Budget 2016: ‘A missed opportunity’ say builders The Federation of Master Builders has described the 2016 budget statement as a ‘missed opportunity in the government's race against time to meet its own housing targets’.


FMB chief executive Brian Berry said: “The government has set itself a target of a million new homes by 2020. That is rightly ambitious, but the continuing gap between what’s being built and what needs to be built makes hitting that target more difficult by the day. Official statistics show that annual housing completions in England totalled just over 140,000 in 2015, a long way short of the 200,000 homes we need every year to hit one million. “We are nearly 12 months into the current parliament and the government is already falling well behind on its targets. “We recognise that the government is working on a number of fronts to speed up the planning process and intervene to support first time buyers, and some of the measures in today’s budget are welcome steps forward. Yet these announcements are limited in scope and won’t signal the step change that we need to see. “We cannot afford to lose momentum in the battle to beat the housing crisis.”

Huge rise in late payment problems Late payments in the construction industry rose by 27% in 2015, according to analysis by a trade credit insurance firm.







In total, the construction sector registered for more payment delays than any other UK sector, accounting for 31% of all payment incidents recorded. These findings come from a wider report covering the payment delays reported by 250,000 UK businesses, which found that late payments hit a two-year high in the fourth quarter of 2015. The Euler Hermes Quarterly Overdue Payments Report analyses 17 major industry sectors for reported debtor payment incidents, which it receives daily from the 250,000 UK businesses covered by its trade credit insurance. These include any incidents of companies not being paid for goods and services on time, such as late or delayed payments, default, insolvency, country court judgments, or credit insurance claims. Construction saw a surge in payment delays in the final quarter of 2015, with a 12% rise in incidents compared with the third quarter. The research found that the most affected sub-sectors were general contractors, civil engineering providers and installers of wiring and fittings – with the latter suffering disproportionately due to large projects running over budget. “The growth in December’s output signalled a positive end to the year for UK construction, but some companies in the sector continue to grapple with the issue of low-margin legacy contracts, rising capital pressures and an increasing skills gap – all putting businesses and payment terms under pressure,” said Dirk Kotze, head of risk underwriting at Euler Hermes UK. He added: “While some UK industry sectors have seen reductions in overdue payment incidents, insolvencies are set to rise 5% this year and average day sales outstanding (DSO) is expected to edge up to 56 days. The start to 2016 has seen increased volatility, so companies need to remain vigilant.”

Construction apprenticeships reach six year high Construction apprenticeships across Great Britain are up 12% in the past year, reaching levels not seen since before the 2008 financial crisis. New stats released by the Construction Industry Training Board (CITB), for National Apprenticeship Week (14-18 March), reveal that 22,496 young people started construction apprenticeships in 2014/2015. This is up from 19,973 in 2013/14. Construction apprenticeships hit a low of 17,500 in 2012 as firms felt the effects of the recession, but opportunities for young people are increasing in the current period of steady growth. Separate CITB research shows that employers find apprentices perform well in the workplace. The massive survey of 1,500 construction employers across the UK showed that four in five (78%) of employers rated their apprentices’ work as good or very good, compared with 73% for graduates and 59% for FE leavers. Gillian Econopouly, Head of Policy and Research at CITB, said: “Construction apprenticeships are growing, which demonstrates industry’s commitment to train the next generation. But with CITB research predicting 230,000 new construction jobs by 2020, we need even more young people to start apprenticeships, and to help more firms take them on.

Improve your risk and reduce your insurance premium I will tell you a secret – I don’t find insurance very interesting! However, what I do find interesting are the people that I deal with – whether that is my clients, my staff or my colleagues that work in the many insurance companies that we deal with. And on occasions, I run into some situations which are dealt with, in my humble opinion, in very bizarre ways, by some of these people. Early last year, I had a client’s renewal coming up in a few weeks time, and he had been very unfortunate and had been the victim of theft on 3 occasions in just 18 months. Each claim was paid in full and in a timely manner, but was subject to a £1,000 excess. Not surprisingly, we, and the insurance company, thought it was about time to speak to him about his security arrangements and how these will be improved in order to prevent future thefts. Bearing in mind he was already £3000 out of pocket due to excesses, and his premium had increased due to the claims, I was looking forward to

hearing what plans he had. His answer was simple – none! He had no intention to change the way he ran his business and was quite happy to keep on claiming off his insurance, regardless of the cost to himself and the insurer! This was not acceptable and the insurance company decided not to offer theft cover any further. This made me think about how often most of us only bother to lock the stable door after the horse has bolted, but I was surprised to learn that there are people out there that refuse to bolt that door, no matter how many times the horse runs away! We always recommend that our clients stand back and try to look at their business in an objective manner, and try to think how there might be a claim against them, whether it will be for a material loss or a liability. In fact, common law says that you should act as if you are not insured. For example, if you have upstairs windows without locks, and keep a ladder outside, we recommend that you fit windows locks, or

lock away the ladder! Alternatively, you could examine your contracts with your customers to see if there are any ambiguous phrases with loose wording that could be made clearer. Obviously, you must not plagiarise, but a little bit of time studying your competitor’s websites and studying their contracts and wordings might give you some ideas. Some prevention techniques – such as an approved burglar alarm – can actually earn you a discount. However, if you do end up having a claim (which often results in a higher premium), it is worthwhile seeing how to prevent it happening again and it would do no harm to ask your broker if they have any suggestions. Saracen consolidates its role with First Property Group Saracen Interiors has completed a contract for the refurbishment of long-standing client, First Property Group’s offices on St James Street in the heart of the City of London. The work covered over 3,000 square foot of floor space and included the removal of all current fixtures and fittings to allow for better use of space to create two new meeting rooms, with compact designer lighting and new floors, furnishings and doors throughout. Shackerley cladding is right on course at Newbury Ventilated façade specialist Shackerley has supplied over 3000m2 of gleaming white SureClad® ceramic granite cladding for three luxurious and uniquely situated apartment complexes at one of the UK’s premier racecourses.

Trailblazing developments Carruthers Court, Chatham House and Bregawn House have been developed by David Wilson Homes, part of the Barratt Group, in partnership with Newbury Racecourse. Two of the buildings directly overlook the racetrack, offering homeowners spectacular panoramic views with their floorto-ceiling glazing and spacious tiered balconies. The apartments were the first to be completed on land adjacent to Newbury Racecourse, as part of a ten-year homebuilding programme, the largest ever seen at a UK leisure destination. Shackerley’s white ceramic granite has given these trailblazing developments a crisp and contemporary aesthetic and maintained design continuity with the neighbouring grandstand. SureClad® specified at the outset Whilst Tolent Construction and Ian Springford Architects delivered the buildings, Shackerley’s SureClad® façade system was proposed at an early stage by Gloucester-based Roberts Limbrick Architects, and was specified in the designs that went out to tender.


“We particularly wanted to reflect the sharp and angular, tiered look of the grandstand,” said Roberts Limbrick Associate Andrew Smith, “and we were looking for a premium quality material with very hardwearing, durable properties that would contrast with the red brickwork and deliver that typical vernacular styling. “Shackerley’s SureClad® solution provided everything our client was looking for – a fantastic low maintenance façade material, and flexible installation systems to accommodate all requirements. Nothing had to be compromised.”

The developer’s view Daniel Pavely, NRC Director at David Wilson Homes commented: “This really is a unique development at the racecourse, where we’re planning to build almost 1500 new homes over a decade. We’re not just providing living space; we’re offering a whole lifestyle. It was important to us that these three initial apartment blocks, with their prominent location in such a historic setting, not only echoed the landscape and surrounding architecture, but also boasted a premium quality finish. Without doubt, Shackerley’s product has helped us to achieve our vision.” The cladding installation Tony Blake, Commercial Director at specialist façade installer, Speedclad, explained how the distinctive ‘grandstand’ aesthetic was achieved: “Cladding the partitions that divide the long tiered balconies was very straightforward, using Shackerley’s most economic façade panel format, 1200mm x 600mm, in conjunction with the SureClad® Access system, which we’ve used with great success many times before. “When it came to cladding the balcony edges, the project team realised that significant time and cost savings could be made if we used prefabricated ceramic granite beam units instead of individual fascia panels. We worked with Shackerley

to design a bespoke bracketed unit comprising the fascia, soffit and cill components. Shackerley supplied these to site, fully prefabricated and ready to install as part of a SureClad® Hang On system. This greatly reduced the amount of framing needed, and our overall installation time. All in all, this project has reinforced our view that Shackerley offers a very impressive high quality product and good value for money.” A flexible system Shackerley’s SureClad® systems provide maximum flexibility in terms of façade styling, design and installation. Undercut anchorage is employed to mechanically attach façade fixing brackets and straps to every panel. This fixing method allows for a wide range of bracketed reveals, returns, soffits and corner units to be produced, with all undercut drilling and prefabrication carried out in Shackerley’s ISO 9001 accredited factory in Lancashire. As the apartments at Newbury Racecourse clearly demonstrate, Shackerley’s innovative SureClad® system and specialist prefabrication services can make challenging façade designs easier for the architect and contractor to deliver, and can ultimately offer valuable cost savings for the developer. Passivhaus Design Maintains Indoor Enviroment using OMNIE MVHR harvest warmth from extracted stale air, the new home uses a holistic set of measures in order to keep energy usage within the tightly controlled PassivHaus parameters. These include a super-insulated building envelope, use of thermal mass to mitigate extremes of temperature and standards of airtightness so exacting as to restrict air changes to below 0.6 per hour.

With less than 400 PassivHaus certified properties so far completed across the UK, the ultra-low energy standard from Germany can still be viewed as nascent in this country, though there are many compliant components and technologies available to assist in these designs: such as the mechanical ventilation and heat recovery system offered by Omnie.

The latter figure, set by the PassivHaus Institute, is so low that it would lead to problems of stale, moisture laden air becoming trapped in the living spaces, with the possibility of it causing condensation, damp and damage to the fabric of the building or even “sick building syndrome” which adversely affects the health of the occupants. Army of Bostik products specified for Beacon Barracks redevelopment A full system of Bostik subfloor preparation products and flooring adhesives has been used within storage, office and medical facilities as part of the £100m redevelopment of Beacon Barracks in Stafford.

Disruption avoided thanks to SIKA Sarnafil church roof refurb lined gutters, resulting in water landing on the very centre of the auditorium stage. Local architects Allen Associates decided that a seamless, durable single ply solution would suit the project and offer the church protection for years to come. Allen Associates, alongside successful tenderer, Owlsworth Roofing, chose a Sarnafil Plus roofing system thanks to the wide-ranging support services it offered and Sika Sarnafil’s high performance products. Working alongside Owlsworth, who had an exceptional knowledge of the roof from photos, drawings and inspections, the Sarnafil Plus technical team created a bespoke specification for the pitched roof – a fully adhered system including Kingspan insulation, Sarnavap 5000E SA (a self-adhered vapour control layer), and Sika Sarnafil G410-18ELF Lead Grey membrane. The project presented a number of trials for Owlsworth, but the roofing contractor rose to the challenge. The scope of works involved the complete removal of all slates, battens, counter battens and insulation, all secured to the slope with wide range of fixings. The direction of the fan shaped roof structure meant that the all stripped materials, new materials and personnel had to go down through the heart of the church, into a central courtyard and out to the carpark via narrow corridors.

The new cable-based fall restraint system was carefully designed using a series of timber boxes secured to the deck so that the bolts needed to attach the system’s posts only penetrated the box and could not be seen from below. “All work was carried out while life continued as close to normal as possible at Kerith Community Church, with the building remaining fully open throughout the duration of the project,” added Peter. “Although it was a challenging project, the finished results using the Sarnafil G410-18ELF Lead Grey membrane looked fantastic and the roof was awarded a 20 year guarantee from Sika, so the client can trust that they won’t have to worry about the roof for many years to come.”

Kemper System Provides Odourless Roofing Solution For Kent Schools Two schools in Kent will be making a more watertight start to the new term thanks to roof refurbishment projects using Kemper System’s solvent-free Kemperol 2K-PUR waterproofing system.

St Columba’s Catholic Boys’ School in Bexleyheath and Ashford Oaks Primary School in Ashford have both invested in upgrades to their roofs, installed by specialist roofing contractor, Capital Roofing. A 14-week programme at St Columba’s has involved overlaying the entire existing roof surface with a warm roof build up from Kemper System to improve the building’s thermal performance and provide effective waterproofing. Capital Roofing used the existing mineral felt and spray applied rubber surface as a vapour control layer, making minor repairs and preparing the surface before installing Kemper System’s PIR insulation board. Kemper System’s Kemperol 2K-PUR odourless, solvent free waterproofing system was then used to complete the roof overlay scheme. Capital Roofing applied Kemper System’s D primer before applying the cold-applied liquid resin. The system’s reinforcement fleece was cut to size and shape on site to ensure accurate detailing around skylights, gutter details and curbs. The resin was applied in a single wet-on-wet process before the system was allowed to cure, creating a tough, flexible monolithic membrane that cannot delaminate and bonds directly to the substrate.

At Ashford Oaks Primary School, the recently completed scheme involved the roofs to the school’s main hall and adjoining classrooms. It is the second project to be completed by Capital Roofing at the school as part of a phased programme and follows the success of a scheme to renew the roof areas above the kitchen, dining hall and reception area using Kemperol 2K-PUR. The project was carried out while the school was fully operational and Kemper System’s solvent free Kemperol 2K-PUR provided significant advantages because it is both odourless and suitable for overlay directly onto the existing single ply surface. Following installation of the Kemperol 2K-PUR, maintenance walkways were added, with Capital Roofing using Kemper System’s TC resin and quartz aggregates, followed by a sealant, to create an antislip surface in designated areas. Life’s a box of chocolates but this paint really is magical BEFORE

The words Black Magic will morethan likely strike on of two images in your head — one is a box of chocolates made by Nestle, the other means you’re a viewer of Hochanda DIY show. The Black Magic I’m interested in is certainly not the edible variety and is one which requires the use of a paintbrush. I have watched the Hochanda DIY show many times and admit that I was thoroughly impressed with what appeared to be a super paint — but was this just shopping channel hype? The paint stands out as being different as soon as it arrives — my 250ml sample came in a plastic tub with a screw top lid — no tin in sight. The paint itself is water-based so is virtually odourless. When set against the white sides of the plastic tub the product takes on a slightly greyish charcoal tinge but it dries a satin jet black. One thing to note about this paint is that a little goes a long way. Unlike some gloss paints where you have to ladle on so-called ‘one coat’ products, a brush full of Black Magic covers an unbelievable amount of surface area. Passing over the basics, this product as you would expect creates a stunning black satin finish on wood. There are no brush marks, no nasty gloss paint fumes and it dries rapidly — touch dry in about 20 minutes on a sunny day.


But I didn’t want to try Black Magic on something as simple as wood. I wanted to paint all of those areas that are almost impossible to paint. I wanted to paint plastic, rubber and rusty metal. If you have ever attempted to paint plastic before you will know that as soon as the

plastic flexes the paint starts to flake and eventually peels off. Blasting painted plastic with a hosepipe also tends to fetch off huge sections of paint. The plastic I was painting was badly weathered and had started to change from a shade of black to a worn shade of grey and therefore was in need of a new look. Using Black Magic on plastic was surprisingly easy. Although water-based the paint didn’t run off and the slight greyish tinge to the wet paint made it possible to see where I had covered. As an ultimate test, the product I was painting had remnants of silicone sealant present — the ultimate nightmare to try and conceal. I gave my test piece two coats of the paint and although you can clearly see brush strokes when applying, the product dries smooth and blemish free. Even the silicone covered with ease. I was thoroughly impressed with the finish of the dried paint but the ultimate test would be to flex the plastic. I tried, but I couldn’t force this paint to crack, peel or flake. I even tried two or three days later once the plastic had had time to bake in the April sun but the finish SIMPLE... easy to apply, water-based and

quick drying was still perfect. Painting rubber is not something that you need to do very often — if at all, but if you’re looking for a super flexible product likely to cause all sorts of problems for paint, then rubber is the obvious choice. Again the Black Magic held firm and the finish as with the plastic was impeccable. My next challenge for the paint was somewhat more traditional but one which I have always resorted to buying specialist paint for — metal. The metal I was painting had been pretreated but was starting to show signs of rust and corrosion. The paint quickly adhered well to the surface even though the existing paint had a weathered but gloss finish. I was again surprised at how well this water-based paint adhered to difficult surfaces. Like the specialist metal paints on the market, Black Magic also contains rust neutraliser to give long-term metal protection. At first the scepticism in me failed to believe what I was seeing on a television shopping channel — but I too can now verify that this general purpose paint is simply magical. I enquiry 525

Cater House Refurbishment & Change of Use, Chelmsford, Essex completed by Comar Architectural Aluminium Comar Architectural Aluminium Systems, with their approved fabricator Anglia Fixing Ltd; recently completed a change of use refurbishment at Cater House in Chelmsford, Essex. The former 8 storey purpose built office block which boosts a city centre location adjacent to the River Can, has been converted into 35 apartments. This change of use project was completed using Comar 5P.i Top Hung Casement Windows to the communal stairways. Comar 5P.i ECO Casement, Top & Side Hung windows and Comar 7P.i ECO Rebated Doors being specified for the apartments. Comar 7 Doors are a natural choice in a busy residential building and were selected for the main entrance doors and external staircases. Comar 7 Doors are available in swing, pivot, sliding, auto sliding and sliding folding. These doors were hung directly into the Comar 3 Ground Floor Treatment and were internally beaded using 28mm DG units. All aluminium was finished in a Hipca White Gloss polyester powder coat to BS6496. All Comar approved fabricators are required to have the technical expertise to attend pre-site meetings and provide detailing. Anglia Fixing liaised closely with the specifiers to provide design advice and detailing which ensured the project ran smoothly and met site deadlines.

Windows and doors: don’t think ‘what’ – think ‘who’ If you think you can tell one window or door from another, that may be only part of the story because, as one specialist manufacturer explained to Building News, it’s much more about who is behind them. They’re rectangular, they’re made of PVC-U and they’re often white. At first glance, you could be forgiven for thinking there’s not much difference between one window and another. Spend a little time comparing them, maybe even looking at the spec sheets, and a few differences might start to be visible. But the real differences may become alarmingly clear if, say, a window arrives a bit late or it doesn’t quite fit …or if you asked for something that isn’t rectangular or white, and the answer is ‘Will six weeks be OK?’ or maybe just a plain, old fashioned ‘no’. One solution is to find a manufacturer that has spent more than a decade not only refining the looks, performance and cost-effectiveness of its windows but also bringing inhouse as many functions as possible. Tom Swallow, Sales and Marketing Director at Quickslide, explained “Many window and door manufacturers may contract-out some functions, such as woodgrain, colouring, and even making the double or triple glazed sealed units.

Also many will buy-in specialist items like aluminium frames, patio and bi-fold doors. “This means, the builder is not one but two steps away from most of the processes, with the inevitable impact on quality control and lead times and stock issues – not to mention paying two companies’ profits. Dallmer introduces ‘red zone’ Roof Drain From the Met Office to the Governor of the Bank of England, we are constantly being warned about the potential consequences of Climate Change and the risk of more frequent extreme weather events but are offered few lasting solutions other than “cutting carbon emissions” – which is why Dallmer has introduced its high capacity ‘Red’ Drain. The unit’s red colour identifies it as a separate system from the conventional flat roof drainage and is intended to provide overflow when the main outlets are being overwhelmed. GROWING CONCERNS – the key issues for grass reinforcement

With increased demand for grass paving to driveways, access roads and parking for both commercial and domestic applications, there are certain aspects of both ground conditions and utilisation that all building professionals should consider………..

Today’s wide choice of grass paving systems means that builders now have a wide choice of products, together it seems with an equally wide range of performance and sustainability claims. Without the clear guidelines of an industry standard it could be possible to end up with a product that might be fine in the short term, but will not stand the test of time, and in turn, not achieve any degree of sustainability. Take for example a car park in daily use; “will the grass cover and then the structure stand up to that sort of regime?” If the application is to slopes “will it function as an armouring layer and will it offer grip?” These are the sort of challenging questions that that should be asked to ensure a correct specification. FIT FOR PURPOSE This perhaps leads onto another question, the appropriate use of grass paving. With more than 40 years of industry experience, the Grass Concrete policy is to guide our clients to whichever system is most appropriate to their need be it insitu concrete, pre-cast concrete or plastic systems, including stating the case where we feel there is inappropriate uses for a particular system. It's a growing concern to us that plastic systems might be selected in areas where stronger reinforcement with regular trafficking is essential. Grass Concrete supply all varieties of systems; Grasscrete is cast-on site, precast concrete blocks available as Grassblock via builders merchants, Reinforced plastic system includes Grassroad and Grasskerb. When considering permeable grass paveing, there are a few “golden rules” that can help the process if applied as a checklist. “The paving will be rarely used” is a fairly common statement. Think however about the potential for unplanned heavy use such as from refuse and skip vehicles or regularly trafficked areas of a drive way.


GROUND CONDITIONS Critical to performance will be the below ground conditions. Most circumstances will see a sub-base depth of 150mm as being sufficient, this should however be proportionately increased where CBR values of 4% or less are encountered. Care should also be taken in specifying the type of sub-base, DOT type 3 materials may suggest high rates of percolation while Type1 material may have a lesser degree of percolation but it provides a greater consistency both in grading and in availability. ErP A-ratings: six months on and market makes definitive choices Six months on from the implementation of the Energy Labelling Directive (ErP) and Rinnai is reporting direct benefits from the legislative transparency for buyers wanting and needing the most energy efficient range of hot water heating units for commercial and domestic applications. The legislation came into effect on 26 September 2015* and Rinnai has been expanding its customer base exponentially as installers and specifiers clearly see, due to the labelling directive, the advantage of installing the widest range of A-rated continuous flow water heaters.
