PIPS pays off in Caraga Sinulat ni ARJAY S. FELICILDA

CAMP Rodriguez, Butuan City––Sixty-nine persons have been arrested in various parts of Caraga Region, with the intensification of the Police Integrated Patrol System (PIPS). Police Chief Supt. Reynaldo S. Rafal, PRO-13 director, said “our records show that at the early part of the quarter, we were able to arrest 21 persons for illegal gambling; 22 for illegal possession of firearms; and 13 for illegal logging, their cases being referred to DENR. In coordination with the Philippine Drug Enforcement Agency (PDEA), the police has also netted 12 drug ‘pushers’ and one ‘illegal drug user’ in same period. Earlier, Director Rafal has directed his provincial and city directors to religiously implement the PIPS, which provides enough number of personnel for police visibility, foot/

neighbourhood and mobile patrol, traffic law enforcement duties and conduct of checkpoints. He said those performing administrative works in the regional, provincial and city headquarters are likewise being fielded for police visibility duties, particularly in public places. He admitted, “our PIPS accomplishments have been made possible, with the active support of people in the community, who provide us with information relating to law and order situations in the countryside.” Director Rafal is optimistic that with the strong ties between the community and the Police, PIPS will remain an effective strategy in sustaining Caraga as one of the most peaceful regions throughout the country. Children’s progress points way to Lantad’s future By MIKE BAÑOS

S

INCE the Misamis Oriental provincial government chose Sitio Lantad to be the showcase for its peace building initiatives, the former regional headquarters of the National Democratic Front-New People’s Army (NDF-NPA) has shone in almost all areas where it got help. Time was when the Higaonon residents of Barangay Kibanban’s largest and most progressive sitio only had to finish primary school to be considered educated. Then in 1987, the NPA set up a “People’s Government” in Lantad and took over the functions of all government services including education. During the three-year period when the “People’s Government” held sway in Lantad, education was limited to rudimentary reading and writing and indoctrination in communist propaganda. Classes were taught by “teachers” who finished only 3rd or 4th grade. Barangay Councilor Bruno Lindahay, an ethnic Higaonon born and raised in Lantad, believes it was ignorance, not poverty, which the NPA took advantage of to impress its ideology on the lumad residents. “The communist insurgency thrives on ignorance and deceit and they didn’t want the school children

to learn too much and see through their deceptions,” Mr. Lindahay said in the vernacular, himself being a former member of the NPA. Now 64, Lindahay finished 4th grade at the Lantad Primary School in 1964 at an age when other teeners like him were already finishing high school. The school only attained elementary status in 1997, so many residents like Lindahay had to content themselves with finishing primary school. In his long interaction and service as a public servant, Lindahay said it was only now that the capitol managed to deliver services to Lantad residents, most important of which was the restoration of the Quezon-Lantad barangay road and its upgrading to a provincial road. Nineteen years after reaching its nadir as the center of the communist insurgency in Northern Mindanao, government was officially restored to Sitio Lantad, Barangay Kibanban in the Municipal-

ity of Balingasag, Misamis Oriental with the re-opening of the Quezon-Lantad road on July 8, 2006. Despite atrocities committed against both civilians and government soldiers by the communists in Misamis Oriental in the past two decades, Gov. Oscar S. Moreno opted to extend the olive branch to transform Lantad and make it a showcase of the paradigm shift the province took to pursue peace instead of brute force to subdue the real enemies: poverty and ignorance. At the time when the administration of former president Gloria Arroyo was vowing to wipe out the communist insurgency for good in a year; Oca Moreno´s war for the hearts of the people took a little longer, or maybe much longer road starting with this little experiment in Misamis Oriental called Lantad. Once the regional base of the communist insurgency in Region 10, government agencies led by the provincial government teamed up to do what they deemed was the key to ending the insurgency in the area where the CPPNPA has been the shadow government for the past 25 years: restore the QuezonLantad road. Gov. Oca said Lantad was not only a key test for his administration, in fact, he calls it a “threshold” which would be a showcase of how to win over the hearts and minds of the people indoctrinated by

Early on his administration, the sitio was identified by the Moreno administration as a high-profile target for development. “We focused on bringing government back to Lantad because it was the symbol of past neglect, the province’s wealth in agriculture, especially abaca, and not the least, Lantad’s role in history as the symbol of the communist insurgency,” the governor said. “Since the road was restored in May 2006, our people have been encouraged to plant more coffee, banana, abaca and corn,” Lindahay said. The Misamis Oriental provincial government invested P9.5 million to re-open and maintain the 25 km. Quezon-Lantad provincial road and opened up whole new world of opportunities for the once isolated Higaonon community in Lantad. On Dec. 18, 2007, the Kibanban-Lantad Agrarian Reform Community (KLARC) launched as special Agrarian Reform Community which enabled residents to access livelihood programs and funds granted exclusively to ARCs even without land distribution in the interest of social justice. Phase 2 of the Dept. of Agrarian Reform’s Solar Power Technology Support

(SPOTS) project provided the people of Lantad with the power and energy needs for agricultural productivity and agribusiness; community facilities like the health center, barangay hall, community and school lighting systems; ‘solar home lighting systems’ for 128 households for lighting and household-based livelihood activities. When funds were not enough, the provincial government partnered with the Dept. of Agriculture, Bureau of Fisheries and Aquatic Resources, and foreign assisted programs like the DAR SPOTS-CLEEP and EU food production assistance for solar drying, abaca processing and banana tissue culture. As a result of the concerted interventions, the average household income of KLARC members rose from P60,000 in 2008 to P130, 035 in 2011, an impressive 117% increase! In lieu of the traditional horseback ride to Kibanban and the Balingasag poblacion, residents increasingly utilized the habal-habal (motorcycles for hire) and the coop’s van to transport their produce. As the people prospered, those who fled the fighting and communist insurgency returned to their former lands and population rose from 500 in 2005 to 1,033 to 2010, a 106% increase. As a result, the IRA of Bgy Kibanban (of which Sitio Lantad contributed the largest share) doubled from PhP

599,488.84 in 2005 to PhP 1,191,120 in 2011. Despite the increase in population, the percentage of pre-school children was significantly reduced from 40.6% in 2004 to only 15% as of 2011. The number of pre-school children whose body weights were below normal decreased from 102 in 2004 to only 57 in 2011; and the number of pre-school children increased from 251 in 2004 to 377 in 2011. With the increase in the population of young children, total enrollment in the Lantad Elementary School rose from 155 for SY 2006-2007 to 335 for SY 2011-2012, a 116% increase. Most heartening perhaps, the National Achievement Test results of Lantad Elementary School Grade 6 students increased 81% from 49.68% to 89.94% in 2011 (Filipino 61.07 -85.42%, Mathematics 39.46 – 95.14; English 43.93 – 90.37%; Science 36.07 – 83.89%; Hekasi 67.66 – 94.3%) “This is a teamwork I hope will be replicated in other areas of the province; a partnership that can become a showcase for others to follow,” Gov. Oca muses. “It is difficult to attain peace through peaceful means, but it is more rewarding.” Now Moreno has a showcase that not only Misamis Oriental, but other similarly situated sitios and barangays all over the country can emulate as well.

Oro seeks to improve flood control infra projects By MIKE BAÑOS

C

AGAYAN de Oro City is literally cleaning up its act in a bid to improve the city’s business climate and city competitiveness in infrastructure through flood mitigating measures at key areas of the city. In the first congressional district the Regional Development Council for Region X (RDC-X) full council meeting held 8 December 2011 in Tangub City endorsed to the Department of Public Works and Highways the proposed P49.60 million improvement of the old existing waterway of Sapang Creek (from the old Iligan-Cagayan-Butuan Road [ICBR] to Macajalar Bay) Bulua as a flood mitigating measure to improve the existing waterway of Sapang Creek to accommodate the volume of water run-off from the Kauswagan-Bulua Road section towards Macajalar Bay. “With this project, the backflow of water and flooding along the national road (Kauswagan-Bulua Road section) and nearby areas shall be minimized if not totally eliminated,” said Rep. Jose Benjamin Benaldo (1st District, Cagayan de Oro), who earlier endorsed the project for funding under the Priority Development Assistant Fund (PDAF) allocated for the district. The ICBR is the key high-

way linking Iligan and Western Mindanao to Cagayan de Oro and the rest of the island. Just last week a heavy downpour overflowed drainage canals along the Kauswagan-Bulua road section and buried it under mud and silt causing vehicular accidents to motorists who attempted to cross it. A P 4.4million drainage project along Gaisano Bulua-Villa Candida section of the same ICBR national highway to complement the Sapang Creek project is nearing completion to address chronic flooding in Villa Candida subdivision. In the Lapasan Central Business District, Rep. Rufus B. Rodriguez (2nd District, Cagayan de Oro) and Rep. Maximo B. Rodriguez Jr. (ABAMIN Party List) have pooled their PDAF allocations in a package of new and rehab drainage systems totaling P 72 million which covers the construction/installation of new drainage system along the Bitan-ag/Osmeña, Corrales Avenue-Velez Street and Osmeña-Corrales sections of

the ICBR, rehabilitation and desilting of Bitan-ag Creek and drainage system. “This will ensure that the chronic flooding of this section of the highway fronting the Mindanao University of Science and Technology (MUST) and the entrance to Limketkai Center will be mitigated if not eliminated completely,” said Rep. Rufus during simultaneous ground breaking ceremonies for the projects held December 2. “We are elevating both sides of the drainage of Bitanag to prevent flood waters from overflowing into the highways,” Rep. Maximo said during an onsite briefing. “We are also installing lateral links for all drainage systems so all the flood waters will go straight to the sea and not into our highways.”

The Bitan-ag- Osmeña and Osmeña-Corrales sections of the ICBR comprise a key section of the national highway which is flooded every time the Bitan-ag Creek overflows after a heavy downpour. It links key road arteries in the Lapasan central business district and its adjacent areas among them the Limketkai Center, Ayala Centrio, Gaisano City, MUST and the

newly refurbished Agora Integrated Bus Terminal and Public Market which houses Save More Supermarket and Market City. The area also includes what will be some of the city’s newest and tallest buildings such as the Ayala Centrio Tower, Kukun Hotel and Limketkai Hotel. Besides the aforementioned projects, the Rodriguez siblings also broke ground for

a new P 18-million drainage system for the Velez-Burgos section of the ICBR and the P1-M concreting/repair of Barangay Consolacion’s drainage system which are affected by the overflow of the Cagayan River during heavy downpours. In toto, some 23 projects totaling P159-M were turned over by the siblings during the day long activity. Rep. Rufus clarified that they are focusing on national road projects as congressmen since these are not under the jurisdiction of the local chief executives. He said he is sourcing additional funds for road expansion to expand four lane sections of the ICBR to six and ensure that all roads in the city, particularly national roads are concreted.

What is CHRISTMAS to you?

KING Artaban and three other wise kings had agreed to meet together at ing Melchior’s place. They had seen the star in the east, and were on their way to see the new born King of the Jews. Artaban had to take care of a family whose third child had gotten sick and was in great need of medical attention, but did not have money. After three days of waiting, Gaspar, Balthazar and Melchior, without Artaban, went their way so that they would not miss the new baby. When Artaban arrived in Bethlehem, the parents had taken the young Jesus to Egypt to escape from the evil intent of King Herod who had ordered all male babies three years and younger to be killed. Artaban followed the infant Jesus to Egypt but he missed him there because he had to assist a dying beggar, gave one of his treasures in order that the beggar could be assured a decent funeral. For thirty three years he had followed Jesus but Artaban would always miss the King of the Jews because the wise king from the east would attend to a frightened mother, a lonely child, an ostracized leper, or an adulterous woman. He was back in Jerusalem on the day of the Passover meal. Seeing a big crowd, he was told that the people were on their way to Mount Golgotha because a blasphemous man, Jesus Christ, was to be crucified. Convinced that this was the man he had been looking for, he rushed to the mountain, but on his way he saw an innocent young girl being sold in the slave market. He offered his last remaining pearl which he had been reserving as his gift to the Jewish King. With no more gift to give to Jesus, he ran as fast as he could so that he could give the Master his life. But as he did so, darkness covered the city, the earth shook and stones from buildings fell and one of them fell on him, crushing his head. As he lay dying in the arms of the girl he had ransomed, he cried out, “For thirty three years, Lord Jesus, I have looked for you and wanted to minister to you, but never found you. Nor have I ever ministered to you.” Then a wonderful thing happened as a voice from heaven came, not very loud, but very clear for Artaban to hear, “Inasmuch as you have it to the least of these my brothers and sisters, you have done it to me.” Artaban’s dying face grew calm and peaceful. His long journey had ended. He had found and served his King! May you find Jesus Christ and live so that you can fully receive the joys of Christmas.

SAN FRANCISCO. USA PRESIDENT Gloria Macapagal Arroyo ignited a firestorm right after the presidential elections when she appointed Justice Renato Corona to replace Chief Justice Reynato Puno who retired last May 17. On the day Puno retired, Corona took his oath of office before Arroyo. With that, the High Court is now composed of all justices appointed by Arroyo. The “Arroyo Court” is now fait accompli. Or should I say, “Coronarroyo Court”? Corona’s appointment would have been uncontroversial and untainted had it not been made during the constitutional ban on “midnight appointments.” The controversy arose when the Supreme Court, in a 9-1 decision, ruled in favor of Arturo M. De Castro’s petition (De Castro vs. Judicial and Bar Council) to the Supreme Court to allow the President to appoint the successor of Chief Justice Puno upon his retirement, on the ground “that the prohibition against presidential appointments under Section 15, Article VII does not extend to appointments in the Judiciary.” Ban on “midnight appointments” But that’s not what Section 15, Article VII says. What it says is: “Two months immediately before the next presidential elections and up to the end of his term, a President or Acting President shall not make appointments, except temporary appointments to executive positions when continued vacancies therein will prejudice public service or endanger public safety.” It’s crystal clear that the ban on “midnight appointments” covers permanent appointments to the Supreme Court including the Chief Justice. Justice Lucas Bersamin, who penned the decision, argued that the constitutional provision did not apply to the position of chief justice. It’s analogous to saying, “The color of the white dog is black.”

Prior to accepting the appointment, Corona was warned by the Philippine Bar Association (PBA) that he can be “sanctioned for violating the Constitution if he accepts his appointment as Chief Justice.” PBA president and former Ombudsman Simeon Marcelo said, “He should reject also because he’s tainted already. He follows what the incumbent President wants. There’s great doubt on his independence and [that he is] out to protect [the] President from suits.” Corona was also challenged by Jaro Archbishop Angel Lagdameo to “defend the integrity of the judiciary instead of showing loyalty to President Arroyo.” He also said, “I hope the incoming chief justice will maintain the independence of the Supreme Court and not be influenced by ‘utang na loob’ to the President.” Indeed, it is “utang na loob” (debt of gratitude) that seems to be the culprit in influencing the nine justices — seven of whom, including Bersamin, were appointed by Arroyo in 2009 and 2010 — to concur with Bersamin’s controversial ponencia. It’s interesting to note that during the interview of the four nominees for Chief Justice by the Judicial and Bar Council (JBC), Justice Arturo Brion was asked: “How about utang na loob?” While not admitting to it, his answer was: “That is a cultural baggage.” Thorny crown The militant labor group, Kilusang Mayo Uno (KMU), likened Corona to a “thorny crown” placed on the head of President-apparent Sen. Benigno “Noynoy” Aquino III. KMU Chairman Elmer Labog said, “By appointing the justice who is most loyal to her to head the Supreme Court, Arroyo is passing a thorny crown to Sen. Aquino. She is leaving yet another ugly legacy to the next administration and to the Filipino people.” However, in my opinion, the “thorny crown” is not on Noynoy’s head but on Corona’s head. It’s an ignominious “crown” that he would wear for as long as he is the Chief Justice. He has to bear the pain of being mocked as Arroyo’s “midnight chief justice.” And each time that he takes a vote on a case before the High Court involving Arroyo, there would be a great deal of skepticism and suspicion on how he arrived at his decision, particularly if it would be favorable to Arroyo. If his past votes were taken into consideration as to how he is going to perform

as Chief Justice, then there is the likelihood that he would continue to be perceived as biased for Arroyo. When asked by the media after his oath-taking if he would inhibit himself from hearing cases involving Arroyo, his answer was: “You’re asking me to express my opinion on a case which has never even been filed yet. So I therefore decline to answer that question. We will deal with the issue head-on if and when there is a case pending before us.” Crafty, indeed. With the anticipated high volume of plunder and other criminal cases that would be filed against Arroyo, the Supreme Court would be inundated with caseloads for the duration of Corona’s stewardship of the High Court for the next eight years. Many people are of the opinion that Arroyo appointed Corona to protect her from those cases. When Arroyo announced Corona’s appointment ahead of Puno’s retirement on May 17, it provoked an early clash with Noynoy who said that he would not recognize Arroyo’s midnight appointments. And to make his point clear, Noynoy said that he would take his oath of office before a barangay chairman, the lowest elected government official. Midnight Chief Justice Now that Corona has taken his oath of office, the question is: Would Noynoy pursue the removal of Corona? If so, it would certainly create a constitutional crisis — pitting the executive branch against the judiciary branch of government. However, if Noynoy decides not to remove Corona, then Corona’s appointment would be tantamount to a constitutional “amendment” that would render Section 15, Article VII unenforceable and, therefore, inutile. And once that precedent is set, I wonder what the “Arroyo Court” would do to tweak or twist other provisions of the constitution? Has the rule of man supplanted the rule of law in our benighted country? Former Chief Justice Artemio V. Panganiban, in his article, “Midnight chief justice,” published on March 27, 2010, said: “It has definitely eroded the high moral ascendancy of the highest court of the land. It is bad enough that the tribunal is now freely labeled as the ‘Arroyo Court.’ Worse, the appointee will be ingloriously branded the ‘midnight chief justice.’ ” Yes, indeed. (PerryDiaz@gmail.com)

Folks appeal to P-Noy: Stop mining in Socot

ENERAL Santos City––At least 100,000 signatures gathered in three Mindanao dioceses against the Tampakan copper-gold project will be submitted to Malacanang to persuade President Benigno Aquino III to issue a directive stopping the foreign-backed Sagittarius Mines, Inc. from proceeding.

Rene Pamplona, advocacy officer of the Diocese of Marbel’s Social Action Center, said the signatures will be submitted by him on December 14, upon the instruction of local religious leaders, to the Palace. “We are hoping that the President will listen to the “voice” of the people…with these signatures,” he said. He said they have submitted a few months back a letter requesting the President to meet with bishops Dinualdo Gutierrez (Marbel) Romulo dela Cruz (Kidapawan) and Guillermo Afable (Digos). The Tampakan project, which straddles the towns of Tampakan in South Cotabato, Kiblawan in Davao del Sur, and Columbio in Sultan Kudarat, is under the jurisdiction of the three dioceses. Tampakan town, where the bulk of the huge copper and gold deposits sit,

is under the Diocese of Marbel; Kiblawan town is under the Digos Diocese; and Columbio town is under the Kidapawan Diocese. Marbel Bishop Dinualdo Gutierrez said in a petition letter, written in Ilonggo, that they initiated the move as Sagittarius Mines is gearing towards the final completion this year of its Environmental Impact Assessment, a document essential in acquiring an environmental compliance certificate that would allow it to commercially operate the minefield. In asking for signatures, he cited the various stances of the Catholic Bishops’ Conference of the Philippines that seeks the scrapping of the Mining Act of 1995 or Republic Act 7942. “The Tampakan project has long affected our communities. We have not felt the responsible mining trumpeted by the govern-

ment and the mining companies,” he said. Xstrata Copper, the world’s fourth largest copper producer, exercises management supervision at the Tampakan project through its 62.5 percent controlling equity at Sagittarius Mines, with Australian firm Indophil Resources NL as the junior partner. Touted as the largest known undeveloped coppergold deposit in Southeast Asia, the Tampakan project has the potential to yield 370,000 metric tons of copper and 360,000 ounces of gold annually. The initial life mine estimate for the Tampakan project was pegged at 17 years. John Arnaldo, Sagittarius Mines corporate communications manager, said the company is not backing down from the opposition to the project but “respects the views of critics.” philippine news agency

DAVAO City––Floodings and not armed conflicts are now the cause of massive displacements in Mindanao. This was revealed in a presentation by Carolyn Arguillas, convenor of the Mindanao Media Forum,who called on media practitioners to pay attention on displacements due to flooding during the 7th

Mindanao Media Summit held in General Santos City. Arguillas revealed that the number of displaced persons due to flooding soared high past the displacement figure due to armed conflicts. Arguillas’ culled data from the National Disaster Risk Reduction and Management Council (NDRRMC)

revealed that 855,480 persons from 168,518 families in Mindanao were affected due to continuous rains based on the emergency incidents monitoring done from January 1 to January 31, 2011 alone. Citing the same data source, Arguillas revealed that displaced persons due to armed conflict in Mindanao totaled only 26,422 from MASSIVE/p.2

Vegetarian “Southern-style” Collard Greens Directions

Ingredients 1 tablespoon olive oil 1 tablespoon butter 1/2 large onion, chopped 1 teaspoon red pepper flakes 1 clove garlic, finely chopped 1 pound collard greens, chopped 3 cups vegetable stock 2 tomatoes, seeded and chopped Salt and freshly ground black pepper

In a large pot over medium heat, heat oil and butter. Saute the onions until slightly softened, about 2 minutes, then add the red pepper flakes and garlic, cook another minute. Add collard greens and cook another minute. Add the vegetable stock, cover and bring to a simmer. Cook until greens are tender, about 40 minutes. Add tomatoes and season with salt and freshly ground black pepper.
