Worcester bishop faces drunken driving charge

Deval Patrick on Friday filed a spending bill that would allocate nearly $56 million for unpaid snow and ice removal costs that were incurred over the winter, according to the State House News Service. Drug dealers denied Dookhan deal Two men who pleaded guilty to drug crimes were denied their requests to be released because of what they claimed was a connection between their cases and the alleged actions of rogue state drug lab chemist Annie Dookhan. In a ruling received by prosecutors Friday, Suffolk Superior Court Judge Jeffrey Locke denied motions by Landers Ivey, 53, and Paul Fidler, 48, because a connection to Dookhan’s actions was not properly established. Dookhan was not the chemist that tested the drugs in those cases. Both men previously pleaded guilty to drug distribution charges. METRO

Tamerlan Tsarnaev’s burial plans in limbo Controversial call. Officials scramble to figure out where to bury the accused Boston Marathon bomber’s body. Gov. Deval Patrick refused yesterday to get involved in the controversy surrounding where to bury the body of accused Boston Marathon bomber Tamerlan Tsarnaev, saying the family must decide what to do with the body. The question of whether the alleged 26-year-old terrorist’s body will be sent to his family’s home in Russia, or if it will be buried in the state where he is accused of setting off bombs that killed three people and injured about 260 more, remains to be answered. As of yesterday, his body

remained at the Graham, Putnam and Mahoney funeral parlors in Worcester, with a destination to be determined. Peter Stefan, the funeral home’s owner, has been unable to find a cemetery willing to accept Tsarnaev’s body, and said yesterday he would seek the help of the government. “First of all, this isn’t a state or a federal issue; it’s the family’s issue,” Patrick said. “And the family has some options. I assume they will make a decision soon. I hope they do. I think everybody is feeling upset about what happened.” In response to reports that Tsarnaev’s family wanted to bury him in Cambridge, City Manager Robert Healy on Sunday night preemptively denied the request. “I have determined that it is not in the best interest of ‘peace within the city’ to execute a cemetery deed for a plot within the Cambridge

Cemetery for the body of Tamerlan Tsarnaev,” Healy said. Patrick said he was unsure of the legal rights of communities that want to refuse the body and declined to comment on whether he’d oppose a burial in Massachusetts. When asked if he was concerned whether the burial lo-

cation would become a shrine or a place for people to gather and protest, and whether he was concerned with public safety, Patrick said, “No. I’m not.”

A warning to T commuters: ‘Don’t touch the driver’ T attacks. Transit officials said they will prosecute riders for assaulting workers. In response to an uptick in violent attacks on T workers, the MBTA yesterday rolled out a public awareness campaign to discourage unstable and irate customers from assaulting employees. There have been 28 attacks on T workers this year, said Joe Pesaturo, a T spokesman. The attacks include one that involved a mob of teens pummeling a bus driver in Dorchester. MBTA General Manager Beverly Scott recently sent a letter to T employees about the effort. “I want you to know how deeply troubled I am by several recent brazen attacks on our employees in the course of them doing their jobs,

and to let you know that we will not sit by idly and let these egregious acts go unanswered,” Scott wrote in the letter. “Certainly, getting assaulted is not part of any T employee’s job.” Scott and Transit Police Chief Paul MacMillan recorded public service announcements that will be played over the intercom in the transit system. “Assaulting an MBTA employee is against the law. Think twice before putting your hands on T staff. We will find you, arrest you and prosecute you,” MacMillan warns in the recorded message. The posters are plastered on the back of bus seats, making it appear as though the person seated in front of the image is getting cuffed. The caption reads, “Don’t touch the driver.” A different set of posters sends the same message. It warns: “Violence toward a bus driver is against the law. We will prosecute.”

Stoughton murder suspect caught in Mattapan Woman murdered. A Dorchester man is accused in the killing of his estranged wife. Boston police were crediting an alert citizen yesterday with helping in the capture of a man wanted for allegedly killing his

former wife after the person spotted the man’s car in Mattapan Square. Willie Foster, 47, of Dorchester pleaded not guilty and was ordered held without bail during his arraignment for murder. Foster is accused of fatally stabbing his former wife Anita Clark. The 46-year-old woman was found dead inside her

Stoughton home Saturday evening. Police on Sunday said they were searching for Foster in connection with the murder. Foster’s car was spotted near Mattapan Square just after 7 a.m. yesterday. Police moved in and arrested him on scene. Police Commissioner Ed Davis took to Twitter to thank

an alert citizen who spotted Foster’s car. Court records show that Clark had filed for divorce in 2011 citing cruel and verbally abusive treatment by Foster, according to the Globe. Apple misses iPhone customers as global carriers balk at terms Smart phones. The slowdown in adding partners is contributing to stagnating iPhone sales growth. Apple is missing out on a chance to court as many as 2.8 billion new smartphone customers, many of them in Asia, as wireless-service providers balk at conditions imposed by Apple and drag their heels in signing on as partners. Apple has announced fewer than a dozen new wireless-service providers to sell the device since September 2011, leaving the total at about 240. Holdouts represent billions of would-be subscribers in countries such as China, Japan, India and Russia, said Horace Dediu, a market analyst who runs Asymco.com. Samsung Electronics Apple’s biggest smartphone rival, sells devices through almost all of

the world’s 800 carriers, Asymco said. China Mobile Ltd., the world’s biggest phone company, and NTT DoCoMo Inc., Japan’s largest mobile carrier, are among providers that haven’t agreed to carry the iPhone, citing the high costs of subsidies needed to make the device affordable or other terms they find unacceptable. At least 20 dead after Islamist protests in Bangladesh At least 20 Bangladeshis were killed yesterday in clashes between police and hardline Islamists demanding religious reforms, as violence spread beyond the capital Dhaka to other parts of the country. The clashes began on Sunday after 200,000 Islamist supporters marched in Dhaka to press demands critics said would amount

US think tank says immigrant amnesty would worsen deficits Upcoming. It is only the first of what is expected to be a flurry of competing studies attempting to influence the immigration debate. Granting legal status to 11 million undocumented foreigners living in the United States would significantly add to government budget deficits, according to a study released yesterday by the conservative Heritage Foundation. Heritage, a think tank headed by former Sen. Jim

DeMint, has assumed a leading role in opposition to a bipartisan, comprehensive immigration bill being considered by the Senate. The legislation couples the legalization proposal with a new program to admit high-skilled and low-skilled workers to fill jobs that industry and agriculture say are going begging because of a shortage of available U.S. workers. The Heritage study did not look at the impact on the economy of those provisions. Coming three days before the Senate Judiciary Committee is scheduled to begin the immigration measure, the Heritage Foundation study estimated that legalizing the 11 million would put a

severe strain on government programs. The government benefits and services include health care, Social Security, public education, aid to low-income families and a range of other programs. 2 3 Mister Cee ‘suspends’ himself after gay prostitution bust

One of Hot 97’s most popular DJs — Mister Cee — is having a rough few days. The DJ, who also produced the Notorious B.I.G.’s album “Ready to Die,” was arrested after he allegedly propositioned a male prostitute in Brooklyn. Unluckily for Cee, that prostitute was actually an undercover cop, according to New York Daily News. But now Cee is saying that the press (and the cops) have it all wrong — dude was really a lady. “I am not gay,” Mister Cee told Hot 97 program director Ebro Darden on Monday morning’s show. Cee then claimed he was a victim of a “sting operation.” “They tried to turn it around and say the female officer was a male officer. It was a sting operation,” he says. According to reports, Cee pleaded guilty to loitering for the purpose of engaging in a prostitution offense back in 2011. That prostitute was later

One year ago, 10-year-old Scottish schoolgirl Martha Payne made headlines for blogging about her school meals and challenging food kids eat every day. At first, her primary school in Lochgilphead, in western Scotland, forbade her from taking photos of what was on the lunch menu. But after her blog NeverSeconds went viral worldwide, the school gave in and announced all students would be given unlimited servings of fruit and vegetables. Today, Payne is using her media success to champion food causes and raise money for Maryâ&#x20AC;&#x2122;s Meals, a charity dedicated to supporting projects aimed at the poorest communities of the world to prevent child hunger. How did you realize the food in your school was unhealthy? I live on a small farm and we grow some of our food. My food at home is very different. To stay healthy and strong, remember: â&#x20AC;˘ If you were not vaccinated against the Human Papilloma Virus (HPV) as a teenager, ask your doctor if the vaccine is right for you. The HPV vaccine is a series of three shots given over 6 months to protect you from HPV and other health problems that the infection can cause. â&#x20AC;˘ See your primary care provider (PCP) for a well visit (annual physical) once a year to make sure your overall health is the best it can be. At these visits, you can discuss any concerns you may have about your health, or what to expect at each new stage of your life. You can also discuss things like diet and exercise or domestic situations that may make you feel unsafe in your home. â&#x20AC;˘ If youâ&#x20AC;&#x2122;re pregnant or trying to become pregnant, see your obstetrician to get a comprehensive program of care to help you have a safe pregnancy and a healthy, strong baby. Itâ&#x20AC;&#x2122;s important that you attend all scheduled appointments to make sure youâ&#x20AC;&#x2122;re getting the nutrition, exercise and care you need. Skin cancer is the most common form of cancer in the United States, according to the Centers for Disease Control and Prevention. Basal cell and squamous cell cancer, the two most common forms, are generally curable; but melanoma, the third most common type, is deadly. In 2009, the most recent year numbers are available, 61,646 people in the United States were diagnosed with melanoma and 9,199 people died, according to the CDC. The FDAâ&#x20AC;&#x2122;s proposed regulations stop short of recommendations made by the International Agency for Research on Cancer, part of the World Health Organization, which in 2009 concluded that

commercial tanning devices were more dangerous than previously thought and recommended people under 18 be banned from using them. The FDAâ&#x20AC;&#x2122;s regulations also stop short of new rules being developed by some U.S. states. More than 30 states regulate the use of tanning facilities to differing degrees. In January 2012, California became the first state to ban tanning beds for all people under 18. The Indoor Tanning Association argues vigorously that the decision on whether a teen is allowed to suntan is one for parents, not government. â&#x20AC;&#x153;Is the next step to ban teens from sunbathing at public beaches and pools?â&#x20AC;? the association asked in a statement last year in opposition to New Jerseyâ&#x20AC;&#x2122;s proposal to ban tanning bed use for those under 17. With proper planning, however, reconstructive surgery can be a positive step toward recovery. The important thing is to fully explore all options and find the best one for you. “Before deciding on [a] mastectomy, discuss your options with your board-certified plastic and reconstructive surgeon who specializes in breast reconstruction,” says Dr. Andrew P. Ordon, F.A.C.S., an aesthetic plastic and reconstructive surgeon with a private practice in New York City. “There are a number of options based on the type of tumor and how aggressive the cancer is, and the stage of the disease. There’s also the option of immediate or delayed reconstruction,” he adds. Indeed, there are minimally invasive choices for women who have a less aggressive form of the disease. “Less aggressive tumor types would be candidates for nipple-sparing mastectomy and implant. Also, placement of a tissue expander [that allows] serial skin expansion

Unintended pregnancy can affect all ages Babies. Just because youâ&#x20AC;&#x2122;ve passed the common window doesnâ&#x20AC;&#x2122;t mean a baby canâ&#x20AC;&#x2122;t sneak up on you. There are around 3 million unintended pregnancies every year in the U.S. Itâ&#x20AC;&#x2122;s an issue often associated with teenagers, but a proportion of women this happens to are older â&#x20AC;&#x201D; and some are married. â&#x20AC;&#x153;Anyone who is sexually active potentially can become pregnant,â&#x20AC;? Hilda Hutcherson, a Columbia University Medical Center professor of clinical obstetrics and gynecology, reminds all qualifying females. She gave us a refresher course on our options for making sure a baby doesnâ&#x20AC;&#x2122;t catch us by surprise. Birth control pills: You can still take the pill well past your teen years, Hutcherson says. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s a safe option for women of all ages. Initially, when it was first passed, it was recommended for women until age 30, then it was age 35, but

now most women can safely use it right into their 40s until they reach menopause.â&#x20AC;? The morning-after pill: â&#x20AC;&#x153;This should only be used in emergencies and not relied on as a form of contraception,â&#x20AC;? Hutcherson says. â&#x20AC;&#x153;It should be used as soon after intercourse as possible.â&#x20AC;? Goaltender Tuukka Rask made a career-high 46 saves for Boston and five different players scored goals for the Bruins, who took a 2-1 series lead in the best-of-seven first round series. Although the Red Sox were stymied by right-hander Yu Darvish Sunday in Texas (14 strikeouts), Boston has actually done quite well against opposing aces. In fact, Sunday was the first time the Sox have lost when facing an opposing ace this season. Obviously, the classification of an ace is different from person to person, but in most eyes the Red Sox have gone up against four

top hurlers this season — CC Sabathia (April 1), R.A. Dickey (April 7), David Price (April 13) and Darvish (May 5). In those four starts the Red Sox have gone 3-1, with a combined run differential of 24-7, and the pitchers have a combined ERA of 5.56. Price and Darvish were the only ones to make it into the sixth inning as the Sox got Dickey and Sabathia out of the game after just 4 2/3 and 5 innings respectively. Patience at the plate has been the key to getting past opposing aces. “Our overall offensive approach has been outstanding,” manager John Farrell said last week. “Guys aren’t
