Placing bets. Voters in Boston and Revere will soon have to vote on the agreement. Boston and Suffolk Downs have put their cards on the table, and soon it will be the voters’ turn to bet on a proposed casino that could net Boston tens of millions of dollars in annual payments. Officials from the city and the racetrack announced yesterday that the sides reached a deal on a host community agreement regarding the proposed casino. Last year, officials from Caesars Entertainment and Suffolk Downs unveiled plans for a $1 billion casino and hotel at the track that is located on the East Bos-

ton and Revere border. Among the deals worked out in the 138-page agreement is a section that outlines payments to the city. The city said Boston is projected to receive $52 million annually, after stabilization and based on anticipated gross gaming revenue. Regardless of revenue, the city will never receive less than $32 million annually. A $33.4 million up-front payment will be made to the city specifically for improvements to East Boston. “This agreement will transform my neighborhood,” said City Councilor Sal LaMattina. ”It will save jobs … it will provide jobs — hundreds of jobs — to people that live in my neighborhood. ... This is a big day for my neighborhood.” The agreement also states that the casino should have

“The agreement ... has more revenue, more guaranteed jobs and more protections than any other agreement in the region and the commonwealth.” Menino 4,000 permanent jobs at its completion and for the remainder of the license term. Of those hired for the jobs, 50 percent should be from Boston, according to the agreement. While Boston reached an agreement with Suffolk Downs, Revere must also come to a deal. Joe O’Donnell, principal owner of Suffolk Downs, said that he expects a deal with Revere to be finalized this week. While officials have reached an agreement, it must still be approved by voters.

Mayor Thomas Menino said he supports an East Boston-only vote. Even if residents approve the agreement, Suffolk Downs and Caesars still have to compete for the casino license in the Greater Boston area. Las Vegas mogul Steve Wynn has already reached an agreement with Everett, and there is also a deal being worked out between Milford and Foxwoods.

Techies to tackle Pakistan problems Pakathon. A brainstorming event will solicit ideas on how technology can improve life in Pakistan. A group of Boston activists believe technology is key to helping Pakistan tackle its social and humanitarian problems. Leading up the effort are Asad Badruddin and Zheela Qaiser, the creators of a hackathon-style event called “Pakathon,” which will be held at Hack/Reduce in Cambridge Sept. 13-15. “Just getting people together to work on something and spark that kind of creative energy and cross-collaborate, that in and of itself is the beginning of something positive,” said Qaiser. Boston an ‘irritating’ city for men A new study conducted by Edge shave gel company shows that Boston is an irritating place for men. The group with the best idea will get $5,000 to put the project into play, as well as access to mentors, partnerships and non-governmental organizations. Tsarnaev capture pics. Boston Magazine releases more photos Boston Magazine has released the remaining photographs leaked to the publication that show scenes from the night alleged Boston Marathon bomber Dzhokhar Tsarnaev, 19, was captured in Watertown. In some photographs, the 19-year-old terror suspect, who was arrested on April 19, is seen emerging from the side of a dry-docked boat. He is also seen getting medical treatment on the ground. All the photographs were

contributed by Massachusetts State Police Sgt. Sean Murphy, who came under fire in July for leaking the first round of the photos. Murphy said he released the images in response to the August issue of Rolling Stone magazine, which featured Tsarnaev on the cover. The 25-year veteran was put on restricted duty, then transferred to the state police barracks in Athol and put on the night shift. METRO

The White House ruled out any military effort to oust Syrian President Bashar al-Assad from power yesterday as President Barack Obama ponders options in response to last week’s chemical weapons attack in Syria. “The options that we are considering are not about regime change,” said White House spokesman Jay Carney. “They are about responding to a clear violation of an international standard that prohibits the use of chemical weapons.” Obama is considering cruise missile strikes against Syrian targets in response to the Aug.

Carney said the United States expects to release in coming days a public version of a formal report by the U.S. intelligence community on the use of chemical weapons. The report is expected to conclude the Syrian government was responsible for the attack. Any attempt at “regime change” by the United States would draw the United States deeply into a conflict that Obama has been determined to avoid. The president has already ruled out putting U.S. troops on the ground in Syria. Carney said the United States has a variety of options from which to use, not just military options. Zurich authorities had said they expected a modest start to the country’s first socalled “sex boxes,” a row of drive-in wooden garages on a looping track where clients in cars can visit prostitutes, shielded from prying eyes and security cameras. The number of prostitutes in the Alpine nation has risen sharply over the last decade, due to the decriminalization of procuring and passive solicitation of

An address by President Barack Obama and nationwide bellringing will cap celebrations today marking the 50th anniversary of civil rights leader Martin Luther King’s landmark “I have a dream” speech. Obama will speak during the “Let Freedom Ring and Call to Action” commemoration on the steps of Washington’s Lincoln Memorial, the site of King’s address on Aug. 28, 1963, the White House said. Other speakers include former Presidents Jimmy Carter and Bill Clinton. The ceremony will follow an interfaith service at Shiloh Baptist Church in

Obama said last week that the legacy of discrimination had left a persistent economic gap between blacks and whites, but that the civil rights movement’s impulse for equality had spread to Hispanics, immigrants, gays and others. ’N Stink

Yesterday, I wrote about how personally butthurt I felt about the way Justin “Too Good For the Little People Now That I Roll with Jay-Z” Timberlake gave his exbandmates the shaft at their big VMA “reunion.” I wasn’t the only one with mixed feelings. According to US Magazine, Chris Kirpatrick and co. didn’t exactly have glowing things to report. “All of us getting back together, we remembered what we love about each other and what we hate about each other,” Kirkpatrick said, methodically sticking pins into a voodoo doll he’d crafted

Joe Francis jailed Here is some news that should come as a surprise to approximately nobody. Joe Francis, best known as the date-rapey titan behind the date-rapey “Girls Gone Wild” franchise, has been sentenced to jail for assaulting a woman. Because, OF COURSE HE HAS. Francis — who appeared on the most recent season of “Couples Therapy” (This dude had trouble with his romantic relationship? Weird.) — has been sentenced to at least 270 days in jail for holding three women in his apartment against their will and choking one of them. My only question here is, how did it take so long for this man to be convicted of something? The man has been robbing girls of their dignity and future ability to get hired at legitimate places of business for more than a decade now. But somehow he got signatures on release forms from all those girls with blank, rolled-back-intheir-sockets eyes who were willing to bare their bouncing breasts while hammered out of their minds.

from tufts of impossibly silky blonde hair he’d collected from Timberlake’s dressing room post-show. “It was just a bit of fun.” OK, OK, obviously I’m kidding about that whole hair doll thing. There’s no way they’d let Kirkpatrick within 20 feet of Timberlake’s dressing room! Lance Bass didn’t have much to say on the subject, either, other than that he felt really “nauseous” the whole time. Whether this was due to stage fright (it’s been a while!) or the noxious odor of resentment and defeat (kind of like rotten eggs and cheap cologne), is unclear.

Pippi porn star Here is a very tragic item about the adorable ginger kid best known (only known) for her portrayal of lovable mischief-maker Pippi Longstocking. She’s in porn now. What is it about childhood stardom that breeds a particular strain of adult desperation and low selfesteem? At best, these kids end up on “Celebrity Rehab” or in weird YouTube music videos dressed like Jacko (I’m looking at you, Corey Feldman). At worst, they end up in porn. No, at worst they end up dead — second worse, porn. Though, let’s be honest, most people who get ejaculated upon for a living are pretty much dead on the inside. TMZ — who somehow get

their sticky fingers on every celeb sex tape first — report that they have seen the porn video, starring the now 39-year-old Pippi Longstocking (aka Tami Erin). Also according to TMZ — who always seem to revel just a bit too hard in the sex shaming of once-adorable child stars — the tape is pretty “hard core” (aren’t they always?). The name of this alleged hard core porno has yet to be released, but I’ve got some ideas. Nippy Longcocking? The Sadventures of Pippy Longboobs? Anyone?

‘Wicked’ still casts a delightful spell Review. Despite some missteps on opening night, the production soars. It’s been three years since “Wicked last bewitched the Opera House, but the behemoth blockbuster musical is still as dazzling as ever. Flying monkeys, smoke and mirrors, witches, munchkins and Broadway-style glitz make the magic in this tale of life in pre-Dorothy Oz come alive. A good part of the magic in this staging of the untold story of Glinda and Elphaba can be attributed to the ornate set, which boasts an enormous Time Dragon Clock, high atop the stage, that breathes fire when one of the witches is up to no good. Unfortunately — and surprisingly — there were a couple of minor problems on opening night that we’re confident have been remedied now that the production is a good few weeks

in. The sound lacked the usual rich quality one expects of a production of this scale, rendering the incredible Stephen Schwartz score a bit flat in a few places. The other issue was that one of the show’s two leads, Elphaba, was played by standby Laurel Harris. Harris was so rusty in Act I that while Elphaba and her broom soared sky-high during “Defying Gravity, her vocals did not. Luckily, Harris fared much better in Act

II and the audience roared their approval at curtain call. Still, she failed to deliver one of the production’s show-stopper moments, which is a shame, as it’s always one of the highest notes of a production that is full of them. Jenn Gambatese was able to pick up some of the slack with her perky portrayal of the good witch Glinda, nailing every comedic moment and delivering a delightful rendition of audience favorite, “Popular.

Likewise, Kim Zimmer — a long-time leading lady on the soap “Guiding Light — is a joy to behold as the misspeaking Madame Morrible. Curt Hansen similarly enchants as Fiyero, the object of all of the witches’ attentions. Despite any minor problems (all of which, we’re sure, can be explained by early production growing pains) it cannot be denied that “Wicked still possesses the power to cast a firm spell.

ENTERTAINMENT F years, director, writer, For ccinematographer (and occassional actor) Adam Wingard has h labored in the world of iindependent horror. After numerous shorts (includn iing the “V/H/S” series), plus festival favorites like “A Horrible Way to Die,” he made “You’re Next.” Written by Simon Barrett, the film is a home invasion thriller with enough loose indie acting — and a sick sense of humor — to make it stand out. Made in 2011, it’s finally being given a decent release by Lionsgate as the next “it” horror film.

ADAM WINGARD An indie horror-maker dips his toes into the mainstream with “You’re Next.”

WORKING FOR THE MAN

I read that you were shocked when “You’re Next” got a strong audience reception during an early test screening. Were you not trying to make something to cross over? Going into it, I was actually trying to make something more accessible, something that could be seen in a mainstream light as opposed to the movies we’d done up to this point. Those were all festival-driven. I felt like that was the crowd that understood the kind of things we did. But that world isn’t nec-

Bonus question

Sloppy with Joe You’ve worked with filmmaker Joe Swanberg, not only here but on several other projects. You two seem to have different sensibilities entirely. I think I kind of opened his eyes to a way of filmmakessarily why I got into filmmaking. As a kid I watched a lot of crazy, big-budget Hollywood movies, horror films and so forth. Those were the kind of things that initially made me want to make movies. But the film still has a loose style. I did want to use aspects of what you would normally consider a conventional cinematic language and integrate it into my kind of style. Still, I couldn’t rely on overly shaky handheld camera movements and weird editing styles. Normal audience members, they just want to be involved in the story, and

ing that was possibly a little sloppier than he was used to — the kind where you can get it done in a couple days. Working with him has been a mutually enriching experience. I opened his eyes to that kind of film, and he helped me understand what good acting was. Quoted

“The mumblecore thing is about creating reality beyond what you usually see in cinema.” Wingard they don’t want style to bog it down. But sometimes I can’t help myself. There are members of the “mumblecore” scene here, including director Joe Swanberg. How did a

11

more serious, actor-based approach jibe with the horror elements? The mumblecore thing is about creating reality beyond what you usually see in cinema. You’re not picking actors based on a role. You’re picking roles based on actors. I wanted to bring that aesthetic to it, and that’s what makes it stand out — the fact that you’ve brought a certain kind of reality you’re not used to in these types of films. It’s something people haven’t seen before, but it feels familiar at the same time. Are you reluctant to go from indie horror to more studio work? I feel like as a filmmaker you have to give the studio thing a shot, because at the end of the day every time you make an indie film, you’re taking a gamble. You’re rolling the dice. Will somebody pick up this film? What will happen to it? Independent producers will screw you over just as badly as anyone else.

A MAN AND HIS MUSTACHE Nick Offerman may be best known for playing the stonefaced, government-hating Ron Swanson on NBC’s “Parks and Recreation,” but he’s also an accomplished comedian and stage actor (not to mention woodworker). He’s currently on tour with his wife Megan Mullally, and her band, but took some time off to talk to the Metro about his show, his new book and his most famous co-star — his ’stache. What can people expect when they come to see you? Some cautionary tales. There’s a lot of gum-flapping. PROVIDED

Minor nudity! Sounds like an exciting show. Well, you gotta get asses in the seats. Do you perform with Megan’s band at all? They open with a handful of songs and then I do my bit and then, just when I’m losing the audience and people are beginning to nod off or finger their parking stubs longingly, the band comes out and we wrap the evening up with a couple songs together. Who would you say is the ideal audience for your upcoming book, “Paddle Your Own Canoe?” I guess human beings. I think men will really enjoy the book from the point of view of a jackass man like myself, and I think the ladies will enjoy the book in terms of viewing their men through the lens of my writing.

Some mediocre songs. Some woodworking tips. And some minor nudity.

In almost every interview a question comes up about your mustache. Why is the American public so fascinated by it? It’s inexplicable. I am lucky enough to be literally riding the coattails of my mustache and I have the good sense to keep my mouth shut and stand behind it, try to look polite. Let the mustache do the talking? Yeah, soon after “Parks and Rec” came on the air, my mustache was signed by CAA and there’s a whole set of rules. I’m not allowed to make eye contact with it, and it doesn’t return my calls. I have to get hold of its representation if I want to talk about trimming or any sort of grooming. Do you think it’s been ruined by fame or is it the same mustache it always was? That’s a very good question, but I can’t really speak to it right now, if you get my drift. There’s someone in the car with me that might want to follow up.

Is the canoe on the cover of the book one you crafted? It is, yeah. That’s my first canoe and her name is Huckleberry and she has treated me very well. Does the canoe also have representation with CAA? No, the big agencies are not as interested in the wood boats. My canoe’s with a smaller boutique agency and mostly looks for commercial work. As “Parks and Rec” heads into its sixth season, how do you keep Ron Swanson fresh? Well, to be honest, I’m such a lucky bastard that I don’t have to try very hard because I have a team of brilliant writers who keep Ron fresh. They go above and beyond ... and provide us with new stories and new avenues to pursue so that the audience doesn’t get sick of the same old personality traits. I just mold my face into a constipated rictus and do my best to deliver the dialogue.

Farmhouse. Boston chef Frank McClelland shares his prime acreage in Essex. By now, you don’t have to be a foodie to know the phrase “farm-to-table.” But when chef Frank McClelland says it, it’s especially meaningful. For him, and for guests at an ongoing dinner series at his home in Essex, farm-to-table is a matter of mere feet. McClelland lives on his Apple Street Farm where, since 2009, this top toque from L’Espalier (Boston’s only Five Diamond Award-winning restaurant) grows and gathers the fresh organic produce that graces his nightly menus. More than a dozen other restaurants around Boston and the North Shore also source their ingredients from Apple Street, and its ample haul supports rapidly expanding produce and poultry CSA programs: bringing locally raised greens and pasture-raised chicken to those who want to eat well at home, too. But for McClelland, the farm is home. “I just love the feel of it. It reminds me

HOME of when I was a boy,” says McClelland, who grew up on his grandparents’ working farm in the White Mountains of New Hampshire. (He still uses some of their antique kitchen tools.) That experience largely informed his future career and the farm-to-table philosophy he adopted long before it was a buzzword. “It started d my journey in motion n of wanting to grow and d cook things,” he says. “And it really sets your sensibilities when at a very young age you understand where your food comes from.” We talked to McClelland to learn more about the design ingredients that make his piece of rural real estate so unique, to better cultivate our own rustic home aesthetic.

A grand plot Apple Street Farm sits on a covetable 14 acres in Essex, a former equestrian farm, and is anchored by a gorgeous, quintessential New England farmhouse built in the 1600s: Think gleaming but original wide-plank floors, barn

wood walls and a rustic brick hearth where McClelland has been known to fire up pizzas. From its soapstone counters to clear glass-front cabinetry, the country kitchen brings natural elements of the outside, inside: just like McClelland likes it.

A hardworking team Apple Street Farm is run

by McClelland, a farm manager, and three to four workers; they also manage another dozen or so acres of farmland between “satellite fields” offered by other landowners within a mile’s radius. Even in an age of tractors and expert farm equipment, it’s all “hugely labor intensive,” says McClelland. Especially when you’re dedicated to running an organic (read: herbicide-

free) farm. That route results in larger crop loss and extra work. (“You have to get in there with your hands to manage weeds.”) But it also yields healthier and, thanks to his exceptionally nitrogenrich soil, better-tasting food.

A big harvest Apple Street Farm grows dozens of produce variet-

ies, from diverse fruits and veggies to herbs and edible flowers. And the whole farm staff is trained in animal husbandry, raising chickens, turkeys and even honeybees. Beekeeping is especially important, he says, because nature’s best pollinators increase his yields by as much as 70 percent. Want to visit the farm? The chef hosts an annual Farm Dinner Series where

you can tour the grounds, sip cocktails and eat decadent plates prepared by McClelland. The next one runs Sept. 20-21 with a “Firepit Fiesta” and the season culminates with his “Essex Harvest Feast” Oct. 18-19. Visit www. applestreetfarm.com for info and tickets.

The answer is different if you are renting an apartment or living in a condo. If you are a tenant, your landlord has an obligation to provide you an apartment that allows you to live without signiďŹ cant disturbances from other tenants. A tenant, by law, has a right to the “quiet enjoymentâ€? of one’s home. The concept of the tenant’s right of “quiet enjoymentâ€? has been included within a particular statute, General Laws chapter 186, section 14. A landlord who violates the quiet enjoyment law may be liable for 3 months’ rent as the tenant’s minimum damages and have to pay all or part of the tenant’s attorney’s fees.

BEFORE

W WELLBEING

Use your own body

“It is a major disappointment if an injury keeps you from playing your best, or at all. I use stretching to minimize that risk. Before a game I like to get my blood pumping, so I do some really active stretching, like jumping from one leg to the next as I stretch out my inner thighs, or bouncing on my tippy toes to stretch out my calves. Post-game it is more important to rid your muscles of lactic acid, so my stretching is not as active and helps my muscles cool down. Most stretches I do after the game include me standing still while working out my muscles.”

“I always do lots of exercises with my own body weight, like lunges, push-ups, pull-ups, things like that.”

Revs wrapping up summer with postseason hopes intact MLS. The Revolution have several factors on their side with nine games remaining in the regular season. There is work to be done, for sure, but the New England Revolution have made a statement. In outscoring opponents 7-1 over their last two games, the Revs have vaulted back into a playoff position and served notice that they have the ability,

as much as anyone in the Eastern Conference, to absolutely dominate. Such is the situation as New England heads into the final nine games of the season. A postseason berth, while nowhere near assured (the Revs currently hold the fifth and final playoff spot in the East), is very much within reach after three straight seasons on the outside looking in. Here are a few things to watch heading down the stretch:

1

The schedule The Revs have opportunities in a handful of games against lesser opponents. Of the nine remaining contests, one is against lowly D.C. United and another against almost-as-low Toronto FC Friday night. It ends with a home-and-home set versus Columbus, another

trying to climb the ladder. We did a great job of responding tonight.” To illustrate how notable the victory was, consider New England was 0-5-3 in its first eight games against Philly.

3

Scoring punch Kelyn Rowe scored twice in the rout, one of which is up for MLS Goal of the Week. The 21-year-old midfielder became the second New England player to take home league Player of the Week honors. Also providing plenty of scoring punch of late is Juan Agudelo, who has returned from a knee injury to score three goals in two games. Just 20, Agudelo joins Rowe in an extremely impressive youth movement that signals even better things to come.

2

Momentum It doesn’t always translate to success in the next game, but the 5-1 whipping of Philadelphia on Sunday has to give head coach Jay Heaps’ crew a degree of optimism. While he said he is only focused on getting points when he can, his charges understand the significance of playing so well when wins are so necessary. “This is a huge game, an in-conference game,” said goalkeeper Matt Reis, who has started the last two games. “We knew all these games have playoff implications for us now.
