SS Khaplang unequivocally affirms our position so that our conscience driven quest for reclamation of ‘Naga sovereignty’ be steered clear of embroilment in the ongoing high pitched IM’s ‘Peace Accord’ sensation. If it so pleases IM group to append an accord with GOI, so be it, the NSCN/ GRPN is under no obligation to either agree or disagree. It is solely the prerogative of IM group to arrive at any kind of conclusion which they have been serving for- for the last after 18 years and correspondingly the accord itself intend exclusively for IM. The NSCN/GPRN is however amused to notice the four year old Khehoi congregation going excited and bizarre for not having included them in the scheme of thing. Birthed out of betrayal and consequent expulsion from both the NSCN, this flock of pariahs can only be expected to whine, beg and fuss over the prospect of being sidelined by its benefactor, the GOI. These vagrants sans history of origin sensing complete desolation as a last resort has for the last three, four years been manufacturing misleading commercials “Nagas of Nagaland”, “Nagas of Manipur” or “Nagas of Myanmar” etc, however, the Nagas are no longer naive to be hoodwinked by such India-fed limerick. The Khehoi gang and must therefore be content with whatever crumbs the GOI throws at them in the already 54 years old India

established state of Nagaland. Nothing can be more treasonous in a political conflict than to reaffirm and endorse the very agreement of betrayal for which the Nagas have been denationalized. As mournfully eulogised by young upcoming Khehoi poet Mr. Alezo Venuh, the Khehoi gathering can only accept emotional consolation but possess neither courage nor political wisdom or vision to fight and overthrow the political yoke imposed on the Nagas arbitrarily by India and Myanmar. Without a single word of protest they readily accept the 54 years old platted arrangement between the GOI and NPC. Another meek submission to slave master’s leash is Khehoi gang over wiling acceptance of 62 year old (1953) forceful territorial demarcation/bisection of Naga country by India and Myanmar without the consent or consultation of the Naga people. Such wretched congregation who happily and shameless, promotes enemy’s instrument of political subjugation of the Nagas must never again dare to embroil NSCN struggle for sovereignty in its desperate gamble for lump sum economic rehabilitation package from India. The NSCN ceasefire agreement with Myanmar is only logistics in nature as is prerequisite to initiate meaningful political process and which is yet to take off, Khehoi gang abomination to such positive pace in the course of Naga sovereignty struggle is however understandable since their pre-emptive attempt to scuttle this very effort at the dictates of

India only resulted in own expulsion from NSCN. The Naga struggle for sovereignty is an international political conflict between nations and NSCN/ GPRN as ever is humbled yet determined to carry ahead this sacred commission passed onto us at the cost of thousands of precious lives of Naga pioneers. The NSCN/GPRN is also privileged and committed to strengthen the revolutionary fraternities of every genuine sovereignty aspirants of ethnic West South East Asians and therefore the allegation of NSCN having accepted settlement with Myanmar is only an instance of "sour grape" syndrome affecting the desperados who has not yet set afoot into Myanmar occupied Naga country. The NSCN/GPRN has categorically stated several times that we do not recognise imposed international boundaries but continues to defy it. East or West, North or South, no parts of Naga country are alienable, NSCN firmly believes and upholds the intrinsic ideal of compact Naga nation composing of every Naga inhabited area as historically established and conceived by our forefathers. Even if destiny eludes NSCN, as long as the Earth endures, it is our conviction that there shall arise in every generation true Naga patriots to lead the national liberation until the appointed time for the Almighty God’s will is never late or early. Imkong Imchen on ‘Framework Agreement’

T

he intensity of the talks over the Naga Political Issue (NPI) between the NSCN led by Isak-Muivah (NSCN-IM) and the Government of India since 1997 could not be accurately gauge by the Naga people because the talks were confined to a small circle only, therefore the trust and confidence of the Naga people were passionately exhausted. Both the parties apparently but mutually maintained the confidentiality of the talks. Anyway, it was a good strategy adopted by the parties. At the very outset, I salute the wisdom and sagacity of the Prime Minister Narendra Modi for his bold and decisive step he has undertaken by working out this historic framework agreement on Naga political issue. Even though he has not completed even two years as a Prime Minister, he has completely mastered the intricacy of the Naga political issue and steered well comfortably thereby cleared all the ground obstacles and structured this “Framework Agreement”. This is by no means a small achievement. Both the party leadership has clearly made us known that it is a “framework agreement” in other words it may mean “foundation” under which the detailed solution will be worked out. It is not the solution in itself but a framework for the solution under which all the related question to be answered. We should presume that a good beginning has been made which will pave the way towards the

ultimate solution of Naga political issue. We may recall that the Government of India’s Interlocutor, R N Ravi in his address to the Naga Students’ Federation in the month of May 2015 at Khonoma stated that they are looking for a pan-Naga solution. The aspiration and determination of the Naga people for self-determination is known even by the United Nation. We have paid heavy price during the last seven decades so also the Government of India has cost dearly. The enormous responsibility and risk shouldered by the leadership of Narendra Modi, Prime Minister of India and Isak and Muivah by entering into this “Peace Framework Agreement” speaks volume of their sincerity and concern for the Naga people for which they deserve unreserved appreciation for one and all. The Naga National Council (NNC) under the dynamic and visionary leadership of Angami Zapu Phizo (henceforth A Z Phizo) has consolidated the Naga people and spoken with a single voice – “The Naga Independence”, thereby successfully conducting the 1951 Plebiscite for Naga self-determination and complete boycott of the first Indian General Election in 1952 and 1957. This was the Naga political foundation firmly laid by A Z Phizo under the banner of NNC. Perhaps, A Z Phizo’s subsequent departure to London and not returning to the homeland has affected in the unity and cohesion of the Naga nationalist leaders as well

It is apparent that many Naga people are keeping their opinion reserved apprehending diverse reaction from various corners citing reason that detailed agreement is yet to be made known to the public. The negotiating parties are also only human and therefore necessary support and contribution of ideas and suggestions so as to work out an honourable and acceptable solution. At the same time the negotiating parties should open their mind and solicit the Naga people’s opinion before concluding the final framework agreement. I am tendering my humble opinion through this column with a view to provoke the situation for good without having any ulterior motive. FA launches crackdown on players feigning injury

New rule is limited to punishing players who get an opponent sent off

LoNdoN, AUgUst 6 (AgeNCIes): The Football Association (FA) have signalled their intent to stamp out simulation as players perceived to be faking injury to get an opponent sent off face a threematch ban. Aimed at clearing up the integrity of the English game, the governing body has introduced a plethora of changes this summer. This ruling at present limits the FA to punishing offenders who intentionally deceive the referee to handing out a red card to an opposing player, meaning those who dive to win decisions still escape a possible ban. MokokCHUNg, AUgUst 6 (MexN): The 9th Inter School Table Tennis Tournament got underway at Multi-Purpose Sports Complex, Mokokchung with T. Lemlila Sangtam, SDO (C) of Mokokchung as chief guest. Speaking at the inaugural function, Lemlila stated that sports helps keep our mind active and also helps one maintain a healthy body. While pointing out that studies should

be the top priority of a student, she maintained that sports should also not be neglected. The Tournament is being organised by the Mokokchung District Table Tennis Association and sponsored by Moasangba Jamir. The two-day tournament will conclude on August 7. Altogether, a number of 60 students from different schools in Mokokchung are taking part in the tournament.
