VestedInterest, an annual newsletter to terminated-vested members of MOSERS, keeps you in touch with MOSERS and informed about important retirement issues. The term “terminated-vested” refers to members who are no longer employed in a position covered by MOSERS, are vested in the system, and are entitled to a future retirement benefit when eligibility requirements are met. As a terminated-vested member, your benefit payment options and eligibility for benefits will be based on the laws in effect on the date you left state employment.

Designation of Agent Form Available Online MOSERS’ Designation of Agent form is now available to complete and submit electronically. Although it is one of the forms you will receive at retirement, you may submit it at any time, whether you are retired or not. MOSERS highly encourages you to complete this form at your earliest opportunity. It names a person who will be responsible for handling your MOSERS benefits in the event you become disabled or incapacitated. This form applies only to your MOSERS benefits; it does not give your agent broad powers like those usually found in a durable power of attorney. Once you have designated an agent, he or she can do the following on your behalf: • Make retirement decisions • Name a retirement or insurance beneficiary (if you authorize it) • Decide where your benefit payments are sent To complete the form, log into your secure Member Homepage and find it listed under forms on the main menu.

Board Corner In the fall of 2014, you will be asked to elect two active members who will serve a four-year term on the MOSERS Board of Trustees. What are the Board’s Responsibilities? The MOSERS board has the fiduciary responsibility for setting broad policy guidelines for the operations of the system and investment of approximately $8 billion in trust fund assets. The board has adopted governance policies to fulfill their obligations, which outline the overall governance processes and the goals that the board expects MOSERS staff to achieve. The day-to-day administration and investment functions are performed by MOSERS staff under the leadership of the system’s executive director. Board Members • Make decisions affecting YOUR retirement, life insurance, and long-term disability benefits. • Represent approximately 100,000 members and manage approximately $8 billion in assets. • Oversee administration of benefit plans. • Make decisions about the appropriate asset allocation and risk management models to be employed. • Preserve the long-term corpus of the fund, maximize total return within prudent risk parameters, and act in the exclusive interest of the members. • Understand and accept the fiduciary obligations that are outlined in state law. • Demonstrate strategic leadership. • Have the ability to work as part of a group.

Important Board Member Election Dates March 2014 Nomination petitions made available. Nominating petitions and other required material received will be reviewed for eligibility and submitted to the thirdparty election administrator. The administrator will create and mail the election ballots, and then count and certify the results.

June 30, 2014 Nomination petitions due to MOSERS.

July 16, 2014 Nomination results made available with short biography of candidates. Please read these bios so you can make an informed election decision. MOSERS will also post the nomination information on our website.

August 14, 2014 Election ballots distributed by mail to all eligible members of the MSEP, the MSEP 2000, and the MSEP 2011. Eligible members will have at least two weeks to vote online, by phone, or through the mail.

August 29, 2014 Last day of board election. Completed paper election ballots must be postmarked by the last day of the election period and be received by the third-party election administrator within six business days of the end of the election period. Internet and telephone balloting will cease at 5:00 p.m. Central Time on the last day of the board election.

September 18, 2014 Election results certified/released to public. The election administrator will count the votes and the outcome will be announced at the September 18, 2014 meeting of the MOSERS Board of Trustees.

January 2015


The new active member representatives begin serving their four-year terms in January 2015.

After the forms are complete, you will see a confirmation and MOSERS will then send the Retirement Election form to you. Allow 2-3 working days for our system to update your information. If you have any questions, our benefit counselors are available by phone or by online chat, or you can visit a counselor in our Jefferson City office, no appointment necessary.
