C OMMITTEE ON E MPLOYMENT AND S OCIAL A FFAIRS

When many European countries face the challenge of high youth unemployment, what concrete steps should be taken to facilitate the inclusion of the youth in the labour market without merely passing on the problem to other age groups? Submitted by:

The European Youth Parliament, A. Noting with regret 12,2 % of youth in the European Union being unemployed, B. Deeply disturbed by the influence of incongruous education system on the growth of unemployment level caused by: insufficient financing, lack of teachers’ professionalism, corruption, C. Keeping in mind the incompatibility between the education system and the needs of labour market, D. Alarmed by the practical skills shortage of young people resulting in difficulties when applying for a job, E. Recognising the mistaken assumptions of graduates about demand on the labour market, F. Noting with deep concern the reduction of workplaces due to: financial crisis, replacement of labour by automatic line production;

1. Recommends reforming the educational system by: 2.

increasing financial support from local governments;

3.

improving teachers’ qualification;

4.

implementing stricter measures for tackling corruption;

5. Supports the development of communication between universities and employers in order to avoid skill mismatching; 6. Further recommends improving working skills of youth by: 7.

creating career centres with opportunities to enhance essential working skills;

8.

allocating more funds in order to pay for graduates’ internships;

9.

providing courses aimed at giving practical knowledge;

10. Calls upon raising awareness of youth about demand on the labour market through Public Advertisement; 11. Urges governments to increase the number of working places through: 12. reducing the retirement age; 13. combining automatic production with human labour.
