controversial voter ID bill passed the House of Representatives yesterday and was signed promptly by Gov. Tom Corbett. The bill requires all voters to show photo identification before they can cast a ballot and would take effect before

the November presidential election. Critics say it unfairly affects the poor, minorities and seniors, and will discourage those demographics from voting. “While I’m disappointed that the state House has continued this march toward voter disenfranchisement, the battle

is not over,” state Sen. Anthony Williams said in a statement. “The constitutional right to vote is too important to institute disingenuous hurdles at the ballot box. Period.” He said that a lawsuit will be filed on behalf of the voters affected. Political watchdog Committee of Seventy and former city

managing director Joe Certaine are organizing a new citywide coalition that will conduct a nonpartisan campaign to educate Philadelphia voters about the bill. “If necessary, we’ll drive voters to PennDOT offices to get ID,” said Seventy president Zack Stalberg. METRO/AW

City to ban outdoor feeding of homeless in parks starting next month Mayor says it’s about health and dignity, but many are skeptical RIKARD LARMA/METRO

Starting next month, it will be illegal to feed homeless people in city parks, under a controversial plan announced by Mayor Michael Nutter yesterday. Nutter said the plan is intended to increase the health, safety and dignity of the city’s most vulnerable population. Once the new regulation takes effect, groups who feed the homeless outside will be permitted to do so outside City Hall, but they must register. Violators will be given two warnings and fined $150 for a third infraction. “Providing to those who are hungry must not be about opening the car trunk, handing out a bunch of sandwiches, and then driving off into the dark and rainy night,” Nutter said. While some homeless advocates voiced support for the plan, others say it will further harm the indigent and push them into the shadows. “You have to put new systems in place,” said Christine Vaganos, a Drexel grad student who has volunteered at city shelters. “I don’t believe they have the capacity for every homeless person.” William Wascon has been sleeping out near LOVE Park since losing his apartment recently. He decried the way

Plan details The city’s Board of Health will hold a public hearing today on the new regulation and accept public comment for 30 days. The law is expected to take effect in mid-April.

“They treat you like a wild animal,” Wascon said.

“I got bad legs, sometimes I can’t make it [to a shelter or church].” the city currently treats homeless and said the new regulation does not take into account some people’s lack

of mobility. “I got bad legs, sometimes I can’t make it [to a shelter or church],” he said. For some time, charitable groups have provided meals for homeless people on the Benjamin Franklin Parkway and Love Park weekly. Nutter’s office denied speculation that the move was done to prepare for the opening of the Barnes

Museum and Rodin Museum on the Parkway later this year. “We have wrestled with this for some years and it just so happens it’s not linked to the opening of a particular place on the Parkway,” Nutter’s spokesman Mark McDonald said.

Outdoor feeding applies to the distribution of free food to groups of three or more people. It does not include food distributed with the authorization of the managing director’s office, the Department of Parks and Recreation or sponsored by a city

agency. Those interested in feeding at the City Hall site must submit an application to the city health department to receive an outdoor feeding certificate. The City Hall site will have water for handwashing and

portable bathrooms. No schedule for feeding has been set. The administration and stakeholders are developing a plan to encourage all those who are hungry and outdoor feeders to move indoors.

Texas Congressman Ron Paul has 12 percent, with 8 percent for former Speaker of the House Newt Gingrich. Santorum’s recent surge has also put him in a virtual dead heat with President Barack Obama. If Santorum made it to the general

election, 44 percent said they would vote for Santorum versus 45 percent for Obama. In other possible November matchups, Obama tops Romney 46 to 40 percent. Santorum’s biggest advantage in Pennsylvania in the Republican race is among women, with 41 percent of female voters backing him compared to 18 percent for Romney. Strange bedfellows? PETA and LFL Members of the Lingerie Football League’s Philadelphia Passion strutted their stuff outside The Gallery at Market East yesterday. But rather than rallying for a game, they tackled a different issue: animal cruelty. “PETA teamed up with the football league for a campaign to expose cruelty on fur farms,” Katie Arth of PETA said. “Most people have no idea animals are beaten to death, have their necks broken. ... This is a fun way to put out the information to the public.” PETA is teaming up with the Lingerie Football League in cities across the continent and has already staged similar demonstrations in Chicago, Seattle and Toronto. The campaign has also featured male

athletes in pro sports. A crowd of fans and curious onlookers gathered yesterday at Ninth and Market streets as the athletes waved signs and chanted in their team uniforms — bras and boy shorts. Many were impressed by the display of support, but a few of the bystanders felt the demonstration wasn’t driving the message home. “It’s a little distracting from the cause of killing animals,” Raymond Zigler said as he watched the girls. “They’re dressed skimpy — practically nude — and that sends more of an X-rated message as opposed to the one related to animal cruelty.”

Rick Santorum campaigns in Old San Juan, Puerto Rico. But does he have a real chance at seizing the momentum to win nomination? Let us know what you think at letters@metro.us.

THURSDAY, MARCH 15, 2012

he results of Tuesday’s Deep South primary contests in Mississippi and Alabama confirm what many political analysts had probably already assumed: It’s going to be a long, nasty election season, folks. Rick Santorum emerged a surprise victor in mainland competitions on Tuesday, winning both Southern states despite organizational and monetary disadvantages compared with front-runner Mitt Romney. But the victories, while nice, ultimately proved hollow: Proportional delegate allocation (in which the three top contenders, having ended the close night mere percentage points apart, will each receive a similar share of the spoils), combined with Romney wins in two low-profile

Metropolitik BRAYDEN SIMMS POLITICAL WORLDLINESS FOR AN IMPOLITE WORLD

@METROPOLITIK races in Hawaii and American Samoa, conspired to crown the more moderate contender the true winner of the day. Romney scooped up the most (estimated) delegates of the night, muddling the Santorum surge and reinforcing the mathematical reality that his substantial (estimated) delegate lead will line the path to his nomination. Then there’s Newt Gingrich, whose second-place finishes on Tuesday invalidate his so-called Southern strategy, predicated on the historian’s ability to sweep the more con-

servative U.S. states. The feisty former Georgia congressman failed to deliver wins in the region presumed to be most receptive to his patented big ideas — like moon colonization and helping poor children by giving them jobs cleaning schools. Regardless, Gingrich reiterated his intentions to stay in the race all the way, posing a serious threat to Santorum’s prospects, which fare much better given a one-onone battle with Romney.

O

K, but where does that leave us? Well, the same place we were before, mostly. Despite his losses Tuesday, Romney’s math argument, while not exactly inspirational, does hold a certain unassailable logic: Unless something big happens to change the race’s dynamics — like, for instance, Gingrich deciding to suck it up and drop out — it remains unlike-

ly for Santorum to top Romney in delegates. And, again, the name of the game is 1,144; any candidate that reaches this number of delegates will automatically be declared the Republican presidential nominee. Estimates put Romney way out in front. There’s another possibility, though less remote. If none of the candidates hits the magic 1,144 number, the nomination will go to a brokered convention, where party leaders will be forced to decide the nominee themselves. This is the outcome Gingrich favors. “I believe that after the primaries are over it will be obvious the so-called front-runner in fact didn’t get there, and from that point we will be in a whole different conversation,” Gingrich said in defeat. A conversation, presumably, involving child janitors and space fantasies. Metro does not endorse the opinions of the author, or any opinions expressed on its pages.

Civilian killings hurt Afghan war support from Americans

Forty percent of Americans said the shooting spree by a U.S. soldier stationed in Afghanistan which resulted in the deaths of 16 villagers had weakened their support for the war, a poll showed yesterday. Sixty-one percent of Americans surveyed in the March 12-13 online poll by Reuters/Ipsos said the remaining U.S. troops should be brought home immediately, down slightly from the 66 percent who expressed that opinion in a similar poll from early March. Seventeen percent disagreed. Her days-long winning streak is seemingly coming to an end after allegedly hitting a man with her brand new black Porsche and fleeing the scene in Hollywood late Tuesday night, according to TMZ. Lohan was reportedly trying to execute a three-point turn and avoid paparazzi while leaving a nightclub when her car made contact with the manager of a nearby hookah lounge. The manager, whose knee was supposedly grazed, initially said he was fine and didn’t need medical attention, according to paparazzi on the scene. But when he was informed that Lohan was behind the wheel, he reportedly began complaining about being injured. The man was taken to the emergency room and is said to be considering hiring a lawyer and pressing charges. Police sources tell the website that they will open a hit-and-run investigation if the man decides to press charges.

Katy Perry has reportedly been flooded with offers to write a tellall book about her divorce from Russell Brand, with one publisher offering $3.1 million for the story, according to the Sun. There’s no word on whether she’s considering the offer, but some speculate that her recent silence seems suspect. “When everything was going well, Katy couldn’t stop talking about him,” a source notes. “Since the split, neither of them have said anything — keeping the price of a deal high.”

Harry goes back to the Apache

Anderson

It looks like his recent celebration-packed tour of the Caribbean and Brazil was the last hurrah for Prince Harry for a while, as the British royal reportedly has been told to knock off the fun and get back to his Apache helicopter training, according to the Sun. “Harry has been told that his whole life is now dedicated to the Apache. He’s been told that he can’t spend every spare moment down the pub and can’t risk spending more time on another royal tour,” a source says. “Harry has taken those orders on board and assured the people who need to know that he will knuckle down and give absolutely everything to the final weeks of his Apache training.”

Anderson on experimenting “X-Files” star Gillian Anderson confirms to Out magazine that she’s no stranger to same-sex romance. “I was in a relationship with a girl for a long time when I was in high school,” the 43-yearold actress says. “You know, I’m old enough that I can talk about that.” Anderson acknowledges that the dalliances might have had a bigger impact on her had they played a bigger role in her romantic life. “If I had thought I was 100 percent gay, would it have been a different experience for me?” she wonders. “It’s possible that my attitude around it came, on some level, from knowing that I still liked boys.”

REASONS TO G0 TO THE MOVIES SONY PICTURES

Must-see

1

‘21 Jump Street’ Based on the ’80s TV series, this one stars Jonah Hill and Channing Tatum as two lessthan-slick police officers who go undercover in an attempt to bust a high school drug ring.

2

‘Jeff Who Lives at Home’ By now, you’d think we’d be sick of seeing Jason Segel play a shorts-wearing manchild who lives in his mom’s basement. And yet, we’re not at all.

3

“21 Jump Street”

‘John Carter’ In Disney’s adaptation of Edgar Rice Burroughs’ novels, Taylor Kitsch plays a Civil War vet who can’t catch a break: He ends up on Mars, gets taken prisoner by giants and then has to save the stranded princess.

4

‘A Thousand Words’ Eddie Murphy angers a spiritual guru, inciting a curse — or a blessing, if that’s your bag, hippie — that gives him only 1,000 words to speak before he dies.

5

‘Silent House’ Supposedly based on a true story, this horror flick tells the story of a father and daughter renovating an old cottage — until the weird noise coming from the top floor becomes their priority.

6

‘Project X’ Shot in hand-held style by a cast of unknowns, this — like every great high school film — is about nerds conquering all by throwing a rager.

7

‘Dr. Seuss’ The Lorax’ Zac Efron, Danny DeVito, Taylor Swift and Ed Helms voice the central characters of the beloved children’s story.

8

‘Wanderlust’ Paul Rudd and Jennifer Aniston star in this comedy about a couple who go

in search of an unconventional life on a hippie commune.

9

‘Good Deeds’ Tyler Perry writes, directs and stars in this story about a successful man, named Deeds, who is jolted out of his predictable existence by doing, you guessed it, good deeds.

10

‘Gone’ Amanda Seyfried plays a woman haunted by the abduction of her sister two years prior.

Can Kasabian conquer America?

om Meighan arrives with a bodyguard in a black SUV with tinted windows. The Kasabian singer is a superstar in his home country, but in Austin, Texas, at the SXSW Music Conference, he is afforded the luxury of anonymity. Plopping down on a couch in the lobby of the Radisson Hotel, he wonders aloud if American popular music will ever experience another British invasion. “This obsession about breaking in America isn’t really happening anymore for English bands,” he says, scratching his unshaven neck. “It’s kind of gone, isn’t it?” But not for Kasabian. With their September-released “Velociraptor!”, the band is touring the U.S. for the first time in five years. “You can get carried away

“‘Chewing a monkey brain’ comes from ‘Indiana Jones and the Temple of Doom.’ He says, ‘chilled monkey brain,’ not ‘chew.’ I always had an obsession with making my own words. The only person who got it was my brother, because I used to say it as a kid.”

One of the first indications that “Velociraptor!” doesn’t take itself seriously is toward the end of the second song, “Days Are Forgotten,” where Meighan talks about chewing

with the arenas back in England,” he says. “Here, it feels like we’re 21 again, starting over.” A lot about Kasabian feels like starting over. “Velociraptor!” is a cleaner sound than the band’s Brit-pop past, filled with funky grooves and fun lyrics. Meighan says “Let’s Roll Like We Used To” is about when he and Kasabian cofounder Sergio Pizzorno “used to smoke jazz cigarettes and wander through the fields,” while the song “Rewired” is “about being naughty in a hotel room.” “We’ll always keep reinventing ourselves,” says Meighan. “Our next album, I said to Serge, we’ll probably put eight songs on it and every song will be two minutes long, and it will be a whole electronic album with no guitars. I don’t know.”

When it’s time for an apology R

umors are swirling that Rihanna and Chris Brown might reunite. She has said publicly that being single is overrated, but there has to be more to it than that. I would assume that a heartfelt apology from Brown about his reported physical abuse that led to their breakup years ago played a big part. So how much power can an apology have? Of course, physical abuse is the extreme, and there is no question that an apology was vital in that case, but what about smaller transgressions? When is saying you’re sorry a good idea?

Shrink wrap DR. JANE GREER HEALTH.METRO.US

There are many things that can make one partner or the other angry and upset: He forgot to call, she was late and left him waiting, he promised to do an errand but got caught up at work. When couples sit down to talk about these issues, so often they simply talk at each other. “How could you forget to

In these situations, there is no attempt to consider the other person’s feelings or show any empathy. If this sounds familiar, it might be time to consider offering an apology.

P

eople think of an apology as an assertion of wrongdoing. Think of it instead as a healing balm to soothe your partner’s upset feelings. You had every intention of mailing those invi-

tations. You may feel that the outcome was out of your control. Lots of times we do or don’t do things that hurt our partner’s feelings because we believe that we had no other option at the time, and it was in no way intentional. But you can still be sorry that your partner’s feelings were ruffled. Once the apology is offered and the wronged party feels heard and understood, you can then, hopefully without anger, get your communication back on track and discuss what happened so that you might prevent it from happening again. In my practice, I have seen

an apology clear the air instantly. It is a declaration of caring about your partner’s feelings. Obama’s albatross: Race to the bottom? RE: “WHAT’S BRINGING OBAMA DOWN?”: Our wonderful presi-

I think the American people need to give Obama a chance again. There is no way that he can possibly turn a whole country around when there are people who lost faith in him because he couldn’t give them a job the next day. People keep blaming him for what Congress has their hands in, and that’s not right. ASHLEY ALLARD, VIA E-MAIL

Respect is earned, not taken by force RE: “SHOW SOME RESPECT FOR OTHERS’ BELIEFS”: Mr. Rivera

bemoans a lack of tolerance for Bible-based beliefs? Newsflash: Nobody is persecuting Christians for their beliefs. They are simply being called out for using the Bible — a text that’s been used for ages to justify war, slavery and a thousand other terrible things — to excuse their petty hatreds. All of us would do better following the words of a young carpenter from Nazareth, rather than vague passages from the Old Testament.

Our Founding Fathers wanted a separation of Church and State as a way to protect against persecution and discrimination. It was not the intent to create a nation unto itself to break the Law of the Land, which is derived from the will of the people. If our country believes a woman has the right to choose and can have an abortion, it is legal. If the Law of the Land now states that all insurance providers must offer contraceptive care, that law has to be upheld — with no excuses. Never was the separation of Church and State meant to circumvent the Law of the Land. If you don’t like the laws, then you have the liberty to change them by democratic means.

It was supposed to be Trent Cole’s day. He met with reporters after putting his John Hancock on a shiny, new fouryear extension with the Eagles. Cole shot down rumors the team was trying to reverse the opinion that they didn’t sign their homegrown stars to bigtime contracts. “I don’t have that consensus, Cole said. “They’re going to do what’s best for the team and what’s best for the franchise. Then, some four hours later, the news broke that DeSean Jackson had signed a five-year deal worth an estimated $51

Eagles would be wise to keep extensions coming Birds brass should continue its ‘draft and re-sign’ approach McCoy deal must get done before training camp Deserves Foster-type money

McCoy might skip training camp if a new deal isn’t reached.

The Eagles have jumped into free agency with a unique approach. They are signing their own guys first. It’s a change of philosophy from the free agent spending spree the team went on last offseason. “We thought there were opportunities there to get some

players that can make a difference at key positions in free agency, but really what we want to do is draft and re-sign our own,” GM Howie Roseman said last month. Todd Herremans, Trent Cole and DeSean Jackson are all locked up for the long haul. Still, there are a few other players the franchise would be wise to throw money at. After the above deals, the Eagles saved an estimated $6.6 million in cap room, according to eaglescap.com, and have $21.9 million in space.

1. LeSean McCoy The star running back enjoyed a breakout season in 2011, leading the NFL in rushing TDs (17)

and making his first Pro Bowl. He’s in the final year of his rookie deal — worth $615,000 in ’12 — and there’s a strong chance McCoy would hold out and miss camp without a new deal. McCoy was the Eagles’ MVP last year and should be paid as such, right around the $44 million deal Arian Foster signed.

2. Evan Mathis The seven-year vet burst out of nowhere and took over as the starting left guard in 2011. He doesn’t get the accolades that linemates Todd Herremans and Jason Peters do, but he was every bit as effective and allowed zero sacks. It’s a surprise the Birds allowed him to get to

free agency — Mathis is considered as one of the top three guards available — especially after the way Howard Mudd’s line jelled with his addition.

3. Jeremy Maclin OK, this one isn’t a slam dunk. Maclin was a first-round pick, so he’ll be competitively compensated through 2013, when he could earn $3 million. However, if the goal is to keep the current nucleus together, then go ahead and rip up that rookie deal and avoid another DeSean situation in two years. Maclin was on pace for his best year in 2011 before a midseason injury. MIKE GREGER

Sixers get outpaced in Indiana The Sixers got Spencer Hawes back, but they couldn’t slow Indiana’s talented triumvirate of David West, Danny Granger and Roy Hibbert last night in a 111-94 loss. For the Sixers, Evan Turner once again had the hot hand scoring 21 point on 9-of-11 shooting. Next up: Miami, on Friday.
