Choker strikes A disturbing assault pattern is emerging at a rapid rate in the Queen Village section of South Philadelphia, police said. Two women have been choked and robbed in separate incidents over the past few days, and investigators believe the same man is responsible for both attacks. Councilman wants youth court citywide in schools Students, officials back court for minor charges, but details not yet finalized Data shows Pennsylvania behind youth courts across nation A sophomore high school honors student was on her way to a Philadelphia job fair recently when she was thrown in jail, Cathy Weiss of youth nonprofit The Stoneleigh Foundation testified before a City Council committee yesterday. The girl’s only offense? She was carrying a canister of pepper spray her mother gave her for nights when she had to walk home from school in the dark. “What is the sense or logic behind handcuffing and putting this young woman in a jail cell?” Weiss said, pointing out the child already lived in fear of walking alone at night. “Why did none of the adults with authority simply ask this honors student with no history of trouble why she had pepper spray?” That is the first question a youth court would address,

Youth courts established and running in Pennsylvania, including no citywide youth court in Philadelphia she said. Through nonpunitive diversionary programs, young people who commit minor offenses are prosecuted, defended and tried by their peers, then sentenced to penalties like restitution, written apologies or community service. “How I act today is a result

of how the youth court pushed me to better myself,” said recent Chester High School graduate Brian Foster. “I’m absolutely positive if the youth got the opportunity I had, the youth court can be a major component in the fight against violence.” Councilman Curtis Jones said that, while efforts have been made to pass state legislation establishing the initiative, “We wanted to explore the possibility of an ordinance enacted at the local level or insisting upon it at the school level.” Some Philadelphia public schools still operate the program, but district-wide implementation was axed in 2009 due to a leadership change, one school official said. Jones recessed the hearing to process the information presented.

Youth courts got smaller, not larger After discussing her positive experiences with youth courts, Department of Human Services Commissioner Anne Marie Ambrose said that she was forced to cut funding to them last year. “I think it gives you some context in very tough economic times, even commissioners who know benefits of the program have to make hard decisions,” she said. “We’re looking for the quarters in the couch to pay for the dollars we don’t have,” Jones said. “But when we look at the cost of not doing this ... the malcontent today becomes the defendant who, later in life, we have to deal with for a plethora of costs.” He said that converting an empty classroom into a mock courtroom could cost up to $30,000. But he pointed out that every prisoner costs $35,000 per year to house. METRO/AW

merger, so the costs — which could total $1 billion — will be shouldered by the schools themselves. The New Jersey Senate’s Budget and Appropriations Committee voted Monday evening to approve the bill merging the two schools, despite the lack of a clear budget or funding plan. An amendment to the bill will push the merger back to 2013. Another projected cost is $600 million of debt carried

by the University of Medicine and Dentistry of New Jersey. Since UMDNJ would become part of Rutgers under Christie’s plan, Rutgers would be responsible for that debt. Candace Straight of the Rutgers governing board estimates that Rutgers tuition could increase by 15 percent for every $100 million of UMDNJ debt. The full Senate will vote on the bill Thursday; the Assembly also needs to approve it. JUDY WEIGHTMAN

Simmons was crowned winner of the 13th annual Wing Bowl.

Local glutton ‘El Wingador’ busted in sting The man who put Philadelphia on the map in the world of competitive eating has allegedly been caught up in another compulsive habit: cocaine. William “Bill” Simmons, 50, who at one point earlier last decade had won three straight Wing Bowls, was pulled over Friday in Harrison Township, N.J., and busted for allegedly possessing a large quantity of powder cocaine, according to a release by the N.J. state police yesterday. “It is regrettable that Mr. Simmons’ notoriety has taken a negative turn. However, the Gloucester County Prosecutor’s Office works closely with other law enforcement agencies to stop the significant distribution of controlled dangerous substances that is reflected in the charges against him,” Gloucester County Prosecutor Sean F. Dalton said in a statement yesterday. Police allegedly found

$8,000 in cocaine and $4,000 in cash in Simmons’ car. They also searched two residences related to him, state police said. Simmons is a five-time champion of Philadelphia’s biggest competitive eating event, the Wing Bowl, which began back in 1993. Last year, it sold out the Wells Fargo Center with a crowd of about 20,000. When Simmons first won the event in 1999, he took home the crown for devouring 113 wings in the allotted time. Last year, he placed third in the event won by Japanese competitive eating legend Takeru Kobayashi, who ate 337 wings in 10 minutes. Simmons ate 250. El Wingador did not respond to an e-mail seeking comment. BRIAN X. MCCRONE bmccrone@metro.us

Champion’s history Bill “El Wingador” Simmons may not be one of the world’s most renowned competitive eaters, but he’s a Philly favorite after setting high standards in the early years of the city’s now-famous eating competition held at the Wells Fargo Center. Some highlights from his career: 1999: El Wingador gives Wing Bowl — in its seventh year — its first champion with a cool nickname, taking home the championship by eating 113 wings. 2005: Simmons wins his fifth

— and last — Wing Bowl title by devouring 162 wings. The total was the third largest ever. Simmons never held the record. 2006: El Wingador and all other previous winners weren’t allowed to compete. But Simmons was the first ever inducted into the Wing Bowl Hall of Fame.

Jerry Sandusky’s defense attorney Joe Amendola arrived at the Centre County Courthouse yesterday.

Lawyers sought to discredit the prosecution’s case in the Jerry Sandusky child sexual abuse trial yesterday by suggesting investigators had coached testimony from one of the former Penn State assistant football coach’s alleged victims. Asked as he arrived at court whether he would put Sandusky on the witness stand as the trial entered its final stages, defense attorney Joe Amendola told reporters: “Stay tuned. Come on, it’s like a soap, you have to wait and see.” “Is it ‘Days of Our Lives?’” a reporter asked in return, referring to a long-running U.S. daytime television drama. “I think it’s ‘General Hospital,’” Amendola answered. Then, a moment later, he quipped, “Actually it could be ‘All My Children.’” Amendola said previously that Sandusky would testify.

In the courtroom, Amendola took aim at law enforcement officers’ testimony that they had not discussed abuse accounts offered by fellow accusers with other alleged victims in the closely watched case. Amendola questioned Pennsylvania state trooper Corporal Scott Rossman and retired trooper Joseph Leiter about a taped interview they held with one of the accusers, known in court documents as Victim 4, and his attorney in April 2011. The interview was played in court and Leiter was heard saying to Victim 4 during a break that investigators had interviewed about nine other potential victims. In some cases “oral sex has taken place by both parties,” which would be considered rape under state law, he said. Leiter could be heard say-

ing telling the accuser that his story “word for word” followed those of others. “He has taken advantage of you. We need you to tell us what happened,” Leiter is heard saying. Under cross-examination by a prosecutor, Leiter said he considered the interview technique to be appropriate and never suggested to a victim what he should say. It was the second day of the defense case after the prosecution rested its case on Monday. Earlier defense witnesses sought to vouch for Sandusky’s good character. Judge John Cleland told jurors on Monday he expected closing arguments to take place tomorrow. Two university officials also face charges of perjury and failure to report suspected abuse in an alleged incident involving Sandusky and a boy at a Penn State locker room. REUTERS

Airport of tomorrow a getaway Your tedious waits may soon be history Instead of sitting in an uncomfortable chair, you may be going to a spa, having dinner and buying the latest fashions And hey, while you’re at it, why not go for a nature walk, too? Language classes. Doctor’s offices offering plastic surgery. Interactive museums. Oh, and a flight — or maybe not. Welcome to the airport of the future. “Airports are trying to grow their relationships with the passengers,” notes Rohit Talwar, CEO of forecasting firm Fast Future. “They want to turn themselves into shopping destinations.” By 2025, airports will indeed offer cosmetic surgery, predicts Talwar. Many are already offering services that have little to do with the lackluster tax-free shops travelers are used to. “Airports are like medieval cathedrals,” says Richard Nicholls, editorial director at the Future Foundation, a British think tank. “They have

The airports have discovered that there’s a new market.” Singapore’s Changi airport features a fish spa, a butterfly garden and city tours; Munich’s airport has a traditional Christmas market. Orly and Charles de Gaulle in Paris offer cooking classes, while Chicago’s O’Hare Airport has a vertical farm that feeds its visitors. Amsterdam’s Schiphol recently unveiled a

“city park” featuring natural light and animal sounds. Helsinki Airport, for its part, features an @home lounge, made to look like a Finnish home, complete with Finnish design and shelves full of books. Guests can even borrow wool socks. But transit hubs have no plans to stop there. “Airports are trying to expand their customer base,” explains Talwar. “Some regional airports will try to restyle themselves as outlets, while other will turn themselves into fashion centers.” Good-bye dreary waits? “It’s a great idea,” says Nicholls. “When you’re at an airport, you want to indulge yourself.” ELISABETH BRAW METRO WORLD NEWS IN LONDON

Their actions to improve energy efficiency and invest in renewable power will reduce emissions by 248 million metric tons in 2020, Bloomberg said on a conference call. The cities can cut emissions by more than 1 billion tons by 2030, or the equivalent annual output from Mexico and

Her sharp observations are sprinkled throughout the couple’s latest film, “Lola Versus, in which a woman approaching 30 (Greta Gerwig) is suddenly dumped by her fiance and forced to start over in the dating dungeon that is New York City. “Guys are always looking for something better, Lister-Jones says. “I think a lot of men find validation through how beautiful the woman they can sleep with is, and women find validation more in being loved. Ensuring Facebook’s community of more than 900 million users abides by the company’s user policies is a task that requires hundreds of employees. Based in Menlo Park, Calif.; Austin, Texas; Dublin, Ireland and Hyderabad, India, these employees field user reports of inappropriate posts around the clock. Yesterday, Facebook revealed details about how they get the job done. Reports of inappropriate content, which users can submit with just a couple of clicks, are directed to one of four support teams. An Abusive Content Team handles spam and sexually explicit content. Meanwhile, a Safety Team handles threats of vandalism, graphic violence, credible threats of violence and illegal drug use. A Hate and Harassment Team handles, well, reports of hate speech and harassment. The team that handles hacked and imposter accounts is called the Access Team. If found to be in violation of Facebook’s policies, Statement of Rights and Responsibilities or Community Standards, the content is removed and its publisher warned. Facebook’s support teams may also block

One law enforcement agency, for instance, discovered photos of a man siphoning gas from a police car. Others have discovered stolen property, calls for help and even live-crime updates on the social network. These crime reports haven’t necessarily originated from the company’s team, but Facebook does say it will share reports with law enforcement “when we have a good faith belief it is necessary to prevent fraud or

Whole, 2 percent, 1 percent, fat-free, soy, rice, almond, coconut, hemp, and let’s not forget goat’s! Store shelves are lined with more milks of varying sources than ever before. So, which is the healthiest? Keri Gans, R.D., the author of “The Small Change Diet, stands behind standard reduced-fat cow’s milk. “Milk is still an important component of a healthy diet, she says. “Cow’s milk has protein, calcium and vitamin D. But if cow’s milk isn’t your thing, there are many other options available. New York-based Rachel Begun — M.S., R.D. and spokesperson for the Academy of Nutrition and Dietetics — breaks down the pros and cons in the milk maze. Whole or 2 percent milk Advantages: Tasty and creamy. Disadvantages: High milk fat

content adds calories and saturated fat. 1 percent or fat-free milk Advantages: Even less fat than

2 percent, but with all the same nutrients. Disadvantages: Those converting from whole or 2 percent milk may have a hard time adjusting to the texture and taste, as it’s less creamy and sweet than whole or 2 percent. Almond milk Advantages: It tends to be

lower in calories and a great source of monounsaturated fats. Disadvantages: It’s low in protein and sugar is often added. Almonds are also one of the top allergens. Rice milk Advantages: Great option for

people with multiple food allergies. Disadvantages: Higher on added sugar and calories, and its low protein content means

“People need to try dierent products to see what they tolerate,â€? says Gans. “Whichever you choose, look at the whole of your diet. Look at milk alternatives and see how they ďŹ t into your overall diet. Read the labels and look at the nutritional content.â€?

Bush set precedent; how do you like it?

Letters letters@metro.us

Why do we persist in voting for them? I am really tired of watching this country’s political leaders behave as if they were major league managers, continually making moves and countermoves in an attempt to defeat the opponent. Don’t they realize that the point of a baseball game is to win, but the point of government is to help a society prosper? I think we need to make some dramatic moves if we’re ever going to get past this terrible time, and I don’t mean simply voting for the other guys. Party positions have become so inflexible that changing the people in leadership simply prolongs the fight. Political parties need to be eliminated. They have outlived whatever usefulness they ever had.

ernment they should think ahead to the consequences of their actions.

RE: “BOTH SIDES OF THE IMMIGRATION DIVIDE”: John

DOUGLAS P BROWN II, VIA E-MAIL

Hemphill says President Obama makes his own laws and does whatever he pleases and expects his desires to become reality. There is a very simple reason for this: George W. Bush did the very same thing, establishing the precedent that the president is allowed to do whatever he wants without consequences. Bush increased the power of the office with the approval of the right wing while the left and middle argued against it. Now that power remains with the office, but the president is not someone the right approves of, and they don’t like it. This is hopefully a lesson to the conservatives that when increasing the power of gov-

Bush did not circumvent Congress in beginning either war. Both wars were authorized by Congress; Afghanistan, arguably, also fell under the U.N. Charter, which is a ratified U.S. law. You could argue the evidence presented to justify Iraq was bad, but that is something else entirely. Also, calling the Afghanistan campaign “unnecessary” is essentially kicking dirt on the graves of 9/11 victims and their families and the collective heart of this nation. It’s shameful and ignorant.

I love Ireland. It’s laid off public sector workers, slashed spending, enacted austerity programs and not raised taxes on corporations. Basically, it’s the GOP plan if Romney is elected. Ireland has no economic growth and 14 percent unemployment.

cretion in enforcement of immigration law is criminal. Nothing could be more ridiculous than this belated concern for abuse of executive power after the Bush/Cheney regime deliberately used the tragedy of the 9/11 attacks to recommit all the crimes of the Watergate and Iran-contra scandals “with a principled legal defense.” They used a law from our Civil War to stop attorneys general from investigations of predatory lending in their states. We have been totally outside the rule of law since the Supreme Court coup of 2000.

Take a seat, Fred: Galvis suspended for using PEDs Major League Baseball disciplines rook for 50 games Second baseman won’t appeal Apologizes to fans GETTY IMAGES

Say it ain’t so, Freddy. Freddy Galvis has been suspended by Major League Baseball for 50 games after testing positive for a banned substance. Galvis, who is on the DL with a pars fracture in his back, said via statement that he is uncertain how the performance enhancer, Clostebol, entered his body. “I cannot understand how even this tiny particle of a banned substance got into my body, Galvis said. “I have not and never would knowingly use anything illegal to enhance my performance. I have always tried to follow the team’s strength and conditioning methods, listen to the trainers, work out hard and eat right. Unfortunately, the rules are the rules and I will be suspended. It’s a shame for the Phillies since the 22-year-old rookie played exceptional defense, filling in for Chase Utley. He was batting .226, with three home runs, 15 doubles and 24 RBIs. “It’s disappointing, GM Ruben Amaro said. “We fully support the program and the decision. We support the player and want him to get back healthy.

Utley back at DH in Florida

Injured All-Star Chase Utley was back in the designated hitter slot yesterday after playing second base a day earlier. Utley played six innings Monday night and went 1-for-4 at the plate with an RBI. He batted third last night for the Clearwater Threshers as part of his rehab assignment.

Galvis, already on the DL, was suspended 50 games by MLB yesterday after testing positive for a banned substance.

It’s possible that Galvis will be on the DL for the full length of the suspension. “I’d like to apologize to all of my fans, especially here in Philadelphia and back home in Venezuela, to my teammates and to the Phillies organization, Galvis said. “I

am looking forward to putting this behind me, rehabilitating my back and returning to the Phillies as soon as possible to try to help them win another World Series. ED CONDRAN

Three things we saw last night at the Bank Phillies 7, Rockies 2 Up next: vs. Colorado, today (7:05 p.m.)

1

Fool’s gold. The Phillies

scored seven runs, but the Rockies’ pitching staff is just as bad as the Phillies’ offense. John Mayberry Jr. slammed a two-run homer against former Phillies farmhand Josh Outman, who entered the game with a stratospheric 8.44 ERA.

FINANCING DONE RIGHT

How can Carlos Ruiz, who hit a two-run homer and knocked in a run with a double, not go to the All-Star Game? Ruiz tied a career high by hitting his ninth dinger. At least something is going right.

Oh, speaking of something going right, Jimmy Rollins went 2-2 with a pair of walks.

3

Cole ends streak. Cole Hamels (10-3) didn’t have his best stuff, but he

didn’t need it. After giving up a run in the first, Hamels settled down. He gave up two runs, six hits and struck out seven in eight solid innings to end a three-game losing streak. ED CONDRAN

Flyers GM denies report saying Pronger will retire Captain still suffering from headaches, return seems unlikely Team still holding out hope Holmgren keeping Prongs involved as evaluator GETTY IMAGES

Good days and bad days. So has been the common refrain from Flyers GM Paul Holmgren when discussing the health of Chris Pronger. The team captain’s career is in jeopardy after suffering from post-concussion syndrome. While the Flyers want to give Pronger all the time he needs, the odds of him returning seem slim. “We’re still holding out hope that he can [come back], that he starts to get better [and] turns a corner, Holmgren said recently. “I would say right now there haven’t been any signs that show us that’s in the near future. But, we’ll see how it goes the rest of the summer. In the meantime, the 37-

year-old has been helping as a sort of talent scout. Pronger is evaluating potential draft picks and free agents. “We’ve kept him involved, Holmgren said. “He’s watching video of players and he came to our scouting meetings for the first day and listened to what takes place there. Holmgren added that Pronger still suffers from headaches. Right now, he’s visiting his wife’s family in St. Louis. Holmgren denied a report that Pronger was retiring. “There’s no truth to that, the GM said. If Pronger can’t return, Claude Giroux is expected to be named the new captain.

Pronger, shown here in happier times, has good days and bad days, according to GM Paul Holmgren.

This weekend: Hanging herb garden workshop Northern Liberties garden center City Planter hosts this class starring Woolly Pockets: soft, breathable planters that are perfect for vertical gardening in tiny urban spaces. The staff will cover watering and planting techniques, and attendees will leave with a mini planter. Saturday, 11 a.m.-noon, The Market & Shops at Comcast Center, $35 www.cityplanter.com

he superrich investors responsible for London’s prime real estate bubble are adding California to their wish lists, lured by bargains offering crisis-defying returns as an overdue churn in the United States property market finally gets under way. Wealthy European and Asian investors who have dominated the market for addresses in London’s most fashionable neighborhoods are frequently outbidding locals for assets in the Golden State, U.S. real estate brokers report — and banks, long shackled by the volume of distressed property on their books, are in the mood to cut deals. “It is now London and Los Angeles, not Shanghai or Moscow, that interests the cash-rich international investor, said Si-

The Chinese are now the second-largest foreign buyers of U.S. homes (behind Canadians), accounting for 11 percent of sales in the year to March 2012. The average price paid by international buyers was $400,000 against the overall U.S. average of $212,000. David Parnes, a director at Los Angeles-based realtor Bond Street Partners, said that L.A. is enjoying its biggest influx of foreign capital for years. “Investors are now snapping up foreclosures in greater numbers because comparatively low property prices mean they are able to achieve strong returns, he said. “Prices in L.A. are showing to 60 to 70 percent discounts against their equivalent in Manhattan. Adam Fenner, an executive at California’s Skyline Wilshire Investment Partners, said that overseas investors are again viewing the U.S. as “a safer haven. “The very existence of the euro zone is now in doubt, whereas investors believe that the U.S. is fundamentally stable, he said.
