Truman Strike Group returns from 8-month deployment Courtesy Story

NORFOLK, Va. — The flagship of the Harry S. Truman Carrier Strike Group returned to its homeport of Norfolk, Virginia on June 1, following an eight-month deployment to the U.S. 5th and 6th Fleet areas of operations.

The strike group, which departed for deployment in September 2024, consisted of USS Harry S. Truman (CVN 75), Ticonderoga-class cruiser USS Gettysburg (CG 64), Arleigh Burke-class destroyers USS Stout (DDG 55) and USS Jason Dunham (DDG 109) of Destroyer Squadron (DESRON) 28, and Carrier Air Wing (CVW) 1 with nine embarked squadrons.

While sailing across Europe and the Middle East, the strike group conducted a wide range of missions, including exercises with NATO Allies and combat operations in the Red Sea. “The performance of every Sailor and asset in our strike group has been nothing short of exceptional,” said Rear Adm. Sean Bailey, commander of HSTCSG. “I

am immensely proud of my team. They have repeatedly proven time and again that they are warfighters who stand ready for anything. As we return home, it is truly gratifying to reunite our Sailors with their families and friends who have supported them throughout this journey.”

The strike group operated in the North Sea during NATO’s Neptune Strike 24-2 and supported maritime and air presence operations with ships from Portugal, Norway, and Italy. Italian frigate ITS Carabiniere (F 593) also deployed alongside the strike group during operations in Europe.

Harry S. Truman Carrier Strike Group made port calls to Norway, Sweden, Finland, Germany, Spain, France, Croatia and Greece while deployed to the U.S. 6th Fleet area of operations, promoting peace through strength.

On Feb. 1, while operating in support of U.S. Africa Command from the Red Sea, the strike group supported a large-scale airstrike and delivered 124,000 pounds of ordnance against ISIS-Somalia operatives.

When you combine mission focus, teamwork, technical expertise, and creativity, the results are remarkable if not predictable. Training Support Vessel Squadron (TSVRON) 4 is no exception.

The 70-person team comprised of four training support vessels operating under the umbrella of Carrier Strike Group (CSG) 4 is one of the most visible and impactful organizations on Atlantic coast. However, very few know the remarkable story or the team of veterans and civilian mariners that bring it to life.

“TSVRON 4 is a tremendous asset for our warfighters,” said Rear Adm. Max “Pepper” McCoy, commander, Carrier Strike Group 4. “These ships provide a

wide range of capabilities that enable the right balance of Live-Virtual-Constructive training in a complex, integrated at-sea environment for our naval and joint forces plus partners and allies.”

TSVRON 4’s training mission includes exercise mine-laying and recovery, maritime interdiction operations training, and live-fire event support. They also team with Naval Air Systems Command’s Atlantic Targets and Marine Operations (ATMO) to deliver targets, and to expand Fleet opportunities for unmanned systems training and Live, Virtual, and Constructive (LVC) training.

professionalism while striking Houthi targets across Yemen and defending the strike group and merchant vessels from threats,” said Capt. Leslie Mintz, commander of CVW-1. “I could not be prouder of the dedication and hard work of all the maintainers, ordnance handlers, administrative, and logistics support for their work keeping our aircraft flying, aviators safe, and ordnance ready to drop around the clock.”

In March, the Harry S. Truman Carrier Strike Group led initial strikes against Iranbacked Houthi targets in Yemen during U.S. Central Command’s Operation Rough Rider.

The strike group launched Tomahawk Land Attack Missiles and precision airstrikes for more than 50 days, conducting continuous operations to degrade Houthi capabilities and disrupt threats to commercial shipping.

“These warrior Sailors demonstrated superb grit for more than eight months,” said Capt. Chris Hill, commanding officer of USS Harry S. Truman. “Even in the face of significant challenges, they persevered, never giving up when their nation needed them. It’s been an honor to serve alongside such dedicated professionals and to take

them home to their families.”

During the deployment, the Harry S. Truman strike group completed more than 13,000 sorties and 25,000 flight hours, and the ships sailed over 240,000 nautical miles combined.

The strike group’s mission is to conduct prompt and sustained combat operations at sea and maintain a forward presence through sea control and power projection capabilities.

USNS Comfort departs Norfolk in support of Continuing Promise 2025

NORFOLK, Va. — The U.S. Navy Mercyclass hospital ship USNS Comfort (T-AH 20) departed Naval Station Norfolk to begin its summer deployment to the U.S. Southern Command area of operation in support of U.S. Naval Forces Southern Command/ U.S.4th Fleet’s Continuing Promise 2025, May 30.

After several months of detailed planning, Comfort will conduct mission visits to Grenada, Panama, Colombia, Ecuador, Costa Rica, and the Dominican Republic.

“I am honored to lead the 16th iteration of continuing promise. We have worked meticulously with our partner nations and State Department teams to ensure we are providing world class care and continuing to strengthen our partnerships in the region,” said Capt. Ryan Kendall, commodore, Destroyer Squadron 40, and mission commander of Continuing Promise.

Each mission stop will focus on working alongside partner nation medical personnel to provide direct patient care and technical expertise in community clinics, improving medical readiness, strengthening partnerships, and enhancing the combined capabilities of the U.S. Navy and partner nations to respond to public health disasters and humanitarian crises.

The Continuing Promise team also includes a U.S. Army veterinary element from the 248th Medical Detachment (Veterinary Service Support), which will collaborate with host nation colleagues to provide direct public health education and animal care at local veterinary organizations. U.S. Navy Seabees from Navy Mobile Construction Battalion 11 will assist in host nationled community engineering projects. U.S. Navy subject matter experts will host seminars and training exercises with host nation officials and military professionals covering disaster preparedness and response. These exchanges aim to support host nation facilities, improve readiness, and empower local and national officials.

So how did a single boat from U.S. Fleet Forces Command and Carrier Group 4, a predecessor to Strike Force Training Atlantic now CSG-4, become a multi-platform squadron that provides training opportunities to the Fleet from basic through integrated phase?

Theirs is a story of teamwork and innovation focused on achieving the mission with a steady eye on emerging Fleet training demands. From the delivery of a Mobile Sea Range Program decades before, TSVRON delivers expanded training capability and readiness to the Navy and Marine Corps team today.

Humble beginnings & steady progress “At that time they [Cmdr. Mike Hull, Fleet Forces N7 staff, and Capt. Mark Noll, CARGRU 4 N7] sat down and said, let’s put this together. So they spoke with Rear Adm. Lindell Rutherford [then-Commander, CARGRU 4] and his successor to help arrange to get the Prevail - a surplus T-AGOS 8 asset that was being made ready for disposal,” said Wayne Gittelman, TSVRON 4 Program Manager.

“They got the Prevail and took it to Colonnas Shipyard under a SUP SHIP [Supervisor of Shipbuilding] contract and decided to build it out with all kinds of electronic components on it to make the range work.”

To make early strides in what became the Mobile Sea Range Program, CARGRU 4 intervened to divert then-CWO3 Gittelman from his orders to CARGRU 8 to bring him onto their team. Since retiring from service

in uniform, Gittelman continue to serve as the Mobile Sea Range Program Manager.

After arriving at CARGRU 4, CWO3 Gittelman and team quickly learned that having a boat in the shipyard was vastly different than having personnel with the experience and expertise to fully realize the concept.

In 2005, Fleet Forces Command formally directed Strike Force Training Atlantic (SFTL), the successor to Carrier Group 4, to establish the Mobile Sea Range Program.

To do this they brought together all of the training support vessels (TSV) then-operated by Norfolk Naval Shipyard and NAVAIR under one unique team. Beginning with Prevail (TSV 1), the program grew in capacity to four ships — Prevail, Hugo (TSV 2), Hunter (TSV 3), and Narragansett (TSV 4).

TSVs are formidable multi-role, multi-mission platforms. Based on each TSV’s original specifications, they developed unique capabilities used to meet training requirements. Their versatility is what makes them uniquely suited to support training throughout the East Coast’s Fleet Response Training Plan (FRTP), from basic phase training through high-end warfighting.

For example, TSVs provide effective support for basic phase training events, Helicopter Sea Combat (HSC) live-fire events, HSC Weapons School training, exercises in support of II Marine Expeditionary Force’s Expeditionary Operations Training Group (EOTG), as well as high-end fight training exercises such as Amphibious Ready Group / Marine Expeditionary Unit Exercises (ARGMEUEX), Group Sails, and Carrier Strike Group Composite Training Unit Exercises (COMPTUEX), the Joint Force’s most complex training event.

“While we are fundamentally part of CSG-4 and support integrated phase training events, the reality is that nearly fifty percent of the work our team does is outside of CSG-4 exercises,” said Gittelman. “The FFAECC [Fleet Forces Atlantic Exercise Coordination Center] prioritizes our schedule, and that’s a good thing. We have a significant demand signal for training support that exceeds capacity, and having Fleet prioritization is important.”

In 2015, the Mobile Sea Range Program was renamed to its name today - Training Support Vessel Squadron (TSVRON) 4.

A winning team — TSVRON 4 and ATMO

The addition of Vindicator brought with it enhanced capabilities such as endurance, a larger mission deck to hold more HSMSTs, capability to support Helicopter Visit, Board, Search, and Seizure (HVBSS) operations, dynamic positioning capability, portable accommodations for larger detachments, and increased on-station time.

“Our job here at TSVRON 4 isn’t to dictate what the customer wants,” said Gittelman.

“Since day one, our job was to take leadership demand signal for Fleet training requirements — the what — and to figure out the how. The amazing part about our team is the number of people we have that can figure just about anything out if they have the time and resources — it’s core to the culture that we’ve built here over time.”

It didn’t take long to take advantage of Vindicator’s new capabilities. She completed support to her first HVBSS training mission during the Iwo Jima Amphibious Ready Group (ARG) 22nd Marine Expeditionary Unit (MEU) (Special Operations Capable) ARGMEU Exercise on May 18, 2025.

“I think the future of the TSVs is with larger vessels like the Vindicator which provide greater capability and capacity,” said Michael Schoeller, master of Vindicator and former master of Narragansett (TSV 4), whose desire to drive ships steered him toward TSVRON 4 in 2018.

Schoeller has a background in oceanography and marine research as a master of vessels from the Harbor Branch Oceanographic Institution and Bermuda Institute of Ocean Sciences, and before that, he wore a Navy uniform as a Quartermaster, Boatswain’s Mate, and a Signalman.

TSVRON 4 will continue to deliver increased readiness and warfighting capability to the fleet, while rapidly innovating to meet numbered fleet commander requirements. And while TSVRON’s decades of service to the Fleet are often seen and heard if not recognized, many on the team are happy to keep it that way.

“For me it’s all about the people we have within our team. We don’t have PRDs (rotation dates), and our team has a tendency to make a career out of being here. We lose more people from getting older and not being able to get out to sea for stretches of time as much as we do anything else. We’re the unknown asset that everybody knows — and that’s not a bad thing,” said Gittelman.

A key element of TSVRON 4’s success and ability to adapt to emerging requirements is its enduring relationship with NAVAIR’s ATMO team. Both bring unique capabilities on the foundation of a mission-focused culture. An outside observer would not be able to point out ATMO or TSV mariners supporting a common mission.

“While it rarely happens within our day-to-day operations, I often have to remind people who aren’t familiar with the history of our work with ATMO that we aren’t in each other’s chain of command,” said Gittelman. “Our relationship is just that — an important, mutually beneficial partnership that supports Fleet training and force generation.”

ATMO supports Fleet training with TSVRON 4 in many ways.

For example, they support each of CSG-4’s Force Protection exercises on the East Coast.

In these events, ATMO small boat operations deliver multiple presentations to shipboard teams that drive the ship’s force protection team to practice their pre-planned responses and activate defense countermeasures.

During many of CSG-4’s COMPTUEXs, ATMO provides service from the TSVs, as well as on land-based detachments. Just a few of the events ATMO directly supports in COMPTUEX include strait transits, counter-piracy training, live fire gunnery exercises, and unmanned surface vessel operations.

ATMO also supports multiple helicopter squadron training events from the TSV within exercises including crew-served weapons training, as well as the use of guided and unguided missiles at stationery targets or unmanned high-speed maneuvering surface targets (HSMST) towing a target.

A steady eye toward the future In 2024, Vindicator (TSV 5) became the latest addition to the TSVRON 4 team, replacing Hugo (TSV 2).

Norfolk Naval Shipyard shines as north star for latest in laser ablation efforts across shipyards

Naval Sea Systems Command (NAVSEA) and the naval enterprise have continuously encouraged the workforce to push the boundaries of how they do business, seeking out the most cutting-edge technologies and processes to revolutionize the way maintenance and repairs are done worldwide. At Norfolk Naval Shipyard (NNSY), one such innovative tool that’s been tested across the waterfront is laser ablation, an advanced technology that utilizes a high-powered laser beam to remove unwanted materials from surfaces. With opportunities during the latest availability for USS George H.W. Bush (CVN 77) at NNSY, America’s Shipyard rose up with assistance from NAVSEA and Maritime Industrial Base (MIB) to secure one of the most powerful handheld lasers to add as a new tool in the toolbelt for our mechanics — the first of the four public shipyards to be provided this equipment.

At the head of this effort was NAVSEA 04XT Technology Focus Team (TFT) Hub Channel for Corrosion Control and Repair, a collective group across the enterprise working together to bring life into those innovative ideas and filling the needs of the workforce. Within the ongoing partnership and sharing of information, the team focused in on the Adapt laser series — specifically the Adapt CL-1000 — a powerful laser ablation tool that is able to eliminate rust, hazardous coatings, and corrosions from metal components in rapid time without altering the surface material. On the projects, it is standard practice to sandblast or utilize needleguns to clean the surface metals on the job — which can be taxing on the worker due to the heavy vibrations in their hand and arm, as well as the loud noises produced by these tasks. With laser ablation, it would be less taxing on the individual, reducing noise, hand, and arm vibrations — as well as provide a cleaner and safer alternative in jobs that could utilize the laser instead.

“With the push from the NAVSEA 04XT TFT as well as the immense generosity and investment from MIB who were able to do the research with inputs from the four shipyards, we were the first of the four shipyards to officially receive the Adapt CL-1000 and put it to the test with the CVN 77,” said Code 900S/970 Safety Advocate Matthew Maccord. Initially utilizing a rented unit prior to the official unit making its home at NNSY, teams came together from the Preservation and Habitability Department (Code 970), Operations Department (Code 300), Occupational Safety, Health and Environment Office (Code 106), Production Process Improvements Department (Code 900P), Innovation and Technology Division (Code

100TO.3), and Code 900S to begin the initial testing and training of folks to be able to utilize this technology and bring laser ablation to the deckplate.

Maccord said, “we purchased the Adapt CL-100 unit, a much smaller unit, to aid in our initial training efforts and to utilize the technology to a much smaller degree while we worked to get the shipyard prepared for the CL-1000. We became the pinnacle for this effort and made huge strides in training up our people and determining how this technology can be used and where. We took every precaution to see how this technology could be utilized safely here at NNSY.” The Adapt CL-1000 is able to be set up in an area with a worker utilizing the handheld laser as well as safety glasses specifically tailored to work with that level of laser to protect their vision. The laser is able to sweep the surface in rapid time, producing a plasma field that pulsates and evaporates the material on the surface, with the waste traveling through a cord into the sealed unit to be discarded appropriately following the job.

“The hours of cleanup we’re replacing is

huge with the laser. Jobs aren’t done when the work is performed and completed — we have to make sure the spaces are cleaned up and ready for what comes next in line,” said Maccord. “The benefits are going to compound the more and more it’s utilized.”

Code 244A Project Engineering Planning Manager Randall Santiago added, “using the laser is faster overall than handtooling.

Where certain jobs with handtooling can take two to three weeks with multiple folks on the job, we are able to do a square foot of surface in eight minutes with the laser with minimal people working the job. Also compared to a needlegun or sander, the laser is easier to use overall. Laser ablation isn’t a replacement for the existing practices, it’s another tool for the toolset to use where it best fits.”

“Plus, it will help us protect our people from those long-term effects like carpal tunnel when we’re able to reduce those more strenuous jobs,” said Workforce Development Manager James Stalls. “We’re still in the initial phases of utilizing this technology, determining the best direction for where to

implement and how, yet the possibilities are endless.”

The laser has been able to be utilized on jobs on the CVN 77 project and is planned to be utilized in more projects both inside the shops as well as shipboard. In addition, a mockup space has been developed in the Apprentice School to facilitate more training across the board. Today, there are more than 40 laser operators readily available at NNSY with more being trained each month.

“This initiative fostered outstanding communication and collaboration across an entire NAVSEA community,” said Carrier Team One (CT1) Project Planning Optimization (PPO) Process Manager Becky Lambert. “Our shipyard’s championing of this technology on CVN 77 secured our position as the first recipient of this game-changing equipment — all without impacting our budget! Now, the spotlight shines brightly on NNSY, and we’re ready to demonstrate an exceptional return on investment in upcoming availabilities. This is a truly exciting time for our shipyard, and we’re confident in our ability to deliver remarkable results!”

NAVSTA Norfolk hosts 4th annual “Port Dawg” 5K Memorial Run

By Yeoman Seaman Kya Robinson NORFOLK,Va.—NavalStation(NAVSTA) Norfolk’s Navy Air Mobility Command Air Terminal (LP-210) hosted its fourth annual “Port Dawg” 5K Memorial Run at Chambers Field, May 22, 2025.

The annual memorial run honors the memory of logisticians and transportation personnel who passed within the last year.

Known as “Port Dawgs,” Air Transportation Specialists are responsible for operating and managing military aerial ports and air terminals. Their duties include processing passengers, preparing cargo and mail, building load plans in support of fleet and joint operations.

The tradition of the Port Dawg Memorial Run began in 2011 following the unexpected death of a Port Dawg stationed at Kadena

Air Force Base in Okinawa, Japan. The loss inspired Daniel Lepelletier, now stationed at the Navy Air Terminal Operations Center, to create a run in their memory.

“This is the twelfth annual Port Dawg Memorial Run for the air transportation community, and the fourth time it’s been held here at Naval Station Norfolk,” said Lepelletier. “I hope participants feel honored to be part of the Port Dawg community and the legacy of what we do.”

The event began with opening remarks at 10:20 a.m. at LP-210, Air Passenger Terminal, before transitioning into the 5K run. Participants ran in groups and military formations, demonstrating unity, strength, and support.

The course took runners along Chambers Field, with stations set up to provide water and guidance along the route.

“This is a great event because family members get to see how we honor their loved ones who are now passed on,” said Ronnie Josey, a duty officer at the Air Transportation Operations Center. “I wanted to be part of today’s run to make sure the memories of the fallen don’t go by the wayside.”

Josey shared that he knew one of the honorees personally John Brenkley, a fellow duty officer he once worked closely with.

“To protect the privacy of the families, I’ll use a pseudonym but I had a friend named ‘John’ during my first duty station who took his own life after the wounds of repeat combat tours took quite the toll on him and his family,” said Cmdr. Brandon Hood, command chaplain at Naval Station Norfolk. “That was my first taste of operational tragedy in my Navy career about 17

years ago. Events like this are vital to take a moment, to take a knee to remember those who gave their last full measure of devotion.

Memorial Weekend is more than just a cold one and a barbecue; it’s a time to reflect and be thankful for those who paid the ultimate sacrifice for the liberties we enjoy.”

The Port Dawg 5K Memorial Run continues to serve as an important annual tradition, allowing personnel to reflect on their shared mission while remembering those who paved the way. Naval Air Station Oceana hosts fourth Project SEARCH graduation

Naval Air Station (NAS) Oceana hosted a graduation ceremony for eight Project SEARCH interns June 4, 2025.

This marks the fourth year the Navy has hosted this innovative program, which connects high school students with intellectual and developmental disabilities to internships and on-the-job training. NAS Oceana is the only naval installation to host this innovative program.

Project SEARCH is a collaborative effort between Virginia Beach City Public Schools, Virginia Department for Aging and Rehabilitative Services, Virginia Department of Education, Didlake, Inc., and Virginia Commonwealth University Rehabilitation Research and Training Center.

“Today reminds us what true service looks like at NAS Oceana. Not just the kind measured in deployments or hours on the flight line, but the kind that supports families,” said NAS Oceana Commanding Officer Capt. Josh Appezzato. “These extraordinary interns have inspired us every single day and have shown us that strength isn’t just found in aircraft and ships. It’s found in compassion, in partnerships, and in investing in every member of the next generation.”

Combining classroom instruction and hands-on training, Project SEARCH engages its interns in a ten-month, holistic approach to starting a career. Since September, the military-connected interns worked side-by-side with employees at NAS Oceana’s Commissary, Navy Exchange, MWR, Public Works, the Navy Inn, and NAS Oceana’s Child and Youth Program.

“We don’t just support our interns, we challenge them with authentic, real-world experiences that build the skills and resilience needed for meaningful employment beyond the program,” said Senior Chief Culinary Specialist Patricia Bermudez, NAS Oceana’s Project SEARCH coordinator. “Our mission is to graduate confident, capable

individuals who will enter the workforce believing in their own potential and future.”

Since starting the program in Sept. 2021, Project SEARCH interns have completed 96 internships across multiple businesses at NAS Oceana, according to Jan Varney, Transition and Instructional Specialist for the Virginia Beach City Public Schools’

Office of Programs for Exceptional Children.

Collectively, interns worked approximately 24,000 hours, while gaining employability and independent living skills that they will use throughout their lifetimes.

“The unwavering partnership and support from NAS Oceana and its businesses have transformed the lives of these young adults,”

said Varney. “This partnership will continue to strengthen our entire community with additional skilled and dependable individuals that are ready to join the workforce.”

To date, 20 Project SEARCH graduates have found long term employment upon completion of the program at NAS Oceana.

Recognizing excellence: The Code 900T and Code 920 teams’ collaborative contribution to NNSY’s Apprentice Program

The Norfolk Naval Shipyard (NNSY) Apprentice Program has long been a cornerstone of developing highly skilled tradespeople for the ship repair industry. As the industry evolves, so too must the training programs designed to prepare the next generation of mechanics. In a significant step forward, the Code 900T Apprentice Training Division, in partnership with NNSY’s Structural Group (Code 920), has turned a decade-long vision into reality by designing and constructing the Apprentice Mockup - a state-of-the-art training tool that will transform hands-on experiences for all apprentices at NNSY. This mockup embodies the vision of the apprentice training team to provide apprentices with more realistic, hands-on training opportunities. The goal is clear: to ensure that apprentices not only grasp theoretical concepts but also gain the essential realworld experience they need to succeed in their roles at NNSY. While the Code 900T Apprentice Training Division took the lead in the design and conceptualization of the mockup, the successful realization of this vision would not have been possible without the critical partnership of the Code 920 team. Their collaboration was integral to bringing the mockup to life, with Code 920 handling the heavy lifting - both literally and figuratively - ensuring the mockup would be a fully integrated and functional training tool. This combined effort brought together expertise from various shops and codes across NNSY to ensure all trades were represented.

The Apprentice Mockup is more than just a training tool - it’s a dynamic, immersive learning environment that aims to mirror the real-world challenges apprentices will encounter. By collaborating with various trades, the Code 900T and Code 920 teams created a mockup offering apprentices hands-on experience in a variety of scenarios. This collaboration guarantees that apprentices will receive a well-rounded education, preparing them for the complexities of their future roles.

Designing and constructing this mockup was no small feat. The Code 900T Apprentice Training Division have worked closely

with experts across multiple trades to ensure the mockup meets the highest standards of quality, realism, and educational value.

The Code 920 team’s expertise in executing the design and handling the heavy-duty construction tasks was crucial in turning this vision into reality. The result is a space where apprentices can practice and hone their skills, gaining confidence and proficiency before transitioning to the job site.

As one team member reflected, this mockup represents years of dedication and careful planning: “This was a dream that took over a decade to bring to life. We wanted to create an experience that would provide apprentices with a true-to-life training environment, one that would better

prepare them for the challenges they’ll face on the waterfront.”

Although the mockup is not yet fully complete, it is expected to be fully functional

by September 1, 2025, and integrated into Trade Theory, marking a major milestone in apprentice training. This date will usher in a new era of hands-on, practical learning at NNSY, providing apprentices with unmatched training and preparation for the ship repair industry.

The recognition of both the Code 900T Apprentice Training Division and the Code 920 team is well-deserved. Their shared vision, commitment, and collaboration have resulted in a groundbreaking addition to the NNSY Apprentice Program. The

mockup will not only provide apprentices with comprehensive, hands-on training but will also set a new benchmark for practical learning in shipbuilding. Thanks to their tireless efforts, NNSY apprentices will be better equipped to face the challenges ahead.

To the Code 900T Apprentice Training Division, the Code 920 team, and all the tradespeople who contributed to this project: your innovation, teamwork, and dedication to excellence have made an enduring impact on the NNSY Apprentice Program.

Your hard work ensures that the next generation of skilled shipbuilders will have the training they need to succeed.

USS Gravely and U.S. Coast Guard conduct drug interdiction in Caribbean Sea

The Arleigh Burke-class guided missile destroyer USS Gravely (DDG 107) seized an estimated 860 pounds of illegal drugs from a vessel in the Caribbean Sea, May 25.

An MH-60R Sea Hawk helicopter assigned to Helicopter Maritime Strike Squadron (HSM) 74, the “Swamp Foxes,” lifts off from the flight deck of the Arleigh Burke-class guided-missile destroyer USS Gravely (DDG 107) to conduct a routine maritime interdiction operation patrol while underway in the Caribbean Sea. The interdiction by Gravely was conducted by the ship’s Visit, Board, Search and Seizure (VBSS) team alongside a U.S. Coast Guard Law Enforcement Detachment (LEDET) assigned to the ship.

“I am incredibly impressed by the professionalism and prompt action executed by

the Sailors and Coast Guardsmen aboard Gravely! Seamless integration of U.S. Navy and U.S. Coast Guard maritime assets is integral to border protection — this is an excellent example of that teamwork,” said Vice Adm. Doug Perry, Commander, U.S. 2nd Fleet. “Border security is national security.

Gravely’s deployment highlights our dedication — and the Nation’s dedication — to maritime homeland defense priorities.”

Gravely’s VBSS team boarded a vessel of interest. The team discovered and seized 19 bales of cocaine, with an approximate weight of 860 pounds and an estimated value of $13,650,000.

Coast Guardsmen assigned to U.S. Coast Guard Law Enforcement Detachment (LEDET) 401, embarked on the Arleigh Burke-class guided-missile destroyer USS Gravely (DDG 107), board the ship’s ridged hull inflatable boat to conduct maritime interdiction operations (MIO), while underway in the Caribbean Sea.

U.S. Navy forces are deployed under U.S. Northern Command’s maritime homeland defense authorities with a LEDET embarked to enable maritime interdiction missions to prevent the flow of illegal drugs and other illegal activity.

Since entering the Gulf of America March 15, Gravely has received support from P-8 aircraft assigned to Naval Air Station Jacksonville, Fla., allowing for enhanced and increased identification of illicit activity for the embarked Coast Guard LEDET in the Gulf of America and the U.S. 2nd Fleet and U.S. 4th Fleet areas of operation.

tion, Gravely employs LEDET personnel to perform vessel boardings, searches, and seizures in U.S. and international waters, targeting drug trafficking, illegal immigration, and transnational crime with a nexus at the U.S. southern border. With the LEDET’s tactical expertise guiding interdiction efforts, Gravely harnesses its advanced surveillance systems and mobility to locate and intercept suspect vessels, effectively extending Coast Guard authority through naval power to enhance maritime security operations. This collaboration ensures a robust, legally empowered response to maritime threats, strengthening U.S. border protection efforts.

U.S. 2nd Fleet, reestablished in 2018 in response to the changing global security environment, develops and employs maritime forces ready to fight across multiple domains in the Atlantic and Arctic in order to ensure access, deter aggression and defend U.S., allied, and partner interests.

U.S. Naval War College hosts fourth annual Cyber Innovation Workshop

NEWPORT, RI — The U.S. Naval War College (NWC) hosted the fourth annual Adm. James R. Hogg Cyber and Innovation Policy Institute (CIPI) Summer Workshop onboard Naval Station Newport, Rhode Island, May 28-30.

This year’s workshop, titled “CYBERCOM.Next” brought together select academics, practitioners and government officials to examine emerging technology, military innovation and the future of U.S. Cyber Command (CYBERCOM).

Ms. Anne Marie Schumann, Department of the Navy Principal Cyber Advisor, delivered the keynote address outlining the Navy’s role in integrating cyberspace capabilities across the Joint Force.

“As the threat landscape continues to evolve, the Department of Defense must remain agile and proactive in outpacing our adversaries in cyberspace,” said Schumann.

“Engaging in these critical discussions helps shape our thinking on emerging challenges and develop a path forward for maintaining our strategic advantages.”

Participants examined cyber force generation and use through wargaming, panel discussions and policy debate. Throughout the three-day event, ideas proposed were tested via moves made in an analytical wargame.

Professor Frank L. Smith III, director of CIPI, moderated the event’s discussions on improving how the military generates and employs cyber forces amid growing competition and conflict.

“From training and readiness to command and control, the Navy and the Joint Force need critical analysis and creative solutions to several policy challenges,” said Smith.

“This workshop aims to help by bringing together a remarkable group of scholars, practitioners and government officials to advance the state of debate.”

The annual CIPI Summer Workshop facilitates collaboration between students enrolled in the college’s CIPI Gravely advanced research program, faculty and external subject matter experts, to exam-

ine opportunities and challenges alike, and produce actional policy proposals for consideration by strategic level decision makers.

Findings yielded during the workshop will be published in a variety of relevant industry publications.

CIPI is the premier hub for cyber strategy and technology policy research, education and outreach at NWC. Its areas of research range from cyber operations and artificial intelligence to autonomous weapons and hybrid fleets.

The institute’s research is interdisciplinary, consisting of military, government, commercial, social, technical, open source, classified, scholarly and policy fields of study, and is focused on three lines of effort: cyber wargaming, cyber security organization and practices, and future warfare innovation.

Established in 1884, NWC informs today’s decision-makers and educates tomorrow’s leaders by providing educational experiences and learning opportunities that develop their ability to anticipate and prepare strategically for the future, strengthen the foundations of peace, and create a decisive warfighting advantage.

PEO UWS executive director stresses the importance of submarines during May 19 visit to NUWC Division Newport

Newport, R.I. — During his visit to the Naval Undersea Warfare Center (NUWC) Division Newport on May 19, Executive Director Mike McClatchey, a member of the Senior Executive Service, Program Executive Office, Undersea Warfare Systems (PEO UWS), emphasized the critical role the submarine platform and warfare center play in safeguarding our country.

“The submarine is our nation’s vanguard, and it is the most important platform to strategic deterrence,” McClatchey said. “The submarine force and the undersea domain are what makes our adversaries say, ‘not today.’ All those capabilities that make the submarine a warfighting platform are within the PEO UWS portfolio.

“I have a vested interested in the work at Division Newport and I’m very excited to be here. We really have an important job, and our nation and our Navy are counting on us. Thank you for your efforts and service. You’re incredibly important to our nation’s security and defense.”

In his role, McClatchey is responsible for more than $25 billion in acquisition, research, development, transition and sustainment of all undersea weapons, countermeasures, combat systems, artificial intelligence, training and sensor systems.

McClatchey develops opportunities for undersea enterprise capabilities and cross-domain effects by guiding and integrating efforts across PEO UWS, Team Submarine and the undersea domain portfolio. He also serves as the Undersea Warfare Chief Technology Officer (USW CTO) Executive.

“PEO UWS owns the kill chain, and weaving all aspects of this together is what we do,” McClatchey said. “Being able to collaborate across all the platforms and systems is so important.”

During his visit, McClatchey spoke to about 40 Division Newport scientists and engineers, as well as a handful of Team Submarine members, participating in Division Newport’s Submarine Combat Systems Course.

The course provides students with an overall understanding of the submarine combat system and the factors that drive system capabilities.

“PEO UWS was stood up about three years ago, and Mr. McClatchey has been a big proponent of our submarine combat systems courses over the years,” course instructor Matt O’Connell, director of programs for the Undersea Warfare (USW) Combat Systems Department, said. “These courses are a great way to get this knowledge transfer at a rapid pace to deliver these capabilities.”

PEO UWS is Division Newport’s largest customer with about 24% of the warfare center’s services rendered accounted for by this program executive office.

Division Newport operates under the Navy Working Capital Fund (NWCF) model, which means it receives funds from multiple “customers” to execute tasking within its assigned mission. Those utilizing the NWCF model receive no directly appropriated funding and operate like a nonprofit business with a “customer-provider” relationship.

“This differs from organizations that use a general fund, which means the installation receives its funds directly from the Congressional budget to accomplish its mission,” Division Newport Comptroller Adam Macksoud said. “These organizations are funded through direct appropriations and the activities are called “mission-funded.

“The working capital model allows Division Newport to provide long-term, value-added expertise to meet the Navy’s needs.”

During his visit to Division Newport, McClatchey discussed several areas where Division Newport is meeting the needs of PEO UWS so that the organization accomplishes its priorities.

PEO UWS is working to build capacity to deliver torpedoes, countermeasures, payloads and sensors to the fleet, McClatchey said. It is increasing operational availability by reducing modernization, testing, training and deployment timelines. It also is expanding undersea dominance with

faster deployment of enhanced capability through resilient and modern architecture.

“The U.S. Navy has the best combat and weapons systems in the world,” McClatchey said. “The folks here at NUWC have played an important role in that.”

McClatchey shared some undersea perspectives on Project Overmatch, a U.S. Navy initiative to connect and share information across the fleet and with other services as part of the Pentagon’s broader Combined Joint All-Domain Command and Control (CJADC2) effort.

He also discussed how Team Submarine delivers a federation of independent electronics systems integrated into a common combat system, the submarine warfare federated tactical system (SWFTS). Hardware and software updates are conducted with the fleet at regular intervals, McClatchey explained, but lately there has been particular attention paid to modernizing SWFTS. “The SWFTS rearchitecture was initiated in 2016 and refocused in 2024 with the goal of delivering capabilities at the speed of relevancy,” McClatchey said. “This is a high priority for PEO UWS, particularly to stay ahead of cyber threats and build resiliency.”

McClatchey addressed some current efforts in artificial intelligence (AI) and machine learning (ML), as well. Those include Project Harbinger to provide improved decision making for operators; SWFTS AI-enabled refactor pilot for software language modernization; SUB-S Interactive Electronic Technical Manual (IETM) efforts to integrate chat bot capabilities; and AUKUS common development environments.

“The bottom line is when it comes to AI and ML, there’s a lot of real capability there,” he said. “As we, the Navy, get better at it, there will be more opportunities there.”

As for torpedoes, McClatchey said “business is booming,” and the adversarial threat has necessitated exponential growth in lethality through investments in torpedo technology.

In closing, he encouraged those in attendance to continue

to challenge assumptions to spur growth.

“Do your best and speak up. If someone is proposing something that doesn’t make sense, be confident enough to ask tough questions,” McClatchey said. “Not in a confrontational way, but we have to stop and ask why?

“It may be uncomfortable, but let’s have those conversations. We have to make each other stronger and build each other up.”

As a member of Team Submarine, PEO UWS ensures undersea sensors and warfare systems in support of Distributed Maritime Operations. It includes the undersea domain program integration office for Project Overmatch and organizes these programs, projects and efforts to directly support Direct Reporting Program Manager (DRPM) Overmatch.

All Team Subs Participating Resource Managers (PARM) program offices are aligned under PEO UWS. The offices are responsible for submarine training; submarine logistics; and the submarine safety.

Team Submarine is a combination of PEO Strategic Submarine (PEO SSBN), PEO Attack Submarines (PEO SSN) and PEO UWS, as well as the Direct Reporting Program Office, AUKUS Integration & Acquisition Office (AUKUS).

The Team Submarine concept divides the single submarine-centric organization into specific PEOs with the goal of enhancing the structures and processes in the submarine research, development, acquisition and maintenance communities. Surface Force showcased strength and unity during thrilling Surface Line Week 2025

NORFOLK, Va. — Surface Line Week 2025 concluded with resounding success, showcasing the dedication, skill, and camaraderie of Sailors across the surface force, June 6.

More than 22 commands and hundreds of Sailors from across the Surface Force Atlantic (SURFLANT) enterprise competed in 24 events throughout the week.

Surface Combat Systems Training Command Hampton Roads was recognized as the winner in the Small Command category, while USS Kearsarge (LHD 3) earned top honors in the Largest Command category. USS Porter (DDG 78) distinguished itself by securing victory in the Medium Command category and being named the Overall Surface Line Week Champion, exemplifying the Surface Force’s unwavering commitment to excellence across a diverse range of missions.

“Once again, the Sailors of USS Porter have demonstrated that excellence transcends all boundaries—both in their professional duties and athletic achievements,” said Cmdr. Cameron Burnette, commanding officer of USS Porter.

PNSY hosts OICC change of command

KITTERY, Maine — Captain Kenneth Sowell relieved Capt. Benjamin Wainwright as commander, Officer in Charge of Construction Portsmouth Naval Shipyard in Kittery, Maine, during a change of command ceremony held May 28.

Rear Adm. Jorge Cuadros, commander, Naval Facilities Engineering Systems Command, Atlantic, and U.S. Fleet Forces Civil Engineer, presided over the ceremony and presented Wainwright with his end of tour award for his exceptional service.

Cuadros stressed the importance and magnitude of the level of work being performed at PNSY, including Wainwright’s oversight of a multibillion-dollar construction portfolio of critical industrial infrastructure, as part of the Shipyard Infrastructure Optimization Program (SIOP).

SIOP is a comprehensive, long-term recapitalization effort that is delivering integrated investments in infrastructure and industrial plant equipment at the Navy’s four public shipyards, expanding shipyard capacity and optimizing shipyard configuration to meet the Navy’s nuclear-powered fleet maintenance requirements. Recapitalizing the shipyards’ century-old infrastructure increases maintenance throughput and improves quality of service for the Navy’s 38,000 shipyard employees.

“Our public shipyards represent some of the largest projects we’ve ever taken on as a nation,” said Cuadros. “This is not business as usual, and you are not a business-asusual team. We know what we are building here has a mission, and we are building it to support you, our shipyard partners; to provide you with world-leading shipyard facilities so that, in turn, you are able to keep these platforms ready for war.”

Cuadros praised Wainwright for outstanding leadership and highlighted many of his accomplishments at the shipyard.

“With very short notice, we asked Wainwright to move up here after arriving in Washington, D.C.,” Cuadros said. “You went without hesitation, the Navy needed you, NAVFAC needed you, this team needed you, and you answered the call. You drove your team to successfully navigate many first-of-their-kind scenarios and some of the most complex engineering challenges I’ve seen in 34 years in naval engineering.”

Wainwright is the third commanding officer since OICC PNSY stood up and now moves to be the next commanding officer of NAVFAC Southwest located in San Diego, California.

In his remarks, he emphasized teamwork and the resilience of his team, who never let any challenge keep them from completing

the mission at hand.

“As commanding officer, I’m wrapping up a tour that was short in time, but long on complexity and long of the list of command accomplishments,” said Wainwright.

“The award may be pinned on me, but it represents all the tremendous achievements of the OICC team, which is easy to do when you are surrounded by superstars.

On my short watch, you’ve delivered $355 million in work in progress projects, we cut the ribbon on a $98 million waterfront support facility, replaced the Dry Dock 1 East caisson, and made auxiliary seawater environmental upgrades to Dry Dock 2. That’s not just execution, that’s domination.”

Wainwright also underscored the impor-

tance of ongoing and upcoming SIOP projects to the future of PNSY and the significant global impact they will have. He next welcomed Sowell.

Sowell thanked those in attendance, those who planned the ceremony and supported the event, and went on to thank Wainwright for his leadership.

“Thank you, Adm. Cuadros, for your years of mentorship and for entrusting me with this incredible opportunity,” said Sowell. “Since 1842, NAVFAC has existed to support the fleet. As Navy Civil Engineer Corps officers, that mission — to support the fleet — in ingrained in us from day one.

It’s never been more relevant to me than it is here, where our success is so directly linked to the readiness and lethality of the submarine force. OICC will remain steadfastly aligned with your intent and we will deliver for Portsmouth Naval Shipyard.”

Sowell, a native of Rolla, Missouri, enlisted in the U.S. Air Force in 1991 and was commissioned as a naval officer through Navy Officer Candidate School in April 2004. He holds a Bachelor of Science in Mechanical Engineering and a Master of Engineering Management from various universities. He is also a registered professional engineer in the Commonwealth of Virginia. Sowell has served in operational, contingency, and shore installation assignments of increasing complexity and responsibility throughout his career as a Navy Civil Engineer Corp Officer. His most recent assignment was as Public Works Officer at Naval Station Rota, Spain.

“As Wainwright concludes a short but superb tour, we welcome Capt. Sowell to the OICC team,” said Cuadros. “I can’t think of a better successor to the great leaders we have had recently in Capt. Wainwright and in Capt. Brooks before him. Capt. Sowell, welcome to Portsmouth Naval Shipyard and to the OICC. We are honored to have you take the helm.”

Norfolk Naval Shipyard honors Executive Development Program graduates

Norfolk Naval Shipyard (NNSY) hosted an Executive Development Program (EDP) graduation on April 25, 2025, at the Drydock Club on Scott Center Annex.

The EDP is a competitive six-month program that selects four of the best-qualified applicants in permanent GS-13 and GS-14 positions for each cadre, providing participants with an opportunity to shadow senior leaders across the naval enterprise and gain a better understanding of how various NAVSEA commands support the broader Navy mission. The most recent graduates comprised Cadre 13 for the program.

“Cadre 13 came into the program with a lot of enthusiasm and wanted to learn all about NNSY and Naval Sea Systems Command (NAVSEA), including how it ties into their area of responsibility,” said Norfolk Naval Shipyard Business and Strategic Planning Manager George Fitzgerald.

“The group performed a study of annual mandatory training at the request of the Chief of Staff,” said Fitzgerald. “They researched requirements and training alternatives, resulting in recommendations that could save the shipyard close to 70,000 man-days per year.”

The graduates provided positive feedback on the program and shared the valuable lessons they learned.

“Participation in the program has positioned me to apply my enhanced skills and broadened perspectives to drive organizational excellence and innovation within my parent department and Norfolk Naval Shipyard,” said NNSY Information Technology Manager Arnold Jones. “Key takeaways from the program include a deeper understanding of NNSY’s strategic priorities, strengthened leadership skills, expanded professional networks, and a renewed commitment to public service and the shipyard’s mission.”

“Over the past six months, we’ve gained invaluable insights into leadership, strategy, and decision-making,” said NNSY Procurement Analyst William Webb. “We’ve learned not only from our interactions with leadership but also from each other, sharing experiences and perspectives that have shaped us into stronger, more effective leaders.”

“Participating in the Norfolk Naval Shipyard Executive Development Program was a truly transformational experience that expanded my understanding of the broader naval enterprise and reinforced the strategic importance of NNSY within it,” said NNSY Program Manager William “Vann” Stubbs. “In an organization where many manage, this program is designed to identify, develop, and elevate those who will truly lead. It is a rare, once-in-a-career opportunity with lasting impact.”

“The leaders that we met really took our discussions seriously and allowed free and open conversations and it gave a raw and unedited impression of how genuine leadership can motivate a workforce,” said NNSY Supervisory Engineer Marcel Lane.

“As I complete the program, I feel the best way for NNSY to succeed is to empower their people, listen to their needs, and spur their growth.”

Public/Private Venture (PPV) Housing is also referred to as privatized housing in the Navy.

The Navy partnered with different private management companies to provide housing to Service Members. These companies are responsible for the construction, renovation, maintenance and day-to-day management of the housing. PPV housing may be located on or off government property and in most cases will be former military housing.

Government Owned (also known as Military Housing or Navy Managed Housing is what was formerly called on-base housing.

While only available in limited quantities CONUS, Government Owned Housing is still widely available OCONUS. Community Housing is any housing that a Service Member may choose that is not PPV or government operated. This is housing outside of the base that is privately owned and operated.

Navy spouse’s grassroots effort enhances mental health access and warfighter readiness Courtesy Story

As the Navy observes Mental Health Awareness Month this May, Naval Medical Center San Diego (NMCSD) recognizes a grassroots effort that continues to make a profound difference in the lives of service members and their families: the creation of the Mental Health Roadmap by Dr. Moriah Nissan and other instrumental contributors.

Yokosuka, Japan, 2019-2021, alongside her husband, Cmdr. David Nissan, now the Psychiatry Residency Program Director at NMCSD. The initiative, born out of necessity and compassion, addresses a critical need in the fleet—navigating the often-confusing pathways to mental health care.

“Mental health awareness isn’t about convincing people that it matters—they already know that,” said Dr. Nissan. “It’s about removing the barriers: the confusion, the stigma, the fear that asking for help could harm a career. I just wanted to help people understand their options.”

What began as a simple, informative social media post quickly gained momentum. Following a tragic suicide on a Yokosuka-based ship and rising stress across the forward-deployed community, Dr. Nissan collaborated with Kylie Mallory-Halter, a Licensed Clinical Social Worker, to break down and clarify available mental health resources, including reporting thresholds and confidentiality protections. The guide was reposted by the spouse of his commanding officer and quickly reached senior leadership across Navy Medicine.

Eventually, Capt. Tara Smith, now serving as Senior Clinical Advisor and Chief of Force Resiliency of the Marine and Family Divi-

sion, Manpower and Reserve Affairs, Headquarters Marine Corps, and her team used Dr. Nissan’s post as the foundation for what would become the official Mental Health Roadmap now shared fleet-wide.

“The Navy has evolved significantly since I joined in 1999, when people were terrified to be seen talking to the ship ‘Psych-O,’ ” said Smith. “Fast forward 26 years and we have reduced barriers to care with better messaging and a plethora of resources. The roadmap has helped leaders, medical personnel, Sailors and Marines navigate the resources and go through the ‘right door’ the first time and get the services they need to stay ready.”

Looking back, Dr. Nissan reflects on the fundamental catalyst that generated the roadmap.

“There are two ways to get things done in the military: the official channels and the unofficial ones—the spouse network,” added Dr. Nissan. “This came together because military spouses care deeply about people, and the mission.”

Cmdr. Nissan noted the original roadmap’s operational impact: “It encourages Sailors to seek help at the most appropriate level, ensuring they get the right type of support quickly. It also eases the burden on stretched medical systems by guiding people to chaplains, resiliency counselors, or non-clinical resources when appropriate.”

The roadmap’s influence has since extended beyond adult warfighters.

Leaders from the David G. Farragut DoDEA School and Naval Hospital Rota, Spain, modeled their Student Support Roadmap on Dr. Nissan’s concept. This tool provides a clear, color-coded guide to nine key support services available to military children navigating mental and behavioral health challenges while stationed overseas. Implemented in January 2025, the student version reinforces early intervention and destigmatization while addressing the unique pressures military children face, including frequent relocations, parental deployments, and cultural adjustment.

Fleet leaders across the Navy have praised the Mental Health Roadmap for improving how commands communicate about mental health support. Several ship commanders have personally told Dr. Nissan how useful the tool has been in reducing confusion among their crews and families.

“When I made that post, I didn’t expect it to grow legs,” Dr. Nissan said. “But it did— because it met a need. It shows how important it is to listen to your community and work together to solve problems.”

As the Navy continues to invest in psychological fitness as a component of warfighter lethality and readiness, initiatives like the Mental Health Roadmap—and its legacy in tools like the Student Support Roadmap—play an essential role in normalizing

NUWC Division Newport commander advises SeaPort Council representatives that warfare center is ‘open for business’

NEWPORT, R.I. — Despite rapid and dramatic changes within the federal government under the current administration, the Naval Undersea Warfare Center (NUWC) Division Newport remains “open for business.” That was the message delivered by Commanding Officer Capt. Chad Hennings at a well-attended SeaPort Next Generation (NxG) and Contracts Council meeting held May 14 at Division Newport.

The purpose of these meetings, generally held every six months, is to facilitate and encourage communication between the Division Newport Contracts Department and industry partners.

“When I see the priorities of administration officials come down, most undersea domain-type initiatives most likely are not going to be touched,” Hennings said. “I think they still recognize that we have that advantage in the undersea domain, and we don’t want to lose that advantage, whatsoever. They’re cognizant of that.”

Hennings spoke about the reduction in the federal workforce at the warfare center through the Deferred Resignation Program (DRP) and how that may present contracting companies with opportunities for more business. In regard to the DRP, Hennings said many retirement-eligible and younger employees chose to take part in the program.

“I think the journey-level people, that mid-tier, is kind of sticking it out,” he said.

“But we saw about 350 people leave, so that’s about 10% of the workforce and we will be leveraging you all in terms of some services.”

This includes work with transducers, artificial intelligence/machine learning, unmanned undersea vehicles (UUVs) and weapons systems, Hennings said.

StephenLamb,headofDivisionNewport’s Contracts Department, also discussed the impact the DRP has had within his department, then added, “there’s a plan in place and people are stepping up. It’s business as usual.” The reduction in workforce, Lamb said, has allowed leaders within the Contracts Department to “prioritize the level of effort differently” and “reimagine what this looks like from an organization structure standpoint.”

Lamb backed up his words with numbers.

Through April in the current fiscal year (FY), which started Oct. 1, 2024, and runs through Sept. 30, 2025, Division Newport has executed $567.3 million in contract obligations, exceeding the $542.6 million from

a year ago.

“We’re about as spot on as we can be,” Lamb said.

What has changed, though, is the number of actions to meet those figures. In the current fiscal year, the Contracts Department has completed 1,177 actions compared to 1,301 over the same time frame in FY24.

Lamb attributed the increase in efficiency to “working smarter with the resources we have.”

Maria Gregory, Division Newport’s director of the Small Business Office, noted that May is Small Business Month and the warfare centers remains committed to partnering with small businesses, which employ 45.9% of American workers and contribute

43.5% to the gross domestic product annually. Augusta Military Medical Center (ATAMMC) is excited to announce its annual “Back to School and Sports Physical Rodeo.” This community event provides convenient access to essential health care for children, ensuring they are prepared and healthy for the upcoming academic year by providing a convenient way to complete physicals and vaccinations, often with the help of a multidisciplinary team.

The event is open to children ages 5 to 18 who will be entering Kindergarten through 12th grade, are enrolled in TRICARE Prime, and are generally healthy without any chronic medical issues. Having eligibility requirements allows ATAMMC to prioritize services for those who need it most.

Military Sealift Command adjusts eligibility requirements for Able Seaman promotion, will implement one-pay system in July

NORFOLK, Va. — Military Sealift Command (MSC) adjusted eligibility requirements for Able Seaman (AB) promotion last month, opening doors to more career opportunities for Civil Service Mariners (CIVMARs) and improving recruitment and retention in its fleet.

MSC CIVMARs are now eligible for promotion to AB Maintenance (M) with an AB (Special) endorsement, 180 days of qualified sea time and passing U.S. Coast Guard (USCG) testing.

Prior to the change, all MSC ABs were required to meet the AB Watch (W) eligibility requirements for promotion, which include an International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) Able Seafarer (Deck) endorsement and 540 days of qualified sea time along with a Rating Forming Part of a Navigation Watch (RFPNW) certification and passing USCG testing.

MSC CIVMAR Program Manager Casey Chmielewski said the changes more closely mirror the requirements used by most U.S. merchant marine employers by creating different standards to reflect the actual needs of each position.

“Traditionally, AB(W)s are bridge watch standers. That is why the AB(W) requires a STCW Able Seafarer (Deck) endorsement.

This endorsement is necessary for a person to meet the Coast Guard requirements for an AB(W) on our ships,” said Chmielewski.

AB(M)s mainly perform maintenance on the exterior of the ship and work the on-deck operations of our ships, including multiple roles during underway replenishment (UNREP) operations. Because they are not bridge watch standers, the qualification standards aren’t as in-depth, and they are eligible for promotion with an AB (Special) endorsement,” he said.

Although these changes shorten the path of promotion to AB(M) by reducing the qualification standards and sea time, Chmielewski emphasized that MSC still requires that all Ordinary Seamen obtain a RFPNW certification before MSC sends them to AB school.

“That requirement is not changing because the skills learned obtaining the RFPNW help our personnel be successful when we send them to complete AB school,” he said. “But overall, this change will reduce the timeline significantly if they work hard

to earn the training opportunities onboard their ship.”

On May 18, MSC promoted 20 CIVMARs to AB(M) with the adjusted requirements, and leaders anticipate they will promote about 80 more in the coming months.

MSC also announced the implementation of a One-Pay System for unlicensed ratings that will eliminate coastal designations for MSC ships and ensure CIVMARS are paid equitably effective in July. Immediately upon the implementation of the One-Pay System, all ABs with an Able Seafarer (Deck) endorsement and RFPNW certification will be eligible for promotion to permanent AB(W).

“With this change, AB(W)s will be in a higher pay category than AB(M)s, which

makes sense because of the higher qualification standards,” said Chmielewski.

As the premier maritime logistics provider for the Department of Defense, MSC leaders say these changes will make the command more competitive with the private maritime industry when it comes to recruiting and retaining the nation’s most talented seafarers.

“We have had experienced ABs express interest in joining MSC but didn’t because we could not hire them as an AB if they did not have the STCW endorsements,” said Chmielewski. “Now, we can bring those folks in and possibly retain them based on other efforts we’ve made to improve our CIVMARs’ working conditions, such as installing Wi-Fi on our GOGO (govern-

ment-owned, government-operated) ships, implementing four months on, two months off leave rotation, reducing overdue reliefs, and other retention incentives.”

MSC directs and supports operations for approximately 140 civilian-crewed ships that replenish U.S. Navy ships at sea, conduct specialized missions, preposition combat cargo at sea around the world, perform a variety of support services, and move military equipment and supplies to deployed U.S. forces. MSC exists to support the joint warfighter across the full spectrum of military operations, with a workforce that includes approximately 6,000 Civil Service Mariners and 1,100 contract mariners, supported by 1,500 shore staff and 1,400 active duty and reserve military personnel.

Legal precision, maritime mastery aboard USS Gerald R. Ford

NORFOLK, Va. — The first time Lt. Nicholas Curta took the watch as officer of the deck (OOD) aboard the world’s largest aircraft carrier, USS Gerald R. Ford (CVN 78), he wasn’t thinking about awards or recognition. A judge advocate by training, Curta was seeking to support the ship’s mission. What he didn’t expect was that his sharp instincts would one day earn him one of the Navy’s most prestigious honors in ship handling.

Curta was named the Shiphandler of the Year for 2024 by Commander, Naval Air Force Atlantic, a rare distinction for a staff corps officer, a portion of the naval officer community seldom involved in any sort of navigational work, and even more for a judge advocate primarily tasked with advising commanding officers on military justice and operational law.

“On carriers, we have a wide array of folks who stand bridge watch. Unlike destroyers, a carrier only has so many surface warfare officers to go around, most of whom are specialists who work in the engineering or reactor departments,” said Curta. “So, you can have a JAG, a public affairs officer, and even a P-3 pilot navigate the world’s largest aircraft carrier. It’s really humbling and, if I’m honest, a really cool experience for someone like me, who will spend most of their career providing legal advice and studying the Uniform Code of Military Justice, to have that chance to be at the tip of the spear of the Navy’s operational side of the house.”

The Shiphandler of the Year award annually recognizes officers who demonstrate exceptional performance in shiphandling, seamanship, and leadership on the bridge.

Winners typically consist of line officers with extensive operational experience on multiple Navy platforms.

“I couldn’t have dreamed of winning an award like this without the help of my fellow watchstanders, especially the Quartermas-

ters and Boatswain’s Mates, who made it genuinely enjoyable to stand my Officer of the Deck watch,” said Curta. “I truly owe everyone on the bridge watch team credit with this award because they surely deserve it too. To be selected as one of the best shiphandlers in the Fleet is something that feels a bit surreal to me.”

Curta earned his shiphandling qualifications shortly after reporting to Gerald R. Ford and logged hundreds of hours under instruction, eventually qualifying as an OOD and leading teams of watchstanders on daily 5-hour rotations during the ship’s inaugural deployment in 2023. During that time, he helped guide the ship through six foreign port calls, multiple general quarters drills, and sailing thousands of nautical miles across the Atlantic and Mediterranean. He honed his skills to an expert level with mentorship from deck and navigation departments, standing watch alongside seasoned ship division officers.

His success at the helm has also shaped the way he leads, both on the bridge and in the courtroom.

“Shiphandling has taught me more than just how to maneuver a massive aircraft carrier,” Curta said. “It’s taught me to remain calm under pressure, to trust my team, and to make decisions decisively with the best available information, skills that are just as critical when advising a commanding officer on legal matters or prosecuting a court martial.”

Curta hopes to use his unique blend of operational experience and legal expertise to mentor junior officers, improve integration between staff and line officer communities, and advocate for greater leadership development across all designators.

As Curta looks ahead to his next command, he carries forward a unique blend of operational experience and legal insight honed as a bridge officer aboard Gerald R. Ford. He continues to grow as a judge advocate and an officer, proving that the bridge between legal expertise and deckplate leadership is one well worth navigating.

The Fleet and Family Support Center (FFSC), through its Emergency Family Assistance Center (EFAC), serves as a critical resource in these times of crisis. Designed to provide coordinated support, the EFAC ensures that service members and their families have access to the information, resources, and care they need during emergencies.

Seconds to spare: A Sailor’s fight for life in the eye of the storm

The order to cancel evening flights came down at 8:15 p.m. on April 7, 2025, a reprieve from a rapidly approaching storm that promised to shroud USS Gerald R. Ford (CVN 78) in darkness and rain. But before the last helicopter could be secured, a different kind of emergency ripped through the ship — a Sailor collapsing, an emergency call over the 1MC, and a desperate race against time and Mother Nature.

Cmdr. Sean Rice, the executive officer assigned to Helicopter Sea Combat Squadron (HSC) 9, was preparing for a 9:00 p.m. flight when word came that the last two cycles of the evening were canceled. Severe convective weather was threatening the divert airfields, making conditions too dangerous for flight operations. The storm was moving faster than anticipated, and its arrival at Ford’s location was imminent.

Abruptly, the rapid, insistent peal of bells reverberated through the narrow passageways of the ship, and “Medical emergency, medical emergency!” was called over the 1MC. The ship’s medical team sprang into action. When they arrived at the gym, they found Sailors already performing CPR on an unresponsive Sailor. The patient had been running on the treadmill, then stopped, convulsed and collapsed on the floor between rows of equipment.

Lt. Elizabeth Uecker, Ford’s physician assistant, called Lt. Carlos Robles, the ship’s nurse, from the scene.

“It’s happening. We are doing CPR. We need medications, and you need to get up here!”

Robles’ boots pounded the floor as he ran to the crash cart in Main Medical, pulled medications and told the nurse anesthetist to grab his gear for intubation.

In the gym, the Medical Response Team (MRT) was on round six of CPR. They worked in sync, their movement precise and practiced. As rescue breaths were given, the defibrillator pads were placed. The first rhythm check came back - ventricular fibril-

lation, no pulse. As the defibrillator charged, every pair of eyes in the room watched the monitor. The shock was delivered and CPR resumed. Another check - no pulse.

After 15 rounds of CPR and the administration of epinephrine, the patient’s pulse returned signaling they could now be moved down to Main Medical.

After intubation and stabilization, the Corpsmen swiftly transported the patient through the ship to Main Medical. The path ahead was a gauntlet: across the gym, down a ladderwell, through the maze of aircraft in the hanger bay, into the medical staging area elevator and finally down to the 2nd deck and into Medical. There, Lt. Cmdr. Jordan Robinson, the ship’s surgeon, immediately took control as the decision was made to transport the Sailor off the ship to the nearest Level 1 trauma center. The medical team reassessed the vital signs, confirmed and secured the airway, started necessary medications and quickly completed lab work to stabilize the patient for the flight ahead.

In the Combat Direction Center, an undercurrent of tension ran through the group as flight preparations kicked into overdrive. Capt. Christopher Williams, Ford’s executive officer, moved with focused urgency to mobilize the medical evacuation (MEDEVAC) coordination team.

Several departments — Operations, Security, Weapons, HSC-9, and Destroyer Squadron (DESRON) 2 — were called in to execute a plan.

The storm still loomed, its unpredictability casting doubt on whether the helicopter would be able to make it to Shands Medical Center in Jacksonville, Florida, at all. Each choice involved a calculated risk.

Lt. j.g. Melvin Williams, Rice’s co-pilot, and Naval Aircrewmen 3rd Class Haevinn Kahala, both assigned to HSC- 9, sprinted to the aircraft. They were tasked with preparing the helicopter and ensuring the cabin was ready for a litter-bound patient in desperate need of care. At the same time, two of the squadron’s seasoned medical professionals—Hospital Corpsman 2nd Class Damiano Bonadonna, and freshly-qualified aircrew paramedic Naval Aircrewmen

2nd Class Sean Winterburn, volunteered to join the crew and provide critical medical support during the perilous flight.

“The HSC-9 pilots and crew had the helicopter ready and spinning long before we were even close to sending the patient,” said Cmdr. Kristina O’Connor, Ford’s senior medical officer. “They were monitoring the storm with precision, getting constant updates on the weather and adjusting their flight path on the fly. Once the patient was loaded, without hesitation they were off.”

Everything was set in motion. The storm was the only thing standing between the crew and their destination. Shands Medical Center was identified as the closest safe haven, but even as they plotted the course, weather reports from Florida’s divert airfields showed conditions were rapidly deteriorating.

The ship’s meteorologists delivered vital updates. The radar painted a dire picture: a violent line of storms was churning from the coast of the Carolinas south to Florida, positioned squarely between the ship and Jacksonville. But there was a break in the storm’s progression that allowed for a narrow opening in the weather, and the crew saw their chance to move southward toward the city.

Rice and his crew chief, Naval Aircrewman 1st Class John Kainoa, gathered all required information and proceeded to the helicopter.

At 10:45 p.m., the crew launched into the night sky, immediately greeted by sheets of rain, intense lightning, and towering clouds.

Engulfed by the storm, they aimed for a tiny sliver of clear sky — the helicopter’s only visible path. An additional airborne helicopter from Helicopter Maritime Strike Squadron (HSM) 70 provided real-time weather information for Rice’s crew to avoid the storm and maintain visual conditions as long as possible. Despite their vital assistance, the weather provided no choice but to punch through the rain and clouds and proceed via instrument navigation.

Robles, Bonadonna and Winterburn worked to stabilize the patient during the transit. The patients’ vital signs were deteriorating. While battling turbulence that shook the aircraft violently and operating

under the dim glow of limited light, they administered life-saving medication with precision, their hands steady despite the chaos around them. Every decision, every movement, was deliberate as they worked in near darkness with unwavering focus.

With 60 nautical miles left to go, sudden turbulence tossed the helo from side to side, lightning intensified, and the headwind roared to nearly 50 knots, but the patient’s condition demanded they press on. Rice called for deviation - a plea for a lower altitude from the shore controlling agency.

Even though they might lose radar contact, a descent to 3,000 feet was ordered. Rice then requested a further drop to 2,000 feet, demanding maximum performance of the aircraft and knowing the calculated risks he needed to take to deliver his crew and their patient safely.

Slowly, the headwind began to fade, and the sky began to quiet as the lightning retreated. As the clouds began to part, the dim, distant lights of the Jacksonville skyline emerged through the haze— offering a promise of safety amidst the storm. But the situation remained critical. Shands Medical Center came into view, and the crew executed a flawless approach. The aircraft touched down at 12:07 a.m. The medical team swiftly transferred the patient to Shands’ Intensive Care Unit.

“In more than 3,000 hours of military flying experience, this was by far the most challenging and dangerous weather conditions I have ever encountered on any flight, much less one at night, long-range, from ship,” said Rice.

The Sailor’s initial prognosis was less than 15% chance of survival. But the crew refused to concede, and despite the odds, the patient is now recovering. It was a mission that could have ended in tragedy, but instead became a testament to courage, skill, and teamwork.

Rice and Williams both received Navy Commendation Medals, and Robles, Kainoa, Kahala, Winterburn and Bonadonna were awarded the Navy and Marine Corps Achievement Medal on April 13th, 2025, in recognition of their life-saving efforts and heroic actions.

Impress Dad with a savory meal to remember this Father’s Day A savory dish for a savvy Dad Families celebrate Dad in unique ways on Father’s Day. Gifts are customary, but so is a delicious meal Dad will love.

Many dads will appreciate a meal that goes above and beyond the ordinary, preferably something that is hearty and delicious. These “Pecan-Stuffed Pork Chops” from “Jon Bonnell’s Texas Favorites” (Gibbs Smith) are a great dish to serve family style when everyone gathers around the table for Father’s Day. Pecan-Stuffed Pork Chops Serves 7-8 1 large rack of pork chops, bones in 4 tablespoons butter ½ yellow onion, chopped 2 ribs celery, chopped 5 cloves garlic, minced 1 ½ cups chicken stock 1 teaspoon kosher salt ¼ teaspoon cayenne pepper 2 cups panko bread crumbs 2 cups 2 cups roasted pecans, chopped More kosher salt and pepper, to taste For the stuffing: In a large saucepan, melt the butter and sauté the onion, celery and garlic until the onion has slightly softened.

Add the chicken stock, salt and cayenne and bring to a light simmer.

Pour the contents into a mixing bowl and add the panko bread crumbs and pecans. Mix together and let cool to room temperature.

For the pork chops: Clean the rack of pork well and cut in between the bones to get thick individual pork chops. Cut a large slit down the back side of each chop and insert the tip of a knife 2 to 3 inches inside the chop to create a pocket for the stuffing.

Do not poke completely through the pork or the stuffing will not stay in.

Stuff as much of the mixture into each pork chop as will fit (overstuffing is okay, too).

Sprinkle both sides of each chop with salt and pepper to taste, then roast in a preheated 400 F oven for 12 minutes.

Turn the chops over once and roast an additional 15 minutes. Check for doneness with a meat thermometer.

Cook to medium, or 135 to 140 F.

An elevated burger for the barbecue Hamburgers are a staple of backyard barbecues. When summer arrives, few foods embody the laid back vibe of the season better than grilled hamburgers.

There’s nothing wrong with a traditional approach to hamburgers, but going the extra mile and augmenting the flavor with some special ingredients can make these beloved summertime staples even more popular. If that’s your goal, then consider this recipe for “Hamburgers with Stilton Cheese, Caramelized Shallots and Mushrooms,” courtesy of Lines+Angles.

Hamburgers with Stilton Cheese, Caramelized Shallots and Mushrooms Makes 4 servings For caramelized shallots: 2 tablespoons butter 2 tablespoons olive oil 1 ½ lbs. fresh shallots, peeled and sliced Salt, to taste 1 tablespoon sugar For mushrooms: 2 tablespoons butter 1 tablespoon olive oil ½ tablespoon balsamic vinegar 1 clove of garlic, minced 8 ounces fresh mushrooms, sliced For hamburgers: 1 ½ lbs. ground sirloin, chuck or round Coarse salt, to taste Freshly ground black pepper, to taste 4 slices Stilton cheese 4 hamburger rolls or sandwich rolls 1 tablespoon melted butter Lettuce leaves

For caramelized shallots: 1. Melt butter with olive oil in a thick-bottomed pan until the oil is shimmering. Add the sliced shallots and stir to coat. Cook, stirring on occasion, for 7 to 10 minutes. Do not let the shallots burn or dry out. Sprinkle the salt and sugar over the shallots.

2. Cook for about 30 minutes, stirring frequently. If shallots seem to be drying out, add a little water or oil to the pan. Shallots should be brown but not burned. Continue to cook and stir; scrape up all the browned bits stuck to the bottom of the pan, until the shallots are a deep, rich, browned color.

For mushrooms: Melt butter with oil in a large skillet over medium heat.

Stir in balsamic vinegar, garlic and mushrooms. Saute for 20 minutes, or until tender.

For hamburgers: 1. Moisten your clean hands with cold water and divide the ground beef in 4 equal portions. Form into a flattened ball. Season with salt and pepper.

2. Refrigerate until ready to cook.

3. Prepare the grill and preheat to high. Brush the grill grate with oil.

4. Place the prepared burgers on the hot grill grate. Grill for 5 to 7 minutes per side for medium, or until an instant read thermometer inserted through the side of the burger into the center reaches 160 F. 5. Brush the rolls with melted butter and toast them on the grill for about 45 seconds. Assemble the burgers, with lettuce leaves, Stilton cheese, caramelized shallots, and mushrooms. Serve.

Enjoy a new flavor profile for wings Chicken wings are a staple offering at sports watch parties, picnics, happy hours, and much more. Buffalo style wings are perhaps the most recognized version of this beloved finger food, but the opportunities are just about endless for experimenting with flavors.

Take, for example, the sweet and sour appeal that is “Honey-Garlic Chicken Wings,” which pairs sweet honey with the tang of additional ingredients and the kick of garlic. People will be hard-pressed to say “when” if a big batch of these wings is offered. They go well with rice, green peas or a refreshing fruit salad on the side. Honey-Garlic Chicken Wings Serves 4 ⅓ cup hoisin sauce 2 tablespoons soy sauce 2 tablespoons rice wine 2 tablespoons ketchup 2 tablespoons honey 3 cloves garlic, crushed 3 pounds chicken wings, halved at the joint, tips removed, patted dry 1. In a large bowl, combine hoisin sauce, soy sauce, rice wine, ketchup, honey, and garlic. Toss wings in sauce mixture to coat well.

2. Arrange the wings meaty-side down on prepared baking sheet (foil-lined and greased). Bake at 475 For 15 minutes; turn and bake for 10 minutes longer or until brown, crisp and no longer pink inside.

Tip: The recipe can be prepared to the end of step 1 up to a day ahead, covered and refrigerated. Bring to room temperature for 30 minutes before baking.

A lighter grilled dish for Dad Grilling delicious foods often is part of the Father’s Day game plan. Burgers, hot dogs and chicken drumsticks will never fall out of favor, but savvy grillmasters know to pepper the offerings with foods that will tempt palates in unique ways.

This recipe for “Grilled Eggplant with Feta and Greek Couscous” from “Cooking Light Fresh Food Superfast” (Oxmoor House) by the Cooking Light Editors appeals to vegetarians, vegetable lovers and anyone who wants something a little lighter from the grill.

Grilled Eggplant with Feta & Greek Couscous Yield: 4 servings 2 small eggplants (about 1 pound each), each cut into 4 lengthwise slices 1 tablespoon extra-virgin olive oil 1 tablespoon chopped fresh oregano ¼ teaspoon salt ¼ teaspoon freshly ground black pepper 1 ½ cups (6 ounces) crumbled reduced-fat feta cheese Greek couscous (recipe below) Oregano sprigs (optional) 1. Preheat grill.

2. Drizzle eggplant slices with olive oil. Sprinkle evenly with oregano, salt, and pepper. Grill 6 minutes on each side or until tender. Sprinkle eggplant with cheese; grill 2 minutes or until cheese melts.

Your TRICARE checklist for moving

FALLS CHURCH, Va. — Are you preparing to move to a new location? Now is the best time to make sure your TRICARE benefits are ready to move with you.

“You can use TRICARE wherever you live, but there are actions you can take to help avoid interruptions to your health care and TRICARE benefits,” said Dr. Danita Hunter, chief, TRICARE Health Plan Policy & Programs Branch, at the Defense Health Agency. “Before you move, learn about what these actions are and how your health plan options may change.”

Here’s a TRICARE checklist to help you prepare for your move and what you may need to do after you get to your new location.

Before you move 1. Check out TRICARE’s Moving page online at https://tricare.mil/moving.

TRICARE’s Moving page has general information about what do before and after you move. The page also has summaries of what you need to do based on which health plan you’re enrolled in before you move.

Depending on your plan, you’ll learn: Steps you need to take if you’re moving within the same TRICARE region or to a different TRICARE region, or if you’re moving to or from the U.S. If you’re able to transfer your TRICARE Prime enrollment before you move No matter which health plan you have, keep these things in mind: Don’t disenroll from any plan before you move. You’re covered by your current plan on your way to your new location.

Update your address and other contact information in the Defense Enrollment Eligibility Reporting System after you move.

2. Learn how your health plan options might change.

The TRICARE health plans you qualify for may change when you move. For example, your eligibility for TRICARE Prime can change based on who you are and where you move to.

You can use the Plan Finder to see which plans you may qualify for in your new location. Not sure which plan is right for you?

You can use the Compare Plans Tool to compare the features of different plans side by side.

Moving is sometimes a TRICARE Qualifying Life Event. Relocation must be to a new country, city, region, or ZIP+4 code to be a QLE. You have 90 days from the date of your address change in DEERS to change your health plan.

3. Get health services and request copies of your health records.

Before you move, catch up on getting your routine care and specialty care, if needed.

Be sure to discuss any ongoing health issues and prescriptions with your current primary care manager, primary care provider, or specialist.

referrals will still be valid in your new location. (Note: This doesn’t apply if you have an active referral you received with the current referral approval waiver in the West Region.)

Before you move, call the regional contractor for your current location to request your referrals be transferred to the regional contractor for your new location. Your referrals won’t be transferred unless you or your provider requests this. Once you set up your enrollment with your new regional contractor, you can ask the contractor to help you find a provider. The contractor may also be able to help make your first appointment with a new specialist.

If you see any civilian medical or dental providers, be sure to ask for copies of your records to take with you. Talk to your TRICARE contractor for more information on requesting and transferring records.

Are you a service member under permanent change of station orders? Ensure you out-process at your military hospital or clinic. You can also request to transfer your family members’ health records to the military hospital or clinic at your new duty station.

4. Fill prescriptions.

Make sure you have enough of your medication to last during and immediately after your move. Learn more about filling prescriptions.

After you move 1. Update your contact information.

After you move, update your address and contact information in DEERS as soon as possible. Up-to-date DEERS records are vital to accessing your TRICARE benefits.

Incorrect addresses can cause issues with eligibility, claims, billing, authorization letters for referrals, and filling prescriptions.

For many TRICARE plans, you should also update your contact information with the regional contractor for your new location. (If you pay enrollment fees or premiums, it is also a good time to check with your regional contractor to see if you need to make any updates to your payment method.)

Go to Moving and click on the TRICARE plan you had in your old location to learn what to do. You don’t need to do this if you have TRICARE For Life, as described in the TRICARE For Life Handbook (online at https://www.tricare.mil/Publications/ Handbooks/tricare_for_life).

Are you enrolled in the TRICARE Dental Program? You should call the TDP contractor, United Concordia, to update your contact information.

2. Change your health plan within 90 days.

Are you no longer eligible for the TRICARE health plan you had before you

moved? If so, you must enroll in a new health plan within 90 days of updating your address in DEERS. If you don’t, you’ll only be eligible for care and pharmacy services at a military hospital or clinic, if space is available. After 90 days, you can only enroll in a plan after another TRICARE QLE or during TRICARE Open Season.

3. Choose a new primary care manager or find a provider.

If you have a TRICARE Prime plan, you may need to choose a new primary care manager.

If you have a different TRICARE plan, you can use the Find a Doctor Tool to search for a new provider. If you’re looking for providers in the U.S., be sure to enter the ZIP code for your new location to make sure you get to the right provider directory.

4. Update your TRICARE Pharmacy Home Delivery mailing address.

Do you get prescriptions through TRICARE Pharmacy Home Delivery? Be sure to update your mailing address with the TRICARE Pharmacy Program contractor, Express Scripts. Keep in mind that there are different rules for using home delivery outside the U.S. and U.S. territories.

By TRICARE Communications FALLS CHURCH, Va. — Health care fraud and abuse harms everyone. Fraud and abuse can drive up costs and divert resources.

TRICARE is committed to protecting the health information of service members, retirees, and their family members. You can help by knowing how to spot fraud or abuse—and by reporting it when you see it.

“Most TRICARE providers act with honesty and integrity,” said Jennifer Dietz, director of Health Care Fraud Resolution for the Defense Health Agency Office of the Inspector General. “But when fraud or abuse happens, it diverts resources that should be used to provide access to appropriate and quality medical care.”

Here’s what you should know to recognize, report, and help prevent fraud and abuse.

What is fraud?

Fraud happens when a person or organization knowingly deceives TRICARE to gain a benefit—or payment—they aren’t entitled to.

Examples of fraud include: Billing for services that weren’t provided Falsifying medical records or claims Misrepresenting services to charge a higher rate Using someone else’s information Hiding other health coverage

What is abuse?

Abuse involves improper practices that may or may not be intentional but result in unnecessary costs to TRICARE. Examples of abuse include: Waiving copayments or cost-shares without proper documentation Billing for services that aren’t necessary Keeping poor or incomplete records Repeated improper billing practices Refusing medical record requests

How to spot suspected fraud or abuse Pay attention if you see anything suspicious or unfamiliar on your bill. One example is if you receive a bill for a service you never received. You should also be cautious if a provider offers you a “free” service but asks for your TRICARE information in return— this could be a scam.

Lastly, you should review your explanation of benefits regularly. This is the best way to spot fraud or abuse. Your EOB lists the care you received, what’s been billed, and what TRICARE paid. If something doesn’t match, contact your regional contractor.

How to report fraud or abuse If you suspect fraud or abuse, report it right away. Here’s how: Contact your TRICARE contractor: This may be your TRICARE regional or overseas contractor, TRICARE For Life, TRICARE Pharmacy Program, or TRICARE Dental Program. Visit Report Fraud or Abuse for a complete list of contacts.

Contact the Defense Health Agency Office of the Inspector General: File a report through the DHA OIG. When making a report, include as much detail as you can, such as: Names of providers or organizations involved Dates of service or incidents Description of the suspected fraud or abuse You can choose to remain anonymous. All reports are confidential.

How you can help prevent fraud and abuse The FBI offers some tips for preventing health care fraud and abuse. To ensure you don’t become a victim of fraud or abuse, you should: Protect your personal information: Treat

your personal information like your Social Security card. Only share it with trusted health care providers.

Be cautious about “free” services: Be wary of anyone offering you free medical equipment, prescriptions, or services in exchange for your TRICARE information.

Review your EOBs and bills carefully: Make sure you recognize all services and charges listed. If you spot an error, first call your provider. If they can’t resolve it, report it to your TRICARE contractor.

Stay informed about common scams: TRICARE will never contact you asking for your Social Security number, banking information, or personal health details over the phone or email.

Your attention helps protect not just your own health information, but also the entire military community. Unlock your health by remaining vigilant. Prevent suspected fraud and abuse by reporting as soon as possible.
