Fall in workloads for small builders, warns FMB Workloads for small builders across the country took a downward turn towards the end of last year, the Federation of Master Builders' (FMB) latest State of Trade Survey has revealed, amid worries over wider economic uncertainty.

Brian Berry, Chief Executive of the FMB, said: “The building industry remains confident of continued growth but the slowdown we saw in the last quarter is a cause for concern. Undoubtedly, the adverse weather experienced in large parts of the country has played its part,

by causing projects to overrun and costs to spiral. However, the fact that both current and expected construction workloads are down in every region is worrying given some of the gloomy predictions being made about the wider economy.”


Berry continued: “Most concerning is that the last three months of 2015 represent the first quarter in nearly three years in which private sector SME housebuilding showed a negative balance. Even if this is a temporary blip, it comes at a time when merely manging to tread water would be inadequate in tackling the housing crisis. We need firms of all sizes firing on all cylinders if we’re going to address the chronic under-supply of housing but, unfortunately, a complex set of problems continue to constrain smaller developers. A concerted effort to tackle ongoing issues around access to finance, availability of suitable small sites and shortages of skilled labour is vital. The survey findings underline the latter point, showing 52% of our members reporting difficulty in finding carpenters and joiners, and 50% continue to have trouble hiring quality bricklayers.” Berry concluded: “We still expect to see growth in our sector continue throughout 2016 and we are optimistic that businesses can bounce back from what appears to have been a disappointing end to the year. However, the coming 12 months still hold in store considerable headwinds, not least the fears over the wider economy slowing down. If 2016 starts in anything less than a positive fashion, we could see growing fears that the hard-earned gains made by the construction industry over the past two or three years are indeed under threat.”

in 2015 as skills shortages continued to get worse.This is the conclusion of the latest quarterly construction market survey from the Royal Institution of Chartered Surveyors (RICS). RICS says that construction skills shortages are pushing wages in the sector far above the national average. Skills shortages are also jeopardising government’s plans for housing and infrastructure programmes, the survey suggests. The UK construction market survey for Q4 2015 shows that 61% of construction professionals have reported sharp wage rises in the sector. Average construction earnings have risen by more than 6% in the year to October 2015 – by comparison, the average UK wage rise over the same period was below 2%. Labour shortages were reported by 66% of respondents to be the most significant barrier to growth in the last quarter of 2015. Bricklayers and quantity surveyors are both reported to be in particularly short supply, with 62% and 60% of survey respondents having difficulty finding these workers. Taylor Wimpey surveyor Craig Murray in London said: “We are experiencing real issues with certain building trades in central London and as such we are paying a premium for these services. So much so, as a business we are now looking at alternative building methods to overcome such obstacles in the market.” Turner & Townsend’s Mark Smith in Birmingham said: “Skills shortage is continuing to put pressure on project delivery which is resulting in increased prices and some lethargy in the supply chain.” Continued Page 2

In Exeter, David Gillard of Jenkins Hansford Partnership said: “Continued shortage of labour and long lead times on certain materials together with financial constraints make for a challenging period in the construction sector.” RICS future talent director Sally Speed commented: “The construction skills crisis is slowing growth in a sector that is vital to UK plc. Unless government looks to address the problem urgently, some of its key housing and infrastructure programmes could soon face crippling delays and spiralling costs. “To tackle the problem, government must deliver a new skills strategy that will enable industry, unions, and educators to work together and deliver real solutions. Apprenticeships alone will not be enough. Ministers must look to draw a link between education, future careers and skills. Employers need to take the lead in improving skill levels, providing more vocational pathways to work and actively engaging with our country’s schools and colleges.” The survey revealed that a net balance of +33% of respondents were still seeing an increase in the number of new projects they were taking on, down from +39% in the third quarter. The private commercial and private housing sectors continue to be the key drivers of construction activity. RICS chief economist Simon Rubinsohn said: “While workloads are still growing at a relatively healthy pace, labour shortages in the construction sector are causing delays at different stages in the development process and leading to significant problems with project planning. More than 60% of our survey respondents said that these resulting planning delays were an impediment to growth. “That said, industry wages are becoming increasingly attractive, and I would hope that over time this will encourage skilled workers to return to the sector, as well as drawing school leavers and graduates towards construction industry careers.”

Study says house-builders create 100,000 jobs The rise in house-building activity created more than 100,000 new jobs in England alone last year, according to a study published by the Home Builders Federation (HBF). HBF’s analysis* indicates that the house-building industry is now supporting around 667,000 jobs, with 100,000 of them working in London. Outside London, Greater Manchester

Insurance Compare – Beware! First of all, I will declare my interest here – I am the managing director of a specialist construction insurance broker and my website at is a comparison website for many types of business insurance policies. Comparison websites are a very easy way of comparing premiums between different insurance companies in price order, with a rough idea of what sort of cover that you are buying. However, if you have some special requirements, or are not able to answer all of the questions correctly and truthfully, you will need to speak an expert in insurance and possibly have a policy tailor made for you. For a specialist insurance broker such as ourselves, it is very easy for us to provide professional advice and we deal with many, many business like yours every day. However, where a comparison website is an internet only service with no telephone helpline (and you will see these constantly advertising on TV), you have to either accept whatever is offered to you, or, alter your information in order to “tick the boxes” so that you can obtain a quotation. Either of these options can lead to you buying an unsuitable policy which will not cover your requirements, or simply won’t pay a claim.

The other temptation is to buy the cheapest quotation shown, and then not read all of the terms and conditions. The devil is always in the detail, and unless you are an insurance expert, it can take a long time to read everything and, even we would admit, insurance wording is not always in plain English. Please be aware that if you buy insurance online then you may not be able to successfully complain about bad advice or mis-selling because it would often be considered that you were advising yourself! The insurance regulator (Financial Conduct Authority) is currently investigating comparison websites to see if they are misleading their customers. Whatever their conclusion, we would think it is a “no brainer” that you should speak to a professional, unless you have a good understanding of insurance and that any comparison quotation fits your requirements perfectly. Union alert on migrant worker safety

Migrant construction workers are much more likely to be killed on construction sites than UK nationals.That appears to be a conclusion to be drawn from an analysis of construction site fatalities by the builders’ union Ucatt. Ucatt has discovered that in 2014/15 (the most recent reporting year) five out of the seven workers killed on construction sites in London were migrant workers. The union says that the Health & Safety Executive should itself record the nationality of fatal accident victims in its reporting system as a first step to addressing the apparent discrepancy in worker safety. Ucatt regional secretary Jerry Swain said: “Each of these deaths was an individual tragedy. It is essential that issues such as different safety standards and methods of working in countries, language issues and whether the deceased were new to the

construction industry are properly considered in order to prevent future fatalities. This is simply not going to happen if the HSE continues to fail to address and record the nationality of workers who suffer a fatal accident.” Ucatt also wants the ‘tick box’ health & safety test that is required by the Construction Skills Certification Scheme to be replaced by something more rigorous. Ucatt believes that workers should not start on a site until they have completed a minimum of a one-day safety course and been fully assessed. Mr Swain said: “Anyone can be taught to pass a tick box exam. That does not mean that they will not endanger themselves or their colleagues when they are working in construction. A proper safety course with a thorough assessment of a worker’s understanding of safety must be the minimum requirement before they go on site.”

Sika Liquid Plastics solution allows ASDA Store to remain open during roof refurb A popular Scunthorpe supermarket has recently benefited from a complete roof refurbishment using a Sika Liquid Plastics Built-Up Roof waterproofing system. The Asda store had to remain open throughout the project, requiring expert planning by Northampton-based contractor Ice Roofing. Ancon is pleased to announce its MBT mechanically-bolted couplers are the first reinforcing bar splicing system to be approved by HAPAS, the Highway Authorities Product Approval Scheme. REFURBISHMENT, REPAIR & NEW BUILD Following a successful trial in one of its operating theatres, the Royal Surrey County Hospital installed Goodlight LED tubes. Similar retrofit products were also fitted in corridors to replace original lighting that had begun to fail whilst Goodlight LED floodlights and LED SON replacements were installed in the hospital’s car park. Initial results reinforced the findings of the trials with the hospital reporting excellent performance, dramatically increased reliability and savings in energy costs of up to 80%. Chelsea’s Royal Marsden hospital has benefited from the installation of almost 3,000 Goodlight products since 2013. Seven separate locations within the hospital, including treatment, accommodation and teaching areas, have been fitted with 2D lamps, tubes and PL-L lamps with no reported failures.

Goodlight LED Lighting Achieves Hospital Cost Savings An increasing number of facilities and energy managers within NHS hospitals are specifying installations of Goodlight LED tubes and lamps.

Successful installations have also been completed at Oldham Hospital and the Royal Gloucester Hospital. The Goodlight LED products fitted include 2D lamps, T8 tubes, floodlights and PL replacement lamps. The new lighting is supporting various areas within the hospitals including theatres, offices, corridors and car parks. At both sites, immediate and substantial savings have been achieved in both energy and maintenance costs.

LABSS Approval granted for Celsius Solid Roof The recently-introduced Celsius Solid Roof system from Synseal is now fully approved and registered by the LABSS (Local Authority Building Standards Scotland) as checked for compliance with Scottish Building Regulations under certificate number EWS550. Construction of a completely new solid roof or replacement of an existing conservatory roof with a retrofit solid roof involves a statutory obligation to submit a Building Regulations application. Swish Building Products’ cladding scores at Blackpool FC More than 1000m2 of low maintenance cladding from Swish Building Products has been installed at the home of the Seasiders, Blackpool Football Club. The cladding has been used to refurbish the club’s canopied walkway and entrance on Bloomfield Road. Main contractor, Lowline Ceilings developed a system to use the cladding as a suspended ceiling. The Blackpool FC maintenance team specified a replacement ceiling which wouldn’t corrode in the salty air of the coastal town and could withstand the blustery seaside weather. The original aluminium ceiling had deteriorated badly as a result of weathering, corrosion and wind-damage. “We wanted a low maintenance ceiling, one that didn’t need painting,” said Graham Raby, maintenance manager at Blackpool FC. “PVC-U was the obvious choice; we can simply wash it down every now and again.” Having supported Graham and the team with refurbishment projects over the last three years, contractor Lowline Ceilings was given the task of developing a solution. Neil Pankhurst, MD of Lowline Ceilings said: “We have nearly 40 years’ experience as a suspended ceiling contractor but this was a unique one for us. We’ve used this

type of product only once before, for a porch on a modular building but we thought we’d ask the question of our supplier. Working with our Swish Area Manager, Stuart Davidson and the company’s Technical Manager, Dave Osborne we were able to create a system which met the brief including the client’s request for “no visible end to end joints.” After developing a prototype using 150mm wide boards, Lowline Ceilings confirmed the specification. Swish Building Products manufactured 8.5m long cladding boards, a bespoke length which formed the majority of the order. 7.5m lengths were also used where the product had to be fitted around features; in some areas this saw the cladding chevron in and around corners. Using 150mm widths secured at 400mm centres Lowline Ceilings screwed the cladding onto a metal furring system rather than traditional timber battens. Under the

supervision of Dave Osborne Lowline Ceilings complied with Swish installation guidelines, and was able to pass on a full product guarantee. Neil continued, “This was very much an unusual installation but we would definitely do it again. We couldn’t have recommended anything better; it was the best product to use, installed using the best possible method. We know that we secured the order off the strength of the product. Working with an established business like

Swish, one with a good reputation and a well-presented parent company also helped us seal the deal. We now have one very happy client.” The refurbishment has been deemed a vast improvement, one which will withstand the ravages of the club’s coastal location…just 100 yards from the sea, and

reduce maintenance costs for Graham and the club’s management team.

Hauraton drainage channels used at Penarth Learning Community School Penarth Learning Community School, Cardiff, South Wales, comprises a mainstream comprehensive school with 1280 places, together with a Special Educational Needs (SEN) school, catering for 205 pupils with a wide spectrum of learning needs including those with learning and physical difficulties and those on the autism spectrum. Together with a learning facility, there is also a 1500 m² residential home, allowing 19 pupils to stay over at any one time to provide respite to their families. With the site being quite flat and the new buildings’ surrounded by block paved areas and asphalted surfaces, it was essential rainwater is drained effectively. Two Hauraton systems were chosen to drain surface water: RECYFIX® PRO fitted with FIBRETEC® C250, HEELSAFE 9mm slot gratings for the asphalted yards and car park and RECYFIX® STANDARD SLOTTED CHANNELS fitted with symmetrical galvanised steel covers. Lanes Group has used ultra violet light technology to reline a 1300mm diameter rail culvert - the largest the company has renovated to date using this method to cure the liner. The culvert on the Mole Valley Line at Great Bookham, Surrey, was 250mm wider than any ultra violet (UV) liner the pipe reline specialist had carried out previously. A new £3.1 million flood alleviation scheme in the North Yorkshire town of Northallerton is using innovative vortex flow control technology to reduce the risk of flooding to homes and businesses in the town. Large Hydro-Brake® Flood Alleviation vortex flow controls have been installed upstream of the town’s refurbished culverts to protect flood-prone watercourses. The Environment Agency project aims to provide sustainable, low-maintenance flood storage defences based on sound SuDS principles. Northallerton and its surrounding villages have been plagued with flooding since the early 20th Century, with major floods most recently in 2000, 2008 and 2012 that caused widespread disruption and damage including to the town’s Friarage Hospital. To reduce the risk of flooding to about 170 properties, the flood alleviation vortex flow controls have been installed in newly-refurbished culverts on the outskirts of the town. They enable excess water to be held back in specially built flood storage basins in agricultural land on the approach to the culverts.

Northallerton Flood Alleviation Scheme is Built with Sustainable Vortex Technology

The Northallerton catchment, with the villages of Brompton and Romanby, is in a low lying river valley, surrounded by steep, well-drained agricultural land which makes it susceptible to flash flooding. Largely culverted, the Turker and Sun Beck watercourses run through centre of the town, causing flood threats to amenities including Grade II listed buildings, conservation areas and listed monuments as well as the Hospital. At times of peak flow, excess floodwaters can overtop the watercourse in the agricultural land on its approach to the culverts, sending flows to cause flooding in the East of the town. “The Sun and Turker Becks have repeatedly overtopped and threatened the town,” reports the EA area project manager Ian Cooke. “That’s why, after consultation and looking at similar successful schemes in other areas, we decided to use upstream storage to reduce the flooding risk. The resulting scheme at the urban boundary needs very low maintenance, and is resistant to blockage. Our chosen solution meant that we used vortex control technology. Polypipe has seen its popular RidgistormXL large diameter piping system installed as part of a water management attenuation solution for residential developers Kensington Developments. Due to the layout of the site, there was a limited public open space available to install a suitable attenuation system capable of storing the required stormwater for the development. The UK's first waste water heat recovery scheme has been installed at Borders College in Galashiels, using Flexalen pre-insulated pipe work from Flexenergy. The previous system at the college was a gas fired boiler system, but the college was looking to reduce its carbon emissions by 25% by the end of 2015. A renewable heating system from SHARC Energy Systems was their preferred option by some distance and, following installation, the college is now on target to have a total carbon reduction of 35%.

Cool solutions for residential corridor overheating In some ways it is ironic that the issue of building overheating can be partly accredited to the increased drive towards improving energy efficiency. This fact has been recognised by the Zero Carbon Hub in its recent report into overheating in homes, as well as CIBSE’ s latest revision to its ‘ Guide A: Environmental Design’ (8th edition 2015), which specifically identifies the potential causes and consequences of corridor overheating.

Dr Chris Iddon, Design Manager with SE Controls, explores the growing issue of corridoroverheating and studies into real buildings are enabling effective solutions to be applied to the problem.

It wasn’ t that long ago that, if a building’ s occupants got too hot, they opened a window or turned up the air conditioning to return the internal temperature to within more comfortable parameters, although there are clearly some significant issues with this simplistic approach to temperature management. However, during the past 25 years or so, concerns over climate change, dwindling fuel resources and increasing energy costs, has resulted a much stricter legislativeand regulatory environment governing building design and energy management. Within this framework, retaining heat within a building is usually a key design goal, as it reduces energy demand for heating and the cost of maintaining a comfortable internal environment, the application of these various energy reduction techniques can have some surprising and unintended consequences. Multi storey residential blocks, for example, are subject to the specifications for ‘leakage’, ‘ infiltration’ and energy performance, yet as Building Regulations deals only with the dwellings themselves a building’ s circulation spaces are excluded. As innovative building designs seek to legitimately maximise rentable space, this often creates ‘ landlocked’ spaces that have no ventilation. Given that corridors are often sealed by fire doors and the practice of routing heating pipework through ceiling voids is a common solution, it’ s unsurprising that communal corridor temperatures can readily exceed 35 degrees Celsius.

As smoke control ventilation systems are a legal requirements in buildings over three storeys high, it makes financial and practical sense to adapt the existing system, enabling it to undertake the additional role of day to day environmental ventilation and cooling of circulation spaces. Among the various corridor-overheating projects undertaken, one of the most interesting was a study we undertook that evaluated a London building with circulation space ventilation incorporated within the design from the outset and compared it to one in Kent where no similar ventilation solution had been installed. As overheating issues typically become more intense during summer months, the study was conducted between 19th June and 29th December 2014, which also provided data during autumn and early winter for comparative purposes. Temperature measurement and adaptive comfort: Hourly temperatures in the first floor lobby of both buildings were monitored to obtain a clearer picture of the internal thermal profile, while corresponding hourly external weather information from RAF Northolt provided relevant ‘ ambient’ temperature data for the same period. During the study, a MET Office Level 2 heatwave warning (max temperature of 30 degrees Celsius) was issued for 18th to 20th July. Results analysis – the heat is on: Over the duration of the study, the external temperature ranged from a minimum of - 6°C during December to a maximum of 30°C in July, giving and average of 12°C throughout the period. In comparison, the London building, which utilised its smoke ventilation system to provide supplementary environmental ventilation, the average temperature was 18.6°C with corresponding minimum and maximum figures of 10.3°C and 27.3°C respectively. However, in stark contrast, the Kent building with unventilated

corridors recorded some disturbing results with temperatures ranging from 22.3°C up to an extremely uncomfortable high of 33.8°C with an average 28.5°C. Even more concerning is the fact that for 64% of the total monitoring period, the Kent property’ s temperature exceeded 28°C, which is significantly above current CIBSE guidance on overheating thresholds where 28°C should be exceeded for less than 1% of the time. The comparative temperature distribution analysis for both buildings also showed a significant difference with the most frequent internal temperature for Kent being 28-29°C, while in London, the figures were 8 degrees cooler at 20-21°C. Although this study was focused specifically on temperature parameters within the two buildings, it must be remembered that where no ventilation is present in sealed or ‘ landlocked’ spaces, the air will usually be stagnant and of poor quality, often containing pathogens along with other contaminants, which cannot be readily ‘ flushed’ or vented from the building. By utilising existing smoke ventilation systems and adapting their operation, without compromising their life critical primary operation characteristics, a simple and cost effective solution is already available that mitigates overheating, improves air quality and helps buildings comply with relevant adaptive comfort guidelines. The only question that remains, is how many other buildings suffer from the same extreme overheating and air quality issues as those measured in Kent, which are likely to be caused unintentionally, purely by complying with Building Regulations? From the results of SE Controls’ own numerous research studies, the answer is ...“probably more than we think.”

Specialist glass manufacturer Romag were commissioned to provide high performance laminated safety glass for a new large tiger enclosure at Lincolnshire Wildlife Park. The new installation has been specifically designed to provide a ‘close encounter’ visiting experience where the public could see the animals easily through glass that would hold its transparency and clarity, whilst being protected by glass strong enough to withstand the weight and power of the largest big cats such as tigers. Five sheets of low-iron 39mm security laminate glass were manufactured for the enclosure by bonding together several layers of mirror quality float glass under heat and pressure, using an interlayer of polyvinyl butyral (PVB) in Romag’s cutting edge clean rooms and high pressure autoclaves.

REHAU Polyec 50S Curtain Walling in stylish university project The innovative REHAU Polytec 50 composite curtain walling system is an integral part of the design scheme at the new £30m St Mary’s Student Village built at Bangor University in North Wales. Twenty three REHAU Polytec 50 screens, at heights of up to 11.3m, have been installed in new student accommodation blocks by specialist fabricators Per-Fit Windows, based in Heywood.


Per-Fit worked alongside main contractors Vinci Construction on the project, which also involved the sympathetic refurbishment of the existing quadrangle and ‘1906’ buildings to create a new village square environment for the 600 or so students living at the site. Per-Fit were awarded the contract based on their previous experience on similar large scale commercial projects, and worked closely with both REHAU and Vinci to put together a detailed fenestration specification which met the cost, efficiency and security criteria of the university. REHAU Polytec 50, recently successfully

tested to CWCT standards for performance, was preferred to aluminium curtain walling primarily because it was more cost effective, with no compromise on the aesthetics of the finished buildings, but also because it offered better thermal performance and, with a PVC internal face, was warmer to the touch for students. The twenty three separate screens are up to 4.1m wide and 11.3m high and are all double glazed, achieving a U-Value of 1.54W/m²K. (REHAU Polytec has been Passivhaus certified by the Passivhaus Institute and can achieve a Ucw rating of <0.8 W/m²K.) Many have been installed in stairwells and entrances and these incorporate aluminium entrance doors complete with electronic entry systems. They have been coloured in a smooth anthracite grey on the exterior and are white on the interior.

As well as the curtain walling, Per-Fit also fabricated and installed more than 1100 windows for St Mary’s Village in the REHAU TOTAL70 PVC-U system with 6mm toughened Coolite ST150 glazing, providing a g-value of just 0.41. These were used throughout the original buildings as well as on the new build blocks, giving the development a coherent overall look and successfully helping to blend the old with the new.
