New hampshire’s REGIONAL PLANNING COMMISSIONS New Hampshire has nine regional planning commissions. In 1969, the state Legislature enacted a law that formed these regional planning commissions across the state. Just over 90 percent of New Hampshire municipalities are members of a regional planning commission. The commissions are mandated to perform two tasks: to develop regional master plans and regional housing needs assessments.

According to the website of statewide planning initiative Granite State Future, “Each RPC is tasked with working with local communities and seeking direct input from citizens when developing the regional plan. The intent is to ensure a democratic process and to develop regional plans that reflect local voices. The plans created by each regional planning commission are advisory only, ensuring that local land use decisions remain local.”
