gains, as well as the retention of all appreciation within the endowment funds. The Home will only appropriate a pmtion of the endowment funds accumulated appreciation that is classified as temporarily restricted in the event of a catastrophic need. In establishing its policy, the Home considered the long-term expected return on its endowments, as well as the expected income needs to continue operations. Accordingly, over the long tenn, the Home expects the current spending policy to allow its endowment to grow at an average of five percent annually. This is consistent with the Home's objective to produce income, 2015 GRAND LODGE OF MISSOURI 55 while allowing for growth within the endowments through new gifts and investment return.

8. OUTREACH SERVICES Outreach Services consists of nine district programs: four financial programs, four non-financial programs, and one13program with both a :financial and nonfinancial component. The :financial programs include Long­ Term Financial Assistance, Short-Term Financial Assistance, Children’s Outreach, CreatingA-Patinership, and Paiinering to Honor (a piece of the Armed Forces Program). These programs provide :financial assistance to three types of recipients: adults, children, and both children and veterans tlu¡ough project-specific funding.Assistance is provided to adults on a long -term or sh01i-term basis in three ways: assistance with living expenses to provide the individuals the ability to remain in their own home environment, assistance with medical and other expenses, and assistance with expenses while staying in a facility. Assistance is provided to children in three ways: financial assistance to children of eligible individuals with medical and other expenses; a patinership with Missouri Masonic Lodges and Eastern Star Chapters who identify children inneed of school supplies, clothing and other items, and; through that same paiinership, with projects that are identified to help multiple children. Assistance is provided to veterans through a paiinership with Missouri Masonic Lodges and Eastern Star Chapters who identify Honor Flight and care package programs in their community in need of funding. All :financial assistance is reviewed on a case-by-case basis and is subject to the approval of the Board of Directors. The non-financial programs include Social Services, Financial Counseling, Masonic Family Cares, the Widows Program, and the Veterans Program (a piece of the Armed Forces Program). These programs are designed to assist Masons, their wives, widows or ladies of the Eastern Star by locating services, educating individuals on basic personal finance skills, helping to keep individuals (oftentimes wives and widows of Master Masons) connected to their Lodge or Chapter (or that of their spouse), honoring Masonic widows and veterans, and by infonning individuals of the financial and non-financial services of the Home, should they find themselves in need.
