TB in the Philippines

• 9th country on the list of 22 high burdened countries • TB is the sixth greatest cause of morbidity and mortality in the country • 14 million people living with TB, which kills 75 Filipinos each day, according to the Department of Health


Introduction Department of Health (DOH) • In charge of making the standards and guidelines for TB control. • Implements the Directly Observed Treatment, Short-course (DOTS) strategy using the local government units such as health centers and government hospitals. • Plan to reduce the prevalence of the disease by at least half come 2010. One activity mentioned under there 5-year plan was to Strengthen Publicto-Public collaborations between public hospitals and health centers to increase access to, and improve efficiency of, DOTS services. Specifically, (a) Solicit the support of hospital management, as DOTS referring facility or as DOTS service providing facility (b) Provide training of necessary hospital staff and establish a focal site within the physical structure of the hospital for the delivery of DOTS services and (c) Develop procedural guidelines on ensuring the success of referrals from one facility to another.

Mobilin is a service application for referring relocating TB patients to a health worker who administers DOTS that, unlike the pen-and-paper approach, eases the referral process by automatically generating the referral forms and removes the burden of mailing or faxing the referral form back to the original health center.

Social Context Possible benefits: • Patients would be encouraged to continue treatment and the spread of TB would then be better controlled • Increase efficiency of health care system and make it more accessible to the patients


User Behavior • People use cellphones many times in a day for texting • Almost everyone uses cellphones • Our target users do not use it for special/advanced uses • People are afraid of having their cellphones stolen because it contains contacts and private/personal/confidential/important messages • Most people do not pay for goods and services with their phones • TB symptomatics may travel from one place to another; thus, the need for a fast retrieval of a referral document
