Here are the records you requested

ARE COUNTY OFFICIALS COVERING THEIR TRACKS WITH A MASS EMAIL PURGE? While the National Security Agency continues to collect and store unprecedented amounts of data from millions of U.S. citizens, it appears the County of Maui can’t even archive emails more than three years old. “Don’t wait ‘til it’s too late,” a flyer posted in the county building warns employees.

“Save your important emails. Starting June 1, 2018: ALL EMAILS older than 3 years from their received dates will be AUTOMATICALLY DELETED. Groupwise Personal Archive will be NO LONGER ACCESSIBLE.” The bottom of the flyer tells county employees how they can retain important emails.

The notice set off alarms around the county from people concerned that the wholesale deletion of emails could purge important government records, hinder public requests for information and challenge attempts to keep local government accountable.

As one staffer told me in conversation, “It’s shady as shit.”

“I find the idea of an email purge by this administration a bit unsettling and suspiciously timed, as they wrap up their eight years in office,” County Councilmember and 2018 candidate for mayor Elle Cochran said in a statement to MauiTime. “Having almost completed our council work on the Fiscal Year 2019 Budget, it would have been a reasonable request from them to ask for additional storage funding, if it is truly an issue. I would like to see the email storage maintained for at least as long as seven years.”

Even without additional storage funding for emails, the 2019 allocation for the county Information Technology Services Program is $11 million, with about $7 million for operations and $500,000 for equipment (the rest is for salaries). Apparently, that’s still not enough to keep information archived.

“Maui County is implementing an email retention policy as have all other counties and the State of Hawai‘i,” County Spokesman Rod Antone told me in a May 22

email. “According to the Maui County IT Services Division, their reasons [for the email deletion] are problems accessing and moving personal archives which may contain email 10 years or older, high processing times and costs when moving 100 percent of current email to new cloud-based email, and slow searches of larger personal archives, mailbox, and retain database.”

But there are county rules around disposing government records. The Maui County Code of Ordinances Chapter 2.84, regarding disposition approval, states that each department must submit to the managing director: “A. Lists of any records that have been photographed or microphotographed and that, as a consequence, do not appear to have sufficient value to warrant their further preservation; B. Lists of older records in the custody of the department or agency that are no longer created or are not needed by it in the transaction of its current business, or that do not appear to have sufficient administrative, legal, research or other value to warrant their further preservation; C. Records disposition schedules proposing the disposal, after the lapse of specified periods of time, of records of a specified form or character that either are being accumulated by the department or agency or may accumulate after the submission of the schedules and apparently will not, after the lapse of the period

specified, have sufficient administrative, legal, fiscal or other value to warrant their further preservation.”

In other words, Managing Director Keith Regan should have to review lists of the emails to be disposed. Or, if the three year limit for emails is considered a record disposition schedule, Regan would have to approve this as well. Then there’s more.

After the managing director’s review, the lists and schedules need to be reviewed by a designated “disposition committee, composed of the managing director, director of finance, the corporation counsel, the county clerk, and the chairperson of the finance committee of the county council.”

This committee passes the final approval to the department or agencies for implementation and disposal.

It doesn’t seem that this legal process is being followed. “The departments are responsible for saving the right emails and storing it somehow,” Rod Antone told me over on May 23. “This is just too many. The managing director, Keith, that’s all he would be doing for the rest of the year.”

In other words, there’s no oversight and it’s up to each department to determine what should be saved and what shouldn’t.

“The departments have had months to go over this, and they still have time, and we still haven’t implemented this,” Antone added. “As I’ve said, this is not rocket science. I mean back-and-forth emails between personnel, that’s one thing. If it’s with the public that’s another thing. If it’s an ongoing project that’s a no-brainer.

Anything to do with litigation, that also calls for it to be stored.”

He continued, “The department head has his list of priorities and he knows which emails need to be saved. Corresponding, if any of his emails he’s communicated with his people... they know that those emails need to be saved… if it’s an ongoing project, litigation… all those are red flags that something needs to be stored, something needs to be saved.”

Put that way, sure, it doesn’t sound like rocket science. I mean, I still use the email account I made in 2005, when Gmail was invitation-only and held a revolutionary 2GB of storage. Since then, I’ve amassed an

unmanaged and bloated archive of tens of thousands of social media alerts, coupons, website subscription emails, newsletters and the secrets “the fitness industry doesn’t want you to know” – nothing worth saving, but still buried among contact lens order receipts that might come in handy someday. They haven’t, and I can see why automatic deletion is useful.

But consider how the county code defines “records” to mean “any document… regardless of physical form or characteristic, made or received by the council and any department, commission or other agency of the county in pursuance of law, ordinance or resolution; or in connection with the transaction of public business and preserved or appropriate to be preserved by that agency or its legitimate successor as evidence of the organization functions, policies, decisions, procedures operations or other activities of the government, or because of the informational value of data in them.”

It’s not just get-rich-quick offers or male vitality promotions: automatic deletion could purge a lot of potential evidence. Individual county employees should not have the power to decide what has, or what may someday have, informational value without appropriate oversight.

This is especially important in the age of Trump, as an empowered brand of politicians deceives ruthlessly, using the power of sensational ignorance to drown facts and degrade trust in public institutions. While this faction uses noise to wield power, it remains the responsibility of government to maintain the public’s trust in its honesty and commitment to improve the lives and land of Maui. Without this, our local democracy unwinds.

The unraveling has already begun. In 2016, The Economist downgraded the United States to a “flawed democracy” in its annual Democracy Index, citing a loss of confidence in public institutions. Earlier that same year, Honolulu Civil Beat wrote about a “Corruption in America Survey” which found reporters in Hawai‘i considered corruption to be “very common” at the state executive and legislative level.

If we want to ensure government serves the interests of the people, county officials and policies must hold themselves to high standards of integrity and exemplify respect for the process of law, accountability and the engagement of Maui’s citizens.

Proper record keeping and transparency are a necessary part of that, regardless of how many summer barbecue invitations get caught in the mix.

MoJo (mobile journalism) focuses on short format, community storytelling. Tweens and teens ages 12-18 will become Certified Mobile Journalists while learning to produce short video stories through interviews and news narration in a ‘mobile’ environment using iPod Touches.

Through hands-on training, youth will learn fundamentals of video production, media ethics, broadband and journalism.

YBEAM covers media literacy, media democracy and social issues through reflection and round-table discussion. Akaku mentors say participating in civil engagement helps build confidence, while certification offers additional media opportunities at the community media center.

There are 12 spaces available for YBEAM Summer Training 2018, which runs on Tuesdays and Thursdays, June 5-July 7; there are morning and afternoon sessions.

Fort Dodge, Iowa, may not exactly be the Wild West, but tell that to Balew, the pit bull-lab mix belonging to 51-year-old Richard Remme. As Remme and Balew roughhoused at home on May 9, Balew bounded back up onto the couch, where, according to The Messenger, he managed to shoot his owner in the leg. “I carry in a belly band, under my bib overalls,” Remme told the newspaper. “And apparently he bumped the safety one time, and when he bounded back over one of his toes went right down into the trigger guard,” he explained. Remme didn’t realize he’d been shot until his pant leg started to turn purple.

Balew, however, “thought he was in trouble for doing something wrong,” Remme said.

He “laid down beside me and cried.”

Dimitri the Husky can thank a Good Samaritan for reporting that someone was abusing a dog in Lantana, Florida, on May 10. Palm Beach County Sheriff’s officers arrived at the apartment home of Patrick Shurod Campbell, 27, where two roommates said Campbell “beat the hell” out of Dimitri, the Palm Beach Post reported. Officers found the 2-year-old dog locked in a dark closet, shaking and submissive, with a bloody ear. Campbell told police he had bitten the dog to “establish dominance.”

Campbell was charged with aggravated animal cruelty; Dimitri was turned over to Palm Beach County Animal Care and Control for treatment and re-homing.

A French museum dedicated to the work of painter Etienne Terrus announced April 27 that more than half of its collection from the 19th-century artist are forgeries.

The Terrus museum in Elne, where Terrus was born, gathered a group of experts to inspect the works after a visiting art historian noticed some of the paintings depict buildings that were not constructed until after Terrus’ death. Willard Marriott Library, where stressed-out students could go for a good cry. KSL TV reported The Cry Closet (#cryclosetuofu) caught on quickly; even with a suggested 10-minute limit, @ Gemini tweeted, “I stayed 11 mins but feel so much better thank you to whoever built this. Letitia Chai, Cornell University class of 2018, arrived at her “Acting in Public: Performance in Everyday Life” class on May 2 ready to present a trial run of her senior thesis wearing a button-down shirt and cutoff denim shorts. Professor Rebekah Maggor was displeased, however, and asked Chai, “Is that really what you would wear?” She referred specifically to Chai’s “too short” shorts and told Chai that her clothing choices would distract “men’s attention” from the content of her presentation. Chai left the room, but soon returned wearing just her bra and panties and delivered the entirety of her presentation. On May 5, she returned to the classroom to officially present her thesis and stripped down again, with more than two dozen others in the room joining her in bras and panties or boxers. Chai posted on Facebook about the incidents, telling The Cornell Daily Sun she wanted to raise awareness about this “huge societal issue.”

HIGH ON THE HOG On Yaji Mountain in China, hog farmers are experimenting with high-rise hog breeding facilities that house 1,000 head of sows per floor. Xu Jiajing, manager of Guangxi Yangxiang Co. Ltd., told Reuters the “hog hotels” save “energy and resources. The land area is not that much, but you can raise a lot of pigs.” The buildings range from seven floors to 13, with elevators to move people and pigs, and air circulation and waste management systems designed to reduce the risk of spreading disease.

BRIGHT IDEAS The grandmother of a 7-year-old girl in Marietta, Georgia, became alarmed May 7 when a stranger started following her and the little girl around a Kroger store. WXIATV reported that Einodd Samimi had earlier approached the grandmother at a nearby Walmart and asked if he could “have” her granddaughter for $100. He upped the ante at Kroger, offering to purchase her for $200 and commenting on the little girl’s pretty hair.

The grandmother confronted Samimi, drawing a large crowd of shoppers who chased him through the store and to his car. Police arrested Samimi at his home on charges of enticing a child and criminal solicitation. ■

M

ore than an expense sheet, a government budget is a moral document. It tells the story of a community’s needs, the priorities of elected officials and the government’s responsiveness. Allotments of money reflect the relative value placed on programs, institutions and infrastructure, and are a blueprint for the year to come.

As deliberations on the fiscal year 2019 budget draw to a close, we decided to take a look at this document and decipher the story it tells about community concerns and elected officials’ willingness to engage with

them. Budget deliberations began at the end of March with Mayor Alan Arakawa’s proposed budget, and were followed by numerous county meetings, long hours of testimony and added drafts and provisions. These meetings filled the months of April and May and lead to where we are now. Bill 57, a bill for an ordinance to authorize the budget, is now on Mayor Arakawa’s desk, awaiting his signature after being approved on May 29 during a meeting of the Council of the County of Maui.

It’s a lot to unpack. So, we’re putting your voice at the forefront. While there are surely untold tales about hours of late-night collabora-

tion, county council intrigue and questionable motives, we’ll focus on public testimony. This is a story of community concerns and testimony within a $758 million county budget. This is a story by you, the citizens of Maui County.

5. The Maui Lani Roundabout Maui residents hate traffic. Who doesn’t?

While we don’t deal with Los Angeles-like congestion (thank God), there are areas that residents know to avoid at certain times. At least, when it’s possible. For many residents, parents and children, the four-way stop at the intersection of South Kamehameha Avenue

and Maui Lani Parkway near Pomaika‘i Elementary is unavoidable.

Traffic can regularly reach queues of 30-50 cars in each direction, causing Marceline Ching, a longtime resident at Maui Lani to testify, “I can’t think of another intersection on this island that has as much traffic backup, other than Paia Town… I’m very disappointed and disheartened that this has taken so long.”

Laks Abraham, Community Program Manager for the Blue Zones Project Central Maui, which is advocating for the roundabout and safety for active communities, also testified to keep the project funded, “Roundabouts are

designed to slow speed, and speed is a critical component of pedestrian safety.” She added, “For example, a pedestrian hit at 20 miles per hour has a 90 percent of surviving, in comparison to when you go up to 40 miles per hour, it drops to 10 percent.”

From the testimonies it’s evident that, for many parents, it isn’t just about getting to work on time. “I have witnessed many close calls and stressful moments crossing the intersection, as well as watching other children and families trying to figure out the right way to traverse,” Parkways resident Raphael Wellerstein said. “Mornings are stressful for commuters trying to get through this intersection, and the kids and families trying to utilize the pedestrian walking paths, are sometimes in harm’s way.”

The Mayor Proposed: $2.865 million for a roundabout to solve traffic and safety issues, and make the asphalt go in a circle.

The Council Decided: to reduce the allocation by $1.465 million and use the remaining funding for traffic signals. Then, it backtracked that decision, restoring the mayor’s proposed funding and including the roundabout as a line item in Bill 57.

The Mayor Proposed: a tiered tax system that lowered real property tax rates on properties valued less than $500,000, maintained rates for those valued between $500,000 and $1.5 million and increased them on properties over $1.5 million.

The Council Decided: to scrap the mayor’s plan for “progressive” tax rates in a 6-3 vote.

Its amended real property tax rate schedule is mostly identical to last year’s, with cents shaved off each classification, per $1000 property valuation. The three councilmembers who voted against this amended version were Alika Atay, Elle Cochran and Kelly King.

Relative Cost: Mayor Arakawa projected revenue of $331.6 million from his tiered tax rate plan. Under the council’s rates, that revenue drops to $321.9 million, a difference of $9.7 million. That’s a loss of 1.3% of the budget, an amount almost equal to 50-times the grant disbursement for early childhood education.

3. The Biodiesel Fuel Tax Rate Gas is expensive on this island. It’s a fact of life we’ve come to live with, but testifiers protested a proposed increase in the fuel tax. Fuel

Maui Nui Botanical Gardens (and other agriculture projects) Evidently Maui Nui Botanical Gardens has touched a lot of lives. “One example of the Garden’s integral role in Hawaii’s plant conservation is their participation in saving Kanaloa kahoolawensis from certain extinction,” supporter Vickie Caraway testified . “The Maui Nui Botanical Garden has had one of only two remaining individuals of K. kahoolawensis in captive propagation for many years.” What’s more, “Maui Nui Garden has also been a central cooperator in efforts to save Kokia cookei, considered by many as one of the ‘living dead’ as it was so rare that the plant lost the ability to produce viable seeds.”

There are pages of testimony like this, from cultural practitioners praising the preservation and propagation of traditionally used plants, to workers who battle invasive species regularly and depend on a partnership with the garden.

Teachers and educators like Christine Lamb supported the garden too, “I care about the work the Garden does because, while a teacher at Baldwin High, my students were able to visit and learn about culture and botany at no expense to the students. The volunteers and staff were always knowledgeable and willing to share

4. The Real Property Tax Rate OK, so I was wrong. It wasn’t just Maui citizens who showed up to testify. Nonresidents (or “part-time residents”) showed up and made noise too. And why would a nonresident want a say in our county policy? To keep taxes on their multi-million dollar homes low, of course.

This year, Mayor Arakawa proposed a tiered system of real property taxes that would increase tax rates on properties valued at over $1.5 million. “We’re doing this to protect the working-class residents who are having such a hard time out there,” he said, according to The Maui News. “The group that we’re planning to increase taxes for can afford to pay a little extra to help the local economy out.” Budget Director Sandy Baz reassured the public that only 2,177 properties would pay the increased rate, and the proposed increase would not likely impact residents who only own a single home since most of those resident-owned properties fall below the $1.5 million range.

Still, it was seen as a threat to Maui’s vacationing class. “My husband and I are officially residents of California but spend quite a lot of time on Maui and we own several properties here,” testified Susan Haviland, a proud land-occupier.

“If you are trying to get nonresident property owners to sell up and leave, this kind of sudden tax increase may be a very good strategy,” she added, with apparent ignorance of local issues.

Testimony on this issue is a nauseating display of either a complete lack of awareness or unbridled entitlement and self-interest, especially when read next to pleas from local families for affordable housing. “I cannot afford this enormous property tax increase,” complained the Kummerehls of Wailea, who own multiple homes and “provide jobs for gardeners, pool services, house cleaners and window washers.”

One testifier even lamented about how these tiered tax rates would hurt short term rental owners on Maui, where one in seven homes is a vacation rental unit. “Maui will no longer be the place with Aloha spirit,” said Uwe Wessbecher, a man with a 408 area code.

tax is charged per gallon and its revenue goes to the highway fund.

But it is also perceived as a sin tax. Burning fuel contributes to undesirable climate change and pollution, and these taxes discourage fuel use and pass along the unseen costs of emissions to consumers. With this logic in mind, users of biofuels were outraged at a proposed tax increase on their fuel.

Bob King, president and co-founder of Pacific Biodiesel, laid out reasons for opposing the fuel tax that were echoed by many biofuel supporters. Basically, King (who is also Councilmember Kelly King’s husband) stated that biodiesel is renewable, biodegradable and non-toxic, unlike fossil fuels. Additionally, biofuels are renewable and help the county meet sustainability goals.

So, testifiers argued, a tax would disincentivize the transition to 100 percent renewable energy.

The Mayor Proposed: increasing the tax on biofuels to 23 cents per gallon.

The Council Decided: to remove the proposed tax.

Relative Cost: The elimination of the biodiesel fuel tax reduced estimated revenue by $89,000. That’s .012 percent of the total budget, or three percent of a roundabout.

and engage the students. MNBG is the best place on Maui for visitors and residents to learn the cultural history of Maui County’s unique plants.

MNBG provides a place for students of botany and Hawaiian culture to learn plant identification and experiment with traditional uses.

MNBG is a centrally located field trip site for more than 1,500 Maui students each year.”

The Mayor Proposed: $150,000 for Maui Nui Botanical Gardens as part of $1.245 million allocated for grants and disbursements for agricultural promotion.

The Council Decided: to maintain the mayor’s funding for the garden at $150,000, but as part of a smaller $840,000 allocation for agricultural promotion grants and agricultural promotion.

Relative Cost: Total agricultural promotion grants and disbursements make up 0.11 percent of this year’s county budget and is onefifth the size of the allocation for grants and disbursements to the visitors industry.

1. Affordable Housing Despite its beauty, Hawai‘i has been ranked the worst state in which to make a living, with median home prices on Maui reaching $700,000 in 2017. Testifiers asked for three main solutions for the need of affordable

homes on the island: fund the enforcement of short-term rental rules, pay for affordable housing projects and halt the development of unaffordable luxury homes. The testimonies shared show the depth of the need.

“Currently, I am living in what one would call a slumlord’s home. I pay $2,200 to live behind a halfway house in central Wailuku,” said one testifier. “I am depressed that I cannot give my son a decent home. I have little to no recourse. I am living like this – as a master level teacher of Science and place-based education, an active member in our community trying to preserve our environment and Hawaiian culture – with a career of 20 years and a double master’s degree.”

Another teacher, Justin Hughey, testified, “Working paycheck to paycheck, teaching by day and serving tables at night just to pay for a one bedroom apartment didn’t make a lot of sense. Before I was fortunate enough to purchase a home from Na Hale O Maui I was paying about $1,300 a month for a one bedroom apartment in Lahaina.” Since then it’s gotten worse. “Teachers in Lahaina have informed me, now they are paying upwards of $2,000 a month for a one bedroom apartment. A teacher I work with makes $2,600 a month and she is paying $2,000 for a one bedroom apartment.”

The price of housing costs the county good teachers, he concluded. “I know good teachers who are dreaming of being able to purchase a truly affordable home from the Kohoma Homes project in Lahaina. Purchasing a truly affordable home will be the determining factor that will allow them the opportunity to stay teaching at King Kamehameha III Elementary. If the state is going to continue to pay teachers the worst salary in the country when factored in the cost of living, then the County needs to find creative solutions to keep them in those important jobs” The Mayor Proposed: a $6.63 million transfer to the affordable housing fund.

The Council Decided: to transfer $6.43 million to the affordable housing fund (which set aside $1 million for the Kohoma project) after taking $200,000 for a certification adjustment.

Relative Cost: The transfer will consume 0.85 percent of the 2019 budget and cost less than one-fifth of allocation for the Wailuku Civic Complex (the construction of which, by the way, could gentrify Wailuku Town and raise housing prices even more). After the transfer, the affordable housing fund will be worth about $20.8 million, still less than half the $44 million allocation for the Civic Complex.

Setting the stage for the second and final reading of the Bill 57, an ordinance authorizing this budget, Councilmember Riki Hokama concluded that the budget committee worked diligently, reflecting on their process, “we see how we can incorporate the needs of departmental input, community review and recommendations.” The bill now awaits Mayor Alan Arakawa’s approval.

The upcoming fiscal year 2019, which starts July 1, will show whether elected officials heard and understood your needs. The budget is a story, and intertwined with it are your stories. Michael’s favorite thing on the menu is the Pad Krapow, “which is like a garlic, onion and veggies stir fry with shrimp, beef, chicken, or tofu, and some holy basil, with a fried egg on top, and we serve it with jasmine rice. The people that are hardcore about this place know this dish.”

Michael grew up on Maui, graduating from Maui High in ’96. He went to the culinary program at UH Maui College and worked at restaurants all over Maui, such as Mama’s Fish House and Hana Hou. He met Sai in her native Thailand. “We fell in love pretty quickly,” said Michael, and she moved to Maui to be with him in 2011.

n the heart of Wailuku Town, a new food truck is making a name for itself. Opened just last year, HI Thai serves up fresh Thai food with reasonable prices and authentic flavors. Since the truck opened last September, it’s since gathered a loyal following of folks who recognize the quality of the food.

On the corner of Market Street and Vineyard, the truck is nestled under the sprawling banyan tree, and patrons sit

ness with an 8am beach clean up, which is – sadly – always needed at Kanaha. The event will provide bags, and festival-goers are encouraged to bring gloves.

Then, at 9am, all the competitors will meet to find out the day’s lineup – who is doing what, and when competitors are getting in the water. Competitor sessions go from 11am-5pm. Sunday will start with a 9am meeting followed by events beginning at 11am. An awards luau finishes off the festival at 3pm.

itesurfing is one of those improbable things that humans have figured out.

It’s a sport that reminds you how much ingenuity humans are capable of. On any given windy day at beaches around Maui, athletic people strap themselves to boards, harness themselves to the power of the wind and do fantastic things with their bodies and the ocean. Racing at extraordinary speeds and flying high with the salt spray, kite surfers display a range of technical feats at a swiftness and altitude

unmatched with other ocean sports.

This weekend, the Maui Kite Fest brings the kitesurf community together to celebrate these exploits, compete and “maximize participation in a non-intimidating format” on the north shore’s Kite Beach. At lower Kanaha Beach Park this weekend, June 1-3, the kitesurf crowd will gather for two days of wind, tricks and racing.

The festival will kick off on Friday June 1 at Rock & Brews in Pa‘ia, where registration will be going from 5-7pm. On Saturday, the festival will get down to busi-

ent categories: race, big air, foil, men’s freestyle, women’s freestyle, and grom freestyle. Race and big air categories are pretty straight forward: athletes will compete against each other for speed and height. In freestyle kiteboarding, (almost) anything goes. In this free-format style, competitors use their kite and board for various aerial tricks. Kiters launch off small waves and wind chop in a display of inversions, board grabs and rotations.

This year, the festival will also partner

to “share your aloha, BE kind, BE love, and BE the effect you wish to see in the world.” Butterfly Effect participants can opt to be a part of the Kite Festival too.

'Solo: A Star Wars Story' More fun than any ‘Star Wars’ film since the eighties ★★★★★ Rated PG-13 / 135 Min.

on Howard’s Solo: A Star Wars Story had more obstacles to avoid than the Millennium Falcon flying through an asteroid field. Here is the inevitable Han Solo prequel adventure, sans Harrison Ford, with promising newcomer Alden Ehrenreich (the scene stealer of Hail Caesar!) taking over the role of the “scruffy lookin’ nerf herder,” scoundrel-pilot. In addition to the enormous pressure of a new actor in an iconic role, this Star Wars stand-alone entry arrives after nearly a year of bad press, with reports of replaced directors, an altered vision, reshoots and other unfavorable bits of gossip.

All the toxic pre-release press becomes a non-issue after the first five minutes of this charming, thrilling adventure.

The expected story elements are in place – I’ll be vague, as always, and avoid spoiling any surprises. We meet Solo as he escapes a horrible upbringing, meets Chewbacca, connects with an unruly character (well played

by Woody Harrelson) and begins to understand his place in the ongoing rebellion.

This latest Star Wars Story likely won’t inspire anyone to declare it “the best since Empire Strikes Back,” (the highest praise that seemingly everyone bestows on each new Star Wars installment). Still, Solo: A Star Wars Story is great fun. In addition to being as frequently exciting and funny as one would hope, it makes 135 minutes feel like a jump through light speed.

Ehrenreich’s take on Solo ranks somewhere between very good and a placeholder for a young Harrison Ford performance we’ll never see. I mean this as a high compliment.

Get ready for a fun ride

Like Brandon Routh’s work in Superman Returns, Ehrenreich’s physical and vocal similarity creates continuity with the legendary performer he’s standing in for, but he still makes the role his own. Donald Glover finds just the right notes of unflappable cool as Lando Calrissian. Paul Bettany, playing the key villain, hasn’t been this good in years.

The DNA of the western genre is so deeply embedded in this franchise and it’s a pleasure to see how fully it comes across here. Han and Chewie aren’t quite Butch and Sundance but they’re on their way. Harrelson’s work is so in tune with cowboy posturing, his performance could work just as well in a conventional western. The first big heist at the end of the first act even plays like a gravity-defying take on a train robbery. Emilia Clarke’s Qi’ra (and her relationship with Bettany’s Dryden) fittingly has a plot arch out of an old fashioned gangster movie.

Addressing the way Chewbacca’s growls are understood by Solo wasn’t the smartest idea; if anything, having that remain unexplained for so long was one of the best running gags in the franchise. As entertaining as the performances are, I suspect there’s a far longer cut that gives the characters more time to develop. While Chewbacca and the scene-stealing new L3 droid are quite endearing, Jon Favreau’s vocals, applied to a CGI pilot with multiappendages, are thoroughly grating.

Some of the story twists are easy to get ahead of but there are some nice surprises in the third act. In fact, a key character reveal may be the gutsiest thing the new Star Wars movies have done so far. Solo: A Star Wars Story drops the self-righteous solemnity of Rogue One and is much lighter on its feet than the recent Episodes 7-8.

Grumpy Star Wars fans may find lots

to gripe about (namely the abundance of humor). The ongoing complaint I hear the most from die-hard Star Wars fans (a group I consider myself a member of) is that the new films are too different, too removed and shallow in comparison to the original 19771983 trilogy. As a child of the 80’s who slept in Return of the Jedi bed sheets, subscribed to Bantha Tracks (the Star Wars newsletter) and had a framed Darth Vader autograph hung next to his bunk bed, I get it. I really do. Poe Dameron is no Han Solo, midichlorians derailed too much of the established lore and the Special Edition changes undermined what worked the first time.Yes, there have been more than a few disturbances in the Force. The new movies have peaks and valleys but I remain a devoted fan and Solo: A Star Wars Story is among the reasons why. This is the most fun I’ve had at a Star Wars movie since the eighties. ■

Play to your strengths.
