The East Surrey Learning Partnership (ESLP) is a network of state-maintained and independent schools working together.

The ESLP was established by Caterham School to support educational opportunities for all young people in East Surrey. The ESLP model moves the relationship between independent and state-maintained schools away from a from an ‘outreach’ model to one of equal partnership and shared endeavour of educating all children locally. All member schools carry equal weight and problem solve together.

ESLP work includes training teachers and extending curriculum and co-curriculum clubs beyond that which would otherwise be available. schools through to weekly lab science sessions and a shared young medics society which includes practise medics interviews.

A weekend programme to boost Pupil Premium primary school children’s access to academically selective independent and state-maintained grammar schools across Surrey, Kent and South London has been launched by Caterham School. The programme, named Saturday Plus, runs on weekends throughout the year.

The Saturday Plus programme extends beyond academic tutoring and interview preparation to provide mentoring, problem-solving and digital skills for the children taking part. The weekend sessions include maths and English lessons with additional sessions covering robotics, Latin, creative arts performance, outdoor learning and sport.

Ceri Jones, Headmaster at Caterham said: “Saturday Plus is about supporting the aspirations of children whether they are headed to selective state-maintained grammar schools or independent schools.

Our aim is to mirror the level of academic extension and interview support that children gain at preparatory schools for those receiving Pupil Premium support.”

He added: “The support is focused across a range of primary schools and we have worked closely with primary school heads to build the programme and recruit participants. We also want to break down any perceived barriers that might exist so pupils and their families can familiarity.”

Welcome

to the Tandridge District

Whether you are visiting the district, or already live or work here, we hope you find this guide interesting and useful. The next few pages give general information about the area, as well as Tandridge District Council and the services it provides.

An A to Z listing of useful numbers can be found on page 16 and details about the towns and villages in the area can be found on pages 22 to 29.

Although close to London, the district is very rural and 94% is covered by Green Belt. The area borders Redhill in the west, Croydon in the north, Sevenoaks to the east and East Grinstead to the south. It is a district of contrasts, with busy commuter towns and leafy villages.

The Council works hard to maintain the rural nature of the area, while promoting and supporting appropriate economic development. There are a wide variety of pubs and restaurants catering for all price ranges and tastes, as well as beautiful countryside, conservation areas, nature reserves and places of historical and general interest.

Outwood boasts one of the oldest working windmills, built in 1665, while Titsey Place, a 17th-century mansion, has a fine collection of art and extensive gardens.

Lingfield is home to Lingfield Park Racecourse and Nutfield to Redhill Aerodrome.

Key facts & figures • Tandridge is a large, mainly rural district covering 110 square miles.

• It has a population of about 87,000.

• Approximately 70% of the district’s population live in the main northern residential areas of Caterham, Oxted, Warlingham and Whyteleafe which, together, cover about 9% of the Council’s geographical area.

The rest live in smaller settlements and villages.

• There are almost 3,000 VAT registered active businesses, ranging from sole traders to multi-national companies.

• More than half the area’s working population usually commute out to the major employment centres, such as London, Crawley and Gatwick.

• 94% of the land in the district is classified as Green Belt - the highest amount in the country. Just under a third is open space or woodland, while over half is in agricultural use.

• Tandridge has 19 Conservation Areas and around 600 Listed Buildings, of

which 20 are recognised as being of Outstanding National Interest and are Grade I listed buildings.

• There are eight sites of Special Scientific Interest, seven Local Nature Reserves and nearly 40% of the area is designated as being either an Area of Outstanding Natural Beauty or of Great Landscape Value.

• The main towns are Caterham and Oxted, which provide shopping facilities for the local population and surrounding areas.

• Tandridge District Council has an annual revenue turnover of £53.1 million (2023/2024) which includes running all council housing and has a capital investment programme of around £19.2 million (2023/2024).

• Tandridge is one of 11 district and borough councils in the Surrey Police area. The crime rate is low, with 57 recorded crimes per 1,000 population against a national average of 89.

Getting about Tandridge has excellent road and rail links, making access to London, the South Coast and the rest of the country very easy.

The M25 and the M23 motorways cut through the area, along with the A22 Purley to Eastbourne and the A25 Maidstone to Guildford roads.

Trains run from the district to London Bridge, Waterloo, Charing Cross and Victoria stations, as well as to Kent and Sussex.

Gatwick Airport is found to the southwest, while Biggin Hill Airport is situated close to the north-east of the area.

What’s in a name?

The name Tandridge is derived from the Saxon Hundred, when the country was divided into 100 square mile administrative areas. Until 1086, Richard de Tonebridge, son of Earl Gilbert, settled and administered the area.

On the north side of the A25, near Tandridge Golf Course, a stone marks the site of Undersnow (called Hundred Snow in 1656), where a constable was chosen for Tandridge.

Tandridge village bears the name of the district and is the longest parish, extending from the ridge of the North Downs to Blindley Heath.

Coat of arms The district has its own coat of arms granted in 1974. The grant of armorial bearings to a local authority is a royal privilege.

The mantelling flowing down from the crest on either side of the helm is doubled red and gold.

Arms

Supporters

A red shield with three gold bezants or roundels of gold, is taken from the seal of the Augustinian Priory of St James at Tandridge, which flourished from about 1200 until 1537. Each roundel has a red estoile with eight rays. The estoile is an allusion to the arms of the Cobham family of Lingfield.

On either side is a gold griffin, which is taken from the arms of the Evelyn family, who were connected with Godstone and Felbridge during the 16th and 18th centuries. Each griffin holds a blue winged sword, an allusion to Kenley Aerodrome, established in 1917 and an important fighter station during World War II.

Crest The crest consists of a mural crown in gold, which is symbolic of municipal government, as well as of military defence. Upon the crown is a green grasshopper, an allusion to the crest of the Gresham family, which owned a

Motto Concordia - meaning harmony.

There are 21 parish councils democratically elected to run certain local facilities and services. Parish councillors are elected to represent the best interests of their local residents.

Parish councils need funds to support their activities. Adding an extra cost known as a precept to each householder’s council tax bill raises these funds.

A parish clerk is employed to act in legal and administrative matters and as a point of contact. Tandridge District Council has to consult parish councils on all local planning issues, appeals, inquiries and licensing, where they affect the parish.

Parish councils get involved in providing, maintaining and protecting areas such as: • Allotments.

• Bus shelters and public benches.

• Churchyards and cemeteries.

• Notice boards.

• Open spaces and playing fields.

• Planning.

• Recreation.

• Village halls.

Parish councils can also spend money outside these areas for any purpose considered to be of overall benefit for the area and its residents.

The Council does so in a number of ways, including through local newspapers, magazines and radio stations, council leaflets, working with councillors, council meetings, regular e-newsletters, the website www.tandridge.gov.uk and social media, such as Facebook, Nextdoor and X (Twitter).

Your councillors Currently, we have 42 councillors elected from the different areas of the district to look after the interests of the district as a whole and their local communities. From 2 May 2024, we will have 43 councillors.

Council meetings open to you

Committees carry out the detailed business of the Council and make recommendations or reports to Council meetings.

Members of the public are encouraged to attend any committee or Council meeting, which are usually held at the Council Offices in Station Road East, Oxted starting at 7.30pm. Council meetings can be watched online, through the Council’s website and are archived for up to six months.

Towns & Villages Bletchingley

Caterham and Chaldon

Bletchingley is a large village of medieval origin on the A25 between Redhill and Godstone. Its historic centre is a Conservation Area containing many attractive listed buildings.

Caterham is divided into Caterhamon-the-Hill and Caterham Valley. The earlier settlement of Caterham-on-theHill developed in the High Street area, with St Lawrence’s Church probably dating from the 12th century.

The High Street owes its wide form to the market square which once existed there. Bletchingley had a castle which was once the home of Anne of Cleves. Anne was the fourth of Henry VIII’s six wives and lived there after their divorce.

It now has a large residential community served by shops and services in the High Street and the Raglan Precinct. The former Caterham Barracks is a Conservation Area and the site has been developed to provide a mixture of uses including housing, employment, community and retail in both new and converted buildings.

The remains of the castle (Bletchingley Palace) lie on private land to the south east of the village. Bletchingley was also infamous as a “Rotten Borough” (a handful of electors returning an MP to Parliament) until the Reform Act of 1832.

Today, Bletchingley is a popular location for walkers and visitors and has a number of pubs and a tearoom.

The nearby Kenley Aerodrome, which was an important Battle of Britain fighter airfield, has now been designated a Conservation Area.

Caterham Valley developed during the mid to late 19th century following the opening of the branch railway line from Purley in 1856.

It became a popular residential area, with Harestone Valley being developed

for large houses in a wooded setting, a character which is still maintained through specific planning policies.

The town centre has many shops and services including chains, individual and family-run businesses. There are three large food supermarkets and the Church Walk Shopping Precinct.

Caterham has a variety of sports facilities, including tennis and badminton at Queen’s Park Pavilion and the swimming pool, sports hall, gym and health & fitness studio at de Stafford Sports Centre, based at de Stafford School, located in Burntwood Lane.

The village of Chaldon is situated to the west of Caterham-on-the-Hill and is referred to as early as 675 AD. Until the early 20th century it comprised just six farms and St Peter & St Paul’s Church, but has since grown into a popular residential area.

The church is noted for its early medieval wall painting which covers

the whole surface of the west wall. It depicts in great detail a judgement scene and was discovered in 1869 beneath whitewash.

Dormansland Dormansland is just south of Lingfield.

Until the enclosure of the commons and the arrival of Dormans station in 1884, Dormansland consisted of a few farms and cottages. The church of St John’s was also built in 1884.

The Dormans Park Estate has its origins in the late 19th century when the Bellaggio Estate Company bought the land.

The new Dormans station made the area easily accessible from London and an attractive location for development as “the new Bungalow Town and Club”. The estate grew steadily during the early 20th century and still retains its character of large plots in a wooded setting.

Godstone itself developed at the point where the Guildford to Maidstone and London to Eastbourne routes met.

Godstone Green, complete with duck pond, is in the centre of the village. It is an attractive open space, edged with trees and framed by historic buildings.

This area has also been designated a Conservation Area.

The Bay Pond, a local nature reserve managed by the Surrey Wildlife Trust and used for educational visits, lies next to the main path between the village centre and the church.

Godstone has a number of shops and services, including small convenience stores, pubs and restaurants.

Felbridge and Domewood Felbridge is near the county boundary with West Sussex, just north of East Grinstead.

South Godstone lies approximately three miles south of Godstone and is a more recent settlement, dating from the mid-Victorian railway age, when the Tonbridge Line was constructed.

It developed around Godstone Station.

Hedgecourt Lake is one of a number of mill ponds in the area which were probably used by the iron industry which once flourished in the Weald.

It is a nature reserve managed by Surrey Wildlife Trust and is a popular place for sailing and fishing. The private estate of Domewood lies just to the west of Felbridge.

Godstone and South Godstone Godstone lies south of the North Downs and Junction 6 of the M25.

The older settlement of Walkingstead developed around St Nicholas’s Church, to the east of the main village centre which is now a Conservation Area.

Limpsfield and Limpsfield Chart The village of Limpsfield is to the east of Oxted, north of the A25.

The manor of Limpsfield belonged to Battle Abbey from the time of Domesday until the 16th century and a number of medieval buildings still survive in the High Street.

Many were modernised in the 18th and 19th centuries with more fashionable brick frontages, but their older origins are still visible from the back.

Of the many buildings built by the Abbey, only the church and courthouse have survived, as the Manor House now standing near the church was only built in the late 18th century.

Development in the area increased to meet the demands of the new commuter population. Limpsfield expanded as new houses were built in surrounding roads, such as Bluehouse Lane and Detillens Lane.

The centre of Limpsfield remains largely unchanged. Many of the buildings are protected as listed buildings and the High Street is a Conservation Area.

St Peter’s Church stands in a prominent position in the centre of the village and the composer Delius is buried in the churchyard.

As well as having some small shops, Limpsfield has a pub and a cafe.

The High Chart to the south is a large area of woodland on the Greensand Ridge, much of it owned by the National Trust with an extensive

network of footpaths and bridleways.

Within this area is the small settlement of Limpsfield Chart.

Lingfield, Crowhurst and Blindley Heath Lingfield is in the south of the district, near the county boundary with West Sussex and surrounded by open countryside. It is perhaps best known for its racecourse, Lingfield Park, which dates from the late 19th century and has a traditional turf course, an all-weather track, a hotel and leisure facilities.

Lingfield itself is an attractive village with a number of shops, pubs and restaurants.

Prominent in the centre of Lingfield is The Cage and St Peter’s Cross. The Cross, dating from 1473, originally marked the boundary between two manors. The Cage was added in 1773 and was used as a lock up until as late as 1882. Towering over The Cage is a large hollow oak tree believed to be over 400 years old.

Much of the village centre is a Conservation Area and the area around the church of St Peter & St Paul has a number of particularly fine timber-framed houses.

A college was founded near the church in the early 15th century, although all that remains is an 18th century house.

The college is thought to have been built with salvaged material from the original college and the Guest House (now the library) which probably housed college guests.

Several fields adjacent to the village have been designated as part of the Lingfield Nature Reserve and are actively managed by the community.

The small village of Crowhurst lies about two miles north of Lingfield and has what is thought to be one of the oldest yew trees in the country. Alleged to be around 4,000 years old, the yew in St George’s Churchyard is four times the age of the church.

The church itself is of Norman origin and closely associated with the Gainsford family who lived in the nearby manor house Crowhurst Place between the 14th and 17th centuries.

Blindley Heath straddles the A22 about two miles west of Lingfield. The heath itself, just south of the village, is one of the last remaining examples of damp grassland on Weald Clay in Surrey. It is a designated Site of Special Scientific Interest and Local Nature Reserve managed on behalf of Godstone Parish Council by Surrey Wildlife Trust. It is also common land with public access.

Nutfield and South Nutfield Nutfield lies to the west of the district.

For many years the main industry in the area was the extraction of the mineral Fuller’s Earth. This has now ceased, but the years of quarrying have had a significant impact on the area and restoration programmes are underway.

One former quarry on the Nutfield/ Merstham border has been developed as a lake, Mercers Park, and is used for water sports, such as windsurfing, sailing and canoeing.

South Nutfield lies south of the A25 and grew around the railway during the mid 19th century. It is a fairly large settlement with a commuter population making use of the station.

Despite its name, Redhill Aerodrome lies within Nutfield Parish. The Aerodrome was developed in 1933 and used by fighter aircraft in the Second World War. Its grass runway has since been used by flying clubs, helicopter companies and for private flying.

The Barn Theatre in Bluehouse Lane and the cinema in Station Road West are both well-used local entertainment venues and Master Park is an attractive open space on the western side of the town.

Oxted and Hurst Green Oxted is the main town serving the southern part of the district and is south of the North Downs, near the Kent border.

The older settlement of Old Oxted, now by-passed by the A25, developed during the medieval period around its main industries of agriculture and tanning. It is a Conservation Area with a number of pubs and restaurants, the main focus having moved during the late 19th century to “New Oxted”.

When the London to East Grinstead railway opened in 1884 and Oxted Station was built, the new town grew around it, as the area became a popular place for commuters to live. The town centre, split by the railway into Station Road East and Station Road West, has many shops, restaurants and services. It is characterised by a large number of specialist individual shops, although there are also some chains.

Hurst Green is south of Oxted and developed around the station at Hurst Green Halt, which opened in 1887. It is mainly a residential area with its historic origins still visible around the large central village green.

Smallfield, Burstow, Horne and Outwood In the south west of Tandridge, near the M23 and Horley, is the village of Smallfield. Until the late 19th century there was little more to Smallfield than a few scattered houses and the manor house, Smallfield Place, but the village has expanded during the 20th century to a population of over 3,000.

A hospital was built in the early part of this century and was used for Canadian airmen during the Second World War. It has now been redeveloped for housing, but the Canadian connection has been preserved in

the names of the roads which are Canadian cities.

Burstow and Horne are much older settlements. Both have parish churches but are now small hamlets with populations of less than 500.

In 1685, John Flamsteed, the first Astronomer Royal, became Rector of Burstow. He had been appointed

by Charles II in 1674 and was put in charge of the newly built Greenwich Observatory, where he determined the position of almost 3,000 stars. He died in 1719 and is buried in the chancel of the church.

Outwood is to the north of Smallfield and well known for its windmill, which was built in 1665. The National Trust owns Outwood Common, a popular open space.

Tatsfield Tatsfield sits high on the North Downs on the eastern tip of the district. At 240m above sea level, it is one of the highest points in Surrey. Tatsfield lies close to the Pilgrims’ Way and along its western boundary runs the route of the old London to Lewes Road built by the Romans.

Much of Tatsfield, as it is now, was built in the 1950s, but there is still evidence of its popularity in the late 19th and early 20th centuries as a place for weekend cottages and visitors from London. Many plots were bought in anticipation of a new railway being built but the railway never came and in some cases the plots were not built on.

Today, Tatsfield is a thriving community, with a population of around 1,500, a shop, pub and village pond.

Warlingham, Chelsham and Farleigh Warlingham is centred around the village green where there is a variety of shops and services.

All Saints’ Church dates from the 13th century and it is believed to be where the Book of Common Prayer was used for the first time, in a service attended

by Archbishop Cranmer.

A more recent church, St Christopher’s, is in the south eastern part of

A supermarket stands nearby on the site of the old Chelsham Bus Garage.

Warlingham School is located in Tithepit Shaw Lane.

Farleigh is a small hamlet near the district boundary with Croydon and contains a number of houses, farms and the Grade I listed St Mary’s Church of Norman origin.

The former site of the Warlingham Park Hospital in the Parish of Chelsham and Farleigh, has been redeveloped for housing, with the Grade II listed clock tower, a landmark in the local area, a centrepiece of the new development.

Blanchman’s Farm Local Nature Reserve, to the south east of the village centre, is open to the public and is managed by the Blanchman’s Farm Management Committee.

Chelsham itself consists of a common, school and a number of scattered houses. St Leonard’s Church is some distance away in a relatively isolated

Whyteleafe and Whyteleafe South are on the Caterham Line and Upper Warlingham Station on the Oxted Line, making it a popular place for commuters to live.

Woldingham Woldingham sits high on the North Downs between Oxted and Warlingham.

Its village green is a Conservation Area and the settlement is characterised by large plots in a wooded setting.

The original farming settlement was developed by William Gilford who laid it out as a planned residential area in the late 1800s/early 1900s.

Much of the area was once owned by the Marden Estate and Marden Park (now Woldingham School) still stands in extensive grounds in the valley alongside the railway line.

There is a small parade of shops in the centre of the village, as well as St Paul’s Church which was built in 1933.
