Introduction In rapidly changing world at the speed of an electronic pulse, Information Communication Technology is a sign of our time. Over the past few decades the huge impact of the ICT sector on the global economy has generated an enormous demand for specialists and professionals that have the skills and experience to enhance local economies and develop businesses and institutions to a competitive standard. ICT has overlapped and crossed over into all facets of modern life. This interactivity has influenced the ICT industry leaders to develop and design solutions and programs to operate and control all aspects of life. Kuwait is among the few nations that has provided unequaled resources for the enhancement of its population and economy. Kuwait ranks at the top of the list of countries in the Middle East that have taken serious steps towards enabling its government institutions with the latest ICT and has encouraged the growth of the ICT sector in all dimensions. Mandated by the Government, the Kuwaiti Public Institution For Social Security PIFSS has developed a strategy to meet the growing demand for ICT professionals. In cooperation with IBM, PIFSS is implementing an extensive training program to develop and enhance the Kuwaiti workforce to meet the future challenges and opportunities. In 2009 the Kuwaiti Workforce Development Program launched with the vision of achieving several goals: 1. Localization: Currently a large proportion of IT workers in Kuwait are expatriates. Localization will help increase the number of domestic professionals in the medium and long terms. 2. Development of the Kuwaiti ICT industry: There is an increase in the number of ICT companies operating in Kuwait, which in turn is increasing the demand for top-notch ICT professionals 3. Creating new job opportunities in the private sector: This will provide Kuwaiti fresh graduates with more career choices and opportunities outside the governmental sector. In the light of this vision, PIFSS decided to conduct a survey to forecast Kuwaiti ICT market needs for the coming three years in order to adapt and line the Workforce Development Solutions Program with the market requirements,
