Kenney: Give police the option to arrest for pot New. City councilman is looking for ways to keep résumés clear of arrests for small amounts of pot. After the first bill didn’t take, Councilman Jim Kenney revised his plan to curb arrests for small amounts of marijuana. In January, Kenney in-

troduced legislation that would end the requirement to arrest offenders for possessing under an ounce of pot. Under the bill, the offender would still be sent to the district attorney’s “Small Amount of Marijuana” program, which includes a threehour drug-abuse class and a $300 fine, but they just wouldn’t be arrested. They would be issued a summons and sent on their merry way. But the bill ran into op-

a new bill Thursday, which would essentially turn the small-amount possession into a civil violation instead of a criminal one. Police would also have the choice to either arrest the offender or hand them a ticket and let them go. And the fine would be reduced from $300 to $25. “And if someone can’t produce ID, or has an outstanding warrant, possess a weapon, then [police] can arrest somebody, they don’t have to hold every-

body,” Kenney said. “And right now they’re holding everybody.” Kenney said the bill would keep more people out of jail and help keep their records clean. “The fact that 5,000 people per year are getting a criminal record in this city, in this economy, with our poverty rate, is insane,” he said. Jasmine Torres, 39, was arrested Wednesday and charged with taking about $25,000 in cash and money order payments from 23 victims while working as a secretary at an immigration law firm on the 700 block of Allegheny Avenue, the DA’s office said. Torres, of the 3900 block of N. Sixth Street, allegedly took the funds from clients of the firm, but none of the payments ever made it to the law firm, and the clients did not receive the legal services they thought they were paying for, prosecutors said. Ruling. Police don’t need warrants for cars The Pennsylvania Supreme Court ruled this week that police officers must have “reasonable probable cause” to search a vehicle, but no longer require a warrant. Prior to this decision, citizens could refuse if a police officer asked to search their cars. Officers were only

allowed to search cars if there were exigent circumstances. Federal agents don’t need a warrant to search a citizen’s car. Now, officers only need reasonable probable cause to search a citizen’s vehicle, under the ruling. The decision stemmed from a 2010 Philadelphia case. METRO

Think twice. Corbett will support medical use of cannabis oil Gov. Tom Corbett announced on Thursday that he has changed his stance on the use of medical products derived from marijuana. Corbett will now support legislation to legalize the medical use of a marijuana extract, cannabidiol oil, to treat children with severe seizure problems, the Associated Press reported. The move comes a day before State Sen. Daylin Leach (D-Montco/Delco) had planned to stage a sit-in protest involving families with children who suffer from seizure-related problems. “I am grateful that the governor has moved off of his position and has finally seen the inhumanity of denying sick people the medicine that they need,” Leach said. “I’m very proud of the families that stood by me and were willing to risk a sit-in to help their

Senior class prank nets 62 arrests More than 60 students at Teaneck High School in Bergen County, N.J., were arrested on Thursday after police said they urinated in hallways, greased doorknobs and taped hot dogs to lockers after breaking into their school overnight. Students told police it was their senior class prank. Police responded to the school’s burglar alarm around 2 a.m. They found desks overturned, broken chairs, graffiti, silly string and balloons, the Associated Press reported. Twenty-four students who were 18 or older were charged with burglary and criminal mischief. The remaining juveniles were released to their parents. METRO

Threatening note led to fatal shooting: Defendant On Thursday, a man apologized before he was sentenced for murder over an argument. “To the family, I’m sorry I can’t take back what happened,” said Raheem Gonzalez, 22, before receiving a sentence of 15 to 31 years in prison. “I wasn’t in a right state of mind. I was scared for my life. I’m not the same person I once was.” Gonzalez pleaded guilty to third-degree murder and attempted murder charges for fatally shooting to death Raymond Roman, 20, around 12:40 a.m. on Sept. 22, 2010, near the intersection of Kip and Ontario streets. He also shot Roman’s brother, Xavier, 24, in the arm, leg and mouth. Gonzalez claimed the brothers had previously beaten, robbed and shot him in the arm earlier in the day, then left a threatening note on his car

GIVE ME THE CLIPPERS Basketball fans, players, politicians and social commentators are tearing their hair out over a question. Who shall be the new owner of the Los Angeles Clippers? The potential bidders list is already a Who’s Who of fame and fortune: Oprah Winfrey, Matt Damon, Floyd Mayweather, Sean Combs, and even Snoop Dogg, or Snoop Lion, or whatever name it is that he signs on checks at the moment. Now, to be sure, it is not entirely clear that any new landlord is in the offing for the Clippers. The current owner, Donald Sterling, has been chastened by the NBA and reviled as a racist, but whether the league can force him to sell the team or if such a move would stand up in court is anyone’s guess. Still, even if he fouls out, how can we be sure the next owner won’t also stumble down Sterling Avenue some day with an embarrassing or crass revelation? Here’s how: Let’s all buy the team! I’ll get a big bucket of some sort, and we’ll each kick in a dollar. Then we’ll hook up with the crowd-funding site Kickstarter, become an Internet sensation, and Bob’s-your-uncle, we’ll have a stake in the NBA. Talk about diversity of ownership! Reported sexual assaults in the U.S. military jumped 50 percent last year amid a high-profile crackdown on the problem, the Pentagon said on Thursday. Officials hailed the spike as a sign that victims are increasingly confident the crime will be prosecuted. Despite the increased

focus on the problem over the past year, however, the military has continued to face embarrassing incidents in which officers have been accused of tolerating sexual misconduct rather than fighting it. The annual study found that reported sexual assaults in the military jumped 50 percent to 5,061 in the 2013 fiscal year that ended on Sept. 30, a figure in line with preliminary numbers released by the Pentagon in December.

By comparison, the Pentagon’s Sexual Assault Prevention and Response office said 3,374 cases of sexual assault were reported in the 2012 fiscal year. REUTERS

Microsoft rescues XP users with emergency Internet Explorer fix Fast. Microsoft was under pressure to move quickly as users were told to consider using alternatives. Microsoft is helping the estimated hundreds of millions of customers still running Windows XP, which it stopped supporting earlier this month, by providing an emergency update to fix a critical bug in its Internet Explorer browser. Microsoft Corp. rushed to create the fix after learning of the bug in the operating system over the weekend when cybersecurity firm FireEye Inc. warned that a sophisticated group of hackers had exploited

the bug in an attack campaign dubbed “Operation Clandestine Fox.” It was the first highprofile threat to emerge after Microsoft stopped providing support for its 13-year-old XP operating software on April 8. Microsoft on Wednesday initially said it would not provide the remedy to Windows XP users because it had stopped supporting the product. But on Thursday, as Microsoft started releasing the fix for the bug through its automated Windows Update system, a company spokeswoman said the remedy also would be pushed out to XP customers. At the end of last week, FireEye initially uncovered attacks involving recent versions of Windows that are still supported by Microsoft.

Carcinogens. Are UV lamps in nail salons a skin cancer risk? The ultraviolet lamps used in some nail salons to dry and cure nail polish deliver the same hazardous rays as tanning beds, but it would take many manicures to actually cause damage, suggests a new study. After testing 17 different lamps in nail salons, researchers calculated that it would take between eight and 208 visits—depending on the machine— to damage skin cells in a way that raises cancer risk. “I wouldn’t tell a patient to stop going unless they were going multiple times a month,” lead author Dr. Lyndsay Shipp from Georgia Regents University in Augusta, Georgia, said. Exposure to ultraviolet (UV) radiation is a risk factor for most skin cancers, according to the American Cancer Society. Natural sunlight and UV lamps used for tanning give off the harmful rays, as do the small lamps used to speed drying in nail salons. Previous studies have looked at the polish-drying

How much? UV-A is one of three types of UV rays. It ages the skin to cause wrinkles and breaks DNA strands within skin cells, which can lead to cancer. •

The lamps tested by the researchers differed in their power levels, but generally UV lamps with higher wattages put out higher levels of UV-A radiation. Based on a calculation of how much UV-A radiation exposure is needed to damage DNA, the researchers found that it would take, on average, 11 uses for the devices to deliver enough UV-A to raise cancer risk.

In “The Amazing Spider-Man 2” he gets to have fun — sort of. As Max Dillon, a frustrated loner engineer who is turned into the SpiderMan’s foil, Electro, Foxx gets to play the villain, if a tragic, sympathetic one.

What is your experience with Spider-Man? There were only three networks when I was a kid. When “The Electric Company” came on, and Morgan Freeman was the host, they would play “Spider-Man” in between the educational stuff.

Cutting loose Foxx got his start as a cast member of “In Living Color,” and most of his first films were broad comedies. Does he ever want to return to his sillier early work? “Oh man, got to,” he says. “I was on ‘Jimmy Fallon’ the other night, thinking, ‘If I can just get back to the comedy.’ But it has to be the right one. I’ve been pitching stuff to Will [Smith], to Kevin Hart, all these guys. If I can grab a hold of something, I’d love to do it.”

They’re not like, “I’m going to take over the world!” The producers have said your performance as Drew Bundini Brown in “Ali” was one reason they went with you. Did you draw on that character at all? Maybe the look, but I drew on this guy I’d known in my community who walked around in this military jacket and was quiet and very smart. He lived with his mom. It was a little more animated in this film. Had it been a real art-house drama, maybe I would have dialed it down a bit. But I drew on him. ‘Boyhood’ (July 11) Shot over 12 years, Richard Linklater brings us the story about a kid (Ellar Coltrane, cast in 2002, when he was 7 years old).

Also coming “Life Itself,” the documentary on Roger Ebert, will make you cry (July 11); “Love is Strange” stars Alfred Molina and John Lithgow as partners forced to live apart (Aug. 22).

(July 11) High-concept premise: Further ignoring the nutty slave allegory back story from the 1970s “Apes” movie cycle, this second in the series reboot finds Andy Serkis’ CGI chimp rebel witnessing the final throes of humanity. Superpower: The “Apes” movies have potential for searing commentary, as the originals thoroughly exploited. Weakness: The first, “Rise,” missed all opportunities to express anything deep. But it was cool and well-crafted.

Eurotrash auteur Luc Besson and starring that actress who was in the amazing “Under the Skin”? That sounds unbelievably awesome. Weakness: Besson works fast and doesn’t usually care about craft. This could waste a promising premise — or it could just be modest, slimy, weirdly right-wing fun, à la “Taken.”

‘Sin City: A Dame to Kill For’ (Aug. 22) High-concept premise: It only took nine years, but Frank Miller’s noir comics get another movie. Superpower: This time it brings into the fray Eva Green, who ealier tore into the other Miller sequel “300: Rise of an Empire.” Weakness: Miller has aged into a reactionary crank.

The latest reboot in the franchise sees Spider-Man (Andrew Garfield) having way more fun. / NIKO TAVERNISE

Second time’s the charm for Spidey Web-slinger. Unlike its predecessor, this “Spider-Man” is only occasionally an emo drag. It has its problems, but “The Amazing Spider-Man 2” easily improves upon its predecessor. Returning director Mark Webb has grown more confident in the action genre. But he’s also gotten better at finding a coherent, enjoyable tone, and one that’s not a mirror of the deceptively light one rocked by Sam Raimi in his superior, only decade-old trilogy. If the 2012 remake was clumsy and emo — like a sludgy, overly sincere cover of a

rock classic — this one better recalls its origins as a colorful, fun comic about a young’un swinging from building to building around the five boroughs via webs. Granted, it’s not exactly sunny. Peter has fully embraced the Spidey dogooder persona, which has left girlfriend Gwen Stacy (Emma Stone) feeling neglected. She dumps him, but instead of drowning in sad music on his iPod — although he does that a bit — he immerses himself in crime fighting. His enemy this time is Electro (Jamie Foxx), an overlooked engineer accidentally turned into a being of pure energy. But he’s no mere baddie: Largely ignored throughout his life, Electro is a sympathetic kind of lost soul. The film attempts

to charm its way out of sloppy plotting, occasional forehead-slapping inanities and other deficiencies. But unlike the film that preceded it, it more or less succeeds overall. MATT PRIGGE @mattprigge

Coming in for a ‘Landing’ To be Blunt. The singer who made his name with “You’re Beautiful” has some harsh words for critics and new words for himself. James Blunt has come to terms with the success that made him a household name almost a decade ago. And with his new album, “Moon Landing,” he says he was finally able to produce a collection of songs that is almost a logical extension of his 2004 debut, “Back to Bedlam.” “This album is the album I would have written and recorded if the other albums hadn’t sold the way they did,” he says. The albums selling well had a strange effect on Blunt, and when the topic of criticism comes up, the singer reveals his acid tongue in a hilariously lightning-fast rant. “I don’t sing songs about how big and strong I am,” he says. “I was in the Army for six years and I know how perfectly strong I am. I was in the war and I know how hard and rough it is to get in a serious fight. So instead of singing about

First Friday. Abstract expressionist painter returns for his first show in 26 years. Victor Atkins still gets occasional messages from owners of his paintings — or their insurance brokers. Often, they’re trying to determine the value of the abstract expressionist paintings he was creating in the 1980s. They might be asking the wrong guy. In that period the New York artist often threw claw hammers at his own paintings in fits of despair.

“There was always this thing out there that was just unreachable. But I went after it, because I wanted something really important to do,” says Atkins, sitting in his studio at the Crane Arts building in Kensington. “It’s kind of an old story in the art world, but eventually I felt like I was making paintings that people bought because it matched their couch. It was strictly a business, and I lost the joy in it.” Atkins disappeared from the art scene, but has now reemerged in Philly with his first new collection since 1988. The new show, “Come and Play,” will open on Friday at the

The 15 new works range from eight-inch details to massive seven-foot canvases. “I don’t know how to explain this, but I just woke up in the middle of the night and I knew I needed to paint again,” he says. The new paintings are still in the abstract expressionist mode of Atkins’ youth. But the architectural rigidity of his early paintings has been nixed, making way for bold splashes of color and playful anthropomorphic characters that one might expect to find in a children’s story. And Atkins indeed wants to weave a narrative for the viewer — a story of renewal and insuppressible inner exuberance. “I never gave myself much freedom before –— much room to really mess up and make a fool of myself,” he says. “But I finally allowed myself to go there, and now I just feel like, yeah, OK, I’ve discovered something that will speak to people. Drinkers, get your aspirin ready. The day after the world’s largest bar crawl is going to be a rough one — at least, if Ray Sheehan of Philly2Night. com has anything to do with it. Philly2Night, along with UpcomingEvents. com, is hosting Saturday’s “The Crawl,” designed to break the Guinness World Record set by Kansas City, Missouri, last summer. “The fact that Philly did not hold the record for this did not sit well with us,” Sheehan said. He’s hoping to draw 15,000 participants to bars all over the city. The crawl raises money for kids’ charity Young Variety and the Philadelphia Fraternal Order of Police Lodge #5.

Flyers can hold heads high after Game 7 loss NHL. The future is bright for the Flyers, even after Wednesday’s bitter loss to the Rangers. It was certainly a tough way to end a season. The Flyers lost to the hated Rangers in seven games. And moreover, former Flyers across the NHL were packing their bags for the second round. Like Mike Richards and Jeff Carter in Los Angeles, who teamed up to overcome a 3-0 deficit against the Sharks (replicating what the Flyers did in 2010). Or former Flyers franchise goalie Ilya Bryzgalov, who filled in for the Minnesota Wild, another team that advanced Wednesday night. But the truth is, the Flyers started their season at the bottom of the standings. Though they didn’t advance to face the Penguins, they certainly completed a turnaround. “I think we do have to be proud of what we did,� Claude Giroux said. “Last place and being able to come back, everybody got back on the same page. We had a lot of fun doing it and making the playoffs.

Phils have room for improvement MLB. The Phillies’ bullpen and third basemen must step things up. With the return of Cole Hamels, the Phillies’ rotation is a strength. If Hamels, Cliff Lee and A.J. Burnett can go deep in

games, that can only help a beleaguered bullpen. The bullpen isn’t the only issue. The Phillies have received scant contributions from its third baseman. The .160 average and .478 OPS from the hot corner is beyond anemic. Cody Asche has pressed and struggled. Freddy Galvis is simply overmatched at the plate and Jayson Nix

But due to two off days on the calendar and a rainout on Wednesday, the well-rested Phillies hope there isn’t any rust when they host the Nationals in a three-game set beginning Friday night. One luxury afforded to the Phillies is they can realign their rotation. Cole Hamels struggled in the rain Wednesday in a 6-1 loss to the Mets in the Phils’ only game played since Sunday, but the Phillies want to make sure Hamels, and the other top-line starters don’t have to wait long before pitching again. So Lee will go Friday night, Burnett Saturday and Hamels on Sunday. Lee will face Stephen Strasburg in a matchup that could test the Phillies offense. If Lee can get adequate run support, he could have success against the Nationals, who are without Bryce Harper and Ryan Zimmerman. The three starters Ryne Sandberg will trot out this series are the best he has, but the bullpen is another story entirely. The pen has the worst ERA in the NL at 4.84. EVAN MACY
