He said they are also eyeing several areas as public parking space and among them are the 1.7-hectare property of the Zamboanga City Water District in the west coast and the vacant lot at the Integrated Bus Terminal in Divisoria, and the property near Ledesma Street which is about one hectare and talks have already been finalized with the owners who are willing to convert it into a parking area. Raz said the local government will also continue its efforts to clear public roads of illegal structures and obstructions to ease the flow of traffic. “Our efforts are continuing. We clear public roads of all illegal structures and obstructions, including illegal parking of vehicles on the roads and at the same time

find areas that we can develop into public parking spaces,” he said. Mayor Beng Climaco previously said that the local government will sustain the campaign in support to President Rodrigo Duterte’s order to clear all public roads of obstructions. The Department of the Interior and Local Government (DILG) has commended Climaco and the local government of Zamboanga for its efforts in implementing Duterte’s order. Paizal Abutazil, the DILG regional director for Western Mindanao, said Zamboanga City obtained 90 points – the highest points beyond the passing mark set by the national government, and praising the local government efforts and Climaco. Abutazil led the validating team of the national government in Zamboanga and the following criteria

Climaco thanked the validating team and Zamboanga passed with flying colors, saying, the accolades should go to all the barangay officials, the citizens and those who contributed to the “united” efforts of the Zamboangueños. “We will sustain the momentum that we have in our efforts to keep our roads cleared of any obstructions. The attack occurred after Arasad brought food to his wife, who was then chairperson of the board of election inspectors. In his complaint, Hussin said he was talking to another poll watcher when Arasad confronted him about the photos he allegedly took using a cell

phone. Hussin showed the phone to Arasad to prove that he did not take any pictures of him, but Arasad suddenly punched him below the jaw and he fell to the ground from a platform. The fall, Hussin said, fractured his elbow aside from the contusions and abrasion he suffered as a result from the attack. Because of the seriousness of his injuries, Hussin

needed medical attention for 3 months and spent a huge amount for medicines and other hospital bills. Court records show that Arasad admitted to the crime and claimed self defense alleging that Hussin attacked him first. Arasad even presented 2 witnesses, including a relative; however, both of them admitted “failing to have observed how the physical confrontation

The month-long festival is being held every 12th of October in honor of the miraculous image of Nuestra Señora del Pilar – the patroness of Zamboanga City. With the theme “Diversidad, Resiliencia y Alegria,” Climaco along with the members of the City Council led the daily programs in various part of Zamboanga. Climaco said the festival is a celebration of culture, history and faith of the Zamboangueños. Olasiman said the Zamboanga Hermosa Festival celebration centers on three distinct, yet very important core values that defined the bedrock of the Zamboangueño communities and their continued resurgence as a people – Diversidad, Resiliencia y Alegria or Diversity, Resilience and Joy. started or what the reason was.” The court trashed Ararad’s claim of self defense. Judge Alcala said “self defense cannot be justifiably appreciated when it is uncorroborated by independent and competent evidence or when it is extremely doubtful by itself.” Arasad, according to the judge, admitted how he concluded from Hussin’s supposed taking of pictures that he would use these to report electoral anomalies, such as bribery. That dangerous line of thinking impelled him to hit Hussin, according to the court. Two women, who witnessed the assault, also testified in favor of Hussin, saying, it was Arasad who first hit Hussin. “Evidence shows that as a result of the punching, Hussin fell from the ground floor platform and a few meters below. Whether or not the resultant injury was by praeter intentionem, Arasad must be held answerable. The fracture Hussin sustained entailed long term phys-

ical therapy for complete restoration,” Judge Alcala said in his decision. He convicted Arasad to “suffer imprisonment

of one month and 1 day of arresto mayor as minimum, to one year and 1 day of prision correccional as maximum.” (BCPR)

In declaring a baran-

gay free from illegal drug activities, a committee composed of members of the City Anti-Drug Abuse Council together with the PDEA validate “the non-availability of drug supply in the area and the absence of drug transit activity, clandestine drug laboratory and chemical warehouse, marijuana cultivation site, drug den, drug pushers and users,” according to Climaco. PDEA ageny Jury Rocamora said the reward money will also be used

Body of decapitated woman found off Basilan province BASILAN – Filipino fishermen have recovered a decapitated body of a woman off the southern province of Basilan, a major stronghold of pro-ISIS terror group Abu Sayyaf, blamed by authorities for the spate of ransom kidnappings in the restive region. The body, whose head, arms and legs had been chopped off, was found recently floating near the island of Lawi-Lawi off Lantawan town. The identity of the cadaver remains unknown. Her head and limbs have not been found. Authorities said it launched an investigation to determine the identity of the woman and who was behind the gruesome

killing. Earlier this month, six gunmen abducted a British man, Allan Arthur Hyrons, 70, and his Filipina wife Welma Paglinawan Hyrons at their resort in Alindahaw village in Zamboanga del Sur’s Tukuran town, about 287 kilometers from here. The abductors dragged away the victims to the sea where a motorized boat was waiting and then escaped under cover of darkness, according to the police. Police have released four pictures of men tagged as “persons of interest” in the abduction of the couple. A caretaker at the resort said two of the suspects rented a cottage and waited for the couple to

arrive home. Aside from the resort, the couple also owns the Hyrons College in the town. Provincial Governor Victor Yu pledged to give P1 million reward to anyone who could point the exact location of the abductors. No individual or group has claimed responsibility for the abductions, but this occurred during an extended martial law in the region where security forces are battling Muslim extremist group Abu Sayyaf and other militants fighting for the establishment of a caliphate in Mindanao. The Abu Sayyaf is notorious for beheading its Filipino and foreign hostages. (Zamboanga Post)

Kailangan natin mapalambot at mapada-

Military and provincial officials have previously trumpeted that the numbers of Abu Sayyaf here have dwindled due to the mass surrender of its members in the past years, and even provided them with livelihood skills training to help them reintegrate to society. But despite all of these special privileges, the Abu Sayyaf remains a major concern to local authorities and the presence of foreign ISIS terrorists in Basilan aggravated the security situation here. ISIS also claimed a suicide attack on an army

checkpoint by a Moroccan militant, Abu Katheer al Maghribi, who drove a truck laden with explosives in Lamitan City in August 2018. The powerful explosion obliterated the vehicle and left a huge crater and among those killed were a woman and a child; and the militia

commander whose unit is under the supervision of the Philippine Army. At least 11 soldiers and pro-government militias were killed in the attack. Five soldiers and several civilians were also wounded in the explosion. (Zamboanga Post)

TWO BARANGAY CHIEFTAINS here who failed to fully implement President Rodrigo Duterte’s order to clear public roads of illegal structures and obstructions have remained defiant in answering why they should not be slapped with administrative charges. The local government also said it has not received any answers from the barangay officials on the “show cause” order issued against them for their failure to comply satisfactorily with Mayor Beng Climaco’s instruction for them to abide by Duterte’s order.

This was confirmed by Assistant City Administrator Cesar Raz, who said that a show cause order was issued to the barangay chieftains after the Regional Validating Team headed by Regional Director Paisal Abutazil, of the Department of the Interior and Local Government on October 3. Raz did not identify which barangays failed Duterte’s order and not even the names of their chieftains. But despite the failure of the barangay chieftains to fully comply with the order, the DILG com-
