Meinhardt was engaged by Wellington Shire Council and the Department of Environment, Land, Water and Planning (DEWLP) to review the planning framework for the historic coastal town of Port Albert in Gippsland Victoria. Port Albert’s planning framework was complex, with numerous layers of policy and prescriptive control relating to heritage, buildings, design, and the sensitive, natural coastal environment. There was concern amongst the local community that this planning framework was negatively impacting the town’s ability to grow and prosper. Meinhardt’s role was to independently review the planning framework and provide recommendations (including drafting changes to planning provisions) to reduce red tape and streamline approvals.
This was the largest urban design framework project to be conducted in regional Victoria. It comprised planning and design studies of 19 settlements and adjacent areas located along over 300 kilometres of Victoria’s eastern coast – extending from Robertson’s Beach near Wilson’s Promontory to Mallacoota near the NSW border. The project area also included Metung, Loch Sport and other towns within the Gippsland Lakes area. As lead consultants, Meinhardt assessed the development needs and potential of each settlement and prepared a strategic planning framework to assist local Councils to manage growth pressures, in these popular holiday and retirement areas. Master plans and cost estimates for priority projects within each town were prepared. We also acted for Wellington Shire Council to amend its Planning Scheme to incorporate the recommendations of the design frameworks, including representation at the Planning Panels hearing.

Meinhardt collaborated with Water Technology Pty Ltd provided planning and consultation expertise to develop options and implementation advice for the Warnambool Safer Boating Harbour.
The Apollo Bay Harbour is a major regional facility providing one of only three safe harbours on the west Victorian coast. This project aimed to build on the town’s tourism potential and encouraged increased visitation and length of stay. Meinhardt prepared a comprehensive updated master plan for the development of a unique tourist and community precinct focusing on the harbour and adjoining public land. Key features of the plan include new public access to the water’s edge, small commercial and community facilities to take advantage of the superb views and setting, upgraded marine infrastructure including boat ramps, trailer parking, harbour works yard, and improved parking and road networks.

Essen Joseph Senior Planner Planning email@example.com Essen is a Senior Planner, with extensive experience in both Strategic and Statutory Planning. Essen specialises in preparing Structure and Precinct Plans, strategic studies, Amendments, drafting of policy and planning controls (design parameters, natural hazard mitigation, land use requirements, etcetera), and large scale statutory applications. He also has strong competencies in presenting to Planning Panels Victoria, and has a proven record of navigating challenging negotiations. As part of strategic planning projects, Essen has undertaken various forms of community consultation, including presentations, drop in sessions, and workshops. Essen has presented to Councils and the community with regularity, chaired numerous meetings (including project control groups and pre-application proposals), and consistently negotiated positive outcomes that meet public and private needs. He has also been involved in a range of interdisciplinary activities, including for an urban renewal initiative, and a Local Disaster Coordination Centre (Cyclone Marcia in Central Queensland.)
