Site of former Stamper Square proposal given another chance by Toll Bros. Company is planning 69-unit project for Society Hill For years, developers have come to Society Hill residents with proposed high-rise buildings for the former NewMarket site that were about as palatable as shoe leather. One by one, each of the developers — including actor and Philadelphia native Will Smith — have eventually given up, either after being rejected by neighbors or unfriendly credit markets. But a proposal by luxury home builder Toll Bros. for mid-rise condominiums appears to have the best chance yet of becoming a reality. The company made an informational presentation yesterday to the city Planning Commission on their plans for a four-story, 69-unit building. The property, which stretches from Front to Second Street and from Pine Street to Lombard, would feature a public promenade, green space and 108 underground parking spaces. None of the residents in attendance voiced opposition. “The one thing that we knew is we’re not going to force something down the neighbors’ throats if they don’t want it, so we came to them with our ‘A’ game,” Brian Emmons, vice president of Toll Bros.’ local office, said after the meeting. “We put together a project we thought we could sell at this location that was not go-

Steve Weixler, president of the Society Hill Civic Association, said the Toll project is the closest they’ve come to real development at the site, which some say is cursed. “I’m really optimistic that Toll will be able to develop a design that really fits into the neighborhood a lot better than anything we’ve seen so far,” Weixler said, noting that the group has not formally voted on the project yet. “It’s been a tough battle. Girl, 12, raped by boys at Kingsessing rec center SOUTHWEST PHILADELPHIA. Police are investigating an alleged rape of a 12-year-old girl at Francis Myers Rec Center in the Kingsessing section of the city Monday. Cops found Sebastian Nunez-Suarez, 52, slumped in the driver’s seat of a Lincoln Towncar around 11 p.m. with a gunshot wound to the head.

He crashed into several parked cars on the 4900 block of Bingham Street before coming to a stop. Police said the motive for the slaying was robbery. No arrests have yet been made. City fire union sues City Hall over contract Simmering tension between the city’s firefighter and paramedics union and Mayor Michael Nutter’s administration boiled over yesterday as Local 22 leaders announced they filed a lawsuit against the city in an attempt to force it to uphold contract terms recently awarded to the union by an arbitrator. “Throughout the past four years, the firefighters and paramedics have accepted increased risks resulting from staffing cuts, station closings and brownouts, as well as a declining standard of living due to four years without a raise,” union president Bill Gault said. “In return, all we ask for is a fair shake. We’re still waiting. We’re not willing to wait anymore.” As city firefighters and police officers cannot strike due to public safety reasons, they turn contract disputes over to a neutral third-party arbitrator, who makes a binding legal decision. “It seems to me patently unfair that the city go into this process, a legal binding 42-year-old law, and simply say, ‘We don’t like the out-

Women’s Fest, she was inspired to make a short film. But before their first interview was over, Meyerson knew the short would become a fulllength documentary. The head of the NCAA, which governs U.S. college sport, said the Penn State sex abuse scandal involving a former football coach was so egregious that he would not rule out applying the so-called “death penalty� to the university, which would cancel an entire football season. In his first public comments since the Freeh report, NCAA President Mark Emmert said the systematic sexual abuse of young boys by former assistant coach Jerry Sandusky was “unprecedented� in college sports. Asked in an interview on the PBS Tavis Smiley show Monday night about the death penalty, Emmert said: “I don’t want to take anything off the table. The fact is this is completely different than ... anything else we have dealt with.� “I don’t know that past precedent makes particularly good sense in this case,� Emmert said.

Once Penn State responds to the NCAA’s letter, the organization will decide whether to press charges against the college.

The NCAA is considering sanctions against the Pennsylvania college. The NCAA last November sent a letter asking the university to defend its actions. After release of the Freeh report, the NCAA said in a brief statement that it was awaiting a response from Penn State. College football is a huge

The CW picks up ‘Dr. Horrible’ Web series “Dr. Horrible’s Sing-Along Blog,� a Web series conceived during 2008’s Writers Guild of America strike, is headed to television. According to writer, creator and “Avengers� director Joss Whedon, The CW has picked up the three-part musical tragicomedy starring Neil Patrick Harris, Nathan Fillion and Felicia Day. Whedon made the announcement toward the end of a Comic-Con panel for Dark Horse Comics (with which he has collaborated on a number of Dr. Horrible titles). The program will air on the network sometime in 2013. There’s no news yet on the exact day or time slot — or if Whedon and company will film new material for the premiere. Zimmerman denied a fair hearing? As I read the news story on an accusation of molestation by a female relative of George Zimmerman, I only wondered how this information plays any role in court when Zimmerman goes on trial for second-degree murder in the Trayvon Martin case? The judge in the case ordered a March 20 interview with the alleged victim with investigators released under Florida’s public records law. I would agree with Zimmerman’s lawyer who said this tape was both irrelevant and prejudicial to his client. Zimmerman is on trial in the killing of Martin, he is not on trial for sex abuse charges. Law enforcement should deal with that case separately. Whatever your

opinion is on Zimmerman the night he killed Trayvon Martin, he will go on trial and be judged by a jury. He is still innocent until proven guilty as he is in this newest abuse charge. The media needs to stop beating up on Zimmerman, no matter what anyone’s opinion of him is. We are a nation of laws and a system in place to judge lawbreakers. Use it, not the media, to try someone. When Phillies fans reminisce about the 2008 World Series, the “Bridge to Lidge,� aka Ryan Madson, is remembered fondly. Madson and Lidge departed after a devastating loss in Game 5 of the NLDS. Jonathan Papelbon closes for the Phillies these days. The fiery right-hander has been good enough to earn an invitation to the All-Star Game. However, not one Phillies reliever has covered the “Gap to Pap.� “That’s the biggest reason why the Phillies are in the spot they’re in,� an NL scout said. “They’ve blown so many games in the seventh and eighth inning.� That’s been the difference between last and second place for the Phillies. Antonio Bastardo has been a huge disappointment as a setup man after having a great 2011 season. Michael Stutes and Jose Contreras are out with injuries. Chad Qualls was a total bust. So it’s up to the Phillies’ core of young pitchers to bridge the gap until — or if GM Ruben Amaro Jr. makes a trade. “I’m doing my best out there,� rookie Jake Diekman said. “I know what we have to do. We have to get [Papelbon] the ball.� Diekman has pitched well in spots, but he’s also lost his control in key situations. The Phillies need to upgrade the setup man. Will they do so? “If they have any hope at making a run at the second wild card, they have to trade for a solid reliever,� an NL Scout said. There are some interesting names out there. Jonathan Broxton has pitched well of late for Kansas City. J.J. Putz has been respectable for the Diamondbacks. Rafael Betancourt is pitching well at the ripe old age of 37 for the Rockies. And then there is Astros closer Brett Myers? Could the Phillies bring back Myers to fill the “Gap to Pap� and salvage the season? Stay tuned. ED CONDRAN

The company, which started in D.C. three years ago, calls itself a “matchmaker for renters and landlords.” “A lot of people just don’t have time to deal with finding an apartment, and don’t want to get frustrated dealing with Craigslist and search engines,” says Debbie Kaplan, Urban Igloo’s chief operating officer. “And our service is free, so why not?” Urban Igloo picked Philadelphia as its next location because of the city’s large transient student population and strong rental market, Kaplan says.
