Nagaland sells over 10 crore worth of brooms KohimA, November 9 (mexN): Parliamentary Secretary for Agriculture and Chairman NSAMB Dr. Benjongliba Aier on Friday said that it is estimated that every year, “our state sells more than Rs. 10 crores worth of broom.” Broom is natural gift of God for the Naga farmers, he said adding that by nature, broom is found all over the state. “We only have to collect and sell it,” he said adding that this business as of now is carried out by the non–Nagas only. Speaking at the workshop of Naga People’s front (NPF) farmers’ wing policies and programmes for central office bearers here, the parliamentary secretary also said Nagaland has a lot of horticultural crops which can be feasibly taken on commercial scale.

DimAPUr, November 9 (mexN): The Special Branch, Dimapur on Saturday nabbed one man, in the process of selling off a country-make small arm. The man, identified as W. Tachangkhum Yimchunger (28) was arrested from the inter-state bus station, Golaghat Road at around 3:30 am. One .22mm calibre pistol with two rounds of ammunition and a magazine was seized from the man. According to the Special Branch, the man revealed during interrogation that he had procured the weapon at Tuensang for a sum of Rs. 15, 000. He had reportedly made a deal to dispose the pistol in Dimapur for Rs. 20, 000. It was to be handed over to an unidentified “non-local” contact in Dimapur. However, he was arrested before the transaction could be made, the Special Branch said.

New Delhi, November 9 (iANS):TheSupreme Court Saturday stayed a Gauhati High Court order holding the Central Bureau of Investigation (CBI) unconstitutional after quashing the April 1963 home ministry resolution setting up of the agency under the Delhi Special Police Establishment Act, 1946. An apex court bench of Chief Justice P. Sathasivam and Justice Ranjana Prakash Desai stayed the high court order after a 19-minute-long hearing at the former’s residence Saturday evening. Two days back, on November 7, the Amnesty International India called for the immediate repeal of the Armed Forces (Special Powers) Act (AFSPA). Now, former home secretary to the Government of India, GK Pillai, has called for a “rethink” of the same. “We need a real rethinking on security in the North East. Why in Nagaland where there is no killing, the AFSPA is in force. It needs to be debated,” said Pillai during a panel discussion at the North East Festival held on November 8-9 in New Delhi. The Assam Tribune has reported that the discussion on ‘North East India as Central Focus of India’s Look East policy and Internal Security’ heard from other panelists such as Joint Secretary Shambhu Singh. Civil society activist, Dr. Pangernungba, agrees. “He would never say this in official capacity. It is a face saving gesture for him to say this after retirement,” he reflects. The AFSPA, according to Dr. Pangernungba, is part of the “nation state ontology,” an essential part of India’s nation state security paradigm and structural adjustments need to be made to change this. “The AFSPA is part of a colonial legacy and unless India stops classifying the North East in its security category, such comments will change nothing.” Pillai is also reported to have said that the Disturbed Area tag should not be applied to Nagaland but “even the State Government of Nagaland does not want the AFSPA to be withdrawn from the State.” The Nagaland State Government has expressed reser-

vations about Pillai’s statement. “There has been no official intimation from the Government of India to the Government of Nagaland asking for the withdrawal of the Disturbed Areas Act or the AFSPA. There is nothing on record to suggest that the State Government does not want them withdrawn,” clarifies Chief Secretary of Nagaland State, Alemtemshi Jamir. For Borbora, passing the onus of a central Act on to the State Government is a “backboneless act.” Pillai rationalized that “We don’t take great pleasure in doing it, but it is a compulsion. Our efforts will be to see that something is done to bring peace in the region.” Joint Secretary Shambhu Singh has justified the Act on the ground that “inter-tribe clashes in Nagaland were on the rise.” While people’s voices have been drowned by the mainstream narrative, former officials who have worked with the legal and political mainstream using the “language of peace” has befuddled some. For the Naga Peoples’ Movement for Human Rights (NPMHR), which has documented

and protested abuse by the armed wings of the Indian State under the protection of the AFSPA, such statements signify India’s approach to peace. “They talk the language of peace and security through dialogue, but keep up the violence simultaneously through the use of AFSPA; this is a hypocritical approach towards peace,” says Tungshang Ningreichon, an NPMHR activist. The last two years, she highlights, have seen peace due to civil society initiatives such as the reconciliation process. And it is such internal processes, through a unified voice from the North East region, that could strengthen the campaign against the security legislation, suggests Dr. Pangernungba, hopeful that new forums like pan North East political parties should bring the discussion up at the parliament. On the international level, organizations apart from, and along with, Amnesty International should take this up at the United Nations with renewed vigour and seriousness. “Irom Sharmila is tired, people-to-people dialogues have not worked and special commissions have faltered. We need to reimagine the campaign to repeal AFSPA,” offers Dr. Pangernungba on a concluding note.

Under the pretext of adoption, promise of education and a better life, countless under-privileged children from far-flung villages in Nagaland make their way to the towns. In most cases, the towns favoured are Dimapur, Kohima or Mokokchung. For some, it turns out well, while for many; it proves otherwise, working as bonded labours with no remuneration. For the unfortunate, who more often than not happen to be from the region dubbed as ‘Eastern Nagaland’, little do they know of the fate that awaits them, in the asylum (or family) they found shelter. Child rights activists emphasis the need to dispelling the myth surrounding the so called gracious practice of Naga families adopting children with the promise of giving a decent education, in exchange for petty household chores. Assisi Centre for Integrated Development, development wing of the Ursuline Franciscan Sister of North-East, is one of few organisations in Nagaland working for empowerment of marginalised people, especially women and children. One of its primary concerns is working for rights of domestic workers and children forced into domestic work. On November 9, ACID held a consultative meeting with Eastern Naga Students Union, Dimapur aimed at chalking out strategies, with special regard to children from eastern Nagaland employed as domestic helps. Child rights activists from Nagaland Alliance for Child Rights, Childline India, Dimapur and Prodigals’ Home were also party to the consultative meet. ACID coordinator, Sister Therese stated that a majority of child domestic helps in Dimapur are from eastern Nagaland. “We have observed that children from eastern Nagaland adopted by families on the pretext of providing education mostly end up as domestic helps. This is the common concern of all of us.” She stressed on the need to clear the myth that these children are leading decent lives than they did

here is a myth, which goes something like this, “We accept that there are some terrible human rights abuses of domestic workers. But most are treated well by their employers. We can’t make standards or legislation too detailed just to deal with a minority of cases.” The testimony of 13 year-old Meena (name changed), who shared her story at the meeting today, will tell otherwise. Losing her mother as an infant, Meena’s father sold her off to an undisclosed family in Dimapur at the age of three. The life that followed, in her own words was “one of untold hardship”. She was forced to do every household chore and in return did not even get a proper bed when she fell sick. Her ‘adopted family’ treated her well in front of guests but in private, it was the opposite. Some five to six years passed, before she finally decided it was unbearable. In 2008, she escaped. Loitering in the streets, she was found by the police, who tried to send her back to the home she escaped from. But she refused. She eventually found shelter in the form of an NGO, under whose patronage, she is now going to school.

Failure to acknowledge the unequal power relationship that exists between the ‘adopted family’ and the domestic worker only promote abuse and exploitation to continue.” While the battle against domestic help abuse continue, having in place a binding social security scheme or legislation for such workers is also necessitated. Legislation will not only secure a steady income but also act as shield against abuse. “With you and other stakeholders we would like to see Nagaland too implement welfare schemes and legislation enforced for domestic workers,” said Sister Therese.

DimAPUr, November 9 (mexN): The Action Committee against Unabated Taxation has reiterated the resolutions adopted during the public awareness rally on October 31. A press note from the ACAUT reaffirmed the call for “one government one tax.” It said that every individual who took this pledge on the 31st October rally “is morally bound not to pay tax in any form till one government is a reality.” ACAUT asserted that “every government servant from the senior most bureaucrats to the humble peon shall not pay salary tax unless one govern-

ment comes to fruition.” It added, “This slogan shall mean that no Naga businessmen or entrepreneurs or any non-local businessmen residing in Nagaland shall pay tax to any factions unless one government becomes tangible.” It stated that “unless the factions unite the people will continue to suffer.” ACAUT further re-affirmed its support for the “Naga movement and strongly urged the government of India to settle the Indo-Naga imbroglio at the earliest.” It stated that “If the NPGs are responsible for the sorry state of affairs of our state the GOI is also

DimAPUr, November 9 (mexN): The NSCN Khaplang today issued a warning to “other Naga political groups to be cautious while expressing political words” and also warned the Government of India (GoI) “that any solution with I-M group will be a mockery and miserable failure because they have been abandoned by the Nagas.” The NSCN (K) in a statement through its MIP stated that the “warning is mainly on Isak-Muivah group for their anti-Naga attitudes and actions whose main target is to annihilate other Naga political groups.” The NSCN K pointed out that it is “never concern for the present ceasefire” since “nothing will come up and hence the question of “Law of land” or Indian constitution” does not arise. It further said “any time anything may happen in regards to cease-fire with G.O.I if the latter fails to understand who the Nagas are.” While questioning the NSCN (IM) as to “when the Naga people gave their mandate for I-M solution,” said they “should either stop talks or surrender before GOI.” The NSCN (K) went on to say that “the said group who are no more fighting for Naga sovereignty has no right to collect taxes from Naga country and ACAUT should not be afraid of half surrendered group.” The NSCN (K) advised the Naga people “to be bold and brave to face any situation if NSCN is compelled to abrogate present cease-fire with G.O.I unless New Delhi change their motive and attitude towards the Nagas.” Full text on page 4

It iterated that the state government is responsible for the security and lives of its citizens and added that “no amount of justification can wish away the fact that the government has done nothing to address the issues raised by the ACAUT.” Full text on page 5

Taxation for Naga political cause, asserts NSCN (IM) DimAPUr, November 9 (mexN): The National Socialist Council of Nagalim (NSCN) today said that it “is ever ready and even more willing to reason and understand together with the Naga people at all times and see no confusion before us as long as everyone stride unbeaten in the national principle.” While stating that taxation is for the Naga political cause, the NSCN (IM) identified four “main” reasons for taxation. In a statement issued through the MIP, it stated that the imposition of tax is “to show loyalty to NSCN authority and legitimacy, to sustain our movements and achieve Naga political solution through peace process, mobilizing of support and solidarity across the world, to feed and supply basic requirements for thousands of standing NSCN cadres and to protect the rights of the Naga people and her territory occupied and divided by India and Burma.” However, the NSCN (IM) lamented, “It is very unfair on the part of some speakers and writers questioning taxation by NSCN and using derogatory language and terminology.” It added,

“Though we will never claim perfection while executing our national interest yet fairness and some decency are expected from those who speak and write.” The NSCN (IM) also recognized the “burden caused due to various groups collecting taxes” and stated that “the cry of the Naga people to unify at the earliest is well acknowledged.” It said that they have “followed the path of reconciliation with utmost sincerity” and will continue to embark on the principle of “unity and reconciliation” based on the principle of “historical and political rights of the Nagas”. On what it termed as “NSCN bashing” in the media and the internet, the statement said that “Many of our Naga youth seem to have forgotten that we are still in the revolutionary period and exercising certain level of restraint is the best policy for the struggling people like us.” Calling for reason and understanding, it asserted that “The fight for rights and freedom should not be limited in what NSCN can do but what Naga people can do in every fields.” Full text in page 4

Evaluating mission performance of the churches, the au-

thor addresses various aspects and issues of mission relating to Nagaland context in particular including historical development, reaffirming Scriptural priority, prophetic voice to the churches, insights for crosscultural context and relevance, and a guide to the 21st Century mission. It is a timely and practical book to guide our churches, missionaries, theological training, and even active lay people in mission development and undertaking. It also deals with key pertaining issues which are revolutionary and hard shell breaking.

10. Any plans to bring Bible League to Nagaland? A branch already exists in India but it is located in the South. Discussions have been on to partner with Nagaland but have not materialised yet. However, with many Bible schools and societies in Nagaland, the churches have still been able to do well in mission work. Back in Thailand, churches are small and few in number and Christians are a minority. Missions cannot be done by local churches themselves; we need outside resources, contrary to churches in Nagaland. Naga people are highly qualified in terms of education. People in Thailand find it a task to have a graduate degree but in Nagaland, youth with Master’s degrees are hanging around unemployed. Human beings are the best resources. If there are insufficient avenues for employment, they can always look beyond the state or even the country. We need more team-work. There are Nagas doing missions work outside but there should be someone to come back, educate and equip them with the know-how in working for missions. Youngsters can make a great impact outside. A mission fair like this one presents the needed opportunities.

I would like to encourage especially the younger generation to look out and prepare themselves to meet the needs of the world around them. In a place like Thailand, we need educators and theological graduates. A bachelor’s degree in Education is mandatory to get a teaching license in Thailand. These two areas of education are well within the ability and scope of young people in Nagaland.

NWU condemns IED attacks SENAPATI, NOVEMBER 9 (MExN): The Naga Women’s Union has condemned the series of IED bomb blasts at public places in Manipur, where many innocent people have been killed or injured. NWU in a press note termed the blasts as an “inhumane act” and said that they are gross Human Rights violations. “It brings with it an array of social, economic and psychological problem. When a family loses its main bread winner the resulting long term consequences are often more difficult to overcome than the grief. IED victims suffer well beyond the recovery period of their injury. It destroys their social life; a lifelong disability becomes a lifelong problem for the victims and the entire family,” stated the NMA. It called upon the government to put an end to this terrorist act by seriously checking the procurement of IEDs and its uses.

Meghalaya rebels take 14 lives in a week

ShIllONg, NOVEMBER 9 (IANS): Rebels from Meghalaya have gunned down 14 people within a week, the latest being two Border Security Force troopers killed Friday in the South West Khasi Hills. A group of suspected rebels of the breakaway faction of the A'chik National Volunteers Council (ANVC-B) attacked the Kathakona Border Outpost in Bagli, killing a trooper, Sashit Biswa, on the spot, BSF spokesman Mahendra Singh said. Another trooper, Pappu Kumar Yadav, who was airlifted to Guwahati succumbed to his injuries. The ANVC-B rebels also decamped with two INSAS rifles and a wireless handset from the slain troopers. "Preliminary investigation indicates the ANVC-B had carried out the attack on our BOP (Border Outpost) and a manhunt is on to nab the killers," Singh told IANS. Friday's attack on the BSF troopers came as a surprise for the Meghalaya Police since there were no intelligence inputs on any rebel outfit planning to attack the paramilitary force camp in the South West Khasi Hills. Taxation For Naga Political Cause: NSCN (IM)

Who will save the Naga nation? Is it the adversaries or the national principle which will save the Naga nation? This question makes no sense to those who have no concern for the kind of existence the Naga people must have. But for men of mission, this is most decisive and crucial and to him life has meaning. The competency of men to prove oneself the way one should be must be realized together. Right and wrong, good and evil, friend and foe, freedom and slavery exist on this earth and the question is to whose account they shall be? The way of life and the way of death are therefore set before us leading into two different worlds, and the fight is between them. Neither can we be neutral on this account meaning we cannot be both at the same time. Whichever way we turn out to be is to become a contributing factor to the defeat of other. The National Socialist Council of Nagalim (NSCN) is ever ready and even more willing to reason and understand together with the Naga people at all times and see no confusion before us as long as everyone stride unbeaten in the national principle. Every Naga must embrace on this line of political thinking, for to us Naga freedom (Nagalim) is sacrosanct. The door of NSCN is wide opened to all. NSCN never doubts the unflinching supports rendered by the Naga people including payment of taxes. We have done the best we could to streamline the policy of taxation by issuing order from the Ato Kilonser “Rules and Guidelines for protection of the general public against illegal tax” dated 14/06/2013 and we will all the more try to understand our people. Nobody wants to be taxed. Even animals don’t want to share their food with other fellow animals and that is one of the many common character-

Though we will never claim perfection while executing our national interest yet fairness and some decency are expected from those who speak and write. Rather you should have the guts to question those who TAXED YOU AND DO NOTHING in the name of Naga political cause! Those who continue to silently tax under the shadow are nothing but illegitimate collector and the tax payer should note this. NSCN has always been and will always listen to the voice of the Naga public as we know better as to how we have come together this far through peoples support and prayer.

Taxation is imposed mainly for the following reasons: • To show loyalty to NSCN authority and legitimacy. • To sustain our movements and achieve Naga political solution through Peace process, mobilizing of supports and solidarity across the world. • To feed and supply basic requirements for thousands of standing NSCN cadres. • To protect the rights of the Naga people and her territory occupied and divided by India and Burma. The burden caused due to various groups collecting taxes and the cry of the Naga people to unify at the earliest is well acknowledged and that should be the way. It is for this very reason that NSCN has encouraged the FNR to work out the possibility since the very beginning of its inception. We have followed the path of reconciliation with utmost sincerity till today and we will continue to embark on the principle of “unity and reconciliation” based on the principle of “historical and political rights of the Nagas”. Yet, it is also true that the path to reconciliation is not easy and smooth as we dearly wish it should. Reconciliation cannot take place when “sell out peace” failed to face the truth and move forward; when enemies are harboured and given a safe haven; when certain group failed to see beyond the Indian state Nagaland. However, we will remain steadfast to

But the bottom line is we should never compromise nor let any suspicious environment come close to or disturb the blood soaked “Indo-Naga Peace Process”. When ACAUT approached us for discussion on the matter of unabated taxation, we warmly welcome them, and had a couple of healthy discussion in Council Headquarters, Hebron and most importantly we listened to every of their grievances and thus come out with our own Guidelines on the matter of taxation which was widely published in all the leading newspaper in Nagaland and neighbouring states! If at all there had been any discrepancy or negligence while implementing/ executing the said Guidelines, they should have come back to us and settle it! Instead they choose to play in the high gallery with some big mouth and tried to reduce the Naga political issue into some cheap taxation issue, projecting and defaming the Naga freedom fighters as greedy money mongers; this is the crux of the present commotion which is not acceptable to us! NSCN bashing in the print media and social networking site like facebook (The Naga Blog) has crossed all limits without any editing/monitoring from the creators of such blog; this is also unfortunate. Many of our Naga youth seems to have forgotten that we are still in the revolutionary period and exercising certain level of restraint is the best policy for the struggling people like us. Nobody is hurt by throwing mud in the facebook but

ultimately the Naga issue. The active net users amongst the Naga youth could be more productive if instead of negative campaign; constructive ideas are shared and discussed. Freedom from all bondage is what NSCN ultimately sought for. However, we must be realistic in pursuing such lofty target. NSCN doesn’t define freedom, democracy, justice, rights and liberty, socialism etc at our whims and fancy but in consonance with the universal standard and acceptance in conformity with the Naga polity. Those with reason will concur that NSCN has practiced the maximum level of tolerance on the matter of “freedom of speech and expression” if we with all fairness and justice examine how our own people are exercising uncontrolled liberty in the social networking site; unconstructive and unhealthy propaganda devoid of any substance or vision are discussed and hurled upon us without any compunction. Yet, NSCN silently bear the brunt hoping that things will change for good! We are well aware and so are the rest of the net users of how the enemy has intruded even in the virtual world to shape and change the mind of the Naga youth in their own liking. They come today in support of the emotion and argue for division and enmity but only to leave us in permanent chaos and difficulties. The youth must stand down from becoming the tools of the enemies. The nation needs you more than anything. The fight for rights and freedom should not be limited in what NSCN can do but what Naga people can do in every fields. NSCN (K) warns other Naga political groups

The NSCN under the ablest leadership of SS. Khaplang strongly warns other Naga political groups to be cautious while expressing political words. The warning is mainly on Isak-Muivah group for their anti-Naga attitudes and actions whose main target is to annihilate other Naga political groups. This group signed ceasefire agreement with G.O.I during 1997 not for anything other than to destroy the NSCN (K). The GOI approached the NSCN (K) for ceasefire at least two to three times during 1995-1996 which NSCN turned down only on the condition that, there should be consensus among the Nagas before dealing with either G.O.I or Myanmar govt. Thus the NSCN took heavy risk of attending Atlanta peace meeting convinced by American Baptist Church during 1997.As a matter of fact, the Isak-Muivah group was at the verge of extinction after the arrest of all their Kilonsers and Workers by Indian security forces in Bangladesh border and else where which com-

pelled them to accept ceasefire term with G.O.I. The only Choice that haunted the Isak-Muivah group is to accept either Atlanta peace talk of 1997 or ceasefire term with G.O.I. Even the G.O.I also played the divisive role during that period of time by offering ceasefire to Isak-Muivah group mainly to refrain from attending Atlanta peace talk of 1997.Had I-M participated in the said peace talk at Atlanta instead of accepting G.O.I offered ceasefire ,the political situation of Naga country could have been a different history. After the signing of ceasefire agreement with G.O.I, Mr. V.S. Atem the then chief of the Army staff of I-M group entered into most devastated military pack with Maj. Gen Nanavadi, the then core commander of Rangapahar Military HQ and began to launch (I-M & Assam Rifles) join operation against NSCN (K) which compelled NSCN to sign Cease Fire pact with G.O.I, the history of which could be told by anybody and the NSCN can have even press con-

The entire situation became complete hostile under the joint operation of Assam Rifles and I-M group prompted the NSCN to sign ceasefire agreement with G.O.I to save the situation and not for talk as G.O.I clearly stated that, there will be no issue of sovereignty or integration. The NSCN under the leadership of S.S. Khaplang never concern for the present ceasefire as nothing will come up and hence the question of “Law of land” or Indian constitution is hardly arise. The NSCN time and again stated that, any time anything may happen in regards to cease-fire with G.O.I if the latter fails to understand who the Nagas are. The NSCN demands from Isak-Muivah group as to when the Naga people gave their mandate for I-M solution? Even if any solution comes, it will not be Naga solution, it will be purely I-M solution and it will be nothing to do with Naga politics. The Naga people should be aware of what I-M is playing

their hidden agendas with G.O.I and time has come for the Naga people to come forward to tell the I-M group as to why they should continue talks with G.O.I while the latter rejected both sovereignty and integration. The I-M group should either stop talks or surrender before G.O.I. The said group who are no more fighting for Naga sovereignty has no right to collect taxes from Naga country and ACAUT should not be afraid of half surrendered group. The NSCN strongly warns G.O.I that, any solution with I-M group will be a mockery and miserable failure because they have been abandoned by the Nagas. Hence, the NSCN advised Naga people to be bold and brave to face any situation if NSCN is compelled to abrogate present cease-fire with G.O.I unless New Delhi change their motive and attitude towards the Nagas by dealing them in international standard.

US welcomes Indian banking reform

Washington, november 9 (Pti): The US business body has welcomed the new RBI rules governing access for foreign banks operating in India, describing the move as a positive step and called for opening up of other areas in particular the insurance sector. The central bank on Wednesday permitted wholly-owned subsidiary (WOS) of foreign banks to acquire domestic private sector banks as well as set up branches anywhere in the country. It also allowed foreign bank subsidiary to list on local stock exchanges. "I am pleased India has begun the process of liberalizing access to its banking sector for foreign institutions," Senator Mark Warner, Co-Chair of the Senate India caucus said. "While I have concerns about some of the prerequisites accompanying the reforms, it is a positive first step towards boosting foreign direct investment that will be beneficial for both India and the United States," Warner said. "I look forward to additional reforms from the Indian government and central bank in the months to come," Warner said as the new RBI regulations lift the restriction on the number of branches foreign banks can open annually in India if they set up a separately capitalised subsidiary with at least Rs. 500 crore of equity. Additionally, the Reserve Bank mandates rules governing the composition of boards of directors of the subsidiary, requiring at least one third of directors to be independent of the bank and at least half to be Indian nationals, with one third residing in India. A press note from the ADC and Administrator, Mokokchung Municipal Council directed all shops to white wash their respective buildings on or before November 30 without fail, in view of the Nagaland state golden jubilee celebration on December 1 and the Christmas and New Year festivals. MMC shall conduct checking and defaulters shall be fined, stated the note. It informed all beef/ pork stalls to open their stalls by 7:00 am and ensure that all portions of meat are available at the rate fixed by the MMC. The ACAUT Clarion Call to Naga People

he Voice of the People is the Voice of God: Unknown The 31st October “Public Awareness Rally” organised by the ACAUT was an outcome of the felt need to gauge public mood on the issue of unabated taxation and illegal collections levied by the Naga Political Groups (NPGs) and government agencies/departments respectively and carry forward the ACAUT movement to the next level. That it turned out to be one of the biggest rallies in recent memory is voice enough that the Naga people are tired of the present state of affairs and the verdict for change is crystal clear. Given the circumstances, the ACAUT had to take to task all the 3 entities responsible for the welfare and security of the Naga people, namely, the Naga Political Groups (NPGs), the Government of India (GOI) and the Government of Nagaland (GoN) and therefore, a 3 (three) point resolution was passed by the tens of thousands of concerned citizens at the rally which we believe is representative of the opinions of the citizens of the whole state. Resolution 1: THE NAGA PUBLIC RECOGNIZES “ONE GOVERNMENT ONE TAXATION” ONLY AND THE NAGA PUBLIC HAS DECIDED TO PAY ONLY ONE TAX TO ONE ENTITY. THIS ALSO MEANS THAT AS LONG AS FACTIONALISM EXISTS, THE NAGA PUBLIC SHALL NOT PAY TAX. This point is self-explanatory. The Naga people insist that as long as the NPGs are divided, no tax shall be paid. This also means that every individual who took this pledge on the 31st October rally is MORALLY BOUND NOT PAY TAX IN ANY FORM till “ONE GOVERNMENT” is a reality. In plain terms ONE

GOVERNMENT ONE TAX means that every household in every village (and towns) in Nagaland shall NOT pay HOUSEHOLD TAX unless ONE GOVERNMENT is a reality. It also means that every government servant from the senior most bureaucrats to the humble peon shall not pay SALARY TAX unless ONE GOVERNMENT comes to fruition. This slogan shall mean that no Naga businessmen or entrepreneurs or any non-local businessmen residing in Nagaland shall pay TAX to any factions unless ONE GOVERNMENT becomes tangible. The ACAUT appeals to every individual in Nagaland to do his or her duty and comply with this resolution at all cost. The phrase “ONE GOVERNMENT ONE TAX” has been the clarion call of the Naga people for a long time. The signatories of the Naga Concordant themselves have dedicated themselves to “One Naga National Government” which taken to its logical conclusion means ONE TAXATION only. Therefore, any organisation party to Naga Concordant feigning ignorance as to the real meaning of the term “ONE GOVERNMENT ONE TAX” is amusing. All said and done, the ACAUT is not concerned with how this One Government is to come about. It’s also not propagating that the such and such groups should come together and this and that group should be left out since this is not our lookout and beyond our scope but it is the bounden duty of the NPGs to come together and form this ONE GOVERNMENT. The ACAUT is simply saying in plain simple English that: a) Factionalism is the cause of unabated taxation and unabat-

ed taxation the cause of factionalism. b) Factionalism is the cause of turf war (over taxation) and bloodshed. Factionalism is the reason why the GOI is not interested in solving the Indo-Naga problem much less an honourable one. c) Factionalism has all but destroyed the Naga movement irrespective of the debate about the legitimacy and illegitimacy of this and that faction. Therefore, the ACAUT is simply saying that unless the factions unite the people will continue to suffer and since the people have been suffering for a long time, the time has come to say ENOUGH is ENOUGH. If ONE GOVERNMENT ONE TAXATION cannot become a reality, the NPGs should understand that their inaction is anti-people in nature and they shall be solely responsible for killing the Naga movement and the peace talks, not the ACAUT. Members of the ACAUT and Naga Council have been branded as traitors and anti-Nagas for undertaking the task of reforming this land but the Naga people shall know who the real traitors are and shall be branded as such in due time. Resolution 2: THE NAGA PUBLIC RE-AFFIRMS ITS SUPPORT FOR NAGA MOVEMENT AND STRONGLY URGES THE GOVERNMENT OF INDIA TO SETTLE THE INDO-NAGA IMBROGLIO AT THE EARLIEST. Probably no government in the world is unmindful of the plight of its citizens as the Indian state is. Is it surprising that the only nation in the world to have an institutional form of racism in the form of caste system has al-

lowed the Naga conflict to drag on for more than 60 years putting untold misery on ordinary folks? The people in this region yearn for peace but the noncommittal attitude of the GOI is blatantly racist. Isn’t Nagaland a part of India? Is this how its citizens are treated in the so-called world’s largest democracy? If the NPGs are responsible for the sorry state of affairs of our state the GOI is also equally guilty of abandoning its citizens. If the Indian government has taken advantage of the ACAUT movement, too bad but what did the NSCN (IM) expect? Is the GOI is really serious about solving the Indo-Naga imbroglio? Why is the GOI-NSCN (IM) peace talk dragging on for 16 long years? As touched upon, isn’t factionalism in the movement the only plausible reason which India has gleefully seized upon? Is it a co-incidence that India is probably asserting itself in every fore including undermining Article 371A? Perhaps, the day is also not too far off when the GOI is ready to throw Art. 371A into its constitutional dustbin and reduce Nagaland to an ordinary state minus its special status? Resolution 3: THE GOVERNMENT OF NAGALAND SHOULD CONSTITUTE A HIGH POWERED COMMITTEE WITHIN 15 DAYS TO STUDY THE WHOLE GAMUT OF UNABATED TAXATIONS AND ILLEGAL COLLECTIONS INVOLVING THE NPGS AND GOVERNMENT AGENCIES/DEPARTMENTS. THE COMMITTEE SHALL CONSIST OF ATLEAST 5 (FIVE) MEMBERS HEADED BY A RETIRED JUDGE OF THE SUPREME COURT OR HIGH COURT WITH

ATLEAST 2 MEMBERS FROM THE ACAUT. THE COMMITTEE SHOULD SUBMIT ITS REPORT WITHIN 2 MONTHS WITH ITS FINDINGS PUBLISHED IN ALL THE NEWSPAPERS. IN THE EVENT OF THE GOVERNMENT FAILING TO CONSTITUTE THE COMMITTEE WITHIN THE SAID PERIOD, THE ACAUT WILL INITIATE FURTHER ACTION IN CONSULTATION WITH PUBLIC. MRP tax (another ingenious tax) is levied by underground cadres ostensibly on goods without MRP labels. It is obvious that the MRP tag cannot be tagged on pipes, nails, nylon ropes, CGI sheets, Chinese toys, etc. However, this hasn’t stopped the cadres from accusing businessmen of unfair trade practices and levy tax. This is the form of harassment experienced on daily basis by the businesspeople and common man. Does the GoN still believe that cracking down on day-light robbers and extortionists will lead to break-down of peace talks? Does it still believe that enforcing the rule of law will undermine the Naga political issue? Is streamlining DMC and stopping the police and government departments from undertaking illegal collections related to ‘fragile’ Naga peace talks? At the end of the day, the state government is responsible for the security and lives of its citizens. No amount of justification can wish away the fact that the government has done nothing to address the issues raised by the ACAUT. Think you really know Mike Tyson? Tim Dahlberg aP Sports Writer

M

ike Tyson's life story is the gift that keeps giving. And giving.

And giving. At one time he was the baddest man on the planet, a heavyweight champion who terrorized anyone who got in his way, inside the ring or out. More recently he's unburdened himself as perhaps the most tortured soul on earth, with a one-man show on Broadway. It turns out that Tyson didn't tell us everything. Not to worry, because he's taken care of that in a hefty autobiography that might be the most soulbaring book of its genre ever written. The title is "Undisputed Truth," and the truth is that Mike Tyson is one messed up dude. He's desperate to put his demons to rest, but the book needed an extra epilogue written just before printing to talk about him falling off the sobriety wagon once again. And though things might be better these days in Tyson's world, he constantly warns that he's not far from slipping off the edge, or slipping back into a strip club to party with drugs and women. "Sometimes I just fantasize about blowing somebody's brains out so I can go to prison for the rest of my life," he writes. "Working on this book makes me think that my whole life has been a joke." If so, Tyson has yet to figure out the punch line. Though he has reinvented himself in recent years as a family man and vegan with

enough comedic talent to act in movies, he says he lives daily with the dark past of a junkie who loved to snort cocaine and drink and was constantly preoccupied with finding women to bed. The sex is detailed in almost clinical terms, and the many women in Tyson's life flow in and out of the pages like they did in his life. One big exception is Desiree Washington, the beauty pageant contestant who Tyson was convicted of raping in Indianapolis — a charge he heatedly denies — and spent three years in prison. "How do you rape someone when they come to your hotel room at two in the morning?" he asks. Even in prison he got his fill, he says, first with visitors and then with a prison drug counselor who suddenly became available after Tyson had $10,000 sent to her home to fix her roof. "I was having so much sex that I was too tired to even to go the gym and work out," Tyson wrote. "I'd just stay in my cell all day." The book, in Tyson's voice but written by Larry Sloman, offers a fascinating look into a life that up until now had already been well chronicled. It's raw, and so profane that Tyson needs to explain some of the terms he uses for women and blacks in a separate chapter at the end. But it is also quite funny in parts, like the time Tyson forgot about a suitcase that contained $1 million in cash, only to have one of his minions find it a week later. "I had had a rough night in the city and had forgotten where I left it," Tyson said. Or when Monica Turner finally tired of his ways and filed for divorce. "I guess

she had had enough of my fooling around because I sure did a lot of it," Tyson said. "Calling to tell her I had AIDS probably didn't help either." Tyson is brutal on himself throughout the book, despairing of his lack of self-control and feelings of inadequacy. But he's equally brutal about the people around him in a career that made him more than $300 million, yet left him so broke today that he says he will never be able to pay off his tax debts. He calls first wife Robin Givens a manipulative shrew who made him act like a trained puppy, says Evander Holyfield was a serial head-butter with ties to steroids, and claims the late referee Mitch Halpern was drunk in the ring during his first fight with Holyfield in 1996. And while he tells an epic tale of beating up British promoter Frank Warren in a London hotel room in 2000 for not paying his $800,000 jewelry bill, he saves special venom for the havoc Don King wreaked in his life. Tyson was an equal opportunity fighter when it came to beating up promoters, detailing several times he bloodied King, including once on a Miami highway when he tried to strangle him in the car from behind. said Pitt begged, "Dude, don't stroke me. Don't stroke me. We were just going over some lines." He talks about money as dispassionately as he does about sex, though it was difficult for him to hold on to any of it. When he fired everyone and got new accountants in 2000 they prepared a statement showing he started the year $3.3 million in the hole but made $65.7 million. "The problem was that I spent $62 million that year," Tyson said, including $2.1 million on cars. And the Maori tattoo he got on his face? It was supposed to be some little hearts instead, but the tattoo artist talked him out of it. By the time his career ended with a loss to journeyman Kevin McBride in 2005, Tyson was fat and more interested in partying than fighting. He would go on to bloat up to 380 pounds (173 kilograms) and continue to drink, smoke and snort his way through strip clubs and bars. "I just said to myself, Wow, this is over. Now I can go out and really have fun." The book was supposed to have a happy ending, with Tyson slim and happy in his new life with wife Kiki, who he credits for his attempt at sobriety. But Tyson had to write a new epilogue after acknowledging in August that he had gone out drinking again. He's back in Alcoholics Anonymous and he's trying to stay sober, he says. But life for Tyson has always been a constant struggle. "I desperately want to get well," he says. "I have a lot of pain and I just want to heal. And I'm going to do my best to do just that. One day at a time."

srael is the only suspect in the 2004 death of Yasser Arafat, the chief Palestinian investigator in the case alleged Friday, a day after Swiss scientists said the Palestinian leader was probably poisoned by radioactive polonium. The investigator, Tawfik Tirawi, said the probe would continue, but did not say what more the Palestinians could do to try to solve the mystery. He did not present evidence of Israeli involvement, arguing only that Israel had the means and motive to do so. Israel has repeatedly denied it was behind Arafat's death, and did so again Friday, in light of the new allegations. Arafat's widow, Suha, has called on the Palestinians to seek an international investigation or legal action, but Tirawi said such a decision is up to the Palestinian leadership. Arafat's successor, President Mahmoud Abbas, has so far not commented on the substance of the Swiss team's findings. Arafat's grave was opened earlier this year, enabling Swiss, Russian and French scientists to take samples of remains and burial soil for separate investigations. At Friday's news conference, Palestinian

investigators summarized the findings of the Russian experts, whom Abbas had asked for a separate probe. Dr. Abdullah Bashir, the medical expert on the Palestinian team, said the Russian scientists did not find sufficient evidence to determine that "polonium-210 caused the radiation that led to the death." He did not elaborate. However, both teams determined that Arafat did not die of disease or old age, "but rather, by poisonous material," Bashir said, adding that "this supports our theory." The Russians were also looking at the possibility of other poisons, Bashir said, adding that more study was required. Tirawi, meanwhile, was evasive when asked repeatedly whether he believed Arafat was killed by polonium. "It is not important that I say here that he was killed by polonium," he said. "But I say, with all the details available about Yasser Arafat's death, that he was killed, and that Israel killed him." At another point, Tirawi described Israel as the "first, fundamental and only suspect in the assassination of Yasser Arafat." Israel has denied any role in Arafat's death, saying it had politically isolated him at the time and had no reason to as-

sassinate him. "Let me state this as simply as I can: Israel did not kill Arafat," Israeli Foreign Ministry spokesman Yigal Palmor said Friday. "The Palestinians should stop this nonsense and stop raising these baseless accusations without any shadow of proof," Palmor added. Arafat died on Nov. 11, 2004 at a French military hospital, at the age of 75, a month after falling ill at his West Bank compound. At the time, French doctors said he died of a stroke and had a blood-clotting problem, but records were inconclusive about what caused that condition. After his death, Palestinians launched their own investigation, questioning dozens of people in Arafat's headquarters, including staff and bodyguards, but no suspects emerged. Security around Arafat was easily breached toward the end of his life, a time when he was holed up in his Israeli-besieged compound. Aides have described him as impulsive, unable to resist tasting gifts of chocolate or trying out medicines brought by visitors from abroad. Tirawi said Friday that the investigation encompassed hundreds of statements from Palestinians and non-Palestinians in the West Bank and around the world. The investigation was dormant until the satellite TV station Al-Jazeera persuaded Arafat's widow last year to hand over a bag with her husband's underwear, headscarves and other belongings. After finding traces of polonium in biological stains on the clothing, investigators dug up his grave in his Ramallah compound. The Swiss scientists said Thursday that they found elevated traces of polonium-210 and lead in Arafat's remains, and that the timeframe of Arafat's illness and death was consistent with poisoning from ingesting polonium. "Our results reasonably support the poisoning theory," said Francois Bochud, director of Switzerland's Institute of Radiation Physics. France is conducting its own investigation into Arafat's death at the request of his widow, but no results have been released. Polonium is rare and lethal even in minuscule amounts, and nine years on, it would be difficult to track down anyone who might have slipped it into Arafat's food or drink. Polonium first hit the headlines when it was used to kill KGB agent-turned-Kremlin critic Alexander Litvinenko in London in 2006. It can be a byproduct of the chemical processing of uranium, but usually is made artificially in a nuclear reactor or a particle accelerator. Israel has a nuclear research center and is widely believed to have a nuclear arsenal, but remains ambiguous about the subject.

orld Orphans’ Day, celebrated every second Monday of November, initiated by the Stars Foundation celebrates children displaced by poverty, war and AIDS through a variety of grassroots efforts led by students, churches and businesses that include prayer walks and vigils, prayer balloon lifts, candlelight vigils, concerts and more -- all designed to encourage the public to celebrate local proclamations in honor of World Orphans’ Day. “Mission Love” is not just any event organizer but the enabler. We aim to enable the Orphanages to bring forth their needs and hardships to the people and at the same time create awareness among the people that charity doesn’t stop at cash and kind but also involves devoting time to the children, interacting with them, sincerely upholding them in prayers and creating avenues where these children displaced by their circumstances are given a chance to live their dreams. And it is our sincere supplication that through this collaboration of the Team and the Orphanages, we can start the “charity revolution”. Mission Love is about breaking barriers, destroying boundaries, pushing for peace and spreading compassion. It is not about protecting the weak and oppressed from the strong and superior, but motivating and inspiring the weak and oppressed to breakthrough barriers, boundaries, bondages, and limits. Its task is to break through the fear of stigma to reaching into people’s capacity for love in this drought and famine of love and compassion.

young woman asked me to meet with her recently to help her learn how to deal with bitterness. She had suffered harm at the hands of a fellow believer in the form of hurtful accusations and outright hypocrisy. Though months had gone by she found that bitterness toward this person kept creeping back into her thinking. I could relate. Several years back I found myself in a similar situation when my integrity was called into question unjustly by a fellow believer. I had always thought that the enemies Jesus commanded me to love were people I labeled as such, either because they were unbelievers or because they drove me crazy. I believed an enemy was someone I chose. Most days I didn't have anyone on that list. Suddenly I found myself confronted with the truth that my enemy could choose me, out of the blue, as I went about my life - that despite my best efforts to live at peace with all men, someone could still choose to walk in enmity toward me. And that someone could even be a believer. This was a new kind of hurt for me, the kind that tempted me to drink deeply of bitterness. Here is what I wanted during that time: I wanted my adversary to be brought to justice. I wanted my side of the story to be heard and my hurt to be acknowledged. I wanted to be vindicated in front of those who had heard my integrity questioned – not tomorrow or next year – today. That’s not what happened. Because God is better to me than I deserve, no opportunity came for any of those wants to be met. And in that season of wormwood and gall He taught me truths I would otherwise never have sought. Here are

Bring the best out of your band The final thing I would add is that you don’t have to be a star musician on an instrument yourself to bring the best out of your band. I usually have an idea in mind of the dynamics of the song, so even if I can’t execute it on an instrument myself, I know that others can, so I give them some clear guidelines of what I have in mind. I’ll give them clues such as, “I’d like this to be majestic,” or “Let’s have a strong introduction then drop down a little in verse one, building to the chorus,” or I might invite them to add some interest in verse 2. You are the worship leader, but that doesn’t mean that you have to have all the musical ideas. I always encourage the band I’m playing with that (while you’re the one making the decisions), as lead worshippers, you’re all leading the people in worship together, it’s a team effort and their musical gifts are making a huge contribution to that. y parents were a dashing, young military couple, and life was good. Father tells stories and smiles wistfully when he speaks of it now, a half-century later. My memories unfortunately began when it was horribly wrong. I was born in 1959. I was the second of five children. We soon discovered Mother was a problem. When Father learned he was to do a tour of duty in Vietnam in 1965, he took the precaution of moving us to Louisiana to be near his family so they could help. While Father was in Vietnam, we were fighting another war at home. Mother’s abuse and neglect surfaced. She drank more and often left us alone at night. When she was there, she would be entertaining one of our many “uncles,” as she called them. At the ages of 5 and 6, I found myself trying to be mother to the rest of my brothers and sisters. I was the oldest female and was given the responsibility of taking care of the younger ones, as well as overseeing my older brother, who Mother never thought could take care of himself. We were living in Louisiana the first time Mother left us alone for days. I can still smell the urine-soaked bedding and laundry permeating those overcast days. The baby, Kelly, was still in diapers, and Brian and Sissy both had trouble with wetting the bed. I remember being desperate enough to use the bathtub as a washtub to attempt to provide clean sheets and clothing for us. Somehow I felt if we were clean, we would be safe. I could never quite get us clean, and we were never quite safe either. Though I was given the responsibility of caring for all the children when Mother was gone, I had very little control over what my older brother did. Consequently, Brian crawled out of his bedroom window when I wasn’t looking and found himself in a near-fatal accident. I can still hear the screeching tires outside. I threw open the front door to see Brian laying in the street covered in blood. I was unable to make a sound; the shock of what had just happened overtook me. A truck had hit Brian! Terror gripped me. I quickly herded Sissy, Robbie and Kelly into a bedroom closet. After the screaming sirens stopped, I remember a knock on our front door and a man’s voice calling for us: “Open the door!” Kelly was afraid of the dark and would not stay quiet. I finally opened the closet door to find a house full of police officers wandering through, trying to find our parents. One police officer said he was going to take care of Brian and that he would be OK. I overheard them ask each other how anyone could live in such filth with no food in the house. They kept asking where our parents were. I told them that Mother had gone to get milk and bread at the grocery store. The officers wanted to know how long she had been gone, and I just told them not very long. If Mother had only been gone a day or two, that would have been the truth to me. They told us we should just stay put until they returned. I heard one of the officers say he was going to get an order to remove us from our home. After the ambulance had taken Brian to the hospital and the police had left, I took Sissy, Robbie and Kelly, and we set out walking down the road away from the house. I remember wondering where to go and knowing that I was not going to let them take us away. We walked several miles and eventually came to Great-Uncle Ernest’s house. He greeted us at the screen door, cursing our mother. He sat smoking angrily at the kitchen table and told us we were welcome to stay the night or however long it took to find our mother. Mother was later found at a local bar and returned to us at Uncle Ernest’s house drunk and inconvenienced by the near death of her son. We who have drunk from the cup of Life must seek no comfort in that caustic drink. Like Christ, we must refuse it. The bitter thirst of injustice is only quenched with the Living Water of the gospel. In our seasons of wormwood and gall may we drink deeply and often from its streams, exchanging bitterness for the hope and portion of steadfast love, of mercies that never come to an end – for us and for our offenders. Remember my affliction and my wanderings, the wormwood and the gall! My soul continually remembers it and is bowed down within me. NEW DELhI, NOvEmbER 9 (IANS): The Supreme Court Saturday stayed a Gauhati High Court order holding the Central Bureau of Investigation (CBI) unconstitutional after quashing the April 1, 1963 home ministry resolution setting up the agency under the Delhi Special Police Establishment Act, 1946. An apex court bench of Chief Justice P. Sathasivam and Justice Ranjana Prakash Desai while staying the high court order after a 19-minute-long hearing at the former’s residence Saturday evening said: “We have to stay the order. You have read today’s (Saturday’s) newspapers. Two people accused in sensational cases are seeking stay of their trial. What will happen?” The court observation came as counsel L.S. Chaudhary appearing for Narendra Kumar sought the dismissal of the petition as it was being filed by the Department of Personnel and Training (DoPT) which was not a party to the proceedings before the high court. The court said: “We can’t dismiss it... CBI too is filing a petition challenging the high court order.

We are not rejecting your objections. You file your objections. Your objections will be considered at an appropriate time.” “We want to know whether you read today’s newspapers. Within a day, two of the accused in sensational cases they prayed for stay of the trial,” the court told Chaudhary. The order came after Attorney General G.E. Vahanvati faulted the high court verdict, saying the court “asked wrong questions, preceded on wrong premises and gave wrong answers”. The report attributed the optimism to the opposition BJP-led alliance gaining ground in opinion polls in the past few months, suggesting a higher probability of a BJP-led alliance forming the next government. The 18-page report

described the BJP’s prime ministerial candidate as more business-friendly. Commerce and industry minister Anand Sharma had said the report was “most inappropriate and objectionable.” Goldman Sachs stood by the report, saying it was based on investor sentiment and does not reflect political bias. Talking about the poor, Ahluwalia said there is no serious possibility of reducing poverty if the country doesn’t get back to 8 per cent growth.

‘India stepping up surveillance on social websites’

LUCKNOW, NOvEmbER 9 (TNN): In clear signs of the Indian government increasing its online surveillance, not all of it necessarily tenable, Apple’s first transparency report, released globally on November 5, suggests India made 27 “law enforcement device requests” regarding 65 Apple devices between January 1 and June 30, 2013. In contrast, the global transparency report released by Facebook shows that the Indian government sent over 3,200 requests for “some” information related to 41,44 user accounts. Microsoft and Skype, during the same period, received accountspecific details for 413 Microsoft accounts and 102 Skype accounts by the Indian government. While Apple supplied data in 41% cases, Facebook says it complied with the requests in nearly 50% cases and supplied user

data to the Indian government. Microsoft and Skype, in the transparency reports, have said 80.6% and 79.1% data was released, respectively. In its report, Apple explains device-based requests include specific requests by a government agency or court, including those seeking customer contact information or the date on which Apple services were first used on a device, in cases where thefts are reported. In case of India, one of the 41 countries that sought such information, Apple received 65 requests for specific devices including iPhone, iPad, iPod and Mac. The report also clarifies Apple supplied “some” data in 11 cases, amounting to 41% compliance to the total requests received. This information, the report suggests, includes purchase information or relevant device information such as device registration, sub-

scriber, service, and repair in response to a “valid legal process”. India does not, however, feature in Apple’s list of 31 countries that sought more specific account details of users, personal data and their use of online services, including customer identifying information like email, stored photographs, or other user content stored online. Though Apple has only released sketchy details of the number of account-related details sought by various governments, the United States tops the surveillance lists in both categories; the US government made 3,542 requests for a total of 8,605 devices in the law enforcement requests category. Though exact numbers have not been released, the US government also sought account specific information regarding 2,000-3,000 users. Apple does not specify the exact percentage

of accounts it gave out data for in the US. Even in India, the extent of online monitoring is only expected to go up. Already, the Indian government is getting ready to set up a Centralized Monitoring System across telecom operators and ISPs, which will not only allow it to monitor internet traffic, not just without approval from courts but also without the knowledge of telecom operators. It will, however, have to seek information from companies like Twitter, Facebook and Google, where user information is encrypted. Already, India ranks second in the world - after United States - for seeking account specific details from Facebook between January 1 and June 30, 2013. In contrast, US generated between 11,000 and 12,000 such requests. While Facebook supplied information

for 50% of the total accounts in India, Facebook released 79% data for US-based user accounts. Twitter, in the meantime, has also released its transparency report saying the Indian government requested for the removal of one tweet through a court order and another removal request though a government or police order. Between January 1 and June 30, 2013, Twitter was asked to withhold three tweets. Though no accounts were barred during this period, Twitter says it received 60 removal requests between January and June 2013 for 104 user accounts and it complied with 38% of these requests. The company also received fewer than 10 requests for disclosure of user information from the Indian government but did not, its transparency report says, comply with any such requests.

As the apex court asked the attorney general to point to the portion of judgment they are objecting to, Vahanvati said: “It is very clear that there is a power under Section 2 of the DSPE Act for setting up the CBI.” “The only two reasons are given (by the high court) that you have not mentioned the DSPE Act. Non-mention or even wrong mentioning of a provision does not invalidate it (CBI) as long as there is a legislation,” he said. At this, Chief Justice Sathasivam said: “The resolution (April 1, 1963) very unfortunately did not notice it (Section 2 of DSPE Act, 1946). But it is there in the Act. We take it that there is a mention in section 2.” Assailing the high court of “complete misunderstanding” of the creation of CBI under the DSPE Act, 1946, Vahanvati told the apex court that the high court verdict was being taken advantage of by people being investigated by the agency or being tried by special CBI courts. Vahanvati said: “We want the order to be stayed for the reasons that there

are thousands of pending cases. About 9,000 cases are being probed. Six thousand people are working for the CBI”, and people (being tried/accused) were taking advantage of it. Chief Justice Sathasivam said: “We read in the newspapers that many people are seeking stay of their trials on the basis of the (high court) judgment.” The ministry of personnel and training, the CBI’s administrative ministry, moved the court challenging the high court order and seeking stay of its operation. The government Saturday morning filed a petition challenging the high court order and seeking an ex-parte stay. The government sought an urgent hearing of the matter. While staying the high court order, the apex court issued notice to Narendra Kumar on whose petition the high court pronounced its verdict. The notice has also gone to the home ministry and the CBI. Directing the next listing of the matter Dec 6, the court gave the respondent Narendra Kumar two weeks time to respond to the DoPT petition and gave the government another two weeks to file its rejoinder.

NEW DELhI, NOvEmbER 9 (PTI): External affairs minister Salman Khurshid will head the Indian delegation at the CHOGM to be held in Sri Lanka next week with Prime Minister Manmohan Singh deciding against undertaking the visit in view of the opposition by parties in Tamil Nadu as well as a section in Congress. The decision on level of Indian representation and Singh skipping the meet will be communicated to the Lankan government by Sunday, sources said. “The Prime Minister is likely to write to Sri Lankan President Mahinda Rajapaksa by Sunday regarding his decision,” government sources said. However, there was no official announcement over Singh’s decision to skip the Commonwealth Heads of Government Summit on November 15-16. Political parties in Tamil Nadu and several other outfits have opposed India’s participation at any level in the CHOGM alleging that the Sri Lankan government had committed gross violation of human rights and had no plans to devolve powers to the ethnic Tamils. However, Khurshid has been favouring Singh’s presence in the CHOGM scheduled on November 15, maintaining that it was vital as it will reflect India’s interests. According to MEA, it is also paramount

to the nation’s strategic and security interests. Asked if there was a possibility of Vice-President Hamid Ansari representing India at the CHOGM if Singh decides not to go, MEA spokesperson did not give a direct reply. He, however, said in 10 summit level meetings since 1993, the Prime Minister represented India five times while on four occasions, ministers had headed the Indian delegation. There was one instance of the Vice President representing India. “So what you can summarize from this is that what we have followed in terms of participation in the CHOGM is an approach of something akin to horses for courses. “We focused on what is required for our national interest, our foreign policy priorities and our international obligations. NEW YORK, NOvEmbER 9 (PTI): Microsoft chairman Bill Gates has described India’s accomplishment in eradicating polio as the “most impressive global health success” he has ever seen. In an essay titled ‘What I Learned in the Fight Against Polio’, the billionaire philanthropist lauds the extensive work undertaken in India by the “army” of more than two million vaccinators, who covered the length and breadth of the country in the effort to ensure every child is vaccinated against the disease. “Indeed, India’s accomplishment in eradicating polio is the most impressive global health success I’ve ever seen,” Gates said in the essay adapted from his contribution to ‘Re-imagining India: Unlocking the Potential of Asia’s Next Superpower’ edited by McKinsey and published online in the Wall Street Journal. “India’s success offers a script for winning some of the world’s most

difficult battles in every area of human welfare,” he added. Gates attributed India’s success in eradicating polio to the “crucial extra step” of enlisting support of the full sweep of Indian society, including health workers, ordinary citizens and some of the poorest people in the most impoverished regions of the country. “I didn’t know nearly as much about India as I do now. I saw India’s obvious talent and energy, but I missed its hidden strength, the rich, the powerful and the poor working together toward a common goal,” he added. India has been polio-free for more than two years now but Gates said the accomplishments of India’s vaccinators does not end with the eradication of polio alone. “Now that they have found India’s children, they can bring them and their families other vaccines, clean water, education, advice on maternal and child health, and support for agriculture, all the things that

people need to live healthy and productive lives,” he said. Sending a caution note, Gates said the fight to end polio is not over, “not even in India. “New polio cases emerging in the Horn of Africa and Syria underscore the importance of maintaining funding and commitment to eradicate the disease globally within six

The country suffers from poor sanitation, he said in the essay. “But India surprised them all. The country has now been polio-free for more than two years. The key has been the participation of the humblest, most vulnerable members of the Indian population,” he said. Gates said for any campaign of this magnitude to be successful there has to be a “clear goal, a comprehensive plan and precise measurements of progress. “The heart of the plan was a simple and inspiring mission, to

They walked miles every day and worked late into the night.” “They found children in the poorest areas of Uttar Pradesh and in the remote Kosi river area of Bihar, an area with no electricity that is often flooded and unreachable by roads. They found the sons and daughters of migrant workers in bus stations and train stations, accompanying their families on their way to find work,” Gates said.

Typhoon Haiyan continues to pound Philippines 'Massive destruction' as typhoon kills at least 1,200: Red Cross TACLOBAN, PhiLiPPiNes, NOvemBer 9 (reuTers): One of the strongest typhoons ever to make landfall devastated the central Philippines, killing more than 1,000 people in one city alone and 200 in another province, the Red Cross estimated on Saturday, as reports of high casualties began to emerge. A day after Typhoon Haiyan churned through the Philippine archipelago in a straight line from east to west, rescue teams struggled to reach farflung regions, hampered by washed out roads, many choked with debris and fallen trees. The death toll is expected to rise sharply from the fast-moving storm, whose circumference eclipsed the whole country and which late on Saturday was heading for Vietnam. Among the hardest hit was coastal Tacloban in central Leyte province, where preliminary estimates suggest more than 1,000 people were killed, said Gwendolyn Pang, secretary general of the Philippine Red Cross,

That was in the second round of the Western Conference playoffs last season, which San Antonio won in six games. Tony Parker provided a late surge for the second consecutive game by scoring 18 points, including the last seven for the Spurs as they held off the Warriors 76-74. "Again, Tony made some huge buckets to keep the lead when we were dry," Spurs guard Manu Ginobili said. Coach Terry Stotts liked the improvement he saw in the Blazers' 104-91 victory over the Sacramento Kings on Friday night at the Moda Center. "The things we emphasized the last couple of days -- transition defense, defensive rebounding, points in the paint -- we did a good job with for most of the game," Stotts said. The Blazers allowed opponents to shoot 47.6 percent from the field, fourth-worst in the NBA through their first four games. But the Kings shot only 41.9 percent Friday night and had only five fastbreak points. At the other end, guard Damian Lillard and forward LaMarcus Aldridge combined for 42 points for the Trail Blazers (3-2), who led almost from start to finish. 'I could play three more Ashes series'

sYDneY, noveMber 9 (reuters): Australian captain Michael Clarke has dismissed the idea of being driven into retirement by a degenerative back problem and believes he could play three more Ashes series over the next five years. Clarke will start his sixth Ashes series on November 21, but with the back problem certain to return at some point and his captaincy the subject of a media debate, there has been speculation he might soon call time on his test career. "I won't be retiring, not for a long time," the 32-year-old told Sydney's Daily Telegraph. "I feel as fit and healthy as I've been for a long time and my love and drive to have success and be a part of this Australian team and New South Wales team is as strong as ever. "As long as I'm performing, I think I've got a good four or five years left in me." There has been little wrong with his performances with the bat in the two years since Clarke took up the captaincy. An Opinion haCh PATTON It’s magical, powerful and awesome. Nagas and their love for music are but a tapestry. It is inherent to both the old and the young. It is inexplicably intense. I still remember one fine morning the guitar maestro, Ren Merry telling his music students at Patkai Christian College about the Nagas love for music and its prospects. In his words. “I find that Nagas are incredibly talented in whatever they do. But as of now I can assure you that, if we are to complete with the rest of the world. Its’ through our music”. That was circa 1994. Almost 20 years down the line he has not been proven wrong. Naga musician have taken their passion for music all across the world and have made great impressions. Some mention can be made about the indomitable spirit of the Abiogenesis, Divine Connection, Alobo Naga, Neise Meruno, Nagaland Chamber Choir and the new teenage sensation the Polar Lights. Talk about Goa and Jamaica and you think of music and good times. So, Naga ‘musicos’. You have taken Nagaland to the world. Now, it is about time you bring the world to Nagaland and let them feel our love and passion for good music. Nagaland here we come. Tis the land of music and festivities.

'Sachin quitting will leave huge void in world cricket'

KARACHI, NOVEMBER 9 (PTI): Former Pakistan players Mohammad Yousuf and Saqlain Mushtaq on Saturday paid tributes to Sachin Tendulkar, saying that world cricket will be left with a big void after his retirement. "There is going to be a big void because I don't think we will ever see a champion batsman like him again in cricket," Saqlain said of Tendulkar who will retire from Test cricket after playing in his landmark 200th match later this month. "There is only one Tendulkar, I don't see anyone surpassing his feats. I can say for me taking his wicket in the Chennai Test in 1999 remains my most prized wicket even today," 36-year-old Saqlain, who took 208 wickets from 49 Tests and another 288 in 169 ODIs, told 'Geo Super' channel. ABU DHABI, NOVEMBER 9 (AP): Nigeria beat Mexico 3-0 in the Under-17 World Cup final on Friday to win the tournament for a record fourth time. Nigeria went ahead in the ninth minute through Erick Aguirre's own goal before Kelechi Iheanacho doubled the lead in the 56th. Nigeria captain Musa Muhammed scored from a free kick in the 81st minute to complete the victory as the country surpassed Brazil's three titles at the U17 level. In what was a rematch of Nigeria's 6-1 win in the opening Group F match, Mexico had the better

chances early. Alejandro Diaz's close-range effort was just wide of the target and minutes later Nigeria goalkeeper Dele Alampasu tipped Ivan Ochoa's header over the bar. However, Nigeria then went on a counterattack and Musa Yahaha's shot deflected off Aguirre and past Mexico goalkeeper Raul Gudino. The remainder of the opening half was played at a frenetic pace and saw both sides squander opportunities. Alampasu made another good save in the 30th minute from Ulises Jaimes' header after a lovely ball from Mexico captain Ulises Rivas.

Khanglai FC, Manipur today ousted defending champion Aizwal FC, Mizoram to move into the finals of the prestigious 22nd Royal Gold Cup 2013 here at the Kohima Local Ground. In the exciting 2nd semi final match, Khanglai FC, Manipur blanked Aizwal FC, Mizoram 2-0 and confirmed the finals berth. The match witnessed scoreless draw till the first half. Thangjoylen’s scintillating kick fetched a goal for Khanglai FC in the 73rd minute. Nine minutes later, Thangjahao netted another goal for Khanglai FC. Referee Hiren Barman cautioned and showed yellow cards to Paomin Sei, Janggoulen and Thangjoylen of Khanglai FC for unsporting behavior.
