City Council won’t fight mayor’s veto of giant digital billboard PHILADELPHIA.

Following two years of legislative battles over the issue, the City Council has for now given up its fight to erect a 10,000-square-foot digital wall wrap on the Electric Factory building at 8th and Callowhill streets. Councilman Mark Squilla on Thursday announced that following Mayor Michael Nutter’s veto of a bill allowing the signage – a portion of which would have given funding to local schools – he would not seek an override vote. Congressman Bob Brady on Thursday announced that, in the wake of the cancellation of the 2013 Philadelphia International Cycling Championship due to financial woes, he’s assembled a new leadership team to host a new bike race this year. “The mayor has called for a premier cycling event, and the team we have pulled together intends to deliver nothing less for the city of Philadelphia in 2013,” Brady said. “As long as there is a wall in Manayunk, there will be a world-class cycling event in Philadelphia.” The newly titled Philly Cycling Classic will be directed by Robin Morton of G4 Productions. Councilman Bill Greenlee on Thursday introduced legislation that would require the city’s indoor tanning facilities to issue written warnings about the danger of artificial sunlight. “There is a clear and ever-increasing risk of cancer ... for those who are exposed to indoor tanning beds,” he said. If Gov. Tom Corbett’s plan to privatize Pennsylvania’s liquor sales is approved, beer and wine will be available for purchase at grocery stores, big-box retailers and corner stores. Corbett presented his plan Thursday during a visit to Philadelphia. “Here in Philadelphia, we know that there are a few people — no, make that many people — that get in their cars and travel across those bridges or travel down 95 and over to Delaware or New Jersey to buy their alcohol,” he said. “I want a system that gives our people the flexibility to have their purchases here in Pennsylvania.” Corbett’s plan would,

over the next four years, allow customers to purchase beer and wine from grocery stores and big-box retailers, buy six-packs from convenience stores and obtain takeout bottles of wine from restaurants. It would also allow beer distributors that obtain the proper licenses to become “one-stop shops” slinging wine, liquor and six-packs. They can currently only sell beer by the keg or case. “This proposal would allow the number of establishments to be naturally driven by the free market, as it is in other states,” Corbett said. Aside from Utah, Pennsylvania is the only state that controls its own liquor sales. “Simply put, I am proposing that Pennsylvania join the ranks of those 48 other states and once and for all get out of the business of selling wine and liquor, get out of the business of being a monopoly,” Corbett said. An estimated $1 billion in revenue from the auction of retail and wholesale liquor licenses, as well as from stepped-up enforcement and penalties of alcohol sale violations included in the plan, will go toward public schools. Alex Wigglesworth awigglesworth@metro.us

“We all know what will become of our distributors and taverns that rely on beer sales and have adapted in order to compete in a closed system. They will fail and those local businesses that support our little-league teams and volunteer firefighter organizations will be lost, replaced by indifferent big-box stores run by huge corporations.” STATE SEN. JIM FERLO

“It’s nice that the governor has acknowledged that he created a school funding crisis, but our students shouldn’t have to count on liquor being available on every corner in order to have properly funded schools. We need to restore the nearly $1 billion in education cuts made by Gov. Corbett with an adequate and sustainable funding plan, not with money that doesn’t exist.” PENNSYLVANIA STATE EDUCATION ASSOCIATION PRESIDENT MIKE CROSSEY

Nine Philadelphia judges indicted in traffic ticket fixing Nine current and former Philadelphia Traffic Court judges were indicted for fraud, conspiracy and other charges on Thursday in what prosecutors called a culture of ticket fixing. “Those who seek to game the system by refusing to follow the rules need to be held accountable by the rule of law they swore to uphold,” U.S. Attorney Zane David Memeger said. The 77-count federal indictment said “the ticket fixing was pervasive and frequent,” continued from July 2008 until September 2011 and cost the city an untold amount. The indictment said that local politicians, including ward leaders and politically connected individuals — plus those with influential positions in business, labor, industry or society — asked Traffic Court judges or administrators for preferential treatment for constituents, relatives, friends and associates who had been issued citations.

Bicentennial Bell from a 130-foot-tall brick tower near a former visitor center at Third and Chestnut streets and placed it into storage. The bell, cast in the same London foundry that in 1751 created the Liberty Bell, was a 1976 gift from Queen Elizabeth II celebrating the country’s 200th birthday. Her trip to Philadelphia that year marked the first time a British monarch visited the city. A standoff stretched into a third day on Thursday with an Alabama man accused of fatally shooting a school-bus driver and then taking a young boy hostage in an underground bunker equipped with electricity and food. Law enforcement authorities remained tightlipped about the delicate situation playing out in Midland City. High winds knock out power to homes in US Northeast Rain and high winds lashed U.S. Northeast and mid-Atlantic states early Thursday, knocking out power to more than 330,000 homes and businesses as they braced for a coming snowstorm. Gusty winds of up to 77 miles per hour battered parts of New England, and a high-wind advisory remained in effect until 6 p.m. for northern Connecticut, most of Massachusetts, and southern New Hampshire, the National Weather Service said. Among the hardest-hit areas were Connecticut, where about 71,000 customers had no electricity; Long Island, with about 34,000 customers out; and New Jersey, where about 27,000 customers were without power, according to utility reports. The state of Vermont warned residents on Thursday to brace for flash flooding from the storm, with heavy rains causing ice jams in rivers. Residents of low-lying areas were advised to seek higher ground immediately if water began to rise on local rivers. REUTERS

Republican lawmakers clashed with Chuck Hagel on Thursday at a hearing over his nomination to become the next U.S. defense secretary, attacking his judgment on war strategy and occasionally putting him on the defensive during a heated session. Critics in Congress have sought to portray Hagel, a former Republican senator and decorated Vietnam War veteran, as soft on Iran and anti-Israel, charges Hagel strongly denied in testimony at the Senate Armed Services Committee hearing. Republican panel members laid into Hagel, with influential Sen. John McCain threatening to vote against him as he questioned Hagel’s judgment on the wars in Iraq and Afghanistan, where Hagel opposed surges of

American forces. Even before Hagel started speaking, James Inhofe, the panel’s senior Republican, called him “the wrong person to lead the Pentagon at this perilous and consequential time.” “Sen. Hagel’s record is deeply troubling and out of the mainstream. Too often it seems he is willing to subscribe to a worldwide view that is predicated on appeasing our adversaries while shunning our friends,” said Inhofe. The committee also dwelt on chapters of modern U.S. history that still prompt passionate debate: from the Vietnam War, where Hagel served and was wounded, to President Ronald Reagan’s call for nuclear disarmament and the 2003 invasion of Iraq. icholas Hoult has tackled trying to get the girl when you’re an awkward tween (in “About a Boy”), a ruthless highschooler (in TV’s “Skins”) and a blue-haired mutant (in “X-Men: First Class”). But those challenges pale in comparison to “Warm Bodies,” in which he tries to win over a girl (Teresa Palmer) despite the fact that he’s a flesh-eating zombie.

scene]. So I’ve made a few terrible zombie jokes, but I haven’t actually been on the receiving end of that many so far. OK, zombies versus vampires. Where do you stand?

Who would win in a fight? Or the transition from vampire to zombie time?

How tough is it doing a role that’s basically one facial expression for most of the film?

Surprisingly easy, actually. [Laughs] Narrows down your options and what you have to do at work, and not a lot of dialogue to learn, which is beautiful. But yeah, I read the script and I was like, “This could be a cool film,” and then I was like, “Oh, it’s kind of tricky, though, isn’t it?” You don’t get to say a lot, and you’ve got to move and act like a zombie, but you’ve also got to have this audience care for you and want you to succeed and have this girl care for you enough and fall for you, and there’s a lot to do. With Teresa, it was just basically watching her do scenes the whole time, her just doing monologue after monologue and then I’d go, “Yeah, keep you safe. Hungry. Eat. Whatever.” [Laughs]

TV watch list ‘House of Cards’

You know what? I’m trying to think. Aside from “Twilight,” what other vampire films have their been particularly recently? That’s the prominent one. To be honest with you, I would probably have to go with the zombie thing just because I really like “Shaun of the Dead” and “Zombieland” and those sort of things, and “28 Days Later” and stuff, so I think I’d go for the zombie — and not just because I played one in this film.

DRAMA. Get used to turning to the Internet for the next wave of top-notch original programming. This gripping political drama starring Kevin Spacey as a wronged politician who will take down anyone in his path to exact revenge on the president is brought to you by, and streaming on, Netflix. You can catch the whole 13-episode series beginning Feb. 1. Series premiere, Friday, Netflix

I don’t know. I mean, I’m a sucker for a rom-com. You know, you feel good and you get all gooey. But I wouldn’t want to do one of those ones that’s very runof-the-mill, out of the box, off you go, pay $10 to go and see it and then sit there and nothing new happens. So it’s tricky. I’d like to be able to do all types of films. Action, drama, romance, all of them. Just this year you’ve got films in several different genres coming out.

COLD-BLOODED

As far as pop culture.

After this film, do you think you’d have trouble getting excited about doing a more traditional romantic comedy?

Have you heard every zombie joke in the world at this point?

You know what, I’ve made a few terrible ones myself. I’ve said, like, “Oh, he’s a character I really liked and wanted to bring to life.” Idiot. I said of the scenes with me and Rob Corddry I found it really difficult not to corpse [which is British slang for laughing during a

tand Up Guys” finds Al Pacino playing an aging criminal released from prison after 28 years and taking stock of his life while trying to prove he’s still got some life in him. So it seems like a perfect time to check in on Pacino himself and see how he’s holding up. Here’s what we learned from our chat with the 72-year-old actor.

If a role interests me, excites me or challenges me, then I don’t see any reason why I wouldn’t try it. If the roles become far and fewer between, then that’s OK too because then I’ll find other things to do.”

Throughout his career on the stage and screen, Al Pacino has had one hobby that keeps him happy: holding a regular poker game. “What I like more about poker more than anything else is it’s a game. It’s for very low stakes, and there’s a friendliness in it,” Pacino says. “And I enjoy the guys that I get, the group, because a lot of them are old friends. I like that gathering. Motherhood’s dark side sees the light

TREVOR J. MARTIN

The chimera is a mythical creature with the head of a goat, the body of a lion and the tail of a snake. In their play of the same name, former Pig Iron members Suli Holum and Deborah Stein examine a real-world counterpart that is perhaps even stranger: a woman who discovers that she is her own twin sister. “Chimera” was inspired by an episode of the NPR show Radiolab, which told the story of a woman who discovered that she wasn’t genetically the mother of her own children. It was eventually determined that she had absorbed a potential twin while in utero. “I was fascinated by how science is showing us these pieces of our life histories that we don’t have any framework for understanding psychologically

or philosophically,” Holum says. She and Stein devised a solo show in which Holum plays three roles, which won acclaim as part of the Public Theater’s Under the Radar Festival in New York. “Deborah and I were interested in exploring the ‘dark side of motherhood,’” Holum continues.

“One of the greatest cultural taboos we can think of is a mother who abandons her child, so we’re looking at where these new scientific stories meet the ancient stories that we as a culture rely on to make sense of our lives.” Shaun Brady

Six points to whoever’s bringing these this Sunday.

Spice it up The spiciness of these wings will depend on your hot sauce. We prefer mild to medium spiciness from brands like Frank’s RedHot or Crystal, but use a hotter sauce if you prefer.

Directions:

1

Place 1 cup of the hot sauce, the buttermilk and garlic powder in a large resealable plastic bag and stir to combine. Add the wings and seal the bag, pressing out any excess air. Turn the bag to coat the wings evenly. Let marinate in the refrigerator, turning occasionally, for at least two hours or up to 12 hours.

2

Heat an outdoor grill to medium high (about 375°F to 425°F). When the grill is ready, use tongs to rub the grate with several layers of paper towels dipped in vegetable oil.

Remove the wings from the marinade, letting any excess drip off, and discard the marinade. Place the wings on the grate in a single layer so they’re not touching (if needed, cook them in batches). Cover the grill and cook, flipping the wings occasionally with tongs, until they’re no longer pink at the bone and the skin is slightly charred in spots, about 25 minutes total.

3

When the wings are almost ready, combine the remaining ½ cup hot sauce and the melted butter in a large bowl and set aside. Add the cooked wings to the bowl and toss to coat. Serve immediately with blue cheese dressing and celery sticks, if desired. CONTRIBUTED BY

The feed ... Checking in with some of Hollywood’s biggest names to see what they’ve been up to — in their own words, in 140 characters or fewer.

Dorothy Robinson’s take on the world of gossip

Today, Nicholas Hoult has joined the tweeting masses, Dwayne Johnson is serious about exercise, Mark Duplass expects more from his subconscious and Sarah Silverman is feeling very accomplished.

an Schachner has not been killed by cuteness. Far from it: The actor was all business refereeing “Puppy Bowl IX,” the annual Animal Planet game that pits one adorable team of puppies against another. He talked with us about making sure the pups play a clean game, the newest addition of hedgehog cheerleaders and about looking out for No. 1 (and 2).

@TheRock: AM cardio starts now.. Pitch black out here. Howlin’ at this moon.. #WerewolfThuggin Lets roll.. @MarkDuplass: my dreams have been really slow and boring lately. fingers crossed for some 80’s action/thriller storylines tonight. @SarahKSilverman: My doctor said I have perfect aim

What precautions do you have in place to make sure the Puppy Bowl doesn’t become a “Poopy Bowl”?

Even with all the precautions, there really is no way to prevent a “Poopy Bowl.” These pups only have one thing on their mind — playing a great game and scoring as many touchdowns as possible. If an on-field accident should occur (and they

do), we need to act fast to clean up the “foul” before it affects the action on the field. Puppies will be puppies, even when they’re playing football in a mini stadium. Have there been any rumors of off-field puppy doping?

There is a rigorous medical exam and physical for all the pups. We can’t have them disgrace “Puppy Bowl’s” good name after all. They are aware of the strict consequences if any tests should come back positive. The kittens, on the other hand, are addict-

ed to cat nip, but we go easy on them since the are always nervous before the halftime show. I’m joking. Cat nip is a serious problem for kitties in America.

Baby hedgehogs will be the cheerleaders. Can they get the crowd going?

These are tough hedgehogs with a lot of spirit! Personally, I think they out-pep last year’s Piggy Pep Squad but don’t quote me on that. You’ll see the hedgehogs in tutus with miniature footballs rooting for their favorite pups throughout the game on Sunday. great game. That little pup doesn’t stop for anything! Personally, I’m a big fan of Oscar, a 15-week-old Dachshund who’s favorite dish is weiner schnitzel. I would keep an eye on him if I were you.

Dan Schachner will never pay more attention to where he steps than during the action on the field.

ince its opening last summer, Spice 28 has made a name for itself as a lefthand/right-hand duel of authentic and fusion Asian meals. Danny Teng is one of the two chefs creating the inspired dishes in Midtown Village.

Chef Ma is great. He is excellent in cooking all levels of spicy dishes and an expert in Szechuan/Sichuan with the use of many varieties of Chinese spices. I am more an expert in Thai, traditional Chinese food and have been creating a new class of Asian-fusion style dishes.

Is there a famous duo that you can compare yourself to? Batman and Robin? Sonny and Cher? Not exactly. Batman and Robin are good ones. They are all heroes, who help people. I love them. Chef Ma and I both work well together.

How long have you lived in Philly?

Not long. I lived and worked in New York City for a long time. I came to Philly a couple months prior to the opening of Spice 28. I love to live and work

in Philly even though my family is still in New York. I love the environment and the peace here, as it was always very busy in New York.

I always brought them to see the Liberty Bell and Independence Hall. How do you like working in Midtown Village?

I like that there are many different kind of restaurants next to Spice 28. Where do you hang out after work?

El Vez, Sampan, Buddakan and others — to eat! Where do you go on your day off?

I sometimes go back New York City to be with my family. Julia West

RE: “OSCAR-WORTHY PERFORMANCE BY GOP” (METRO, JAN. 31) It’s one

Militia: Not just you, your buddies and your shotguns

thing to publish letters that attempt to make a valid argument against the GOP and the policies it supports. It’s completely pointless and a waste of space to publish letters like Robert La Rosa’s about giving an Oscar to the GOP. Was his point that he feels the GOP is “pretending” to work in the best interests of the people of the U.S. and your editors agree with him so his letter was published? He’s entitled to his opinion and I have mine about people like Mr. La Rosa who blindly follow the Democrats and their policies without stopping to think about the longterm ramifications of them. There’s plenty of criticism that can made to people on both sides of the aisle, but people like Mr. La Rosa never criticize any Democrats. When President Obama was a senator in 2006, he made a speech explaining why he was voting against raising the debt ceiling and in that speech he said: “Washington is shifting the burden of bad choices today onto the backs of our children and grandchil-

RE: “SECOND AMENDMENT PROTECTS RIGHT TO BEAR ARMS” (METRO, JAN. 31)

First of all, the framers of our Constitution gave us all a weapon against thugs and tyranny: the government established under the Constitution. I have yet to see a constitution, anywhere in the world, which enshrines a right of armed revolt against the very government it establishes. We only have to look to the suppression of the Whisky rebellion in 1794 to see the fallacy of the contention that the Second Amendment was set up to resist tyranny. Second, the founding fathers did indeed view wellregulated, well-disciplined and well-organized militias when they wrote the Second Amendment. They know that a group of armed men does not constitute a “militia” and they remembered that poorlytrained militias cost us battles during the Revolution. JON MELICK, VIA E-MAIL

opponents didn’t have much film to watch on him or time to adjust on the fly. But is it a gimmick? We don’t think so. Kaepernick has all the tools: big, accurate arm, speedy legs and a high football IQ. Still, he has to prove it Sunday. No “athletic quarterback has ever won the Super Bowl.

Wait, are there really two brothers coaching against each other in the Super Bowl? Does Joe Flacco really have some scant ties to Philadelphia? Is Ray Lewis really calling it quits after this game? While the rest of the country debates these hot-button issues, we take a look at some more under-the-radar storylines to watch in Super Bowl XLVII. The big game is scheduled for Sunday down in New Orleans (6:30 p.m., CBS).

his past accomplishments and riding him off into the sunset, we wonder what will Ray Lewis’ legacy be? Lewis, once a murder suspect, is a man who devoted his life to God after a 2000 double-homicide case. He has also been mentioned as the greatest middle linebacker to ever play in the NFL. However, a recent report surfaced earlier this week saying that he used performanceenhancing drugs to recover from a triceps injury. On the football field,

While neither head coach is black, the subject of race is very much on the grand stage in this one. The Ravens boast two minority coaches on their staff — offensive coordinator Jim Caldwell and run-game coordinator Juan Castillo — and boast a black GM in Ozzie Newsome, who would be the second black GM (Giants’ Jerry Reese) to hoist the Lombardi Trophy. Joe Flacco’s path to the NFL — and Super Bowl XLVII — was as unassuming as the quarterback himself. When Flacco committed to Pittsburgh in late December of his senior year at Audubon High School, southeast of Camden, N.J., he wasn’t a big-name recruit. After transferring to Delaware, he led the Blue Hens to the playoffs twice and the championship game in 2007. Flacco began preparing for the NFL Draft with former Giants quarterback Scott Brunner at TEST Football Academy in New Jersey. Flacco’s successful postseason hasn’t been a surprise to Brunner. “Joe was an extremely talented quarterback when he came to us out of college, Brunner said. “Like most guys preparing for the NFL, they rarely need a major overhaul, but rather modifications to their technique. Flacco has thrown for 853 yards this postseason, with eight touchdowns and no interceptions.

Audubon mayor bets on Flacco Mayor John Ward, of Joe Flacco’s hometown of Audubon, N.J., accepted a gentleman’s wager from the mayor of Colin

Flacco’s family is from Haddon Township, N.J., where his parents still live.

More than anything, it is his calm, unflappable style that is translating to wins. “There were many who thought he needed to show a more fiery personality, Brunner said. “I knew that if he tried to be
