WESTERN BALKANS challenge the democratic process and potential of citizens to push for lifting these limitations so as to prevent them from becoming the new normal. This is particularly true for big data analytics and mass surveillance practices through metadata or smart video surveillance—an extremely intrusive system for the right to privacy and by proxy for other human rights, notably the right to freedom of expression and the right to freedom of association. Misinformation and lack of genuine public debate will continue to challenge the public’s understanding and trust in the state’s decisions and actions. Implicitly, this case study has also demonstrated that in the context of the Western Balkans there are only losers and a myriad of missed opportunities to ensure publicly beneficial use of technology to address this critical situation.
