Abby and Mission work toward understanding on water system BY CAROL AUN Mission Record

The Abbotsford/Mission Water Sewer Commission (AMWSC) is working on a Memorandum of Understanding (MOU) between the two communities to reflect each other’s position on future water use and provide options on amending the current water agreement. Last week the commission issued a press release about the ongoing cooperation between the two communities and the need for an MOU, and most Mission councillors agreed it’s a good idea to plan ahead. However, Coun. Jenny Stevens said she had considerable concerns. “I feel the exercise is pointlessly premature,” she said, explaining if Abbotsford residents vote against the public-private partnership option to develop Stave Lake as another water source, then staff would be doing an unnecessary job. “On the other hand, if it does go ahead, there will be

ample time to create a memorandum,” she added. Stevens suggested deferring the work until December when the referendum results are known. Coun. Heather Stewart agreed the MOU “sounds fishy.” If Abbotsford will be getting its water from another source, Mission can gain more of a share of the Norrish Creek and Cannell Lake water supply, currently co-owned by Mission and Abbotsford, said Mayor James Atebe, adding options should be explored now, not later. “We need to be proactive.” Water is a resource that’s critical, and answers should be explored as quickly as possible, added Coun. Paul Horn. While Abbotsford’s referendum may or may not pass, Horn said he would rather have an understanding already in place. Coun. Danny Plecas agreed, saying Mission is in a more favourable position to negotiate now. The AMWSC will review the first draft of the MOU when it’s ready, then it will be forwarded to both councils for discussions.

New position to address ‘communications deficit’

Since the 1930s, the Ruskin Dam and Generating Station has provided a clean and reliable supply of electricity to homes and businesses in BC. After more than 80 years of service, the facility is in need of an upgrade. BC Hydro is planning a major investment to the Ruskin facility to improve seismic performance and replace the original powerhouse equipment which is in poor condition and becoming increasingly unreliable.

A communications specialist will be hired to help the district get its message out and connect with the public. The new person will develop and implement a strategy and oversee all communications. About $35,000 has been budgeted this year for the position, but it would cost $88,000 to support it on a regular basis. Staff are recommending the fulltime position be considered during the next budget cycle. According to the district, there are currently 10 departments that regularly provide the public with information and since this new position would benefit every one, each department will contribute financially to it. Council voted 6-1 to proceed with the position. Coun. Jenny Stevens was the lone voice opposed. Over the past year there have been major issues dominating the field and taking a lot of staff and council time, said Stevens, who believes council is overreacting to a “temporary glitch.” “We haven’t had this problem before,” added Stevens, refusing to support the hire, because of the close timing to the next civic election.

The problem, said Mayor James Atebe, is the district has been reactive instead of proactive. Council is hiring a communications specialist because the situation demands it, not because it’s an election year, Atebe added. Too many people put money into the community, but don’t know what’s going on, said Coun. Paul Horn, suggesting staff find ways to measure the outcome of this new method. “We put money in programs, but people don’t know about it.” Horn noted there was a communication deficit before he was elected to council six years ago, and he’s even more aware of it now. The Mission Chamber of Commerce encouraged the district to develop a communications strategy, as chamber staff are often hearing negative remarks from locals and visitors. Local businesses also receive such feedback, and outside the municipality, chamber directors are also fielding similar comments about Mission. Negative perception hurts business, and it’s important positive messages are informative and highlight what makes Mission a great place to live work and play, said the chamber.

New fencing for Mission parks Off leash dog park to get split rail fence BY CAROL AUN Mission Record

Fences will be installed at two district parks. A split rail fence and shrubs are destined for the off leash dog area at Centennial Park. The fence will

border Grand Street to the west, 14th Avenue to the north and Taulbut Street on the east. There will be openings on the south side to allow access to and from the area. The total cost of the project is $24,580. Other fencing options were also looked at, like chain link, post and rail and galvanized steel mesh, but split rail was determined to be the most suitable.

Galvanized steel mesh panels will be installed along the bottom of the Spirit Square to address safety concerns in the area. Earlier this year, the district heard concerns that members of the public could be injured if they fall on the riprap below the tiered bench seating area. The project will cost $23,200. Council also directed staff to look into placing concrete planter boxes on both ends of the fence.

Thieves steal vital SAR equipment Thieves ran off with about $14,000 worth of equipment from Mission Search and Rescue headquarters on June 12. Mission RCMP say it appeared someone entered the building at 7229 Mershon St. by cutting a metal fence, then breaking a window. MSAR volunteers arrived at the compound around 8:15 a.m. and noticed several portable radios and a charging station for the radios

Riot perpetrators must face justice

It’s pay-back time, and the perpetrators of last week’s post-Stanley Cup mob violence should be dealt with immediately and appropriately. But neither is likely to happen if resolving the pain and hurt of Vancouver’s notorious Game 7 riot — and the millions in resulting damages — is left up to B.C.’s overburdened court system. Other serious cases such as domestic assaults and home invasions are already being delayed because there aren’t enough sheriffs and judges, according to the recent Black Press series Justice Denied. Should many of these cases come to trial, it will be months — even years — before the perpetrators do time or pay fines for their crimes. There has to be another way to deal with the hurt and damage caused by intoxicated and crowd-maddened knuckleheads last week. While naming and shaming may give victims and shocked witnesses a momentary feeling of empowerment, this online outpouring of grief and frustration will amount to nothing if the justice system doesn’t have the resources to deal with the aftermath. Individuals who apologize online or in the media a safe distance from their victim are just kidding themselves if they think they are actually taking meaningful responsibility for their actions. What if, instead of just blogging their apologies, perpetrators actually sat down and faced their victims in a well-established process called restorative justice and were encouraged to make things right? What if they had to organize, pay for and clean up a family-friendly event like the one they trashed? What if the perpetrators had to work for free for one of the businesses they looted or were appointed to a city crew to clean up street litter and graffiti? The anger being directed toward those who looted, set cars on fire and beat bystanders is understandable. But in cases where victims and perpetrators can be identified, groups such as CERA (Communities Embracing Restorative Action) should be given the job of finding a swift and meaningful resolution. – The Tri-City News (Black Press)

A hard look at your choices L

et’s assume that when everyone in B.C. gets to be finance minister for a day, a majority choose to throw a $3-billion chair through the office window to show how mad they are about the harmonized sales tax. The cleanup will take two years, but first there will be a provincial election to decide who holds the broom and dustpan. And the choices are becoming clear. You have a new B.C. Liberal leader who has tacked to the centre on the minimum wage and business taxes in an effort to seek forgiveness for the highhanded administration that lost the public’s trust. And you have two opposition parties that are entirely reactionary in their approach to To today’s fast-changing world. There isn’t much to say at this point about the B.C. Conservatives under John Cummins. They are against modern treaty settlements, the carbon tax and (I think) the HST. They stand for lower taxes, but so far that doesn’t include a reduced sales tax rate. The rest of their platform is platitudes, with enough of a whiff of protest to pave a path for an NDP government. And the NDP manages to make the B.C. Conservatives look modern. In January I described how the B.C.

NDP constitution still formally endorses the government taking over major industries, and explicitly rejects all for-profit activity. I won’t re-quote the convoluted Marxist language, which boils down to ‘state good, competition bad.’ A reader provides a real-time example of how this principle would apply to a problem confronting the B.C. government. To prevent another riot in Vancouver, the government should supervise an orderly redistribution of Stanley Cups. This core principle of socialism, an 80-year-old relic, was debated at the national party’s convention in Vancouver on the weekend. Socialist deadenders rallied to keep it alive, rejecting vague new wording that favours “social democratic principles” to ensure “economic m and social equality.” This isn’t just an academic discussion for party conventions. One of the last acts of the NDP opposition in the B.C. legislature this spring was to propose a legislated end to poverty. According to their bill, B.C. should create a Ministry of Poverty Reduction with annual goals for imposing the redistribution of wealth. The “Poverty Reduction Act” contains a weasel-worded definition of poverty: insufficient money to “acquire and main-

tain economic self-reliance” and “facilitate integration into and participation in society.” Does this mean a guaranteed annual income? Can people achieve “economic self-reliance” by collecting welfare? Does anyone actually believe this stuff? If you believe unionized state monopolies are the best business model, I guess so. I won’t elaborate on the fringe parties such as Chris Delaney’s B.C. First, a splinter from the B.C. Conservative stump. The Green Party is the only one other than the B.C. Liberals that looks to the future. Perhaps too far in the future. The Greens want a dramatically increased carbon tax and a transition to a “steady state” economy that doesn’t try to produce and consume more. Try eliminating poverty with that program. I frequently get letters from people who accuse me of parroting the government’s line on issues such as the HST and poverty. If there are political alternatives out there that make actual sense in today’s world, I’d love to hear about them. Until then, these are the choices. Any day now, NDP leader Adrian Dix might start to unveil the positive alternative he has promised for an election that may come this fall. That will be something to examine closely. Problems with PSIT process Editor, The Record: Imagine the outcry if an enquiry proved that 15 innocent people had been convicted in the same court, with the same judge and the same prosecutor. At the very least there would be a public inquiry and it is likely heads would roll.

Yet this is precisely what is admitted by Mission council in relation to its ill-starred Public Safety Inspection Team/ grow-op bylaw. Obviously, this casts severe doubt on the many other fines or fees levied by the same council on other citizens under the

same bylaw and with the same witnesses. To restore even a modicum of justice, Mission council needs to offer every single person who has been levied a fine or fee an opportunity to challenge the decision. This process must include the right to cross-

examine witnesses and produce their own evidence and witnesses. They have, so far, been afforded none of these rights. Clifford Olson, Robert Pickton and Russell Williams all had these rights. Innocent Mission citi-

Never suffer in silence Editor, The Record: I found it encouraging to see Mission young people organizing a protest against teacher layoffs. Even if I have a different view point from those students on some of the issues that they are objecting to, I think just the act of protesting is something to be encouraged. Reality and life experiences will change their attitudes, for better or worse, but for the moment they reminded me of when I was at SFU and we were protesting anything and everything. The young people at Heritage Park discovered that they do have a voice. By all means, do your best to change the world, but my caveat is to do it before you’re 30, as priorities change and your focus will narrow as mortgages, jobs, and families overtake even the most socially conscious of us. In many ways, the changes coming in the education system in Mission are unfair, but nobody every said that the world is fair. Uncertainty is a fact of life in the real world which these students will soon enter themselves. Being a teacher is not a guarantee for lifelong employment. You’re very unlikely to ever hear me saying a good word about the BCTF. It isn’t the teachers themselves that I have a quarrel with. It’s the system that is in place that is far too concerned with what’s best for the BCTF over producing a welleducated person. The article talked about students developing a critical mind, but how is that possible when the students are being undereducated? The future of education

shouldn’t necessarily include the BCTF. Union seniority is too often a get-out-of-jail-free card when it comes to job performance. Bad teachers must be told ‘there’s the door.’ The harm done by just one bad teacher has too many repercussions to simply let them stay in place. Five years in the teaching profession or 30, if you can’t perform your job then find something else. The direction of edu-

cation must change, so that this idea that no kid can fail before Grade 8 is abandoned. If he or she can’t do the work that would merit moving on to a higher grade then they shouldn‘t, as simple as that. It is absolutely insane that we allow kids to just be pushed through the system with an unrealistic sense of entitlement along with self-esteem concerns far out pacing actual achievements.

I applaud those students for protesting. But I hope in time, when reality bites, that they will come to realize that the layoff of teachers based on seniority is only the tip of the iceberg of problems with education in BC today. Compared to the private sector, teachers have enjoyed a privileged position with little accountability in job performance to us, the taxpayers. Robert T. Rock Mission

Riot reignites B.C. police controversy After watching police from as far away as Abbotsford dispatched to help restore order in downtown Vancouver during last week’s riot, people have found a new reason to support a single police agency for Metro Vancouver. A post-riot poll of B.C. residents by Angus Reid Public Opinion found three out of five respondents favour amalgamation of the patchwork of city police and RCMP that serves the Lower Mainland. Two-thirds of people in Metro Vancouver and the rest of B.C. believe police handled the situation properly once the Stanley Cup riot of 2011 broke out. A similar majority opposed the idea that big street celebrations should be banned. Four out of five agreed that non-lethal crowd control tools such as rubber bullets or bean bag shotguns should be an option for police. Four out of five also agreed with Vancouver Police Chief Jim Chu’s assertion that the riot was sparked by a small group of people. The poll found disagreement with one official statement. Seven out of 10 respondents didn’t accept the idea that there was no way to know the crowd assembled in downtown Vancouver would become violent.

The great American philosopher and psychologist, William James, struggled with depression and feelings of profound melancholy frequently throughout his adult life. And, one of the important things he discovered was that we simply cannot wait for the mood to pass so that we might enter into happier times and activities. The gloom of depression will more likely clear when we force it out with happy activities. As James said, “We do not sing because we are happy; but, we are happy because we sing.” Modern psychologists have verified what James had experienced personally. In fact, a recent study found that individuals who sang every day were significantly happier than those who did not. The Art in the Park program features Aboriginal art of Nancy Arcand; glass blown beadwork and jewelry from Ania Kyte; Luke Gregson’s unconventional art from construction materials; and mixed media art from Paul Hope. The Envision Twilight Concert Series welcomes Central Fraser Valley Fiddlers to Fraser River Heritage Park on Wednesday, June 29. The Central Fraser Valley (CFV) Fiddlers’ aim since 1973 has been to maintain and promote old time Canadian and traditional fiddle and folk music by encouraging young and old to develop musical talent, and to have fun. Members come from as far as Hope and Vancouver, and range widely in age and backgrounds. They host a Jamboree in January and a fiddle contest on the Saturday of the May long weekend, both held at the A.S.A. hall in Abbotsford. They play for public and private functions, providing entertainment to the community at various venues, including seniors’ homes all over the Lower Mainland. They will be at Fraser River Heritage Park on July 1 to perform for the Canada Day celebrations. On June 29, CFV Fiddlers will play great old time Canadian and traditional songs such as Maple Sugar, Irish Washerwoman, Whiskey Before Breakfast and Chinese Breakdown. It will be an evening of toe-tapping, get-up-anddance music! The Art in the Park program features hand crafted rock candles of Anastasia Greenan; children’s book author Kim Oshiro; Gina Esche’s natural way to body wellness; and metal art silhouettes of Sendana Vehabovic. Mission’s Got Talent competition July 1 Got a special skill or talent and want to perform on stage at Canada Day? There will be two categories in the annual talent show, Mission’s Got Talent – one for those ages 13 years and under and one for those 14 years and older. The presentation must be suitable for all ages and the maximum time for your performance cannot exceed five minutes. Your set-up for props or musical equipment cannot exceed five minutes as well. We will accept singles, duos

and trios but groups of four or more are not permitted. This competition can include any genre of the performing arts but only amateurs can compete. We will not accept professional acts or established performing arts companies. Winners will be determined by audience applause. In both categories there will be a $100 first prize, a $50 second prize and a $25 third prize.

The fun starts at 3:30 p.m. Mission’s Got Talent is a part of the 2011 Canada Day Celebrations at Fraser River Heritage Park and is now taking registration. Carving a balanced life BY CAROL AUN Mission Record

George Hemeonâ&#x20AC;&#x2122;s first solo art show is on display at the Mission Arts Centre gallery until July 2. The show called Creating Balance, is a collection of Hemeonâ&#x20AC;&#x2122;s carvings, including masks, paddles, drums, and pendants. There are also images of Hemeonâ&#x20AC;&#x2122;s recent works. The theme, he says, is a personal reflection of balancing family, work and art. â&#x20AC;&#x153;It is also an expression of how Aboriginal people can reconcile western institutions with traditional values and teachings,â&#x20AC;? Hemeon added. Hemeon is a self-taught carver and relatively new to the scene, but he has already completed some large projects he was commissioned to produce. In 2009, he carved a 20-foot house post for Missionâ&#x20AC;&#x2122;s sister city, Oyama, Japan. He also carved two 18-foot welcome figures for BC Hydro in the same year. Both projects accelerated his leaning and he continues to improve his skills.

Hemeon discovered he enjoyed carving when he began mentoring Aboriginal students in 2005, but he didnâ&#x20AC;&#x2122;t pick up the craft again until three years later, when he moved back to Mission with his wife Teresa and sons Harrison and Garrett and received some small commissions.

Hemeon says carving brings balance to his life. â&#x20AC;&#x153;I grew up disconnected from my Salish culture and carving has allowed my family and me to connect with the community,â&#x20AC;? he explained. Hemeon mostly works with yellow and red cedar, but you can also find alder and yew among his treasures. He likes the density of the yellow cedar and yew and the grain of the red cedar and alder. All of them have been used by the Salish people for hundreds of years. When heâ&#x20AC;&#x2122;s not carving, Hemeon works as a senior procurement advisor for BC Hydro. Currently the local carver is working on four 10-foot directional houseposts for Douglas College in New Westminster. Hemeon will be carving at the art centre this Saturday, and invites guests to stop by. The Mission Arts Centre is located at 33529 First Ave. Gallery hours are 1 to 4 p.m. Tuesday to Saturday. St. Joseph’s Church building a new food bank BY

An effort has begun to build a new food bank in Mission.

St. Joseph’s Church has operated a food bank out of the basement of the Seventh Avenue church for about 15 years, but demand has grown to

the point where the food bank needs a free standing building of its own. Mission accountant Ron Leger has taken on the project on behalf of

St. Joseph’s. On June 7 he received the building permit from the municipality. Now he is undertaking a fundraising campaign for $250,000.

Leger said it won’t all come in big cheques. He is also asking local businesses and tradesmen to supply in-kind donations of materials and/or lum-

ber. Leger said he got involved because the food bank is such a worthwhile operation. It costs about $2,000 per month to op-

erate thanks to the many volunteers who make it work, but distributes about $50,000 worth of food. “So already, for every dollar donated, there’s $25 going to poor people,” he calculates. “It’s almost like fishes and loaves,” he said, referring to the LEGER Biblical story. He hopes the food bank will be even better able to serve the needy in the community out of its new location, which will be a two-storey building, designed to look like a small church, with 1,860 square feet on each floor. The new building will have an overhang in the front, to shelter the crowds that form. “People start lining up at four in the morning for this food bank that opens at 9 a.m.,” said Leger. There will be a loading dock with a pallet jack and a conveyer belt system to move the food indoors, where it is sorted. That will make life a lot easier for the food bank workers. “Right now, you’ve got a lot of elderly volunteers hand-bombing these goods,” said Leger. There will be a pickup area with shelving that will also make pickup faster for food bank patrons. Food bank coordinator Patrick Carey said it started “very small and very simple,” with about 30 clients per month. These days, they serve ten times that number. They are open two days a month for distribution, but volunteers are there working seven days a week to prepare for those days. “This will make a great difference to us – it will make life a lot easier,” said Carey. It is a big project for a bunch of volunteers to pull off. “For me, it’s the biggest charity I’ve ever done, but I’m optimistic we’re going to do okay,” said Leger. Already he has received some help. Mainland Sand and Gravel, for example, has donated $9,000 worth of material. He said the St. Joseph’s food bank is an easy project for people to get behind. Donors are generally eager to get behind the volunteers. “They’re doing the right thing. They’re helping people in need, and the people there have such big hearts.”

The Mission Ambition girls softball team is heading to the provincial championships as one of the teams with a great shot at winning it all. The Ambition took their lumps in their first season as a pee wee C team in 2010, but this year dominated the circuit. They went undefeated in league play. They won the Whalley tournament, and took silver in their host tournament in Mission. The Ambition then went undefeated through the district championships, beating the best teams from Abbotsford, Chilliwack, Langley, North Langley and Mission. The provincials will be held July 7 in Cranbrook. Coach Amanda Philip has worked with the same group for six seasons, and says its gratifying to see them develop into a great team. “They really worked their butts off this year,” she said. Other coaches pay the Ambition compliments, and some don’t want to play them and face a blowout on the scoreboard. They will face tough competition at the provincials. The host Cranbrook squad has

The last boxing show of the season is shaping up to be an exciting tournament for the Mission City Boxing Club. The club will be hosting the 60th anniversary of the Emerald Gloves event on Friday, June 24 and Saturday, June 25 at 7 p.m. There will be clubs from all over the province competing. “Come out and support our local boxers,” invites local coach Dale Gatin. There will be door prizes and a concession, and “lots of thrilling fights.” Tickets for adults are $20 and $10 for students. All proceeds will go to support financially disadvantaged youth boxers. Jozsef was a free spirit who loved to laugh, sing and dance. He was generous with his love, friendship and smiles. He dreamed of his future, and was making great plans. He graduated from Huron College in London, ON. He ministered in Simcoe, ON; Dundalk, ON; London, ON; Saskatoon, SK; Calgary, AB; Ft. Macleod, including the Peigan Indian Reserve in Brocket, AB; Mission, BC and retired in North Vancouver, BC. He found joy in the healing ministry and praying for the sick and those in trouble and had been an active member of the Order of St. Luke, a healing ministry. We are grateful for the teams of doctors and nurses who cared for him during his many trips to the hospital, especially those at the end. Also to all the caregivers on 1 East in Menno Hospital who did their very best to make his days there comfortable.
