BUTUAN City––Officers arrested a man for allegedly raping an eight-year old girl in his house in Purok 4, Barangay Babag, here on Thursday. Authorities identified the suspect as Francisco Cupin Culob, 54. Police investigation showed that Rochelle (not the victim’s real name) and other children frequently went to Culob’s house to watch television programs. The eight-year old was in the suspect’s house on Wednesday evening, police said. Culob brought the victim to the kitchen where the suspect allegedly raped her, police said. The victim told her parents about the incident. Rochelle’s parents brought to the Caraga regional office of the National Bureau of Investigation here the following morning. The attending physician confirmed Rochelle was sexually molested. Culob is now facing charges, police said.

House to probe power shortage ISSUES AND CONCERNS on power shortage along with its solutions will be taken up during a congressional inquiry in Cotabato City on March 13, the Mindanao Development Authority (MDA) said. It said that Mindanao’s power and business sectors had called for the inquiry by the House committee on energy and special committee on Mindanao affairs to probe into Mindanao’s power situation and the curtailment scheme implemented by the National Grid Corporation of the Philippines (NGCP). NGCP is a private corporation that operates and maintains the country’s transmission network and responsible for delivering electricity to the distribution utilities and electric cooperatives. “We understand that NGCP’s action prompted distributors (mostly rural electric cooperatives) to implement two to four hours daily brownout,” MinDA chair Secretary Luwalhati R. Antonino said. She said that in South Cotabato, Sultan Kudarat, Sarangani, and General Santos City (SOCKSARGEN) area, brownouts would sometimes last for 10 hours. Antonino, however, believed that both the Agus 2 and Pulangi hydropower plants have a combined 65 MW or more untapped capacity that could sustain demand within a few yours during peak loads. She said Agus has an installed capacity of 180 MW but only 90 MW is being transmitted to the Mindanao grid. On the other hand, Pulangi has an installed capacity of 255 MW but only 180-200 MW is being dispatched. Antonino said Pulangi’s installed capacity can still be increased if dredging is done to optimize its operation. Likewise, Agus 2’s output could be further stretched to a level that

will not violate environmental policy on the operation of the plant or a level that will not cause flooding at Balo-I area. “Although it is not yet clear if the 65 MW is the reserved power for Mindanao,” Antonino said this can be utilized during peak hours when demand surges. “Bakit hindi ito ginagamit samantalang ang dami sa ating mga taga-Mindanao ang napeperwisyo dahil sa araw-araw na brownout (Why isn’t it being used when a lot of Mindanawons are suffering from the daily brownout?),” she said. In January, the Association of Mindanao Rural Electric Cooperatives reported that the Power Sector Assets and Liabilities Management (PSALM) Corporation was withholding the appropriation for the maintenance of Agus and Pulangi because the plants are due for sale as provided for by the Electric Power Industry Reform Act (EPIRA) law. AMRECO said that this contributed to the poor performance of the hydro plants. Last year, the National Power Corporation (NAPOCOR) reported that at least P3 billion was needed to rehabilitate the hydropower facilities in Mindanao which can contribute to an additional combined power ranging from 100 to 200 MW if realized. Power generation in Mindanao has been steadily increasing at an

average annual growth rate of 4.7 percent from 2002-2009. In the second quarter of 2010, the average and peaking capabilities of the hydro power plants dropped to 771 MW and 860 MW, respectively, resulting in brownouts lasting four-six hours daily in several areas during that period. Today, Mindanao is again confronted with “red alert” status since the start of the year, with around 80-100 MW deficiency as reported by NGCP. The Department of Energy (DOE) has projected that demand for power in Mindanao would increase by an average of 4.6 percent annually over the next 10 years. “To meet and sustain this demand, at least 1,000MW new capacities must be installed over the next decade and still another 1,500MW from 2021 to 2030”, said Antonino. She said that installation of new capacities on a progressive basis is becoming highly imperative. However, Antonino said that through the years, energy and power infrastructure plans, programs and projects were largely prepared and decided upon in the national capital. “Hence, strong collaboration of the Mindanao Local Government Units (LGU), private sector and industry stakeholders, emerged immensely crucial in leveraging Mindanao’s reasonable interests”, she said. A military asset is a slang which refers to civilian informants or spies working for the army. The rebels are fighting for the past decades for the establishment of a Maoist state in the country. Philcom violates ‘right of fair deal’ company started operations in Cagayan de Oro City 10 years ago. At first, he was satisfied with Philcom’s services until the firm introduced their broadband DSL (direct subscriber’s line) internet services. Philcom’s DSL broadband promises fast, reliable and efficient internet services. However, the client later found out that that assurance was only part of advertisement blitz. Truth is, Phicom’s internet service is substandard. What the client meant was that Philcom’s internet is, at time, slow and sloppy. Sometimes, Philcom’s internet signals are intermittent and frustrating. What really is frustrating is Philcom’s propensity of disconnecting internet services. ‘It is unfair for Philcom to disconnect internet services to subscribers with only a month’s arrear,’ the subscriber said. He said Philcom staff argued that the disconnection is ‘automatic.’ However, this argument is only an excuse since the ‘barring’ connection can be lifted by assigned technician. Well, the subscriber’s plaint is not isolated. In fact, some subscribers as far as Butuan City in the Caraga region experienced the same kind of Philcom treatment. While other utility firms such as power and water services always adopt a three-month grace period, here comes a telecommunication firm that instantaneously deprived subscribers of basic communication services. Perhaps, the National Telecommunication office should look into this problem. It is evident that Philcom’s attitude is an indirect ‘harassment and violates consumers’ right of fair deal.’ Until Philcom corrects this malady, it is also but fair for its subscribers, anywhere in Mindanao to rescind their contract with the firm. But there are some 7,000 other languages spoken around the world and linguists say up to half of them are at risk of disappearing by the end of the century. That works out to one language going extinct every two weeks. Forgiveness is the only way to dissolve that link and be free. In my class, I always make sure that there are no hard feelings after I scold my students of their negligence. I remember last June 2011 during the barangay fiesta; I scolded two of my barangay tanods because they were drinking in public with their uniforms. One of them spearheaded a move to vacate their posts as a sign of protest and he even humiliated me over the radio. I was furious that night because of what I heard but when I remembered what my parents told me, I asked forgiveness to my tanods when I made my welcome remarks during the opening program and made my point that it was nothing personal. Sometimes, refusal of a person to forgive causes physiological disorders like heart problems, change in blood pressure, insomnia and many other diseases caused by nurturing anger. I felt this feeling many times when I was young because I always encounter fights with my siblings. I would feel my chest so tight that I want to clobber them but my parents taught me to how to forgive. Always remember that people who cannot forgive nor has a hard time forgiving have a trouble living life for it hinders growth. The future is blocked and there is no place for new growth. Forgiveness allows the grace of God to dwell in a forgiving heart. Forgiveness allows healing. As what Mahatma Ghandi once said: The weak can never forgive.
