A Message From Martin: Dear Water Valley Residents, I love this time of year as the changing of the beautiful colors in Colorado’s fall begin to take place. This year’s colors are proving to once again be nothing short of spectacular. Fall will also bring magnificent change to Water Valley, not only in the colors, but in the values and opportunities to new and existing residents alike. The exciting new tribe of homebuilders currently building in Water Valley will bring fantastic new values and opportunities with them. You will begin to see many new faces around Water Valley as the market is seeing new life. Unprecedented low interest rates combined with very competitive quality builders are getting people excited about building and moving to Northern Colorado. That coupled with the best building permit volume in 4 years should result in a rapidly changing landscape of new homes and residents in Water Valley. To me, that’s a beautiful thing! Faces of the Water Valley Master Association As a resident of Water Valley, you have probably spoken with our Water Valley Master Association Support Staff at one time or another. Curt Nesburg is a Water Valley resident and is a representative for the Master Association. His role includes homeowner communications, covenant compliance, community improvements, title verification and budgeting. Laurie Wickstrom has been an employee of Water Valley for over ten years now. She has supported the Master Association in many roles over the years. Currently, Laurie coordinates the annual billings and homeowner communications. Valerie Brandt is the first face you see when you walk into the Water Valley offices. She coordinates homeowner communications and recreation passes. These three people, along with other Water Valley employees, coordinate the operations of the Master Association. They are essential in the seamless execution of homeowner relations and are valuable assets to the Water Valley Team. n

DR HORTON COMES TO WATER VALLEY June 30, 2011 Windsor, CO- DR Horton, a national homebuilder with its CO division office based in the Denver Tech Center, has purchased finished lots in Water Valley, a master planned community located in Windsor, CO. DR Horton will be building models from their 7 Diamond Collection - priced from the upper $300s to the upper $400s - and plans to begin construction in the ensuing weeks. 5 models have received approval for construction before the end of the summer.

Water Valley Master Association News Annual Meeting

The Water Valley Master Association Annual Meeting will be held on Monday, October 24, 2011 at 7:00pm at the Windsor High School Fireside Room, 1100 Main Street.

Metro District Irrigation Water

The residential non-potable irrigation water, shut-off date is scheduled for October 17th. Please remember to have your system shut-off valve closed prior to this date. Be sure your system is blown out before winter weather arrives in order to avoid problems associated with freezing, breaking lines, valves and sprinkler heads.


Under our governing documents, the following activities are prohibited within Residential Units: Parking, storage, servicing or repairing commercial vehicles, mobile homes, campers, trailers, watercraft, or other oversized vehicles, stored vehicles, or inoperable vehicles in places other than enclosed attached garages. Street parking of the abovementioned vehicles is subject to the Windsor Police Department jurisdiction. At time of use, loading and unloading recreational vehicles will be allowed.


Dogs may be the WVMA’s largest area of complaints. Complaints generally center around pet owners not picking up after their pets, barking dogs and dogs off leashes. Pet Owners, please use the doggie stations located throughout the walking areas for bags and bag disposal. Barking dogs may become an issue for the Windsor Police Department under the Windsor Dog Ordinance. Dogs running at large, off leashes, are also subject to the Code enforcement by the Windsor Police Department. We ask the pet owners to obey the rules.

Trash Cans

We continue to get complaints on trash cans. Trash cans, except on pick up days, must be in the garage or behind privacy fences.

Vandalism and Trespassing

Union Colony Protective Services files daily incident reports from their routine daily patrols. There has been an increase of suspicious people and vehicles throughout our community. Incidents include theft from open vehicles and garages. Please call the Windsor Police Department to report all suspicious activities.

Recreation Passes

Residents using community amenities are required to have a Recreation Pass in their possession. The Recreation Pass can be acquired at the Water Valley office without charge. Inappropriate activities on the lakes, beaches, or at gazebos including loud parties, rowdiness, foul language, and littering could result in the revocation of the Recreation Pass.

What Is The Water Valley Master Association? The Water Valley subdivision is governed by the Water Valley Master Association which is the developer controlled forerunner to a homeowner controlled and operated Home Owners’ Association. Every person who is a recorded Unit Owner of any unit is subject to the Master Declaration and shall be a member of the Association, including contract sellers. The Master Association, acting in all instances by its Executive Board, unless otherwise required by the Act or the Master Declaration, has many and varied powers and duties. In everyday language, covenants, conditions and restrictions are enforceable parameters by which a community controls the appearance and activities within its neighborhoods. More and more communities are “covenant controlled” as a means to preserve the appreciation potential of the of the homeowners’ residences and to maintain a neighborhood quality of life that is attractive to all homeowners. Covenants, Conditions and Restrictions (CC&Rs) are recorded legal documents that are on file with the County Clerk’s office with the state. The selling party in a real estate transaction is required by law to provide each homeowner with a copy of these Covenants, Conditions, and Restrictions; and advise them of their existence. Water Valley CC&Rs generally follow the language contained in the Colorado Common Interest Ownership Act (“the Act”) that became effective July 1, 1992. This Act leaves the area of covenant control largely up to the Association Documents. The Master Declaration Covenants , as written for Water Valley, states that it is subject to the Act. As residents of Water Valley, we can all feel proud to be a part of northern Colorado’s premier resortstyle community, featuring superior master-planning and a full complement of amenities for today’s active Colorado lifestyle. n

New Water Valley Website Unveiled Water Valley is proud to announce the launch of it’s new website. The revamped features a more navigable format, added multimedia interaction, and a vibrant layout. This update allows the site to work more seamlessly with browser updates and mobile devices. In the “Our Community” section you will now find a link specifically designed to help you rent your house in Water Valley or find a rental. We are constantly contacted regarding rental units is Water Valley, and if you would like a hand with renting your home or finding a rental let us help you out. In addition to some updates to the overall look and feel of the site, now features automatic updating to sites like Facebook and Twitter. These social media sites are now fully integrated into the framework of Water Valley’s new website. With this integration, blog posts on the website automatically publish to both Twitter and Facebook, keeping all our followers and friends updated about recent activities, specials, and events. Veterans Day Events Veterans Day is 11/11/11 and here in Water Valley, we’re showing appreciation to vets and military personnel for an entire month. Pelican Lakes Golf and Country Club is proud to once again honor the United States Military by offering complimentary golf for all who are serving or have served this great nation. From October 10th through November 11th, each veteran is invited to play two free rounds of golf on Pelican Falls, which includes a cart at no charge.

Honoring our veterans with some fun and relaxation is just one way the Water Valley community recognizes and thanks our military. Over the past ten years that Water Valley Military Appreciation Month has been celebrated, our servicemen and women have enjoyed over 9,000 rounds of golf on our course for absolutely no cost. Another night of recognition and appreciation will be November 9th at the Colorado Eagles against the Utah Grizzlies. Water Valley hosts Military Appreciation Night where hundreds of military personnel and their families will be on hand to witness an exciting hockey game and special military tributes! Purchase your tickets now and join in the festivities! Water Valley Military Appreciation Month concludes with the best Veteran’s Day Golf Tournament in all of Colorado. This year we anticipate 144 veterans and active duty military members to participate. This is a complimentary event that has been held for the past several years and includes lunch for all participants, singing of the national anthem by local residents, and an appearance by the Windsor Middle School Choir. Please join us on November 11th and join us in saying “THANK YOU!” to our military and their families. Their dedication and sacrifice is truly the reason the USA is the land of the free and the home of the brave. n
