As with most public agencies, an annual budget for the calendar year is adopted at ERBM's regular December Board of Director’s meeting. Some of the larger capital projects approved in 2020 are outlined below, as well as some of the great programs coming your way this spring. First, the long-anticipated pond project at Circle Park is scheduled to ramp up during the late summer and fall months. Several important items were required in order to make this project a reality, including: a new water right application in conjunction with CPW, cultural resources and environmental assessments, compensatory wetland mitigation, US Army Corps permitting, FEMA flood plain modeling, grants administration, as well as legal work to finalize easements with Highland Cemetery District, WREA, and the Town of Meeker. In collaboration with numerous public and private partners, ERBM is excited to finalize this one-acre fishing pond with associated amenities such as a walking path, new timber pavilion, and fishing pier that will provide sustainable trout fishing at this accessible in-town park location for both residents and visitors alike. Project details are available on the District’s website and construction updates will also be posted online, in the Rio Blanco Herald Times, as well as on-site at Circle Park. ERBM has also budgeted to begin planning additional work at Circle Park to update important infrastructure components including, but not limited to, riverbank stabilization, parking, lighting, fencing, and signage, as well as the possibility of further river corridor enhancements. Feedback received from the recent Meeker Moving Forward community survey indicated that improved access to the in-town river corridor was a high priority area for consideration. In anticipation of submitting a sizeable grant application at the end of 2020 toward this proposed collaborative project, community and stakeholder input will be collected and conceptual designs developed throughout the year with the intent of implementing the desired next phase of improvements conceivably starting in 2021. Finally, some substantial renovation and repair projects are slated for 2020, including LED lighting at the Paintbrush Park baseball field. This state-of-the-art MUSCO lighting system was installed on the softball field in 2019 and provides a tremendous improvement in the quality, efficiency, and longevity of this equipment. The Meeker Recreation Center natatorium will require some significant structural and operational updates in the form of a new roof structure, as well as a redesigned boiler system due to deteriorated conditions resulting from original design flaws in both of these areas. These critical updates are just a few examples of the many ways ERBM is working to live out its “stewardship” core value by caring for and preserving the tremendous resources we’ve been entrusted with as an agency.

Another ERBM core value is “quality experiences” and this spring’s program Line-Up has many great offerings in queue for you and your family to take part in, including: a special pool party in March, the always popular Father Daughter Ball and Mother Son Bowling events, Arbor Day essay contest and planting ceremony in April, and of course the 20th Annual Dance and Tumbling Recital in May which will take place in the Elementary School Gymnasium this year. There’s plenty going on at ERBM in 2020 and we hope you and your family will get involved and find your fit among all the recreational, cultural, and outdoor experiences available as we collectively seek to improve well-being and promote a vibrant community here in Eastern Rio Blanco County!

Let's play! The Tot-Spot is open and ready to provide fun, safe childcare. Let us take care of your children, giving you the freedom to take a fitness class located at the Recreation Center or Admin Building, visit the fitness room, go for a swim, or simply enjoy a nice soak in the hot tub.

Tot-Spot Rules, Policies, & Procedures:
• Tot-Spot is available for a maximum of one and a half hours per day per child. • MP Room: Parent or guardian must remain in the Meeker Recreation Center at all times while their child is in Tot-Spot. Admin: Parent or guardian must remain in the Admin Building at all times while their child is in Tot-Spot. • No snacks allowed. Only water in a sealed cup and pre-made baby bottles are allowed. • Tot-Spot staff will not change diapers. Children who are able to use the restroom unassisted will be escorted to the restroom and staff will remain just outside the restroom door. It is mandatory that parents/guardians ensure their children have a fresh diaper or have just used the restroom prior to drop off at the Tot-Spot. • Space is limited; children will be accepted on a first come, first served basis. • Prior to first time use, a parent/guardian must sign the Tot-Spot Policies & Procedures Form and complete a Child Information Form. SWIM LESSONS
Can my children swim alone?
• 5 and under, wearing a red wristband, must be within an arm's reach of a person that is at least 13 years of age. • 6 and 7 year-olds and non-swimmers (those in swim vests), wearing a green wristband, must stay in the same pool as a person that is at least 13 years of age. • Children who have passed the swim test may stay in MRC pools unaccompanied. A person that is at least 13 years of age must remain in the facility.
The ERBM Recreation & Park District offers American Red Cross swim lessons throughout the year at the Meeker Recreation Center Pool.

How many children can I bring to the pool?
• Zero-Depth Pool A person (13+) may supervise up to three children wearing a red wristband. • Leisure and Lap Pools A person (13+) may supervise up to two children wearing a red wristband.
Our certified instructors are available to teach all skill levels. Lessons will be scheduled based on instructor and pool availability.
Why are showers required before I swim?
• Due to the high pH levels in personal hygiene products (shampoos, deodorants, lotions, etc.), chemical imbalances may occur in the pool.
(Students must have similar swim skills for semi-private lessons)
Children must wear swim diapers until they are 100% toilet trained.
Wristbands will be distributed to children under 8, unless they pass a swim test.

• Age Restrictions: • 12 & Under: Not permitted in the fitness area, which includes the hallway and bench sitting area. • 13-14: Must be accompanied by a person at least 18 years old or must have completed an InDepth Fitness Room Orientation. See Guest Services for more information. • Cell Phone Use: • No pictures • No phone calls • No texting • Patrons must wear clean shoes with covered toes. No bare feet allowed. • No open or glass containers in fitness room. • Use of personal fitness equipment not permitted (unless attached to person and not a hindrance to others). No chalk. • Patrons with inappropriate apparel will be asked to change clothes or leave the Center. Inappropriate apparel will be determined at the discretion of ERBM staff. • No banging weights, excessively loud grunting, shouting, or inappropriate/vulgar language. • When all cardio machines are in use, there is a 30 minute time limit on each machine. • Wipe down equipment with provided wipes when finished. • Return all equipment to proper location when finished. • Exercises may be performed in the hallway, but benches are to be left in fitness area. • For basic safety, use all equipment only as intended. • Ask Guest Services at the front desk if you need assistance.

ARBOR DAY TREE PLANTING & ESSAY CONTEST Arbor Day is an environmental holiday where citizens and groups are encouraged to plant trees and care for already existing trees. Arbor Day was founded by J. Sterling Morton in April 1872 in Nebraska, where it is estimated over one million trees were planted in a single day! Would you like a tree for your own yard or a public entity? To be eligible to win a tree, we challenge you to write a one page essay titled "Why I Want a Tree" and submit it to the Meeker Recreation Center by April 17. The top three essays will each win a tree! Essay winners will be revealed on April 24 at noon before the tree planting. The BLM and MAMBA invite volunteers to help address trail needs within the Meeker Trail System on BLM public land during this trail work day. Volunteers are welcome to bring their bikes to assist in accessing higher portions of the trail system. Snacks and drinks will be provided to volunteers.

HUNTER EDUCATION Learn safe and responsible firearm handling. Persons born after January 1, 1949 applying for a hunting license in Colorado must have a hunter safety card which is obtained by passing this class. In addition to successful completion of the written test, full participation in all three days is required, including safe gun handling and shooting techniques as demonstrated by each participant at a shooting range on Sunday afternoon. Optional Saturday lunch (pizza, veggies, cookie, and a drink) can be purchased by March 23 for $6.00. When

This dog and people-friendly class will provide beginning-level dog obedience. Coursework includes relationship building, basic commands, leash manners, hand signals, games, tricks, and effective solutions for problem behaviors. Participants must complete a dog behavioral questionnaire and submit vaccine records (rabies, distemper, and bordetella) at time of registration. RUN FOR YOUR LIFE 5K T-SHIRT ART CONTEST ERBM announces a call to artists for the 7th annual Run for Your Life 5K T-shirt Art Contest. Showcase your creativity by Where Submit artwork to Guest Services submitting a design that will be featured on the 2020 at Meeker Recreation Center Run for Your Life T-shirt. Over 200 T-shirts are given FREE Cost out each year to race participants. Entry forms with design criteria can be picked up at the Meeker Deadline: Artwork due May 14 at Noon Recreation Center or found on the District website, www.ERBMrec.com. Designs must be turned in by noon on May 14; one entry per person. Entries will be reviewed by a panel of judges to determine the top three. The public can then vote on the top three at the Meeker Recreation Center or on the District's Facebook page beginning May 15 and ending on May 17 at 5:00pm. Build on and improve skills learned in PSA 1. Focus will be on front crawl, front and back glides, and recoveries.
Child must be able to enter the water independently, bob 5 times to chin level, and safely exit the water. Child should also be able to glide on front at least 2 body lengths, then float for 3 seconds on back and recover to vertical with assistance and/ or successful completion of PSA 1.

Increase proficiency and build on the basic aquatic skills learned in PSA 1 & 2. Reinforce water safety concepts and skills introduced in earlier levels and introduce additional water safety topics.

ERBM Recreation & Park District has partnered with CSU Extension-Rio Blanco County and the Meeker Elementary School to provide this after school program for youth in grades K-5th. A typical day will start with physical activity, followed by academic enrichment, and ending with a fun activity such as sports skills, games, arts, crafts, nature activities, cultural celebrations, stories, music, songs, social skill development, or STEAM (Science, Technology, Engineering, Arts, Math). Familiarize children 6 years of age and older with the aquatics environment. Students will learn basic aquatic skills while developing positive attitudes and learning safe practices in and around water.

Learn to Swim 2 (LTS 2)
Build on the basic aquatic and water safety skills and concepts learned in LTS 1. Students will learn front crawl, front and back glides, recoveries, and they will be introduced to deep water.
Student must be able to enter the water independently, bob 5 times, and safely exit the water. Student should also be able to glide on front at least 2 body lengths, roll to back, then float for 3 seconds and recover to vertical with assistance. All of this and/or successful completion of LTS 1.
6 Years & Older
Learn to Swim 3 (LTS 3)
Build on the skills learned in LTS 1 and 2 to help participants achieve basic competency in the water. Students will learn rhythmic breathing, treading water, and basic dives. The breaststroke and butterfly will be introduced at this level.
Student must be able to glide on front at least 2 body lengths, roll to back and float for 5 seconds, then recover to vertical without assistance. Student must also be able to glide on back at least 2 body lengths, roll to front and float for 5 seconds, then recover to vertical without assistance. Student must be able to swim using front crawl for 3 body lengths, roll to back and float for 5 seconds, then roll to front and swim using front crawl for 3 body lengths. MEEKER MARLINS SWIM TEAM The Meeker Marlins swim team consists of two different programs designed to provide training groups in which ability levels, commitment, and team goals are similar. The goal of both programs is to develop the whole swimmer, maintain a quality swim program, and prepare young athletes for the challenges of life through their involvement in swimming. We encourage enrollment in one of the following programs for local swimmers.
USA Swim Team
Meeker Youth Swimming
USA Swim Team is designed for athletes with an advanced and demonstrated commitment to the sport of swimming, with an emphasis on refining stroke technique and building strength and endurance. Swimmers are expected to possess proficient stroke technique with a strong work ethic. This group's workload will progressively increase throughout the season. Meets begin June 6 and are scheduled every weekend. Team suit, cap, and goggles are included in the cost of the summer league season program. Coached by Shelly Rogers.
The Meeker Youth Swimming group will focus on the basics of competitive swimming, technique, and stroke development while providing a fun, dynamic environment. These athletes should be able to swim at least one length of the pool in freestyle and backstroke. Athletes will learn lane etiquette, use of the pace clock, and how to form a race strategy. Swimmers will participate in 3-4 fun, learning meets throughout the summer. Team suit, cap, and goggles are included in the cost of the summer league season program. Coached by Jamie Bumguardner.

Come learn karate! Karate is a martial arts system that develops the mind, body, and the ability to defend one's self. Karate is known to improve discipline, concentration, balance, stamina, and self confidence. Students will learn punching, kicking, blocking, takedowns, and grappling. ADULT RECREATIONAL COED SOFTBALL The 2020 Adult Coed Softball League will play games on Thursday evenings. T-shirts will be provided for up to 15 players per team. Additional T-shirts can be purchased for $15 per shirt, but must be ordered and paid for at time of registration. Pavilions at Sanderson Hills Park, Town Park, and Paintbrush Park can now be reserved for $25/half-day or $50/full day. Reservations must be scheduled at least a week prior to the date you are reserving. Reserve with Guest Services at 970-878-3403.

Partial Refund: • When there is a partial cancellation of a program/activity. No Refund: • For withdrawals on or after first day of program/activity. • No refunds for contracted service programs. AGE/GRADE REQUIREMENTS POLICY Programs/Activities – • Participants must be the required age/grade on the first day of the program/activity. • Programs for children ages 2–3 require the child to be at least 2 years old and under 4 years old on the first day of the program/activity. • Pre K–K programs are for children at least 4 years old on the first day of the program through Kindergarten age. They do not need to be enrolled in Preschool or Kindergarten. Grade Requirements – • For June through August programs/activities with grade requirements, refer to the grade the participant will enter in the fall. • For programs/activities that occur during the school year, refer to the grade in which the participant is currently enrolled. Special Program Exceptions – • Age requirements for certain external sport league programs, such as Coach/Machine Pitch, are determined by the league. The age required by date may be something other than the first day of the program. Details will be in the pertinent Line-Up. • National/state programs, such as the Denver Nuggets Skills Challenge, Colorado Rockies Skills Challenge, etc., have their own age-by date requirements. Details will be in the pertinent Line-Up. • Programs containing curriculum and/or requirements imposed by other external organizations, such as American Red Cross, may have their own age requirements. ADA/INCLUSION PROCESS ERBM Recreation & Park District invites patrons with or without disabilities to join our programs, parks, and facilities. CHILD SUPERVISION POLICY For their own safety and in consideration of other patrons, children under the age of 8 must be supervised by someone that is at least 13 years of age while in the facility; this applies to children ages 6-7 that have passed a swim test. Those participating in an ERBM program, activity, or event are excluded from this policy because they are under ERBM supervision. PHOTOGRAPHY POLICY The ERBM Recreation & Park District staff routinely photographs and videotapes guests enjoying our parks, facilities, programs, events, and equipment. These images may be used in print, visual presentations, and on the website or social media to promote the District. If you do not wish yourself and/or your children to be photographed, please inform Guest Services and complete the Media Release Refusal form.
