This piece provides an overview of the main issues that are currently being discussed in France, and highlights some of their implications for the (re-)distribution of authority mediated by digital technology. A first, perhaps central, theme of debate is the use of big data, in particular personal data, to counter the pandemic. Since the beginning of the epidemic worldwide, initiatives related to this aspect were either envisaged or implemented in a number of countries, with a shared rationale:1 COVID-19 propagates with people moving around, thus, using the massive digital data generated by our smartphones can both help in understanding the ways in which the virus progresses and guide political decisionmaking on social distancing and confinement.
