KIDAPAWAN City––Power consumers in North Cotabato, most of them small and medium traders, have expressed dismay over the latest pronouncement of the Cotabato Electric Cooperative (Cotelco) that the daily eight-hour rotating brownout would not end soon. “We were assured we would get over this crisis, but it seems forever,” said trader Bernard Capilitan from Kidapawan City. In an interview over Catholic-ran DXND, Cotelco spokesman Vincent Baguio blamed the refusal of the Therma Marine, Inc., (TMI) to allow Cotelco to draw electricity from their power barge located at Maco, Compostela Valley. “The TMI is charging Cotelco too high. Aside from that, they demand that we pay them in advance for the power we have not yet consumed,” said Baguio. Aquino govt hails new study on the impact of Central Mindanao conflict, displacement CYCLES of violent conflict in Central Mindanao have resulted in the mass displacement of nearly a million people from their homes over the past 12 years. In 2003, tens of thousands were displaced by armed conflict and, more recently, thousands of families had to leave their homes yet again when fighting escalated in parts of Zamboanga Sibugay and Basilan in October 2011. Currently, several thousand people across Mindanao remain displaced, particularly in Maguindanao. Disrupting livelihoods are presenting major challenges to both affected families and the government, these concerns do not necessarily end with the return of displaced individuals to their places of origin, a study by the World Bank

(WB) and the United Nations World Food Programme (WFP) during a launch at the Human Development and Poverty Reduction Cabinet Cluster revealed. The survey, conducted in the last quarter of 2010, interviewed 2,759 randomly selected households from a total of 231 barangays across five provinces – Lanao del Sur and Maguindanao in the Autonomous Region of Muslim Mindanao (ARMM), as well as Lanao del Norte, North Cotabato and Sultan Kudarat. The study – ”Violent Conflicts and Displacement in Central Mindanao: Challenges for Recovery and Development” – reveals that four in every ten households in the surveyed areas experienced displacement from 2000 to 2010,

with one in five displaced two or more times, and one in ten forced to leave their homes up to five times during this period. Displacement is detrimental to livelihoods, welfare and social cohesion across virtually every key indicator: food security, access to basic services, income poverty and housing, the study found. Department of Social Welfare and Development (DSWD) Secretary Dinky Soliman welcomes the report’s “important insights on the inter-related dimensions of conflict, displacement and economic growth” in Central Mindanao. “The data provides a basis that will allow the relevant departments of government and other development partners to offer targeted recovery and render extensive develop-

ment support in affected areas, especially in the most vulnerable households,” she said. Secretary Teresita “Ging” Quintos-Deles of the Office of the Presidential Adviser on the Peace Process (OPAPP) also lauds the study, finding the report a “very relevant guide” in government efforts to address the needs of conflict-affected communities under the current Payapa at Masaganang Pamayanan (Peaceful and Resilient Communities or PAMANA) program. “It is also important that interventions under PAMANA be based on detailed knowledge of livelihood opportunities and access to land, credit availability and food supply. These indicators vary from place to place,” Secretary Deles noted.

For his part, World Bank Country Director Motoo Konishi observed that the report sheds considerable light on the nature and extent of vulnerability across provinces, population categories, and livelihood groups in affected areas. “It can shape the operational choices of humanitarian, recovery and development agencies and improve outcomes for the population on the ground,” he said. WFP Representative and Country Director Stephen Anderson meanwhile said that the study would help agencies like WFP “better target food assistance as well as help communities strengthen their resilience to conflict and natural disasters.” Mr. Anderson noted that “the two ARMM provinces in Central

Mindanao – Maguindanao and Lanao del Sur – suffer the highest levels of food insecurity. This is exacerbated by high levels of exposure to shocks, such as recurrent flooding and crop disease that make people poorer and more food insecure.” Looking at the vulnerability of communities in Central Mindanao, the study found that households experiencing displacement have been “frequently exposed to violence.” Movements of armed military and rebel groups were cited by 29 percent of the surveyed households as one primary cause of their displacement, while 9 percent blamed it on clan conflict or rido. The report said that host families also feel the pressures of displacement from additional financial costs. Some host families, usually relatives, “had to resort to selling goods or assets to provide food and support” for the displaced people they were hosting. Of the areas surveyed, Maguindanao province accounted for the highest degree of vulnerability, with about 82 percent of all households in the area affected by displacement due not only to violent conflict but also to weather-related disasters. These displacements represented the two poorest wealth quintiles, where households suffered the highest levels of food insecurity and the lowest incomes. When asked to identify their top priorities, surveyed households ranked money, employment, food, health and education, in that order. Respondents called for government attention to these basic needs, as well as the construction of roads and the need of electricity. Respondents also identified economic development, the signing of a peace agreement and ending impunity as critical interventions The DSWD and OPAPP, in partnership with the World Bank and WFP, plan to disseminate the results of this study through a series of presentations in various fora in Manila and Mindanao. TUBOD, Lanao del Norte – WITH the unforeseen challenges that a farmer has to surmount in their respective farming ventures, the Department of Agriculture Regional Field Office 10 (DA-10) through the Regional Agriculture and Fisheries Information Division (RAFID) has produced 97 graduates on the School-on-the-Air (SOA) program. A modular discussion aired over the radio that seeks to convey agricultural topics to farmers in far-flung areas, the three-month long SOA on Organic Agriculture formally culminated through a graduation rite on March 9, 2012 at the Macapagal Training Center of this municipality. The program was aired over radio station Radio Natin, Love Radio FM from December 2011 to February 2012 as it aimed to advance organic farming as a lifestyle to guarantee food security and self-sufficiency while upholding an ecologically-sound environment, improving the health of producers and consumers alike, and augmenting the income of farmers within the province. Accordingly, it would contribute in the agency’s clamor in propelling and implementing organic agriculture practices within the country as mandated in Republic Act No. 10068 or the Organic Agriculture Act of 2010, which is principally authored by no less than Agriculture Secretary Proceso J. Alcala. Farmer-graduates came from the municipalities of Baroy, Kapatagan, Tubod and Sapad, wherein Agnes B. Padua claimed the coveted top spot after complying a series of quizzes and the final assessment exam with distinguished marks. Next to Padua in the honor roll is Fe B. Pantinople (2nd honors), Severa S. Bacaling (3rd), Margarita B. Santarita

(4th), Marcelita B. Slayan (5th), Merlyn C. Rosal (6th), Teresita T. Calago (7th), Myrna M. Calago (8th), Elisa A. Macalisang (9th) and Teresita M. Bacalso (10th). In attendance to confirm the graduating class is DA-10 RAFID Chief Mary Grace B. Sta. Elena, who put to mind the farmer-graduates to apply and replicate the knowledge, particularly on technologies obtained from the department. Otherwise, she added that their learning will not measure up to the efforts exerted behind the people of the program, if and when, they will not employ them in their respective farms. During the graduation ceremony, DA-10 likewise conferred the honorees with plaques of recognition and one bag of corn seeds, apiece. Meanwhile, participating students, municipalities, agriculturists and technicians were given certificates of completion and recognition, assorted vegetable seeds, sprinklers and other freebies, courtesy from the agency and the province’s agriculture office (PAOs). Also joining the occasion is Provincial Agriculturist Letecia G. Ditucalan and Sangguniang Panlalawigan member and Vice Chairman on the Committee of Agriculture Honorable Tawamtawam M. Cauntongan. For this year, DA-10 RAFID is targeting to conduct a total of three SOA programs which intends to bring agricultural impact to around 600 farmerbeneficiaries and an additional of two regular Agri-Pinoy radio programs. This has been the experience of several companies that have acquired HACCP (hazard analysis and critical control point) certification with assistance from the U.S. Agency for International Development (USAID). HACCP, a systematic, preventive approach to fo o d s afe t y and qu a l ity that limits potential physical, chemical and

Agree with your critics THINK a minute. Do you usually agree with people when they criticize you? Probably not. But just for fun, try it sometime. Agree with the criticism that people might give you. At first, it won’t feel natural or fun because when people criticize us, our natural reaction is just the opposite. We feel hurt like we’re being attacked. So as our blood pressure shoots up, we fire back our own criticism of that person like a counter-attack. But think of all the time and energy we waste reacting with anger to criticism. A famous, successful person says: “I’ve learned to take criticism seriously, but not personally.”

The Kyoto Protocol and Copenhagen Accord WHAT happened in all conventions and summits where leaders around the world discussed, and argued on the dangers of climate change? We heard about the Kyoto Protocol. We talked about the Copenhagen Accord. What have these conventions achieved? Only a string of warm words was achieved in all these environment conventions. Indeed, it was Cris Diaz very unfortunate that the leaders of various nations were only there to hear reports why climate change was happening. The Kyoto Protocol held in Japan on December 11, 1997 in Kyoto, Japan primary discussed causes of climate change. The Kyoto Protocol was nothing but a review of the Montreal Protocol. The Montreal Protocol adopted on September 18, 1987 listed substances that caused the depletion of the atmosphere’s Ozone layer. The United Nations Framework Convention on Climate Change sponsored the Kyoto Protocol participated in by 37 countries. The result of the Kyoto Protocol was only a manifestation of the participating countries. That these countries commit themselves to adopt mitigating measures and adaptation to counter climate change as agreed. The 28 Articles on mitigating climate change detailed the agreement under the Kyoto Protocol. Most of these were European countries where pollution and emission of greenhouse gasses were prevalent. Participating countries agreed to reduce their greenhouse gasses emissions by an average of five percent from 2008 to 2012. The reduction of gas emission was based in the 1990 level. All 37 participating countries signed the agreement except for the

United States! Except for host country Japan, some countries in Asia whose critical participation were indispensible were not there. China, India and the Arab countries were among countries in Asia that did not participate in the Kyoto Protocol. On December 18, 2009, the United Nation Framework Convention on Climate Change held another round of talks at Copenhagen in Denmark. Obviously, the Copenhagen convention was a follow-up of the Kyoto Protocol held 12 years ago in 1997. Some insinuated that the Copenhagen convention should replace the Kyoto Protocol but developing countries disagreed. In contrast to the Kyoto Protocol where countries agreed to reduce gas emission, the Copenhagen accord focused on funding. Copenhagen participants agreed to collectively raised US$30 billion for 2008-2012 and US$100 billion per year in 2020 for developing countries to mitigate climate change. Where and how to acquire these funds is another thing. More than 100 countries want to maintain the rise of temperature at below 1.5 degrees Celsius. However, participants at Copenhagen agreed the below two degrees Celsius temperature. Parties commit an emission cut of, US, 14-17 percent (a very minimal reduction based on 2005 level), EU, 20-30 percent on the 1990 level, Japan, 25 per cent, and Russia, 15-25 percent on 1990 level. Was the agreement in the Copenhagen convention legal and binding? NO! The convention’s achievements were only in paper. Again, the US did not sign the accord. This time, China and India were present. Identifying corruption IS it correct to say when we reward monetarily for trade in the private sector, we call this a commission? Now the very same exercise but with government, does this not constitute a corrupt act? The answer – of course, YES! YES! YES! Commissions are extracted traditionally from sales accomplishments when it is within the private sector. At times, these Harry Tambuatco commissions are also called; success fees. This practice is a traditionally accepted norm especially when ones network is taken advantaged off to cut a deal. It’s all about profit, right? This practice is most pervasive with real estate and realtors. Licensed or not, it seems everyone is a realtor nowa-days. Commissions are earned for example, when

leasing out residential and commercial properties. In fact the going rate is one month out of every year on a lease. My issue with this is renewals. Does an agent get to pocket commissions for the life of the lease? Then again this is another story. With real estate purchases, the average 3 to 5% rate of commission is shared with a licensed broker and the adhered “contact.” With automobiles, commissions can vary and for the entrepreneurial in spirit, spreads can widely vary. While there are a few who overdo these commissions, so long the trade is legitimate, they are acceptable. “In a proper business deal,” when a buyer is satisfied with his purchase and the seller acceptable to the terms, it becomes a legitimate trade. The timing of the trade is static and should never be taken out of content. These practices are accepted and the norm. This is not an act of corruption as perceived by society. FOR her first project under her billion-peso five-year contract with TV5, Sharon Cuneta will host and co-produce a daily talk show that will carry her name and, she hopes, will define her legacy. “I wanted my name on my show again. It was TV5 that gave it to me,” the megastar said Wednesday in a media conference on the set of “Sharon: Kasama Mo, Kapatid” at TV5’s Delta Theater in Quezon City. Sharon opened up on a wide range of issues that have hounded her transfer to TV5 in November after more than 23 years with ABS-CBN. What rankled most, she said, was the opinion that her decision was all about the price tag, which represents the biggest TV deal for any Filipino artist. “Nasaktan ako kasi some people thought it was about the one billion,” she confessed. “Masakit na tinawag akong mukhang pera. Pinaghirapan ko naman ito for more than 30 years.” She said her net income, after all the commissions and salaries due her managers and staff, as well as the taxes that make her a favorite of the Bureau of Internal Revenue, would be “the same amount, more or less” she was earning from her ABS-CBN contract. Sharon then quoted TV5 big boss Manny V. Pangilinan as having told her she was easily worth double. After being in the limelight since she was 12, the 46-year-old singer-actress can’t be faulted for being concerned with her legacy— a word she mentioned several times during the conference. She believes “Sharon: Kasama Mo, Kapatid,” a gabfest in the “Oprah” mold, is the perfect vehicle for it. The show took a while to put together because, she said she and the TV5 top brass wanted to ensure its high quality. “They wanted na en grande at elegante ang show. They’re very involved in the production,” she said of TV5 president Ray Espinosa, vice president Bobby

Barreiro, and head for creative and entertainment production Perci Intalan. In the same breath, Sharon acknowledged the creative freedom at her disposal as a co-producer of the program. For this purpose she put up her own company, Mega Productions, Inc., with her personal manager, Sandra Chavez, and long-time adviser Vic del Rosario of Viva Entertainment. Her writers left their cushy jobs in ABS-CBN and GMA to join her. “I have the best writers, the best staff on TV,” she boasted. She cited as proof of the program’s quality the quandary she and the TV5 management have faced in deciding which will be the pilot among the 15 episodes they have taped so far. “Wala pa rin kaming napipili. Paganda kasi nang paganda ang mga episodes,” she said. She has been taping three shows three times a week. The show will feature “regular people with extraordinary stories” and will run the gamut of human emotions. “It’s filled with surprises. May mga episodes na tawa lang kami ng tawa. And then next time naman iyak kami ng iyak,” she said. When she does have celebrities as guests, Sharon makes sure they come for an in-depth discussion, “not just to promote something.” The celebrity guest list so far includes Derek Ramsay, Jannelle Manahan, Amy Perez, Bing Loyzaga, Katrina Halili, Vicki Belo and daughter Crystalle Henares, Cristy Fermin, Lolit Solis, and Lourd de Veyra. Sharon is candid about her efforts to emulate Oprah Winfrey. “Anybody who does a talk show like this wants to be like her. The Cotabato Electric Cooperative, the power utility that serves North Cotabato’s 17 towns, said it had no choice but to ration power owing to lack of power supply from the Napocor-owned hydroelectric power plants in Bukidnon and Lanao del Sur. According to Cabiles, Kidapawan City and surrounding towns have been suffering from six to eight hours of rotating blackouts and because of it “the city’s economy has been declining.” A Sun Star Daily report said the Kidapawan city council had threatened to sue Napocor for disregarding public clamor to allocate 25 percent of the electricity generated by geothermal plants in the city. The two government plants, operating for almost two decades now, are located at the foot of Mt. Apo in Barangay Alomavis, a hinterland district in Kidapawan City. However, electricity being supplied by Napocor to the city and surrounding towns, through the Cotabato Electric Cooperative comes from the power plants in Lanao del Sur and Bukidnon. Kidapawan City Mayor Joseph Evangelista revealed that Napocor’s reluctance to allocate 25 percent of the power generated by the two geothermal plants to the city and 17 North Cotabato towns is a “serious infraction of a 20-year old agreement obliging the power firm to supply the province with enough electricity from the two facilities.” Evangelista was referring to the memorandum of agreement between the province and Napocor, signed before the two geothermal plants were built in the l980s, to ensure that local consumers would benefit. “first and foremost,” from the geothermal resources to be tapped.

The power co-op, he stressed, has three options: first, it would heed the demands of the TMI and charge high electricity rates its power consumers; second, it would press the national government to dispatch the needed 26 megawatts from the two geothermal power plants at Mount Apo; and third, wait until such time the Pulangi-4 plant resumes operations next month. government is a totally different affair. These come in many variants. There is bribery and there is what we call influence peddling. Both weigh in balance as for a corrupt act. With bribery; the practice is popularly known as “lagay, tong, comisyon or for the boys” in the local vernacular. Influence peddling is normally committed when one’s approvals because of their authority vested in their offices authorized for the commission in mind. The most common or perceived practice is with construction and building projects where spreads are inputted into budgets and expended with impunity.

Take for example government contracts for civil works, appended to G-men from solicitations originating from their office. The men and women we elect into office are most vulnerable and perceived corrupt. So much so today it is “standard operating procedure.” When you analyze the trade, those in power and authority who are corrupted, answer to no one - other than the country at large. They figure; they will not be in these positions forever and should they not take advantage, some other person will. The rationalization can go on forever and with some, they have become so creative they sleep soundly at night. For example take “jueteng, gambling, prostitution, drugs”, to turn a blind eye

It is applied to a markedly high desire for and pursuit of wealth, status, and power, regardless. This is not what is

called a proper business deal! In the end it all boils down to our values. We seemed to have lost them along the way. In school we learned about “laissez-faire” which in French literally means “let do,” but it broadly implies “let it be,” or “leave it alone.” A “laissez-faire” state and completely free market has never existed, though the degree of government regulation varies considerably. In the Philippines we have considerably become “lagay-pare” spelled differently! The city government has started relocating affected

Vicente Emano said that City Hall prioritized relocating the 500 beneficiaries and transferred them to Calaanan resettlement Phase 3 in Canitoan Village. ‘These include the 200 families from Barangay Macasandig who will be the first occupants of the Indahag Phase 1 resettlement site,’ Emano said. Emano said the development of the relocation sites was realized through tie-ups with the DSWD, the local government of Cagayan de Oro and the Department of Public Works and Highways

(DPWH). The DSWD funded the construction of the houses while the city government of Cagayan de Oro and the DPWH developed the relocation site, he added. Each quadruplex housing unit, measuring 40 square meters, costs around P70,000, according to the DSWD. The National Housing Authority (NHA) also contributed additional P40,000 with the help of the Habitat for Humanity. Aside from receiving permanent shelters, the

beneficiaries will also receive livelihood assistance worth P975,000 from the government. The money will be released through the associations organized by the beneficiaries. With that amount, the government hopes that the typhoon survivors can engage in income generating activities such as trading RTWs and cosmetics, opening up sari-sari stores, dressmaking, tailoring, longganisa-making and food processing. SSS housing loans up P2m, interest down 5% THE SOCIAL Security System (SSS) has cut down its interest rates and raised the maximum amount of its housing loans to help members gain wider access to decent shelter at affordable terms, a top official said. SSS President and Chief Executive Officer Emilio de Quiros, Jr. said members can now borrow up to P2 million, which is double the amount offered in the past, while annual interest rates were reduced by as much as five percent. “The revised guidelines aim to align SSS housing loan programs to current industry practices. Our longer payment terms and fixed interest rates

also make SSS loans competitive to lending facilities offered by other institutions such as banks,” he said. The new interest rates for individual members are pegged at eight percent per annum for loan grants of up to P400,000; nine percent for up to P1 million; 10 percent for up to P1.5 million; and 11 percent for up to P2 million. Interest rates are fixed for a period of 15 years. Employees, self-employed individuals and overseas Filipino workers with at least 36 contributions, including 24 months of continuous payment of premiums, and have no retirement or total disability claims can borrow. They and

their spouse must have no delinquent SSS loans. “We also increased the P300,000 limit on House Repair and Improvement loans to P1 million. Among those who will benefit are members whose homes were damaged by natural calamities and families who want to expand or renovate their house,” de Quiros said. SSS lowered its 14-percent interest rate to 11 percent for entrepreneurs and developers of subdivisions, condominiums and other residential properties. To be eligible, employers must have current contribution and loan payments and a record of profitability for the

last three years. “Applications for SSS housing loans are coursed through participating financial institutions. Interested borrowers of House Repair and Improvement Loans, OFWs and trade union members can apply directly at any SSS branch,” he said. The maximum term is 30 years for Individual Loans; 15 years for OFW Loans; 20 years for Apartment, Dormitory, House Repair and Improvement Loans; and five years for Development Loans.
