POSITION:​ Senior expert (Category 2, Communications) 1. Objective(s) and linkages to Reforms Communication is an indispensable part of the reforms process. Consistent and comprehensive communication is needed to ensure public awareness and understanding of MEDT and RST’s efforts and to fuel civil society’s action in supporting reforms process. Qualified communications professional is needed in order to strengthen MEDT’s Press Office and support Ministry’s communications efforts. Communication activities of RST will be carried out through the official channels and other relevant resources per MEDT alignment and will strengthen the public presence of the Ministry and its speakers, as well as RST presence. A Senior expert on communications will work in close cooperation with MEDT’s Press Office whereas Ministry’s Press Secretary will be responsible for aligning communications objectives of all the parties involved. Senior expert will also take part in implementation of a communication strategy for Ministry and RST and will supervise RST associate experts on internal communication matters. 2. Duration and proposed timeframe: This consultancy appointment has an estimated overall duration until 31.12.2019 inclusively, with possibility to extend subjected to the availability of funding, the performance of the selected consultant and the specific needs of the RST. The Consultant shall deliver services in Ukraine and for no less than working 20 days per calendar month.

3. Main Duties and Responsibilities: Communicating reforms progress in all the fields defined as priority by RST: a. In cooperation with the Ministry’s Press-Secretary regularly updating Ministry’s communications plan b. Takes part in implementation of MEDT communication strategy c. Develops and implements RST Communication strategy d. Proactively planning and suggesting reforms related communications materials (e.g. press-releases, info sheets, op-eds, etc.), e. Organizing public events for MEDT’s speakers reporting on reforms progress, f. Organizing off-the-record events with major economic media for RST employees, g. Engaging relevant experts and civil activists to publicly assess MEDT’s reforms progress. h. Supervise associate experts in fields related to communications. i. Drafting communication materials 4. Main anticipated deliverables: ● MEDT and RST Communication strategy implemented ● Overall communication plan of MEDT reform updated and implemented, executed on-time

Regular progress reports on reforms communication, All priority reforms are regularly covered in ​media​.

5. Qualifications, Skills and Experience: 5.1 Qualifications and skills: ●

Master`s degree in economics, journalism, PR and Marketing, communications or international relations. Strong analytical, communication and presentation skills, people management skills PC literacy (advanced PowerPoint, Project, Excel, Word skills; Visio is an asset) Fluency in Ukrainian and English.

5.2 General professional experience: ●

Preferably more than 7 years of general professional experience (minimum 3 years), preferably 5 years of experience in PR, communications, journalism or marketing

Team management experience is an asset

5.3 Specific professional experience: ● ● ● ●

Proven knowledge and professional experience in communications,crisis management, event management Development and implementation strategy for internal and public communication Good understanding of economic processes and familiarity with the reform agenda in Ukraine, Experience of consulting government agencies in communications will be an asset.

6. Assignment Value The estimated monthly value of this consultancy position is in the region of 1000-1400 EUR. The funding source of this assignment is the EBRD Ukraine Stabilisation and Sustainable Growth Multi-Donor Account (MDA). The contributors are: Denmark, the European Union, Finland, France, Germany, Italy, Japan, the Netherlands, Poland, Sweden, Switzerland, the United Kingdom and the United States of America. 8. Selection Procedure Following the evaluation of all applications received, selected candidates will be invited to a brief written test in MEDT (Kyiv, Hrushevskogo str.12/2) covering both general and technical questions in both English and Ukrainian. Only short-listed candidates will be invited to an interview.
