Sarah McMonagle, Director of External Affairs at the FMB, said: “Even prior to the referendum vote, the Government faced an uphill struggle to meet its own target of building one million homes by the end of this Parliament. The number of annual completions have risen steadily over the past couple of years, but not sufficiently to suggest that there’s any margin for error when it comes to the Government’s attempt to increase output. It’s still too early to tell what effect the decision to Brexit will have but it stands to reason that any wobbles in the house building industry will inevitably have a profound effect on our ability to hit that target. It’s therefore essential that the Government is aware of the risks and does everything in its power to mitigate those risks.” McMonagle continued: “While we’ve been encouraged by the suggestion from the new PM that she will continue to prioritise housing, we need more than just words – we need bold new policy interventions. As Shelter’s report identifies, there’s a compelling case for turbocharging the SME house building sector, which policy makers have started to recognise is key to reaching the levels of house building that we need. Some progress is being made in terms of reforming the planning process and improving access to finance for smaller firms but there’s much more that the Government can and should be doing. Over and above Shelter’s recommendations to the Government, we’re calling on Ministers to lift the borrowing on local authorities and allow councils to be significant house builders once more. This will help calm any confidence wobbles among private developers and put the house building industry back on track, helping us reach that target of one million homes.”

Builders' merchants report rising sales Latest numbers from builders’ merchants indicate a rise in sales in the second quarter of 2016. Sales figures collated by GfK for the Builders Merchants Federation (BMF) show sales April to June sales were up both on the previous quarter and on the same quarter of 2015. The second quarter report covers the three months leading up to the Brexit vote but despite reports of pre-referendum jitters, builders’ merchants’ turnover remained robust. Total merchant sales in Q2 were up by 6.2% on the same period last year with total ex-Vat sales of £1.44bn compared to £1.36bn in 2015. This was, however, assisted by two additional trading days in the 2016 quarter. Year-on-year sales growth was particularly strong in Ironmongery (+7.8%), Landscaping (+7.7%), Heavy Building Materials (6.5%) and Plumbing & Heating and Electrical (+6.4%). Five other categories grew more slowly but still exceeded the same period last year. Only the volatile category of Renewables and Water Saving saw sales fall. Quarter-on-quarter, total Q2 sales were 13.7% ahead of Q1, driven by Landscaping in its peak season (+58.1%) and Heavy Building Materials (+14.8%), the latter being the largest single category accounting for almost 45% of all builders merchant sales by value. The Builders Merchant Building Index (BMBI) for Q2 2016 was 113.6, its highest level over the past four quarters. Continued on page 2

from the Builders Merchants Panel is telling a different, and far more positive, story. “That said, the BMBI report includes various macro indicators supplied by GfK including a dramatic post-Brexit 11 point

drop in consumer confidence in July. But with the Bank of England reacting quickly on borrowing rates, and the continuing need for housing this may be no more than a blip. The pattern will become clearer in the autumn when we have the Q3 figures to hand, but in the meantime we remain confident that the market will continue to perform strongly.”

Under-insurance Uncovered There is simply no point buying insurance if the policy you buy will not pay a claim in full, or not at all. First of all, it is imperative that you declare all facts to your insurance company – and this is whether you are specifically asked or not. Regular readers of my articles (I am hoping that there are some!) will know that I regularly warn against buying insurance over the internet, unless you are 100% certain of what you want, and are happy to read the small print.

I take pride in the fact that my staff are very friendly and build up a good rapport with potential customers when they call us. We try our best to understand our client’s business and then shop around for the most suitable policy. However, if our customer does not declare all of the facts, or understates the amount of cover required in order to lower the premium, there is a very high danger that we will not give the correct advice and recommend the right policy. Examples of under insurance are:1) Insuring a building for it’s market value instead of it’s rebuilding cost 2) Not increasing a rebuilding cost after an extension 3) Insuring contents for second hand value instead of new prices 4) Failing to keep a register of all machinery, plant and contents 5) Not including payments to bona fide sub contractors when assessing turnover 6) Not including labour only sub contractors in the pay roll 7) Only insuring for part of a contract 8) Not allowing for business growth in the next 12 months

9) Not assessing the maximum possible claim in the event of negligence 10) Not updating figures at renewal I really could go on and on, but consulting with an insurance expert, and being frank and open regarding your business, can deal with all of these matters and reduce the chance of any under-insurance. Best of all, unlike many other types of professionals such as accountants and solicitors, you are not “on a meter” and charged for their time. The subject sometimes arises whether the information is shared with outside agencies, such as Inland Revenue. In fact, all information is protected by the Data Protection Act and cannot be passed to anyone else without your express permission, except for the purpose of placing and maintaining your insurance policy. So, in summary, if you have any doubts about whether your sums insured are adequate, or whether the cover you have bought will suffice, I thoroughly recommend that you have a chat with your insurance adviser. Construction output drop prompts call for investment June’s figures from the Office for National Statistics show a 0.9% drop in construction output compared to May. In response, the Civil Engineering Contractors Association (CECA) called on government to commit now to long term infrastructure investment in order to prevent economic decline across the UK. Only a short period of the month was after the EU referendum; ONS said that there is very little anecdotal evidence at

present to suggest that the referendum has had an impact on the figure. For the quarter spanning from April to June output was estimated to have decreased by 0.7% compared with the first quarter of the year. Downward pressure on the quarter came both in new work, which decreased by 0.8%, and repair and maintenance, which decreased by 0.5%. Output was estimated to have decreased by 1.4% between the second quarter of 2016 and the same period last year. CECA pointed out that infrastructure

fell 10.1%: the largest fall since the second quarter of 2012. CECA head of external affairs MarieClaude Hemming said: “It is now imperative, in order to prevent recession that there is a fiscal stimulus from Government towards infrastructure investment which focuses on the delivery of projects within the existing pipeline and building the world-class infrastructure of the future. “Our research has shown that for each £1 billion increase in infrastructure investment, UK-wide GDP increases by a total of £1.299 billion, yet figures from our first poll following the referendum show that the construction market is slowing just as the country needs it to speed up.”

Ancon Teplo reaches new heights Following recent fire tests at BRE Global, Ancon is pleased to confirm that its innovative basalt-fibre, low thermal conductivity wall ties, Teplo-BF and TeploL, offer 120 minute fire resistance, making them suitable for buildings of any height (subject to structural performance), in line with Building Regulations, Approved Document B. Officially accepting the BRE’s findings, the BBA has confirmed that the fire resistance of these ties will be updated from 60 to 120 minutes in the next issue of Ancon’s Agrément Certificate (14/5160, PS2 and PS3). This extended fire testing brings to an end the previous 18 metre building height restriction on these Teplo ties.

CPA releases new cathodic protection guidance The Corrosion Prevention Association (CPA), one of the associations that comprise the Structural Concrete Alliance, has released two new guides to help newcomers to the industry and those with overall responsibility for structures to understand available cathodic protection (CP) systems and how they work. Technical Note 11: Impressed Current Anodes for the Cathodic Protection of Atmospherically Exposed Reinforced Concrete summarises the anode systems currently commercially available in the UK, detailing the main features of each system including their installation, typical application and performance.

Steel windows create new design aesthetic in top-to-toe refurbishment

Having originally bought and renovated their Victorian terraced house in Hammersmith, some 16 years ago, Tom and Polly Sykes decided it needed ‘top-to-toe' refurbishment. One of the first priorities was the replacement of leaking and outdated wooden bi-fold doors, with double doors from Steel Window Association member, Steel Window Service and Supplies. As well as manufacturing and installing the windows, Steel Window Service and Supplies helped with the design process. A total of four sets of double steel doors were introduced into two areas: firstly to the top floor master bedroom within the mansard roof, which opens onto a balcony at the front of the house, and secondly, to the ground floor living room opening onto the back garden.

Traditionally, the maintenance of cladded building facades has always relied on manual inspection and labour, the cost of which is exacerbated by the installation of scaffolding and lift systems. Cladding materials range widely from plaster and stone to marble tiles and wood but all can detach from the façade through weathering and ageing and become a public safety concern. REHAU tabs at the heart of new Tate Modern Building

REHAU’s Thermally Activated Building Structure (TABS) system is at the heart of the newly opened £260m extension to Tate Modern on London’s South Bank. In what is the highest profile TABS installation in the

UK yet, REHAU’s PE-Xa pipework has been embedded in the concrete slabs which make up each floor of the new building to circulate cooled water and provide environmentally sustainable comfort cooling throughout. Outdoor living space is the most sought after

A recent survey has shown that almost half of the British public feel that a balcony or roof terrace is one of the most important features when purchasing their ideal home, and that extra outdoor living space is one of the most sought after architectural additions to a property. The same research also revealed that 45% of the people desire to live by the coast or in a bustling city centre – two environments where balconies and terraces are highly sought after, and in some cases, the only available outdoor living space. As a nation, we love our gardens, however the struggle for residents in any city centre environment is the limited space availability. By transforming balconies and terraces into an extension of the internal living space, it changes what may have once been an un-used and neglected area, into an oasis of calm and relaxation in an otherwise hectic place to live. It is becoming increasingly fashionable for people to entertain and socialise in their outdoor living space, and as a result, the demand for balconies and terraces has risen considerably, with some of the larger balconies housing opulent features such as hot tubs, mini bars, outdoor kitchens and luxurious furniture. It has been estimated that a third of all new build flats and apartments that come onto the market have additional outdoor living space – making them much more desirable to potential buyers. Additionally, due to the architectural design, balcony and terraces also bring in extra natural light to the indoor living space, helping to make compact properties more light and airy. It has also been suggested that by adding extra living space to an existing property, in the form of a balcony or terrace, it could increase the property value by up to 25%. Since the majority of balcony and terrace structures are cantilevered (projected) construction, the protection of the structural integrity and stability of an outdoor living structure is just as important as the aesthetics and functionality. The unpredictability and constant UK weather fluctuation also imposes a major health and safety concern for the construction of walkway, balcony and terraces. These systems must be protected from water ingress and feature a surface designed to be both tough and durable for traffic, furniture loads and daily use whilst offerings suitable levels of slip and skid resistance whilst wet. Formerly, a large proportion of waterproofing of walkways, balconies and terraces has been carried out using sheet applied membranes or buried hot melt systems that generally involve hot works during installation. NorDan’s Scandinavian timber windows feature in RIBA award winning design from architects Pollard Thomas Edwards (PTE) for Hill Partnerships This development by Hill Residential, designed by architects Pollard Thomas Edwards (PTE), has 76 new homes ranging from one-bedroom flats to five-bedroom detached houses and includes 25% affordable housing and 18 flats and small houses specifically designed for the over-55 market.

The Avenue development at Saffron Walden, has just won a RIBA National Award in 2016. Designed for developers Hill, Pollard Thomas Edwards Architects have managed to extract the maximum from the location lush with mature lime trees, dating back to 1879 when a Quaker Friends School was established on the site. The team set out to retain as many of the trees as possible and in doing so they have created a striking avenue at the heart of the scheme which now forms a well-used public route through the development. Nice touch that the choice of Norwegian Designed timber windows from

NorDan complements timber shingle cladding to some of the external walls. On presenting the award the judges commented: ‘The Avenue represents the best of new housing developments: a committed client, a skilled architect, and a site with a fabulous mature landscape. The palette of materials is traditional but the detailing is modern and crisp. The housing off the main avenue forms a series of courtyards that strike a clever mix of coherence and community for the owners. This is a great lesson in defensible space without the requirement for any signage – simple and successful urban design in action.’

The scheme responds sensitively to its mature landscaped context, within a Conservation Area and adjacent to a listed water tower. The heart of the scheme is a retained avenue of mature lime trees, The Avenue. The homes here are arranged around courtyards behind a new garden wall, or are set back beyond grassed and planted verges. The new landscaping includes relocated native hedgerows, planted fruit trees from existing rootstock on the site, and retention of most of the mature trees. 12 A new super energy-efficient cold storage warehouse extension for Turners (Soham), one of the UK’s leading temperature controlled storage and distribution companies, is to feature a state-of-the-art insulated single envelope designed and installed by composite panel specialist ISD Solutions.

Located at Turners’ existing site near Boston in Lincolnshire, the 5,500m2 extension will provide capacity for 5,500 pallets, plus packaging space and loading docks, all chilled to 1°C. It is led by project designers FJB Systems, who have formulated a range of features to meet Turners’ environmental goals. These include the use of natural refrigerants and reclaimed heat, rain water harvesting to provide all grey water requirements, LED lighting and controls to reduce energy consumption, roof top photovoltaic panels and rapid doors. The airtight fully insulated single envelope construction proposed by ISD Solutions using Kingspan IPN-QuadCore panels, adds further environmental benefits and cost savings both during the construction phase and energy savings to reduce operational running costs over the life of the building.

Single envelope composite panel construction is fast out pacing traditional building methods in warehouse and cold store developments. Welsh Slate builds buddies with a second college Natural slate manufacturer Welsh Slate is supporting roofing apprentices at Leeds College of Building. Welsh Slate has taken its commitment to training and apprenticeships one step further by supporting a second college with materials and mentoring.

The North Wales-based manufacturer, part of the Lagan Group, had already donated more than eight pallets of roofing slates to South Lanarkshire College, sponsored a regional apprentice “craft” award there, and presented two CPD seminars to block release students on the four-year roof slating and tiling course to SCQF Level 7. Now 10 apprentices and lecturers Chris Messenger and Tim Donegon from the roof training division of Leeds College of Building (and Andrew Rowlands and Paul Jenkins from the Wales National Roofing Training Group) have toured the company’s largest quarry and production facilities at Penrhyn in Bethesda. Some of the apprentices even tried their hand at splitting slates under the watchful eye of production supervisor Martin Beattie.

Published by VinylPlus, the European PVC sustainability programme, ‘Vinyl in European Stadiums’ charts the path to sustainable development for PVC and how the use of vinyl combines environmental responsibility and architectural greatness in present-day sports complexes. Heating bills halved and property value increased thanks to Bostik Climatherm “The Climatherm system was supplied by the local branch of AIS Insulation Supplies Ltd in two separate deliveries, which meant on site storage requirements were significantly reduced.” REDUCED HEATING BILLS: The project was funded by The Energy Company Obligation (ECO), a government scheme that aims to deliver energy efficiency measures to domestic premises throughout Britain. Having had their house valued prior to the EWI system being installed; the homeowners were pleasantly surprised when the property was valued again on completion of the project. “In less than two weeks the value of the house increased by £10,000 thanks to the installation of the Climatherm system”, said Dave. “In addition, the homeowners went from using eight bags of coal per week to heat their house to just four bags – effectively halving their heating bills.”

Automated Doors Hit the Right Note at Liverpool Philharmonic VEKA fabricator Liverpool Philharmonic Hall is an Art Deco wonder. Built in the 1930’s, its structured clean lines encompass interior detail which echoes the elegance of a bygone era. But the venue is also a thriving contemporary arts and entertainment venue – home to the Royal Liverpool Philharmonic Orchestra and presenting more than 350 concerts and events annually, including music, comedy and film – and therefore opens its doors to all. So, when it came to a £14.5 million refurbishment, it was vital to fuse

functionality with sensitivity within the Grade II* listed building. Improved accessibility needed to be incorporated and the remotely located control box was concealed within the Art Deco fittings. The solution was found in GEZE UK’s TSA 160 UFO automatic under floor operator for swing doors. GEZE UK was the immediate choice for building contractor Gilbert Ash which had to incorporate the new with the old – a bank of timber-leaved doors with etched glass insets that front the imposing building.

£25K SHOWROOM REFURB FOR PATIOMASTER CUSTOMER An installer of PatioMaster has recently completed a £25k showroom refurb, with modern sliding door displays. Northern Ireland’s Budget Windows & Conservatories has been a customer of PatioMaster Northern Ireland since 2010, when they were recommended to PatioMaster from another customer, and haven’t looked back since, as Managing Director David Evans explains. “Since we started installing PatioMaster sliding doors, we’ve had none of the issues that we have experienced with other manufacturers. In fact, once they are installed we can almost forget about them; they are virtually indestructible! Since we started trading 22 years ago we have changed fabricator four times, but four years ago we made the decision to use PatioMaster Northern Ireland for 100%, and we really believe that no other PVC-U manufacturer can offer the reliability that PatioMaster does.”

A report from the Institute for Public Policy Research offers seriously flawed conclusions, according to Fuel Card Services.
