suggested that we investigate what we was needed and its cost. Our then-Grand Secretary set up a meeting with a computer expert who made a proposal for a computer that would cost almost $30,000. I told the Grand Secretary not to buy anything yet. After the meeting the Deputy Grand Master, Junior Grand Deacon and I further investigated the proposal with other vendors and discovered that the proposed system was more than we needed and the cost was at least twice as much as necessary. I told the then-Grand Secretary not to buy anything yet. Several weeks later, I later learned that it had already been purchased before the proposal had been made, and in fact, he had signed the contract for the proposed $30,000 system days before my installation as Grand Master and weeks after it was presented to me as only a proposal. I told him to return it, instead, he just put delivery on hold. Despite our best efforts we were unable to get out of the contract. We were able to keep and use some of the software and eventually were able to sell the hardware, but at a significant loss. As part of this process we also discovered numerous problems with our computers, telephone and internet systems. I refer you to the Ways and Means and Technology Committee reports for more detailed information. 8. New Database: The Grand Lodge database has continually had problems. As a replacement, I looked at the two main database programs on the market. One was very expensive and the other did not do all of what we needed. At the Grand Masters Conference I discovered a third database program by Grandview. It met our needs and at a reasonable cost. I am pleased to report that the database is installed along with a new server and new computers for the staff. 9. Grand Lodge Office: Attached to this Address is a copy of the letter I sent last spring to all lodge secretaries, District Deputy Grand Masters, District Deputy Grand Lecturers, and Past Grand Masters announcing the resignation of the Grand Secretary, the selection of Right Worshipful Brother Keith Neese as Interim Grand Secretary, and the selection process for his replacement. Also is attached to this Address is a copy of the letter that was read at all the Grand Secretary Area meetings and that I sent in late May to all lodge secretaries, District Deputy Grand Masters and Past Grand Masters in which I addressed, to the extent I felt appropriate, certain questions respecting these matters. I believe these letters speak for themselves and I will not comment further except for this. There unfortunately had been operational problems growing in the Grand Lodge office for several years. The then-Grand Secretary was made aware of those problems prior to my term as Grand Master and was given more than ample opportunity to take corrective action both then and during my term. He was either unable or chose not to do so. The problems became increasingly worse. I am painfully aware that the transition to a new Grand Secretary has been difficult, but as Grand Master the overall welfare of the Craft not only is my first concern, but it is my primary duty. The changes made, my Brethren, were necessary. I thank you for your patience and fraternal support of Right Worshipful Brother Dale Bryan in his efforts to serve you as our new Grand Secretary. 10. Grand Lecturer: Within days after the Grand Lodge Office Manager was let go, Right Worshipful Brother Robert Floyd sent a letter via email on April 13, 2015 to me and others resigning as Grand Lecturer.
