The goals for this project are: - Historical journey through the evolution of the Barcelona coast over the last centuries in relation to the ecological, social and economic systems, as well as their interrelations and dynamics. - Proposal of different scenarios and their response mechanisms against the long-term effects of climate change. - Proposal of different alternatives, as well as natural, structural structures, based on nature and nonstructural. - Development of solutions and suggestions of the dynamics focused on improving the relationship between the city and the sea, in relation to the foreseeable effects of climate change with the 2100 future horizon.

Los objetivos de este proyecto son: - Recorrido histórico de la evolución de la costa barcelonesa a lo largo de los últimos siglos en relación a los sistemas ecológico, social y económico, así como sus interrelaciones y dinámicas. - Propuesta de diferentes escenarios y sus mecanismos de respuesta frente a los efectos a largo plazo de cambio climático. - Planteamiento de alternativas diferentes, así como de estructuras naturales, estructurales, basadas en la naturaleza y no estructurales. - Desarrollo de soluciones y sugerencias de las dinámicas enfocadas a la mejora de la relación entre la ciudad y el mar, en relación a los previsibles efectos del cambio climático con el horizonte de futuro del 2100.

There are futures that can be anticipated, or rather: the future is what happens when imagining it at this precise moment. Precisely the collection of DREAM texts aims to anticipate the future of the Metropolitan Area of Barcelona ​​ (AMB) by identifying the set of policies and actions at metropolitan level that address the current challenges. All metropolitan areas have organizations that manage services such as water, transport or waste separately, but very few have an organization that aims to offer social, economic and environmental services jointly. The AMB is part of this group of metropolises that, like Paris, Lyon, Bologna or Manchester, pursue an integrated governance of their territories. In this context and within the framework of the Metropolitan Area of ​​ Barcelona, ​​ DREAM offers us a reflection from the perspective of resilience. This concept has to do with the capacity of an entity (whether it’s an individual, a community, an organization or a natural system) to adapt and grow from a disturbing experience without substantially altering its functions or its structure. Hay futuros que se pueden anticipar, o mejor dicho: el futuro es aquello que acontece al imaginarlo en este preciso instante. Precisamente la colección de textos DREAM tiene por objetivo anticipar el futuro del Área Metropolitana de Barcelona (AMB) mediante la identificación del conjunto de políticas y acciones a escala metropolitana que hagan frente a los retos actuales. Todas las áreas metropolitanas tienen organismos que gestionan de manera separada servicios como el agua, el transporte o los residuos, pero son muy pocas las que cuentan con un organismo que tenga por objetivo ofrecer servicios sociales, económicos y ambientales de forma conjunta. El AMB forma parte de este grupo de metrópolis que, como Paris, Lyon, Bologna o Manchester persiguen una gobernanza integrada de sus territorios. En este contexto y en el marco del Área Metropolitana de Barcelona, DREAM nos plantea una reflexión desde la perspectiva de la resiliencia. Este concepto tiene que ver con la capacidad de una entidad (ya sea este un individuo, una comunidad, una organización o un sistema natural) de adaptarse y crecer desde una experiencia perturbadora sin alterar sustancialmente sus funciones o su estructura.

We are living in an Era in which the nature, as a distinct archetype of the human, no longer exists. What ecology and geology define as Anthropocene, identifying global warming as its most emblematic crisis. How do we cope with a world where not only our physical environments are melting, but also our ideas of what those environments are? This question is even more evident in areas that had suffered the catastrophically effects of climate change, like coasts. In this challenging context, this dissertation displays a set of tools for sediment plain, barrier and deltaic coasts. A new visual and conceptual alphabet depending on the coastal classification and its hazard levels. This is the precedent of the Lexicon for a Synthetic Metamorphosis of the Coast. A project that is going to be extended to coral islands, sloping hard rock, flat hard rock and slop soft rock coasts. This way, the Lexicon will provide a worldwide typological and technological catalogue of strategies, structures and socio-ecological processes, materializing the metamorphosis of the coast, free from the metaphysical concept of a static nature that must be protected, that opens the door to the synthetic ecology of the design of resilient coastal landscapes. Actualmente nos encontramos en el Antropoceno, una era en la que lo natural nunca está exento de un cierto grado de influencia humana, y donde por lo tanto todos los sistemas ecológicos han sido de una u otra manera afectados por la acción humana. Son entonces entornos antropizados que han tenido que adaptar los ciclos que regulan su funcionamiento a las transformaciones que el hombre ha ido realizando en ellos. Esto también significa que el hombre ha pasado a formar parte de los sistemas ecológicos como agente regulador y la protección o la no actuación sobre estos sistemas ya no es suficiente para lograr su correcto funcionamiento. Es necesario que el hombre actúe sobre dichos sistemas con operaciones que permitan su reactivación para que éstos recuperen su capacidad de recuperación o resiliencia.

The objective of the RIA Life project is to develop and implement an innovative approach for the sustainable restoration of estuarine habitats (currently contaminated) along with their associated services. The project designs pilot actions for the phytodepuration of water that will lead to the improvement of the environmental and water quality of degraded riverside natural spaces of the ría del Carmen and Boo; as well as the management of their use and management (concentrated in Mount Parayas and in the surroundings of the Polígono de Trascueto). The creation of a circulation system for the phytodepuration of water, the real engine of this project, represents an opportunity for the recovery of the spaces associated with the estuary and its use and public enjoyment. In this way, the project is not limited to mere environmental recovery but includes swimming pools and a solarium area, along with paths and landscaping spaces.

El objetivo del proyecto RIA Life es desarrollar e implementar un enfoque innovador para la restauración sostenible de hábitats estuarinos (actualmente contaminados)junto con sus servicios asociados. El proyecto diseña acciones piloto para la fitodepuración del aguaque llevarán a la mejora de la calidad ambiental y de las aguas de espacios naturales ribereñosdegradados de la ría del Carmen y Boo, asi como la ordenación de su uso y gestión (concentrados en el Monte Parayas y en el entorno del Polígono de Trascueto). La creación de un sistema de circulación para la fitodepuración del agua, auténtico motor de este proyecto, supone una oportunidad para la recuperación de los espacios asociados a la ría y su uso y disfrute público. De este modo el proyecto no se limita a la mera recuperación ambiental sino que incluyeunas piscinas y una zona de solarium, junto con senderos y espacios de interpretación paisajística.

The content and objective of the Plan is to establish the criteria for the location and construction of facilities for the coastal marine farming. It is a masterplan for the entire coast of Galicia, but it also acts as a framework for the integration in the landscape of such constructions. It is a strategic document which does not propose specific sites, but a framework where areas suitable for such a use can be implemented. It is a dynamic plan, a way to make new spatial planning. It simultaneously addresses the fragility of the environment and the technical requirements of the aquaculture activities. El contenido y objetivo principal del Plan Director de Acuicultura Litoral (PDAL) es el de establecer la definición de directrices para la instalación de establecimientos de cultivos marinos en la zona terrestre, así como para la ampliación de los establecimientos existentes. El plan nace con la voluntad de ser un documento estratégico de naturaleza territorial que persigue la regulación de las instalaciones de acuicultura litoral desde una mirada holística e integradora del sector y una propuesta de gestión dinámica del territorio. No propone emplazamientos concretos, sino que se trata más de un documento marco para la toma en consideración de aquellas zonas del territorio más adecuadas para la implantación de estas actividades atendiendo simultáneamente a la fragilidad del medio y a los requerimientos técnicos de la actividad. Propone un modelo de gestión dinámica que analice en cada momento los distintos índices que definen la capacidad de acogida y la de carga.

For this Project of Insular Planning, I acted as a consultant for the team contracted by the government of Lanzarote. An analysis was done of the existent landscape values on the island, which related them to potential opportunities for a new landscape management. Our work considers the landscape as Lanzarote´s greatest economic asset and potential for a positive future. The values are differentiated in two types: tangible and intangible. Among the tangible values we identified: ecological, historical and productive attributes; among the intangible: aesthetics, social use, spiritual and symbolic identity. Landscape management takes as a basis these values which offer a variety of possibilities for intervention, improvement and enhancement of existing and new landscapes.

Con motivo de la revisión del Plan Insular de Ordenación del Territorio (PIOT) de la isla de Lanzarote, se realiza un análisis de los valores existentes en la isla relacionado con las oportunidades que ofrecen sobre el paisaje las nuevas previsiones del plan. Así se analizó el paisaje no como el negativo de lo construido sino como modelo mismo de configuración de la isla, de su origen, estructura, imagen, mayor activo económico y su futuro más esperanzador. Los valores se diferencian en tangibles e intangibles. Entre los tangibles se identifican los valores ecológicos, históricos y productivos, y entre los intangibles aquellos valores vinculados a la estética, el uso social, lo espiritual y lo simbólico-identitario. La ordenación del paisaje toma como base estos valores, que ofrecen un surtido de posibilidades de intervención, oportunidades de mejora , valorización y creación de nuevos paisajes.

This research project for EUROPARC Spain proposes a methodology for the incorporation of the notion of ‘intangible value’ in the delimitation and management of natural protected parks. To this end, I proposed a series of works, essays and tests on how to identify and evaluate, with scientific objectivity, the intangible elements of the landscape. The results were grouped into three categories of intangible values: wellbeing and tranquility, cultural heritage and identity, and aesthetic value. These findings were put into experimental testing in a specific Galician location in order to know which findings could be applied and which could not. Intangible maps were drawn to reach conclusions and reflect our final interpretation.

Este proyecto de investigación se realizó para Europarc España y propone una metodología para incorporar en la delimitación de los espacios naturales protegidos los valores intangibles. Para ello se analizaron una serie de trabajos y ensayos que aportan luz sobre cómo identificar y evaluar los elementos intangibles del paisaje con un mínimo de objetividad y, por lo tanto, de posible consenso. Estas experiencias analizadas se agruparon en tres conjuntos de valores intangibles (bienestar y tranquilidad, culturación e identidad y sentimiento estético) y nos sometimos a su experimentación para desvelar los aspectos más interesantes, los aciertos y también los errores, a nuestro juicio, de dichas propuestas. Para ello realizamos una serie de ensayos y cartografías enmarcadas en un territorio muy singular de la Costa de Galicia, el municipio de Ponteceso en la Costa da Morte

The Regional Masterplan for Comillas University in Cantabria, situated in the north of the Iberian Peninsula, is a development proposed by The Cantabrian Coastal Management Plan. The project is located in a particularly sensitive site between the coastal boundary, the urban core of Comillas and a protected natural park. The plan proposes to convert the current historic buildings, which are part of the protected cultural heritage, into a college campus. The project proposes a new approach and understanding of place, planning, landscape treatment and functionality. Similarly, the plan incorporates prescriptive studies for environment and landscape.

El Proyecto Singular de Interés Regional de la Universidad Pontificia de Comillas en Cantabria supone la planificación estratégica del actual conjunto declarado Bien de Interés Cultural con el objetivo de convertirlo en un Campus Universitario. El proyecto está localizado en un lugar sensible y frágil de la costa, entre el núcleo de Comillas y el parque natural. El plan propone reutilizar los edificios históricos que forman parte del conjunto patrimonial en el campus universitario. El proyecto propone una relectura del lugar, su planificación, tratamiento paisajístico y funcional. Del mismo modo se incorporan al documento los estudios preceptivos desde el punto de vista ambiental y del paisaje.

The objective of this project is to establish the principles and general guidelines for the integral management of the coast. It intends to apply to urban models of land use the criteria of durability and sustainability. In addition, the Plan focuses on the conservation, protection and enhancement of coastal areas as primary elements of the landscape’s structure. It also considers the implicit dynamic processes in the sociological evolution of the area. Following the diagnostic phase, the Plan outlines the conditions necessary for future success. The model proposes a structure based on various complementary and co-existing elements of the territory. Its purpose is to assemble the peculiarities of each environment in order to enable the dynamic management of the territory. The Plan considers the landscape as a tool for a multiscalar approach, where information becomes a formative component and therefore a key element for reflexion and motivation in regional planning. It enables decision making through a participatory and dynamic perspective. El Plan de Ordenación del Litoral es un plan territorial integrado que surge como un instrumento capaz de favorecer una gestión integral del territorio costero. Es una herramienta eficaz para dirigir los usos del suelo con el objetivo de avanzar hacia una sociedad más justa y competitiva pero al mismo tiempo más comprometida con la sostenibilidad y el paisaje. Un paisaje que necesita de un nuevo modelo para seguir viviendo en un territorio que ha experimentado en las últimas décadas, más que ningún otro de Galicia, una fuerte presión urbanística. Dirigir estos procesos y conseguir una protección efectiva de la costa son algunos de los objetivos más ambiciosos de este Plan de Ordenación del Litoral. Junto a estos, y en el origen de su metodología y formulación, está el dar a conocer sus valores naturales y antrópicos. El plan utiliza el paisaje como herramienta de aproximación a la realidad territorial y al mismo tiempo como proyecto mediante la caracterización del ámbito y las distintas unidades de paisaje y elementos que lo conforman. A partir de aquí propone un modelo lógico y relacional.

The objective of this work is to value the territorial area that spreads south of the city of Elche down to the Nature Park of “El Hondo” and the saltpans of “Santa Pola”. This area houses an extraordinary cultural, environmental and ethnographic heritage, which requires strategies to stop the degradation that threatens the landscape, and to revitalize the whole area. The strategies focus on two dimensions: Water and its landscapes. The reservoir of “El Hondo” and the saltpans of “Santa Pola” act as the core of an integrated irrigation system, typical of traditional Mediterranean agriculture that spread all over the world. As for the countryside of the city of Elche and the wetlands, a full-scale global landscape project is proposed to optimize the potential compatibility of eco-tourism and traditional agriculture. El objetivo de este trabajo es poner en valor los paisajes de la periferia de Elche incluyendo los parques naturales de “El Hondo” y las salinas de “Santa Pola”. Este area posee un excepcional patrimonio cultural, medioambiental y estratégico que requiere estrategías territoriales que pongan freno a la degradación paisajística que está sufriendo el área. Las estrategias se centraron en dos campos: El agua y sus paisajes. La reserva de “El Hondo” y las salinas de “Santa Pola” son un ejemplo vivo del sistema de riego mediterráneo característico de esta agricultura que se ha extendido por todo el mundo. El campo de Elche: Se propone un proyecto global de arquitectura paisajística que mejore la imagen de la periferia de la ciudad de Elche incorporando usos como el ecoturismo.

The review of the Regional Planning of the island of Lanzarote, was motivated by the overwhelming population growth and tourism activities that exceeded the forecasts. A series of study was initiated to identify key elements for the orgazination of the Territorial Model. The fundamental structuring element of the island was and remains being the landscape; in its natural, cultural and ethnographic aspects. In this case, the analysis focused on identifying growth patterns and settelment typologies in relation with the characteristics of landscape.

Con motivo de la revisión del Plan Insular de Ordenación del Territorio (PIOT) de la isla de Lanzarote, ya que las previsiones de éste han quedado totalmente sobrepasadas por el crecimiento poblacional y turístico de la isla, se realizaron una serie de estudios encaminados a identificar las claves de organización del Modelo Territorial. Sin duda alguna el elemento fundamental estructurante de la isla ha sido y sigue siendo el paisaje, tanto en su vertiente natural como en la cultural y etnográfica. En este caso, el análisis se centró en la identificación de los modelos de crecimiento y ocupación en relación con su carácter.

This project is located in the autonomous community of Asturias, in the north of the Iberian Peninsula and bordered by the Cantabrian Sea. This crosswalk development emerges from the Asturian Management Coastal Plan. The project consists in the recuperation, integration and accessibility improvement of the coastal path between Pimiango and Franca beach in the town of Colombres. The project recreates the sensory and emotional landscape of the coast and is developed specifically for blind people. The trail incorporates tactile signage to enable blind people to understand the changes in landscape and vegetation. They can touch sculptures which represent different types of leaves, and feel it. El proyecto consiste en la recuperación, integración y mejora de la accesibilidad de la senda litoral entre Pimiango y la playa de la Franca en el municipio de Colombres. El proyecto recrea el paisaje sensorial y emocional del litoral adecuando su tratamiento a las personas con ceguera. Para ello se marcan los distintos cambios en la vegetación, conformando diversos tramos en los que la señalética recoge las hojas de las distintas especies. Del mismo modo se incorporan al documento los estudios preceptivos desde el punto de vista ambiental y del paisaje (ISA, EIP).

This preliminary study has its origin in the Coastal Management Plan of Cantabria (2004) and is promoted by the Regional Government to preserve and enhance the value of the coastal landscape. This network of pedestrian paths is not only imagined for the local residents but also for the visitors to enjoy it, transforming thereby the natural landscape into a cultural landscape, as a special attribute of the territory. It’s also engages its residents in its preservation. The network is a structure that frames and articulates the coast form East to West, connecting with the other existing paths of the surrounding Autonomous Communities like the Basque countries or the principality of Asturias; in order to becoming a part of the GR: ‘Path of the Atlantic Corniche’. Apart from the principal pathway, a series of short distance paths reach the interior valleys, enhancing its ecological and functional connectivity. The document served as a basis for the elaboration of the final plan.

El Plan Especial de la Red de Sendas y Caminos del Litoral (PESC) tiene su origen en el Plan de Ordenación del Litoral de Cantabria (2004) y recoge la voluntad del Gobierno Regional de conservar y poner en valor el paisaje litoral. Con este plan se persigue además, la preservación y la potenciación de su disfrute por parte de la población residente y visitante para el conocimiento del litoral como elemento territorial y cultural de la región, favoreciendo la implicación social en su protección. El plan articula el litoral a partir de una trama de sendas, que se configuran a través de un corredor o senda costera que recorre la región de Cantabria en dirección Este-Oeste, vinculada a otras existentes en las Comunidades Autónomas vecinas del País Vasco y Principado de Asturias, pasando a formar parte del GR “Sendero de la Cornisa Atlántica”. Además junto a la senda principal se recogen una red de senderos de pequeños recorridos que articulan los valles interiores potenciando su conectividad ecológica y su funcionalidad. El documento presentado sirvió de base para la elaboración del documento que finalmente aprobó el Gobierno de Cantabria.

The Coastline Management Plan is a regional plan for the coast of Cantabria. Its main objective is to ensure the effective overall protection of the coastal area in the Regional Community. It is the first and unique regional law for the protection of coastal areas in Spain. The Plan establishes physical protection criterions for the coastal areas specifically for the coastal countryside -, as well as a global criterion for the management of the different uses and activities in the area. The Plan is designed as a regional planning tool that sets the general standards to protect the coastal environment. It also orientates urban growth strategies and infrastructures establishment. It conceives protection and management as the two complementary activities in the strategy for a sustainable development. Conservation actions are also proposed for the restoration of the coastal area. El Plan de Ordenación del Litoral tiene como objetivo fundamental la protección efectiva e integral de la costa de Cantabria. Es la única ley de protección del litoral Autonómica de España. Su modelo territorial surge del reconocimiento de los espacios de valor así como de la determinación de un nuevo modelo de organización sobre la base de un desarrollo sostenible. El plan establece la protección efectiva de las áreas costeras y del paisaje litoral, así como el conjunto de usos y actividades compatibles con el ámbito. El plan se concibe como un plan regional que establece los criterios generales de protección, las estrategias de crecimiento de los asentamientos y la implantación de infrastructuras como estrategia colectiva de desarrollo sostenible de la costa.

For the Valencian community, I acted as the coordinator of the drafting of the territorial action plan of the Valencia’s metropolitan area, which brought together a multidisciplinary team. The initial version of the Plan will allow the development of the public participation and consultation phase, with the exception of the environmental and strategic study. Based on an exhaustive information and diagnosis of the metropolitan territory and the functional area, it allows a first definition for a territorial model, developing the draft plan used in the beginning of the strategic environmental assessment procedure. It proposes a choice between different alternatives of agreement with quantitative and qualitative criteria to evaluate the future sustainability of the territory. The work also suggests a definitive limitation of the area concerned by the PATEVAL, considering the several types of actions proposed. La versión inicial del Plan permitirá desarrollar la fase de participación pública y consultas con la salvedad del estudio ambiental y estratégico. Permite, a partir de una información y diagnóstico exhaustivos del territorio metropolitano y del área funcional una primera definición del modelo territorial propuesto, desarrollando el borrador del plan utilizado en el inicio del procedimiento de evaluación ambiental estratégica, y planteando una elección entre diferentes alternativas de acuerdo con criterios cuantitativos y cualitativos para evaluar la sostenibilidad futura del territorio. Integrará las determinaciones de instrumentos sectoriales, y una propuesta de delimitación definitiva del ámbito del PATEVAL que tendrá en cuenta las aportaciones de los diferentes ámbitos de trabajo.

One of the most important challenges of our time is to work so that landscapes strongly influenced by human beings can be managed in a way that preserves or even expands biological diversity, at least locally. Said in a more expressive way: it would be to verify that between the natural and the artificial it is possible to define a third category, which could be called synthetic. Synthetic in the literal sense of the Greek word synthesis, understood as a combination of things and processes that create new ones, far from the connotations of artificiality that are usually attributed to it. This is the framework in which the Jordanal project is developed, in Altos de María, located at 1000 meters above sea level, on the Atlantic slope of the Caribbean in the province of Panama, coinciding approximately with the Jordanal and Indio river basins. The project works at all scales, from the regional to the vegetation and includes a residential development program and river park that arises from an intense work of recognition of the botanical, ecological and landscape values ​​of the place. Uno de los retos más importantes de nuestro tiempo es el de trabajar para que paisajes fuertemente influenciados por los seres humanos puedan ser gestionados de una manera que preserve o incluso expanda la diversidad biológica, al menos localmente. Dicho de una manera quizás más expresiva: se trataría de constatar que entre lo natural y lo artificial es posible definir una tercera categoría, que se podría denominar como sintética. Sintética en el sentido literal de la palabra griega síntesis, entendida como combinación de cosas y procesos que crean otros nuevos, lejos de las connotaciones de artificialidad que se le suelen achacar. Este es el marco en el que se desarrolla el proyecto de Jordanal, en Altos de María, ubicado a 1000 metros sobre el nivel del mar, en la vertiente atlántica del Caribe en la provincia de Panamá, coincidiendo aproximadamente con las cuencas de los ríos Jordanal e Indio. El proyecto trabaja a todas las escalas, desde la regional a la de la vegetación e incluye un programa de desarrollo residencial y parque fluvial que surge de un intenso trabajo de reconocimiento de los valores botánicos, ecológicos y paisajísticos del lugar.

The contest sought ideas for the conversion of the Krampnitz area, an old military barracks and contiguous land of 83 hectares bordering a forest to the north, fields of cultivation to the west and a suburban development to the southeast. We aim to include the values of ​​ these landscapes in a complex urban fabric, diverse and dense but at the same time porous, with a low ecological footprint and with a human scale. We highlight 3 urban scenarios that define the character of the new neighborhood, having associated characteristic uses, different nature of free spaces and various building types. The proposed structure is open to progressive growth, a process that will be controlled by a guild of experts in continuous work that will guarantee the architectural quality, the management of uses and free space, as well as the adequacy of changes over time. Concepts of multimobility, porosity and building diversity open up the city's production to multiple agents, with different investment capacities, needs and interests, turning the old military barracks of Krampnitz into an innovative, sustainable and democratic urban development. El concurso buscaba ideas para la conversión del área ‘Krampnitz’, un antiguo cuartel militar y terreno contiguo de 83 hectáreas que linda con un bosque al Norte, campos de cultivo al Oeste y un desarrollo suburbano al Sureste. Tenemos como objetivo incluir los valores de dichos paisajes en un tejido urbano complejo, diverso y denso pero a su vez poroso, de baja huella ecológica y con escala humana. Destacamos 3 escenarios urbanos que definen el carácter del nuevo barrio, teniendo asociados usos característicos, diferente naturaleza de los espacios libres y diversos tipos edificatorios. La estructura propuesta está abierta a un crecimiento progresivo, proceso que será controlado por un gremio de expertos en un trabajo continuo que garantizará la calidad arquitectónica, la gestión de los usos y el espacio libre, así como la adecuación de los cambios en el tiempo. Conceptos de multimovilidad, porosidad y diversidad edificatoria abren la producción de la ciudad a múltiples agentes, con diferentes capacidades de inversión, necesidades e intereses, convirtiendo los antiguos cuarteles militares de Krampnitz en un desarrollo urbano innovador, sostenible y democrático.

The river Galligans collects the waters of the mountain of Àngels, the Fuente de la Pólvora and the Sierra de Santo Miquel. After crossing the valley of Sant Daniel it goes empty in the space between the Fuerza Vieja and the monastery of Sant Pere de Galligans, where it is buried before entering the Onyar River. Most part of the year doesn’t bring water, but the rainy season can bring a considerable amount of it. The proposal imagines the recovery of the final stretch of the Galligans River, by means of the recreation of the riparian environment, in an urban area where the river passes through the subsoil. The installation invites to experience the river where the river is no longer, and draws the visitor’s attention to its spatial, social and ecological richness, encouraging him/her to walk it upstream. In a certain way, celebrating the water also recovers the respect for this precious commodity. El Galligans recoge las aguas de la montaña de Àngels, de la Fuente de la Pólvora y de la sierra de Santo Miquel para ir a desembocar, atravesando el valle de Sant Daniel en el espacio situado entre la Fuerza Vieja y el monasterio de Sant Pere de Galligans. Donde fue enterrado antes de darse al río Onyar. La mayor parte del año no trae agua pero en época de lluvias puede llegar a traer un caudal nada despreciable. La propuesta imagina la recuperación del tramo final del río Galligans, mediante la recreación del ambiente de ribera, en una zona urbana donde el río pasa emprendido por el subsuelo. La instalación invita a experimentar el río donde el río ya no está, y llama la atención a los visitantes, sobre su riqueza espacial, social y ecológica, animándolos recorrerlo, aguas arriba celebrando la entorno al agua, recuperamos también en cierto modo, el respeto por este bien tan preciado.

The proposal is simply to remove the obstacles from the base and build a hybrid surface of vegetation, soil and game, as a support for multiple ecological and social relations, canceling any element that hinders the overall vision of the park and giving it greater transparency and scope. Botanical Station refers to two concepts that have to do with movement, time and transformations: Station: Is a period of the year characterized by something, especially by certain atmospheric conditions, or for a certain activity. Botany: Is the science that deals with the study of plants, under all its aspects, which includes relationships with other living beings and effects caused on the environment in which they are. Botanical Station: Is a garden in Palencia, a garden of a thousand gardens, a dense carpet, changing and comfortable, covered by a forest of time. A place of surprises, encounters and movement. A door to discovery from exploration and senses. La propuesta consiste simplemente en remover los obstáculos de la base y construir una superficie híbrida de vegetación, suelo y juego, como soporte de múltiples relaciones ecológicas y sociales, anulando cualquier elemento que entorpezca la visión global del parque y otorgando mayor transparencia y amplitud. Estación Botánica hace referencia a dos conceptos que tienen a su vez que ver con el movimiento, el tiempo y las transformaciones: Estación: es un período del año caracterizado por algo, especialmente por determinadas condiciones atmosféricas, o destinado a cierta actividad. Botánica: es la ciencia que se ocupa del estudio de las plantas, bajo todos sus aspectos, lo cual incluye las relaciones con los otros seres vivos y efectos provocados sobre el medio en el que se encuentran. Estación Botánica: Es un jardín en Palencia, un jardín de mil jardines, una alfombra tupida, cambiante y confortable, cubierta por un bosque del tiempo. Un lugar de sorpresas, encuentros y movimiento. Una puerta al descubrimiento desde la exploración y los sentidos.

With the theme “Yin Yang” we propose a dual and simultaneous strategy: the park infiltrates the city and the other way round. Therefore we combine the two urban textures with two different velocities of mobility: the one of the car, which only can access from the Northeast, and the one of the pedestrian, for whom a green path to the park in the Southeast will be provided. At the end of these two lines the „Yin Yang“ effect is amplified: the green pedestrian path leads to a natural elevated terrace, looking back to the city and the urban street ends with a big square with a view to the park. Between these two focuses, a common green area „between the blocks“, which functions as a lung for the new quarter, and an ecological, sustainable urban development, flexible in time, that presents itself in every phase as an unique and complete urban texture, reconciling the park and the city. Bajo el lema ‘Yin Yang’ proponemos una estrategia dual y simultánea: introducir el parque en la ciudad y la ciudad en el parque. Para ello vinculamos el tejido urbano a dos velocidades diferentes de movilidad: la del coche, que accederá al nuevo barrio sólo por el eje noroeste y la del peatón, que dispondrá de un paseo ajardinado de acceso al parque en el eje sureste. En los extremos de estas dos líneas, se acentúa el efecto ‘Yin Yang’: el paseo verde peatonal acaba en una terraza natural elevada desde donde contemplar la ciudad y la calle urbana termina en una gran plaza mirador hacia el parque. Entre esos dos focos, un espacio verde comunitario ‘entre bloques’ funciona como pulmón del nuevo desarrollo urbano, asegurando un urbanismo de baja huella ecológica, sostenible y flexible en su evolución en el tiempo, mostrándose en cada fase como un tejido único y completo que reconcilia el parque con la ciudad.

The statement called for a short-medium-long based planning to develop and densify the TU campus in Garching. In an urban scale, our proposal is focused on responding to the duality between urban mobility and the natural landscape. Two overlapping rings are created, which will attract different uses and activities. The red ring connects the highway to enter the campus with bus and train stations located in the axis of the campus, creating an always-peripheral ring for vehicular mobility. This red ring brings a range of uses associated with an urban scale, which makes the highway frontage on one side, and on the other side create a central axis in the campus. The other rings collects and strengthen all the existing natural landscape, ensuring continuity of the green on the campus. This green includes pedestrian and bike alternative mobility, as well as sport and leisure uses linked to the river and forest. They are introduced in the different fields of action, ensuring the combination of these circulations, but never interfere in the other ring. El enunciado del concurso pedía una planificación a corto, medio y largo plazo del campus universitario de la TUM situado en Garching. A escala urbana, nuestra propuesta se centra en responder a la dualidad existente entre la movilidad urbana y el paisaje natural. Se crean así dos anillos superpuestos, que atraerán diferentes usos y actividades. Por un lado, el anillo rojo une la autopista de entrada al campus con las estaciones de bus y tren situadas en el eje del campus, generando un anillo de movilidad rodada que es siempre periférica. Este anillo rojo lleva asociados una serie de usos de escala más urbana que, por un lado, hace fachada a la autopista y, por otro lado, crean una centralidad en el eje del campus. El otro anillo recoge y potencia el paisaje natural preexistente, garantizando una continuidad del verde en el campus. Este anillo verde recoge movilidades alternativas peatonales y de bici, así como usos deportivos y de ocio ligados al río y al bosque. Todos ellos se introducen en los diferentes ámbitos de actuación, garantizando la integración de estas circulaciones, pero sin interferir nunca en el otro anillo.

The objective of this project is the preliminary study of the historical city of Santiago de Compostela based on the documents actually available. For this purpose, a holistic, integral and articulated territorial analysis was achieved. Santiago is a city settled within an ondulated landscape of uneven topography. Its primary function since the XVth century is to be one of the most important centers of catholic peregrination. Point of arrival, end of the road, site of cultural, religious and commercial exchange, Santiago cannot be understood without its landscape and territorial structure shaped by peregrination. The understanding of the historical city as an enclosed area survives until today and is reflected in its spatial organization. Nevertheless, the historical city is more of an alive organism that has its palpitating heart in the historical core but its articulations reach out to embrace the territory that provides the city its urban vitality and functionality. Its is therefore of outmost importance to reclaim the city as an alive ecosystem. El objetivo de este documento es aportar un prediagnóstico de la Ciudad Histórica de Santiago de Compostela realizado desde una primera toma de contacto con la misma a partir de las fuentes ahora disponibles. Para ello se ha realizado un análisis del sistema territorial desde una perspectiva holística, integral y articulada. Santiago se reconoce como una ciudad en un paisaje ondulado, de relieve accidentado y cuya principal función desde el s.XV es la de ser uno de los centros más importantes de peregrinación católica. Lugar de destino, final del camino, espacio de intercambio cultural, religioso y comercial, Santiago no se entiende sin su paisaje y sin la construcción del modelo de organización territorial que la peregrinación conlleva. El entendimiento de la Ciudad Histórica como un recinto cerrado, amurallado, aún pervive y tiene su reflejo en su tratamiento urbanístico. Es como si aún hubiera que derribar las antiguas murallas. Sin embargo, la Ciudad Histórica responde más a un organismo vivo cuyo corazón palpita dentro de ese recinto original pero cuyas articulaciones con el territorio son las que le dotan de funcionalidad y vitalidad urbana. Es por lo tanto necesario reivindicar el papel de la ciudad como sistema, o si se prefiere, como ecosistema.

The competition proposes a solution for the complex situation of the parcel ’Stadtteilzentrum Züricher Straße’ which faces a street of high buildings, and is expecting the opening of a new metro station, while maintaining at the south the suburban residential scale of its surrounding. A unique urban fabric offers to resolve both situations. It is the open free space that will give the built structure its specificity. A big plaza towards Züricher Straße acts as an extension to the avenue and groups the principal amenities and shops around the new metro station ; whereas to the south, a green plaza is designed as a common garden to be appropriated by the neighboors. In this sense, the public space acts as a platform not only for the built structures but also for the multiple processes that this neighborhood will experience. 42 datasheets define the standards and future management of the public and built platform. Its aim is to function as a tool for negotiation between the diferent actors involved in the planning of the area (public entities, developers, citizens and technicians). El concurso busca soluciones para la compleja situación del solar ’Stadtteilzentrum Züricher Straße’, que debía responder a una calle con un frente de bloques en altura y una condición urbana marcada por la próxima apertura de una estación de metro. Por contra, hacia el sur había que mantener la escala residencial de su entorno suburbano de menor altura. Proponemos mediante la configuración de un tejido único dar respuesta a ambas situaciones. Es en la relación con el espacio libre donde el tejido determinará su carácter: más urbano hacia Züricher Straße, una gran plaza actua como extensión de la calle y concentra los equipamientos entorno a la nueva salida de metro. Hacia el sur, la plaza pasa a ser un espacio verde comunitario, de bajo mantenimiento y con capacidad de apropiación temporal por los vecinos. Por tanto, la cualidad del espacio libre será el soporte no sólo de la edificación, sino de los múltiples procesos que se darán en el nuevo barrio. 42 fichas describen el soporte, definen sus reglas y su gestión posterior. Su intención es funcionar como herramienta de negociación entre los diferentes actores (ente público, promotores y equipo técnico) que participan en el urbanismo de la zona.

The competition was looking for solutions for the complex situation of the ’Stadtteilzentrum Züricher Straße’ site, which must provide an answer for a street facing a row of high-rise flats, marked by the impending opening of a metro station. In contrast, towards the south it has to maintain the residential scale of its surroundings, with less height and a more suburban character. We proposed, by means of a unique fabric, a solution for both conditions. It is in the relationship with the open space that a fabric will determine its character: more urban towards Züricher Straße,forming a large square as an extension of the street, with a hard surface which brings together the facilities (shops, restaurants, offices, etc..) surrounding the new metro exit. Towards the south, the character of the open space is reversed: The pre-designed square becomes a low maintenance, green community space, capable of temporary appropriation by the residents. El concurso buscaba soluciones para la compleja situación del solar ‘Stadtteilzentrum Züricher Straße’, que debía responder a una calle con un frente de bloques en altura y condición urbana, marcada por la próxima apertura de una estación de metro. Por contra, hacia el sur había que mantener la escala residencial de su entorno, de menor altura y carácter suburbano. Proponemos mediante la configuración de un tejido único dar respuesta a ambas situaciones. Es en la relación con el espacio libre donde el tejido determinará su carácter: más urbano hacia Züricher Straße, formando una gran plaza como extensión de la calle, de pavimento duro, que concentra los equipamientos (tiendas, restaurantes, oficinas, etc.) entorno a la nueva salida de metro. Hacia el sur, el carácter del espacio libre se invierte: la plaza prediseñada pasa a ser un espacio verde comunitario, de bajo mantenimiento y con capacidad de apropiación temporal por parte de los vecinos.

How to design a city that is revealing to be a complex and changing reality more each time? We do not propose a parcelization or a predesigned urban tissue, but a controlled process of growth. A network of urban support devices manages building dynamics in time, of which the competition’s proposal shows only one possible version of the potential outcome of such a dynamic approach. The result is a porous tissue of a low ecological footprint, a chemical composition of urban elements, including a diversity of building scales open to change by the different actors intervening in the city. The new tissue ‘solidifies’ on the edges, creating a continuity of the streets destined for vehicular circulation, while it becomes porous in the centre, creating a field for pedestrian and cyclists defined through a hierarchic sequence of free spaces. A wide green public space is outlined in continuity with the linear park and a succession of smaller free spaces managed by the community and designed collectively. The temporal appropriation and reframing of time constitute the identity of the new neighborhood. Cómo configurar una ciudad que se muestra, cada vez más, como una realidad compleja y cambiante? Nosotros no proponemos una parcelación o un tejido urbano prediseñado, sino un proceso de crecimiento controlado: una red de soportes urbanos gestionan la edificabilidad en el tiempo, mostrando en el concurso sólo una hipótesis de lo que puede llegar a ser. El resultado será un tejido poroso de baja huella ecológica; una composición química de elementos urbanos, con una diversidad de escalas de edificación abierta a los diferentes actores que intervienen del urbanismo. El nuevo tejido se ‘solidifica’ en los bordes creando continuidad en las calles que limitan el tráfico rodado, y se ‘esponja’ en el centro creando un ámbito para peatones y bicis definido por una jerarquía de espacios libres: un gran espacio verde público programado en continuidad con el parque lineal y una sucesión de espacios libres menores de gestión comunitaria, abiertos al diseño colectivo, la apropiación temporal y reprogramación en el tiempo, que definirán la identidad del nuevo barrio.

The project responds to the need to reconcile family and working life in a city like Madrid. The challenge was to find the space for a house and for a professional studio in the center of the city. We finally found it in a building located in the neighborhood of San Antón, now known as Chueca, near the Gran Vía. The spatial conditions of the place are those of an aristocratic building of the early twentieth century, with high ceilings, fireplaces as heating medium and an intelligent game of courtyards to encourage cross ventilation. The house had not been renovated since it was built almost 100 years ago, forcing us to an intense rehabilitation to conserve the existing moldings, fireplaces, radiators and other old elements. At the same time, all these elements had to work together with the technology required by an architectural office and the modern lifestyle in the city. El proyecto responde a la necesidad de conciliar vida profesional y familiar en una ciudad como Madrid. El reto era la búsqueda de un espacio con las características para albergar nuestro estudio profesional y la vivienda. Finalmente lo encontramos en un inmueble situado del barrio de San Antón, hoy más conocido como Chueca, cercano a la Gran Vía. Las condiciones espaciales del inmueble responden a una promoción aristocrática de principios del siglo XX, con altos techos, chimeneas como medio de calefacción y un inteligente juego de patios para favorecer ventilaciones cruzadas como medio de refrigeración. El inmueble además no había sido renovado desde su construcción, hace casi 100 años, lo que nos obligó a una reforma en profundidad que aprovechase, no obstante, la oportunidad de conservar y hacer convivir las buenas alturas, las molduras, chimeneas, radiadores y otros elementos de época, con la tecnología que exige una oficina de arquitectura y las prestaciones exigidas por la forma moderna de vida en la ciudad.

Made to mark the World Youth Day 2011. Each station of the “Via Crucis” embodies a step of the Spanish procession during the Holy Week. The stops are located from the Plaza de Colón, where the Via Crucis started, along the Paseo de Recoletos and until the Plaza de Cibeles, where the procession would end. Fourteen stations arranged along the Paseo de Recoletos, in a coherent continuity, host each stop. The project was realized in 3 weeks and the installation process had to be very quick because the city could not afford to block the traffic in the principal avenue of Paseo de los Recoletos for much time. An estimated 800 million people watched the event on television. Realizado con motivo de la Jornada Mundial de la Juventud 2011. Cada estación del Via Crucis se ilustró con un paso de la Semana Santa española. Los pasos se ubicaron desde la Plaza de Colón, donde partió el Via Crucis, a lo largo del Paseo de Recoletos y la Plaza de Cibeles, donde finalizaría el acto. Catorce estaciones a lo largo del Paseo de Recoletos, proyectadas con una idea de continuidad, albergan cada paso. El proyecto se realizó en 3 semanas y la instalación tuvo que montarse en un tiempo record visto que la ciudad no podía prescindir del Paseo de los Recoletos mucho tiempo. Se estimó que unos 800 milliones de personas siguieron la procesión a través de la televisión en todo el mundo.

Este documento se entregó en la Consejería de Obras Públicas, Ordenación del Territorio, Vivienda y Urbanismo del Gobierno de Cantabria en septiembre de 2010. Más tarde, en septiembre de 2011 la Consejería traslado a los técnicos redactores la necesidad de una nueva documentación complementaria, ampliando el análisis territorial a toda la comarca de Liébana con el objetivo de verificar que las alternativas de emplazamiento propuestas se localizan en zonas adecuadas y que no existen otras más convenientes para el desarrollo del PSIR.

Finalmente, con fecha 18 de noviembre de 2011, el Gobierno de Cantabria aprueba la Declaración de Interés Regional del Parque Empresarial del Valle de Liébana, promovido por la Asociación de Empresarios de los Valles de Liébana (AEVAL), que aglutina y articula los intereses de numerosos empresarios de la comarca lebaniega, con el apoyo de CEOE-CEPYME, del Ayuntamiento de Cillorigo de Liébana, y los ocho municipios que forman parte de la Mancomunidad de Liébana y Peñarrubia.

The proposed dining hall at the Pontifical University of Comillas in Cantabria is realized in 2 phases. The first phase involves the reform and refurbishment of an existing building as a dining room and coffee shop; the second involves the construction of a new building. The integration with the surrounding landscape is achieved by choosing adequate facade materials and adapting to the topography. As for the access building, it is designed as an opening in the existing stone fence surrounding the campus. The building is almost buried in the existing relief so it is only visible from the northern front. In the ground floor, a series of skylights introduce indirect lighting guiding the promenade, conceived as an initiation journey, to the upper levels until reaching the seminary. El proyecto de comedor universitario del Campus de la Universidad Pontificia de Comillas en Cantabria se plantea en 2 fases. La primera fase conlleva la reforma y adaptación de un edificio existente como comedor y cafetería, y la segunda fase consiste en la construcción de un nuevo edificio junto al anterior. Mediante la elección de los materiales de fachada y la adaptación a la topografía existente se consigue la integración del edificio con el lugar. La propuesta del edificio de acceso y tienda del Campus se entiende como una continuación del paramento de piedra perimetral existente marcando el acceso al Campus como una grieta dentro de ese gran muro. El edificio queda enterrado en el relieve existente de manera que su presencia sólo se hace visible desde el frente norte. Desde el nivel superior tan sólo lo hará por medio de una serie de lucernarios encargados de introducir luz al interior del pabellón. Desde aquí comienza un camino ascendente hasta la plataforma institucional, donde se encuentra el Seminario Mayor, a modo de recorrido iniciático, de preparación al aprendizaje.

Due to its location in the Natural Park of Peña Cabarga, the project to adapt the Indian Monument at Peña Cabarga in Cantabria as a Television Relay Centre aims at minimizing visual impacts on the natural and physical environment and landscape. Thus, the proposed intervention maintains the existing dominant iconic building, displacing all the related facilities necessary to its function as a television relay center to an underground volume, which conforms at the top a garden on the hillside and a vantage point for the spectator. El proyecto de adecuación del Monumento al Indiano en Peña Cabarga, Cantabria, como Centro Remisor de Televisión debido a su ubicación en el Parque Natural de Peña Cabarga minimiza los impactos visuales y naturales sobre el medio físico y el paisaje. Así, la intervención que se propone mantiene la potencia icónica del edifico existente, desplazando todas las construcciones auxiliares necesarias para su transformación en Centro Remisor de Televisión a un cuerpo subterráneo situado a sus pies conformando un jardín en la ladera, y un mirador.

The refurbishment of an office which is a “room without a view” becomes an opportunity to create a particular scenery, an interior landscape that could “mutate” while reflecting the different projects developed in the office. This exhibit-screen, inspired by the trees of Central Park, organizes the space around the main shared area of the office. At the same time, the space is transformed into “a room with a view” by placing different printed fabrics evoking legendary landscapes. Una reforma de una oficina, de una “habitación sin vistas” se convierte en la oportunidad de crear una escenografía particular, un paisaje interior que pudiera “mudar” con los distintos proyectos que se desarrollaran en la oficina. Un soporte expositivo organiza y aglutina las zonas comunes de esta oficina. Al mismo tiempo, el espacio se transforma en “una habitación con vistas” y que mediante la colocación de distintas telas impresas evocar paisajes legendarios.

The Landscape Integration Study for the Singular Project of Regional Interest (PSIR) of the Integral Strategic Productive Intervention in Marina de Cudeyo in Cantabria intends to incorporate the key integrating actions in the intervention and planning of the landscape. A dual strategy is employed: On one hand, a naturalization process which aims at establishing a relation with the most relevant identity elements of the physical environment. On the other hand, the improvement of the scenic quality of the site incorporating the design and landscaping of the road network as well as the treatment of the different free spaces and green areas. El estudio de Integración Paisajística del Proyecto Singular de Interés Regional (PSIR) de la Actuación Integral Estratégica Productiva de Marina de Cudeyo en Cantabria tiene por objeto incorporar las claves de integración de dicha actuación. Se utilizó una doble estrategia: por una parte la naturalización, es decir el “cosido” con los elementos del medio físico más identitarios y, por otra, la mejora de la calidad escénica, incorporando el diseño y el paisajismo del tratamiento del viario así como de los distintos espacios libres y zonas verdes.

From the beginning, the landscape was thought as integrated in nature, requiring little maintenance, tolerating inclement weather and changing along the successive seasons. Similarly, the different degrees of privacy for the community, inherent to the public and private experience, were taken into account. Thus, both the species selected and their implementation adapt to the fragility and purity of the different relationships at play in the site. Desde el principio se ha pensado un paisajismo integrado en la naturaleza, que no exigiera mucho mantenimiento, que soportara los rigores del tiempo y que variara con las estaciones. Del mismo modo se han tenido en cuenta los distintos grados de privacidad para la comunidad que supone la experiencia tanto pública como privada del conjunto: así, tanto las especies como su forma de implantación se acomodan en fragilidad y pureza a los distintos gradientes de relación del conjunto.

The slope on which the campus of Las Llamas is situated in the city of Santander, presents a disorderd, undefinite and alien relation with the surrouding landscape in which it is inserted. We propose a mechanism that will allow a better integration. Thus, the new buildings act as a gradient link between the inside of the Campus and the park of las Llamas. Its adaptation to the topography and the soft treatment of terraced gardens allow this connectivity with the landscape, establishing a relation of dialog and complementarity between the university campus and its surroundings. La ladera en la que se sitúa el Campus Universitario de las Llamas en la ciudad de Santander, presenta una imagen desordenada, azarosa, ajena al paisaje en el que se inserta. Se propone un mecanismo de integración en el que los nuevos edificios actúan a modo de gradiente entre el interior del Campus y el parque de las Llamas. Su adecuación a la topografía y el tratamiento de la ladera en suaves bancales ajardinados establece ese acuerdo, consolidando una relación de diálogo y de complementariedad entre el campus universitario y su entorno.

The proposed civic center, in Soto de la Marina, Cantabria, pretends to create a sum of layered vertical landscapes in which each floor adapts to the requirements of the functional program while integrating the particularity of the surrounding landscape. An “inward” construction which involves the creation of the social center, acting as space for social cohesion in an environment without a definite identity. La propuesta de centro cívico en Soto de la Marina, Cantabria, consiste en la creación de una suma de paisajes en vertical en el que cada planta reconoce el carácter del entorno incorporando el programa funcional adaptado. Una construcción “hacia dentro” que supone la creación de un centro, un espacio de cohesión social en un entorno sin identidad definida.

The whole treatment adequacy of the archaeological ruins - appeared next to the apse of Santa Maria la Mayor in Soria - and paving of the road from the historic center in the past connected the Plaza Mayor and Plaza Fuente Cabrejas, is configured as a new route memory composite. A new overlay plot and the actual texture of the city, accompanies all the way inside and out. El tratamiento del conjunto de la adecuación de las ruinas arqueológicas aparecidas junto al Ábside de Sta. María la Mayor en Soria y la pavimentación de parte del viario del casco histórico que en el pasado comunicaba la Plaza Mayor con la Plaza Fuente Cabrejas se configura como un nuevo recorrido compuesto de memoria. Una nueva capa sobrepuesta a la trama y textura actual de la ciudad, acompaña todo el recorrido exterior e interior.

The Regional Masterplan “La Arboleda” formalizes the town meeting with the river Ebro, opting for a residential program: social housing, public facilities and green areas. A new urban park: the Grove, ‘La Arboleda’ constitutes its new landscape. An urban planning proposal from a landscape perspective that provides environmental quality and social stability for an “informal” settlement. Similarly the document incorporates a study related to the new perception of the surrounding from an environmental and landscape point of view. El Plan Regional de Actuación de Urbanización “La Arboleda” en Miranda de Ebro formaliza el encuentro de la ciudad con el Ebro apostando por un programa residencial básicamente de vivienda protegida, dotaciones, equipamientos públicos y espacios libres. Un nuevo parque urbano equipado que llevará por nombre su paisaje: la arboleda. Una propuesta de urbanismo desde el paisaje que proporciona calidad ambiental y social a un asentamiento “informal”. Del mismo modo se incorporan al documento los estudios preceptivos desde el punto de vista ambiental y del paisaje (ISA, EIP).

The Regional Rules document (NUR) is a study of the organizational model of the Cantabrian territory to raise awareness of the elements and values that shape the landscape of Cantabria. The NUR serves as a generic plan for the municipalities which does’nt have a local plan, but also in accordance with the municipalities that already have a plan of their own. They propose the identification and rehabilitation of the cultural heritage and the incorporation of territorial farming activities compatible with the rural environment. It also has a dynamic vision of the landscape through a long-term process of renewal and transformation. This represents a sharp contrast with static and traditional visions of planning. The NUR proposes a reflection on new ways for rural and environmental management. Las Normas Urbanísticas Regionales de Cantabria son una investigación sobre el modelo de organización del territorio para hacer aflorar los elementos y valores del paisaje de la región. Las NUR son el planeamiento de los municipios que no tienen plan y actúan en el resto de los municipios de la región de forma subsidiaria del planeamiento urbanístico. Su valor reside en sus estudios y en servir de base para la planificación territorial de la región. Realizan además una apuesta decidida por la rehabilitación del patrimonio territorial así como por la incorporación de actividades complementarias de las agrarias compatibles con el medio rural. Se incorpora además una visión dinámica del paisaje, de procesos de larga duración, de renovación y de transformación. Esto supone un cambio profundo con respecto a visiones estáticas y conservacionistas. Las NUR proponen caminos de reflexión al mismo modo que tienden puentes para la gestión del territorio rural y del medio natural.
