Building recovery under threat, warns FMB The economic recovery in the SME construction sector is under threat from rising building costs and material shortages warns the Federation of Master Builders (FMB). Commenting on the results of the FMB’s State of Trade Survey for the first three months

of 2014, Brian Berry, Chief Executive of the FMB, said: “Rising building costs and material shortages are causing serious concern in the building industry with 80% of SME firms expecting the situation to worsen over the next six months.

Although our latest snapshot is the fourth successive quarter showing positive results for workloads, employment and enquiries, this could be undermined by a spike in prices and costs.” Berry continued: “Materials prices are

The increase in the price of timber fencing is largely due to the severe storms that battered the UK during the winter.” Berry concluded: “Added to this are concerns over the ready supply of particular materials such as bricks, which could scupper the ability of SME house builders to plug the shortfall in housing supply – this at a time when we need to rapidly increase the number of new homes. Small house builders report that brick manufacturers are asking them to wait until the beginning of 2015 for new orders of bricks and our members perceive this prolonged delay to be a decision to prioritise brick orders from large house builders. If this problem continues, SME house builders may be forced to build with alternative materials such as render or risk stalling sites for the rest of this year.”

£50m fund for local housing projects opens for bids

Bidding has opened for a share of a £50m pot of funding to unlock stalled locally-led housing developments. The funding will be released in 2015 to 2016 through the Local Growth Fund being targeted at kick-starting stalled housing projects of between 250 and 1,499 homes. A prospectus published by the government sets out how to apply for support. The fresh funding pot is on top of the £1bn Large Sites Fund launched earlier this month, which is being targeted at housing schemes over 1,500 homes. It is hoped this larger cash pot will seed the development of garden city schemes. Both funding pots are expected to support construction of up to 250,000 new homes between 2015 and 2020. The new schemes are based on the current Local Infrastructure Fund, which is helping to accelerate development of 80,000 homes in areas such as Cranbrook in Devon, and Wokingham in Berkshire. Housing Minister Kris Hopkins said: “We’re doing all we can to get the country building, and provide developers with a chance to get on site and start building local housing schemes that are vital for supporting local economic growth. “This £50m fund will help deliver the infrastructure local communities need to support new homes, and comes on top of the £1bn we’re making available to unlock large-scale sites that stalled at the end of the unsustainable housing boom. “This substantial investment will lead to thousands of new homes across the country, and deliver new career opportunities in the growing construction industry.” Continued on Page 2

After a rain-soaked February, construction’s recovery regained momentum in March, a new report suggests. Barbour ABI’s latest Economic & Construction Market Review puts the value of contracts awarded in March at £5.2bn, up 7.2% on the previous month and 25% up on March 2013. House-building continues to lead the recovery, accounting for 35% of the total contracts awarded by value last month. The report also highlights how a disproportionate share of major contracts continues to be in London. The capital accounts for 14% of contracts by quantity but more than 25% by value. Five of the top 10 most valuable contracts were in London, namely a £150m Crossrail maintenance contract, two large office schemes and two large residential schemes including the 737 housing units at Nine Elms Point worth

Therefore it’s positive to see that activity has picked up again in March, with a healthy 7.2% rise on the month before. “This is backed up by the latest ONS [Office for National Statistics] construction output data, which showed construction output in the first two months of the year at 4% higher than a year ago and growth forecasts for 2014 revised up to 4.5%. “It’s clear that the continued strong performance of private housing and upturn in wider infrastructure has aided the upturn in this month’s figures, but necessary repair works and flood defence projects will have played a significant part too. “Looking ahead, business indicators and official survey data all point to plenty of momentum in the economy and growing confidence, which is great news for the construction industry.”

Government funds a Balfour Beatty academy to improve UK’s infrastructure skills Balfour Beatty is to set up a national UK training academy following the award of £4.4 million of funding through the Government’s Employer Ownership of Skills pilot scheme. Balfour Beatty will more than match the funding, through cash and in kind investment with a further £9 million to be in invested into establishing the academy and new training opportunities. The focus will be on up-skilling the company’s existing workforce in the construction and engineering sectors and will provide the young and unemployed with opportunities that lead directly to jobs. The academy will bring together all of the company’s current training provision under a single, umbrella to offer a wider range of skills and professional qualifications. The Government hopes local leaders will be able to use their knowledge to identify local priorities, and provide investment for infrastructure that will help drive forward housing schemes.

Under-insurance Uncovered There is simply no point buying insurance if the policy you buy will not pay a claim in full, or not at all. First of all, it is imperative that you declare all facts to your insurance company – and this is whether you are specifically asked or not. Regular readers of my articles (I am hoping that there are some!) will know that I regularly warn against buying insurance over the internet, unless you are 100% certain of what you want, and are happy to read the small print. I take pride in the fact that my staff are very friendly and build up a good rapport with potential customers when they call us. We try our best to understand our client’s business and then shop around for the most suitable policy. However, if our customer does not declare all of the facts, or understates the amount of cover required in order to lower the premium, there is a very high danger that we will not give the correct advice and recommend the right policy. Examples of under insurance are:• Insuring a building for it’s market value instead of it’s rebuilding cost • Not increasing a rebuilding cost after an extension • Insuring contents for second hand value instead of new prices • Failing to keep a register of all machinery, plant and contents • Not including payments to bona fide sub contractors when assessing turnover • Not including labour only sub contractors in the pay roll • Only insuring for part of a contract Not allowing for business growth in the next 12 months • Not assessing the maximum possible claim in the event of negligence •Not updating figures at renewal I really could go on and on, but consulting with an insurance expert, and being frank and open regarding your business, can deal with all of these matters and reduce the chance of any under-insurance. Best of all, unlike many other types of professionals such as accountants and solicitors, you are not “on a meter” and charged for their time. The subject sometimes arises whether the information is shared with outside agencies, such as Inland Revenue. In fact, all information is protected by the Data Protection Act and cannot be passed to anyone else without your express permission, except for the purpose of placing and maintaining your insurance policy. So, in summary, if you have any doubts about whether your sums insured are adequate, or whether the cover you have bought will suffice, I thoroughly recommend that you have a chat with your insurance adviser. A perfect delivery of steel windows into a listed restoration project Clement have now completed their third phase of works at Norwich City Hall, an Art Deco building constructed in 1938. Architects: Charles Holloway James and Stephen Rowland Pierce. The Architects designed for the people of Norwich an Art Deco public building of national significance. It was built to the highest standards, using superior materials and methods of its day. Even the bricks were specially made, each one being two inches longer than usual to better reflect the proportions of the finished building. Over the years many Art Deco buildings have lost their hallmark fixtures and fittings, but Norwich retains many of its original features. This is particularly fortunate as the furniture, light fittings and other details throughout the building were designed by the Architects themselves. Clement replaced the original steel windows in this listed property with new Clement W20, improving energy efficiency and security whilst retaining the character of this wonderful landmark building. Morgan Sindall the Main Contractors on the project have awarded Clement with a Perfect Delivery Certificate for the works carried out.

SE Controls’ smoke & natural ventilation solution for Airbus A new 25,000m2 office building for leading aircraft manufacturer, Airbus, is using an advanced smoke and natural ventilation system from SE Controls to provide a comfortable working environment for staff while ensuring that an effective smoke and fire control strategy can be implemented in the event of a fire.

The four storey building, which is part of the £70 million Airbus Aerospace Business Park development at Filton, accommodates more than 2,500 staff and brings together engineering, design and customer support functions that are currently located in several smaller buildings onsite into the new engineering and technology campus. SE Controls was involved in the project from the early stages to clarify the ventilation strategy and provide calculations on the free area requirements for the smoke vents to ensure compliance and performance standards were met. Four separate atrium spaces feature as part of the building, designed by AWW Architects, and each incorporates 84 Schüco AWS 102 projected top hung vents. The vents are automatically operated by a total of 336 SCCO 24 30 concealed actuators, which were supplied, installed and commissioned by SE Controls in partnership with specialist façade contractor, Norking Aluminium. In addition to installing the actuators, the interface control panels were also supplied, installed and commissioned by SE Controls together with the fire rated cabling, which is completely concealed within the curtain walling. During day-to-day operation, the natural ventilation system responds to signals from sensors linked to the building management system (BMS) to ensure that the indoor air quality and temperature are maintained within the pre-set parameters to maintain a comfortable working environment. In the event of a fire, the building’s alarm system signals the natural ventilation system to automatically close all the vents as part of the smoke and fire control strategy. This not only restricts the flow of oxygen into the

building to help suppress the fire but also allows precise control to be taken by fire officers via the system’s manual control points, enabling smoke to be cleared from the relevant atrium. As SE Controls’ actuators and Schüco vents have been tested and proven to meet the European smoke vent standard hEN12101-2 and the Construction Products Regulations that came into force in July 2013, the ventilation system is CE marked and fully compliant. A Winning Performance in the “Golden Mile” GREAT WEST HOUSE, BRENTFORD Forming part of what is known as Brentford’s “Golden Mile” business area; Great West House with its L-plan design is an iconic 1960’s tower. Dominating the skyline from the elevated M4, Great West House provides office accommodation for a number of blue-chip British and world-wide organisations, including BSkyB, Page One Communications and Air India. The conference concluded with Tim Blackman from CITB giving an outline of their work to support PCA members. The event then moved on to a celebration of the cream of professionalism in the industry, with the presentation of Students of the Year and PCA Awards, which attracted high quality entries from across the UK. The first stage of the evening was the presentation of the Student of the Year Awards, and first up to the winner’s stage was Pam Weatherhead, of Damptec Systems, who secured the Certificated Surveyor in Remedial Treatments (CSRT) award, sponsored by Triton Systems. This was presented by Janice Carey Chief Examiner for CSRT. Then Bruce Madden, of Stonehouse Property Care, took the Certificated Surveyor in Structural Waterproofing (CSSW), sponsored by Delta Membrane Systems. CSSW Chief Examiner, Graham Coleman, together with Phil Hewitt, presented the award.

Finally in this category, the Technician of the Year was presented to Simon Colderick, of Complete Preservation, an award sponsored by Stallard Kane Associates. Peter Macdonald, the award’s examiner, presented the accolade. The next stage of the evening was the announcement of the winners of the PCA Awards. Now in their sixth year, these are selected by an independent panel of judges; Graham Perrior of the NHBC, Douglas Kent of the Society for the Protection of Ancient Buildings and Gerald Kelly of CITB. The first of these awards was the CITB-sponsored Training and Staff Development title, which was secured by South East Timber and Damp. Then the Shepherd PR sponsored Innovation and Sustainability title was presented to Wise Property Care, with Cook Group recognised as Highly Commended. Project of the Year – sponsored by PAGeotechnical – was awarded for the second year running to Trace Remedial Building Services, and the PAM Ties-sponsored Contractor of the Year title went to Brick-Tie Preservation.

Monodraught Cool-phase helps Ford’s Retail Car Showrooms Go Green A new Ford Retail car showroom and used car sales office completed in January 2013 is equipped with Monodraught Coolphase, a low energy cooling, ventilation and heat recovery system. Cool-phase reduces the running costs of buildings while creating a fresh and healthy indoor environment without the use of compressors or hazardous coolants. The system uses

One of the most prestigious 17th century country houses in England has gained from the use of Layher Allround scaffolding and the Keder XL roofing system during refurbishment work. The installation – undertaken at Audley End House in Saffron Walden by Connect Scaffolding on behalf of conservation specialists,

The project has provided multi-level access to the building’s facia and translucent weather protection for the roof area while, importantly, accommodating key factors associated with the English Heritage site.

“It was important that the installation was free-standing to minimise contact with the building,” comments Connect Scaffolding’s Operations Director, Karl Degroot. “Additionally, the structure had to provide a clean façade line while both pedestrian and vehicle access to the front elevations and west wing were also key objectives.

“We opted for the Layher solution – with its minimal number of components and wide bay design – as it helped these requirements to be fulfilled and because it provided wide access throughout each of the eight lift levels with only minimal need for cross bracing. This proved a significant aid to the refurbishment specialists working at the site, as did the Keder XL roof system.” This, he explains, was built in bay sections at ground level and then craned into position where translucent sheeting was pulled over the apex via in-built runners. “The translucent design also meant the maximum benefit of the natural light could be enjoyed, which was a further benefit for the workforce

at the site,” adds Karl Degroot. Working closely with the client, the design of Layher Allround meant that Connect Scaffolding were able to complete the structure in just over five weeks. Lucideon Invests in a New Frost Resistance Test Rig for Clay Roof Tiles & Natural Stone Products Lucideon, the international provider of materials development, testing and assurance, and formerly known as Ceram, is pleased to announce the installation of a new frost resistance test rig for clay roof tiles and natural stone products. The new rig specifically meets the revised BS EN 539-2 Test for Frost Resistance test method requirements for clay roof tiles and has the capability to test to the existing natural stone durability standards. In late 2013, a revision to BS EN 1304 Clay Roofing Tiles for Discontinuous Laying, product standard was published incorporating reference to the revised BS EN 539-2 Test for Frost Resistance, test method standard. Building a Better Business As the UK's national timber event for the built environment, Timber Expo is now firmly established in the industry calendar. The Hex is back New Trend Hexagonal Mosaic Collection Hexagonal tiling was popular in the Victorian era and during the Arts and Crafts period, the geometric shape being favoured by designers for its pleasing symmetry. KINGSPAN SOLAR THERMAL SYSTEMS DELIVERING SPECTACULAR SAVINGS FOR CAMBRIDGE SWIMMING POOL Abbey Pools in Cambridge has been transformed into a model of energy efficiency. The complex, which includes two indoor swimming pools, is now heated by one of the highest performing solar thermal collectors in the world, generating up to 70 per cent of the complex’s hot water needs.

Cambridge City Council wanted to reduce energy use and lower the carbon footprint of the city’s Abbey Pools, two indoor heated swimming pools, including one 25-metre pool and a smaller 15metre learner pool.

The designated installers, Suffolkbased Sustain Services, initially explored installing solar PV panels. However, when the system and associated FiT payments were compared to the energy and financial savings that could be delivered with solar thermal and RHI payments, the decision was taken to switch to installing a solar thermal system. Kingspan Solar was approached by Sustain Services to design a system that maximised efficiencies and savings. Our specification engineers designed a system using 40 Thermomax DF10030 solar thermal vacuum tube collectors, covering 120 m2 of roof area, to supply

Specifically designed and manufactured to operate in Northern European climates, the market-leading Thermomax collectors use vacuum technology to deliver an unrivalled transfer of solar energy into heat. They are up to 30 per cent more effective than traditional flat plate panels and allow energy from the sun to be captured efficiently and effectively. The vacuum inside each tube not only provides outstanding insulation, it also suppresses heat loss by protecting the system from cold, wet or windy weather. The result is optimum performance levels all year round. However, it wasn’t just the inherent efficiency of the system which appealed, but its relative ease of installation. The plan for fixing the solar PV panels had been to mount them on Aframes facing south to maximise their absorption of solar energy. This would have required a crane to lift both the A-

frames and panels onto the roof – an awkward and expensive exercise. By contrast, the Thermomax tubes are mounted in a modular system, which are far simpler and cheaper to install. The modular system can easily be fitted by a single operator and each tube was just twisted to face south, negating the need for both A-frames and the crane to lift them. The ease of manoeuvring and man-handling the tubes during installation also reduced health and safety risks for the contractor. By the end of June 2013, little more than three weeks after work started the entire system installation, including the connecting pipework to the boiler was complete and delivering heated water to the swimming pools. Early results have showed enormous energy savings - far surpassing the initial T*SOL predictions, which suggested annual savings of around 85,000kWh, equating to financial savings (including the RHI) of more than £8,000. In reality,

the final figure looks likely to be far above this (based on actual readings taken in July 2013). Although the system’s performance has been boosted by a hot summer, it is still a spectacular result. Richard Secular at Sustain Services says: “This was an exciting project for both parties which utilised Kingspan’s superior products and design expertise, to ensure a first class system was integrated into the existing pool infrastructure. “Following a less than four week install, the system went live in June 2013 and during the summer months has sustained pool temperatures without recourse to the existing gas boilers. We completed the works making use of our own in house engineers and installation team. “Cambridge City Council has now successfully applied and been approved for the Renewable Heat Incentive (RHI), and we are currently exploring

additional solar sites for CCC to help them achieve their carbon management target” The Climate Change Officer for Cambridge City Council, says: “As part of our continual commitment to reduce emissions across our estate, we decided to install solar thermal on Abbey Pools because we see it as an effective means of reducing carbon emissions, as well as reducing energy costs and safe guarding ourselves against future energy prices. “Kingspan Environmental and Sustain Services helped us guarantee the system was eligible for Ofgem’s Renewable Heat Incentive, which ensured we maximised return on our investment.” The system is managed by a fully integrated control unit, which is simple to fit, connecting the pools and the solar circuit. Legend doors resist the floods Whilst large parts of the UK have been devastated by the floods Limerick in the Republic of Ireland was amongst many places to be overwhelmed when the River Shannon burst its banks in the City following high tides and driving rain. However, whilst hundreds of families have had their homes

ruined as the flood waters reached several feet deep in some streets, one resident found that the Legend PVC-U French doors that he bought from local Synseal fabricator and installer Walsh Windows did far more than keep out the rain and wind, as an extraordinary photograph proves. The floods, the worst the country has ever seen, brought a torrent of water racing through the streets to reach the home of the Walsh customer which the Legend Doors resisted manfully, despite the murky water giving the doors the appearance of a fish tank rather than the main entrance to the house. Tradelink Scores Highly with School Project Tradelink, world class manufacturer of one of the widest ranges of windows, doors, sealed units and conservatories in the UK, has completed a window replacement project at the Leverington Primary Academy in a conservation area in Wisbech. Mike Connors, Commercial Sales Manager at Tradelink reports: “This project provided us with an interesting challenge because we needed to ensure all parties including the head teacher and property manager at Cambridgeshire County Council and the planning officer and conservation officer at Fenland District Council, were happy with the completed project, each with their own slightly different priorities. “The head teacher had budget restraints to consider while the property manager needed the new windows to meet required standards and achieve a high level of workmanship to complement the building and its environment. The planning officer, whilst not within his normal remit was careful to ensure any conservation rulings were upheld, and the conservation officer needed the original conservation features to be restored. “The school windows had already been replaced with

timber casements back in the 1970’s, but evidence via an old photo showed the original features and design looked quite different. Working closely with all parties Tradelink managed to match the original fenestration design with the help of a local joinery workshop, Betts and Son, who manufactured the original material to exact sectional dimensions. The traditional aesthetics were achieved, but the windows also incorporated the high performance Heatguard sealed units and modern friction hinges, all within the school’s budget and delivered on time. “The installation was also completed within the agreed timescale by NVQ qualified installers in line with the Construction Skills Certification Scheme.” Tradelink’s commercial division has expertise in the manufacture and installation of windows and doors in any material including aluminium and timber, and where relevant PVC-U.

renovate this unique organ will conclude in an organ festival on an unprecedented scale. As part of the celebrations the Royal Festival Hall commissioned the building of four new organs, which will be used in a concert written and performed by folk superstars Bellowhead. Hunter Plastics didn’t just supply Jules – who describes himself as a performer, composer, sound designer and creator of bespoke noises - with a bunch of random pipes. They all sang from the same hymn sheet, working together to discover which pipes in the Hunter range would work best. In the end, Jules settled on a variety of white solvent soil and waste pipes and fittings to form the pipe section of his highly unusual new organ, which he hopes will hit all the right notes. “I wanted to construct an instrument entirely from recognisable, everyday stuff that people would be able to identify when the organ was playing – be it a tap, or a part from a bicycle or a plumbing pipe,” says Jules.

“Our local plumbers merchant, Jack’s Plumbing Supplies in Wellington, Somerset put us in touch with Hunter and they have been so helpful in providing the bits we needed.” Jules is even keen for Hunter’s branding to be on display on the pipes, as part of his utilitarian-inspired design. You could say Hunter's pipes are the key to his success! Pipes from the Hunter solvent weld soil and waste ranges from 22mm overflow right up to 110mm soil pipe have been used to create the organ’s pipes along with some air admittance valves, and various bends and fittings. Their tough construction will withstand the knocks and scrapes it will receive being on public display in London. The organ, which Jules describes as sounding “like a giant recorder”, will be on display at the Royal Festival Hall before its moment in the spotlight on 22 and 23 March. Hunter Plastics, part of the Aliaxis Group manufactures not only soil and waste, but also a wide range of PVCU rainwater and underground

drainage systems in the UK.

Hunter has had some strange requests for product over the years but none stranger than the appeal it received from musician Jules Bushell. He asked them to pull out all the stops to help him build an organ to be played in the auspicious surroundings of London’s Royal Festival Hall. The organ that Jules is building isn't just a pipe dream. It is part of the Royal Festival Hall’s Pull Out All The Stops organ festival in spring 2014. Steadmans invests £500,000 in unique new slitting line

Leading building products manufacturer Steadmans has invested £500,000 in a state-of-theart slitting line at its headquarters in Warnell, Carlisle. The new line, for cutting narrow coils from main coils, is the only one of its kind in the UK. The machine has a wider range of capabilities than Steadmans’ previous equipment, including the ability to split prepainted coil both width and length wise, as well as re-coil sheets. The new machine can also make flat sheets and split and rewind heavier metals, such as zinc. Nigel
