West Ocala Green Jobs Training Project The West Ocala Green Jobs Training Program was created to provide cutting-edge green jobs training to dislocated workers and low income adults while improving the overall economy and quality of life in West Ocala. A team of community, business and economic development professionals assisted in developing the program and reviewing the final curriculum. The initiative was funded through Workforce Connection with training provided by the College of Central Florida. About the Graduates: The students came from diverse backgrounds including manufacturing workers with extensive experience to construction workers wanting to learn new skills, to those new to the workforce committed to learning about new opportunities in the green economy. Green Foundations Curriculum (40 hours): Students attended an introductory program that included classes such as Your Role in the Green Environment, Career Assessment, Basic Math and Measurement Skills, Building Teamwork and Trust as well as earning a General OSHA Certification. Green Specialty Training Courses: The Career Assessment portion of the Green Foundations Curriculum helped students determine which Green Specialty Training Track was the best fit for them. Students selected one or more of the following tracks. Fundamental Manufacturing Skills (53 hours): Students learned manufacturing basics such as terminology, processes, math, measurement skills, the basics of lean and quality manufacturing as well as earning their seven-hour Forklift Certification. Recycling Core Training (80 Hours): Students explored standard operating procedures and regulations of various recycling operations (scrap recycling, waste management, manufacturing, healthcare, hotels and electronics), sorting and handling of ferrous, nonferrous and hazardous materials and earned their seven-hour Forklift Certification. Green Construction and Retrofitting Core Training (218 hours): Students earned their National Center for Construction Education and Research Certification (NCCER), NCCER Certified Electrical Craft Level I Certification and learned about Weatherization and Retrofitting, Energy Efficiency and about products being used in green building design, construction and maintenance. Sustainable Food Gardening and Landscape Design (96 hours): Students studied sustainable food gardening, Florida-friendly plants and landscaping design, concepts of sustainable agriculture merchandising and earned their Food Handling Certification. Solar Training (129 hours): Students learned photovoltaic system basics, studying markets and applications for PV; PV Safety; Basics of Electricity, Fundamentals of Solar Energy and PV Systems; Sizing Units; Electrical and Mechanical Design; Performance Analysis; Troubleshooting; and earned Certified Energy Practitioner Certification. Weatherization and Retrofitting (38 Hours): Students prepared for the Building Performance Institute’s Building Analysis Examination, practicing steps to a successful home assessment, developing energy auditing skills to identify causes and solutions for energy efficiency, air quality, safety and durability. Other training programs are being added as demands arise. Training funds provided by the Department of Labor Pathways Out of Poverty Grant.

Many of our candidates are eligible for On-the-JobTraining funds and a variety of tax credits including: Enterprise Zone The Enterprise Zone Incentive allows Florida businesses who collect and pay Florida sales and use tax to receive a monthly tax credit against taxes due on wages paid for new employees. Employers must have employed new full-time workers for at least three months, and employees must reside within a Florida Enterprise Zone or must be a Welfare Transition Program participant. Urban Job Tax Credit Area The purpose is to encourage the creation of jobs in urban areas in Florida. During its first year of operation, a new eligible business which hires at least 10 qualified employees may apply for a tax credit of $1,500 for each new employee. An existing business which hires five new eligible employees within a 12month period may apply to receive a $1,500 tax credit for each new employee hired; businesses may apply once every 12 months. Any business, new or existing, meeting the above criteria is eligible to apply for an additional $500 tax credit if the new employee hired is a Welfare Transition Program participant. Federal Bonding Program The Federal Bonding Program, sponsored by the U.S. Department of Labor, serves as a tool to secure the job placement of ex-offenders and other high-risk applicants by issuing Fidelity bonds to businesses that offer jobs to workers in at-risk groups. These bonds are business insurance policies that protect the employer in case of any loss of money or property due to employee dishonesty. The bonds are provided to the employer free of charge and act as a guarantee to the employer that the person hired will be an honest worker. Work Opportunity Tax Credit The Work Opportunity Tax Credit is a federal income tax credit that can be claimed by employers who hire employees from one of nine targeted groups such as Long-term Temporary Assistance for Needy Families recipients, Veterans, Food Stamp recipients or Supplemental Security Income recipients. Our staff can assist you in applying for any of these incentives and training grants.
