MINSTER PARISH COUNCIL PUBLIC OPEN MEETING 20th OCTOBER PARISH COMMUNITY LED PLAN Present Councillor Bob Grove (Chairman Minster Parish Council); Councillors Cole, Day, Glover and Ms Morling-Grove The meeting was attended by 68 residents including Councillor Charles Hibberd (KCC) and Councillor Jarvis (TDC), Kyla Lamb (Clerk to the Parish Council) and Parish Councillor Clayson (St. Nicholas & Sarre Parish Council)

Chairman Councillor Bob Grove introduced the meeting and thanked residents for attending and showing their interest in the future of Minster. Councillor Grove emphasised the importance of forming a Steering Committee to identify the needs of the Village in planning for the future. The Clerk, Kyla Lamb, outlined the purpose of the meeting in identifying the future needs and aspirations of the Village following on from the Health Check undertaken in 2001. Carl Adams (Action with Communities in Rural Kent) explained the role of ACRK and the importance of undertaking the research for the Community Led Plan which would form the basis of the views of the Parish Council in formulating the policies of the Thanet District Council in preparing its future strategic plans for the development of Minster and the rural areas. Community Led Plan would lead into identifying whether a Neighbourhood Plan should be produced and the importance this would have on the County and District processes for the strategic planning of Minster. A Neighbourhood Plan would identify whether future housing development and other commercial development was needed in the Village. Councillor Bernard Clayson (St. Nicholas & Sarre Parish Council) outlined the procedures that had been followed in producing its Parish Plan and on the statistical information it had produced to support the way forward to the Parish. The Chairman then adjourned the meeting and invited those present to attend the workshops and express their views on housing and development, social matters, the environment, transport and the economic wellbeing of the Village. Following the adjournment the convenors of the workshops reported on the views expressed which would be collated and reported to the Steering Group for detailed discussion. A Steering Group will be formed from those residents who expressed a wish to serve on that Group and the Chairman thanked those persons for making themselves available to move on the process for the development of the Community Led Plan. The Chairman closed the meeting and thanked all of those present for attending.

EDITORIAL Disappointed to wake up this morning only to find my car had been broken into and a mobile phone had been stolen. Then later I Ray heard I wasn’t the only unlucky resident as others had also had their vehicles looted. So mums and dads please keep your eyes open for a Motorola V3 metallic blue mobile flip phone, originally in a black leather case, a white Ipod Touch and a pair of Ray-Ban Semi smoked Amy sunglasses, all are items known to have been stolen on the night of 19th October. If the perpetrator is reading this and I’ve pricked their conscience and they still has these items, plus anything else they may have taken that night, then returning them to the library and Brenda leaving them for attention of Minster Matters will result in no further action being taken and we’ll see that the rightful owners get them back. Extra hands this month to help with getting the magazine out on Diane time. Thank you to Diana and Kevin, also Diane and Julie for stepping up to answer our recent plea for more volunteers. Now all we have to do is train them before they change their minds!! By the time most of you read this I shall be ‘officially retired’ Nora having reached my 65th birthday on Saturday 27th - (still only 21 at heart) but at the present moment whilst writing, I’m just wondering if I’ll notice any difference ?? I doubt it, but maybe it’ll warrant my other half bringing me a cup of tea in bed and allowing me to have a bit of a lie in, at the very least - me thinks I’ll just have to wait and see on that count. Have you visited Attwells recently ? I noticed the other day that one of the more daring groups in this village have taken to removing their clothes to get noticed !!!! Actually what I saw was a Minster Playhouse Calendar for 2013 which depicts certain members of their group in various stages of undress. Karen tells me if anyone wants a copy they are on sale at a very reasonable £7-99, if that’s what floats your boat. I have been expecting a member of the Playhouse to contact MM, to make a formal announcement, via our pages, that the publication was available, but not a word has been forthcoming, so I’m wondering if they are all now feeling a bit bashful about spreading the word. Well worry not I’ve now done it for them, so if you’d like some half naked villagers on your wall next year then pop along to the newsagents and get yourself a copy. Where have all the youngsters gone ? The Mayhems, I am told, are closing down (hopefully only temporarily), as they cannot, at present, get enough young blood to keep the group going. Come on kids let’s not lose our well respected Maypole group. Please contact Dominique and make her day by joining up. See her plea on page 13 of this issue for more info. NEW COMPUTER SYSTEM During the WEEK COMMENCING 12th NOVEMBER the surgery are having a new computer system installed which will, amongst many other things, provide greater security and confidentiality to files held here. Naturally there will a lengthy learning process which could cause delays and difficulties for our patients, but we would ask for your patience and co-operation during this period and we will endeavor to effect the change-over seamlessly. We would also ask patients to ensure that they have SUFFICIENT MEDICATION to last them throughout this period and where necessary, order REPEAT PRESCRIPTIONS IN ADVANCE. WE THANK YOU FOR YOUR PATIENCE AND CO-OPERATION WHICH IS GREATLY APPRECIATED. PRESCRIPTIONS AND DISPENSING Recently there has been some confusion concerning the dispensing of patient’s prescriptions. NHS guide lines state that if any patient lives further than 1 mile from a pharmacy then those patients can have their medication dispensed at the surgery. Patients who live within 1 mile of any pharmacy therefore, have to get their medication dispensed elsewhere. They CAN CHOOSE WHATEVER PHARMACY THEY WISH and are not restricted in their choice, in any way, at any time. Of course, repeat prescriptions will always have to be requested at the surgery in the normal way. CHRISTMAS BAZAAR - SAT 24TH NOVEMBER For more information about this event please see our ad on page 10. ZERO TOLERANCE Over the past few months we have become increasingly aware that a minority of our patients have been rude and aggressive towards staff at the surgery both on the telephone and face to face. We would like to remind those patients that we operate a Zero Tolerance Policy along with the rest of the NHS. Our staff are here to help you and deserve to be treated with respect, abusive behaviour and bad language will not be tolerated. Any changes in policy are either because of rulings from the Department of Health or are changes discussed and approved by the Partners in the practice, surgery staff are merely implementing these changes and passing on this information as instructed. We will always do our best to be helpful and sympathetic and greatly value the excellent relationship which we have established with our patients over the years. KEITH ‘THE MILK’ Keith has asked Minster Matters to let all his friends in the village know that he is getting along ok and he thanks everyone he’s bumped into for their chats and good wishes. Keith also tells us that the individual who assaulted him, has recently ‘had his day in court’ and has been given a 3 year custodial sentence. We’re sure we speak for everyone, who knows Keith, when we say we wish him well and it’s good to hear the perpetrator of his injuries has now got his just desserts albeit maybe not long enough !!

LATE NIGHT SHOPPING IN MINSTER will be on Tuesday 27th November. Minster School Choir will be singing outside The Gossip Shop from 6pm. The Christmas lights will be officially switched on by Miss Minster and her Princesses at 6pm. Minster Mayhems and their friends will be Morris Dancing in Norton Drive to entertain you while you are waiting to see Santa in his Grotto also in Norton Drive. The Minster Salvation Army Band will be playing during the evening. Participating businesses will be open until 8 or 8.30pm offering special offers or treats to customers. This has become another annual event in our lovely village. We do try and make it a special evening and a start to the Christmas Festivities. Please come along and support your local shops and meet up with friends, the atmosphere is fantastic. As the saying goes "Use it or lose it". We look forward to seeing you all on the 27th. Karen

The Salvation Army in Minster was involved in the recent Emergency response Exercise carried out in the Port of Ramsgate by Kent County Council. The exercise involved simulating the response to a serious accident involving shipping. The Coastguards from the UK, France, Holland and Belgium came together alongside other land-based agencies to co-ordinate response strategies. The Salvation Army Emergency vehicle, based in Maidstone was there to provide hot beverages and Minster Corps supplied over 140 packed lunches to feed those involved in the exercise. Volunteers from the church prepared the lunch packs using bread donated by local baker Bruce Trent and locally grown apples supplied by local greengrocer Caelen Cheesman of ‘Greens of Minster’. Tesco Broadstairs also contributed to the event through a charitable donation. Thanks go to the members and volunteers of Minster and local businesses that assisted in this important exercise.

This is Minster Change Ringers new band of ringers first RAY OWEN church service ring for Harvest EDITOR OF MINSTER MATTERS Festival on Sunday 30th for (27th October) from ‘The Team’ September 2012. This was with an all Minster band. MINSTER ARMBOUTS CAPPEL TWINNING ASSOCIATION I got a “must do better” for my brief piece last month! Therefore, here goes. The AGM will be on FRIDAY 16 NOVEMBER at 7.30 pm at the Neighbourhood Centre. Please come and see us then. New members will always be welcome and are necessary for the future of the Association. We shall be voting for new officers so please support us. No doubt, we will retain some “old” officers too! We need fund raising ideas and help and village thoughts on future trips to France. We will be having a table at the Village Hall Christmas Bazaar and again look forward to your support. There should be ..... .... ‘NO’ we will keep it secret until the day, in case there are spies and thieves around! Our genius is to be protected. If we say you will enjoy it if you like food, a flutter and a bargain, then that will suffice. We are planning a race night and a quiz so watch this space for dates. Anniversary Celebrations in France next year will on 5 May so start saving now to have a great time in Armbouts Cappel for that celebration. Then there will hopefully be Fun Day – with good weather booked for a change – and our presence at the Minster Show. MINSTER KNIT AND TALK GROUP We are lucky enough to be having a card making demonstration at our meeting on Friday 30th November - Interested? Then do please come along. We are still very busy making warm garments, gloves, scarves, hats etc., to form a Christmas tree that will be displayed in the library window. This will then be given to the Salvation Army for distribution to the homeless and needy. Should anyone in the village wish to knit any of these items to help fill the tree then they can be left at the library. Donations of yarn or contributions towards its cost can also be left with the librarians. If you would like more information or maybe you’ve a wish to join the group, we get together on a Friday morning from 10.30 ‘til 12 in the meeting room above the library, just pop along and see us, it is very friendly and informal.

MINSTER IN THANET WI Marion Rose welcomed members to the October meeting and, following a rousing rendition of “Jerusalem”, the evening’s speaker, Eileen Booker, was introduced. Eileen’s “Crafts for Christmas” was extremely well received by all as she demonstrated quick, easy and reasonably-priced ways to make numerous lovely Christmas tree, table and house decorations. The Minster Institute’s Dabble Day is on the 3rd November with Pottery, Beading, First Aid in the Home and Glass Painting on offer. The next Sunshine Club outing is to Bladbean Gardens. The three options for the venue of the Birthday Dinner in February 2013 were discussed. After refreshments, Marion reminded members of Minster WI’s annual meeting, on the 13th November, during which committee members and officers will be elected for the following year. A show of hands decided that a choice of cake or cheese, with wine or fruit juice will be served on that evening. The Christmas Party (on 11th December) was discussed and donations for the home-cooked food, together with hamper donations, were requested. Entertainment for the Party remains a mystery but Marion was assured by the Committee that it was in hand!! Marion put forward an idea that we should become a Link WI with North Tonbridge WI and it was generally thought to be a good thing to twin with that Institute. Dorothy Douse has been nominated for the NFWI Board of Trustees. Before the raffle, Marion asked that the Minutes of the last meeting be approved and seconded, she then confirmed that November’s meeting will be on the 13th. October’s meeting closed at approximately 9.25 pm. Other regular activities, held in the Village Hall Committee room, are: Darts, every Tues 2 – 4 pm Coffee & Chat (every 3rd Thurs. 10 am – 12 noon) Nov’s = 15th Games Evening (every 4th Wed. 7.30 – 10 pm) Nov’s = 28th

Fish Bait Fly Tipper Prosecuted

Important Information re: Fireworks

A Margate man who fly-tipped potentially hazardous fish bait by-products has been fined £3,000 after being successfully prosecuted by Thanet District Council. Reginald Gary Wilson (27) of All Saints Avenue, Margate appeared at Canterbury Magistrates’ Court on Tuesday 28 August and pleaded guilty to disposing of controlled waste. The offence was contrary to Section 33 (1) a of the Environmental Protection Act 1990. Wilson was fined £3,000 with £100 costs, plus £225 clean-up costs and £15 victim surcharge, totalling £3,340. Magistrates heard that on 4 November last year, council Street Scene officers were alerted to a fly-tip incident at Marsh Farm Road, Minster - a local beauty spot. The waste was discovered to be the by-product used in the production of fish bait, and included an estimated 100 plastic pots of rotting egg and three vegetable oil barrels. These were all poured into the watercourse that runs alongside Marsh Farm Road across an area exceeding six metres in length. Marsh Farm Road had to be closed while the waste was assessed, and the subsequent clean-up required work by the council, Kent Police, Kent Fire and Rescue and the Environment Agency. Following detailed council-led investigations, Mr Wilson was interviewed under caution by council Street Scene officers. It was discovered that he collected waste in a van from a local bait-producing company, even though he was not licensed to do so. CCTV evidence was used in compiling the evidence for the prosecution. Leader of the Council, and Cabinet Member for Corporate and Regulatory Services, Cllr Clive Hart said, “The council has a zero tolerance attitude towards fly-tipping, and we will not hesitate to prosecute offenders. Such activity is simply inexcusable. “The waste left at Marsh Farm Road spoiled a picturesque part of Thanet, but we will vigorously pursue any incidents whenever and wherever they take place. I hope that the fine imposed by magistrates in this latest court case will act as a suitable deterrent to those tempted to ruin our area through fly-tipping.”

Fireworks often play a big part in celebrations like Bonfire Night, Diwali and Chinese New Year. However, fireworks are explosives and as they burn at such high temperatures they need careful handling and storage. Don’t buy fireworks from anywhere you’re not sure about, like a van or a temporary, unlicensed market stall. Only buy fireworks marked BS 7114 or with a CE mark – this shows that the firework meets British or European safety standards. If you are under 18 years of age you can’t: • buy fireworks • have possession of fireworks in public places If you do, the Police can give you an on-the-spot fine of £80 Fireworks can be let off until 11pm except: • until midnight on Bonfire Night 5th November • until 1.00 am on New Year’s Eve, Diwali (13th November 2012) and Chinese New Year (10th February 2013) But must not be let off in the street or any other public place. Fireworks can only be bought: • between 15th October and 10th November • between 26th December and 31st December • three days before Diwali and Chinese New Year For the rest of the year, you will only be able to buy fireworks from certain specialist licensed shops. Complaints about noise should be reported to the Environmental Health Office of your local District Council. It’s still not too late to make a Christmas Shoebox The Shoeboxes will be distributed to children living in poverty in Africa, Asia and Europe by Smile International in December (Charity Number 1079730). Smile International is a charity passionate about helping to relieve suffering and poverty through the distribution of humanitarian aid; the Christmas Shoeboxes are one of their projects. For more information, please see You can make a shoebox on your own or share one with a friend or small group. Cover the shoebox (and lid separately) in wrapping paper, so the shoebox can be opened and checked. The contents should be gender and age specific, for example for a ten year old boy. Karen and Jenny at Attwells newsagents have once again kindly volunteered to act as a collection point for shoeboxes or donation of contents. Alternatively, you can deliver them to Mary Lord at 33 Tothill Street (leave in the front porch) or to me at 101 Tothill Street. Editors this month Bryony Jay and Grace McDonald A week in a life of a prefect! First you have to get an application form from Mrs. Dolman and explain why you want to be a prefect and what you will be good at. Once you have given the application form to Mrs. Dolman she then interviews you and decides who is going to be a prefect. After she has decided who is going to be a prefect she then tells you who they are and you get your badge! In assembly you get to sit on bench and you also do corridor duty!
