REWARD PROGRAMS

Reward Programs Two new reward programs were approved by the FWC Commission in April 2016 and the competition officially started on May 14. These programs are designed to increase public awareness about the lionfish invasion, increase diver participation in removal efforts, and help reduce the number of lionfish in our waters. “Innovative programs like these are a great way to generate public involvement and interest in controlling the lionfish population,” said FWC Chairman Brian Yablonski.

Statewide Program The statewide “Lionfish Challenge” program started on May 14 and runs through Sept. 30, 2016. To qualify, participants must remove 50 or more lionfish. Under the program, participants can document their catch by submitting photographs electronically to FWC or by dropping off labeled bags of lionfish tails at one of the identified drop off locations. A list of drop off locations can be found at M FWC.com/Lionfish. Persons who reach 50 lionfish will receive a commemorative lionfish coin to mark their membership and a Lionfish Challenge t-shirt; be featured in the lionfish hall of fame on the MyFWC.com website; and be entered in drawings to win prizes including fishing licenses, diving equipment, fuel cards and tank fill cards. Those who qualify prior to the 2016 lobster mini­season (July 27-28, 2016) will also be eligible to take one additional lobster per day during the two-day season. For each additional 50 lionfish that are harvested, participants will receive one additional entry into the raffle.

The person who “checks in” the most lionfish between May 14 and Sept. 30 will be crowned Florida’s lionfish King or Queen and will receive a lifetime saltwater fishing license and have his or her photograph on the cover of the January 2017 Florida Saltwater Regulations magazine. The King or Queen will also be recognized at the November 2016 Commission Meeting.

Pilot Program A second program referred to as the “Panhandle Pilot Program” will focus on removal efforts in the Florida panhandle region from Escambia County to Franklin County. For every 100 lionfish harvested from waters off these seven counties between May 14, 2016, and May 20, 2017, the harvester will receive a tag that allows the harvest of an additional red grouper or cobia from state waters. All other recreational fishing regulations apply. FWC will issue a maximum of 100 red grouper tags and maximum of 30 cobia tags to successful participants in the pilot program on a first come first served basis. In addition, the first 10 participants or groups to harvest 500 or more lionfish during the program will be given the opportunity to name one of Florida’s artificial reefs. Unlike the statewide program, photo documentation will not be allowed for fish entered under the Pilot program. Tails of fish to be entered under the pilot program must be brought one of the identified locations in a panhandle county. Whether you are a casual recreational diver or hard core tournament competitor, these programs are a great opportunity to get involved in Florida’s lionfish removal efforts. ounded in 1965, the KWFT promotes sport fishing, conservation and tourism in the Lower Florida Keys. Each year, more than 2,000 anglers receive “Outstanding Angling Achievement” citations to commemorate their catch or a “Sportsmanship Award” citation for released catches. Anglers may target 44 different species from bonefish to blue marlin in nine different line classes ranging from, 8 lb. test line to over 50 lb. test line as well as fly, spin and plug tackle. In an effort to promote conservation and the release of fish, he KWFT has established minimum weights in each line class to discourage the killing of smaller fish. There are also minimum lengths for some species for release citations. Along those lines, beginning in April, 1997, the tournament no longer recognized sailfish, marlin, spearfish or tarpon killed for entry in the KWFT .

o enter a catch or a release in the KWFT , the catch must be weighed at one of the participating weigh stations. The catch must be certified by the official weigh master at that facility, and an entry form must be completed. The form must then be mailed to the KWFT or deposited in one of the citation entry drop boxes found at Garrison Bight City Marina, Esky’s Rod Shop, Sunset Marina and Sugarloaf Marina, just put the entry in the drop box. While competing in one of the many two- or three- day fishing tournaments in the lower keys area, anglers may also enter their catches in the KWFT . Many such catches have placed as division leaders. Kids can get in on the action, too. The KWFT tournament has a Junior Division, under 15-years old and a Pee Wee Division, for anglers under 10.

Reef Relief The Florida Barrier Reef is a diverse ecosystem and an essential habitat for marine life. Unfortunately, this unique and fragile ecosystem is critically endangered. Reef Relief strives to build a bridge between the public and our marine environment through education and memorable hands-on experiences to improve the overall health of coral reefs locally and globally. For 30 years, Reef Relief has been dedicated to the conservation of coral reefs. Our various programs work to increase public knowledge about the importance and value of coral reef ecosystems. Reef Relief created and manages the Key West Marine Park, which is a protected, no-take zone. It was formed to preserve the hard bottom, soft coral community, promote growth of juvenile marine life, and provide a safe swim and snorkel area for people to explore the marine environment. This marine park is a focal point of Reef Relief ’s marine education and scientific programs. Reef Relief ’s Environmental Education Center is located in the heart of downtown key west and it provides a wonderful opportunity for tourists and locals to visit and learn about the Florida Barrier Reef. The center teaches visitors about marine ecosystems, threats, and ways to protect the reef. Our center targets over 3 million tourists in Key West a year. We would not have the

opportunity to reach so many people if not for the ideal location within the historic seaport. Our current location encourages tourists stop in the learn about our coral reefs that they are about to explore before their snorkel trip or eco-tour with the local charter boat companies. Reef Relief provides additional outreach by distributing education brochures that focus on safe practices for boaters, snorkelers, divers, and fishermen. We offer these brochures to Chambers of Commerce, resorts and hotels, marinas, dive shops, boat charters, marine supply stores, schools, and visitor centers throughout the Florida Keys. Reef Relief has a strong social media presence and frequently posts about marine issues and volunteer opportunities to our extensive online community. Each month, we reach approximately 24,000 people on Facebook, 7,500 people on Twitter, 5,800 people with our e-newsletter, and 42,500 people on our website. Reef Relief coordinates volunteer programs that cultivate an attitude of environmental stewardship within the Key West community. The Marine Debris Removal Program has removed over 47,517.2 lbs of marine debris since 2010. Reef Relief ’s Stormwater Education Program promotes stormwater awareness to the public to help improve near shore water quality.

Reel in a Prize Catch Year-Round in the Florida Keys

FLORIDA KEYS — Want to hunt the skittish gray ghost of the flats, the bonefish? Feel like testing your mettle against a reel-emptying blue marlin? Come to the Florida Keys, where year-round fishing means a noteworthy or at least edible catch is possible virtually any time. The tropical weather, nearby Gulf Stream and 125-mile-long arc of islands that comprises the Florida Keys create a fishing environment unique in the world. Off the Keys’ “outer” curve lies the Atlantic Ocean. Warm and shallow near shore, the sea reaches depths of more than 600 feet just 11 miles offshore of the Upper Keys. Travel another 12 to 15 miles offshore and the depths begin to approach 2,000 feet. Deep-sea fishing, best accomplished with one of the Keys’ experienced charter captains, targets some of the greatest sport fish in the world: blue and white marlin, sailfish and swordfish. In addition, drag-tested thrills are delivered by rocket-like wahoo and kingfish.

Exceptional table fare comes from the Keys’ most popular summer visitor, the dolphin, also called mahi-mahi. This edible dolphin is not to be confused with the mammal that also is seen in the waters of the Keys. The latest craze in Keys offshore sportfishing is daytime angling for swordfish

Florida Bay, edged by the “inner” curve of the Keys and the Florida mainland, is referred to by locals as the backcountry. It is home to five of the most sought-after game fish in angling circles: bonefish, tarpon, permit, redfish and snook. For visitors, hiring a backcountry guide makes for a successful and educational day. The shallow, unmarked waters of Florida Bay can be confusing and potentially treacherous for the inexperienced. A saltwater fishing license is required to fish in the Keys, even from area bridges or from shore. These can be purchased at many bait and tackle shops, online at myfwc. com or by calling toll-free 1-888-FISH-FLORIDA (888347-4356). Anglers fishing on a charterboat or backcountry boat do not need a license, as they are covered by the captain’s documentation. Visitors also must abide by Florida state fishing

Florida’s coastal waters are home to thousands of marine species, and the majority of these species have no specific regulations with regard to bag limits, size limits, gear restrictions or closed seasons. These species are often referred to as “unregulated species,” although the name can be a bit misleading. State law provides that for any. marine species that does not have specific regulations, harvesting more than 100 pounds or two fish (whichever is. the greater amount) constitutes a commercial quantity and requires a commercial license. This means the recreational harvest limit for any unregulated species is 100 pounds or two organisms if the combined weight of the two organisms exceeds 100 pounds.
